    By utilizing a nanometer ultrafast electron source in a point projection microscope we demonstrate that images of nanoparticles with spatial resolutions of the order of 100 nanometers can be obtained. The duration of the emission process of the photoemitted electrons used to make images is shown to be of the order of 100 fs using an autocorrelation technique. The compact geometry of this photoelectron point projection microscope does not preclude its use as a simple ultrafast electron microscope, and we use simple analytic models to estimate temporal resolutions that can be expected when using it as a pump-probe ultrafast electron microscope. These models show a significant increase in temporal resolution when comparing to ultrafast electron microscopes based on conventional designs. We also model the microscopes spectroscopic abilities to capture ultrafast phenomena such as the photon induced near field effect.

    BP West Coast Products, LLC (BP or the Applicant) proposes to construct and operate a nominal 720-megawatt (MW), natural-gas-fired, combined-cycle cogeneration facility next to the existing BP Cherry Point Refinery in Whatcom County, Washington. The Applicant also owns and operates the refinery, but the cogeneration facility and the refinery would be operated as separate business units. The cogeneration facility and its ancillary infrastructure would provide steam and 85 MW of electricity to meet the operating needs of the refinery and 635 MW of electrical power for local and regional consumption. The proposed cogeneration facility would be located between Ferndale and Blaine in northwestern Whatcom County, Washington. The Canadian border is approximately 8 miles north of the proposed project site. The Washington State Energy Facility Site Evaluation Council (EFSEC) has jurisdiction over the evaluation of major energy facilities including the proposed project. As such, EFSEC will recommend approval or denial of the proposed cogeneration facility to the governor of Washington after an environmental review. On June 3, 2002, the Applicant filed an Application for Site Certification (ASC No. 2002-01) with EFSEC in accordance with Washington Administrative Code (WAC) 463-42. On April 22, 2003, the Applicant submitted an amended ASC that included, among other things, a change from air to water cooling. With the submission of the ASC and in accordance with the State Environmental Policy Act (SEPA) (WAC 463-47), EFSEC is evaluating the siting of the proposed project and conducting an environmental review with this Environmental Impact Statement (EIS). Because the proposed project requires federal agency approvals and permits, this EIS is intended to meet the requirements under both SEPA and the National Environmental Policy Act (NEPA). The Bonneville Power Administration (Bonneville) and U.S. Army Corps of Engineers (Corps) also will use this EIS as part of their

    The Bonneville Power Administration (BPA) has decided to offer contract terms for interconnection of 250 megawatts (MW) of power to be generated by the proposed Windy Point Wind Energy Project (Wind Project) into the Federal Columbia River Transmission System (FCRTS). Windy Point Partners, LLC (WPP) propose to construct and operate the proposed Wind Project and has requested interconnection to the FCRTS. The Wind Project will be interconnected at BPA's Rock Creek Substation, which is under construction in Klickitat County, Washington. The Rock Creek Substation will provide transmission access for the Wind Project to BPA's Wautoma-John Day No.1 500-kilovolt (kV) transmission line. BPA's decision to offer terms to interconnect the Wind Project is consistent with BPA's Business Plan Final Environmental Impact Statement (BP EIS) (DOE/EIS-0183, June 1995), and the Business Plan Record of Decision (BP ROD, August 15, 1995). This decision thus is tiered to the BP ROD.

    The U.S. Army Corps of Engineers, Portland District (USACE) conducted the 20-year Columbia River Channel Improvement Project (CRCIP) to deepen the navigation channel between Portland, Oregon, and the Pacific Ocean to allow transit of fully loaded Panamax ships (100 ft wide, 600 to 700 ft long, and draft 45 to 50 ft). In the vicinity of Warrior Point, between river miles (RM) 87 and 88 near St. Helens, Oregon, the USACE conducted underwater blasting and dredging to remove 300,000 yd3 of a basalt rock formation to reach a depth of 44 ft in the Columbia River navigation channel. The purpose of this report is to document methods and results of the compliance monitoring study for the blasting project at Warrior Point in the Columbia River.

    The U.S. Department of Energy established a reference model project to benchmark a set of marine and hydrokinetic technologies including current (tidal, open-ocean, and river) turbines and wave energy converters. The objectives of the project were to first evaluate the status of these technologies and their readiness for commercial applications. Second, to evaluate the potential cost of energy and identify cost-reduction pathways and areas where additional research could be best applied to accelerate technology development to market readiness.

    The goal of the study was to optimize performance of the fixed-location hydroacoustic systems at Lookout Point Dam (LOP) and the acoustic imaging system at Cougar Dam (CGR) by determining deployment and data acquisition methods that minimized structural, electrical, and acoustic interference. The general approach was a multi-step process from mount design to final system configuration. The optimization effort resulted in successful deployments of hydroacoustic equipment at LOP and CGR.

    Point Reyes National Seashore, on the California coast north of San Francisco, was the location of the first deployment of the DOE's Atmospheric Radiation Measurement (ARM) Mobile Facility (AMF). The ARM Program collaborated with the U.S. Office of Naval Research and DOE's Aerosol Science Program in the Marine Stratus, Radiation, Aerosol, and Drizzle (MASRAD) project. Their objectives were to collect data from cloud/aerosol interactions and to improve understanding of cloud organization that is often associated with patches of drizzle. Between March and September 2005, the AMF and at least two research aircraft were used to collect data.

    Summit Texas Clean Energy, LLC (STCE) is developing the Texas Clean Energy Project (TCEP or the Project) to be located near Penwell, Texas. The TCEP will include an Integrated Gasification Combined Cycle (IGCC) power plant with a nameplate capacity of 400 megawatts electric (MWe), combined with the production of urea fertilizer and the capture, utilization and storage of carbon dioxide (CO2) sold commercially for regional use in enhanced oil recovery (EOR) in the Permian Basin of west Texas. The TCEP will utilize coal gasification technology to convert Powder River Basin subbituminous coal delivered by rail from Wyoming into a synthetic gas (syngas) that will be cleaned and further treated so that at least 90 percent of the overall carbon entering the IGCC facility will be captured. The clean syngas will then be divided into two highhydrogen (H2) concentration streams, one of which will be combusted as a fuel in a combined cycle power block for power generation and the other converted into urea fertilizer for commercial sale. The captured CO2 will be divided into two streams: one will be used in producing the urea fertilizer and the other will be compressed for transport by pipeline for offsite use in EOR and permanent underground sequestration. The TCEP was selected by the U.S. Department of Energy (DOE) Office of Fossil Energy (FE) for cost-shared co-funded financial assistance under Round 3 of its Clean Coal Power Initiative (CCPI). A portion of this financial assistance was budgeted and provided for initial development, permitting and design activities. STCE and the DOE executed a Cooperative Agreement dated January 29, 2010, which defined the objectives of the Project for all phases. During Phase 1, STCE conducted and completed all objectives defined in the initial development, permitting and design portions of the Cooperative Agreement.     Air Products is carrying out a scope of work under Phase 5 of the ITM Oxygen Cooperative Agreement to design, build, and operate a ceramic membrane fabrication facility (the “CerFab”) to enable production of membrane modules to supply a conceptual 2000 ton per day (TPD) ITM Oxygen facility (the “ITM Oxygen Development Facility”), and to perform supporting development tasks in materials development an engineering development toward industrial, carbon capture and sequestration applications. Air Products is executing this project under the American Recovery and Reinvestment Act (ARRA) with the objective to accelerate the adoption of ITM Oxygen technology to help meet the country’s goals for deploying clean power plants. The objective of this Topical Report is to address the requirements of Decision Point 2, which pertains to progress in Materials Development, Engineering Development, and construction of the CerFab, with an emphasis on establishing the environmental permitting required prior to the next Decision Point. In the area of Materials Development, Air Products has specified a high pressure dilatometer system which will enable measurements of material expansion of ITM ceramic compounds at very high oxygen partial pressures consistent with CCS applications. Also in this area, Ceramatec has made significant progress in developing Advanced Architecture wafers and modules by advancing in parallel with two production methods of the Advanced Architecture components and determining the appropriate equipment required to make these components at high volume in the CerFab. Work in this area continues to refine the CerFab requirements. Under Engineering Development, Air Products has developed various concepts around use of ITM in industrial applications to reduce carbon footprint though process integrations that result in less fuel requirement. The intent of the DP3 is to provide the opportunity for DOE-NETL to review the status of these tasks and to make recommendations on forward project direction, including a recommendation to pass into Budget Period 8. In the area of Materials Development, Air Products has specified a high pressure dilatometer system which will enable measurements of material expansion of ITM ceramic compounds at very high oxygen partial pressures consistent with CCS applications. Under Task 28.2, subcontractor Ceramatec has made significant progress since DP2 in materials selection and process development and improvement for advanced architecture module fabrication.     The dynamics of the core of the Sagittarius (Sgr) dwarf spheroidal (dSph) galaxy are explored using high-resolution (R ? 22, 500), H-band, near-infrared spectra of over 1000 giant stars in the central 3 deg{sup 2} of the system, of which 328 are identified as Sgr members. These data, among some of the earliest observations from the Sloan Digital Sky Survey III/Apache Point Observatory Galactic Evolution Experiment (APOGEE) and the largest published sample of high resolution Sgr dSph spectra to date, reveal a distinct gradient in the velocity dispersion of Sgr from 11 to 14 km s{sup 1} for radii >0.8 from center to a dynamical cold point of 8 km s{sup 1} in the Sgr centera trend differing from that found in previous kinematical analyses of Sgr over larger scales that suggests a more or less flat dispersion profile at these radii. Well-fitting mass models with either cored and cusped dark matter distributions can be found to match the kinematical results, although the cored profile succeeds with significantly more isotropic stellar orbits than required for a cusped profile. It is unlikely that the cold point reflects an unusual mass distribution. The dispersion gradient may arise from variations in the mixture of populations with distinct kinematics within the dSph; this explanation is suggested (e.g., by detection of a metallicity gradient across similar radii), but not confirmed, by the present data. Despite these remaining uncertainties about their interpretation, these early test data (including some from instrument commissioning) demonstrate APOGEE's usefulness for precision dynamical studies, even for fields observed at extreme airmasses.

    The Western Area Power Administration (Western), an agency of the United States Department of Energy, is proposing to construct the 115-kV Wolf Point Substation near Wolf Point in Roosevelt County, Montana (Figure 1). As part of the construction project, Western's existing Wolf Point Substation would be taken out of service. The existing 115-kV Wolf Point Substation is located approximately 3 miles west of Wolf Point, Montana (Figure 2). The substation was constructed in 1949. The existing Wolf Point Substation serves as a Switching Station'' for the 115-kV transmission in the region. The need for substation improvements is based on operational and reliability issues. For this environmental assessment (EA), the environmental review of the proposed project took into account the removal of the old Wolf Point Substation, rerouting of the five Western lines and four lines from the Cooperatives and Montana-Dakota Utilities Company, and the new road into the proposed substation. Reference to the new proposed Wolf Point Substation in the EA includes these facilities as well as the old substation site. The environmental review looked at the impacts to all resource areas in the Wolf Point area. 7 refs., 6 figs.

    This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.

    The development of precision pointing systems has been underway in Sandia's Electronic Systems Center for over thirty years. Important areas of emphasis are synthetic aperture radars and optical reconnaissance systems. Most applications are in the aerospace arena, with host vehicles including rockets, satellites, and manned and unmanned aircraft. Systems have been used on defense-related missions throughout the world. Presently in development are pointing systems with accuracy goals in the nanoradian regime. Future activity will include efforts to dramatically reduce system size and weight through measures such as the incorporation of advanced materials and MEMS inertial sensors.

    This investigation examined the use of nano-patterned structures on Silicon-on-Insulator (SOI) material to reduce the bulk material melting point (1414 C). It has been found that sharp-tipped and other similar structures have a propensity to move to the lower energy states of spherical structures and as a result exhibit lower melting points than the bulk material. Such a reduction of the melting point would offer a number of interesting opportunities for bonding in microsystems packaging applications. Nano patterning process capabilities were developed to create the required structures for the investigation. One of the technical challenges of the project was understanding and creating the specialized conditions required to observe the melting and reshaping phenomena. Through systematic experimentation and review of the literature these conditions were determined and used to conduct phase change experiments. Melting temperatures as low as 1030 C were observed.

A network of three already existing cloud remote sensing stations (CRS-stations) will be operated for a two year period, activities will be co-ordinated, data formats harmonised and analysis of the data performed to evaluate the representation of clouds in four major european weather forecast models.

    We present a method to establish inner point contacts with dimensions as small as 100 nm on hexagonal boron nitride (hBN) encapsulated graphene heterostructures by pre-patterning the top-hBN in a separate step prior to dry-stacking. 2- and 4-terminal field effect measurements between different lead combinations are in qualitative agreement with an electrostatic model assuming point-like contacts. The measured contact resistances are 0.5–1.5 kΩ per contact, which is quite low for such small contacts. By applying a perpendicular magnetic field, an insulating behaviour in the quantum Hall regime was observed, as expected for inner contacts. The fabricated contacts are compatible with high mobility graphene structures and open up the field for the realization of several electron optical proposals.

    The paper is devoted to VNIIOFI's measurements of thermodynamic temperature of the high temperature fixed points Co-C, Pt-C and Re-C within the scope of the international project coordinated by the Consultative Committee for Thermometry working group 5 'Radiation Thermometry'. The melting temperatures of the fixed points were measured by a radiance mode radiation thermometer calibrated against a filter radiometer with known irradiance spectral responsivity via a high temperature black body. This paper describes the facility used for the measurements, the results and estimated uncertainties.

    This report provides the results of the 2011 Radioactive Materials Usage Survey for Unmonitored Point Sources (RMUS), which was updated by the Environmental Protection (ENV) Division's Environmental Stewardship (ES) at Los Alamos National Laboratory (LANL). ES classifies LANL emission sources into one of four Tiers, based on the potential effective dose equivalent (PEDE) calculated for each point source. Detailed descriptions of these tiers are provided in Section 3. The usage survey is conducted annually; in odd-numbered years the survey addresses all monitored and unmonitored point sources and in even-numbered years it addresses all Tier III and various selected other sources. This graded approach was designed to ensure that the appropriate emphasis is placed on point sources that have higher potential emissions to the environment. For calendar year (CY) 2011, ES has divided the usage survey into two distinct reports, one covering the monitored point sources (to be completed later this year) and this report covering all unmonitored point sources. This usage survey includes the following release points: (1) all unmonitored sources identified in the 2010 usage survey, (2) any new release points identified through the new project review (NPR) process, and (3) other release points as designated by the Rad-NESHAP Team Leader. Data for all unmonitored point sources at LANL is stored in the survey files at ES. LANL uses this survey data to help demonstrate compliance with Clean Air Act radioactive air emissions regulations (40 CFR 61, Subpart H). The remainder of this introduction provides a brief description of the information contained in each section. Section 2 of this report describes the methods that were employed for gathering usage survey data and for calculating usage, emissions, and dose for these point sources. It also references the appropriate ES procedures for further information. Section 3 describes the RMUS and explains how the survey results are

    The Water Power Program helps industry harness this renewable, emissions-free resource to generate environmentally sustainable and cost-effective electricity. Through support for public, private, and nonprofit efforts, the Water Power Program promotes the development, demonstration, and deployment of advanced hydropower devices and pumped storage hydropower applications. These technologies help capture energy stored by diversionary structures, increase the efficiency of hydroelectric generation, and use excess grid energy to replenish storage reserves for use during periods of peak electricity demand. In addition, the Water Power Program works to assess the potential extractable energy from domestic water resources to assist industry and government in planning for our nation’s energy future. From FY 2008 to FY 2014, DOE’s Water Power Program announced awards totaling approximately $62.5 million to 33 projects focused on hydropower. Table 1 provides a brief description of these projects.

    The Interstate Electrification Improvement Project, publicly known as the Shorepower Truck Electrification Project (STEP), started in May 2011 and ended in March 2015. The project grant was awarded by the Department of Energy’s Vehicles Technology Office in the amount of $22.2 million. It had three overarching missions: 1. Reduce the idling of Class 8 tractors when parked at truck stops, to reduce diesel fuel consumption and thus U.S. dependence on foreign petroleum; 2. Stimulate job creation and economic activity as part of the American Reinvestment and Recovery Act of 2009; 3. Reduce greenhouse gas emissions (GHG) from diesel combustion and the carbon footprint of the truck transportation industry. The project design was straightforward. First, build fifty Truck Stop Electrification (TSE) facilities in truck stop parking lots across the country so trucks could plug-in to 110V, 220V, or 480VAC, and shut down the engine instead of idling. These facilities were strategically located at fifty truck stops along major U.S. Interstates with heavy truck traffic. Approximately 1,350 connection points were installed, including 150 high-voltage electric standby Transport Refrigeration Unit (eTRU) plugs--eTRUs are capable of plugging in to shore power1 to cool the refrigerated trailer for loads such as produce, meats and ice cream. Second, the project provided financial incentives on idle reduction equipment to 5,000 trucks in the form of rebates, to install equipment compatible with shore power. This equipment enables drivers to shut down the main engine when parked, to heat or cool their cab, charge batteries, or use other household appliances without idling—a common practice that uses approximately 1 gallon of diesel per hour. The rebate recipients were intended to be the first fleets to plug into Shorepower to save diesel fuel and ensure there is significant population of shore power capable trucks.     The objective of the Portunus Project is to create large, automated offshore ports that will the pace and scale of international trade. Additionally, these ports would increase the number of U.S. domestic trade vessels needed, as the imported goods would need to be transported from these offshore platforms to land-based ports such as Boston, Los Angeles, and Newark. Currently, domestic trade in the United States can only be conducted by vessels that abide by the Merchant Marine Act of 1920 – also referred to as the Jones Act. The Jones Act stipulates that vessels involved in domestic trade must be U.S. owned, U.S. built, and manned by a crew made up of U.S. citizens. The Portunus Project would increase the number of Jones Act vessels needed, which raises an interesting economic concern. Are Jones Act ships more expensive to operate than foreign vessels? Would it be more economically efficient to modify the Jones Act and allow vessels manned by foreign crews to engage in U.S. domestic trade? While opposition to altering the Jones Act is strong, it is important to consider the possibility that ship-owners who employ foreign crews will lobby for the chance to enter a growing domestic trade market. Their success would mean potential job loss for thousands of Americans currently employed in maritime trade.

    The main objective of this study is to perform nonlinear dynamic earthquake time history analyses on Morrow Point Dam, which is located 263 km southwest of Denver, Colorado. This project poses many significant technical challenges, one of which is to model the entire Morrow Point Dam/Foundation Rock/Reservoir system which includes accurate geology topography. In addition, the computational model must be initialized to represent the existing dead loads on the structure and the stress field caused by the dead loads. To achieve the correct dead load stress field due to gravity and hydrostatic load, the computer model must account for the manner in which the dams were constructed. Construction of a dam finite element model with the correct as-built geometry of the dam structure and simply ''turning on'' gravity in the computer model will generally lead to an incorrect initial stress field in the structure. The sequence of segmented lifts typical of dam construction has a significant impact on the static stress fields induced in the dam. In addition, the dam model must also account for the interaction between the adjacent dam segments across the dam contraction joints. As a result of these challenges, it was determined that a significant amount of code development was required in order to accurately simulate the motion of the dam structure. Modifications to the existing slide surfaces are needed to allow for appropriate modeling of the shear keys across the contraction joints. Furthermore, a model for hydrodynamic interaction was also implemented into NIKE3D and DYNA3D for fluid representation in the 3D dam system finite element model. Finally, the modeling of the 3D dam system results in a very large computational model, which makes it difficult to perform a static initialization using an implicit code. Traditionally, for these large models, the model has been initialized over a long time scale using an explicit code. However, recent advancements have made it possible

    A projection optics box or assembly for use in an optical assembly, such as in an extreme ultraviolet lithography (EUVL) system using 10-14 nm soft x-ray photons. The projection optics box utilizes a plurality of highly reflective optics or mirrors, each mounted on a precision actuator, and which reflects an optical image, such as from a mask, in the EUVL system onto a point of use, such as a target or silicon wafer, the mask, for example, receiving an optical signal from a source assembly, such as a developed from laser system, via a series of highly reflective mirrors of the EUVL system. The plurality of highly reflective optics or mirrors are mounted in a housing assembly comprised of a series of bulkheads having wall members secured together to form a unit construction of maximum rigidity. Due to the precision actuators, the mirrors must be positioned precisely and remotely in tip, tilt, and piston (three degrees of freedom), while also providing exact constraint.

    The National Rural Electric Cooperative Association (NRECA) organized the NRECA-U.S. Department of Energy (DOE) Smart Grid Demonstration Project (DE-OE0000222) to install and study a broad range of advanced smart grid technologies in a demonstration that spanned 23 electric cooperatives in 12 states. More than 205,444 pieces of electronic equipment and more than 100,000 minor items (bracket, labels, mounting hardware, fiber optic cable, etc.) were installed to upgrade and enhance the efficiency, reliability, and resiliency of the power networks at the participating co-ops. The objective of this project was to build a path for other electric utilities, and particularly electrical cooperatives, to adopt emerging smart grid technology when it can improve utility operations, thus advancing the co-ops’ familiarity and comfort with such technology. Specifically, the project executed multiple subprojects employing a range of emerging smart grid technologies to test their cost-effectiveness and, where the technology demonstrated value, provided case studies that will enable other electric utilities—particularly electric cooperatives— to use these technologies. NRECA structured the project according to the following three areas: Demonstration of smart grid technology; Advancement of standards to enable the interoperability of components; and Improvement of grid cyber security. We termed these three areas Technology Deployment Study, Interoperability, and Cyber Security. Although the deployment of technology and studying the demonstration projects at coops accounted for the largest portion of the project budget by far, we see our accomplishments in each of the areas as critical to advancing the smart grid. All project deliverables have been published. Technology Deployment Study: The deliverable was a set of 11 single-topic technical reports in areas related to the listed technologies.     Phase diagram or phase envelope is a relation between temperature and pressure that shows the condition of equilibria between the different phases of chemical compounds, mixture of compounds, and solutions. Phase diagram is an important issue in chemical thermodynamics and hydrocarbon reservoir. It is very useful for process simulation, hydrocarbon reactor design, and petroleum engineering studies. It is constructed from the bubble line, dew line, and critical point. Bubble line and dew line are composed of bubble points and dew points, respectively. Bubble point is the first point at which the gas is formed when a liquid is heated. Meanwhile, dew point is the first point where the liquid is formed when the gas is cooled. Critical point is the point where all of the properties of gases and liquids are equal, such as temperature, pressure, amount of substance, and others. Critical point is very useful in fuel processing and dissolution of certain chemicals. Here in this paper, we will show the critical point analytically. Then, it will be compared with numerical calculations of Peng-Robinson equation by using Newton-Raphson method. As case studies, several hydrocarbon mixtures are simulated using by Matlab.

    Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

    The project was implemented at the Madison County Landfill located in the Town of Lincoln, Madison County, New York. Madison County has owned and operated the solid waste and recycling facilities at the Buyea Road site since 1974. At the onset of the project, the County owned and operated facilities there to include three separate landfills, a residential solid waste disposal and recycled material drop-off facility, a recycling facility and associated administrative, support and environmental control facilities. This putrescible waste undergoes anaerobic decomposition within the waste mass and generates landfill gas, which is approximately 50% methane. In order to recover this gas, the landfill was equipped with gas collection systems on both the east and west sides of Buyea Road which bring the gas to a central point for destruction. In order to derive a beneficial use from the collected landfill gases, the County decided to issue a Request for Proposals (RFP) for the future use of the generated gas.

    Yield point elongation (YPE) is considered undesirable in surface critical applications where steel is formed since "strain lines" or Luders bands are created during forming. This project will examine in detail the formation of luders bands in industrially relevant strain states including the influence of substrate properties and coatings on Luders appearance.     This Project Implementation Plan (PIP) shall be the controlling document for the Accelerated Site Technology Deployment (ASTD) supported project to procure and qualify a remote/robotic work platform for large hot cell deactivation in the 324 Building B-Cell. This plan will be integrated into the 324/327 Buildings Stabilization/Deactivation Project, Project Management Plan, (HNF-IP-1289, Rev. 1) and shall comply with the base requirements established in that document. This PIP establishes the baseline and defines the scope, schedule, budget, organizational responsibilities, reporting requirements, deliverables, and end points for the implementation of new technology into B-Cell. This shall include procurement, safety, quality assurance, training, documentation, record management, and facility modifications applicable to this project. Specifically this plan controls and executes the procurement and acceptance, qualification, and turnover of a remote/robotic work platform for 324 Building B-Cell. This includes the development of functional parameters, performance requirements, evaluation criteria, procurement specifications, acceptance and qualification test procedures, training requirements, and turnover responsibilities. The 324/237 Buildings Stabilization/Deactivation Project is currently in its second year of a nine-year project to complete deactivation and closure of the facility for long-term surveillance and maintenance. A major obstacles for the project is the inability to effectively perform deactivation tasks within high radioactively contaminated hot cells. The current strategies utilize inefficient and resource intensive technologies that significantly impact the cost and schedule for stabilization and deactivation. The ASTD Remote Deployment Project shall identify, procure, and turnover, to the B-Cell project, a remote/robot work platform to improve B-Cell cleanup productivity and enhance worker safety and health.

    The Proliferation Assessment (program area - Things Thin) within the Defense Systems and Assessment Investment Area desires high energy density and long-lived power sources with moderate currents (mA) that can be used as building blocks in platforms for the continuous monitoring of chemical, biological, and radiological agents. Fuel cells can be an optimum choice for a power source because of the high energy densities that are possible with liquid fuels. Additionally, power generation and fuel storage can be decoupled in a fuel cell for independent control of energy and power density for customized, application-driven power solutions. Direct methanol fuel cells (DMFC) are explored as a possible concept to develop into ultrathin or two-dimensional power sources. New developments in nanotechnology, advanced fabrication techniques, and materials science are exploited to create a planar DMFC that could be co-located with electronics in a chip format. Carbon nanotubes and pyrolyzed polymers are used as building block electrodes - porous, mechanically compliant current collectors. Directed assembly methods including surface functionalization and layer-by-layer deposition with polyelectrolytes are used to pattern, build, and add functionality to these electrodes. These same techniques are used to incorporate nanoscale selective electrocatalyst into the carbon electrodes to provide a high density of active electron transfer sites for the methanol oxidation and oxygen reduction reactions. The resulting electrodes are characterized in terms of their physical properties, electrocatalytic function, and selectivity to better understand how processing impacts their performance attributes. The basic function of a membrane electrode assembly is demonstrated for several prototype devices.

This concentrator is conventonal in presentation, yet innovative in detail. The development concentrated on structural efficiency and production design to achieve a high performance at minimum cost. The concentrator design achievs stiffness and strength through the integration of two structural elements. The optical element provides the reflective surface accuracy; a secondary support structure provides resistance to uniform and non-uniform load conditions. A retractable receiver strut, which moves the power conversion assembly out of focus in emergency power loss, was also incorporated. This same assembly provides maintanance access to the engine near ground level. A full-scale optical element was fabricated. Slope error was measured at 1 mrad. Concentrator performance was projected to be 88%, optical. This point-focus concentrator reflector assembly design provides low weight, low cost, and simplicity. Our analysis indicates these benefits are gained without impairing performance. 7 refs., 44 figs., 10 tabs.

  8. Three-point galaxy-galaxy lensing as a probe of dark matter halo shapes

    We propose a method to measure the ellipticities of dark matter halos using the lens-shear-shear 3-point correlation function. This method is immune to effects of galaxy-halo misalignments that can potentially limit 2-point galaxy-galaxy lensing measurements of halo anisotropy. Using a simple model for the projected mass distributions of dark matter halos, we construct an ellipticity estimator that sums over all possible triangular configurations of the 3-point function. By applying our estimator to halos from N-body simulations, we find that systematic errors in the recovered ellipticity will be at the ?<5% fractional level. We estimate that future imaging surveys like LSST will have sufficient statistics to detect halo ellipticities using 3-point lensing.

    Pacific Northwest National Laboratory researchers are working on the CHPRC Columbia River Protection Project (hereafter referred to as the Columbia River Project). This is a follow-on project, funded by CH2M Hill Plateau Remediation Company, LLC (CHPRC), to the Fluor Hanford, Inc. Columbia River Protection Project. The work scope consists of a number of CHPRC funded, related projects that are managed under a master project (project number 55109). All contract releases associated with the Fluor Hanford Columbia River Project (Fluor Hanford, Inc. Contract 27647) and the CHPRC Columbia River Project (Contract 36402) will be collected under this master project. Each project within the master project is authorized by a CHPRC contract release that contains the project-specific statement of work. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the Columbia River Project staff.

    The U.S. Department of Energy (DOE), in accordance with the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, established the Office of River Protection (ORP) to successfully execute and manage the River Protection Project (RPP), formerly known as the Tank Waste Remediation System (TWRS). The mission of the RPP is to store, retrieve, treat, and dispose of the highly radioactive Hanford tank waste in an environmentally sound, safe, and cost-effective manner. The team shown in Figure 1-1 is accomplishing the project. The ORP is providing the management and integration of the project; the Tank Farm Contractor (TFC) is responsible for providing tank waste storage, retrieval, and disposal; and the Privatization Contractor (PC) is responsible for providing tank waste treatment.

Waste-to-energy projects are one type that can offer diversified revenue sources that assure maximum profitability. The Ripe Touch Greenhouse project, a $14.5 million waste tire-to-energy facility in Colorado, provides a case study of how combining the strengths of the project partners can help gain community and regulatory acceptance and maximize profit opportunities.

    In October 2009, the project partners began a 36-month effort to develop an innovative, commercial-scale demonstration project incorporating state-of-the-art waste heat recovery technology at Clean Harbors, Inc., a large hazardous waste incinerator site located in Deer Park, Texas. With financial support provided by the U.S. Department of Energy, the Battleground Energy Recovery Project was launched to advance waste heat recovery solutions into the hazardous waste incineration market, an area that has seen little adoption of heat recovery in the United States. The goal of the project was to accelerate the use of energy-efficient, waste heat recovery technology as an alternative means to produce steam for industrial processes. The project had three main engineering and business objectives: Prove Feasibility of Waste Heat Recovery Technology at a Hazardous Waste Incinerator Complex; Provide Low-cost Steam to a Major Polypropylene Plant Using Waste Heat; and ? Create a Showcase Waste Heat Recovery Demonstration Project.
