    This brochure provides an overview of the challenges and successes of Boston, MA, a 2007 Solar America City awardee, on the path toward becoming a solar-powered community. Accomplishments, case studies, key lessons learned, and local resource information are given. The City of Boston and its Solar America Cities program, Solar Boston, are helping to debunk the myth that solar energy is only feasible in the southern latitudes. Boston has some of the highest energy prices in the country and will likely be one of the first locations where solar power achieves grid parity with conventional energy technologies. Solar Boston is facilitating the rapid development of solar energy projects and infrastructure in the short-term, and is preparing for the rapid market growth that is expected with the imminent arrival of grid parity over the long-term. Solar Boston developed the strategy for achieving Mayor Menino's goal of installing 25 MW of solar energy throughout Boston by 2015. Through Solar Boston, the city has developed a strategy for the installation of solar technology throughout Boston, including mapping feasible locations, preparing a permitting guide, and planning the citywide bulk purchase, financing, and installation of solar technology. The city has also worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing initiatives. The resulting accomplishments include the following: (1) Created an online map of current local renewable energy projects with a tool to allow building owners to calculate their rooftop solar potential. The map is currently live at http://gis.cityofboston.gov/solarboston/. (2) Supported the city's Green Affordable Housing Program (GAHP), in partnership with the Department of Neighborhood Development (DND). Under GAHP, the city is installing more than 150 kW of PV on 200 units of affordable housing. DND requires that all new city-funded affordable housing be LEED silver certified and

    The Boston Architectural College's Urban Sustainability initiative is a demonstration project as defined by the National Energy Technology Laboratory. BAC's proposed project with the U.S. Department of Energy - NETL, is a large part of that overall initiative. The BAC's Urban Sustainability Initiative is a multi-part project with several important goals and objectives that will have a significant impact on the surrounding neighborhood including: energy conservation, reduction of storm water runoff, generation of power through alternative energy sources, elimination/reduction of BAC carbon footprint, and to create a vehicle for ongoing public outreach and education. Education and outreach opportunities will serve to add to the already comprehensive Sustainability Design courses offered at BAC relative to energy savings, performance and conservation in building design. At the finish of these essential capital projects there will be technical materials created for the education of the design, sustainability, engineering, community development and historic preservation communities, to inform a new generation of environmentally-minded designers and practitioners, the city of Boston and the general public. The purpose of the initiative, through our green renovations program, is to develop our green alley projects and energy saving renovations to the BAC physical plant, to serve as a working model for energy efficient design in enclosed 19th century and 20th century urban sites and as an educational laboratory for teaching ecological and sustainable technologies to students and the public while creating jobs. The scope of our project as it relates to the BAC and the U.S. Department of Energy- NETL combined efforts includes: Task I of the project is Phase II (Green Alley). Task I encompasses various renovation activities that will demonstrate the effectiveness of permeable paving and ground water recharge systems. It will aid in the reduction of storm water runoff into the

    Studies of solar access and solar retrofit economics are described for residential applications in the City of Boston. The study of solar access was based upon a random sample of 94 buildings; the sample was stratified to ensure a broad geographic representation from the city's various sections. Using available data on the heights and orientations of the sampled structures and surrounding buildings, each building's hourly access to sunlight was computed separately for the roof and south facing walls. These data were then aggregated by broad structural classifications in order to provide general measures of solar access. The second study was a comparative analysis of the economics of several solar heating and hot water systems. An active hot water system, installed using pre-assembled, commercially purchased equipment, was selected as a reference technology. A variety of measures of economic performance were computed for this system, with and without existing tax credits and under various financing arrangements. Next, a number of alternative approaches for solar space and water heating were identified from interviews with individuals and groups involved in solar retrofit projects in the Boston area. The objective was to identify approaches that many of those interviewed believe to be low-cost means of applying solar energy in residential settings. The approaches selected include thermal window covers, wall collectors, bread box water heaters, and sun spaces. Preliminary estimates of the performance of several representative designs were developed and the economics of these designs evaluated.

    The contingent valuation (CV) method is a technique used frequently in benefit-cost analysis to estimate the economic value of non-market goods such as environmental quality. In CV, surveys are used to ask people about their willingness to pay for a good in a hypothetical market situation. In this application, homeowners in Baltimore County were asked about their willingness to pay (WTP) for programs to control pollutants in urban stormwater runoff designed to achieve, respectively, 4% and 1% reductions in nutrient loadings to the Chesapeake Bay. The main variation comprised alternate descriptions of the payment vehicle. Tests show that the mean WTP by means of property taxes does not differ significantly from mean WTP via user charges. This result was somewhat surprising because of other evidence that the respondents believe strongly that user charges are fairer than property taxes. A best estimate of the benefits to homeowners in Baltimore County of controlling nutrient loads for urban stormwater is from $1.2 to $4.2 million annually, depending on the reduction objective.

    There are many areas of MD and HD vehicles that can be improved by new technologies and optimized control strategies. Component optimization and idle reduction need to be addressed, this is best done by a two part approach that includes selecting the best component technology, and/or architecture, and optimized controls that are vehicle focused. While this is a common focus in the light duty industry it has been gaining momentum in the MD and HD market as the market gets more competitive and the regulations become more stringent. When looking into systems optimization and idle reduction technologies, affected vehicle systems must first be considered, and if possible included in the new architecture to get the most benefit out of these new capabilities. Typically, when looking into idle reduction or component optimization for MD/HD, the vehicle s accessories become a prime candidate for electrification or hybridization. While this has already been studied on light duty vehicles (especially on hybrids and electric vehicles) it has not made any head way or market penetration in most MD and HD applications. If hybrids and electric MD and HD vehicles begin to break into the market this would be a necessary step into the ability to make those vehicles successful by allowing for independent, optimized operation separate from the engine.

  16. Implications of the Baltimore Rail Tunnel Fire for Full-Scale Testing of Shipping Casks

    The U.S. Nuclear Regulatory Commission (NRC) does not currently require full-scale physical testing of shipping casks as part of its certification process. Stakeholders have long urged NRC to require full-scale testing as part of certification. NRC is currently preparing a full-scale casktesting proposal as part of the Package Performance Study (PPS) that grew out of the NRC reexamination of the Modal Study. The State of Nevada and Clark County remain committed to the position that demonstration testing would not be an acceptable substitute for a combination of full-scale testing, scale-model tests, and computer simulation of each new cask design prior to certification. Based on previous analyses of cask testing issues, and on preliminary findings regarding the July 2001 Baltimore rail tunnel fire, the authors recommend that NRC prioritize extra-regulatory thermal testing of a large rail cask and the GA-4 truck cask under the PPS. The specific fire conditions and other aspects of the full-scale extra-regulatory tests recommended for the PPS are yet to be determined. NRC, in consultation with stakeholders, must consider past real-world accidents and computer simulations to establish temperature failure thresholds for cask containment and fuel cladding. The cost of extra-regulatory thermal testing is yet to be determined. The minimum cost for regulatory thermal testing of a legal-weight truck cask would likely be $3.3-3.8 million.

  17. Hydrophobic organic contaminants in surficial sediments of Baltimore Harbor: Inventories and sources

    The heavily urbanized and industrialized Baltimore Harbor/Patapsco River/Back River system is one of the most highly contaminated regions of the Chesapeake Bay. In June 1996, surficial sediments were collected at 80 sites throughout the subestuarine system, including historically undersampled creek sand embayments. The samples were analyzed for a suite of hydrophobic organic contaminants (HOCs) consisting of 32 polycyclic aromatic hydrocarbons (PAHs) and 113 polychlorinated biphenyl (PCB) congeners. Total PAH and total PCB concentrations ranged from 90 to 46,200 and 8 to 2,150 ng/g dry weight, respectively. There was enormous spatial variability in the concentrations of HOCs, which was not well correlated to grain size or organic carbon content, suggesting nonequilibrium partitioning and/or proximity to sources as important factors explaining the observed spatial variability. High concentrations of both classes of HOCs were localized around major urban stormwater runoff discharges. Elevated PAH concentrations were also centered around the Sparrow`s Point Industrial Complex, most likely a result of the pyrolysis of coal during the production of steel. All but 1 of the 80 sites exceeded the effects range-low (ERL) for total PCBs and, of those sites, 40% exceeded the effects range-medium (ERM), suggesting toxicity to marine benthic organisms would frequently occur. Using principal component analysis, differences in PAH signatures were discerned. Higher molecular weight PAHs were enriched in signatures from sediments close to suspected sources (i.e., urban stormwater runoff and steel production complexes) compared to those patterns observed at sites further from outfalls or runoff. Due to varying solubilities and affinities for organic matter of the individual PAHs, partitioning of the heavier weight PAHs may enrich settling particles with high molecular weight PAHs. Lower molecular weight PAHs, having lower affinity for particles, may travel from the source to a

    The Central Artery/Tunnel (CA/T) Project in Boston, Massachusetts involves the replacement of the existing I-93 interstate highway (Central Artery) and the extension of I-90 (Massachusetts Turnpike) to Logan International Airport. To date, approximately 95 environmental and related permits have been obtained for the CA/T Project. At least 200 permits from federal, state and local regulatory agencies will be acquired for the entire Project. The proposed action includes construction activities and permanent structures related to the crossing of three bodies of water: Charles River, Fort Point Channel, and Boston Inner Harbor. The Project also includes work in Massachusetts filled tidelands, relocation or construction of outfalls, disposition of construction dewatering and tunnel drainage fluids, and capping of an abandoned landfill. The number of permits, interrelationships between permits and interfaces with design and construction schedules have necessitated the development and implementation of a permit tracking system. The system tracks permit applications from preparation through public and agency review to permit issuance. The issues are discussed in detail: Phased development of the tracking system; Utilization of Project standard scheduling system software, Primavera Project Planner; How the information generated by the tracking system is used at the Project; Report format and production; Construction phase services and the multidiscipline, integrated Project schedule.

    We present our astrometric observations of the small near-Earth object 2011 MD (H ? 28.0), obtained after its very close fly-by to Earth in 2011 June. Our set of observations extends the observational arc to 73days, and, together with the published astrometry obtained around the Earth fly-by, allows a direct detection of the effect of radiation pressure on the object, with a confidence of 5?. The detection can be used to put constraints on the density of the object, pointing to either an unexpectedly low value of ?=(640330)kg m{sup ?3} (68% confidence interval) if we assume a typical probability distribution for the unknown albedo, or to an unusually high reflectivity of its surface. This result may have important implications both in terms of impact hazard from small objects and in light of a possible retrieval of this target.

    The promulgation of EPA's NPDES stormwater discharge regulations occurred during the latter planning stages for Boston's Central Artery/Tunnel Project, making this project, one of the largest single urban highway projects ever built, one of the first to be permitted under new regulations. The Project consists of 128 land miles of new highway, including numerous ramps and interchanges, and a harbor tunnel, with stormwater discharging during construction from at least 38 separate points. Complicating the permitting situation, stormwater is combined with dewatering discharges from excavations in filled and former industrial areas. Working closely with EPA Region 1 and the Massachusetts Department of Environmental Protection, the Massachusetts Highway Department submitted a permit application combining estimates of dewatering discharge quality derived from groundwater sampling with all the elements of a NPDES application for construction stormwater. The resulting permit contained two separate sets of monitoring requirements for the same discharge points, one for stormwater and one for dewatering. Quarterly monitoring was required for both dewatering and stormwater for metals, suspended solids, TPH, and VOC. Limits of 50 mg/1 TSS and 5 mg/1 TPH were established for dewatering only.

    The behaviour of sheared colloidal suspensions with full hydrodynamic interactions (HIs) is numerically studied. To this end, we use the hybrid stochastic rotation dynamics-molecular dynamics (SRD-MD) method. The shear viscosity of colloidal suspensions is computed for different volume fractions, both for dilute and concentrated cases. We verify that HIs help in the collisions and the streaming of colloidal particles, thereby increasing the overall shear viscosity of the suspension. Our results show a good agreement with known experimental, theoretical, and numerical studies. This work demonstrates the ability of SRD-MD to successfully simulate transport coefficients that require correct modelling of HIs.

    A district-heating system, based on thermal energy from power plants retrofitted to operate in the cogeneration mode, is expected to improve local air quality. This possibility has been examined by comparing the emissions of five major atmospheric pollutants, i.e., particulates, sulfur oxides, carbon monoxide, hydrocarbons, and nitrogen oxides, from the existing heating and electric system in the City of Boston with those from a proposed district heating system. Detailed, spatial distribution of existing heating load and fuel mix is developed to specify emissions associated with existing heating systems. Actual electric-power-plant parameters and generation for the base year are specified. Additional plant fuel consumption and emissions resulting from cogeneration operation have been estimated. Six alternative fuel-emissions-control scenarios are considered. The average annual ground-level concentrations of sulfur oxides are calculated using a modified form of the EPA's Climatological Dispersion Model. This report describes the methodology, the results and their implications, and the areas for extended investigation. The initial results confirm expectations. Average sulfur oxides concentrations at various points within and near the city drop by up to 85% in the existing fuels scenarios and by 95% in scenarios in which different fuels and more-stringent emissions controls at the plants are used. These reductions are relative to concentrations caused by fuel combustion for heating and large commercial and industrial process uses within the city and Boston Edison Co. electric generation.

    In response to a request from a group of employees at the Pitney Bowes Management Services, Ropes and Gray Photocopy Center (SIC-7334), Boston, Massachusetts, an evaluation was undertaken of worker exposures to photocopy emissions. The photocopy center has been in operation for 2 years. Six full time employees worked the day shift operating six photocopiers of various models. Approximately 1 million copies were generated monthly at the site. Qualitative and quantitative analyses of air samples taken for volatile organic carbons revealed trace amounts of 1,1,1-trichloroethane (71556), isooctane (540841), toluene (108883), xylene (1330207), and benzene (71432). Ozone (10028156) concentrations as high as 0.41 parts per million (ppm) were detected at approximately 3 feet from the exhaust of each photocopier. Carbon-dioxide (124389) concentrations ranged from 300 to 825ppm. Respirable dust concentrations ranged from less than 10 to 50 micrograms per cubic meter. Carbon-monoxide (630080) was not detected. The authors conclude that the evaluation did not reveal a hazard to explain the respiratory symptoms experienced by the workers. The finding that the ventilation system moved too small an amount of air in a measured period of time may account for the accumulation of airborne contaminants within the building. Recommendations were made to improve the ventilation.

    This superb book is the most important reference on the Order Odonata to appear since the 1999 publication of Philip Corbet's monumental work on the behavior and ecology of Odonata. In the context of specimen identification and faunistics, it is the most significant contribution in decades, for it opens a new door to the most diverse and least known dragonfly fauna on Earth, that of the Neotropical Region. The book treats the genera of all the New World dragonflies, but while the Nearctic Anisoptera (at least north of the Mexican border) is extensively summarized in many taxonomic and identification manuals (e.g., Needham et al. 2000), the Neotropical fauna remains rather poorly known. Much of it still is undescribed and taxonomic syntheses are few and far between. This is partly because of its huge diversity, the remoteness of much of the region, and the relative scarcity of specimens in collections. As T. W. Donnelly (2006) noted in a recent review of this book, the New World tropics have always been a challenge to biologists in many disciplines because the region was first colonized by the Spanish and Portuguese who largely lacked the tradition of natural history studies characteristic of the British, French, Dutch and Germans in Africa, India or Southeast Asia. In South America there simply was no F. C. Fraser to write an equivalent to his three volumes on the Odonata in The Fauna of British India. Borror (1945) was an early and wonderful resource for deciphering the genera of the large family Libellulidae in the Americas. Calvert's hard-to-find contributions on the Odonata (1902-1908) in the Biologia Centrali-Americana helped students of the Central American fauna; the updated equivalent by Foerster (2001) for Mesoamerican genera is also important. But as far as syntheses and overviews, that's about all there was - until now.

    The fragment energies of about 725 coincidence events have now been observed in the spontaneous fission (SF) decay of 105-min /sup 259/Md since its discovery in 1977. The fission of /sup 259/Md is characterized by a symmetric mass distribution, similar to those of /sup 258/Fm and /sup 259/Fm, but with a broad total kinetic energy (anti TKE) distribution which peaks at about 195 MeV, in contrast to those of /sup 258/Fm and /sup 259/Fm, for which the anti TKE is about 240 MeV. This kinetic energy deficit, approx. 40 MeV, has been postulated to be due to the emission of hydrogen-like particles by /sup 259/Md at the scission point in a large fraction of the fissions, leaving the residual fissioning nucleus with 100 protons. The residual nucleus would then be able to divide into two ultrastable tin-like fission fragments, but with less kinetic energy than that observed in the SF of /sup 258/Fm and /sup 259/Fm, because of binding-energy losses and a reduction in the Coulomb repulsion of the major fragments. To test this hypothesis, counter-telescope experiments aimed at detecting and identifying these light particles were performed. In 439 SF events 3 + 3 protons of the appropriate energy were observed, too few to account for the kinetic energy deficit in the fission of /sup 259/Md. There seems to be no explanation for this problem within the framework of current fission theory. These results are discussed along with preliminary measurements of light-particle emission in the SF of /sup 256/Fm. 5 figures.

    This review article describes our neutron scattering experiments made in the past four years for the understanding of the single-particle (hydrogen atom) dynamics of a protein and its hydration water and the strong coupling between them. We found that the key to this strong coupling is the existence of a fragile-to-strong dynamic crossover (FSC) phenomenon occurring at around T L = 225±5 K in the hydration water. On lowering of the temperature toward FSC, the structure of hydration water makes a transition from predominantly the high density form (HDL), a more fluid state, to predominantly the low density formmore » (LDL), a less fluid state, derived from the existence of a liquid–liquid critical point at an elevated pressure. We show experimentally that this sudden switch in the mobility of hydration water on Lysozyme, B-DNA and RNA triggers the dynamic transition, at a temperature T D = 220 K, for these biopolymers. In the glassy state, below T D , the biopolymers lose their vital conformational flexibility resulting in a substantial diminishing of their biological functions. We also performed molecular dynamics (MD) simulations on a realistic model of hydrated lysozyme powder, which confirms the existence of the FSC and the hydration level dependence of the FSC temperature. Furthermore, we show a striking feature in the short time relaxation ( β -relaxation) of protein dynamics, which is the logarithmic decay spanning 3 decades (from ps to ns). The long time α -relaxation shows instead a diffusive behavior, which supports the liquid-like motions of protein constituents. We then discuss our recent high-resolution X-ray inelastic scattering studies of globular proteins, Lysozyme and Bovine Serum Albumin. We were able to measure the dispersion relations of collective, intra-protein phonon-like excitations in these proteins for the first time.     Every action in biology is performed by dynamic proteins that convert between multiple states in order to engage their functions. Often binding to various ligands is essential for the rates of desired transitions to be enhanced. The goal of computational biology is to study these transitions and discover the different states to fully understand the protein's normal and diseased function, design drugs to target/bias specific states, and understand all of the interactions in between. We have developed a new methodology that is capable of calculating the absolute free energy of proteins while taking into account all the interactions with the solvent molecules. The efficiency of the new scheme is an order of magnitude greater than any existing technique. This method is now implemented in the massively parallel popular MD program package NAMD. This now makes it possible to calculate the relative stability of different conformational states of biological macromolecules as well as their binding free energies to various ligands.

    Salt bridges and ionic interactions play an important role in protein stability, protein-protein interactions, and protein folding. Here, we provide the classical MD simulations of the structure and IR signatures of the arginine (Arg)glutamate (Glu) salt bridge. The Arg-Glu model is based on the infinite polyalanine antiparallel two-stranded ?-sheet structure. The 1 ?s NPT simulations show that it preferably exists as a salt bridge (a contact ion pair). Bidentate (the end-on and side-on structures) and monodentate (the backside structure) configurations are localized [Donald et al., Proteins 79, 898915 (2011)]. These structures are stabilized by the short {sup +}NH?O{sup ?} bonds. Their relative stability depends on a force field used in the MD simulations. The side-on structure is the most stable in terms of the OPLS-AA force field. If AMBER ff99SB-ILDN is used, the backside structure is the most stable. Compared with experimental data, simulations using the OPLS all-atom (OPLS-AA) force field describe the stability of the salt bridge structures quite realistically. It decreases in the following order: side-on > end-on > backside. The most stable side-on structure lives several nanoseconds. The less stable backside structure exists a few tenth of a nanosecond. Several short-living species (solvent shared, completely separately solvated ionic groups ion pairs, etc.) are also localized. Their lifetime is a few tens of picoseconds or less. Conformational flexibility of amino acids forming the salt bridge is investigated. The spectral signature of the Arg-Glu salt bridge is the IR-intensive band around 2200 cm{sup ?1}. It is caused by the asymmetric stretching vibrations of the {sup +}NH?O{sup ?} fragment. Result of the present paper suggests that infrared spectroscopy in the 20002800 frequency region may be a rapid and quantitative method for the study of salt bridges in peptides and ionic interactions between proteins.     We present classical molecular dynamics (MD) with Modified Embedded Atom Model (MEAM) simulations to investigate the role of primary radiation defects and radiogenic helium as factors affecting the phase stability of PuGa alloys in cooling–heating cycles at ambient pressure. The models of PuGa alloys equilibrated at ambient conditions were subjected to cooling–heating cycles in which they were initially cooled down to 100 K and then heated up to 500 K at ambient pressure. The rate of temperature change in the cycles was 10 K/ns. The simulations showed that the initial FCC phase of PuGa alloys undergo polymorphous transition in coolingmore » to a lower symmetry α'-phase. All the alloys undergo direct and reverse polymorphous transitions in the cooling–heating cycles. The alloys containing vacancies shift in both transitions to lower temperatures relative to the defect-free alloys. The radiogenic helium has much less effect on the phase stability compared to that of primary radiation defects (in spite of the fact that helium concentration is twice of that for the primary radiation defects). Lastly, this computational result agrees with experimental data on unconventional stabilization mechanism of PuGa alloys.« less

    The reduction of VOC emissions from metal dip coating applications is not an environmental constraint, it is an economic opportunity. This case study shows how the industry can reap economic benefits from VOC reductions while improving air quality. The Canam Steel Corporation plant located in Point of Rocks, MD operates dip tanks for primer application on fabricated steel joists and joist girders. This process is presently subject to a regulation that limits the paint VOC content to 3.5 pounds per gallon of coating less water. As a result of the high paint viscosity associated with that regulation, the paint thickness of the dipped steel is thicker than the customers` specifications. Most of the VOC emissions can therefore be associated with the excess of paint applied to the products rather than to the required thickness of the coating. The higher paint usage rate has more than environmental consequences, it increases the cost of the applied coating. The project is to reduce the paint usage by controlling the viscosity of the coating in the tank. Experimental results as well as actual mass balance calculations show that using a higher VOC content paint would reduce the overall VOC emissions. The author explained the project to the Maryland Department of the Environment (MDE) Air and Radiation Management Administration. First, the MDE agreed to develop a new RACT determination for fabricated steel dipping operations. The new regulation would limit the amount of VOC than can be emitted to dip coat a ton of fabricated steel. Second, the MDE agreed to allow experimentation of the higher VOC content paint as a pilot project for the new regulation. This paper demonstrates the need for a RACT determination specific to fabricated steel dipping operations.

    In this study, the development of embedded atom method (EAM) many-body potentials for actinide oxides and associated mixed oxide (MOX) systems has motivated the development of a complementary parameter set for gas-actinide and gas-oxygen interactions. A comprehensive set of density functional theory (DFT) calculations were used to study Xe and Kr incorporation at a number of sites in CeO2, ThO2, UO2 and PuO2. These structures were used to fit a potential, which was used to generate molecular dynamics (MD) configurations incorporating Xe and Kr at 300 K, 1500 K, 3000 K and 5000 K. Subsequent matching to the forces predictedmore » by DFT for these MD configurations was used to refine the potential set. This fitting approach ensured weighted fitting to configurations that are thermodynamically significant over a broad temperature range, while avoiding computationally expensive DFT-MD calculations. The resultant gas potentials were validated against DFT trapping energies and are suitable for simulating combinations of Xe and Kr in solid solutions of CeO2, ThO2, UO2 and PuO2, providing a powerful tool for the atomistic simulation of conventional nuclear reactor fuel UO2 as well as advanced MOX fuels.« less

Nanoparticles were also imaged at the cellular level with TEM in PC3 cells incubated with gAuNP for 24h. Pegylated AuNPs (pAuNP) were also imaged in vivo and in vitro for comparison. PC3 cells were then implanted subcutaneously in nude mice; 51mice with 810mm tumors were included. AuNPs were injected intravenously at 0.2%w/w final gold concentration 24h before irradiation. A special jig was designed to facilitate tumor irradiation perpendicular to the proton beam. Proton energy was set to 180MeV, the radiation field was 1818cm{sup 2}, and 9cm or 13.5cm thick solid-water compensators were used to position the tumors at either the beam entrance (BE) or the SOBP. Physical doses of 5Gy were delivered to all tumors on a patient beam line at MD Anderson's Proton Therapy Center. Results: The photoacoustic experiment reveled that our nanoparticles leak from the tumor-feeding vasculature and accumulate within the tumor volume over time. Additionally, TEM images showed gAuNP are internalized in cancer cells, accumulating within the cytoplasm, whereas pAuNP are not. Tumor-growth was delayed by 11 or 32days in mice receiving gAuNP irradiated at the BE or the SOBP, relative to proton radiation alone. Survival curves (ongoing experiment) reveal that gAuNPs improved survival by 36% or 74% for tumors irradiated at the BE or SOBP. Conclusion: These important, albeit preliminary, in vivo findings reveal nanoparticles to be potent sensitizers to proton therapy.     The team led by Dow Corning collaborated to increase the thermal performance of exterior insulation and finishing systems (EIFS) to reach R-40 performance meeting the needs for high efficiency insulated walls. Additionally, the project helped remove barriers to using EIFS on retrofit commercial buildings desiring high insulated walls. The three wall systems developed within the scope of this project provide the thermal performance of R-24 to R-40 by incorporating vacuum insulation panels (VIPs) into an expanded polystyrene (EPS) encapsulated vacuum insulated sandwich element (VISE). The VISE was incorporated into an EIFS as pre-engineered insulation boards. The VISE is installed using typical EIFS details and network of trained installers. These three wall systems were tested and engineered to be fully code compliant as an EIFS and meet all of the International Building Code structural, durability and fire test requirements for a code compliant exterior wall cladding system. This system is being commercialized under the trade name Dryvit® Outsulation® HE system. Full details, specifications, and application guidelines have been developed for the system. The system has been modeled both thermally and hygrothermally to predict condensation potential. Based on weather models for Baltimore, MD; Boston, MA; Miami, FL; Minneapolis, MN; Phoenix, AZ; and Seattle, WA; condensation and water build up in the wall system is not a concern. Finally, the team conducted a field trial of the system on a building at the former Brunswick Naval Air Station which is being redeveloped by the Midcoast Regional Redevelopment Authority (Brunswick, Maine). The field trial provided a retrofit R-30 wall onto a wood frame construction, slab on grade, 1800 ft2 building, that was monitored over the course of a year. Simultaneous with the façade retrofit, the building’s windows were upgraded at no charge to this program. The retrofit building used 49% less natural gas during the winter of

    An effort is underway at Pacific Northwest National Laboratory (PNNL) to develop a fundamental and general framework to foster the science and technology needed to support real-time monitoring of early degradation in materials used in the production of nuclear power. The development of such a capability would represent a timely solution to the mounting issues operators face with materials degradation in nuclear power plants. The envisioned framework consists of three primary and interconnected “thrust” areas including 1) microstructural science, 2) behavior assessment, and 3) monitoring and predictive capabilities. A brief state-of-the-art assessment for each of these core technology areas is discussed in the paper.

    Particle physics aims to understand the universe around us. The Standard Model of particle physics describes the basic structure of matter and forces, to the extent we have been able to probe thus far. However, it leaves some big questions unanswered. Some are within the Standard Model itself, such as why there are so many fundamental particles and why they have different masses. In other cases, the Standard Model simply fails to explain some phenomena, such as the observed matter-antimatter asymmetry in the universe, the existence of dark matter and dark energy, and the mechanism that reconciles gravity with quantum mechanics. These gaps lead us to conclude that the universe must contain new and unexplored elements of Nature. Most of particle and nuclear physics is directed towards discovering and understanding these new laws of physics. These questions are best pursued with a variety of approaches, rather than with a single experiment or technique. Particle physics uses three basic approaches, often characterized as exploration along the cosmic, energy, and intensity frontiers. Each employs different tools and techniques, but they ultimately address the same fundamental questions. This allows a multi-pronged approach where attacking basic questions from different angles furthers knowledge and provides deeper answers, so that the whole is more than a sum of the parts. A coherent picture or underlying theoretical model can more easily emerge, to be proven correct or not. The intensity frontier explores fundamental physics with intense sources and ultra-sensitive, sometimes massive detectors. It encompasses searches for extremely rare processes and for tiny deviations from Standard Model expectations. Intensity frontier experiments use precision measurements to probe quantum effects. They typically investigate very large energy scales, even higher than the kinematic reach of high energy particle accelerators. The science addresses basic questions, such as: Are there new sources of CP violation? Is there CP violation in the leptonic sector? Are neutrinos their own antiparticles? Do the forces unify? Is there a weakly coupled hidden sector that is related to dark matter? Do new symmetries exist at very high energy scales? To identify the most compelling science opportunities in this area, the workshop Fundamental Physics at the Intensity Frontier was held in December 2011, sponsored by the Office of High Energy Physics in the US Department of Energy Office of Science. Participants investigated the most promising experiments to exploit these opportunities and described the knowledge that can be gained from such a program. The workshop generated much interest in the community, as witnessed by the large and energetic participation by a broad spectrum of scientists. This document chronicles the activities of the workshop, with contributions by more than 450 authors. The workshop organized the intensity frontier science program along six topics that formed the basis for working groups: experiments that probe (i) heavy quarks, (ii) charged leptons, (iii) neutrinos, (iv) proton decay, (v) light, weakly interacting particles, and (vi) nucleons, nuclei, and atoms. The conveners for each working group included an experimenter and a theorist working in the field and an observer from the community at large. The working groups began their efforts well in advance of the workshop, holding regular meetings and soliciting written contributions. Specific avenues of exploration were identified by each working group. Experiments that study rare strange, charm, and bottom meson decays provide a broad program of measurements that are sensitive to new interactions. Charged leptons, particularly muons and taus, provide a precise probe for new physics because the Standard Model predictions for their properties are very accurate. Research at the intensity frontier can reveal CP violation in the lepton sector, and elucidate whether neutrinos are their own antiparticles. A very weakly coupled hidden-sector that may comprise the dark matter in the universe could be discovered. The search for proton decay can probe the unification of the forces with unprecedented reach and test sacrosanct symmetries to very high scales. Detecting an electric dipole moment for the neutron, or neutral atoms, could establish a clear signal for new physics, while limits on such a measurement would place severe constraints on many new theories. This workshop marked the first instance where discussion of these diverse programs was held under one roof. As a result, it was realized that this broad effort has many connections; a large degree of synergy exists between the different areas and they address similar questions. Results from one area were found to be pertinent to experiments in another domain.

    Here, the presumptive function for alpha-tocopherol (αtoc) in membranes is to protect polyunsaturated lipids against oxidation. Although the chemistry of the process is well established, the role played by molecular structure that we address here with atomistic molecular-dynamics simulations remains controversial. The simulations were run in the constant particle NPT ensemble on hydrated lipid bilayers composed of SDPC (1-stearoyl-2-docosahexaenoylphosphatidylcholine, 18:0-22:6PC) and SOPC (1-stearoyl-2-oleoylphosphatidylcholine, 18:0-18:1PC) in the presence of 20 mol % αtoc at 37°C. SDPC with SA (stearic acid) for the sn-1 chain and DHA (docosahexaenoic acid) for the sn-2 chain is representative of polyunsaturated phospholipids, while SOPC with OA (oleic acid) substituted for the sn-2 chain serves as a monounsaturated control. Solid-state 2H nuclear magnetic resonance and neutron diffraction experiments provide validation. The simulations demonstrate that high disorder enhances the probability that DHA chains at the sn-2 position in SDPC rise up to the bilayer surface, whereby they encounter the chromanol group on αtoc molecules. This behavior is reflected in the van der Waals energy of interaction between αtoc and acyl chains, and illustrated by density maps of distribution for acyl chains around αtoc molecules that were constructed. An ability to more easily penetrate deep into the bilayer is another attribute conferred upon the chromanol group in αtoc by the high disorder possessed by DHA. By examining the trajectory of single molecules, we found that αtoc flip-flops across the SDPC bilayer on a submicrosecond timescale that is an order-of-magnitude greater than in SOPC. Our results reveal mechanisms by which the sacrificial hydroxyl group on the chromanol group can trap lipid peroxyl radicals within the interior and near the surface of a polyunsaturated membrane. At the same time, water-soluble reducing agents that regenerate αtoc can access the chromanol group when it locates at the surface.

    An interesting new development in nonferrous metallurgy seems to be taking the world by storm. The topic is scandium, a rare metal that is now being mined in the Ukraine. Known for its toughness, it was formerly a top secret material used in fighter planes, including the MIG 29, during the existence of the Soviet Union. This metal is now being introduced into a variety of aluminum alloys in this country, both in base metal and filler metal forms. The results are increases in strength, fatigue life and weldability. US interest in scandium-containing products is burgeoning, examples include aircraft, components for automobiles and trucks, high-speed trains, and boats. The technology is being developed and implemented at two laboratories, one in Baltimore, MD, and the other in Kiev, Ukraine. Both laboratories belong to Ashurst Technology Ltd., Hamilton, Bermuda. The author recently visited the Baltimore laboratory where he learned more about scandium and its current and potential effects on industry. This report documents what he learned.

    The 20-acre USA Aberdeen Michaelsville Landfill is a municipal landfill located along the Chesapeake Bay in Harford County, Maryland. The site is in the northern portion of the Aberdeen Proving Ground (APG) in the Aberdeen Area (AA) between Michaelsville Road and Trench Warfare Road. The majority of materials reportedly disposed of at the site included domestic trash, trash from nonindustrial sources at APG, solvents, waste motor oils, PCB transformer oils, wastewater treatment sludges, pesticides containing thallium, insecticides containing selenium, and rodenticides containing antimony. The ROD addresses protection of the ground water by minimizing leachate flow and preventing current or future exposure to waste materials as the first of two OUs planned for the site. The primary contaminants of concern affecting the soil are organics, including pesticides; and metals, including chromium and lead.

    In carrying out its mission to ensure the safe use of radioactive materials for beneficial civilian purposes while protecting people and the environment, the U.S. Nuclear Regulatory Commission (NRC) adheres to its Principles of Good Regulation. The Principles-Independence, Openness, Efficiency, Clarity, and Reliability-apply to the agency as a whole in its decision-making and to the individual conduct of NRC employees. This paper describes the application of the Principles in a real-life staff activity, a guidance document used in the NRC's low-level radioactive waste (LLW) program, the Concentration Averaging and Encapsulation Branch Technical Position (CA BTP). The staff's process to revise the document, as well as the final content of the document, were influenced by following the Principles. For example, consistent with the Openness Principle, the staff conducted a number of outreach activities and received many comments on three drafts of the document. Stakeholder comments affected the final staff positions in some cases. The revised CA BTP, once implemented, is expected to improve management and disposal of LLW in the United States. Its positions have an improved nexus to health and safety; are more performance-based than previously, thus providing licensees with options for how they achieve the required outcome of protecting an inadvertent human intruder into a disposal facility; and provide for disposal of more sealed radioactive sources, which are a potential threat to national security.     Nontoxic, biocompatible nanodiamonds (ND) have recently been implemented in rational, systematic design of optimal therapeutic use in nanomedicines. However, hydrophilicity of the ND surface strongly influences structure and dynamics of biomolecules that restrict in situ applications of ND. Therefore, fundamental understanding of the impact of hydrophilic ND surface on biomolecules at the molecular level is essential. For tRNA, we observe an enhancement of dynamical behavior in the presence of ND contrary to generally observed slow motion at strongly interacting interfaces. We took advantage of neutron scattering experiments and computer simulations to demonstrate this atypical faster dynamics of tRNA on NDmore » surface. The strong attractive interactions between ND, tRNA, and water give rise to unlike dynamical behavior and structural changes of tRNA in front of ND compared to without ND.     The mission of the Fusion Simulation Project is to develop a predictive capability for the integrated modeling of magnetically confined plasmas. This FSP report adds to the previous activities that defined an approach to integrated modeling in magnetic fusion. These previous activities included a Fusion Energy Sciences Advisory Committee panel that was charged to study integrated simulation in 2002. The report of that panel [Journal of Fusion Energy 20, 135 (2001)] recommended the prompt initiation of a Fusion Simulation Project. In 2003, the Office of Fusion Energy Sciences formed a steering committee that developed a project vision, roadmap, and governance concepts [Journal of Fusion Energy 23, 1 (2004)]. The current FSP planning effort involved forty-six physicists, applied mathematicians and computer scientists, from twenty-one institutions, formed into four panels and a coordinating committee. These panels were constituted to consider: Status of Physics Components, Required Computational and Applied Mathematics Tools, Integration and Management of Code Components, and Project Structure and Management. The ideas, reported here, are the products of these panels, working together over several months and culminating in a three-day workshop in May 2007.

    Large parity-violating longitudinal single-spin asymmetries A{sub L}{sup e+} = -0.86{sub -0.14}{sup +0.30} and A{sub L}{sup e-} = 0.88{sub -0.71}{sup +0.12} are observed for inclusive high transverse momentum electrons and positrons in polarized p+p collisions at a center-of-mass energy of {radical}s = 500 GeV with the PHENIX detector at RHIC. These e{sup {+-}} come mainly from the decay of W{sup {+-}} and Z{sup 0} bosons, and their asymmetries directly demonstrate parity violation in the couplings of the W{sup {+-}} to the light quarks. The observed electron and positron yields were used to estimate W{sup {+-}} boson production cross sections for the e{sup {+-}} channels of {sigma}(pp {yields} W{sup +}X) x BR(W{sup +} e{sup +}v{sub e}) 144.1 {+-} 21.2(stat){sub -10.3}{sup +3.4}(syst) {+-} 21.6(norm) pb, and {sigma}(pp {yields} W{sup -}X) x BR(W{sup -} {yields} e{sup -}v{sup -}) = 31.7 {+-} 12.1(stat){sub -8.2}{sup +10.1}(syst) {+-} 4.8(norm) pb.

    This report presents the results of preliminary assessment (PA) conducted by Argonne National Laboratory at the Massachusetts Army National Guard property near Wayland, Massachusetts. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in respond to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining sites activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment.     The pharmacologically and industrially important palladium(II) ion is usually characterised as square-planar structure in aqueous solution, similar to the platinum(II) ion. Our investigations by means of the most modern experimental and theoretical methods give clear indications, however, that the hydrated palladium(II) ion is hexa-coordinated, with four ligands arranged in a plane at 2.0 {angstrom} plus two additional ligands in axial positions showing an elongated bond distance of 2.7-2.8 A. The second shell consists in average of 8.0 ligands at a mean distance of 4.4 {angstrom}. This structure provides a new basis for the interpretation of the kinetic properties of palladium(II) complexes.

    The new trigger processor, the Silicon Vertex Tracking (SVT), has dramatically improved the B physics capabilities of the upgraded CDF II Detector; for the first time in a hadron collider, the SVT has enabled the access to non-lepton-triggered B meson decays. Within the new available range of decay modes, the B{sub s}{sup 0} {yields} D{sub s}{sup -}{pi}{sup +} signature is of paramount importance in the measurement of the {Delta}m{sub s} mixing frequency. The analysis reported here is a step towards the measurement of this frequency; two where our goals: carrying out the absolute calibration of the opposite side flavor taggers, used in the {Delta}m{sub s} measurement; and measuring the B{sub d}{sup 0} mixing frequency in a B {yields} D{pi} sample, establishing the feasibility of the mixing measurement in this sample whose decay-length is strongly biased by the selective SVT trigger. We analyze a total integrated luminosity of 355 pb{sup -1} collected with the CDF II Detector. By triggering on muons, using the conventional di-muon trigger; or displaced tracks, using the SVT trigger, we gather a sample rich in bottom and charm mesons.

    In 1979, radioactive waste disposal was an important national issue. State governors were closing the gates on the existing low-level radioactive waste disposal sites and the ultimate disposition of spent fuel was undecided. A few years later, the United States Congress thought they had solved both problems by passing the Low-Level Radioactive Waste Policy Act of 1981, which established a network of regional compacts for low-level radioactive waste disposal, and by passing the Nuclear Waste Policy Act of 1982 to set out how a final resting place for high-level waste would be determined. Upon passage of the acts, State, Regional and Federal officials went to work. Here we are some 30 years later with little to show for our combined effort. The envisioned national repository for high-level radioactive waste has not materialized. Efforts to develop the Yucca Mountain high-level radioactive waste disposal facility were abandoned after spending $13 billion on the failed project. Recently, the Blue Ribbon Commission on America's Nuclear Future issued its draft report that correctly concludes the existing policy toward high-level nuclear waste is 'all but completely broken down'. A couple of new low-level waste disposal facilities have opened since 1981, but neither were the result of efforts under the act. What the Act has done is interject a system of interstate compacts with a byzantine interstate import and export system to complicate the handling of low-level radioactive waste, with attendant costs. As this paper is being written in the fourth-quarter of 2011, after 30 years of political and bureaucratic turmoil, a new comprehensive low-level waste disposal facility at Andrews Texas is approaching its initial operating date. The Yucca Mountain project might be completed or it might not. The US Nuclear Regulatory Commission is commencing a review of their 1981 volume reduction policy statement. The Department of Energy after 26 years has yet to figure out how to implement its obligations under the 1985 amendments to the Low-Level Radioactive Waste Policy Act. But, the last three decades have not been a total loss. A great deal has been learned about radioactive waste disposal since 1979 and the efforts of the public and private sector have shaped and focused the work to be done in the future. So, this lecturer asks the question: 'What have we wrought?' to which he provides his perspective and his recommendations for radioactive waste management policy for the next 30 years. (author)

    A four day review to assess the status of target physics of inertial confinement fusion was held at US Department of Energy (DOE) Headquarters on November 14--17, 1988. This review completes the current series of reviews of the inertial fusion program elements to assess the status of the data base for a decision to proceed with the proposed Laboratory Microfusion Facility (LMF) that is being planned. In addition to target physics, the program elements that have been reviewed previously include the driver technology development for KrF and solid-state lasers, and the light-on beam pulsed power system. This series of reviews was undertaken for internal DOE assessment in anticipation of the ICF program review mandated by the Congress in 1988 to be completed in 1990 to assess the significance and implications of the progress that has been realized in the laboratory and the underground Halite/Centurion experiments. For this target physics review, both the direct and the indirect drive approaches were considered.     This meeting is the sixteenth oilheat industry technology meeting held since 1984 and the third since the National Oilheat Research Alliance (NORA) was formed. This year's symposium is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Fuel Flexibility Program under the United States Department of Energy, Distributed Energy and Electricity Reliability Program (DEER). The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

    Purpose: We assessed clinical outcome and long-term tumor control after fractionated stereotactic radiotherapy (FSRT) for unilateral schwannoma. Methods and Materials: Between 1995 and 2007, 496 patients were treated with fractionated stereotactic radiotherapy at Johns Hopkins Hospital (Baltimore, MD); 385 patients had radiologic follow-up that met the inclusion criteria. The primary endpoint was treatment failure. Secondary endpoints were radiologic progression and clinical outcome. Logistic regression analysis assessed the association of age, race, tumor side, sex, and pretreatment symptoms. Results: In 11 patients (3%) treatment failed, and they required salvage (microsurgical) treatment. Radiologic progression was observed in 116 patients (30.0%), including 35 patients (9%) in whom the treatment volume more than doubled during the follow-up period, although none required surgical resection. Tumors with baseline volumes of less than 1 cm{sup 3} were 18.02 times more likely to progress than those with tumor volumes of 1 cm{sup 3} or greater (odds ratio, 18.02; 95% confidence interval, 4.25-76.32). Treatment-induced neurologic morbidity included 8 patients (1.6%) with new facial weakness, 12 patients (2.8%) with new trigeminal paresthesias, 4 patients (0.9%) with hydrocephalus (1 communicating and 3 obstructive), and 2 patients (0.5%) with possibly radiation-induced neoplasia. Conclusions: Although the rate of treatment failure is low (3%), careful follow-up shows that radiologic progression occurs frequently. When reporting outcome, the 'no salvage surgery needed' and 'no additional treatment needed' criteria for treatment success need to be complemented by the radiologic data.

    The U.S. Bureau of Mines diskette contains analysis and related source data for 2,357 natural gas samples collected from miscellaneous states, which include the following states: Alabama, Arkansas (except Arkoma Basin), Florida, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maryland, Michigan, Mississippi, Missouri, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, and West Virginia. All samples were obtained and analyzed as part of the Bureau's investigations of occurrences of helium in natural gases of countries with free market economies. The survey has been conducted since 1917. The analysis contained on the diskette contain the full range of component analysis data.
