    The 1994 Nuclear Industry Conference, held in London United Kingdom, September 14--15, 1994, was the first serious nuclear energy conference to take place for more than 12 years. It had a challenging agenda, no less than whether the industry would sustain its role into the twenty-fist century. The conference focused on the world`s nuclear industry, which is in a crucial period of development, with few new reactors being built in Western Europe and none in the US. Attention in the industry is moving eastward to the troubled legacy of eastern Europe and to the dynamic new markets of the Far East. The immediate future of the reactor builders lies in these regions, for without new orders, the industry will decline. At the same time, the industry faces challenges at home. The end of the Cold War has brought a new appraisal of the fuel cycle, the ever-present dangers of proliferation, and the problems of long-term waste-disposal and decommissioning remain. New challenges include the role for nuclear energy as privatization of power utilities and liberalization of electricity markets takes place. Whether short-term market trends will dominate new orders for power plants or whether supply security considerations count was also discussed.

    I am pleased to speak at the Fortieth Gordon Conference on Nuclear Chemistry. I served as Chairman of the first Gordon Conference on Nuclear Chemistry held June 23--27, 1952, at New Hampton, New Hampshire. In my remarks, during which I shall quote from my journal, I shall describe some of the background leading up to the first Gordon Conference on Nuclear Chemistry and my attendance at the first seven Gordon Conferences during the period 1952 through 1958. I shall also quote my description of my appearance as the featured speaker at the Silver Anniversary of the Gordon Research Conferences on December 27, 1956 held at the Commodore Hotel in New York City. I shall begin with reference to my participation in the predecessor to the Gordon Conferences, the Gibson Island Research Conferences 45 years ago, on Thursday, June 20, 1946, as a speaker. This was 15 years after the start of these conferences in 1931. Neil Gordon played a leading role in these conferences, which were named (in 1948) in his honor -- the Gordon Research Conferences -- soon after they were moved to Colby Junior College, New London, New Hampshire in 1947. W. George Parks became Director in 1947, Alexander Cruickshank became Assistant Director in 1947 and Director in 1968.

    About 30 specialists in non-proliferation participated in a workshop to explore ideas for US Government preparatory steps leading to the 1995 Nuclear Non-Proliferation Treaty (NPT) Extension Conference. To that end, workshop sessions were devoted to reviewing the lessons learned from previous Review Conferences, discussing the threats to the non-proliferation regime together with ways of preserving and strengthening it, and examining the management of international nuclear commerce. A fundamental premise shared by workshop participants was that extension of the NPT is immensely important to international security. The importance of stemming proliferation and, more specifically, extending the Treaty, is growing as a result of the significant changes in the world. If the conferees of the Extension Conference decide on no extension or extension for a short limited duration, some technically advanced states that have foregone development of nuclear weapons may begin to rethink their options. Also, other arms control measures, such as the Chemical Weapons Convention, could start to unravel. The US must provide strong international leadership to ensure that the Extension Conference is a success, resulting in Treaty extension, perhaps through successive terms, into the indefinite future. Workshop participants were struck by the urgent need for the US to take organizational steps so that it is highly effective in its advance preparations for the Extension Conference. Moreover, the Extension Conference provides both a challenge and an opportunity to mold a cohesive set of US policy actions to define the future role of nuclear weapons and combat their proliferation.

    This plan outlines a characterization program that supports the accelerated Path Forward scope and schedules for the Spent Nuclear Fuel stored in the Hanford K Basins. This plan is driven by the schedule to begin fuel transfer by December 1997. The program is structured for 4 years and is limited to in-situ and laboratory examinations of the spent nuclear fuel and sludge in the K East and K West Basins. The program provides bounding behavior of the fuel, and verification and acceptability for three different sludge disposal pathways. Fuel examinations are based on two shipping campaigns for the K West Basin and one from the K East Basin. Laboratory examinations include physical condition, hydride and oxide content, conditioning testing, and dry storage behavior.

    The purpose of the trip was to attend the 1993 International Conference on Nuclear Waste Management and Environmental Remediation. The principal objective of this conference was to facilitate a truly international exchange of information on the management of nuclear wastes as well as contaminated facilities and sites emanating from nuclear operations. The conference was sponsored by the American Society of Mechanical Engineers, the Czech and Slovak Mechanical Engineering Societies, and the Czech and Slovak Nuclear Societies in cooperation with the Commission of the European Communities, the International Atomic Energy Agency, and the OECD Nuclear Agency. The conference was cosponsored by the American Nuclear Society, the Atomic Energy Society of Japan, the Canadian Nuclear Society, the (former USSR) Nuclear Society, and the Japan Society of Mechanical Engineers. This was the fourth in a series of biennial conferences, which started in Hong Kong, in 1987. This report summarizes shared aspects of the trip; however, each traveler`s observations and recommendations are reported separately.

    This paper shows how Fluor Hanford and BNG America have combined nuclear plant skills from the U.S. and the U.K. to devise methods to retrieve and treat the sludge that has accumulated in K Basins at the Hanford Site over many years. Retrieving the sludge is the final stage in removing fuel and sludge from the basins to allow them to be decontaminated and decommissioned, so as to remove the threat of contamination of the Columbia River. A description is given of sludge retrieval using vacuum lances and specially developed nozzles and pumps into Consolidation Containers within the basins. The special attention that had to be paid to the heat generation and potential criticality issues with the irradiated uranium-containing sludge is described. The processes developed to re-mobilize the sludge from the Consolidation Containers and pump it through flexible and transportable hose-in-hose piping to the treatment facility are explained with particular note made of dealing with the abrasive nature of the sludge. The treatment facility, housed in an existing Hanford building, is described, and the uranium-corrosion and grout packaging processes explained. The uranium corrosion process is a robust, tempered process very suitable for dealing with a range of differing sludge compositions. Optimization and simplification of the original sludge corrosion process design is described and the use of transportable and reusable equipment is indicated. The processes and techniques described in the paper are shown to have wide applicability to nuclear cleanup.

Two disposal paths exist for the different types of sludge found in the K West (KW) Basin. One path is to be managed as Spent Nuclear Fuel (SNF) with eventual disposal at an SNF at a yet to be licensed repository. The second path will be disposed as remote-handled transuranic (RH-TRU) waste at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, NM.     This plan outlines a Characterization Program that provides the necessary data to support the Integrated Process Strategy scope and schedules for the Spent Nuclear Fuel (SNF) and sludge stored in the Hanford K Basins. The plan is driven by the schedule to begin fuel transfer by December 1997. The program is structured for 4 years (i.e., FY 1995 through FY 1998) and is limited to in-situ and laboratory examinations of the SNF and sludge in the K East and K West Basins. In order to assure the scope and schedule of the Characterization Program fully supports the Integrated Process Strategy, key project management has approved the plan. The intent of the program is to provide bounding behavior for the fuel, and acceptability for the transfer of the sludge to the Double Shell Tanks. Fuel examinations are based on two shipping compains from the K West Basin and one from the K East Basin with coincident sludge sampling campaings for the associated canister sludge. Sampling of the basin floor and pit sludge will be conducted independent of the fuel and canister sludge shipping activities. Fuel behavior and properties investigated in the laboratory include physical condition, hydride and oxide content, conditioning testing, oxidation kinetics, and dry storage behavior. These laboratory examinations are expected to provide the necessary data to establish or confirm fuel conditioning process limits and support safety analysis. The plan also addressed necessary characterization for the removal, transport, and storage of the sludge from the Hanford K Basins. This plan was revised in 1999 (i.e., Revision 2) to incorporate actions necessary to respond to the deficiencies revealed as the result of Quality Assurance surveillances and audits in 1999 with respect to the fuel characterization activities. Revision 3 to this Program Management Plan responds to a Worker Assessment resolution determined in Fical Year 2000. This revision includes an update to current organizational structures and other revisions needed to keep this management plan consistent with the current project scope. The plan continues to address both the SNF and the sludge accumulated at K Basins. Most activities for the characterization of the SNF have been completed. Data validation, Office of Civilian Radioactive Waste Management (OCRWM) document reviews, and OCRWM data qualification are the remaining SNF characterization activities. The transport and storage of K Basin sludge are affected by recent path forward revisions. These revisions require additional laboratory analyses of the sludge to complete the acquisition of required supporting engineering data. Hence, this revision of the management plan provides the overall work control for these remaining SNF and sludge characterization activities given the current organizational structure of the SNF Project.

    The goal of the conference was to try to attract a variety of points of view from well-informed people to debate issues concerning nuclear power. Hopefully from that process a better understanding of what one should be doing will emerge. In organizing the conference lessons learned from the previous one were applied. A continuous effort was made to see to it that the arguments for the alternatives to nuclear power were given abundant time for presentation. This is ultimately because nuclear power is going to have to compete with all of the energy technologies. Thus, in discussing energy strategy all of the alternatives must be considered in a reasonable fashion. The structure the conference used has seven sessions. The first six led up to the final session which was concerned with what the future nuclear power strategy should be. Each session focused upon a question concerning the future. None of these questions has a unique correct answer. Rather, topics are addressed where reasonable people can disagree. In order to state some of the important arguments for each session`s question, the combination of a keynote paper followed by a respondent was used. The respondent`s paper is not necessarily included to be a rebuttal to the keynote; but rather, it was recognized that two people will look at a complex question with different shadings. Through those two papers the intention was to get out the most important arguments affecting the question for the session. The purpose of the papers was to set the stage for about an hour of discussion. The real product of this conference was that discussion.

  15. DEMONSTRATION OF LONG-TERM STORAGE CAPABILITY FOR SPENT NUCLEAR FUEL IN L BASIN

    The U.S. Department of Energy decisions for the ultimate disposition of its inventory of used nuclear fuel presently in, and to be received and stored in, the L Basin at the Savannah River Site, and schedule for project execution have not been established. A logical decision timeframe for the DOE is following the review of the overall options for fuel management and disposition by the Blue Ribbon Commission on America's Nuclear Future (BRC). The focus of the BRC review is commercial fuel; however, the BRC has included the DOE fuel inventory in their review. Even though the final report by the BRC to the U.S. Department of Energy is expected in January 2012, no timetable has been established for decisions by the U.S. Department of Energy on alternatives selection. Furthermore, with the imminent lay-up and potential closure of H-canyon, no ready path for fuel disposition would be available, and new technologies and/or facilities would need to be established. The fuel inventory in wet storage in the 3.375 million gallon L Basin is primarily aluminum-clad, aluminum-based fuel of the Materials Test Reactor equivalent design. An inventory of non-aluminum-clad fuel of various designs is also stored in L Basin. Safe storage of fuel in wet storage mandates several high-level 'safety functions' that would be provided by the Structures, Systems, and Components (SSCs) of the storage system. A large inventory of aluminum-clad, aluminum-based spent nuclear fuel, and other nonaluminum fuel owned by the U.S. Department of Energy is in wet storage in L Basin at the Savannah River Site. An evaluation of the present condition of the fuel, and the Structures, Systems, or Components (SSCs) necessary for its wet storage, and the present programs and storage practices for fuel management have been performed.     The European community is conducting research on the decommissioning of nuclear installations. The prime objective is to develop effective techniques to ensure the protection of man and his environment against the potential hazards of nuclear installations that have been shut down. The results of the 1979--1983 research program were presented in a conference held in Luxembourg. This program was primarily concerned with decommissioning nuclear power plants. The 1984--1988 program was extended to all types of nuclear installations. Fuel fabrication, enrichment and reprocessing plants, and research and development facilities having fulfilled their useful purposes are also awaiting decommissioning. This Program has produced numerous scientific and technical achievements. Great progress has in particular been achieved in the reduction of metal waste arising from decommissioning, due to advances in areas such as the development of aggressive decontamination procedures and of techniques for melting and recycling low-level radioactive waste metal.

    The program to investigate the suitability of salt domes in the east Texas Basin for long-term nuclear waste repositories addresses the stability of specific domes for potential repositories and evaluates generically the geologic and hydrogeologic stability of all the domes in the region. Analysis during the second year was highlighted by a historical characterization of East Texas Basin infilling, the development of a model to explain the growth history of the domes, the continued studies of the Quaternary in East Texas, and a better understanding of the near-dome and regional hydrology of the basin. Each advancement represents a part of the larger integrated program addressing the critical problems of geologic and hydrologic stabilities of salt domes in the East Texas Basin.

    This is an update of the plan for the characterization of spent nuclear fuel (SNF) and sludge stored in the Hanford K West and K East Basins. The purpose of the characterization program is to provide fuel and sludge data in support of the SNF Project in the effort to remove the fuel from the K Basins and place it into dry storage. Characterization of the K Basin fuel and sludge was initiated in 1994 and has been guided by the characterization plans (Abrefah 1994, Lawrence 1995a, Lawrence 1995b) and the characterization program management plan (PMP) (Lawrence 1995c, Lawrence 1998, Trimble 1999). The fuel characterization was completed in 1999. Summaries of these activities were documented by Lawrence (1999) and Suyama (1999). Lawrence (1999) is a summary report providing a road map to the detailed documentation of the fuel characterization. Suyama (1999) provides a basis for the limited characterization sample size as it relates to supporting design limits and the operational safety envelope for the SNF Project. The continuing sludge characterization is guided by a data quality objective (DQO) (Makenas 2000) and a sampling and analysis plan (SAP) (Baker, Welsh and Makenas 2000) The original intent of the characterization program was ''to provide bounding behavior for the fuel'' (Lawrence 1995a). To accomplish this objective, a fuel characterization program was planned that would provide data to augment data from the literature. The program included in-situ examinations of the stored fuel and laboratory testing of individual elements and small samples of fuel (Lawrence 1995a). Some of the planned tests were scaled down or canceled due to the changing needs of the SNF Project. The fundamental technical basis for the process that will be used to place the K Basin fuel into dry storage was established by several key calculations.     Metallic uranium Spent Nuclear Fuel (SNF) is currently stored within two water filled pools, 105-KE Basin (KE Basin) and 105-KW Basin (KW Basin), at the United States Department of Energy (U.S. DOE) Hanford Site, in southeastern Washington State. The Spent Nuclear Fuel Project (SNF Project) is responsible to DOE for operation of these fuel storage pools and for the 2100 metric tons of SNF materials that they contain. The SNF Project mission includes safe removal and transportation of all SNF from these storage basins to a new storage facility in the 200 East Area. To accomplish this mission, the SNF Project modifies the existing KE Basin and KW Basin facilities and constructs two new facilities: the 100 K Area Cold Vacuum Drying Facility (CVDF), which drains and dries the SNF; and the 200 East Area Canister Storage Building (CSB), which stores the SNF. The purpose of this document is to describe the design basis feed compositions for materials stored or processed by SNF Project facilities and activities. This document is not intended to replace the Hanford Spent Fuel Inventory Baseline (WHC 1994b), but only to supplement it by providing more detail on the chemical and radiological inventories in the fuel (this volume) and sludge. A variety of feed definitions is required to support evaluation of specific facility and process considerations during the development of these new facilities. Six separate feed types have been identified for development of new storage or processing facilities. The approach for using each feed during design evaluations is to calculate the proposed facility flowsheet assuming each feed. The process flowsheet would then provide a basis for material compositions and quantities which are used in follow-on calculations.

An impressive group of distinguished speakers addressed various issues that included: the impact and legacy of the Eisenhower Administration’s “Atoms for Peace” concept, the current and future role of nuclear power as an energy source, the challenges of controlling and accounting for existing fissile material, and the horizons of discovery for particle or high-energy physics. The basic goal of the conference was to examine what has been accomplished over the past fifty years as well as to peer into the future to gain insights into what may occur in the fields of nuclear energy, nuclear science, nuclear medicine, and the control of nuclear materials.

Black-Right-Pointing-Pointer Truncation of Pim1 beyond serine 276 results in nuclear localization of the kinase. Black-Right-Pointing-Pointer Nuclear PIM1 increases endothelial proliferation independent of rapamycin. -- Abstract: The PIM serine/threonine kinases and the mTOR/AKT pathway integrate growth factor signaling and promote cell proliferation and survival. They both share phosphorylation targets and have overlapping functions, which can partially substitute for each other. In cancer cells PIM kinases have been reported to produce resistance to mTOR inhibition by rapamycin. Tumor growth depends highly on blood vessel infiltration into the malignant tissue and therefore on endothelial cell proliferation. We therefore investigated how the PIM1 kinase modulates growth inhibitory effects of rapamycin in mouse aortic endothelial cells (MAEC). We found that proliferation of MAEC lacking Pim1 was significantly more sensitive to rapamycin inhibition, compared to wildtype cells. Inhibition of mTOR and AKT in normal MAEC resulted in significantly elevated PIM1 protein levels in the cytosol and in the nucleus. We observed that truncation of the C-terminal part of Pim1 beyond Ser 276 resulted in almost exclusive nuclear localization of the protein. Re-expression of this Pim1 deletion mutant significantly increased the proliferation of Pim1{sup -/-} cells when compared to expression of the wildtype Pim1 cDNA.     This report delineates the results obtained from laboratory testing of IONISIV{reg_sign} IE-95 to determine the efficacy of the zeolite for the removal of radioactive cesium from the KE Basin water prior to transport to the Effluent Treatment Facility, as described in RPP-PLAN-36158, IONSIV{reg_sign} IE-95 Studies for the removal of Radioactive Cesium from KE Basin Spent Nuclear Fuel Pool during Decommissioning Activities. The spent nuclear fuel was removed from KE Basin and the remaining sludge was layered with a grout mixture consisting of 26% Lehigh Type I/II portland cement and 74% Boral Mohave type F fly ash with a water-to-cement ratio of 0.43. The first grout pour was added to the basin floor to a depth of approximately 14 in. covering an area of 12,000 square feet. A grout layer was also added to the sludge containers located in the attached Weasel and Technical View pits.

    Since early 1977, the Bureau of Economic Geology has been evaluating several salt-bearing basins within the State of Texas as part of the national nuclear repository program. The Bureau, a research unit of The University of Texas at Austin and the State of Texas, is carrying out a long-term program to gather and interpret all geologic and hydrologic information necessary for description, delineation, and evaluation of salt-bearing strata in the Palo Duro and Dalhart Basins of the Texas Panhandle. The program in FY 79 has been subdivided into four broad research tasks, which are addressed by a basin analysis group, a surface studies group, a geohydrology group, and a host-rock analysis group. The basin analysis group has delineated the structural and stratigraphic framework of the basins, initiated natural resource assessment, and integrated data from 8000 ft (2400 m) of core material into salt-stratigraphy models. Salt depth and thickness have been delineated for seven salt-bearing stratigraphic units. Concurrently, the surface studies group has collected ground and remotely sensed data to describe surficial processes, including salt solution, slope retreat/erosion mechanisms, geomorphic evolution, and fracture system development. The basin geohydrology group has begun evaluating both shallow and deep fluid circulation within the basins. The newly formed host-rock analysis group has initiated study of cores from two drilling sites for analysis of salt and the various lithologies overlying and interbedded with salt units. This paper, a summary report of progress in FY 79, presents principal conclusions and reviews methods used and types of data and maps generated.

    In 2012, a system was deployed to remove, transport, and interim store chemically reactive and highly radioactive sludge material from the Hanford Site's 105-K West Fuel Storage Basin that will be managed as spent/used nuclear fuel. The Knockout Pot (KOP) sludge in the 105-K West Basin was a legacy issue resulting from the spent nuclear fuel (SNF) washing process applied to 2200 metric tons of highly degraded fuel elements following long-term underwater storage. The washing process removed uranium metal and other non-uranium constituents that could pass through a screen with 0.25-inch openings; larger pieces are, by definition, SNF or fuel scrap. When originally retrieved, KOP sludge contained pieces of degraded uranium fuel ranging from 600 microns (μm) to 6350 μm mixed with inert material such as aluminum hydroxide, aluminum wire, and graphite in the same size range. In 2011, a system was developed, tested, successfully deployed and operated to pre-treat KOP sludge as part of 105-K West Basin cleanup. The pretreatment process successfully removed the vast majority of inert material from the KOP sludge stream and reduced the remaining volume of material by approximately 65 percent, down to approximately 50 liters of material requiring management as used fuel. The removal of inert material resulted in significant waste minimization and project cost savings because of the reduced number of transportation/storage containers and improvement in worker safety. The improvement in worker safety is a result of shorter operating times and reduced number of remote handled shipments to the site fuel storage facility. Additionally in 2011, technology development, final design, and cold testing was completed on the system to be used in processing and packaging the remaining KOP material for removal from the basin in much the same manner spent fuel was removed. This system was deployed and successfully operated from June through September 2012, to remove and package the last

    In June 2007, representatives from federal, state, and academic institutions met to discuss the role of innovative science, technology, and policy in meeting future energy and water demands in the Snake-Columbia River Basin. Conference members assessed the state-of-the-science, technology, and associated research to develop cost-effective and environmentally sound methodologies and technologies to maximize the production of energy and availability of water and to minimize the consumption of both water and energy in the Snake-Columbia River system. Information on all phases of science and technology development, theoretical analysis, laboratory experiments, pilot tests, and field applications were relevant topics for discussion. An overview of current management needs was presented the first day. On the second day, five focus groups were created: ? Energy Generation and Use ? Water Allocation and Use ? Energy/Water Storage ? Environmental Considerations ? Social, Economic, Political, and Regulatory Considerations. Each group started with a list of status items and trends, and discussed the future challenges and research needed to reach four goals: ? Balance energy production and resource consumption ? Balance water availability and competing needs ? Balance water consumption/energy production and competing needs ? Balance environmental impacts and water use/energy production ? Balance costs and benefits of water use. The resulting initiatives were further broken down into three categories of importance: critical, important, and nice to do but could be delayed.     Documents are being submitted to the Salt Repository Project Office (SRPO) of the US Department of Energy (DOE) by Battelle Memorial Institute's Office of Nuclear Waste Isolation (ONWI) to satisfy milestones of the Salt Repository Project of the Civilian Radioactive Waste Management Program. Some of these documents are being reviewed by multidisciplinary groups of peers to ensure DOE of their adequacy and credibility. Adequacy of documents refers to their ability to meet the standards of the US Nuclear Regulatory Commission, as enunciated in 10 CFR 60, and the requirements of the National Environmental Policy Act and the Nuclear Waste Policy Act of 1982. Credibility of documents refers to the validity of the assumptions, methods, and conclusions, as well as to the completeness of coverage. This report summarizes Argonne's review of ONWI's two-volume draft report entitled Identification of Preferred Sites within the Palo Duro Basin: Vol. 1 - Palo Duro Location A, and Vol. 2 - Palo Duro Location B, dated January 1984. Argonne was requested by DOE to review these documents on January 17 and 24, 1984 (see App. A). The review procedure involved obtaining written comments on the reports from three members of Argonne's core peer review staff and three extramural experts in related research areas. The peer review panel met at Argonne on February 6, 1984, and reviewer comments were integrated into this report by the review session chairman, with the assistance of Argonne's core peer review staff. All of the peer review panelists concurred in the way in which their comments were represented in this report (see App. B). A letter report and a draft of this report were sent to SRPO on February 10, 1984, and April 17, 1984, respectively. 5 references.

    The Parana basin is a large intracratonic basin in South America, developed entirely on continental crust and filled with sedimentary and volcanic rocks ranging in age from Silurian to Cretaceous. It occupies the southern portion of Brazil (1,100,000 km/sup 2/ or 425,000 mi/sup 2/) and the eastern half of Paraguay (100,000 km/sup 2/ or 39,000 mi/sup 2/); its extension into Argentina and Uruguay is known as the Chaco-Parana basin. Five major depositional sequences (Silurian, Devonian, Permo-Carboniferous, Triassic, Juro-Cretaceous) constitute the stratigraphic framework of the basin. The first four are predominantly siliciclastic in nature, and the fifth contains the most voluminous basaltic lava flows of the planet. Maximum thicknesses are in the order of 6000 m (19,646 ft). The sequences are separated by basin wide unconformities related in the Paleozoic to Andean orogenic events and in the Mesozoic to the continental breakup and sea floor spreading between South America and Africa. The structural framework of the Parana basin consists of a remarkable pattern of criss-crossing linear features (faults, fault zones, arches) clustered into three major groups (N45/sup 0/-65/sup 0/W, N50/sup 0/-70/sup 0/E, E-W). The northwest- and northeast-trending faults are long-lived tectonic elements inherited from the Precambrian basement whose recurrent activity throughout the Phanerozoic strongly influenced sedimentation, facies distribution, and development of structures in the basin. Thermomechanical analyses indicate three main phases of subsidence (Silurian-Devonian, late Carboniferous-Permian, Late Jurassic-Early Cretaceous) and low geothermal gradients until the beginning of the Late Jurassic Permian oil-prone source rocks attained maturation due to extra heat originated from Juro-Cretaceous igneous intrusions. The third phase of subsidence also coincided with strong tectonic reactivation and creation of a third structural trend (east-west).

    Highlights of the meeting are briefly summarized in this paper. Most of the papers presented at the meeting dealt with remediation and pollution prevention practices. A major focus of the technical sessions was on the identification of pollution sources. Identification of exposures to specific chemicals with disease outcomes was also discussed. Other papers focused on ecological exposures and their effects on wildlife to identify the presence of contaminants. 4 refs.

    The Deep-Basin Brine aquifer of the Palo Duro Basin (Texas Panhandle) underlies thick Permian bedded evaporites that are being evaluated as a potential high-level nuclear waste isolation repository. Potentiometric surface maps of 5 units of the Deep-Basin Brine aquifer were drawn using drill-stem test (DST) pressure data, which were analyzed by a geostatistical technique (kriging) to smooth the large variation in the data. The potentiometric surface maps indicate that the Deep-Basin Brine aquifer could be conceptually modeled as 5 aquifer units; a Lower Permian (Wolfcamp) aquifer, upper and lower Pennsylvanian aquifers, a pre-Pennsylvanian aquifer, and a Pennsylvanian to Wolfcampian granite-wash aquifer. The hydraulic head maps indicate that ground-water flow in each of the units is west to east with a minor northerly component near the Amarillo Uplift, the northern structural boundary of the basin. The Wolfcamp potentiometric surface indicates the strongest component of northerly flow. Inferred flow direction in Pennsylvanian aquifers is easterly, and in the pre-Pennsylvanian aquifer near its pinch-out in the basin center, flow is inferred to be to the north. In the granite-wash aquifer the inferred flow direction is east across the northern edge of the basin and southeast along the Amarillo Uplift.

I review the current progress and challenges of the endeavor to use lattice QCD to bridge this connection. This is a particularly exciting time for this line of research as demonstrated by the spike in the number of different collaborative efforts focussed on this problem and presented at this conference. I first digress and discuss the 2013 Ken Wilson Award.

    Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

    The principal meeting attended during this trip was the Japan International Tribology Conference Nagoya 1990. The conference encompassed a wide range of topics, including the tribology of ceramics, the tribology in high-performance automobiles, and many aspects of lubrication technology. Associated forums were also held on the tribology of advanced ceramics, on solid lubrication, and on automotive lubricants. Presentations made during the latter forum discussed anticipated trends in engine development and anticipated improvements in lubricants required for the next generation of engines. In addition to meetings, site visits were made to five industrial organizations to discuss ceramic tribology. Nippon Steel Corporation and Toshiba Corporation are both very active in the ceramic area, Nippon Steel from their interest in research on new materials and Toshiba from both an interest in new materials and in support of their work in electronic devices. Two engine manufacturers were also visited, Toyota Motor Corporation, and Nissan Motor Co., Ltd. These companies were somewhat reserved in their discussion of progress in the utilization of ceramics in automobile engines.

    This special issue comprises the papers accepted for presentation at the 19th Annual International Conference on Intelligent Systems for Molecular Biology, joint with the 10th European Conference on Computational Biology, an official conference of the International Society for Computational Biology (ISCB; http://www.iscb.org). ISMB/ECCB 2011 (http://www.iscb.org/ismb2011/) will take place in Vienna, Austria, from July 17 through July 19, 2011; preceded during July 14–16 by eight 1- or 2- day Special Interest Group (SIG) meetings, three satellite meetings and nine half-day tutorials; and followed by two additional satellite meetings. The 48 papers in this volume were selected from 258 submitted papers. Submitted papers were assigned to 13 areas. Area Chairs led each topic area by selecting their area's program committee and overseeing the reviewing process. Many Area Chairs were new compared to 2010, and two completely new areas were added in 2011, ‘Data Visualization’ and ‘Mass Spectrometry and Proteomics’. Six papers for which Area Chairs were in conflict were reviewed under a ‘Conflicts Management’ section headed by the Proceedings Chairs; one such paper was accepted in ‘Bioimaging’. Areas, co-chairs and acceptance information are listed in Table 1. Compared to prior years, five mature topic areas had steady submissions, ‘Evolution and Comparative Genomics’, ‘Gene Regulation and Transcriptomics’, ‘Protein Structure and Function’, ‘Sequence Analysis’, ‘Text Mining’. Two areas newer to ISMB were underrepresented this year, ‘Bioimaging’ and ‘Disease Models and Epidemiology’. One area doubled, ‘Applied Bioinformatics’, renamed from last year's ‘Other Bioinformatics Applications’; and one tripled, ‘Protein Interactions and Molecular Networks’.     The purpose of this accident safety analysis is to document in detail, analyses whose results were reported in summary form in the K Basins Safety Analysis Report WHC-SD-SNF-SAR-001. The safety analysis addressed the potential for release of radioactive and non-radioactive hazardous material located in the K Basins and their supporting facilities. The safety analysis covers the hazards associated with normal K Basin fuel storage and handling operations, fuel encapsulation, sludge encapsulation, and canister clean-up and disposal. After a review of the Criticality Safety Evaluation of the K Basin activities, the following postulated events were evaluated: Crane failure and casks dropped into loadout pit; Design basis earthquake; Hypothetical loss of basin water accident analysis; Combustion of uranium fuel following dryout; Crane failure and cask dropped onto floor of transfer area; Spent ion exchange shipment for burial; Hydrogen deflagration in ion exchange modules and filters; Release of Chlorine; Power availability and reliability; and Ashfall.

    The objective of this project is to investigate the reserves potential of tight gas reservoirs in three Rocky Mountain basins: the Greater Green River (GGRB), Uinta and Piceance basins. The basins contain vast gas resources that have been estimated in the thousands of Tcf hosted in low permeability clastic reservoirs. This study documents the productive characteristics of these tight reservoirs, requantifies gas in place resources, and characterizes the reserves potential of each basin. The purpose of this work is to promote understanding of the resource and to encourage its exploitation by private industry. At this point in time, the GGRB work has been completed and a final report published. Work is well underway in the Uinta and Piceance basins which are being handled concurrently, with reports on these basins being scheduled for the middle of this year. Since the GGRB portion of the project has been completed, this presentation win focus upon that basin. A key conclusion of this study was the subdivision of the resource, based upon economic and technological considerations, into groupings that have distinct properties with regard to potential for future producibility, economics and risk profile.

    The 2010 Gordon Conference on Radiation Chemistry will present cutting edge research regarding the study of radiation-induced chemical transformations. Radiation Chemistry or 'high energy' chemistry is primarily initiated by ionizing radiation: i.e. photons or particles with energy sufficient to create conduction band electrons and 'holes', excitons, ionic and neutral free radicals, highly excited states, and solvated electrons. These transients often interact or 'react' to form products vastly different than those produced under thermal equilibrium conditions. The non-equilibrium, non-thermal conditions driving radiation chemistry exist in plasmas, star-forming regions, the outer solar system, nuclear reactors, nuclear waste repositories, radiation-based medical/clinical treatment centers and in radiation/materials processing facilities. The 2010 conference has a strong interdisciplinary flavor with focus areas spanning (1) the fundamental physics and chemistry involved in ultrafast (atto/femtosecond) energy deposition events, (2) radiation-induced processes in biology (particularly spatially resolved studies), (3) radiation-induced modification of materials at the nanoscale and cosmic ray/x-ray mediated processes in planetary science/astrochemistry. While the conference concentrates on fundamental science, topical applied areas covered will also include nuclear power, materials/polymer processing, and clinical/radiation treatment in medicine. The Conference will bring together investigators at the forefront of their field, and will provide opportunities for junior scientists and graduate students to present work in poster format or as contributors to the Young Investigator session. The program and format provides excellent avenues to promote cross-disciplinary collaborations.

Highlights of the study show 11% of the gas comes from reservoirs with temperatures over 300 degrees F. and 11% comes from depths between 19,000 and 20,000 feet. Twenty percent of the gas comes from reservoirs with pressures between 1000 and 2000 psi, 22% comes from reservoirs with 20-24% water saturation and 24% comes from reservoirs between 125 and 150 feet thick. Fifty-three reservoirs in the Ellenburger formation have produced 30% of the gas, 33% comes from 88 reservoirs in the Delaware basin and 33% comes from reservoirs with porosities of less than five percent. Forty percent is solution gas and 46% comes from combination traps. Over 50% of the production comes from reservoirs with five millidarcys or less permeability, and 60% of the gas comes from reservoirs in which dolomite is the dominant lithology. Over 50% of the gas production comes from fields discovered before 1957 although 50% of the producing fields were not discovered until 1958.

    The 2012 Gordon Research Conference on Mitochondria and Chloroplasts will assemble an international group of scientists investigating fundamental properties of these organelles, and their integration into broader physiological processes. The conference will emphasize the many commonalities between mitochondria and chloroplasts: their evolution from bacterial endosymbionts, their genomes and gene expression systems, their energy transducing membranes whose proteins derive from both nuclear and organellar genes, the challenge of maintaining organelle integrity in the presence of the reactive oxygen species that are generated during energy transduction, their incorporation into organismal signaling pathways, and more. The conference will bring together investigators working in animal, plant, fungal and protozoan systems who specialize in cell biology, genetics, biochemistry, physiology, proteomics, genomics, and structural biology. As such, this conference will provide a unique forum that engenders cross-disciplinary discussions concerning the biogenesis, dynamics, and regulation of these key cellular structures. By fostering interactions among mammalian, fungal and plant organellar biologists, this conference also provides a conduit for the transmission of mechanistic insights obtained in model organisms to applications in medicine and agriculture. The 2012 conference will highlight areas that are moving rapidly and emerging themes. These include new insights into the ultrastructure and organization of the energy transducing membranes, the coupling of organellar gene expression with the assembly of photosynthetic and respiratory complexes, the regulatory networks that couple organelle biogenesis with developmental and physiological signals, the signaling events through which organellar physiology influences nuclear gene expression, and the roles of organelles in disease and development.

    Gas and Liquid samples have been collected from a selection of the approximately 3,820 spent fuel storage canisters in the K West Basin. The samples were taken to characterize the contents of the gas and water in the canisters providing source term information for two subprojects of the Spent Nuclear Fuel Project (SNFP) (Fulton 1994): the K Basins Integrated Water Treatment System Subproject (Ball 1996) and the K Basins Fuel Retrieval System Subproject (Waymire 1996). The barrels of ten canisters were sampled for gas and liquid in 1995, and 50 canisters were sampled in a second campaign in 1996. The analysis results from the first campaign have been reported (Trimble 1995a, 1995b, 1996a, 1996b). The analysis results from the second campaign liquid samples have been documented (Trimble and Welsh 1997; Trimble 1997). This report documents the results for the gas samples from the second campaign and evaluates all gas data in terms of expected releases when opening the canisters for SNFP activities. The fuel storage canisters consist of two closed and sealed barrels, each with a gas trap. The barrels are attached at a trunion to make a canister, but are otherwise independent (Figure 1). Each barrel contains up to seven N Reactor fuel element assemblies. A gas space of nitrogen was established in the top 2.2 to 2.5 inches (5.6 to 6.4 cm) of each barrel. Many of the fuel elements were damaged allowing the metallic uranium fuel to be corroded by the canister water. The corrosion releases fission products and generates hydrogen gas. The released gas mixes with the gas-space gas and excess gas passes through the gas trap into the basin water. The canister design does not allow canister water to be exchanged with basin water.

    This revised Removal Action Work Plan describes the actions to be taken under the non-time-critical removal action recommended in the Action Memorandum for the Non-Time Critical Removal Action at the CPP-603A Basins, Idaho Nuclear Technology and Engineering Center, as evaluated in the Engineering Evaluation/Cost Analysis for the CPP-603A Basin Non-Time Critical Removal Action, Idaho Nuclear Technology and Engineering Center. The regulatory framework outlined in this Removal Action Work Plan has been modified from the description provided in the Engineering Evaluation/Cost Analysis (DOE/NE-ID-11140, Rev. 1, August 2004). The modification affects regulation of sludge removal, treatment, and disposal, but the end state and technical approaches have not changed. Revision of this document had been delayed until the basin sludge was successfully managed. This revision (Rev. 1) has been prepared to provide information that was not previously identified in Rev. 0 to describe the removal, treatment, and disposal of the basin water at the Idaho National Laboratory (INL) CERCLA Disposal Facility evaporation ponds and fill the basins with grout/controlled low strength material (CLSM) was developed. The Engineering Evaluation/Cost Analysis for the CPP-603A Basin Non-Time Critical Removal Action, Idaho Nuclear Technology and Engineering Center - conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act - evaluated risks associated with deactivation of the basins and alternatives for addressing those risks. The decision to remove and dispose of the basin water debris not containing uranium grouted in place after the sludge has been removed and managed under the Hazardous Waste Management Act/Resource Conservation and Recovery Act has been documented in the Act Memorandum for the Non-Time Critical Removal Action at the CPP-603A Basins, Idaho Nuclear Technology and Engineering Center.

    Perupetro`s recent announcement that 13 offshore exploration blocks of nearly 1 million acres each will be offered for bids in the fourth quarter of 1998 has reawakened interest in this extensive, largely unexplored area. The new government policy, combined with the results of modern, deep-probing seismic surveys, has already led to a stepped-up search for oil and gas that will probably escalate. Most of Peru`s ten coastal basins are entirely offshore, but at both ends of the 1,500-mile coastline the sedimentary basins stretch from onshore across the continental shelf and down the continental slope. Two of these basin areas, both in the north, have commercial production. The third, straddling the country`s southern border, has never been drilled either on land or offshore. The Peruvian sectors of these three basins total roughly 50,000 sq miles in area, 75% offshore. All have major oil and gas potential. They are described individually in this article, an update in the ongoing studies last reported at the 1998 Offshore Technology Conference and in the first article of this series.

    The 2010 Gordon Conference on Solid State Studies in Ceramics will present forefront research on ceramic materials in energy conversion, storage, and environmental sustainability. Oxide materials in advanced Li-ion batteries will be featured, including first principles computational methods, new experimental methods, novel synthesis, and the design of batteries that exploit nanoscale cathode materials. Several speakers address advances in oxides for solar applications, including photo-catalysts for solar hydrogen production and dye sensitized solar cells, along with thin film photovoltaics. Fast ionic conducting ceramics in electrochemical energy conversion and storage will be addressed for fuel cells and electrochemical storage. New concepts for electrochemical capacitor materials will be addressed, as will thermoelectric, geopolymers, and ceramics in nuclear energy. The Conference will bring together investigators at the forefront of their field as well as junior scientists in a collegial atmosphere, with programmed discussion sessions and informal gatherings in the afternoons and evenings. Poster presentations provide opportunities for junior scientists and graduate students to present their work and exchange ideas with leaders in the field. This Conference provides an avenue for scientists from different disciplines to explore new ideas and promotes cross-disciplinary collaborations in the various research areas represented.

    From 1950 through 1980, scientists, engineers and national leaders confidently predicted an early twenty-first century where fast breeder reactors and commercial nuclear fuel reprocessing were commonplace. Such a scenario seemed necessary for a world with the more than 1000 GWe of nuclear energy needed to meet such an ever-increasing thirst for energy. Thirty years later uranium reserves are increasing on pace with consumption, the growth of nuclear power has been slowed, commercial breeder reactors have yet to enter the marketplace, and less than a handful of commercial reprocessing plants operate. As Nobel Laureate Niels Bohr famously said, Prediction is very difficult, especially if its about the future. The programme for IChemEs 2012 conference on the nuclear fuel cycle features a graphic of an idealized nuclear fuel cycle that symbolizes the quest for a closed nuclear fuel cycle featuring careful husbanding of precious resources while minimizing the waste footprint. Progress toward achieving this ideal has been disrupted by technology innovations in the mining and petrochemical industries, as well as within the nuclear industry.

    This conference was sponsored by the Energy Resources Center, University of Illinois at Chicago; the US Department of Energy; the Illinois Energy Resources Commission; and the Illinois Department of Energy and Natural Resources. The theme for the conference, Coal and Nuclear Power: Illinois' Energy Future, was based on two major observations: (1) Illinois has the largest reserves of bituminous coal of any state and is surpassed in total reserves only by North Dakota, and Montana; and (2) Illinois has made a heavy commitment to the use of nuclear power as a source of electrical power generation. Currently, nuclear power represents 30% of the electrical energy produced in the State. The primary objective of the 1982 conference was to review these two energy sources in view of the current energy policy of the Reagan Administration, and to examine the impact these policies have on the Midwest energy scene. The conference dealt with issues unique to Illinois as well as those facing the entire nation. A separate abstract was prepared for each of the 30 individual presentations.
