The data represent the mean value of readings taken every two seconds and averaged over one minute. The wind speed and direction are measured at six heights on the tower and air temperature is measured at three heights. The dew point temperature, relative humidity, barometric pressure, totalized liquid precipitation, and global solar radiation are also available.

    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

However, multiple studies confirm that analysis methods tend to over-predict energy use in poorly insulated, leaky homes and thus, the savings associated with improving those homes. In this project, the Building America CARB team evaluated the retrofit of a multifamily building in Boulder, CO. The updated property is a 37 unit, 2 story apartment complex built in 1950, which underwent renovations in early 2009 to bring it into compliance with Boulder, CO's SmartRegs ordinance. Goals of the study were to: 1) evaluate predicted versus actual savings due to the improvements, 2) identify areas where the modeling assumptions may need to be changed, and 3) determine common changes made by renters that would negatively impact energy savings. Other issues that were investigated include the effects of improving building efficiency on tenant comfort, the impact on tenant turnover rates, and the potential market barriers for this type of community scale project.

In support of this research need, CARB evaluated the retrofit of a multifamily building in Boulder, CO. The updated property is a 37 unit, 2 story apartment complex built in 1950, which underwent renovations in early 2009 to bring it into compliance with Boulder, CO's SmartRegs ordinance. Goals of the study were to: 1) evaluate predicted versus actual savings due to the improvements, 2) identify areas where the modeling assumptions may need to be changed, and 3) determine common changes made by renters that would negatively impact energy savings. Data was obtained for two different dates. The digital numbers of each Landsat scene were converted to radiance and the temperature was calculated in degrees Kelvin and then converted to degrees Celsius for each land cover type using the emissivity of that cover type. And this process was repeated for each of the land cover types (open water, barren, deciduous forest and evergreen forest, mixed forest, shrub/scrub, grassland/herbaceous, pasture hay, and cultivated crops). The temperature of each pixel within each scene was calculated using the thermal band. In order to calculate the temperature an average emissivity value was used for each land cover type within each scene. The NLCD 2001 land cover classification raster data of the zones that cover Colorado were downloaded from USGS site and used to identify the land cover types within each scene.   4. Building a barrier wall through boulders

    When the Occidental Chemical Co., Niagara Falls, N.Y., set out to remediate and contain wastes and ground water at its upstate New York site, they found that part of the proposed cutoff wall would be located in land reclaimed from the Niagara River. The fill was rock blasted out for a tunnel years ago, and the presence of boulders rule out conventional barrier-wall construction techniques. Occidental's first approach to containment had been a conventional soil-bentonite wall. Because of the area's geography and the location of the wastes, a portion of the wall had to be aligned along the riverbank. The company wanted to separate the plant area from the river, and decided to extend the barrier to the concrete headwall for intakes at the nearby Robert Moses Niagara Power Plant. This meant about 2,000 ft of the barrier wall would run through shot-rock fill placed during construction of the powerplant in the 1960s. Conduits for that plant were constructed by blasting rock to form open-cut tunnels several miles long. Some of the resulting shot rock was placed along the riverbank, extending the shoreline about 200 ft into the river near the now-contaminated site. The Rober Moses Parkway, a four-land highway, was constructed on the reclaimed land about 100 ft from the new shoreline.

    The Boulder Canyon Hydroelectric Project (BCH) was purchased by the City of Boulder, CO (the city) in 2001. Project facilities were originally constructed in 1910 and upgraded in the 1930s and 1940s. By 2009, the two 10 MW turbine/generators had reached or were nearing the end of their useful lives. One generator had grounded out and was beyond repair, reducing plant capacity to 10 MW. The remaining 10 MW unit was expected to fail at any time. When the BCH power plant was originally constructed, a sizeable water supply was available for the sole purpose of hydroelectric power generation. Between 1950 and 2001, that water supply had gradually been converted to municipal water supply by the city. By 2001, the water available for hydroelectric power generation at BCH could not support even one 10 MW unit. Boulder lacked the financial resources to modernize the facilities, and Boulder anticipated that when the single, operational historical unit failed, the project would cease operation. In 2009, the City of Boulder applied for and received a U.S. Department of Energy (DOE) grant for $1.18 million toward a total estimated project cost of $5.155 million to modernize BCH. The federal funding allowed Boulder to move forward with plant modifications that would ensure BCH would continue operation. Federal funding was made available through the American Recovery and Reinvestment Act (ARRA) of 2009. Boulder determined that a single 5 MW turbine/generator would be the most appropriate capacity, given the reduced water supply to the plant. Average annual BCH generation with the old 10 MW unit had been about 8,500 MW-hr, whereas annual generation with a new, efficient turbine could average 11,000 to 12,000 MW-hr. The incremental change in annual generation represents a 30% increase in generation over pre-project conditions. The old turbine/generator was a single nozzle Pelton turbine with a 5-to-1 flow turndown and a maximum turbine/generator efficiency of 82%. The new unit is a

    The Colorado Better Buildings project intended to bring new and existing energy efficiency model programs to market with regional collaboration and funding partnerships. The goals for Boulder County and its program partners were to advance energy efficiency investments, stimulate economic growth in Colorado and advance the state’s energy independence. Collectively, three counties set out to complete 9,025 energy efficiency upgrades in 2.5 years and they succeeded in doing so. Energy efficiency upgrades have been completed in more than 11,000 homes and businesses in these communities. Boulder County and its partners received a $25 million BetterBuildings grant from the U.S. Department of Energy under the American Recovery and Reinvestment Act in the summer of 2010. This was also known as the Energy Efficiency and Conservation Block Grants program. With this funding, Boulder County, the City and County of Denver, and Garfield County set out to design programs for the residential and commercial sectors to overcome key barriers in the energy upgrade process. Since January 2011, these communities have paired homeowners and business owners with an Energy Advisor – an expert to help move from assessment to upgrade with minimal hassle. Pairing this step-by-step assistance with financing incentives has effectively addressed many key barriers, resulting in energy efficiency improvements and happy customers. An expert energy advisor guides the building owner through every step of the process, coordinating the energy assessment, interpreting results for a customized action plan, providing a list of contractors, and finding and applying for all available rebates and low-interest loans. In addition to the expert advising and financial incentives, the programs also included elements of social marketing, technical assistance, workforce development and contractor trainings, project monitoring and verification, and a cloud-based customer data system to coordinate among field

    The author describes the development of the cogeneration system at the University of Colorado at Boulder campus, which was brought on line in 1992. The author reviews the history of power and utilities services for the campus. Prior to 1932, the campus maintained a coal fired cogeneration facility. In the 1980`s, evaluation of existing systems on campus, and changes in regulations for public utilities, prompted the campus to implement a new cogeneration facility, housed in the building originally used for this purpose. This facility allows the university to control this aspect of its needs, provides cheaper utilities, and allows the university to be directly involved in energy conservation.

    SuperCDMS (Super Cryogenic Dark Matter Search) is a leading direct dark mat-ter search experiment which uses solid state detectors (Ge crystals) at milliKelvintemperatures to look for nuclear recoils caused by dark matter interactions in the de-tector. `Weakly Interacting Massive Particles' (WIMPs) are the most favoured darkmatter candidate particles. SuperCDMS, like many other direct dark matter searchexperiments, primarily looks for WIMPs. The measurement of both the ionizationand the lattice vibration (phonon) signals from an interaction in the detector allow itto discriminate against electron recoils which are the main source of background forWIMP detection.SuperCDMS currently operates about 9 kg of Ge detectors at the Soudan under-ground lab in northern Minnesota. In its next phase, SuperCDMS SNOLAB plansto use 100-200 kg of target mass (Ge) which would allow it to probe more of theinteresting and and as of yet unexplored parameter space for WIMPs predicted bytheoretical models. The SuperCDMS Queen's Test Facility is a detector test facilitywhich is intended to serve as detector testing and detector research and developmentpurposes for the SuperCDMS experiment.A modifed detector called the HiZIP (Half-iZIP), which is reduced in complex-ity in comparison to the currently used iZIP (interleaved Z-sensitive Ionization and Phonon mediated) detectors, is studied in this thesis. The HiZIP detector designalso serves to discriminate against background from multiple scatter events occurringclose to the surfaces in a single detector. Studies carried out to compare the surfaceevent leakage in the HiZIP detector using limited information from iZIP data takenat SuperCDMS test facility at UC Berkley produce a highly conservative upper limitof 5 out of 10,000 events at 90% condence level. This upper limit is the best amongmany different HiZIP congurations that were investigated and is comparable to theupper limit calculated for an HiZIP detector in the same way using the

    Energy Smart Colorado is an energy efficiency program established in 2011 in the central mountain region of Colorado. The program was funded through a grant of $4.9 million, awarded in August 2010 by the U.S. Department of Energy’s Better Buildings Program. As primary grant recipient, Eagle County coordinated program activities, managed the budget, and reported results. Eagle County staff worked closely with local community education and outreach partner Eagle Valley Alliance for Sustainability (now Walking Mountains Science Center) to engage residents in the program. Sub-recipients Pitkin County and Gunnison County assigned local implementation of the program in their regions to their respective community efficiency organizations, Community Office for Resource Efficiency (CORE) in Pitkin County, and Office for Resource Efficiency (ORE) in Gunnison County. Utility partners contributed $166,600 to support Home Energy Assessments for their customers. Program staff opened Energy Resource Centers, engaged a network of qualified contractors, developed a work-flow, an enrollment website, a loan program, and a data management system to track results.

    As part of its effort to more accurately describe the nations geothrmal resource potential, the US Department of Energy/Division of Geothermal Energy contracted with the Colorado Geological survey to appraise the hydrothermal (hot water) geothermal resources of Colorado. Part of this effort required that the amount of energy that could possibly be contained in the various hydrothermal systems in Colorado be estimated. The findings of that assessment are presented. To make these estimates the geothermometer reservoir temperatures estimated by Barrett and Pearl (1978) were used. In addition, the possible reservoir size and extent were estimated and used. This assessment shows that the total energy content of the thermal systems in Colorado could range from 4.872 x 10{sup 15} BTU's to 13.2386 x 10{sup 15} BTU's.

    The utilities required to satisfy the university`s electrical, steam and chilled water needs are generated at the cogeneration facility located in the center of the main campus. The building housing this cogeneration facility was constructed in 1909, at this time it contained a cogeneration facility. The original facility produced 1/100 the capacity of the new facility, yet it was housed in the same area. This existing facility burned coal until April 16, 1932, when the last coal train to pass through the campus on the Colorado and Southern tracks whistled at the campus crossing at 8:45 in the evening. This signaled the end to the cogeneration era at the Boulder campus until September 27, 1992, when once again the university began commercial operation of the new cogeneration facility. Implementation of the Public Utilities Regulatory Policy Act of 1978 (PURPA) encouraged the development of cogeneration facilities due to their inherent energy efficiency. The federal government encouraged the development of cogeneration facilities by removing several major obstacles that historically deterred its full development. It was because of this act, coupled with the fact that the university is interested in energy conservation, reliable energy supply, has a large utility load and wishes to save money that they proceeded with their project. The paper describes the cogeneration system process and power options.

    Instrumental observations of the climate of southwestern Colorado date back to about 1880. Climatic conditions since the late 19th century will be described with emphasis on temperatures, temperature ranges and observed precipitation. Typical seasonal patterns of temperature and precipitation will be shown, and variations and apparent trends over time will be discussed. Drought characteristics will be described based on a standardized precipitation index developed for Colorado. Finally, brief comments on the challenge of collecting accurate and consistent long-term data will be given.

    The US Department of Energy is developing an estimate of the hydropower development potential in this country. Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. HES measures the potential hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a dBASE, menu-driven software application. HES allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Colorado.

    The report presents a structural analysis of the radial gates of Olympus Dam in eastern Colorado. Five 20-foot wide by 17-foot high radial gates are used to control flow through the spillway at Olympus Dam. The spillway gates were designed in 1947. The gate arm assemblies consist of two separate wide flange beams, with a single brace between the arms. The arms pivot about a 4.0-inch diameter pin and bronze graphite-insert bushing. The pin is cantilevered from the pier anchor girder. The radial gates are supported by a pin bearing on a pier anchor birder bolted to the end of the concrete pier. The gates are operated by two-part wire rope 15,000-pound capacity hoise. Stoplog slots upstream of the radial gates are provided in the concrete piers. Selected drawings of the gates and hoists are located in appendix A.

    The Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year 1994 (1 July 1993 through 30 June 1994). To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Naturita, Gunnison, and Rifle, Colorado. Economic data were requested from each site prime subcontractor, as well as from the Remedial Action Contractor. Information on wages, taxes, and subcontract expenditures in combination with estimates and economic multipliers is used to estimate the dollar economic benefits to Colorado during the state fiscal year. Finally, the fiscal year 1994 estimates are compared to fiscal year 1993 employment and economic information.
