The Oak Ridge Reservation Site Specific Advisory Board has been a highly effective forum for soliciting community input on Oak Ridge Reservation cleanup. Experience in Oak Ridge indicates that the utility of Board recommendations is far higher when the Board is asked to focus on broad programmatic issues, and less useful when the Board attempts to provide advice and recommendations on matters related to technical or project management issues. In Oak Ridge the Board has helped shape the program on many levels including definition of end-state cleanup objectives, budget development, program sequencing, waste management, and decisions concerning preservation of history related to missions implemented on the Oak Ridge Reservation.     Results are reported from an experiment designed to determine whether low velocity air flow over insulating boards can increase their survivability in severe solar environments. The experiment was conducted at the Flux Gage Calibration Station located at Sandia National Laboratories' Solar Thermal Test Facility. Preliminary results indicate that the useful life for these boards can be significantly increased by air flowing over the hot surface of the board.

    The development is traced of radiocarbon dating from its birth in curiosity regarding the effects of cosmic radiation on Earth. Discussed in historical perspective are: the significance of the initial measurements in determining the course of developments; the advent of the low-level counting technique; attempts to avoid low-level counting by the use of isotopic enrichment; the gradual appearance of the environmental effect due to the combustion of fossil fuel (Suess effect); recognition of the atmosphere ocean barrier for carbon dioxide exchange; detailed understanding of the mixing mechanism from the study of fallout radiocarbon; determination of the new half-life; indexing and the assimilation problem for the massive accumulation of dates; and the proliferation of measurement techniques and the impact of archaeological insight on the validity of radiocarbon dates.     In the early 1990s, the US Department of Energy (DOE) undertook a major new effort to involve community stakeholders in decisions that would affect them and their communities and interests. An important component of this effort was the establishment of local Site-Specific Advisory Boards (SSABs) at 12 DOE environmental remediation sites. These boards were a formal representation of a change in the way DOE conducts its missions, adding consideration of community concerns and values to the Department's decision-making processes. DOE's purpose in creating the SSAB Initiative was to obtain broadly based, independent, consensus advice and recommendations on issues that have the potential to affect communities surrounding DOE sites, so that it could formulate policies that could be implemented with community consent. Because the boards represented a significant commitment by DOE to change its relationships with community stakeholders, the Department has conducted several assessments of the boards. In 1996 and 1997 a survey was administered to board members and others involved in the work of the boards (DOE/EM 0311, 1996; DOE/EM, 1997). As part of the first survey, DOE and the boards established a set of performance criteria. The surveys provided data that revealed wide variations in board performance and significant change over time. To gain a better understanding of the factors affecting board performance, DOE initiated a more in-depth, qualitative study of nine of the boards across the complex. This study focused on identifying and analyzing the factors affecting board performance and presenting that information in a format that helped the boards and DOE gain insight into their strengths and weaknesses and learn from one another. This report presents the results of this in-depth study. It begins with an overview report that identifies and discusses the six factors that were found to affect board performance.     We report results from research aimed at developing and demonstrating production of 2-D readout structures for GEM (Gas Electron Multiplier) charged particle tracking chambers at Tech-Etch. Readout boards of two types, bi-planar and single plane, were fabricated and evaluated. The results show that Tech-Etch can produce suitable boards of either type however the single plane board has a number of advantages both in production and use that will likely make it the preferred choice for GEM tracking chambers.

    Tech-Etch has considerable experience in numerous related high precision etched Kapton® products including production of GEM foils. The required precision and production process for 2-D readout boards is similar to that developed for GEM foil production. Additionally, Tech-Etch has strong ties with several research institutions (namely Brookhaven National Laboratory, MIT and Yale University) that can help design and evaluate the performance of the readout boards produced at Tech-Etch. Since Tech-Etch is a small company, it also has the capability to produce a large variety of part configurations, optimized for a particular customer's requirements. We report results from research aimed at developing and demonstrating production of 2-D readout structures for GEM (Gas Electron Multiplier) charged particle tracking chambers at Tech-Etch.     We report the results of an experimental comparison of different airplane boarding methods. This test was conducted in a mock 757 fuselage, located on a Southern California soundstage, with 12 rows of six seats and a single aisle. Five methods were tested using 72 passengers of various ages. We found a significant reduction in the boarding times of optimized methods over traditional methods. These improved methods, if properly implemented, could result in a significant savings to airline companies. The process of boarding an airplane is of interest to a variety of groups. The public is interested both as a curiosity, as it is something that they may regularly experience, and as a consumer, as their experiences good or bad can affect their loyalties. Airline companies and their employees also have a stake in an efficient boarding procedure as time saved in the boarding process may result is monetary savings, in the quality of interactions with passengers, and in the application of human resources to the general process of preparing an airplane for departure. A recent study (Nyquist and McFadden, 2008) indicates that the average cost to an airline company for each minute of time spent at the terminal is roughly $30. Thus, each minute saved in the turn-around time of a flight has the potential to generate over $16,000,000 in annual savings (assuming an average of 1500 flights per day). While the boarding process may not be the primary source of delay in returning an airplane to the skies, reducing the boarding time may effectively eliminate passenger boarding as a contributor in any meaningful measure. Consequently, subsequent efforts to streamline the other necessary tasks, such as refueling and maintenance, would be rewarded with a material reduction in time at the gate for each flight.

    The Diesel Emission Control-Sulfur Effects (DECSE) is a joint government/industry program to determine the impact of diesel fuel sulfur levels on emission control systems whose use could lower emissions of nitrogen oxides (NO{sub x}) and particulate matter (PM) from on-highway trucks in the 2002--2004 model years. Phase 1 of the program was developed with the following objectives in mind: (1) evaluate the effects of varying the level of sulfur content in the fuel on the emission reduction performance of four emission control technologies; and (2) measure and compare the effects of up to 250 hours of aging on selected devices for multiple levels of fuel sulfur content. This interim report covers the effects of diesel fuel sulfur level on particulate matter emissions for four technologies.

    This software was developed to post real-time process status and building conditions to operators, system engineers, system managers, and all support personnel. Data input is via operator console, strategically located throughout the facility, or by electronic rounds tablet. The system requires a person to log in with a unique user id and password to edit data. Viewing system status does not require log in and can be done from any desktop location running FileMaker. Oncemore » logged into the system, all new records saved are stamped with date, time and user name, and a historical copy is created that can be brought up to review status. There is no limitation to the amount of records that can be saved in the historical databases. The system will flag all out of limit conditions on the screen and enter that record on a turnover summery page which displays only flagged items. System conditions are displayed on a plasma display which scrolls through the various system condition screens. The system also shows floor plans that reflect specific building radiological conditions which aides in pre job briefings to show all hazards to personnel entering specific locations. The input screen is displayed on a second standard computer monitor connected to the input PC. There are several popup screens that require user intervention to ensure that the user wants to edit the data, is editing the appropriate sytem, and if they want to continue to stay logged into the system. Each workstation is connected to a Uninterrupted Power Supply which will shut each system down safely in a power failure. The server is configured to print out current status upon notification from the UPS that power has failed. The system also has a video input card which is connected to a DVD/VCR which shows safety meetings, and images taken from a digital camera used to show specific locations/items for pre-job briefings.« less

    Identical printed wiring boards (PWB) were fabricated using glass-triazene as substrates and were conformally coated with either conothane or parylene. The boards were then placed in sealed canisters along with TATB and other organic materials found in recent weapon systems. While subjected to electrical potentials of 120V and 250V, these PWBs were either aged at 60/sup 0/, 70/sup 0/, or 80/sup 0/ or temperature cycled for as long as 16 months. The resistivities of the boards were precisely measured before and after aging to determine the effect of time, temperature, and environment on the electrical characteristics of board materials. In all cases board resistivity increased with temperature and duration of test. This increase was believed to be related to either a reduction in water content in the board substrate or a completion of cure of the conformal coating with time elevated temperature. Both mechanisms would result in a reduction in conductive species. In spite of high humidity levels, no evidence of current - activated filament formation between adjacent active circuit paths on aged PWBs was seen. Similarly, soldered contacts were free of thermally-induced fatigue damage after as many as 500 cycles between -54 and 70/sup 0/C at 1 cycle/day.
