    This report presents information on the location, physical characteristics, and water chemistry of low-temperature geothermal resources in Washington. The database includes 941 thermal (>20C or 68F) wells, 34 thermal springs, lakes, and fumaroles, and 238 chemical analyses. Most thermal springs occur in the Cascade Range, and many are associated with stratovolcanoes. In contrast, 97 percent of thermal wells are located in the Columbia Basin of southeastern Washington. Some 83.5 percent are located in Adams, Benton, Franklin, Grant, Walla Walla, and Yakima Counties. Yakima County, with 259 thermal wells, has the most. Thermal wells do not seem to owe their origin to local sources of heat, such as cooling magma in the Earth`s upper crust, but to moderate to deep circulation of ground water in extensive aquifers of the Columbia River Basalt Group and interflow sedimentary deposits, under the influence of a moderately elevated (41C/km) average geothermal gradient.

    The Northwest Power Planning Council completed its ``Strategy for Salmon'' in 1992. This is a plan, composed of four specific elements,designed to double the present production of 2.5 million salmon in the Columbia River watershed. These elements have been called the ``four H's'': (1) improve harvest management; (2) improve hatcheries and their production practices; (3) improve survival at hydroelectric dams; and (4) improve and protect fish habitat. The Asotin Creek Model Watershed Plan is the first to be developed in Washington State which is specifically concerned with habitat protection and restoration for salmon and trout. The plan is consistent with the habitat element of the ``Strategy for Salmon''. Asotin Creek is similar in many ways to other salmon-bearing streams in the Snake River system. Its watershed has been significantly impacted by human activities and catastrophic natural events, such as floods and droughts. It supports only remnant salmon and trout populations compared to earlier years. It will require protection and restoration of its fish habitat and riparian corridor in order to increase its salmonid productivity.

    The environmental impacts associated with remedial actions in connection with residual radioactive materials remaining at the inactive uranium processing site located in Canonsburg, Washington County, Pennsylvania are evaluated. The Canonsburg site is an 18.5-acre property that was formerly owned by the Vitro Rare Metals Company. The expanded Canonsburg site would be 30-acre property that would include the Canonsburg site (the former Vitro Rare Metals plant), seven adjacent private houses, and the former Georges Pottery property. During the period 1942 through 1957 the Vitro Manufacturing Company and its successor, the Vitro Corporation of America, processed onsite residues and ores, and government-owned ores, concentrates, and scraps to extract uranium and other rare metals. The Canonsburg site is now the Canon Industrial Park. In addition to storing the residual radioactive materials of this process at the Canonsburg site, about 12,000 tons of radioactively contaminated materials were transferred to a railroad landfill in Burrell Township, Indiana County, Pennsylvania. This Canonsburg FEIS evaluates five alternatives for removing the potential public health hazard associated with the radioactively contaminated materials. In addition to no action, these alternatives involve various combinations of stabilization of the radioactively contaminated materials in place or decontamination of the Canonsburg and Burrell sites by removing the radioactively contaminated materials to another location. In addition to the two sites mentioned, a third site located in Hanover Township, Washington County, Pennsylvania has been considered as a disposal site to which the radioactively contaminated materials presently located at either of the other two sites might be moved.

    Bonneville Power Administration (BPA) proposes to fund the portion of the Washington Wildlife Mitigation Agreement (Agreement) pertaining to wildlife habitat mitigation projects to be undertaken in a cooperative effort with the Washington Department of Fish and Wildlife (WDFW). This Agreement serves to establish a monetary budget funded by BPA for projects proposed by Washington Wildlife Coalition members and approved by BPA to protect, mitigate, and improve wildlife and/or wildlife habitat within the State of Washington that has been affected by the construction of Federal dams along the Columbia River. This Environmental Assessment examines the potential environmental effects of acquiring and/or improving wildlife habitat within five different project areas. These project areas are located throughout Grant County and in parts of Okanogan, Douglas, Adams, Franklin, Kittias, Yakima, and Benton Counties. The multiple projects would involve varying combinations of five proposed site-specific activities (habitat improvement, operation and maintenance, monitoring and evaluation, access and recreation management, and cultural resource management). All required Federal, State, and tribal coordination, permits and/or approvals would be obtained prior to ground-disturbing activities.

    The Columbia Basin Project is a multipurpose development utilizing a portion of the resources of the Columbia River in the central part of the State of Washington. The key structure, Grand Coulee Dam, is on the main stem of the Columbia River about 90 miles west of Spokane, Wash. The extensive irrigation works extend southward on the Columbia Plateau 125 miles to the vicinity of Pasco, Wash., where the Snake and Columbia Rivers join.

    Exploration techniques included the following: (1) a temperature survey of springs, (2) chemical analyses and calculated geothermometer temperatures of water samples collected from selected springs and wells, (3) chemical analyses and calculated geothermometer temperatures of spring and well water samples in the literature, (4) thermal gradients measured in accessible wells, and (5) geology. The highest water temperature recorded in the St. George basin is 42/sup 0/C at Pah Tempe Hot Springs. Additional spring temperatures higher than 20/sup 0/C are at Veyo Hot Spring, Washington hot pot, and Green Spring. The warmest well water in the study area is 40/sup 0/C in Middleton Wash. Additional warm well water (higher than 24.5/sup 0/C) is present north of St. George, north of Washington, southeast of St. George, and in Dameron Valley. The majority of the Na-K-Ca calculated reservoir temperatures range between 30/sup 0/ and 50/sup 0/C. Anomalous geothermometer temperatures were calculated for water from Pah Tempe and a number of locations in St. George and vicinity. In addition to the known thermal areas of Pah Tempe and Veyo Hot Spring, an area north of Washington and St. George is delineated in this study to have possible low-temperature geothermal potential.

    The U.S. Department of Energy Richland Operations Office is proposing to close the Nonradioactive Dangerous Waste Landfill (NRDWL) and Solid Waste Landfill (SWL) located in the 600 Area of the Hanford Site. The closure of the NRDWL/SWL entails the construction of an evapotranspiration cover over the landfill. This cover would consist of a 3-foot (1-meter) engineered layer of fine-grained soil, modified with 15 percent by weight pea gravel to form an erosion-resistant topsoil that will sustain native vegetation. The area targeted for silt-loam borrow soil sits in Area C, located in the northern central portion of the Fitzner/Eberhardt Arid Lands Ecology (ALE) Reserve Unit. The pea gravel used for the mixture will be obtained from both off-site commercial sources and an active gravel pit (Pit #6) located just west of the 300 Area of the Hanford Site. Materials for the cover will be transported along Army Loop Road, which runs from Beloit Avenue (near the Rattlesnake Barricade) east-northeast to the NRDWL/SWL, ending at State Route 4. Upgrades to Army Loop Road are necessary to facilitate safe bidirectional hauling traffic. This report documents a cultural resources review of the proposed activity, conducted according to Section 106 of the National Historic Preservation Act of 1966.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Snohomish County Cathcart Landfill Site in Snohomish County, Washington, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    A study of mine-waste contamination effects on Methow River habitat on the eastern slopes of the north Cascade Mountains in Washington state, U.S.A., revealed impacts at ecosystem, community, population, individual, tissue, and cellular levels. Ore deposits in the area were mined for gold, silver, copper and zinc until the early 1950's, but the mines are now inactive. An above-and-below-mine approach was used to compare potentially impacted to control sites. The concentrations of eleven trace elements (i.e., Al, As, B, Ba, Cd, Cr, Cu, Mn, Pb, Se, and Zn) in Methow River sediments downstream from the abandoned mine sites were higher than background levels. Exposed trout and caddisfly larvae in the Methow River showed reduced growth compared to controls. Samples of liver from juvenile trout and small intestine from exposed caddisfly larvae were examined for evidence of metal accumulation, cytopathological change, and chemical toxicity. Morphological changes that are characteristic of nuclear apoptosis were observed in caddisfly small intestine columnar epithelial and trout liver nuclei where extensive chromatin condensation and margination was observed. Histopathological studies revealed glycogen bodies were present in the cytosol and nuclei, which are indicators of Type IV Glycogen Storage Disease (GSD IV). This suggests food is being converted into glycogen and stored in the liver but the glycogen is not being converted back normally into glucose for distribution to other tissues in the body resulting in poor growth. Examination of trout hepatocytes by transmission electron microscopy revealed the accumulation of electron dense granules in the mitochondrial matrix. Matrix granules contain mixtures of Cd, Cu, Au, Pb, Ni, and Ti. Contaminated sediments caused adverse biological effects at different levels of biological organization, from the cellular to ecosystem-level responses, even where dissolved metal concentrations in the corresponding surface water met water

    The Washington Department of Commerce, via a U.S. Department of Energy grant, supported research into siting and permitting processes for wind projects by Skagit County, Washington. The goal was to help a local government understand key issues, consider how other areas have addressed wind siting, and establish a basis for enacting permitting and zoning ordinances that provided a more predictable permitting path and process for landowners, citizens, government and developers of small and community wind projects. The County?s contractor developed a report that looked at various approaches to wind siting, interviewed stakeholders, and examined technology options. The contractor outlined key issues and recommended the adoption of a siting process. The Skagit County Commission considered the report and directed the Skagit County Planning & Development Services Department to add development of wind guidelines to its work plan for potential changes to development codes.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to grow this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    The National Association of Counties Research, Inc. (NACoR) energy team developed a questionnaire on the Institutional Buildings Grant Program (IBGP) and distributed it to every county government in the country. Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP. The case studies presented here are divided into two groups: examples of successful state IBGP's - New York, Washington, and Wisconsin; and examples of unsuccessful state IBGP's - California, North Carolina, and South Carolina.     prior to lime being added to kill the bacteria and control odor. The conditioned sludge is then disposed at the Environmental Restoration Disposal Facility. The final treated water is then pumped to the injection well field. The 200 West P and T is a Leadership in Energy and Environmental Design (LEED) gold-certified facility that has an expected 70% energy cost savings over the lifetime of the plant. Fifty percent of the steel used in construction was recycled, 420 tons of recycled concrete were used, and over 75% of construction waste was diverted from landfills. The plant is only staffed one shift per day, and it uses a call-out system if the plant goes down during off-shift hours. Initial sampling results have shown that the 200 West P and T is successfully reducing contaminant levels well below the cleanup levels specified in the Record of Decision, Hanford 200 Area 200-ZP-1 Superfund Site, Benton County, Washington [1]. CHPRC and the U.S. Department of Energy are continuing to look for ways to reduce operational costs, such as testing alternative resins for removing radionuclides and finding less expensive carbon substrate sources. The benefit to others is a LEED gold-certified, 2,500 gpm P and T system that may be used as a model for other complex sites. (authors)

    The Hanford Reach of the Columbia River is the last unimpounded section of the river and contains substrate characteristics (cobble, gravel, sand/silt) suitable for many of the native freshwater mussels known to exist in the Pacific Northwest. Information concerning the native mussel species composition, densities, and distributions in the mainstem of the Columbia River is limited. Under funding from the U.S. Department of Energy Richland Operations Office (DOE-RL), Pacific Northwest National Laboratory conducted an assessment of the near-shore habitat on the Hanford Reach. Surveys conducted in 2004 as part of the Ecological Monitoring and Compliance project documented several species of native mussels inhabiting the near-shore habitat of the Hanford Reach. Findings reported here may be useful to resource biologists, ecologists, and DOE-RL to determine possible negative impacts to native mussels from ongoing near-shore remediation activities associated with Hanford Site cleanup. The objective of this study was to provide an initial assessment of the species composition, densities, and distribution of the freshwater mussels (Margaritiferidae and Unionidae families) that exist in the Hanford Reach. Researchers observed and measured 201 live native mussel specimens. Mussel density estimated from these surveys is summarized in this report with respect to near-shore habitat characteristics including substrate size, substrate embeddedness, relative abundance of aquatic vegetation, and large-scale geomorphic/hydrologic characteristics of the Hanford Reach.

    Employers in Washington`s eight most populous counties are engaged in an effort to reduce their employees` use of single occupant automobiles for commuting. This report documents the status of those employers at the beginning of the Commute Trip Reduction (CTR) program as a basis for evaluating the impacts of the program. The first section provides a brief exploration of the Washington CTR Law and a history of the first steps in its implementation. The second section presents a summary of the characteristics of the worksites affected by the law. The CTR Law calls for reductions in single occupant vehicle (SOV) commuting and in vehicle miles traveled (VMT).     BPA and Puget Sound Power and Light (Puget Power) are proposing to upgrade the existing electric transmission power system in the Whatcom and Skagit County area of northwest Washington to increase the capacity of the US-Canada Intertie transmission system. The project would satisfy the need to provide more ability to store and return energy with Canada, would provide additional capacity on the Intertie for anticipated increases in power transactions, and would increase flexibility in operation of the US and Canadian hydroelectric system. It would protect Puget Power`s local system against thermal overloads, and improve local reliability. In November 1993, Bonneville Power Administration (BPA), and Whatcom County (Washington) published a draft environmental impact statement (DEIS) for the proposed Northwest Washington Transmission Project. In order to present some shifts in need for the project and to permit additional review, BPA and Whatcom County have elected to issue a Supplemental Draft EIS. This Summary presents background material, explains project needs and purposes, and then focuses on alternatives and the possible effects.

    This file contains file geodatabases of the Mount St. Helens seismic zone (MSHSZ), Wind River valley (WRV) and Mount Baker (MB) geothermal play-fairway sites in the Washington Cascades. The geodatabases include input data (feature classes) and output rasters (generated from modeling and interpolation) from the geothermal play-fairway in Washington State, USA. These data were gathered and modeled to provide an estimate of the heat and permeability potential within the play-fairways based on: mapped volcanic vents, hot springs and fumaroles, geothermometry, intrusive rocks, temperature-gradient wells, slip tendency, dilation tendency, displacement, displacement gradient, max coulomb shear stress, sigma 3, maximum shear strain rate, and dilational strain rate at 200m and 3 km depth. In addition this file contains layer files for each of the output rasters. For details on the areas of interest please see the 'WA_State_Play_Fairway_Phase_1_Technical_Report' in the download package. This submission also includes a file with the geothermal favorability of the Washington Cascade Range based off of an earlier statewide assessment. Additionally, within this file there are the maximum shear and dilational strain rate rasters for all of Washington State.
