    The disclosure relates to zinc oxide-based sorbents, and processes for preparing and using them. The sorbents are preferably used to remove one or more reduced sulfur species from gas streams. The sorbents comprise an active zinc component, optionally in combination with one or more promoter components and/or one or more substantially inert components. The active zinc component is a two phase material, consisting essentially of a zinc oxide (ZnO) phase and a zinc aluminate (ZnAl.sub.2O.sub.4) phase. Each of the two phases is characterized by a relatively small crystallite size of typically less than about 500 Angstroms. Preferably the sorbents are prepared by converting a precursor mixture, comprising a precipitated zinc oxide precursor and a precipitated aluminum oxide precursor, to the two-phase, active zinc oxide containing component.

    Methods of exchanging ligands to form colloidal nanocrystals (NCs) with chalcogenocyanate (xCN)-based ligands and apparatuses using the same are disclosed. The ligands may be exchanged by assembling NCs into a thin film and immersing the thin film in a solution containing xCN-based ligands. The ligands may also be exchanged by mixing a xCN-based solution with a dispersion of NCs, flocculating the mixture, centrifuging the mixture, discarding the supernatant, adding a solvent to the pellet, and dispersing the solvent and pellet to form dispersed NCs with exchanged xCN-ligands. The NCs with xCN-based ligands may be used to form thin film devices and/or other electronic, optoelectronic, and photonic devices. Devices comprising nanocrystal-based thin films and methods for forming such devices are also disclosed. These devices may be constructed by depositing NCs on to a substrate to form an NC thin film and then doping the thin film by evaporation and thermal diffusion.

WebOSB is able to disseminate real-time status information?support the timely sharing of information?with constant, dynamic updates via personal computers and the Internet between emergency operations centers (EOCs), incident command centers, and to users outside the EOC who need to know the information (hospitals, shelters, schools). The WebOSB application far exceeds outdated information-sharing methods used by emergency workers: whiteboards, Word and Excel documents, or even locality-specific Web sites. WebOSB?s capabilities include the following elements: - Secure access. Multiple users can access information on WebOSB from any personal computer with Internet access and a secure ID. Privileges are use to control access and distribution of status information and to identify users who are authorized to add or edit information. - Simultaneous update. WebOSB provides options for users to add, display, and update dynamic information simultaneously at all locations involved in the emergency management effort, A single status board can be updated from multiple locations enabling shelters and hospitals to post bed availability or list decontamination capability. - On-the-fly modification.     We have integrated mass-produced commercial complementary metal-oxide-semiconductor (CMOS) image sensors and off-the-shelf single-board computers into an x-ray camera platform optimized for acquisition of x-ray spectra and radiographs at energies of 2–6 keV. The CMOS sensor and single-board computer are complemented by custom mounting and interface hardware that can be easily acquired from rapid prototyping services. For single-pixel detection events, i.e., events where the deposited energy from one photon is substantially localized in a single pixel, we establish ∼20% quantum efficiency at 2.6 keV with ∼190 eV resolution and a 100 kHz maximum detection rate. The detector platform’s useful intrinsic energy resolution, 5-μm pixel size, ease of use, and obvious potential for parallelization make it a promising candidate for many applications at synchrotron facilities, in laser-heating plasma physics studies, and in laboratory-based x-ray spectrometry.

    Films comprising Au and Ag nanoparticles are transformed into porous metal electrodes by desorption of weak organic ligands followed by wet chemical etching of silver. Thus prepared electrodes provide the basis for supercapacitors whose specific capacitances approach 70 F/g. Cyclic voltammetry measurement yield rectangular I-V curves even at high scan rates, indicating that the supercapacitors have low internal resistance. Owing to this property, the supercapacitors have a high power density ~12 kW/kg, comparable with that of the state-of-the-art carbon-based devices. The entire assembly protocol does not require high-temperature processing or the use of organic binders.

    We report the results of an experimental comparison of different airplane boarding methods. This test was conducted in a mock 757 fuselage, located on a Southern California soundstage, with 12 rows of six seats and a single aisle. Five methods were tested using 72 passengers of various ages. We found a significant reduction in the boarding times of optimized methods over traditional methods. These improved methods, if properly implemented, could result in a significant savings to airline companies. The process of boarding an airplane is of interest to a variety of groups. The public is interested both as a curiosity, as it is something that they may regularly experience, and as a consumer, as their experiences good or bad can affect their loyalties. Airline companies and their employees also have a stake in an efficient boarding procedure as time saved in the boarding process may result is monetary savings, in the quality of interactions with passengers, and in the application of human resources to the general process of preparing an airplane for departure. A recent study (Nyquist and McFadden, 2008) indicates that the average cost to an airline company for each minute of time spent at the terminal is roughly $30. Thus, each minute saved in the turn-around time of a flight has the potential to generate over $16,000,000 in annual savings (assuming an average of 1500 flights per day). While the boarding process may not be the primary source of delay in returning an airplane to the skies, reducing the boarding time may effectively eliminate passenger boarding as a contributor in any meaningful measure. Consequently, subsequent efforts to streamline the other necessary tasks, such as refueling and maintenance, would be rewarded with a material reduction in time at the gate for each flight.

    The parametric grid capability of the Knowledge Base provides an efficient, robust way to store and access interpolatable information which is needed to monitor the Comprehensive Nuclear Test Ban Treaty. To meet both the accuracy and performance requirements of operational monitoring systems, we use a new approach which combines the error estimation of kriging with the speed and robustness of Natural Neighbor Interpolation (NNI). The method involves three basic steps: data preparation (DP), data storage (DS), and data access (DA). The goal of data preparation is to process a set of raw data points to produce a sufficient basis for accurate NNI of value and error estimates in the Data Access step. This basis includes a set of nodes and their connectedness, collectively known as a tessellation, and the corresponding values and errors that map to each node, which we call surfaces. In many cases, the raw data point distribution is not sufficiently dense to guarantee accurate error estimates from the NNI, so the original data set must be densified using a newly developed interpolation technique known as Modified Bayesian Kriging. Once appropriate kriging parameters have been determined by variogram analysis, the optimum basis for NNI is determined in a process they call mesh refinement, which involves iterative kriging, new node insertion, and Delauny triangle smoothing. The process terminates when an NNI basis has been calculated which will fir the kriged values within a specified tolerance. In the data storage step, the tessellations and surfaces are stored in the Knowledge Base, currently in a binary flatfile format but perhaps in the future in a spatially-indexed database. Finally, in the data access step, a client application makes a request for an interpolated value, which triggers a data fetch from the Knowledge Base through the libKBI interface, a walking triangle search for the containing triangle, and finally the NNI interpolation.

    Highlights: • Three new phosphors of rare earth complexes based on polyoxotungstates were synthesized. • [Eu(PW{sub 11}O{sub 39}){sub 2}]{sup 11−} (1) emits red light which used as potential red light materials. • [Sm(PW{sub 11}O{sub 39}){sub 2}] {sup 11−} (2) emits strong orange-red light at 598.7 nm. • [Dy(PW{sub 11}O{sub 39}){sub 2}] {sup 11−} (3) emits white light which used as potential white light materials. - Abstract: Three new phosphors of rare earth complexes based on polyoxotungstates, K{sub 3}Cs{sub 8}[Eu(PW{sub 11}O{sub 39}){sub 2}]·11H{sub 2}O (1), K{sub 3}Cs{sub 8}[Sm(PW{sub 11}O{sub 39}){sub 2}]·10H{sub 2}O (2), and K{sub 5}Cs{sub 6}[Dy(PW{sub 11}O{sub 39}){sub 2}]·15H{sub 2}O (3) have been prepared and characterized. The crystallographic analyses reveal that these compounds consist of two monovacant keggin anions [PW{sub 11}O{sub 39}]{sup 7−} connected by a rare earth ion in a sandwich structure. The investigations of photoluminescence properties show that phosphor 1 emits strong red light at 614 and 702 nm, 2 emits strong orange-red light at 598.7 nm, and 3 exists two strong emissions at 479 nm (blue) and 574 nm (orange). The luminescence properties suggest that the 1 can be applied as the potential red-emitting crystal phosphor, and the 3 may be regarded as a potential white light material for LEDs.

    Purpose: To quantify the difference in isocenter shifts when co-registering MR and MR-based pseudo CTs (pCT) with on-board megavoltage conebeam CT (CBCT) images. Methods: Fast Spoiled Gradient Echo MRs were used to generate pCTs (research version of Advantage Sim MD, GE Healthcare) for ten patients who had prior brain radiotherapy. The planning CT (rCT) for each was co-registered with the MR, and the plan isocenter and two other reference points were transferred to the MR and pCT. CBCT images (with the machine isocenter) from a single treatment day were coregistered with the 3 test images (MR, pCT and rCT), by two observers and by an automated registration algorithm. The reference points were used to calculate patient shifts and rotations from the registrations. The shifts calculated from the test image registrations were compared to each other and to the shifts performed by the therapists who treated the patients on that day. Results: The average difference in absolute value between the isocenter shifts from the MR-, pCT- and rCT-CBCT registrations, and the therapist shifts, were 2.02, 3.01 and 0.89 mm (craniocaudal), 1.14, 1.34 and 0.46 mm (lateral), and 1.37, 3.43 and 1.43 mm (vertical), respectively. The MR- and pCT-CBCT registrations differed by 1.99, and 2.53 mm (craniocaudal), 1.36, and 1.37 mm (lateral), and 0.74 and 2.34 mm (vertical), respectively, from the average rCT-CBCT shifts. On average, differences of 2.39 (craniocaudal), 1.28 (lateral) and 2.84 mm (vertical) were seen between the MR and pCT shifts. Rotations relative to the CBCT coordinate system were on average <2 for the MR and rCT, and <6 for the pCT. Conclusion: In this study, FSPGR MR-CBCT registrations were more precise compared to the pCT-CBCT registrations. For improved accuracy, MR sequences that are optimal for bony anatomy visualization are necessary. GE healthcare has provided a research version of Advantage Sim MD to UCSF. No financial support was provided.

    Highly simplified lateral flow chromatographic nucleic acid sample preparation methods, devices, and integrated systems are provided for the efficient concentration of trace samples and the removal of nucleic acid amplification inhibitors. Methods for capturing and reducing inhibitors of nucleic acid amplification reactions, such as humic acid, using polyvinylpyrrolidone treated elements of the lateral flow device are also provided. Further provided are passive fluid control methods and systems for use in lateral flow assays.

    This project presents a novel approach to prepare the {sup 99m}Tc-bridged multivalent RGD (arginine-glycine-aspartate) peptides. This project will focus on fundamentals of {sup 99m}Tc radiochemistry. The main objective of this project is to demonstrate the proof-of-principle for the proposed radiotracers. Once a kit formulation is developed for preparation of the {sup 99m}Tc-bridged multivalent RGD peptides, various tumor-bearing animal models will be used to evaluate their potential for SPECT (single photon-emission computed tomography) imaging of cancer. We have demonstrated that (1) multimerization of cyclic RGD peptides enhances the integrin {alpha}{sub v}{beta}{sub 3} bonding affinity and radiotracer tumor uptake; (2) addition of G{sub 3} or PEG{sub 4} linkers makes it possible for two RGD motifs in 3P-RGD{sub 2} and 3G-RGD{sub 2} to achieve simultaneous integrin {alpha}{sub v}{beta}{sub 3} binding; and (3) multimers are actually bivalent (not multivalent), the presence of extra RGD motifs can enhance the tumor retention time of the radiotracer.

    The objective of this short-term LDRD project was to acquire the tools needed to use our chemical imaging precision mass analyzer (ChIPMA) instrument to analyze tissue samples. This effort was an outgrowth of discussions with oncologists on the need to find the cellular origin of signals in mass spectra of serum samples, which provide biomarkers for ovarian cancer. The ultimate goal would be to collect chemical images of biopsy samples allowing the chemical images of diseased and nondiseased sections of a sample to be compared. The equipment needed to prepare tissue samples have been acquired and built. This equipment includes an cyro-ultramicrotome for preparing thin sections of samples and a coating unit. The coating unit uses an electrospray system to deposit small droplets of a UV-photo absorbing compound on the surface of the tissue samples. Both units are operational. The tissue sample must be coated with the organic compound to enable matrix assisted laser desorption/ionization (MALDI) and matrix enhanced secondary ion mass spectrometry (ME-SIMS) measurements with the ChIPMA instrument Initial plans to test the sample preparation using human tissue samples required development of administrative procedures beyond the scope of this LDRD. Hence, it was decided to make two types of measurements: (1) Testing the spatial resolution of ME-SIMS by preparing a substrate coated with a mixture of an organic matrix and a bio standard and etching a defined pattern in the coating using a liquid metal ion beam, and (2) preparing and imaging C. elegans worms. Difficulties arose in sectioning the C. elegans for analysis and funds and time to overcome these difficulties were not available in this project. The facilities are now available for preparing biological samples for analysis with the ChIPMA instrument. Some further investment of time and resources in sample preparation should make this a useful tool for chemical imaging applications.

    This study focuses on the development of Bisphenol-F-benzoxazine resins blended with different ratios of a trifunctional epoxy resin suitable as matrix for substrates for high temperature printed circuit board (HT-PCB) applications. With the benzoxazine blends glass transition temperatures of more than 190 °C could be achieved in combination with a coefficient of thermal expansion in thickness direction (z-CTE) of less than 60 ppm/K without adding any fillers. This shows the high potential of the benzoxazine-epoxy blend systems as substrate materials for HT-PCBs. To understand the thermal behavior of the different formulations, the apparent crosslink density was calculated based on data from Dynamic Mechanical Analysis. Laminates in laboratory scale were prepared and characterized to demonstrate the transformation of the neat resin properties into real electronic substrate properties. The produced laminates exhibit a z-CTE below 40 ppm/K.

    Federal missions on the Oak Ridge Reservation began with the Manhattan Project, and continues today with major facilities supporting the Nation's Science and National Security missions. While most of the land area on the Oak Ridge Reservation is free of environmental impacts from these activities, significant legacy contamination is associated with specific facilities and past waste management areas. In 1989, the Oak Ridge Reservation (ORR) was placed on National Priorities List, and DOE established its Office of Environmental Management that same year. Three years later, in 1992, the Federal Facility Agreement for the reservation was signed. Three years afterward, the Oak Ridge Site Specific Advisory Board was established to augment ongoing public involvement activities related to Oak Ridge Reservation cleanup activities. One of the early and most impactful decisions the board made was to organize the End Use Working Group. This broad-based group of board members, DOE representatives, and members of the public was formed in 1997 to study future uses for contaminated areas of the reservation. The group was instrumental in building consensus in the Oak Ridge community regarding the long-term end state of reservation lands. The group's recommendations were a fundamental input into Record's of Decision subsequently developed to establish cleanup requirements across the ORR, and they continue to influence decisions being made today. In developing its recommendations on end states, the End Use Working Group came to the realization that long-term stewardship of contaminated areas of the reservation would be necessary, in some cases in perpetuity. It was from this concept that the Oak Ridge SSAB's 15-year involvement in stewardship would begin. A stewardship committee formed by the End Use Working Group wrote Volume 1 of the Stakeholder Report on Stewardship. This document-and its companion Volume 2, which was written a year later-form a crucial foundation for stewardship

    In recent years, extensive studies have been conducted on the study of the poly(lactic acid) (PLA) properties, because of its being a typical biobased and biodegradable polymer, with good mechanical properties. However, its toughness and gas barrier properties are not satisfactory and can be improved by the addition of nanofillers, such as calcium carbonate (n-CaCO{sub 3}). The present work PLA composites with nano-sized precipitated calcium carbonate (n-NPCC) were prepared by melt extrusion. Thermal, mechanical and flow properties of the composites were evaluated by using a factorial design.The results showed that the addition of the nanofiller in the PLA matrix didn’t improve thethermal and mechanical properties of the matrix significantly. This behavior is probably due to the presence of the stearic acid that is coating on the n-NPCC particles, resulting in a weak polymer-particle interaction. Beyond this, it was also observed a decrease in MFI of the composites when nanofiller was added and at a higher screw speed.

    A method of preparation of a linear close-packed array of point-like light sources based on a nanocomposite of gold nanoparticles and tetracene is proposed. Ordered system of microleads to the light sources with packing density up to 1000 mm{sup −1} consists of linear conducting chains of cobalt nanoparticles self-assembled in a magnetic field. The electroluminescence from the gold-tetracene nanocomposite occurs in the visible range typical of organic light-emitting field-effect transistors based on tetracene. A theoretical substantiation of the possibility of excitation of tetracene molecules by hot electrons emitted from the gold nanoparticles is suggested and compared with other possible physical mechanisms.

    In the early 1990s, the US Department of Energy (DOE) undertook a major new effort to involve community stakeholders in decisions that would affect them and their communities and interests. An important component of this effort was the establishment of local Site-Specific Advisory Boards (SSABs) at 12 DOE environmental remediation sites. These boards were a formal representation of a change in the way DOE conducts its missions, adding consideration of community concerns and values to the Department's decision-making processes. DOE's purpose in creating the SSAB Initiative was to obtain broadly based, independent, consensus advice and recommendations on issues that have the potential to affect communities surrounding DOE sites, so that it could formulate policies that could be implemented with community consent. Because the boards represented a significant commitment by DOE to change its relationships with community stakeholders, the Department has conducted several assessments of the boards. In 1996 and 1997 a survey was administered to board members and others involved in the work of the boards (DOE/EM 0311, 1996; DOE/EM, 1997). As part of the first survey, DOE and the boards established a set of performance criteria. The surveys provided data that revealed wide variations in board performance and significant change over time. To gain a better understanding of the factors affecting board performance, DOE initiated a more in-depth, qualitative study of nine of the boards across the complex. This study focused on identifying and analyzing the factors affecting board performance and presenting that information in a format that helped the boards and DOE gain insight into their strengths and weaknesses and learn from one another. This report presents the results of this in-depth study. It begins with an overview report that identifies and discusses the six factors that were found to affect board performance. The overview report provides the framework and rationale for

    In 1982, the National Research Council chose to recognize the importance of water resource issues by establishing the Water Science and Technology Board (WSTB). During the five years since its first meeting in November 1982, the WSTB has grown and matured. The WSTB has met 14 times to provide guidance and plan activities. Under the WSTB's direction, committees of experts have conducted approximately 30 studies on a broad array of topics, from dam safety to irrigation-induced water quality problems to ground water protection strategies. Studies have ranged in scope from the oversight of specific agency projects and programs to broader scientific reviews, such as a disciplinary assessment of the hydrologic sciences initiated in 1987. In all cases, studies have the general theme of ultimately improving the scientific and technological bases of programs of water management and environmental quality. This fifth annual report of the WSTB summarizes the Board's accomplishments during 1987, its current activities, and its plans for the future. The report also includes information on Board and committee memberships, program organizations, and the reports produced. The report should provide the reader with a basic understanding of the WSTB's interests, achievements, and capabilities. The WSTB welcomes inquiries and suggestions concerning its activities and will provide more detailed information on any aspects of its work to those interested.

    Low dielectric constant (low-k) silica based films were deposited on p-type silicon and polycarbonate substrates by radio frequency (RF) plasma enhanced chemical vapor deposition method at low temperature. A mixture of tetraethoxysilane vapor, oxygen, and tetrafluoromethane (CF{sub 4}) was used for the deposition of the films in forms of two structures called as SiO{sub x}C{sub y} and SiO{sub x}C{sub y}F{sub z}. Properties of the films were controlled by amount of porosity and fluorine content in the film matrix. The influence of RF power and CF{sub 4} flow on the elemental composition, deposition rate, surface roughness, leakage current, refractive index, and dielectric constant of the films were characterized. Moreover, optical emission spectroscopy was applied to monitor the plasma process at the different parameters. Electrical characteristics of SiO{sub x}C{sub y} and SiO{sub x}C{sub y}F{sub z} films with metal-oxide-semiconductor structure were investigated using current-voltage analysis to measure the leakage current and breakdown field, as well as capacitance-voltage analysis to obtain the film's dielectric constant. The results revealed that SiO{sub x}C{sub y} films, which are deposited at lower RF power produce more leakage current, meanwhile the dielectric constant and refractive index of these films decreased mainly due to the more porosity in the film structure. By adding CF{sub 4} in the deposition process, fluorine, the most electronegative and the least polarized atom, doped into the silica film and led to decrease in the refractive index and the dielectric constant. In addition, no breakdown field was observed in the electrical characteristics of SiO{sub x}C{sub y}F{sub z} films and the leakage current of these films reduced by increment of the CF{sub 4} flow.

    Palm oil based-polyurethane acrylate (POBUA)/clay nanocomposites were prepared via in-situ intercalative polymerization using epoxidized palm oil acrylate (EPOLA) and 4,4' methylene diphenyl diisocyante (MDI). Organically modified Montmorillonite (ODA-MMT) was incorporated in EPOLA (1, 3 and 5%wt), and then subjected to polycondensation reaction with MDI. Nanocomposites solid films were obtained successfully by electron beam radiation induced free radical polymerization (curing). FTIR results reveal that the prepolymer was obtained successfully, with nanoclay dispersed in the matrix. The intercalation of the clay in the polymer matrix was investigated by XRD and the interlayer spacing of clay was found to be increased up to 37 , while the structure morphology of the nanocomposites was investigated by TEM and SEM. The nanocomposites were found to be a mixture of exfoliated and intercalated morphologies. The thermal stability of the nanocomposites was significantly increased by incorporation of nanoclay into the polymer matrix. DSC results reveal that the Tg was shifted to higher values, gradually with increasing the amount of filler in the nanocomposites. Tensile strength and Young's modulus of the nanocomposites showed remarkable improvement compared to the neat POBUA.

    The purpose of this document is to present design specifications and an implementation schedule for the development and implementation of Risk Based Data Management Systems (RBDMS`s) in the states of Alaska, Mississippi, Montana, and Nebraska. The document presents detailed design information including a description of the system database structure, data dictionary, data entry and inquiry screen layouts, specifications for standard reports that will be produced by the system, functions and capabilities (including environmental risk analyses), And table relationships for each database table within the system. This design information provides a comprehensive blueprint of the system to be developed and presents the necessary detailed information for system development and implementation. A proposed schedule for development and implementation also is presented. The schedule presents timeframes for the development of system modules, training, implementation, and providing assistance to the states with data conversion from existing systems. However, the schedule will vary depending upon the timing of funding allocations from the United States Department of Energy (DOE) for the development and implementation phase of the project. For planning purposes, the schedule assumes that initiation of the development and implementation phase will commence November 1, 1993, somewhat later than originally anticipated.

    Through the Atomic Energy Act, Congress made is possible for the public to get a full and fair hearing on civilian nuclear matters. Individuals who are directly affected by any licensing action involving a facility producing or utilizing nuclear materials may participate in a formal hearing, on the record, before independent judges on the Atomic Safety and Licensing Board Panel (ASLBP or Panel). Frequently, in deciding whether a license, permit, amendment, or extension should be granted to a particular applicant, the Panel members must be more than mere umpires. If appropriate, they are authorized to go beyond the issues the parties place before them in order to identify, explore, and resolve significant questions involving threats to the public health and safety that come to a board`s attention during the proceedings. This brochure explains the purpose of the panel. Also addressed are: type of hearing handled; method of public participation; formality of hearings; high-level waste; other panel responsibilities and litigation technology.

The Board, an independent executive-branch agency established in 1988, provides advice and recommendations to the Secretary of energy regarding public health and safety issues at the Department`s defense nuclear facilities. The Board also reviews and evaluates the content and implementation of health and safety standards, as well as other requirements, relating to the design, construction, operation, and decommissioning of the Department`s defense nuclear facilities. The locations of the major Department facilities are provided. During 1998, Departmental activities resulted in the proposed closure of one Board recommendation. In addition, the Department has completed all implementation plan milestones associated with four other Board recommendations. Two new Board recommendations were received and accepted by the Department in 1998, and two new implementation plans are being developed to address these recommendations. The Department has also made significant progress with a number of broad-based initiatives to improve safety. These include expanded implementation of integrated safety management at field sites, a renewed effort to increase the technical capabilities of the federal workforce, and a revised plan for stabilizing excess nuclear materials to achieve significant risk reduction.

    The Geotechnical Board, a part of the US National Research Council, which is the operating arm of the National Academy of Sciences and the National Academy of Engineering, serves to advise the federal government and others on issues where geotechnology can have an impact, such as environmental remediation and infrastructure development. The board met three times during the reporting period to review current projects and to initiate activities that move the knowledge base of geotechnology forward. The board operates with two long-standing national committees, the US National Committee for Rock Mechanics and the US National Committee on Tunneling Technology.     Lockheed Martin Idaho Technologies Company (LMITCO) used a systems engineering approach to take the first step toward defining a requirements baseline for all indirect work at the Idaho National Engineering Laboratory. The intent of this effort was to define the requirements for indirect work, identify the activities necessary to meet the requirements, and to produce defensible cost estimates for the work. The result of this effort is a scrubbed-down, defensible budget for all indirect work in FY 1997. Buying power for each dollar of direct work was increased by $.02. Recommendations are identified for improvements to this process in FY 1998. The purpose of this report is twofold. First is to report the final results of the 1996 ICRB process, and second is to document the process used such that incremental improvements may be made in future years. Objectives, processes, and approaches are described to provide a trail for future boards. Appendices contain copies of board composition, documentation of the process, as well as the actual training materials.
