    Interest in small hydroelectric development (< 5 MW) has recently focused attention on steep streams and the resident trout populations they contain. High-gradient boulder-bed streams have been the sites of relatively few studies of salmonid spawning habitat, although they have geomorphic and hydraulic characteristics - and therefore gravel distributions - that are quite different from the more commonly described lower-gradient channels. The authors documented gravel distribution in seven high-gradient stream reaches in the eastern Sierra Nevada. Gravels occurred only in locations characterized by relatively low shear stress; they formed small pockets in sites of low divergence and larger deposits upstream of natural hydraulic controls. In 1986 (a wet year), all tracer gravels placed in gravel pockets at nine sites on four streams were completely swept away, and substantial scour, fill, and other channel changes occurred at many sites. In 1987 (a dry year), tracer gravels and the channel cross sections were generally stable. Periodic mobility of gravel may explain why brown trout Salmo trutta are more abundant than rainbow trout Oncorhychus mykiss in the study reaches, where high flows occur every May and June during snowmelt. Brown trout are fall spawners, and their fry emerge long before the high snowmelt flows, whereas rainbow trout are spring spawners whose eggs are in the gravel, and thus vulnerable to scour, during snowmelt flows.

    Sedimentary basins can increase the magnitude and extend the duration of seismic shaking. This potential for seismic amplification is investigated for Pahrump Valley, Nevada-California. The Pahrump Valley is located approximately 50 km northwest of Las Vegas and 75 km south of the Nevada Test Site. Gravity data suggest that the city of Pahrump sits atop a narrow, approximately 5 km deep sub-basin within the valley. The seismic amplification, or ''site effect'', was investigated using a combination of in situ velocity modeling and comparison of the waveforms and spectra of weak ground motion recorded in the city of Pahrump, Nevada, and those recorded in the nearby mountains. Resulting spectral ratios indicate seismic amplification factors of 3-6 over the deepest portion of Pahrump Valley. This amplification predominantly occurs at 2-2.5 Hz. Amplification over the deep sub-basin is lower than amplification at the sub-basin edge, location of the John Blume and Associates PAHA seismic station, which recorded many underground nuclear tests at the Nevada Test Site. A comprehensive analysis of basin amplification for the city of Pahrump should include 3-D basin modeling, due to the extreme basement topography of the Pahrump Valley.

    The Boulder Canyon Hydroelectric Project (BCH) was purchased by the City of Boulder, CO (the city) in 2001. Project facilities were originally constructed in 1910 and upgraded in the 1930s and 1940s. By 2009, the two 10 MW turbine/generators had reached or were nearing the end of their useful lives. One generator had grounded out and was beyond repair, reducing plant capacity to 10 MW. The remaining 10 MW unit was expected to fail at any time. When the BCH power plant was originally constructed, a sizeable water supply was available for the sole purpose of hydroelectric power generation. Between 1950 and 2001, that water supply had gradually been converted to municipal water supply by the city. By 2001, the water available for hydroelectric power generation at BCH could not support even one 10 MW unit. Boulder lacked the financial resources to modernize the facilities, and Boulder anticipated that when the single, operational historical unit failed, the project would cease operation. In 2009, the City of Boulder applied for and received a U.S. Department of Energy (DOE) grant for $1.18 million toward a total estimated project cost of $5.155 million to modernize BCH. The federal funding allowed Boulder to move forward with plant modifications that would ensure BCH would continue operation. Federal funding was made available through the American Recovery and Reinvestment Act (ARRA) of 2009. Boulder determined that a single 5 MW turbine/generator would be the most appropriate capacity, given the reduced water supply to the plant. Average annual BCH generation with the old 10 MW unit had been about 8,500 MW-hr, whereas annual generation with a new, efficient turbine could average 11,000 to 12,000 MW-hr. The incremental change in annual generation represents a 30% increase in generation over pre-project conditions. The old turbine/generator was a single nozzle Pelton turbine with a 5-to-1 flow turndown and a maximum turbine/generator efficiency of 82%. The new unit is a

    When the Occidental Chemical Co., Niagara Falls, N.Y., set out to remediate and contain wastes and ground water at its upstate New York site, they found that part of the proposed cutoff wall would be located in land reclaimed from the Niagara River. The fill was rock blasted out for a tunnel years ago, and the presence of boulders rule out conventional barrier-wall construction techniques. Occidental's first approach to containment had been a conventional soil-bentonite wall. Because of the area's geography and the location of the wastes, a portion of the wall had to be aligned along the riverbank. The company wanted to separate the plant area from the river, and decided to extend the barrier to the concrete headwall for intakes at the nearby Robert Moses Niagara Power Plant. This meant about 2,000 ft of the barrier wall would run through shot-rock fill placed during construction of the powerplant in the 1960s. Conduits for that plant were constructed by blasting rock to form open-cut tunnels several miles long. Some of the resulting shot rock was placed along the riverbank, extending the shoreline about 200 ft into the river near the now-contaminated site. The Rober Moses Parkway, a four-land highway, was constructed on the reclaimed land about 100 ft from the new shoreline.

    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

NWTC researchers work with members of the wind energy industry to advance wind power technologies that lower the cost of wind energy through research and development of state-of-the-art wind turbine designs. NREL's Measurement and Instrument Data Center provides data from NWTC's M2 tower which are derived from instruments mounted on or near an 82 meter (270 foot) meteorological tower located at the western edge of the NWTC site and about 11 km (7 miles) west of Broomfield, and approximately 8 km (5 miles) south of Boulder, Colorado. The data represent the mean value of readings taken every two seconds and averaged over one minute. The wind speed and direction are measured at six heights on the tower and air temperature is measured at three heights. The dew point temperature, relative humidity, barometric pressure, totalized liquid precipitation, and global solar radiation are also available.

    To determine the most cost-effective methods of improving buildings, accurate analysis and prediction of the energy use of existing buildings is essential. However, multiple studies confirm that analysis methods tend to over-predict energy use in poorly insulated, leaky homes and thus, the savings associated with improving those homes. In this project, the Building America CARB team evaluated the retrofit of a multifamily building in Boulder, CO. The updated property is a 37 unit, 2 story apartment complex built in 1950, which underwent renovations in early 2009 to bring it into compliance with Boulder, CO's SmartRegs ordinance. Goals of the study were to: 1) evaluate predicted versus actual savings due to the improvements, 2) identify areas where the modeling assumptions may need to be changed, and 3) determine common changes made by renters that would negatively impact energy savings. Other issues that were investigated include the effects of improving building efficiency on tenant comfort, the impact on tenant turnover rates, and the potential market barriers for this type of community scale project.

    Nuclear weapons are integral to the defense of the United States. The U.S. Department of Energy, as the steward of these devices, must continue to gauge the efficacy of the individual weapons. This could be accomplished by occasional testing at the Nevada Test Site (NTS) in Nevada, northwest of Las Vegas. Yucca Flat Basin is one of the testing areas at the NTS. One issue of concern is the nature of the somewhat poorly constrained pre-Tertiary geology and its effects on ground-water flow in the area subsequent to a nuclear test. Ground-water modelers would like to know more about the hydrostratigraphy and geologic structure to support a hydrostratigraphic framework model that is under development for the Yucca Flat Corrective Action Unit (CAU). During 2003, the U.S. Geological Survey (USGS) collected and processed Magnetotelluric (MT) and Audio-magnetotelluric (AMT) data at the Nevada Test Site in and near Yucca Flat to help characterize this pre-Tertiary geology. That work will help to define the character, thickness, and lateral extent of pre-Tertiary confining units. In particular, a major goal has been to define the upper clastic confining unit (UCCU) in the Yucca Flat area. Interpretation will include a three-dimensional (3-D) character analysis and two-dimensional (2-D) resistivity model. The purpose of this report is to release the MT sounding data for Frenchman Flat Profile 3, as shown in Figure 1. No interpretation of the data is included here.

    This document establishes the U. S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) waste acceptance criteria (WAC). The WAC provides the requirements, terms, and conditions under which the Nevada Test Site will accept low-level radioactive and mixed waste for disposal. Mixed waste generated within the State of Nevada by NNSA/NSO activities is accepted for disposal. It includes requirements for the generator waste certification program, characterization, traceability, waste form, packaging, and transfer. The criteria apply to radioactive waste received at the Nevada Test Site Area 3 and Area 5 Radioactive Waste Management Site for storage or disposal.

    The Southern Nevada Alternative Fuels Program is designed to demonstrate, in a day-to-day bus operation, the reliability and efficiency of a hydrogen bus operation under extreme conditions. By using ICE technology and utilizing a virtually emission free fuel, benefits to be derived include air quality enhancement and vehicle performance improvements from domestically produced, renewable energy sources. The project objective is to help both Ford and the City demonstrate and evaluate the performance characteristics of the E-450 H2ICE shuttle buses developed by Ford, which use a 6.8-liter supercharged Triton V-10 engine with a hydrogen storage system equivalent to 29 gallons of gasoline. The technology used during the demonstration project in the Ford buses is a modified internal combustion engine that allows the vehicles to run on 100% hydrogen fuel. Hydrogen gives a more thorough fuel burn which results in more power and responsiveness and less pollution. The resultant emissions from the tailpipe are 2010 Phase II compliant with NO after treatment. The City will lease two of these E-450 H2ICE buses from Ford for two years. The buses are outfitted with additional equipment used to gather information needed for the evaluation. Performance, reliability, safety, efficiency, and rider comments data will be collected. The method of data collection will be both electronically and manually. Emissions readings were not obtained during the project. The City planned to measure the vehicle exhaust with an emissions analyzer machine but discovered the bus emission levels were below the capability of their machine. Passenger comments were solicited on the survey cards. The majority of comments were favorable. The controllable issues encountered during this demonstration project were mainly due to the size of the hydrogen fuel tanks at the site and the amount of fuel that could be dispensed during a specified period of time.     The Wells 2/sup 0/ Quadrangle, Nevada, Idaho, and Utah, was evaluated using National Uranium Resource Evaluation criteria to delineate areas favorable for uranium deposits. Our investigation has resulted in the delineation of areas that contain Tertiary sedimentary rocks favorable for hydroallogenic deposits in the Mountain City area (Favorable Area A) and in the Oxley Peak area north of Wells (Favorable Area B). Environments considered to be unfavorable for uranium deposits include Tertiary felsic volcanic, felsic plutonic, intermediate to mafic volcanic, Paleozoic and Mesozoic sedimentary rocks, Precambrian rocks, and most Tertiary sedimentary rocks located outside the favorable areas. Present-day basins are unevaluated environments because of a paucity of adequate outcrop and subsurface data. However, the scarce data indicate that some characteristics favorable for uranium deposits are present in the Susie Creek-Tule Valley-Wild Horse basin, the Contact-Granite Range-Tijuana John stocks area, the Charleston Reservoir area, and the Wells-Marys River basin.

    The Elko Quadrangle (1/sup 0/ x 2/sup 0/), Nevada and Utah, was evaluated to identify and delineate geologic environments favorable for the occurrence of uranium deposits. Geologic reconnaissance, radiometric surveys, and geochemical sampling programs were carried out in all identified environments in the quadrangle. Known and newly identified uranium occurrences were evaluated. All geologic environments, both favorable and unfavorable for the occurrence of uranium, were evaluated and compared to analogous environments known to contain uranium deposits. This study concludes that tuffs and sediments of the Humboldt Formation are favorable for initial-magmatic and sandstone uranium occurrences. Contact metasomatic and allogenic environments developed within the Park City limestones adjacent to the Delcer Buttes quartz monzonite are also favorable for uranium concentration. With the exception of unevaluated basins adjacent to possible igneous source rocks, all other identified geologic environments are considered unfavorable for uranium deposits.

  14. Classified Component Disposal at the Nevada National Security Site

    The Nevada National Security Site (NNSS) has added the capability needed for the safe, secure disposal of non-nuclear classified components that have been declared excess to national security requirements. The NNSS has worked with U.S. Department of Energy, National Nuclear Security Administration senior leadership to gain formal approval for permanent burial of classified matter at the NNSS in the Area 5 Radioactive Waste Management Complex owned by the U.S. Department of Energy. Additionally, by working with state regulators, the NNSS added the capability to dispose non-radioactive hazardous and non-hazardous classified components. The NNSS successfully piloted the new disposal pathway with the receipt of classified materials from the Kansas City Plant in March 2012.

    The United States Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) at their Nevada Site Office (NSO) are addressing ground-water contamination resulting from historical underground nuclear testing through the Environmental Management (EM) program and, in particular, the Underground Test Area (UGTA) project. One issue of concern is the nature of the somewhat poorly constrained pre-Tertiary geology and its effects on ground-water flow. Ground-water modelers would like to know more about the hydrostratigraphy and geologic structure to support a hydrostratigraphic framework model that is under development for the Rainier Mesa/Shoshone Mountain Corrective Action Unit (CAU) (Bechtel Nevada, 2006). During 2003, the U.S. Geological Survey (USGS), in cooperation with the DOE and NNSA-NSO, collected and processed data at the Nevada Test Site in and near Yucca Flat (YF) to help define the character, thickness, and lateral extent of the pre-tertiary confining units. We collected 51 magnetotelluric (MT) and audio-magnetotelluric (AMT), stations for that research (Williams and others, 2005a, 2005b, 2005c, 2005d, 2005e, 2005f). In early 2005 we extended that research with 26 additional MT data stations (Williams and others, 2006), located on and near Rainier Mesa and Shoshone Mountain (RM-SM). The new stations extended the area of the hydrogeologic study previously conducted in Yucca Flat. This work was done to help refine what is known about the character, thickness, and lateral extent of pre-Tertiary confining units. In particular, a major goal was to define the upper clastic confining unit (UCCU). The UCCU is comprised of late Devonian to Mississippian siliciclastic rocks assigned to the Eleana Formation and Chainman Shale. The UCCU underlies the Yucca Flat area and extends westward towards Shoshone Mountain, southward to Buckboard Mesa, and northward to Rainier Mesa.     The Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) at their Nevada Site Office are addressing groundwater contamination resulting from historical underground nuclear testing through the Environmental Management program and, in particular, the Underground Test Area project. One issue of concern is the nature of the somewhat poorly constrained pre Tertiary geology and its effects on ground-water flow in the area adjacent to a nuclear test. Ground water modelers would like to know more about the hydrostratigraphy and geologic structure to support a hydrostratigraphic framework model that is under development for the Yucca Flat Corrective Action Unit (CAU). During 2003, the U.S. Geological Survey, supported by the DOE and NNSA-NSO, collected and processed data from 51 magnetotelluric (MT) and audio-magnetotelluric (AMT) stations at the Nevada Test Site in and near Yucca Flat to assist in characterizing the pre-Tertiary geology in that area. The primary purpose was to refine the character, thickness, and lateral extent of pre Tertiary confining units. In particular, a major goal has been to define the upper clastic confining unit (late Devonian Mississippian-age siliciclastic rocks assigned to the Eleana Formation and Chainman Shale) in the Yucca Flat area. The MT and AMT data have been released in separate USGS Open File Reports. The Nevada Test Site magnetotelluric data interpretation presented in this report includes the results of detailed two-dimensional (2 D) resistivity modeling for each profile (including alternative interpretations) and gross inferences on the three dimensional (3 D) character of the geology beneath each station. The character, thickness, and lateral extent of the Chainman Shale and Eleana Formation that comprise the Upper Clastic Confining Unit are generally well determined in the upper 5 km. Inferences can be made regarding the presence of the Lower Clastic Confining Unit at depths below 5 km. Large fault

    The Shoal Site is situated on 2,560 acres of withdrawn federal lands located within the north-central portion of the Sand Springs Range in Churchill County, Nevada. The town of Fallon is the largest populated area in the region and is about 30 miles northwest of the site. The region around the Shoal Site is sparsely populated; military installations, recreation, ranching, and mining provide the dominant commercial interests. The Project Shoal underground nuclear test was part of the Vela Uniform program sponsored jointly by the U.S Department of Defense and U.S. Atomic Energy Commission (AEC), a predecessor agency of the U.S. Department of Energy (DOE). Vela Uniform was a research and development program directed toward locating, detecting, and identifying underground detonations. The objective of Project Shoal was to detonate a nuclear device underground in an active seismic area to improve the United States' ability to detect, identify, and locate underground nuclear detonations.

    This Quality Assurance Project Plan (QAPP) is one of the planning documents used for the Underground Test Area (UGTA) Subproject at the Nevada Test Site (NTS) which falls under the oversight of the U.S. Department of Energy, Nevada Operations Office (DOE/NV) Nevada Environmental Restoration Project (NV ERP). The Nevada ERP consists of environmental restoration activities on the NTS, Tonopah Test Range, Nellis Air Force Range, and eight sites in five other states. The UGTA Subproject constitutes a component of the Nevada Environmental Restoration Project. The purposes of the UGTA Subproject are to define boundaries around each Corrective Action Unit (CAU), as defined by the Federal Facility Agreement and Consent Order (FFACO), that establish areas containing water that may be unsafe for domestic or municipal use and to establish monitoring programs for each CAU that will verify modeling upon which the boundaries are based.

    The EnergyFit Nevada (EFN) Better Buildings Neighborhood Program (BBNP, and referred to in this document as the EFN program) currently encourages Nevada residents to make whole-house energy-efficient improvements by providing rebates, financing, and access to a network of qualified home improvement contractors. The BBNP funding, consisting of 34 Energy Efficiency Conservation Block Grants (EECBG) and seven State Energy Program (SEP) grants, was awarded for a three-year period to the State of Nevada in 2010 and used for initial program design and implementation. By the end of first quarter in 2014, the program had achieved upgrades in 553 homes, with an average energy reduction of 32% per home.     This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE) Nevada Test Site (NTS), conducted June 22 through July 10, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the NTS. The Survey covers all environment media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data, observations of the operations and activities performed at the NTS, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by the Battelle Columbus Division under contract with DOE. When completed, the results will be incorporated into the NTS Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the NTS Survey. 165 refs., 42 figs., 52 tabs.

    Research is needed to understand the role of particulates in the migration of radionuclides away from the sites of nuclear tests at the Nevada Test Site. The process of testing itself may produce a reservoir of particles to serve as vectors for the transport of long-lived radionuclides in groundwater. Exploratory experiments indicate the presence of numerous particulates in the vicinity of the Cambric test but a much lower loading in a nearby well that has been pumped continuously for 15 years. Recent groundwater colloid research is briefly reviewed to identify sampling and characterization methods that may be applicable at the Nevada Test Site.

    This document was produced by the University and Community College System of Nevada (UCCSN) under a grant from the US Department of Energy (DOE) Office of Energy Research as part of the DOE-Experimental Program for the Simulation of Competitive Research (DOE-EPSCoR). The document develops Nevada`s strategies for the UCCSN to broaden and deepen energy-related research over the next five years in hydrology sciences, environmental biology and chemistry, chemical physics, and global change. A strategy was also developed to support energy-related research with education and human resources in science, math and engineering. A key concept of these strategies is continued success under the DOE-EPSCOR program. Participation in the Environmental Restoration and Waste Management, Civilian Radioactive Waste Management, Basic Energy Science and Global Climate Change programs in collaboration with the Nevada Test Site and DOE multi-program laboratories is also part of Nevada`s strategy for success in energy-related research.

This CR complies with the requirements of the 'Federal Facility Agreement and Consent Order' (1996) that was agreed to by the State of Nevada, the U.S. Department of Energy, and the U.S. Department of Defense. Corrective Action Unit 540 is located within Areas 12 and 19 of the Nevada Test Site and is comprised of the following Corrective Action Sites (CASs): CAS 12-44-01, ER 12-1 Well Site Release; CAS 12-99-01, Oil Stained Dirt; CAS 19-25-02, Oil Spill; CAS 19-25-04, Oil Spill; CAS 19-25-05, Oil Spill; CAS 19-25-06, Oil Spill; CAS 19-25-07, Oil Spill; CAS 19-25-08, Oil Spills (3); and CAS 19-44-03, U-19bf Drill Site Release. The purpose of this CR is to provide documentation supporting recommendations of no further action for the CASs within CAU 540. To achieve this, the following actions were performed: (1) Reviewed the current site conditions, including the concentration and extent of contamination; (2) Performed closure activities to address the presence of substances regulated by 'Nevada Administrative Code' 445A.2272 (NAC, 2002); and (3) Documented Notice of Completion and closure of CAU 540 issued by the Nevada Division of Environmental Protection.

  15. Nevada Test Site Treatment Plan. Revision 2

    Treatment Plans (STPS) are required for facilities at which the US Department of Energy (DOE) or stores mixed waste, defined by the Federal Facility Compliance Act (FFCAct) as waste containing both a hazardous waste subject to the Resource Conservation and Recovery Act and a radioactive material subject to the Atomic Energy Act. On April 6, 1993, DOE published a Federal Register notice (58 FR 17875) describing its proposed process for developing the STPs in three phases including a Conceptual, a Draft, and a Proposed Site Treatment Plan (PSTP). All of the DOE Nevada Operations Office STP iterations have been developed with the state of Nevada`s input. The options and schedules reflect a ``bottoms-up`` approach and have been evaluated for impacts on other DOE sites, as well as impacts to the overall DOE program. Changes may have occurred in the preferred option and associated schedules between the PSTP, which was submitted to the state of Nevada and US Environmental Protection Agency April 1995, and the Final STP (hereafter referred to as the STP) as treatment evaluations progressed. The STP includes changes that have occurred since the submittal of the PSTP as a result of state-to-state and DOE-to-state discussions.

Much of the content of this Executive Summary is also presented in a separate stand-alone pamphlet titled Nevada Test Site Environmental Report Summary 2007. This NTSER was prepared to satisfy DOE Order 231.1A, Environment, Safety and Health Reporting.     This quality assurance project plan (QAPjP) describes the measures that shall be taken to ensure that the environmental data collected during characterization and closure activities of Resource Conservation and Recovery Act (RCRA) Industrial Sites at the Nevada Test Site (NTS) are meaningful, valid, defensible, and can be used to achieve project objectives. These activities are conducted by the US Department of Energy Nevada Operations Office (DOE/NV) under the Nevada Environmental Restoration (ER) Project. The Nevada ER Project consists of environmental restoration activities on the NTS, Tonopah Test Range, Nellis Air Force Range, and eight sites in five other states. The RCRA Industrial Sites subproject constitutes a component of the Nevada ER Project. Currently, this QAPjP is limited to the seven RCRA Industrial Sites identified within this document that are to be closed under an interim status and pertains to all field-investigation, analytical-laboratory, and data-review activities in support of these closures. The information presented here supplements the RCRA Industrial Sites Project Management Plan and is to be used in conjunction with the site-specific subproject sampling and analysis plans.

    Three varieties of megabreccia deposits are present in alluvial-lacustrine extensional basin fill of the Miocene-Pliocene Horse Camp Formation of east-central Nevada. Coherent debris sheets (150-300 m thick; up to 1,500 m long) consist of Oligocene-Miocene volcanic rock masses which are internally fractured yet retain their stratigraphic integrity. Fracture zones show variable amounts of displacement (up to 5 cm) and brecciation. These debris sheets overlie horizontally stratified sandstone and laminated claystone interpreted as playa deposits and are overlain by lithified grus. Emplacement of these coherent debris sheets was by landslide or block slide. Associated deposits of large boulders within playa facies suggest gliding of blocks broken from the edges of the landslides across wet playa surfaces. Large (1.6 - 2.4 km-long) allochthonous blocks consist of intact Paleozoic and Tertiary volcanic stratigraphic sequences which are brecciated and attenuated. Brecciation is accompanied in places by incorporation of muddy sand matrix. These blocks may be fragments of the upper plate of low-angle detachment faults which broke away as gravity-driven blocks from the nearby Horse Range and slid along the uplifted former detachment surface into the adjacent Horse Camp basin. Megabreccia deposits characterize Teritary extensional basins in western North America. Detailed analysis of their stratigraphic, sedimentologic, and structural relations can provide a better understanding of the complex tectonosedimentary history of these basins.

    This Quality Assurance Project Plan (QAPP) provides the overall quality assurance (QA) program requirements and general quality practices to be applied to the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office (NNSA/NSO) Underground Test Area (UGTA) Sub-Project (hereafter the Sub-Project) activities. The requirements in this QAPP are consistent with DOE Order 414.1C, Quality Assurance (DOE, 2005); U.S. Environmental Protection Agency (EPA) Guidance for Quality Assurance Project Plans for Modeling (EPA, 2002); and EPA Guidance on the Development, Evaluation, and Application of Environmental Models (EPA, 2009). The QAPP Revision 0 supersedes DOE--341, Underground Test Area Quality Assurance Project Plan, Nevada Test Site, Nevada, Revision 4.

Brief Description of Revision: A complete revision to reflect a recent change in name for the NTS; changes in name for some tenant organizations; and to update references to current DOE policies, orders, and guidance documents. Article 237.2 was deleted. Appendix 3B was updated. Article 411.2 was modified. Article 422 was re-written to reflect the wording of DOE O 458.1. Article 431.6.d was modified. The glossary was updated. This manual contains the radiological control requirements to be used for all radiological activities conducted by programs under the purview of the U.S. Department of Energy (DOE) and the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO). Compliance with these requirements will ensure compliance with Title 10 Code of Federal Regulations (CFR) Part 835, 'Occupational Radiation Protection.' Programs covered by this manual are located at the Nevada National Security Site (NNSS); Nellis Air Force Base and North Las Vegas, Nevada; Santa Barbara and Livermore, California; and Andrews Air Force Base, Maryland. In addition, fieldwork by NNSA/NSO at other locations is covered by this manual. Current activities at NNSS include operating low-level radioactive and mixed waste disposal facilities for United States defense-generated waste, assembly and execution of subcritical experiments, assembly/disassembly of special experiments, the storage and use of special nuclear materials, performing criticality experiments, emergency responder training, surface cleanup and site characterization of contaminated land areas, environmental activity by the University system, and nonnuclear test operations, such as controlled spills of hazardous materials at the Hazardous Materials Spill Center.     The Nevada Test Site Environmental Report 2009 was prepared to meet the information needs of the public and the requirements and guidelines of the U.S. Department of Energy (DOE) for annual site environmental reports. It was prepared by National Security Technologies, LLC (NSTec), for the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO). This and previous years’ Nevada Test Site Environmental Reports (NTSERs) are posted on the NNSA/NSO website at http://www.nv.doe.gov/library/publications/aser.aspx. This NTSER was prepared to satisfy DOE Order DOE O 231.1A, “Environment, Safety and Health Reporting.” Its purpose is to (1) report compliance status with environmental standards and requirements, (2) present results of environmental monitoring of radiological and nonradiological effluents, (3) report estimated radiological doses to the public from releases of radioactive material, (4) summarize environmental incidents of noncompliance and actions taken in response to them, (5) describe the NNSA/NSO Environmental Management System and characterize its performance, and (6) highlight significant environmental programs and efforts. This NTSER summarizes data and compliance status for calendar year 2009 at the Nevada Test Site (NTS) and its two support facilities, the North Las Vegas Facility (NLVF) and the Remote Sensing Laboratory (RSL)-Nellis. It also addresses environmental restoration (ER) projects conducted at the Tonopah Test Range (TTR). Through a Memorandum of Agreement, NNSA/NSO is responsible for the oversight of TTR ER projects, and the Sandia Site Office of NNSA (NNSA/SSO) has oversight of all other TTR activities.   18. Sierra Geothermal's Key Find in Southern Nevada

    In May 2010, Sierra Geothermal determined temperature at the bottom of a well drilled at the company's Alum project near Silver Peak, Nev., was hot enough for commercial-sized geothermal energy production - measured as 147 degrees Celsius (297 degrees Fahrenheit).
