    The European community is conducting research on the decommissioning of nuclear installations. The prime objective is to develop effective techniques to ensure the protection of man and his environment against the potential hazards of nuclear installations that have been shut down. The results of the 1979--1983 research program were presented in a conference held in Luxembourg. This program was primarily concerned with decommissioning nuclear power plants. The 1984--1988 program was extended to all types of nuclear installations. Fuel fabrication, enrichment and reprocessing plants, and research and development facilities having fulfilled their useful purposes are also awaiting decommissioning. This Program has produced numerous scientific and technical achievements. Great progress has in particular been achieved in the reduction of metal waste arising from decommissioning, due to advances in areas such as the development of aggressive decontamination procedures and of techniques for melting and recycling low-level radioactive waste metal.

    Leak-Before-Break (LBB) technology has not been applied in the first design of the seven Pressurized Water Reactors the Belgian utility is currently operating. The design basis of these plants required to consider the dynamic effects associated with the ruptures to be postulated in the high energy piping. The application of the LBB technology to the existing plants has been recently approved by the Belgian Safety Authorities but with a limitation to the primary coolant loop. LBB analysis has been initiated for the Doel 3 and Tihange 2 plants to allow the withdrawal of some of the reactor coolant pump snubbers at both plants and not reinstall some of the restraints after steam generator replacement at Doel 3. LBB analysis was also found beneficial to demonstrate the acceptability of the primary components and piping to the new conditions resulting from power uprating and stretch-out operation. LBB analysis has been subsequently performed on the primary coolant loop of the Tihange I plant and is currently being performed for the Doel 4 plant. Application of the LBB to the primary coolant loop is based in Belgium on the U.S. Nuclear Regulatory Commission requirements. However the Belgian Safety Authorities required some additional analyses and put some restrictions on the benefits of the LBB analysis to maintain the global safety of the plant at a sufficient level. This paper develops the main steps of the safety evaluation performed by the Belgian Safety Authorities for accepting the application of the LBB technology to existing plants and summarizes the requirements asked for in addition to the U.S. Nuclear Regulatory Commission rules.

    This paper deals with worldwide electric utility R and D, but focuses on France first, and not on Western Europe as a whole. Apart from the fact that the R and D of European utilities hardly show a homogeneous set, there are four basic reasons. To begin with, France represents roughly 20 percent of Western Europe by itself. Germany, now extended to the late DDR, is the only country to have a larger share. Second, Electricite de France (EDF) is the largest electric utility worldwide, with annual sales of about 410 TWh. Third, EDF has consistently shown one of the lowest electricity prices: as an average .44 FF par kWh (about $.08 per kWh) which comes up on comparing the 410 TWh sales with a 165 GFF turnover. Beyond these three points, which are more or less permanent, it appears that both EDF and its R and D division have been stable over the last three years. So the French power system is the largest subsystem in Western Europe where a single well-defined R and D policy can be described and assessed; this is what the authors are going to do now.

Black-Right-Pointing-Pointer Municipalities were contacted to identify the deeper causes for the waste management program. - Abstract: The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.

    Highlights: • Chemical risks were assessed in the five fluorescent lamp recycling facilities. • The main hazardous agents are mercury vapors and dust containing lead and yttrium. • Exposure and pollutant levels were correlated with steps and processes. • All the stages and processes are concerned by worrying levels of pollutants. • We suggest recommendations to reduce chemical risk. - Abstract: The fluorescent lamp recycling sector is growing considerably in Europe due to increasingly strict regulations aimed at inciting the consumption of low energy light bulbs and their end-of-life management. Chemical risks were assessed in fluorescent lamp recycling facilities by field measurement surveys in France, highlighting that occupational exposure and pollutant levels in the working environment were correlated with the main recycling steps and processes. The mean levels of worker exposure are 4.4 mg/m{sup 3}, 15.4 μg/m{sup 3}, 14.0 μg/m{sup 3}, 247.6 μg/m{sup 3}, respectively, for total inhalable dust, mercury, lead and yttrium. The mean levels of airborne pollutants are 3.1 mg/m{sup 3}, 9.0 μg/m{sup 3}, 9.0 μg/m{sup 3}, 219.2 μg/m{sup 3}, respectively, for total inhalable dust, mercury, lead and yttrium. The ranges are very wide. Surface samples from employees’ skin and granulometric analysis were also carried out. The overview shows that all the stages and processes involved in lamp recycling are concerned by the risk of hazardous substances penetrating into the bodies of employees, although exposure of the latter varies depending on the processes and tasks they perform. The conclusion of this study strongly recommends the development of a new generation of processes in parallel with more information sharing and regulatory measures.

    The alpha-contaminated solid waste generated in Belgium results from past activities in the fuel cycle (R & D +Reprocessing and MOX fabrication pilot plants) and present operation of BELGONUCLEAIRE's MOX fuel fabrication plant. After the main steps in the management of alpha-contaminated solid waste were established, BELGONUCLEAIRE, with the backing of BELGOPROCESS and ONDRAF/NIRAS, started the design and construction of the T & C and interim-storage facilities for this alpha waste. The accumulated solid alpha radwaste containing a mixture of combustible and non-combustible material will be sorted. After sorting, both the accumulated and recently-generated non-combustible alpha waste will be embedded in a cement matrix. The erection of the sorting and cementing units which include glove-boxes and the interim storage building for conditioned packages was completed at BELGOPROCESS, at the beginning of year 2002. Start-up operations for both facilities have been performed. Operating tests of the sorting and cementing units were completed in July 2002 and inactive operation campaigns were started in August 2002. The results of the tests and inactive campaigns are given. Overall testing of the storage building supervised by the Safety Authorities was successfully performed at the end of 202 after completion of the operating tests on the equipment. The present paper summarizes the main information collected during the tests and campaigns, some of which has led to modifications of the equipment originally installed.

    With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

    Nine commercial nuclear power plants have been permanently shut down in France to date, of which the Chooz A plant underwent an extensive decommissioning and dismantling program. Chooz Nuclear Power Station is located in the municipality of Chooz, Ardennes region, in the northeast part of France. Chooz B1 and B2 are 1,500 megawatt electric (MWe) pressurized water reactors (PWRs) currently in operation. Chooz A, a 305 MWe PWR implanted in two caves within a hill, began operations in 1967 and closed in 1991, and will now become the first PWR in France to be fully dismantled. EDF CIDEN (Engineering Center for Dismantling and Environment) has awarded Westinghouse a contract for the dismantling of its Chooz A reactor vessel (RV). The project began in January 2010. Westinghouse is leading the project in a consortium with Nuvia France. The project scope includes overall project management, conditioning of the reactor vessel (RV) head, RV and RV internals segmentation, reactor nozzle cutting for lifting the RV out of the pit and seal it afterwards, dismantling of the RV thermal insulation, ALARA (As Low As Reasonably Achievable) forecast to ensure acceptable doses for the personnel, complementary vacuum cleaner to catch the chips during the segmentation work, needs and facilities, waste characterization and packaging, civil work modifications, licensing documentation. The RV and RV internals will be segmented based on the mechanical cutting technology that Westinghouse applied successfully for more than 13 years. The segmentation activities cover the cutting and packaging plan, tooling design and qualification, personnel training and site implementation. Since Chooz A is located inside two caves, the project will involve waste transportation from the reactor cave through long galleries to the waste buffer area.   11. FAINT TIDAL FEATURES IN GALAXIES WITHIN THE CANADA-FRANCE-HAWAII TELESCOPE LEGACY SURVEY WIDE FIELDS

    We present an analysis of the detectability of faint tidal features in galaxies from the wide-field component of the Canada-France-Hawaii Telescope Legacy Survey. Our sample consists of 1781 luminous (M{sub r{sup '}}<-19.3 mag) galaxies in the magnitude range 15.5 mag < r' < 17 mag and in the redshift range 0.04 < z < 0.2. Although we have classified tidal features according to their morphology (e.g., streams, shells, and tails), we do not attempt to interpret them in terms of their physical origin (e.g., major versus minor merger debris). Instead, we provide a catalog that is intended to provide raw material for future investigations which will probe the nature of low surface brightness substructure around galaxies. We find that around 12% of the galaxies in our sample show clear tidal features at the highest confidence level. This fraction rises to about 18% if we include systems with convincing, albeit weaker tidal features, and to 26% if we include systems with more marginal features that may or may not be tidal in origin. These proportions are a strong function of rest-frame color and of stellar mass. Linear features, shells, and fans are much more likely to occur in massive galaxies with stellar masses >10{sup 10.5} M {sub Sun }, and red galaxies are twice as likely to show tidal features than are blue galaxies.

    In this research the impact of modifying the size distribution assumptions of the precipitating hydrometeors in a bulk one-moment microphysics scheme on simulated surface precipitation and storm dynamics has been explored for long-lived low-topped supercells in Belgium. It was shown that weighting the largest precipitating ice species of the microphysics scheme to small graupel results in an increase of surface precipitation because of counteracting effects. On the one hand, the precipitation formation process slowed down, resulting in lower precipitation efficiency. On the other hand, latent heat release associated with freezing favored more intense storms. In contrast to previous studies finding decreased surface precipitation when graupel was present in the microphysics parameterization, storms were rather shallow in the authors simulations. This left little time for graupel sublimation. The impact of size distribution assumptions of snow was found to be small, but more realistic size distribution assumptions of rain led to the strongest effect on surface precipitation. Cold pools shrunk because of weaker rain evaporation at the cold pool boundaries, leading to a decreased surface rain area.

    This document describes the personal nuclear accident dosimeter (PNAD) used by Sandia National Laboratories (SNL) and presents PNAD dosimetry results obtained during the Nuclear Accident Dosimeter Intercomparison Study held 20-23 September, 2010, at CEA Valduc, France. SNL PNADs were exposed in two separate irradiations from the CALIBAN reactor. Biases for reported neutron doses ranged from -15% to +0.4% with an average bias of -7.7%. PNADs were also exposed on the back side of phantoms to assess orientation effects.

    Since in 1984 the national reprocessing concept was abandoned the reprocessing abroad was the only existing disposal route until 1994. With the amendment of the Atomic Energy Act in 2001 spent fuel management changed completely since from 1 June 2005 any delivery of spent fuel to reprocessing plants was prohibited and the direct disposal of spent fuel became mandatory. Until 2005 the total amount of spent fuel to be reprocessed abroad added up to 6080 t HM, 5309 t HM thereof in France. The waste generated from reprocessing - alternatively an equivalent amount of radioactive material - has to be returned to the country of origin according to the commercial contracts signed between the German utilities and COGEMA, now AREVA NC, in France and BNFL, now INS in UK. In addition the German and the French government exchanged notes with the obligation of both sides to enable and support the return of reprocessing residues or equivalents to Germany. The return of high active vitrified waste from La Hague to the interim storage facility at Gorleben was demanding from the technical view i. e. the cask design and the transport. Unfortunately the Gorleben area served as a target for nuclear opponents from the first transport in 1996 to the latest one in 2011. The protection against sabotage of the railway lines and mass protests needed highly improved security measures. In France and Germany special working forces and projects have been set up to cope with this extraordinary situation. A complex transport organization was established to involve all parties in line with the German and French requirements during transport. The last transport of vitrified residues from France has been completed successfully so far thus confirming the efficiency of the applied measures. Over 15 years there was and still is worldwide no comparable situation it is still unique.     The United States produced 242 million short tons of coal in the first quarter of 1993, a decrease of 6 percent (14 million short tons) from the amount produced during the first quarter of 1992. The decrease was due to a decline in production east of the Mississippi River. All major coal-producing States in this region had lower coal production levels led by West Virginia, which produced 5 million short tons less coal. The principal reasons for the overall drop in coal output compared to a year earlier were: A decrease in demand for US coal in foreign markets; a slower rate of producer/distributor stock build-up; and a drawn-down of electric utility coal stocks. Distribution of US coal in the first quarter of 1993 was 10 million short tons lower than in the first quarter of 1992, with 5 million short tons less distributed to both electric utilities and overseas markets. The average price of coal delivered to electric utilities during the first quarter of 1993 was $28.65 per short ton, the lowest value since the first quarter of 1980. Coal consumption in the first quarter of 1993 was 230 million short tons, 4 percent higher than in the first quarter of 1992, due primarily to a 5-percent increase in consumption at electric utility plants. Total consumer stocks, at 153 million short tons, and electric utility stocks, at 144 million short tons, were at their lowest quarterly level since the end of 1989. US. coal exports totaled 19 million short tons, 6 million short tons less than in the first quarter of 1992, and the lowest quarterly level since 1988. The decline was primarily due to a 1-million-short-ton drop in exports to each of the following destinations: Italy, France, Belgium and Luxembourg, and Canada.

    We investigate the radial number density profile and the abundance distribution of faint satellites around central galaxies in the low-redshift universe using the Canada-France-Hawaii Telescope (CFHT) Legacy Survey. We consider three samples of central galaxies with magnitudes of M {sub r} = -21, -22, and -23 selected from the Sloan Digital Sky Survey group catalog of Yang et al. The satellite distribution around these central galaxies is obtained by cross-correlating these galaxies with the photometric catalog of the CFHT Legacy Survey. The projected radial number density of the satellites obeys a power-law form with the best-fit logarithmic slope of -1.05, independent of both the central galaxy luminosity and the satellite luminosity. The projected cross-correlation function between central and satellite galaxies exhibits a non-monotonic trend with satellite luminosity. It is most pronounced for central galaxies with M {sub r} = -21, where the decreasing trend of clustering amplitude with satellite luminosity is reversed when satellites are fainter than central galaxies by more than 2 mag. A comparison with the satellite luminosity functions in the Milky Way (MW) and M31 shows that the MW/M31 system has about twice as many satellites as around a typical central galaxy of similar luminosity. The implications for theoretical models are briefly discussed.

    This report (1) reviews economic theory of marginal-cost pricing; and (2) examines its applications, going back to the 1960s and before, by electric utilities in France and Great Britain. An ideal pricing system for an economy is first reviewed to clarify fairly complicated ideas of economic theory for noneconomists - the industry specialist and state regulator. The concept of ideal marginal-cost pricing as applied to electricity is then developed. Next, an overview is provided of practical issues that need to be faced when the theory is implemented. Finally, the study turns to examine how the theory has actually been interpreted and applied to electricity rate design by the French and the British. Their methods of transforming theory into practice are reviewed, illustrative tariffs that incorporate their interpretation are provided.

    The measurement of cosmic shear using weak gravitational lensing is a challenging task that involves a number of complicated procedures. We study in detail the systematic errors in the measurement of weak-lensing Minkowski Functionals (MFs). Specifically, we focus on systematics associated with galaxy shape measurements, photometric redshift errors, and shear calibration correction. We first generate mock weak-lensing catalogs that directly incorporate the actual observational characteristics of the Canada-France-Hawaii Lensing Survey (CFHTLenS). We then perform a Fisher analysis using the large set of mock catalogs for various cosmological models. We find that the statistical error associated with the observational effects degrades the cosmological parameter constraints by a factor of a few. The Subaru Hyper Suprime-Cam (HSC) survey with a sky coverage of ?1400 deg{sup 2} will constrain the dark energy equation of the state parameter with an error of ?w {sub 0} ? 0.25 by the lensing MFs alone, but biases induced by the systematics can be comparable to the 1? error. We conclude that the lensing MFs are powerful statistics beyond the two-point statistics only if well-calibrated measurement of both the redshifts and the shapes of source galaxies is performed. Finally, we analyze the CFHTLenS data to explore the ability of the MFs to break degeneracies between a few cosmological parameters. Using a combined analysis of the MFs and the shear correlation function, we derive the matter density ?{sub m0}=0.256{sub 0.046}{sup 0.054}.

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

  5. International fuel cycle and waste management technology exchange activities sponsored by the United States Department of Energy: FY 1982 evaluation report

    In FY 1982, DOE and DOE contractor personnel attended 40 international symposia and conferences on fuel reprocessing and waste management subjects. The treatment of high-level waste was the topic most often covered in the visits, with geologic disposal and general waste management also being covered in numerous visits. Topics discussed less frequently inlcude TRU/LLW treatment, airborne waste treatment, D and D, spent fuel handling, and transportation. The benefits accuring to the US from technology exchange activities with other countries are both tangible, e.g., design of equipment, and intangible, e.g., improved foreign relations. New concepts initiated in other countries, particularly those with sizable nuclear programs, are beginning to appear in US efforts in growing numbers. The spent fuel dry storage concept originating in the FRG is being considered at numerous sites. Similarly, the German handling and draining concepts for the joule-heated ceramic melter used to vitrify wastes are being incorporated in US designs. Other foreigh technologies applicable in the US include the slagging incinerator (Belgium), the SYNROC waste form (Australia), the decontamination experience gained in decommissioning the Eurochemic reprocessing plant (Belgium), the engineered surface storage of low- and intermediate-level waste (Belgium, FRG, France), the air-cooled storage of vitrified high-level waste (France, UK), waste packaging (Canada, FRG, Sweden), disposal in salt (FRG), disposal in granite (Canada, Sweden), and sea dumping (UK, Belgium, The Netherlands, Switzerland). These technologies did not necessarily originated or have been tried in the US but for various reasons are now being applied and extended in other countries. This growing nuclear technological base in other countires reduces the number of technology avenues the US need follow to develop a solid nuclear power program.

  6. Rocky Flats Neutron Detector Testing at Valduc, France

    Recent program requirements of the US Department of Energy/NNSA have led to a need for a criticality accident alarm system to be installed at a newly activated facility. The Criticality Safety Group of the Lawrence Livermore National Laboratory (LLNL) was able to recover and store for possible future use approximately 200 neutron criticality detectors and 20 master alarm panels from the former Rocky Flats Plant in Golden, Colorado when the plant was closed. The Criticality Safety Group participated in a facility analysis and evaluation, the engineering design and review process, as well as the refurbishment, testing, and recalibration of the Rocky Flats criticality alarm system equipment to be used in the new facility. In order to demonstrate the functionality and survivability of the neutron detectors to the effects of an actual criticality accident, neutron detector testing was performed at the French CEA Valduc SILENE reactor from October 7 to October 19, 2010. The neutron detectors were exposed to three criticality events or pulses generated by the SILENE reactor. The first excursion was performed with a bare or unshielded reactor, and the second excursion was made with a lead shielded/reflected reactor, and the third excursion with a polyethylene reflected core. These tests of the Rocky Flats neutron detectors were performed as a part of the 2010 Criticality Accident Alarm System Benchmark Measurements at the SILENE Reactor. The principal investigators for this series of experiments were Thomas M. Miller and John C. Wagner of the Oak Ridge National Laboratory, with Nicolas Authier and Nathalie Baclet of CEA Valduc. Several other organizations were also represented, including the Y-12 National Security Complex, Lawrence Livermore National Laboratory, Los Alamos National Laboratory, CEA Saclay, and Babcock International Group.

    Cultural Theory, as developed by Mary Douglas, argues that differing risk perceptions can be explained by reference to four distinct cultural biases: hierarchy, egalitarianism, individualism, and fatalism. This paper presents empirical results from a quantitative survey based on a questionnaire devised by Karl Dake to measure these cultural biases. A large representative sample was used to test this instrument in the French social context. Correlations between cultural biases and perceptions of 20 social and environmental risks were examined. These correlations were very weak, but were statistically significant: cultural biases explained 6%, at most, of the variance in risk perceptions. Standard socio-demographic variables were also weakly related to risk perceptions (especially gender, social class, and education), and cultural biases and socio-demographic variables were themselves intercorrelated (especially with age, social class, and political outlook). The authors compare these results with surveys conducted in other countries using the same instrument and conclude that new methods, more qualitative and contextual, still need to be developed to investigate the cultural dimensions of risk perceptions. The paper also discusses relationships between perceptions of personal and residual risk, and between perceived risk and demand for additional safety measures. These three dimensions were generally closely related, but interesting differences were observed for some risk issues. Included in the list of risk perceptions were pollution, hazardous materials, and radioactive wastes.

For example, Callovo-Oxfordian argillites at the Bure site, France (Fouche et al., 2004), Toarcian argillites at the Tournemire site, France (Patriarche et al., 2004), Opalinus Clay at the Mont Terri site, Switzerland (Meier et al., 2000), and Boom clay at the Mol site, Belgium (Barnichon and Volckaert, 2003) have all been under intensive scientific investigation (at both field and laboratory scales) for understanding a variety of rock properties and their relationships to flow and transport processes associated with geological disposal of radioactive waste.     There is a rich mixture of formal and informal approaches being used in our sister nuclear democracies in their attempts to deal with the difficulties of obtaining local acceptance for siting of waste management facilities and activities. Some of these are meeting with a degree of success not yet achieved in the US. Although this survey documents and assesses many of these approaches, time did not permit addressing in any detail their relevance to common problems in the US. It would appear the US could benefit from a periodic review of the successes and failures of these efforts, including analysis of their applicability to the US system. Of those countries (Germany, Sweden, Switzerland, Japan, Belgium, and the US) who are working to a time table for the preparation of a high-level waste (HLW) repository, Germany is the only country to have gained local siting acceptance for theirs. With this (the most difficult of siting problems) behind them they appear to be in the best overall condition relative to waste management progress and plans. This has been achieved without a particularly favorable political structure, made up for by determination on the part of the political leadership. Of the remaining three countries studied (France, UK and Canada) France, with its AVM production facility, is clearly the world leader in the HLW immobilization aspect of waste management. France, Belgium and the UK appear to have the least favorable political structures and environments for arriving at waste management decisions. US, Switzerland and Canada appear to have the least favorable political structures and environments for arriving at waste management decisions.

    The Ninth Underground Coal Gasification Symposium was held August 7 to 10, 1983 at the Indian Lakes Resort and Conference Center in Bloomingdale, Illinois. Over one-hundred attendees from industry, academia, National Laboratories, State Government, and the US Government participated in the exchange of ideas, results and future research plans. Representatives from six countries including France, Belgium, United Kingdom, The Netherlands, West Germany, and Brazil also participated by presenting papers. Fifty papers were presented and discussed in four formal sessions and two informal poster sessions. The presentations described current and future field testing plans, interpretation of field test data, environmental research, laboratory studies, modeling, and economics. All papers were processed for inclusion in the Energy Data Base.

He also visited colleagues at the Cyclotron Research Center (CRC) at the University of Liege, Belgium, to coordinate clinical applications of the ultrashort-lived iridium-191m radionuclide obtained from the osmium-190/iridium-191m generator system. The traveler planned and coordinated continuing collaboration with colleagues at the CRC for further applications of this generator system. He also visited the University of Metz, Metz, France, to organize a three-center project for the synthesis and evaluation of various receptor-specific cerebral imaging agents, involving the Oak Ridge National Laboratory (ORNL), CRC, and the University of Metz.

    The Atalante complex operated by the French Alternative Energies and Atomic Energy Commission (CEA) at the Rhone Valley Research Center consolidates research programs on actinide chemistry, especially separation chemistry, processing for recycling spent fuel, and fabrication of actinide targets for innovative concepts in future nuclear systems. The design of future systems (Generation IV reactors, material recycling) will increase the uranium and plutonium flows in the facility, making it important to anticipate the stepped-up activity and provide Atalante with equipment dedicated to processing these solutions to obtain a mixed uranium-plutonium oxide that will be stored pending reuse. Ongoing studies for integral recycling of the actinides have highlighted the need for reserving equipment to produce actinides mixed oxide powder and also minor actinides bearing oxide for R and D purpose. To meet this double objective a new shielded line should be built in the facility and should be operational 6 years after go decision. The main functions of the new unit would be to receive, concentrate and store solutions, purify them, ensure group conversion of actinides and conversion of excess uranium. This new unit will be constructed in a completely refurbished building devoted to subcritical and safe geometry of the process equipments. (author)

    The generation mix of EDF comprises 17,000 MW of fossil-fired units, the ages of which go from 10 to 32 years. Extensive studies have been launched in 1994, inside the Company, to determine: (1) prospects of needs of the grid (domestic/exports); (2) prospects of possible competition in generation field; (3) environmental aspects and possible evolution; (4) adaptation of management of men and organizations; and (5) management of condition of equipment through maintenance policy. This paper focuses on the last item, spotted on pressure vessels and piping. The question is: How to conserve the ``patrimony`` for very long term, with lowest costs to keep it competitive in its very specific role? Several items are examined: (1) the background, the different programs of retrofitting, refurbishment and life extension; (2) conservation during outages, and mothballing procedures and experience; (3) design review, actual design life expectancy; (4) analysis of aging mechanisms through experience feedback; (5) determination of critical components, analysis of their condition, periodical updating; (6) maintenance adaptation, extensive condition-monitored maintenance approach: use of existing probes and data, development of new devices and skills; (7) policy of progressive replacement of worn-out and potentially dangerous components; examples concerning generic problems; (8) management of requirements of pressure vessels regulations; (9) adaptation of spare parts policy; and (10) research and development needed by life management.

    Experiments described in this paper were undertaken to explore the use of concentrated solar radiation for the flash pyrolysis of biomass. Biomass materials (powdered, microcrystalline cellulose and ground corn cob material) have been successfully gasified in a windowed chemical reactor operating at the focus of the Odeillo 1 MW/sub th/ solar furnace. The quartz window survived radiant flux levels in excess of 1000 W/cm/sup 2/; however impurities carried by the steam flow into the reactor ultimately clouded the window. Pyrolytic char yields of the Odeillo experimetns were quite low: ranging between one and four percent. Gas yields were also relatively low, but condensible yields were high. These results reflect the important role played by the gas phase chemistry (largely unaffected by the high solar flux) in the production of permanent gases from biomass. A consideration of the characteristic times for chemical kinetic and heat transfer phenomenon within a rapidly pyrolyzing particle indicate that heat transfer (not chemical kinetics) is the rate limiting step. However, the thermochemical and optical properties of biomass materials are poorly understood and much more experimental work must be completed before definitive conclusions in this important area can be made. Because the use of concentrated solar radiation for direct gasification of biomass materials results in the formation of little or no char without reliance on the water gas or Boudourad reactions, solar flash pyrolysis of biomass holds unusual promise for the economical production of liquid and gaseous fuels from renewable resources.

    In this study, an overestimation of the keff values for mixed oxide (MOX) fuels was identified with Monte Carlo (TRIPOLI-4) and deterministic (APOLLO2) calculations based on the Joint Evaluated Fission and Fusion (JEFF) evaluated nuclear data library. The overestimation becomes sizeable with Pit aging, reaching a reactivity change of Delta(p)similar or equal to+700 pcm for integral measurements carried out with MOX fuel containing a large amount of americium. This bias was observed for various critical configurations performed in the zero power reactor EOLE of the Commissariat a l'energie atomique et aux energies alternatives (CEA), Cadarache, France.   1. Volatilization of organotin compounds from estuarine and coastal environments

    The occurrence and speciation of volatile tin compounds (Sn) have been investigated in a contaminated area of the Arcachon Bay (SW France) and in the water column of the Scheldt (Belgium/Netherlands) and Gironde (SW France) estuaries. This paper describes the application of a multi-isotope analytical method, using gas chromatography and inductively coupled plasma-mass spectrometry. Analytes were collected by cryogenic trapping of the gaseous species. This trapping has allowed the authors to probe volatile tin compounds by detecting both {sup 118}Sn and {sup 120}Sn isotopes. Volatile organic tin compounds have been determined in both sediment and water. They could result from both natural methylation and hybridization processes of inorganic tin and from anthropogenic butyltin derivatives released from ship antifouling paintings which have accumulated in sediments. The most ubiquitous species were found to be the methylated forms of butyltin derivatives. These results suggest that biological and/or chemical methylation mechanisms are likely to occur in sediments and to lead to remobilization of tin species into the water column and subsequently to the atmosphere. Finally, sediment-water and water-atmosphere fluxes have been calculated to assess the potential impact of these processes on the fate of organotin compounds in coastal environments.

PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests. In addition, literature searches have been conducted, including a search of the DOE Energy Database. The last search was conducted in January, 1989. This document lists the bibliographic information in the DOE/OHER Chernobyl Database at the current time.

    SILER is a Collaborative Project, partially funded by the European Commission, aimed at studying the risk associated to seismic initiated events in Generation IV Heavy Liquid Metal reactors and developing adequate protection measures. The attention is focused on the evaluation of the effects of earthquakes (with particular regards to beyond design seismic events) and to the identification of mitigation strategies, acting both on structures and components design (as well as on the development of seismic isolation devices) which can also have positive effects on economics, leading to an high level of plant design standardization. Attention is also devoted to the identification of plant layout solutions able to avoid risks of radioactive release from both the core and other structures (i.e. the spent fuel storage pools). Specific effort is paid to the development of guidelines and design recommendations for addressing the seismic issue in next generation reactor systems. In addition, consideration will be devoted to transfer the knowledge developed in the project to Generation III advanced systems, in line with the objective of the SNE-TP SRA to support present and future Light Water Reactors and their further development, for which safety issues are key aspects to be addressed. Note, in this respect, that the benefits of base isolation in terms of response to design seismic actions are already widely recognized for Generation III LWRs, along with the possibility of a significant standardization of structural and equipment design.     This volume represents the culmination of a five-year research effort examining the incentives used to stimulate energy production in four countries, and the incentives used to stimulate energy consumption in one country. Following the theoretical approach developed for studying US energy incentives, the researchers in each country classified incentives into the following six categories: (1) Taxation, including exemption from or reduction of existing taxes; (2) Disbursements, in which the national government distributes money without requiring anything in return; (3) Requirements, including demands made by the government, backed by civil or criminal sanctions; (4) Traditional Services, including those almost always provided exclusively by a governmental entity; (5) Nontraditional Services, including those sometimes performed by non-governmental entities, as well as governmental entities (e.g., research and development); and (6) Market Activities, including government involvement in the market under conditions similar to those faced by non-governmental producers or consumers.     The Forschungszentrum Juelich GmbH (FZJ), together with the Aachen University Rheinisch-Westfaelische Technische Hochschule (RWTH) and the French Alternative Energies and Atomic Energy Commission (CEA Cadarache) are involved in a cooperation aiming at characterizing toxic and reactive elements in radioactive waste packages by means of Prompt Gamma Neutron Activation Analysis (PGNAA). The French and German waste management agencies have indeed defined acceptability limits concerning these elements in view of their projected geological repositories. A first measurement campaign was performed in the new Prompt Gamma Neutron Activation Analysis (PGNAA) facility called MEDINA, at FZJ, to assess the capture gamma-ray signatures of some elements of interest in large samples up to waste drums with a volume of 200 liter. MEDINA is the acronym for Multi Element Detection based on Instrumental Neutron Activation. This paper presents MCNP calculations of the MEDINA facility and quantitative comparison between measurement and simulation. Passive gamma-ray spectra acquired with a high purity germanium detector and calibration sources are used to qualify the numerical model of the crystal. Active PGNAA spectra of a sodium chloride sample measured with MEDINA then allow for qualifying the global numerical model of the measurement cell. Chlorine indeed constitutes a usual reference with reliable capture gamma-ray production data. The goal is to characterize the entire simulation protocol (geometrical model, nuclear data, and postprocessing tools) which will be used for current measurement interpretation, extrapolation of the performances to other types of waste packages or other applications, as well as for the study of future PGNAA facilities.

    On rare occasions, the coining of a new term brings new ideas to a field by virtue of a shift in viewpoint. A recent example is complexity, which collected together, from a core of deep results in mathematics and hydrodynamics, a clan of fields whose kinship had been revealed by the new term itself. More often such appellations merely follow fashionable trends. So it took courage on the part of the founders of SUPERMAT to promote their vision. Marcel Ausloos (Universite de Liege, Belgium) and Gilbert Vacquier (Universite de Marseille, France) have shown us a way to resonate as a new chord in materials science. As the first conference on supermaterials, SUPERMAT and its companion SMART 99 have begun to reveal new branches of research from the established pathways explored in superconductivity. At the conclusion of SUPERMAT in Giens, France, the participants were as energized by the exciting science that had been covered during the week as they were impressed by the French food, wine, scenery and hospitality. If the definition of a supermaterial is not obvious now-after the conference-it was certainly not obvious before it. Nevertheless, the conferees were drawn inexorably together by the conference theme. Perhaps it is not appropriate to try to understand this self organization, which surely is even more complex than the self organization of electrons in a high temperature superconductor, the theory for which still eludes us after 13 years! A clue to the working definition of a supermaterial can be derived empirically from the topics that were discussed at SUPERMAT and SMART 99. In addition to superconductors, they heard about magnetic effects of many kinds, including giant and even colossal ones that presumably trump super ones, organic conductors, photoconductors, and even four-hundred-year-old Japanese ceramics. Topics discussed were synthesis, processing, characterization and theory, and applications.

    This report describes the major parameters for management of spent nuclear fuel and high-level radioactive wastes in selected foreign countries as of December 1989 and compares them with those in the United States. The foreign countries included in this study are Belgium, Canada, France, the Federal Republic of Germany, Japan, Sweden, Switzerland, and the United Kingdom. All the countries are planning for disposal of spent fuel and/or high-level wastes in deep geologic repositories. Most countries (except Canada and Sweden) plan to reprocess their spent fuel and vitrify the resultant high-level liquid wastes; in comparison, the US plans direct disposal of spent fuel. The US is planning to use a container for spent fuel as the primary engineered barrier. The US has the most developed repository concept and has one of the earliest scheduled repository startup dates. The repository environment presently being considered in the US is unique, being located in tuff above the water table. The US also has the most prescriptive regulations and performance requirements for the repository system and its components. 135 refs., 8 tabs.

    Research and experimental development comprise innovative and creative work undertaken systematically to increase the stock of knowledge of science, engineering, and society. This knowledge reserve is used to improve living conditions and standards, including economic growth. Research and development (R&D) expenditures are useful measures of the scale and direction of technological innovation within a country, industry, or scientific field. Administrators concerned with economic growth and performance rely on R&D statistics as one possible type of indicator of technological change. R&D statistics are an essential tool in many government programs and evaluations (OECD 1993). The objective of the analysis was to identify and evaluate R&D funding sources, levels, and trends in the energy sectors of selected industrialized countries (Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Sweden, Switzerland, United Kingdom, United States) and the European Union (EU). Fossil fuel technologies, particularly fuel cells and advanced gas turbines, were the focus of the analysis, whose results are presented in this report.

  11. Ancient and Modern Laminated Composites - From the Great Pyramid of Gizeh to Y2K

    Laminated metal composites have been cited in antiquity; for example, a steel laminate that may date as far back as 2750 B.C., was found in the Great Pyramid in Gizeh in 1837. A laminated shield containing bronze, tin, and gold layers, is described in detail by Homer. Well-known examples of steel laminates, such as an Adze blade, dating to 400 B.C. can be found in the literature. The Japanese sword is a laminated composite at several different levels and Merovingian blades were composed of laminated steels. Other examples are also available, including composites from China, Thailand, Indonesia, Germany, Britain, Belgium, France, and Persia. The concept of lamination to provide improved properties has also found expression in modern materials. Of particular interest is the development of laminates including high carbon and low carbon layers. These materials have unusual properties that are of engineering interest; they are similar to ancient welded Damascus steels. The manufacture of collectable knives, labeled ''welded Damascus'', has also been a focus of contemporary knifemakers. Additionally, in the Former Soviet Union, laminated composite designs have been used in engineering applications. Each of the above areas will be briefly reviewed, and some of the metallurgical principles will be described that underlie improvement in properties by lamination. Where appropriate, links are made between these property improvements and those that may have been present in ancient artifacts.

    These proceedings contain the papers presented at the Thirty-Second Symposium on Optical Materials for High-Power Lasers, held at the National Institute of Standards and Technology in Boulder, Colorado, 16-18 October 2000. The symposium was sponsored by the Lawrence Livermore National Laboratory (USA). Cooperating organizations were Cierra Photonics, Inc. (USA), the School of Optics at the University of Central Florida (USA, the Center for High Technology Materials at the University of New Mexico (USA), the Defence Evaluation and Research Agency (UK), National Institute of Standards and Technology (USA), and SPIE-The International Society for Optical Engineering. The symposium was attended by more than 110 participants from Belgium, Canada, France, Germany, Italy, Japan, Latvia, Russia, the United States, the United Kingdom, and Uzbekistan. Almost one-half of the attendees and more than half of the presentations were from abroad. The purpose of this series of symposia is to exchange information about optical materials for high-power/high-energy lasers. The editors welcome comments and criticism relevant to this purpose from all interested readers.

    As overall US Advisor for ISO/TC-85, SC-5, Dr. Westfall met with (1) Work Group 1, ``Measurement Techniques for the Chemical and Physical Characterization of UF{sub 6}, UO{sub 2}, and Mixed Oxide,`` on Monday, March 21, (2) Work Group 5, ``Standardization of Measurement Methods for the Characterization of Solid and Solidified Waste Forms, and for the Corrosion of their Primary Containers,`` on Tuesday, March 22; and (3) the full Subcommittee-5 on Wednesday, March 23. The status of work by all seven work groups in SC-5 was reported. Those having to do with nuclear fuel transportation (WG-4: UF, Containers, WG-9: Cask Trunnions, and WG-10: Cask Confinement) either have approved standards or drafts at an advanced stage of development. These work group convenors were asked to maintain their membership and establish new work areas in the field of nuclear fuel packaging. Definition of scope for new work is to be done in coordination with the interested staff members of the International Atomic Energy Agency, Vienna, Austria. On Thursday, March 24, the Cogema-Marcoule Plant staff hosted the SC-5 members to technical tours of their nuclear fuel reprocessing and waste vitrification and storage facilities.

    In situ fracture mechanical deformation and fluid flowinteractions are investigated through a series of hydraulic pulseinjection tests, using specialized borehole equipment that cansimultaneously measure fluid pressure and fracture displacements. Thetests were conducted in two horizontal boreholes spaced one meter apartvertically and intersecting a near-vertical highly permeable faultlocated within a shallow fractured carbonate rock. The field data wereevaluated by conducting a series of coupled hydromechanical numericalanalyses, using both distinct-element and finite-element modelingtechniques and both two- and three-dimensional model representations thatcan incorporate various complexities in fracture network geometry. Oneunique feature of these pulse injection experiments is that the entiretest cycle, both the initial pressure increase and subsequent pressurefall-off, is carefully monitored and used for the evaluation of the insitu hydromechanical behavior. Field test data are evaluated by plottingfracture normal displacement as a function of fluid pressure, measured atthe same borehole. The resulting normal displacement-versus-pressurecurves show a characteristic loop, in which the paths for loading(pressure increase) and unloading (pressure decrease) are different. Bymatching this characteristic loop behavior, the fracture normal stiffnessand an equivalent stiffness (Young's modulus) of the surrounding rockmass can be back-calculated. Evaluation of the field tests by couplednumerical hydromechanical modeling shows that initial fracture hydraulicaperture and normal stiffness vary by a factor of 2 to 3 for the twomonitoring points within the same fracture plane. Moreover, the analysesshow that hydraulic aperture and the normal stiffness of the pulse-testedfracture, the stiffness of surrounding rock matrix, and the propertiesand geometry of the surrounding fracture network significantly affectcoupled hydromechanical responses during the pulse injection test. Morespecifically, the pressure-increase path of the normaldisplacement-versus-pressure curve is highly dependent on thehydromechanical parameters of the tested fracture and the stiffness ofthe matrix near the injection point, whereas the pressure-decrease pathis highly influenced by mechanical processes within a larger portion ofthe surrounding fractured rock.

    PREFACE The Seventeenth Workshop on Geothermal Reservoir Engineering was held at Stanford University on January 29-31, 1992. There were one hundred sixteen registered participants which equaled the attendance last year. Participants were from seven foreign countries: Italy, Japan, United Kingdom, France, Belgium, Mexico and New Zealand. Performance of many geothermal fields outside the United States was described in the papers. The Workshop Banquet Speaker was Dr. Raffaele Cataldi. Dr. Cataldi gave a talk on the highlights of his geothermal career. The Stanford Geothermal Program Reservoir Engineering Award for Excellence in Development of Geothermal Energy was awarded to Dr. Cataldi. Dr. Frank Miller presented the award at the banquet. Thirty-eight papers were presented at the Workshop with two papers submitted for publication only. Dr. Roland Horne opened the meeting and the key note speaker was J.E. ''Ted'' Mock who discussed the DOE Geothermal R. & D. Program. The talk focused on aiding long-term, cost effective private resource development. Technical papers were organized in twelve sessions concerning: geochemistry, hot dry rock, injection, geysers, modeling, and reservoir mechanics. Session chairmen were major contributors to the program and we thank: Sabodh Garg., Jim Lovekin, Jim Combs, Ben Barker, Marcel Lippmann, Glenn Horton, Steve Enedy, and John Counsil. The Workshop was organized by the Stanford Geothermal Program faculty, staff, and graduate students. We wish to thank Pat Ota, Ted Sumida, and Terri A.   8. Carbon footprints of heating oil and LPG heating systems

    For European homes without access to the natural gas grid, the main fuels-of-choice for heating are heating oil and LPG. How do the carbon footprints of these compare? Existing literature does not clearly answer this, so the current study was undertaken to fill this gap. Footprints were estimated in seven countries that are representative of the EU and constitute two-thirds of the EU-27 population: Belgium, France, Germany, Ireland, Italy, Poland and the UK. Novelties of the assessment were: systems were defined using the EcoBoiler model; well-to-tank data were updated according to most-recent research; and combustion emission factors were used that were derived from a survey conducted for this study. The key finding is that new residential heating systems fuelled by LPG are 20% lower carbon and 15% lower overall-environmental-impact than those fuelled by heating oil. An unexpected finding was that an LPG system's environmental impact is about the same as that of a bio heating oil system fuelled by 100% rapeseed methyl ester, Europe's predominant biofuel. Moreover, a 20/80 blend (by energy content) with conventional heating oil, a bio-heating-oil system generates a footprint about 15% higher than an LPG system's. The final finding is that fuel switching can pay off in carbon terms. If a new LPG heating system replaces an ageing oil-fired one for the final five years of its service life, the carbon footprint of the system's final five years is reduced by more than 50%.

    In Russia, mixed oxide (MOX) fuel is produced in a pilot facility ''Paket'' at ''MAYAK'' Production Association. The Mining-Chemical Combine (MCC) has developed plans to design and build a dedicated industrial-scale plant to produce MOX fuel and fuel assemblies (FA) for VVER-1000 water reactors and the BN-600 fast-breeder reactor, which is pending an official Russian Federation (RF) site-selection decision. The design output of the plant is based on production capacity of 2.75 tons of weapons plutonium per year to produce the resulting fuel assemblies: 1.25 tons for the BN-600 reactor FAs and the remaining 1.5 tons for VVER-1000 FAs. It is likely the quantity of BN-600 FAs will be reduced in actual practice. The process of nuclear disarmament frees a significant amount of weapons plutonium for other uses, which, if unutilized, represents a constant general threat. In France, Great Britain, Belgium, Russia, and Japan, reactor-grade plutonium is used in MOX-fuel production. Making MOX-fuel for CANDU (Canada) and pressurized water reactors (PWR) (Europe) is under consideration Russia. If this latter production is added, as many as 5 tons of Pu per year might be processed into new FAs in Russia. Many years of work and experience are represented in the estimates of MOX fuel production wastes derived in this report. Prior engineering studies and sludge treatment investigations and comparisons have determined how best to treat Pu sludges and MOX fuel wastes. Based upon analyses of the production processes established by these efforts, we can estimate that there will be approximately 1200 kg of residual wastes subject to immobilization per MT of plutonium processed, of which approximately 6 to 7 kg is Pu in the residuals per MT of Pu processed. The wastes are various and complicated in composition. Because organic wastes constitute both the major portion of total waste and of the Pu to be immobilized, the recommended treatment of MOX-fuel production waste is incineration

    AREVA NP as a worldwide PWR fuel provider has to have a fleet of fresh UO{sub 2} shipping casks being agreed within a lot of countries including USA, France, Germany, Belgium, Sweden, China, and South Africa - and to accommodate foreseen EPR Nuclear Power Plants fuel buildings. To reach this target the AREVA NP Fuel Sector decided to develop an up-to-date shipping cask (so called MAP project) gathering experience feedback of the today fleet and an improved safety allowing the design to comply with international regulations (NRC and IAEA) and local Safety Authorities. Based on pre design features a safety case was set up to highlight safety margins. Criticality hypothetical accidental assumptions were defined: - Preferential flooding; - Fuel rod lattice pitch expansion for full length of fuel assemblies; - Neutron absorber penalty; -... Well known computer codes, American SCALE package and French CRISTAL package, were used to check configurations reactivity and to ensure that both codes lead to coherent results. Basic spectral calculations are based on similar algorithms with specific microscopic cross sections ENDF/BV for SCALE and JEF2.2 for CRISTAL. The main differences between the two packages is on one hand SCALE's three dimensional fuel assembly geometry is described by a pin by pin model while an homogenized fuel assembly description is used by CRISTAL and on the other hand SCALE is working with either 44 or 238 neutron energy groups while CRISTAL is with a 172 neutron energy groups. Those two computer packages rely on a wide validation process helping defining uncertainties as required by regulations in force. The shipping cask with two fuel assemblies is designed to maximize fuel isolation inside a cask and with neighboring ones even for large array configuration cases. Proven industrial products are used: - Boral{sup TM} as neutron absorber; - High density polyethylene (HDPE) or Nylon as neutron moderator; - Foam as thermal and mechanical protection. The

    As a result of the termination of the Yucca Mountain Project, the United States Department of Energy (DOE) has started to explore various alternative avenues for the disposition of used nuclear fuel and nuclear waste. The overall scope of the investigation includes temporary storage, transportation issues, permanent disposal, various nuclear fuel types, processing alternatives, and resulting waste streams. Although geologic disposal is not the only alternative, it is still the leading candidate for permanent disposal. The realm of geologic disposal also offers a range of geologic environments that may be considered, among those clay shale formations. Figure 1-1 presents the distribution of clay/shale formations within the USA. Clay rock/shale has been considered as potential host rock for geological disposal of high-level nuclear waste throughout the world, because of its low permeability, low diffusion coefficient, high retention capacity for radionuclides, and capability to self-seal fractures induced by tunnel excavation. For example, Callovo-Oxfordian argillites at the Bure site, France (Fouche et al., 2004), Toarcian argillites at the Tournemire site, France (Patriarche et al., 2004), Opalinus clay at the Mont Terri site, Switzerland (Meier et al., 2000), and Boom clay at Mol site, Belgium (Barnichon et al., 2005) have all been under intensive scientific investigations (at both field and laboratory scales) for understanding a variety of rock properties and their relations with flow and transport processes associated with geological disposal of nuclear waste. Clay/shale formations may be generally classified as indurated and plastic clays (Tsang et al., 2005). The latter (including Boom clay) is a softer material without high cohesion; its deformation is dominantly plastic. For both clay rocks, coupled thermal, hydrological, mechanical and chemical (THMC) processes are expected to have a significant impact on the long-term safety of a clay repository. For

    In late 2003 it became evident that U-Mo aluminum fuels under development exhibited significant fuel performance problems under the irradiation conditions required for conversion of most high-powered research reactors. Solutions to the fuel performance issue have been proposed and show promise in early testing. Based on these results, a Reduced Enrichment Research and Test Reactor (RERTR) program strategy has been mapped to allow generic fuel qualification to occur prior to the end of FY10 and reactor conversion to occur prior to the end of FY14. This strategy utilizes a diversity of technologies, test conditions, and test types. Scoping studies using miniature fuel plates will be completed in the time frame of 2006-2008. Irradiation of larger specimens will occur in the Advanced Test Reactor (ATR) in the United States, the Belgian Reactor-2 (BR2) reactor in Belgium, and in the OSIRIS reactor in France in 2006-2009. These scoping irradiation tests provide a large amount of data on the performance of advanced fuel types under irradiation and allow the down selection of technology for larger scale testing during the final stages of fuel qualification. In conjunction with irradiation testing, fabrication processes must be developed and made available to commercial fabricators. The commercial fabrication infrastructure must also be upgraded to ensure a reliable low enriched uranium (LEU) fuel supply. Final qualification of fuels will occur in two phases. Phase I will obtain generic approval for use of dispersion fuels with density less than 8.5 g-U/cm3. In order to obtain this approval, a larger scale demonstration of fuel performance and fabrication technology will be necessary. Several Materials Test Reactor (MTR) plate-type fuel assemblies will be irradiated in both the High Flux Reactor (HFR) and the ATR (other options include the BR2 and Russian Research Reactor, Dmitrovgrad, Russia [MIR] reactors) in 2008-2009.     Nuclear waste programs outside of the US have focused on different host rock types for geological disposal of high-level radioactive waste. Several countries, including France, Switzerland, Belgium, and Japan are exploring the possibility of waste disposal in shale and other clay-rich rock that fall within the general classification of argillaceous rock. This rock type is also of interest for the US program because the US has extensive sedimentary basins containing large deposits of argillaceous rock. LBNL, as part of the DOE-NE Used Fuel Disposition Campaign, is collaborating on some of the underground research laboratory (URL) activities at the Mont Terri URL near Saint-Ursanne, Switzerland. The Mont Terri project, which began in 1995, has developed a URL at a depth of about 300 m in a stiff clay formation called the Opalinus Clay. Our current collaboration efforts include two test modeling activities for the FE heater test and the HG-A leak-off test. This report documents results concerning our current modeling of these field tests. The overall objectives of these activities include an improved understanding of and advanced relevant modeling capabilities for EDZ evolution in clay repositories and the associated coupled processes, and to develop a technical basis for the maximum allowable temperature for a clay repository. The R&D activities documented in this report are part of the work package of natural system evaluation and tool development that directly supports the following Used Fuel Disposition Campaign (UFDC) objectives: ? Develop a fundamental understanding of disposal-system performance in a range of environments for potential wastes that could arise from future nuclear-fuel-cycle alternatives through theory, simulation, testing, and experimentation. ?     Radioactive waste disposal in shale/argillite rock formations has been widely considered given its desirable isolation properties (low permeability), geochemically reduced conditions, anomalous groundwater pressures, and widespread geologic occurrence. Clay/shale rock formations are characterized by their high content of clay minerals such as smectites and illites where diffusive transport and chemisorption phenomena predominate. These, in addition to low permeability, are key attributes of shale to impede radionuclide mobility. Shale host-media has been comprehensively studied in international nuclear waste repository programs as part of underground research laboratories (URLs) programs in Switzerland, France, Belgium, and Japan. These investigations, in some cases a decade or more long, have produced a large but fundamental body of information spanning from site characterization data (geological, hydrogeological, geochemical, geomechanical) to controlled experiments on the engineered barrier system (EBS) (barrier clay and seals materials). Evaluation of nuclear waste disposal in shale formations in the USA was conducted in the late 70’s and mid 80’s. Most of these studies evaluated the potential for shale to host a nuclear waste repository but not at the programmatic level of URLs in international repository programs. This report covers various R&D work and capabilities relevant to disposal of heat-generating nuclear waste in shale/argillite media. Integration and cross-fertilization of these capabilities will be utilized in the development and implementation of the shale/argillite reference case planned for FY15. Disposal R&D activities under the UFDC in the past few years have produced state-of-the-art modeling capabilities for coupled Thermal-Hydrological-Mechanical-Chemical (THMC), used fuel degradation (source term), and thermodynamic modeling and database development to evaluate generic disposal concepts.     Radioactive waste disposal in a deep subsurface repository hosted in clay/shale/argillite is a subject of widespread interest given the desirable isolation properties, geochemically reduced conditions, and widespread geologic occurrence of this rock type (Hansen 2010; Bianchi et al. 2013). Bianchi et al. (2013) provides a description of diffusion in a clay-hosted repository based on single-phase flow and full saturation using parametric data from documented studies in Europe (e.g., ANDRA 2005). The predominance of diffusive transport and sorption phenomena in this clay media are key attributes to impede radionuclide mobility making clay rock formations target sites for disposal of high-level radioactive waste. The reports by Hansen et al. (2010) and those from numerous studies in clay-hosted underground research laboratories (URLs) in Belgium, France and Switzerland outline the extensive scientific knowledge obtained to assess long-term clay/shale/argillite repository isolation performance of nuclear waste. In the past several years under the UFDC, various kinds of models have been developed for argillite repository to demonstrate the model capability, understand the spatial and temporal alteration of the repository, and evaluate different scenarios. These models include the coupled Thermal-Hydrological-Mechanical (THM) and Thermal-Hydrological-Mechanical-Chemical (THMC) models (e.g. Liu et al. 2013; Rutqvist et al. 2014a, Zheng et al. 2014a) that focus on THMC processes in the Engineered Barrier System (EBS) bentonite and argillite host hock, the large scale hydrogeologic model (Bianchi et al. 2014) that investigates the hydraulic connection between an emplacement drift and surrounding hydrogeological units, and Disposal Systems Evaluation Framework (DSEF) models (Greenberg et al. 2013) that evaluate thermal evolution in the host rock approximated as a thermal conduction process to facilitate the analysis of design options.     . Platform teams organize faculty and students for cross-disciplinary, systems-oriented research and collaborative learning. To date, nine platforms have been developed, although these will most likely be reorganized into a smaller number of broader topics. In the spring of 2004, BRT faculty initiated a regional partnership and collaborative learning program with colleagues at the University of Minnesota, Kansas State University, and South Dakota State University to develop distance education courses in biorenewable resources and technology. As a fledgling graduate program, the BRT graduate program didn’t have the breadth of resources to offer a large number of courses in biorenewables. Other schools faced a similar problem. The academic consortium as first conceived would allow students from the member schools to enroll in biorenewables courses from any of the participating schools, which would assure the necessary enrollment numbers to offer specialized course work. Since its inception, the collaborative curriculum partnership has expanded to include Louisiana State University and the University of Wisconsin. A second international curriculum development campaign was also initiated in the spring of 2004. In particular, several BRT faculty teamed with colleagues at the University of Arkansas, University of Washington, University of Gent (Belgium), National Polytechnic Institute of Toulouse (France), and Technical University of Graz (Austria) to develop an EU-US exchange program in higher education and vocational education/training (entitled “Renewable Resources and Clean Technology”).

    Monitoring to provide information on the evolution of geological disposal presents several challenges. The 4-year, euros M 5, EC MoDeRn Project (http://www.modern-fp7.eu/), which commenced in 2009, addresses monitoring processes, state-of-the-art technology and innovative research and development of monitoring techniques. This paper discusses some of the key drivers for the development of innovative monitoring techniques and provides outlines of the demonstration programmes being conducted within MoDeRn. The aim is to develop these innovative monitoring techniques and to demonstrate them under realistic conditions present in underground laboratories. These demonstration projects, applying a range of different monitoring techniques, are being carried out at underground research facilities in different geological environments at HADES URL in Belgium (plastic clay), Bure in France (indurated clay) and at Grimsel Test Site (granite) in Switzerland. These are either built upon existing infrastructure (EC ESDRED Low pH shotcrete and TEM experiments at Grimsel; and PRACLAY experiment and underground galleries in HADES) or will be attached to infrastructure that is being developed and financed by resources outside of this project (mock-up disposal cell in Bure). At Grimsel Test Site, cross-hole and hole-to-tunnel seismic methods are being employed as a means to monitor induced changes in an artificially saturated bentonite wall confined behind a shotcrete plug. Recognising the limitations for travel-time tomography for monitoring a disposal cell, full waveform inversion techniques are being employed to enhance the capacity to monitor remote from the excavation. At the same Grimsel location, an investigation will be conducted of the potential for using a high frequency wireless (HFW) sensor network embedded within the barrier system; this will include the possibility of providing energy remotely to isolated sensors.     This paper describes the D&D program that is being implemented at France's High Enrichment Gaseous Diffusion Plant, which was designed to supply France's Military with Highly Enriched Uranium.     Program for estimation of the beam losses of light ions due to interaction with the residual gas has been written. The loss of beam intensity is determined by the cross sections for loss processes respecting different ion energies and depends on the pressure of the residual gas. The beam losses due to interaction with the residual gas by the example of C400 cyclotron (IBA, Belgium) were done.
