    In 1988, a statewide partnership of California`s six largest electric and gas utilities, the California Public Utilities Commission, the California Energy Commission, the University of California, and Lawrence Berkeley Laboratory (LBL) led to the creation of the California Institute for energy Efficiency. CIEE was specifically established to respond to California`s energy and environmental needs by developing new, energy-efficient technologies for buildings, industry, and transportation using the scientific and technological capabilities of the state`s universities, colleges, and university-affiliated laboratories. This 1993 Annual Report highlights the accomplishments of CIEE`s research and development program, which includes 11 major multiyear projects in the fields of Building Energy Efficiency and Air Quality Impacts of Energy Efficiency as well as 21 ongoing exploratory projects. This report contains research highlights from seven of these programs.

    The Berkeley Low Background Facility (BLBF) at Lawrence Berkeley National Laboratory (LBNL) in Berkeley, California provides low background gamma spectroscopy services to a wide array of experiments and projects. The analysis of samples takes place within two unique facilities; locally within a carefully-constructed, low background laboratory on the surface at LBNL and at the Sanford Underground Research Facility (SURF) in Lead, SD. These facilities provide a variety of gamma spectroscopy services to low background experiments primarily in the form of passive material screening for primordial radioisotopes (U, Th, K) or common cosmogenic/anthropogenic products; active screening via neutron activation analysis for U,Th, and K as well as a variety of stable isotopes; and neutron flux/beam characterization measurements through the use of monitors. A general overview of the facilities, services, and sensitivities will be presented. Recent activities and upgrades will also be described including an overview of the recently installed counting system at SURF (recently relocated from Oroville, CA in 2014), the installation of a second underground counting station at SURF in 2015, and future plans. The BLBF is open to any users for counting services or collaboration on a wide variety of experiments and projects.

    The purpose of this report is to present the preliminary findings made during the Environmental Survey, February 22--29, 1988, at the US Department of Energy (DOE) Lawrence Berkeley Laboratory (LBL) in Berkeley, California. The University of California operates the LBL facility for DOE. The LBL Survey is part of the larger DOE-wide Environmental Survey announced by Secretary John S. Herrington on September 18, 1985. The purpose of this effort is to identify, via no fault'' baseline Surveys, existing environmental problems and areas of environmental risk at DOE facilities, and to rank them on a DOE wide basis. This ranking will enable DOE to more effectively establish priorities for addressing environmental problems and allocate the resources necessary to correct them. Because the Survey is no fault'' and is not an audit,'' it is not designed to identify specific isolated incidents of noncompliance or to analyze environmental management practices. Such incidents and/or management practices will, however, be used in the Survey as a means of identifying existing and potential environmental problems. The LBL Survey was conducted by a multidisciplinary team of technical specialists headed and managed by a Team Leader and Assistant Team Leader from DOE's Office of Environmental Audit. Tringe collects samples of microbial communities living in the wetland muck of the Sacramento-San Joaquin River Delta, organisms that can determine how these wetlands store or release carbon.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

    The Berkeley Disk Resource Manager (B-DRM) is a middleware component whose function is to provide dynamic space allocation and file management of a shared disk system on the Grid. It provides space allocation and dynamic information on storage availability for the planning and execution of Grid jobs. The B-DRM manages two types of resources: space and files. Vi1en managing space, the B-DRM allocates space to the requesting client based on a default space quota, Then managing files, the B-DRM allocates space for files, invokes file transfer services to move files into the space, pins files for a certain lifetime, releases files upon the client?s request, and uses file replacement policies to optimize the use of the shared space. The B-DRM is designed to provide effective sharing of files, by monitoring the activity of shared files, and making dynamic decisions on which files to replace when space is needed. In addition, the B-DRM performs automatic garbage collection of unused files when space is needed by removing selected files that were released by the client or whose lifetime has expired. The BDRM supports requests to get multiple files in a single call, manages a queue of the requested files, brings in as many files as the space quota permits, and continues to reuse the space when files are released to stream files to the client until the entire request is satisfied. Similarly, the B-DRM supports requests to put multiple files into its space, streaming files into the allocated space and reusing the space if necessary.

    As part of a US Department of Energy (DOE) program on multifamily retrofit performance, Lawrence Berkeley Laboratory initiated an effort to learn what is known about energy use and conservation in the public housing sector. This report provides a summary of that information including a profile of the existing data on energy use patterns and conservation potential in public housing drawn from two major reports, from a survey of 40 large public housing authorities, from a 1983 Conference, and from contacts with various HUD staff. It presents the physical characteristics of existing public housing buildings, their energy use patterns, and the potential for conservation. Also described are technical, informational, economic, behavioral, and institutional barriers that hinder the efforts of local housing authorities and HUD to promote energy conservation. We identify a set of research topics that can help overcome existing barriers. For each topic, a brief research agenda, for pursuit by DOE over the next few years, is developed. Studies have been initiated on four of the areas (reported elsewhere) including analyses of baseline energy use, retrofit performance, conservation investments, and the monitoring of solar hot water retrofits at one San Francisco housing project.

    The FY 2001-2005 Institutional Plan provides an overview of the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab, the Laboratory) mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. To advance the Department of Energy's ongoing efforts to define the Integrated Laboratory System, the Berkeley Lab Institutional Plan reflects the strategic elements of our planning efforts. The Institutional Plan is a management report that supports the Department of Energy's mission and programs and is an element of the Department of Energy's strategic management planning activities, developed through an annual planning process. The Plan supports the Government Performance and Results Act of 1993 and complements the performance-based contract between the Department of Energy and the Regents of the University of California.     A linear accelerator, which increases the energy of protons from a 4 Mev Van de Graaff injector, to a final energy of 31.5 Mev, has been constructed. The accelerator consists of a cavity 40 feet long and 39 inches in diameter, excited at resonance in a longitudinal electric mode with a radio-frequency power of about 2.2 x 10{sup 6} watts peak at 202.5 mc. Acceleration is made possible by the introduction of 46 axial "drift tubes" into the cavity, which is designed such that the particles traverse the distance between the centers of successive tubes in one cycle of the r.f. power. The protons are longitudinally stable as in the synchrotron, and are stabilized transversely by the action of converging fields produced by focusing grids. The electrical cavity is constructed like an inverted airplane fuselage and is supported in a vacuum tank. Power is supplied by 9 high powered oscillators fed from a pulse generator of the artificial transmission line type.

    The history of our energy situation seems to be well grounded in myths, misinformation and misunderstanding. In 1926, the Fuel Oil Conservation Board announced we had six years of oil left. In 1939, the Department of Interior declared we had thirteen years of oil left. As of August 1, 1975, the Federal Energy Administration said we had sufficient oil resources to last 3,419 days, or slightly more than nine years. Today energy is wrapped in the mantle of skepticism, cynicism or, at best, apathy. Our dependency on foreign oil is greater than in 1973. Energy analysts with considerable caution and careful deliberation are predicting $38 a barrel oil by 1992. Private sector energy financing, also called performance contracting, shared savings, etc., which in itself is a problem does provide a new arsenal to fight the quiet battle for energy efficiency.

    The purpose of this assessment is to characterize the economic energy efficiency potential and investment requirements for space heating and hot water provided by district heat in the stock of state and municipal institutional buildings in the city of Kyiv. The assessment involves three activities. The first is a survey of state and municipal institutions to characterize the stock of institutional buildings. The second is to develop an estimate of the cost-effective efficiency potential. The third is to estimate the investment requirements to acquire the efficiency resource. Institutional buildings are defined as nonresidential buildings owned and occupied by state and municipal organizations. General categories of institutional buildings are education, healthcare, and cultural. The characterization activity provides information about the number of buildings, building floorspace, and consumption of space heating and hot water energy provided by the district system.

    The Kyiv Institutional Buildings Energy Efficiency (KIBA) Project is being conducted to support the development of a program to improve the energy efficiency for heat and hot water provided by district heat in institutional (education, healthcare, and cultural) buildings owned and operated by State and Municipal Organizations in the City of Kyiv, Ukraine. KIBA is funded by the US Department of Energy and is being conducted in cooperation with the World Bank and the Ukrainian State Committee for Energy Conservation. This document provides a set of draft procedures for the installation of the efficiency measures to ensure that the quality of the installations is maximized and that cost is minimized. The procedures were developed as an integrated package to reflect the linkages that exist throughout the installation process.

    The Lawrence Berkeley Lab Indexing Toolbox is intended to be used in the context of X-ray crystallography experiments involving biological macromolecules. Macromolecules such as proteins form 3-dimensional periodic arrays (crystal) which in turn lead to lattice-like diffraction patterns when the crystal sample is irradiated with collimated X-rays from a synchrotron or other X-ray source. Once the diffraction pattern is captured on an imaging device the next step is to deduce the periodic nature of themore » crystal sample, along with its internal symmetry. this analysis, known as "indexing" is a well-studied problem. However, there are no other implementations designed to operate in an automated setting, in which the human experimentalist is not prosent to manually verify the results of indexing. In particular LABELIT uses three novel algorithms to facilitate automation: a more robust way to verify the position of the incident X-ray beam on the image, a better way to verify that the deduced lattice is consistent with the observed crystal lattice, and new method to deduce the internal symmetry from measurements of the lattice. Moreover, the algorithms are implemented in a Python framework that permits indexing to fail (in rare cases) without crashing the program, thus allowing the software to be incorporated in robotic systems where unattended operation is expected. It will be especially useful for high throughput operations at snychrotron beamlines.« less

    Typical manufacturing methods produce solar cells with an efficiency of 12-15%; and 14% efficiency is the bare minimum for achieving a profit. In work performed at the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley, CA, 5 10-486-577 1)--a US Department of Energy national laboratory that conducts unclassified scientific research and is managed by the University of California--scientist Scott McHugo has obtained keen insights into the impaired performance of solar cells manufactured from polycrystalline silicon. The solar cell market is potentially vast, according to Berkeley Lab. Lightweight solar panels are highly beneficial for providing electrical power to remote locations in developing nations, since there is no need to build transmission lines or truck-in generator fuel. Moreover, industrial nations confronted with diminishing resources have active programs aimed at producing improved, less expensive solar cells. 'In a solar cell, there is a junction between p-type silicon and an n-type layer, such as diffused-in phosphorous', explained McHugo, who is now with Berkeley Lab's Accelerator and Fusion Research Division. 'When sunlight is absorbed, it frees electrons, which start migrating in a random-walk fashion toward that junction. If the electrons make it to the junction; they contribute to the cell's output of electric current. Often, however, before they reach the junction, they recombine at specific sites in the crystal' (and, therefore, cannot contribute to current output). McHugo scrutinized a map of a silicon wafer in which sites of high recombination appeared as dark regions. Previously, researchers had shown that such phenomena occurred not primarily at grain boundaries in the polycrystalline material, as might be expected, but more often at dislocations in the crystal. However, the dislocations themselves were not the problem. Using a unique heat treatment technique, McHugo performed electrical measurements to investigate the material

    Energy offices working to improve efficiency of local government facilities face not only technical tasks, but institutional barriers, such as budget structures that do not reward efficiency, a low awareness of energy issues, and purchasing procedures based only on minimizing initial cost. The bureau, in working to remove such barriers in San Francisco, has identified 37 institutional barriers in areas such as operations & maintenance, purchasing, and facility design; these barriers were then reorganized into three groupings-- policy & attitudes, budget & incentives, and awareness & information-- and mapped. This map shows that the barriers mutually reinforce each other, and that a holistic approach is required for permanent change. The city`s recreation & parks department was used as a model department, and information about facility energy use was compiled into a departmental energy review. Staff interviews showed how barriers affect conservation. The bureau then generated ideas for projects to remove specific barriers and rated them according to potential impact and the resources required to implement them. Four of the six projects selected focused on maintenance staff: a cost- sharing lighting retrofit program, a boiler efficiency program, a departmental energy tracking system, and a budgetary incentive program for conservation. The other two projects are city-wide: promotion of a new term contract supplying energy-efficient light materials, and publication/distribution of ENERGY NEWS newsletter. A general methodology, the EMAP Strategy Guide, has been created to assist other energy offices in developing EMAPs.

    In the middle of the UC Berkeley campus, next to the Main Library, South Hall is the last surviving building from the original campus, founded about 135 years ago. A tiny tree-shaded appendix to this venerated classical building houses Berkeley's Center for Studies in Higher Education, directed by C. Judson King, former Provost and Senior Vice President--Academic Affairs of the ten-campus University of California and long-time Professor of Chemical Engineering at Berkeley. Jud came to Berkeley in 1963 as assistant professor of chemical engineering, following receipt of a doctor's degree from MIT and a subsequent short appointment as director of the MIT chemical engineering practice school station at what was then Esso (now Exxon) in New Jersey. His undergraduate degree is from Yale. Starting with his MIT doctoral dissertation on gas absorption, Jud has devoted much of his professional career to separation processes. His teaching and research activities have been primarily concerned with separation of mixtures with emphasis on liquid-liquid extraction and drying. As a consultant to Procter and Gamble, he contributed to the technology of making instant coffee. His life-long activities in hiking and camping stimulated Jud's interest in the manufacture of freeze-dried foods (e.g. turkey meat) to minimize the weight of his hiking back-pack. Jud is internationally known not only for his many research publications but even more, for his acclaimed textbook ''Separation Processses'' (McGraw-Hill, second edition 1980) that is used in standard chemical engineering courses in the US and abroad.

    Lawrence Berkeley National Laboratory (Berkeley Lab) is a multiprogram national research facility operated by the University of California for the U.S. Department of Energy (DOE). DOE environment, safety, and health (ES&H) policy requires that all Berkeley Lab work be performed safely, with minimal adverse impact on the public and the environment. To facilitate safe and responsible work, Berkeley Lab divisions, directorates, and select departments must develop and implement Integrated Safety Management (ISM) plans. Berkeley Lab operates a formal internal ES&H self-assessment process to evaluate ES&H programs and policies and assure that ISM is implemented at all levels of activities and operations. ISM requires that: (1) work is defined, (2) hazards are identified, (3) controls are developed and implemented, (4) work is performed as authorized, and (5) feedback and improvement are continuous. These five ISM core functions are sustained by applying the seven guiding principles of ISM. These are: (1) line management responsibility and accountability for ES&H, (2) clear ES&H roles and responsibilities, (3) competency commensurate with responsibilities, (4) an ongoing balance between safety on the one hand and research and operational priorities on the other, (5) identification of standards and requirements, (6) hazard controls tailored to the work, and (7) operations authorization. Self-assessment at Berkeley Lab is a continuous process of information gathering and evaluation. The goals of the self-assessment program are: (a) Ensure that work activities and operations are done safely and in a manner that maximizes public and environmental protection. (b) Ensure that the five core functions and seven guiding principles of integrated safety management are employed effectively in work planning and performance.     After briefly describing the Residential Solar Demonstration Program of HUD, several of the program experiences are discussed. The HUD program found that, in practice, most institutions presented only minor problem for active solar heating and cooling of homes. Demonstration experiences suggest solutions to problems which may arise outside the program, particularly as solar applications other than heating and cooling becomemore widespread. The HUD program will continue to study institutional problems for the program's passive solar grants and will focus on areas like the cities, where institutional concerns are more complex.

    The US Department of Energy (DOE), Office of Technology Development, established the Resource Recovery Project (RRP) in 1992 as a five-year effort to evaluate and demonstrate multiple technologies for recovering water, metals, and other industrial resources from contaminated surface and groundwater. Natural water resources located throughout the DOE complex and the and western states have been rendered unusable because of contamination from heavy metals. The Berkeley Pit, a large, inactive, open pit copper mine located in Butte, Montana, along with its associated groundwater system, has been selected by the RRP for use as a feedstock for a test bed facility located there. The test bed facility provides the infrastructure needed to evaluate promising technologies at the pilot plant scale. Data obtained from testing these technologies was used to assess their applicability for similar mine drainage water applications throughout the western states and at DOE. The objective of the Clean Option project is to develop strategies that provides a comprehensive and integrated approach to resource recovery using the Berkeley Pit water as a feedstock. The strategies not only consider the immediate problem of resource recovery from the contaminated water, but also manage the subsequent treatment of all resulting process streams. The strategies also employ the philosophy of waste minimization to optimize reduction of the waste volume requiring disposal, and the recovery and reuse of processing materials.

    This software comprises a portable, open source implementation of a runtime library to support applications written in the Unified Parallel C (UPC) language. This library implements the UPC-specific functionality, including shared memory allocation and locks. The network-dependent functionality is implemented as a thin wrapper around a separate library implementing the GASNet (Global-Address Space Networking) specification. For true shared memory machines. GASNet is bypassed in favor of direct memory operations and local synchronization mechanisms. The Berkeleymore » UPC Runtime Library is currently the only implementation of the "Berkeley UPC Runtime Specification", and thus the only runtme library usable with the Berkeley UPC Compiler. Also, it is the only UPC runtime known to the author to provide two shared pointer representations: one for arbitrary blocksizes and one to optimize for the common cases of phaseless and blocksize=1. For distributed memory environments a library implementing the GASNet (Global-Address Space Networking) specification is required for communication. While no specialized hardware is required, a high-speed interconnet supported by the GASNet implementation is suggested for preformance. If no supported high-speed interconnect is available. GASNet can run over MPI. An external library is reqired for certain local memory allocation operations. A well defined interface allows for multiple implementations of this library, but at present the "umalloc" library from LBNL is the only compatible implementation.« less

    Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more

    This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

    1. Project Objectives The objectives of the project are to elucidate science issues intrinsic to high energy density electricity storage (battery) systems for smart-grid applications, research improvements in such systems to enable scale-up to grid-scale and demonstrate a large 200 kWh battery to facilitate transfer of the technology to industry. 2. Background Complex and difficult to control interfacial phenomena are intrinsic to high energy density electrical energy storage systems, since they are typically operated far from equilibrium. One example of such phenomena is the formation of dendrites. Such dendrites occur on battery electrodes as they cycle, and can lead to internal short circuits, reducing cycle life. An improved understanding of the formation of dendrites and their control can improve the cycle life and safety of many energy storage systems, including rechargeable lithium and zinc batteries. Another area where improved understanding is desirable is the application of ionic liquids as electrolytes in energy storage systems. An ionic liquid is typically thought of as a material that is fully ionized (consisting only of anions and cations) and is fluid at or near room temperature. Some features of ionic liquids include a generally high thermal stability (up to 450 °C), a high electrochemical window (up to 6 V) and relatively high intrinsic conductivities. Such features make them attractive as battery or capacitor electrolytes, and may enable batteries which are safer (due to the good thermal stability) and of much higher energy density (due to the higher voltage electrode materials which may be employed) than state of the art secondary (rechargeable) batteries. Of particular interest is the use of such liquids as electrolytes in metal air batteries, where energy densities on the order of 1-2,000 Wh / kg are possible; this is 5-10 times that of existing state of the art lithium battery technology.     This report documents the results of the Department of Energy's (DOE's) Tiger Team Assessment of the Lawrence Berkeley Laboratory (LBL) conducted from January 14 through February 15, 1991. The purpose of the assessment was to provide the Secretary of Energy with the status of environment, safety, and health (ES H) programs at LBL. The Tiger Team concluded that curtailment of cessation of any operations at LBL is not warranted. However, the number and breadth of findings and concerns from this assessment reflect a serious condition at this site. In spite of its late start, LBL has recently made progress in increasing ES H awareness at all staff levels and in identifying ES H deficiencies. Corrective action plans are inadequate, however, many compensatory actions are underway. Also, LBL does not have the technical expertise or training programs nor the tracking and followup to effectively direct and control sitewide guidance and oversight by DOE of ES H activities at LBL. As a result of these deficiencies, the Tiger Team has reservations about LBL's ability to implement effective actions in a timely manner and, thereby, achieve excellence in their ES H program. 4 figs., 24 tabs.
