Most data are for the two most recent years, with a summary table of the US natural gas pipeline import/export balance since 1955.     For the past 5 years the Organization of Petroleum Exporting Countries has been telling oil producers around the world that it can no longer carry the burden of trying to balance supply and demand without outside help. Non-OPEC exporters have, on several occasions, examined the benefits of sharing the burden of production cuts, but rightly have been nervous of close cooperation with an unpredictable and undisciplined competitor. Cooperation will certainly depend on OPEC reaching its own production cutting agreement. That must be done in a way that given non-OPEC countries confidence that any new production and pricing pact will not fall apart during the first half of next year. OPEC exports to the developing world have been trimmed by the advent of new producers. In most of these countries local production only eliminates or reduces imports. Few are in the class of North Yemen where the initial flow could meet local demand and provide a surplus for export.

During 1993, data indicates gas imports grew by about 10 percent over the 1992 level (2328 vs. 2122 Bcf), with Canadian and Algerian imports increasing by 8 and 82 percent, respectively. During the same time period, exports declined by 41 percent (144 vs. 243 Bcf). Exports to Canada decreased 47 percent from the 1992 level (50 vs. 95 Bcf) and exports to Mexico decreased by 60 percent (38 vs. 95 Bcf).

During the first three months of 1994, data indicates that gas imports grew by about 14 percent over the level of the first quarter of 1993 (668 vs. 586 Bcf), with Canadian and Algerian imports increasing by 12 and 53 percent, respectively. During the same time period, exports declined by 15 percent (41 vs. 48 Bcf). Exports to Canada increased by 10 percent from the 1993 level (22 vs. 20 Bcf) and exports to Mexico decreased by 64 percent (5 vs. 14 Bcf).

  4. The US Export-Import Bank: No evidence of financing restricted chemical exports to Iraq

    The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities. Nevertheless, the Eximbank has recently developed specific procedures to review applications for financing chemical exports. However, such procedures were not in place when the Eximbank approved the applications for seven of eight pesticide transactions that occurred between January 1987 and August 1990.

    The Office of Fuels Programs prepares quarterly reports summarizing the data provided by companies with authorizations to import or export natural gas. Companies are required, as a condition of their authorizations, to file quarterly reports with the OFP. This report is for the third quarter of 1993 (July--September). Attachment A shows the percentage of takes to maximum firm contract levels and the weighted average per unit price for each of the long-term importers during the five most recent reporting quarters. Attachment B shows volumes and prices of gas purchased by long-term importers and exporters during the past twelve months (October 1992--September 1993). Attachment C shows volume and price information pertaining to gas imported on a short-term or spot market basis. Attachment D shows the gas exported on a short-term or spot market basis to Canada and Mexico.

    This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

    LNG imports to the US jumped in 1996 as Algerian base-load plants resumed operations following major revamps. Exports from Alaska to Japan grew by nearly 4% over 1995. Total LNG imports to the US in 1996 were 40.27 bcf compared to 17.92 bcf in 1995, an increase of 124.8%. Algeria supplied 35.32 bcf; Abu Dhabi, 4.95 bcf. About 82.3% of the imported LNG was received at Distrigas Corp.`s terminal north of Boston. The remaining LNG was received at the Pan National terminal in Lake Charles, LA. LNG imports during 1995 fell to such a low level not because of depressed US demand but because of limited supply. The paper discusses LNG-receiving terminals, base-load producers, LNG pricing, and exports.

    The second quarter 1997 Quarterly Report of Natural Gas Imports and Exports featured a Quarterly Focus report on cross-border natural gas trade between the United States and Mexico. This Quarterly Focus article is a follow-up to the 1997 report. This report revisits and updates the status of some of the pipeline projects discussed in 1997, and examines a number of other planned cross-border pipeline facilities which were proposed subsequent to our 1997 report. A few of the existing and proposed pipelines are bidirectional and thus have the capability of serving either Mexico, or the United States, depending on market conditions and gas supply availability. These new projects, if completed, would greatly enhance the pipeline infrastructure on the U.S.-Mexico border and would increase gas pipeline throughput capacity for cross-border trade by more than 1 billion cubic feet (Bcf) per day. The Quarterly Focus is comprised of five sections. Section I includes the introduction as well as a brief historic overview of U.S./Mexican natural gas trade; a discussion of Mexico's energy regulatory structure; and a review of trade agreements and a 1992 legislative change which allows for her cross-border gas trade in North America. Section II looks at initiatives that have been taken by the Mexican Government since 1995to open its energy markets to greater competition and privatization. Section III reviews Mexican gas demand forecasts and looks at future opportunities for U.S. gas producers to supplement Mexico's indigenous supplies in order to meet the anticipated rapid growth in demand. Section IV examines the U.S.-Mexico natural gas trade in recent years. It also looks specifically at monthly import and export volumes and prices and identifies short-term trends in this trade. Finally, Section V reviews the existing and planned cross-border gas pipeline infrastructure.     Millions of sealed radioactive sources (SRSs) are being used for a wide variety of beneficial purposes throughout the world. Security experts are now concerned that these beneficial SRSs could be used in a radiological dispersion device to terrorize and disrupt society. The greatest safety and security threat is from those highly radioactive Category 1 and 2 SRSs. Without adequate controls, it may be relatively easy to legally purchase a Category 1 or 2 SRS on the international market under false pretenses. Additionally, during transfer, SRSs are particularly susceptible to theft since the sources are in a shielded and mobile configuration, transportation routes are predictable, and shipments may not be adequately guarded. To determine if government controls on SRS are adequate, this study was commissioned to review the current SRS import and export controls of six countries. Canada, the Russian Federation, and South Africa were selected as the exporting countries, and Egypt, the Philippines, and the United States were selected as importing countries. A detailed review of the controls in each country is presented. The authors found that Canada and Russia are major exporters, and are exporting highly radioactive SRSs without first determining if the recipient is authorized by the receiving country to own and use the SRSs. Available evidence was used to estimate that on average there are tens to possibly hundreds of intercountry transfers of highly radioactive SRSs each day. Based on these and other findings, this reports recommends stronger controls on the export and import of highly radioactive SRSs.

    The East-West Center has received a research grant from the US Department of Energy's Office of Policy, Planning, and Analysis to study the impact of lower oil prices on OPEC production capacity, on export refineries, and petroleum trade. The project was later extended to include balance-of-payments scenarios and impacts on OPEC domestic demand. As the study progressed, a number of preliminary presentations were made at the US Department of Energy in order to receive feedback from DOE officials and to refine the focus of our analysis. During one of the presentations on June 4, 1987, the then Director of Division of Oil and Gas, John Stanley-Miller, advised us to focus our work on the Persian Gulf countries, since these countries were of special interest to the United States Government. Since then, our team has visited Iran, the United Arab Emirates, and Saudi Arabia and obtained detailed information from other countries. The political turmoil in the Gulf, the Iran/Iraq war, and the active US military presence have all worked to delay the final submission of our report. Even in countries where the United States has close ties, access to information has been difficult. In most countries, even mundane information on petroleum issues are treated as national secrets. As a result of these difficulties, we requested a one-year no cost extension to the grant and submitted an Interim Report in May 1988. As part of our grant extension request, we proposed to undertake additional tasks which appear in this report. 20 figs., 21 tabs.

    As operational capabilities for radioactive waste disposal expand and as approaching dates for waste exclusion near, the legal question of the authority of compact commissions to control the import and export of low-level radioactive nuclear waste is a legal issue of significance to many regions. This presentation will review the provisions of various compacts and the federal compact approval legislation, consider the interpretation of the Commerce Clause of the U.S. Constitution, and discuss possible interpretive perspectives relating to the authority of compact commissions. The discussion will focus on whether waste exclusion authority is confined in application to imported waste for permanent disposal or extends to transported and imported waste for processing, treatment, or other purposes.

    Voluntary markets for ''green'' power, and mandatory policies such as fuel source disclosure requirements and renewables portfolio standards, each rely on the ability to differentiate electricity by the ''attributes'' of the generation. Throughout North America, electricity markets are devising accounting and verification systems for generation ''attributes'': those characteristics of a power plant's production such as fuel source and emissions that differentiate it from undifferentiated (or ''commodity'') electricity. These accounting and verification systems are intended to verify compliance with market mandates, create accurate disclosure labels, substantiate green power claims, and support emissions markets. Simultaneously, interest is growing in transacting (importing or exporting) generation attributes across electricity market borders, with or without associated electricity. Cross-border renewable attribute transactions have advantages and disadvantages. Broad access to markets may encourage more renewable generation at lower cost, but this result may conflict with desires to assure that at least some renewable resources are built locally to achieve either local policy goals or purchaser objectives. This report is intended to serve as a resource document for those interested in and struggling with cross-border renewable attribute transactions. The report assesses the circumstances under which renewable generation attributes from a ''source'' region might be recognized in a ''sink'' region. The report identifies several distinct approaches that might be used to account for and verify attribute import and export transactions, and assesses the suitability of these alternative approaches. Because policymakers have often made systems ''compatibility'' between market areas a pre-requisite to allowing cross-border renewable transactions, this report develops criteria for ''compatible information systems.''     A torsional-type analytical balance designed to arrive at its equilibrium point more quickly than previous balances is described. In order to prevent external heat sources creating air currents inside the balance casing that would reiard the attainment of equilibrium conditions, a relatively thick casing shaped as an inverted U is placed over the load support arms and the balance beam. This casing is of a metal of good thernnal conductivity characteristics, such as copper or aluminum, in order that heat applied to one portion of the balance is quickly conducted to all other sensitive areas, thus effectively preventing the fornnation of air currents caused by unequal heating of the balance.

    According to a U.S. Office of Technology Assessment report, Nigeria, Indonesia, Australia, Malaysia, Trinidad, Colombia, and Chile are the most likely sources of U.S. imports of LNG, although the areas with the greatest amounts of exportable surplus LNG are the Persian Gulf, with > 231 trillion cu ft/yr, and the U.S.S.R., with 439 trillion cu ft/yr. The import of LNG would increase the U.S. balance of payments deficit, but LNG imports seem preferable to oil imports. LNG producers have a tendency to sell to Europe or Japan, since these areas are closer to the LNG sources. Maritime Administration and Export-Import Bank programs favor the use of domestic rather than foreign LNG tankers, which tends to reduce the financial stake of foreign suppliers in uninterrupted deliveries. Exportable LNG surpluses (in trillions of cu ft/yr) include: Algeria, 8; Nigeria, 33; Southeast Asia, 41; and Western Hemisphere, 19.

    The nature of Nuclear Power Plant (NPP) projects are: long duration (10-15 years for new build), high capital investment, reasonable risks and highly regulated industries to meet national and international requirement on Safety, Security, Safeguards (3S) and Liabilities. It requires long term planning and commitment from siting to final disposal of waste/spent fuel. Potential financial and regulatory risks are common in massive NPP projects and will be magnified in the case of using unproven technology. If the risks are not properly managed, it can lead to high project and operation costs, and, fail to fulfil its objectives to provide compatible electricity prices and. energy security. To ensure successful, the government and investors need to ensure that the NPP project is bankable with low cost of project and funding, have fair treatment and proper risk mitigation, and able to complete on time with no cost overrun. One of the requirements as prerequisite for the development of NPP as stipulated by the International Atomic Energy Agency (IAEA) is the establishment of a Legal and Regulatory Framework. The main objective of nuclear law is to ensure that the activities and projects carried-out in the country are legal and compliant to national and international requirements. The law should also be able to provide fair treatment of risks on its activities that is acceptable to investors. The challenge for a newcomer country is to develop a balanced and comprehensive national nuclear law that meet these objectives while taking into consideration various stakeholders’ interest without compromising on safety, security, safeguard, liability requirements and other international obligations. This paper highlights the nature of NPP projects, its potential and associated financial and regulatory risks, and its major concerns and challenges.     Through the international coal project and related activities, SSEB has called attention to the problems and potential of the US coal industry. The program has provided an excellent format for frank discussions on the problems facing US coal exports. Every effort must be made to promote coal and its role in the southern economy. Coal is enjoying its best years in the domestic market. While the export market is holding its own, there is increased competition in the world market from Australia, Columbia, China and, to a lesser extent, Russia. This is coming at a time when the US has enacted legislation and plans are underway to deepen ports. In addition there is concern that increased US coal and electricity imports are having a negative impact on coal production. These limiting factors suggest the US will remain the swing supplier of coal on the world market in the near future. This presents a challenge to the US coal and related industry to maintain the present market and seek new markets as well as devote research to new ways to use coal more cleanly and efficiently.

    The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

    Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

    Total is on track to become Indonesia's leading gas exporter by the turn of the century. Total's aggressive development of its Mahakam Delta acreage in East Kalimantan is intended to keep pace with growing liquefied natural gas demand, mainly from Japan but also increasingly from South Korea and Taiwan. A frantic scramble is under way among natural gas suppliers in the Pacific Rim region, particularly those with current LNG export facilities, to accommodate projections of soaring natural gas demand in the region. Accordingly, Total's Indonesian gas production goal is the centerpiece of a larger strategy to become a major player in the Far East Asia gas scene. Its goals also fall in line with Indonesia's. Facing flat or declining oil production while domestic oil demand continues to soar along with a rapidly growing economy, Indonesia is heeding some studies that project the country could become a net oil importer by the turn of the century. The paper describes Total's Far East strategy, the Mahakam acreage which it operates, the shift to gas development, added discoveries, future development, project spending levels, and LNG export capacity.

    Nations, states, and even communities must generate exportable products that earn money for buying needed imports. Exports have ranged from tourist services to hardwood logs. Fertile land, with irrigation water and fertilizer, grows exportable food. On the other hand a hot dry desert with no mineral resources presents a challenge to its occupants. Solar power could be generated and exported, but that requires construction of expensive transmission lines which are in service only when the sun shines. Among new options is a solar-powered plant that recovers zinc from the zinc oxide produced during discharge of zinc-air electric-vehicle batteries. A hectare-size solar-power plant with 30-percent efficient solar cells can in eight hours recover enough zinc to power 36,000 /km (22,000 miles) of travel in lightweight 4-passenger electric vehicles. A by-product could be renewable fuel for use by local residents in electric bicycles. One oriented solar panel, 10 meters by 10 meters in size, with 30-percent efficient solar cells, could in one day deliver enough energy for traveling 14,700 km (9176 miles) on bicycles. This by far exceeds the travel distance that could be obtained in one day by riding on an animal that is pastured on a s0-by-10 meter area.

    The traditional method of burner balancing is first to determine the fuel distribution, then to measure the economizer outlet excess oxygen distribution and to adjust the burners accordingly. Fuel distribution is typically measured by clean and dirty air probing. Coal pipe flow can then be adjusted, if necessary, through the use of coal pipe orificing or by other means. Primary air flow must be adjusted to meet the design criteria of the burner. Once coal pipe flow is balanced to within the desired criteria, secondary air flow to individual burners can be changed by adjusting windbox dampers, burner registers, shrouds or other devices in the secondary air stream. This paper discusses problems encountered in measuring excess O{sub 2} at the economizer outlet. It is important to recognize that O{sub 2} measurements at the economizer outlet, by themselves, can be very misleading. If measurement problems are suspected or encountered, an alternate approach similar to that described should be considered. The alternate method is not only useful for burner balancing but also can be used to help in calibrating the plant excess O{sub 2} instruments and provide an on line means of cross-checking excess air measurements. Balanced burners operate closer to their design stoichiometry, providing better NO{sub x} reduction. For Salem Harbor Station, this means a significant saving in urea consumption.

    The largest supercomputers have millions of independent processors, and concurrency levels are rapidly increasing. For ideal efficiency, developers of the simulations that run on these machines must ensure that computational work is evenly balanced among processors. Assigning work evenly is challenging because many large modern parallel codes simulate behavior of physical systems that evolve over time, and their workloads change over time. Furthermore, the cost of imbalanced load increases with scale because most large-scale scientific simulations today use a Single Program Multiple Data (SPMD) parallel programming model, and an increasing number of processors will wait for the slowest one at the synchronization points. To address load imbalance, many large-scale parallel applications use dynamic load balance algorithms to redistribute work evenly. The research objective of this dissertation is to develop methods to decide when and how to load balance the application, and to balance it effectively and affordably. We measure and evaluate the computational load of the application, and develop strategies to decide when and how to correct the imbalance. Depending on the simulation, a fast, local load balance algorithm may be suitable, or a more sophisticated and expensive algorithm may be required. We developed a model for comparison of load balance algorithms for a specific state of the simulation that enables the selection of a balancing algorithm that will minimize overall runtime.

The report gives a brief overview of crude oil production for the major oil producing regions of the world and identifies crude flows from the major oil producing to consuming regions - Western Europe, United States, and Japan.

    Present legislation effectively bans the export of crude oil produced in the United States. The ban has been in effect for years and is particularly stringent with respect to crude oil produced in Alaska, particularly on the North Slope. The Alaska crude export ban is specifically provided for in the Trans-Alaska Pipeline Authorization Act of 1973 and in other legislation. It was imposed for two reasons. The first was to reduce US dependence on imported crude oil. The Arab oil embargo had been imposed shortly before the Act was passed and a greater measure of energy independence was considered imperative at that time. The second reason was to assure that funds expended in building an Alaskan pipeline would benefit domestic users rather than simply employed to facilitate shipments to other countries. The main objective of this report is to estimate the potential impacts on crude oil prices that would result from lifting the export ban Alaskan crude oil. The report focuses on the Japanese market and the US West Coast market. Japan is the principal potential export market for Alaskan crude oil. Exports to that market would also affect the price of Alaskan crude oil as well as crude oil and product prices on the West Coast and the volume of petroleum imported in that area. 3 figs., 8 tabs.

    Iraq will soon start exporting crude oil through a 550 mi, 500,000 bbl/day capacity pipeline from Iraq to Banias, Syria, on the Mediterranean. Iraq has already been transporting a reported 400,000 bbl/day in a 700,000 bbl/day capacity pipeline that goes to Dortyol, Turk., on the Mediterranean. Iraq's theoretical export capacity will soon reach 1.2 million bbl/day (compared with 3.2 million bbl/day before the war), assuming that the facilities are undamaged. Iran has been exporting some crude from its Kharg Island terminal, presumably by Iranian boat to the Lavan Island terminal at the southern end of the gulf, where it would be transported along with crude from offshore fields in the area. The exports apparently had been large enough to keep spot-market prices from rising much above the $40/bbl level, and in Dec. 1980, the spot-market prices eased to just under the $40 mark. Indonesia has raised the premium on its Sumatran light crude by $1/bbl, bringing the total to $35.20. Other producers have not yet raised their prices correspondingly. The agenda of the Dec. 1980 price-fixing meeting in Indonesia (assuming it takes place as planned) is discussed.

    We describe an algorithm for the static load balancing of scientific computations that generalizes and improves upon spectral bisection. Through a novel use of multiple eigenvectors, our new spectral algorithm can divide a computation into 4 or 8 pieces at once. These multidimensional spectral partitioning algorithms generate balanced partitions that have lower communication overhead and are less expensive to compute than those produced by spectral bisection. In addition, they automatically work to minimize message contention on a hypercube or mesh architecture. These spectral partitions are further improved by a multidimensional generalization of the Kernighan-Lin graph partitioning algorithm. Results on several computational grids are given and compared with other popular methods.

    US agricultural export marketing opportunities are limited by the existence of trade barriers in many overseas countries. For example, Japan and South Korea do not permit the importation of apples due to their stated concern over codling moth infestation. One of the purposes of this study was to evaluate the potential of exporting irradiated fruits and vegetables from Washington State to overcome existing trade barriers and prevent the establishment of future barriers. The Asian countries specifically evaluated in this study are Japan, Hong Kong and Singapore. Another purpose of this project was to determine the feasibility of locating an irradiation facility in Washington State. Advantages that irradiated agricultural products would bring in terms of price and quality in export markets were also evaluated.

    This paper reports that Russia will eliminate its oil export tax by 1994 and until then will allow some exemptions, Russian officials have assured a group of US tax specialists. They stopped short of saying it would be repealed by the end of the year, the Ken Crawford, a member of a Tax Foundation delegation visiting Russia and managing partner of KPMG Peat Marwick's Moscow office. The export tax was one of several tax related Russian economic issues on which the US experts and Russian officials exchanged views early this month. The 15 member delegation was in Moscow on invitation from Russia's Ministry of Finance and State Committee on Taxation to help develop guidelines for laws governing Russia's taxation of foreign investment. The US group was sponsored by the Tax Foundation, Washington, DC, a nonprofit, nonpartisan tax and fiscal policy research and public education group.

    Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

    First oil from near Lake Kutubu in Papua New Guinea began flowing in June through pipelines and marine facilities recently installed by Chevron Niugini Pty. Ltd. Production facilities were built near Lake Kutubu. The export pipeline was laid form the central production facility to landfall on the Kikori River - approximately 171 km (106 miles) away - and then another 56 miles to a platform in 66 ft of water in the gulf. From the platform, an oilspading line extends about 2.4 miles to the SPM in 83 ft of water where tankers will load oil at an initial design flowrate of 157,000 b/d.

    Neurotoxic methylmercury (MeHg), formed by anaerobic bacteria, is shown to be rapidly excreted from the cell, but the mechanism of this process is unclear. Using both Geobacter sulfurreducens PCA and Desulfovibrio desulfuricans ND132 strains, we investigated the factors affecting export and distribution of MeHg in mercury methylation and MeHg sorption-desorption assays. Thiols, such as cysteine, were found to greatly facilitate desorption and export of MeHg, particularly by PCA cells. However, in cysteine-free assays (4 h) >90% of the synthesized MeHg was associated with PCA, among which ~73% was sorbed on the cell surface and 19% remained inside the cells. In comparison, a majority of the MeHg (70%) was exported by ND132, leaving ~20% of the MeHg sorbed on the surface and 10% inside the cells. When MeHg was added directly to the cell suspensions, ND132 adsorbed much lower MeHg but took up more MeHg inside cells than PCA did. These results demonstrate that MeHg export is bacteria strain-specific, time dependent, and is influenced by thiols, implicating important roles of ligand complexation in facilitating MeHg production and mobilization in the environment.

    A water budget for the Par Pond hydrologic system was established in order to estimate the rate of groundwater influx to Par Pond. This estimate will be used in modeling exercises to predict Par Pond reservoir elevation and spillway discharge in the scenario where Savannah River water is no longer pumped and discharged into Par Pond. The principal of conservation of mass was used to develop the water budget, where water inflow was set equal to water outflow. Components of the water budget were identified, and the flux associated with each was determined. The water budget was considered balanced when inflow and outflow summed to zero. The results of this study suggest that Par Pond gains water from the groundwater system in the upper reaches of the reservoir, but looses water to the groundwater system near the dam. The rate of flux of groundwater from the water table aquifer into Par Pond was determined to be 13 cfs. The rate of flux from Par Pond to the water table aquifer near the dam was determined to be 7 cfs.

    This study examines the integration of the Brazilian economy in the global economy as a determining factor for the energy efficiency of its industry. Depending upon the profile of a country's exports (i.e., depending upon the share of energy-intensive exports out of total exports), different quantities of energy are required to produce the country's exported goods, which may counterbalance efforts made elsewhere to improve the overall energy efficiency of the country's industry. Different scenarios for the energy embodied in the industrial exports of Brazil are considered for the period 1995--2015. These scenarios are a combination of different shares of energy-intensive goods in the total exports of the country with different assumptions for gains obtained in industrial energy efficiency over time. For all scenarios the same fundamental hypothesis of liberalization of commerce and economic growth are assumed. Results for the year 2015 show that the total energy embodied in industrial exports varies from 1,413 PJ to 2,491 PJ, and the total industrial use of energy varies from 3,858 PJ to 6,153 PJ, depending upon the assumptions made. This is equivalent to an average industrial energy intensity variation ranging from 13.8 MJ to 22.0 MJ per US$-1985. The authors conclude that any policy aimed at improving Brazil's overall industrial energy efficiency should concentrate not only on the reduction of the energy intensity of particular industrial sectors, but also (and, perhaps, more importantly) on rethinking the very strategy for the integration of the country's economy in the global market in the future, with respect to the share of energy-intensive goods out of total exports. The focus is not incidental, for the ongoing structural changes in Brazilian exports alone may come to offset any efficiency improvements achieved by the national industry as a whole.

    The pricing of natural gas on a parity with crude oil has become an important issue in the international energy market. A prime example of the hostility that can arise over this issue is the ongoing argument between the US and Algeria over the price of SONATRACH's LNG exports to El Paso Co. Because LNG shipping and regasification costs add substantially to its delivered (c.i.f.) cost, price parity at the point of export (f.o.b.) would put LNG's price far above that of crude oil or natural gas. Other LNG exporters, such as Indonesia and Libya, seem to be adopting Algeria's pricing stance. Most European LNG customers believe that if f.o.b. price parity - or even some of the c.i.f. price-calculation methods - becomes the established formula, LNG will be priced out of many industrial markets. Without the big contracts from industry, existing LNG projects might not be economical.

    The trade of secondhand electrical and electronic equipment (EEE) from developed to developing countries has become a growing environmental issue owing to concerns about improper recycling of these goods in developing countries. We followed a 12-m cargo container of cathode-ray-tube color TVs exported from Japan to the Philippines in February 2008. We surveyed the number of TVs damaged in transport, as well as the number of malfunctioning TVs from this shipment. In addition, we present the results of interviews with 113 Filipino consumers who intended to buy secondhand EEE at nine secondhand shops in Metro Manila. Approximately 3% of the imported TVs were damaged upon arrival. The importer sold some of the units directly to local dealers, and kept the rest to repair, refurbish and resell. Approximately 40% of the imported TVs malfunctioned and needed repair in addition to basic reconditioning. Most interviewees indicated that they prefer to buy secondhand EEE because the prices are lower than those of brand-new products. Consumers indicated that they planned on using the product for an average of about 5 years, but the actual period of use may be lower. Most end-of-life EEE in the Philippines is dismantled and recycled by unregulated companies and untrained individuals in markets or near landfill sites, and it is clear that a proper collection system and treatment methods are needed for e-waste. In addition to the material flow of secondhand TVs, we also discuss several economic aspects and appropriate control measures of the international reuse of secondhand TVs.

    This paper investigates ballasting and remineralization controls of carbon sedimentation in the twilight zone (100-1000 m) of the Southern Ocean. Size-fractionated (<1 {micro}m, 1-51 {micro}m, >51 {micro}m) suspended particulate matter was collected by large volume in-situ filtration from the upper 1000 m in the Subantarctic (55 S, 172 W) and Antarctic (66 S, 172 W) zones of the Southern Ocean during the Southern Ocean Iron Experiment (SOFeX) in January-February 2002. Particles were analyzed for major chemical constituents (POC, P, biogenic Si, CaCO3), and digital and SEM image analyses of particles were used to aid in the interpretation of the chemical profiles. Twilight zone waters at 66 S in the Antarctic had a steeper decrease in POC with depth than at 55 S in the Subantarctic, with lower POC concentrations in all size fractions at 66 S than at 55 S, despite up to an order of magnitude higher POC in surface waters at 66 S. The decay length scale of >51 {micro}m POC was significantly shorter in the upper twilight zone at 66 S ({delta}{sub e}=26 m) compared to 55 S ({delta}{sub e}=81 m). Particles in the carbonate-producing 55 S did not have higher excess densities than particles from the diatom-dominated 66 S, indicating that there was no direct ballast effect that accounted for deeper POC penetration at 55 S. An indirect ballast effect due to differences in particle packaging and porosities cannot be ruled out, however, as aggregate porosities were high ({approx}97%) and variable. Image analyses point to the importance of particle loss rates from zooplankton grazing and remineralization as determining factors for the difference in twilight zone POC concentrations at 55 S and 66 S, with stronger and more focused shallow remineralization at 66 S. At 66 S, an abundance of large (several mm long) fecal pellets from the surface to 150 m, and almost total removal of large aggregates by 200 m, reflected the actions of a single or few zooplankton species capable of

    The Middle East countries that border on, or are near, the Persian Gulf hold over 65% of the world`s estimated proven crude oil reserves and 32% of the world`s estimated proven natural gas reserves. In fact, approximately 5% of the world`s total proven gas reserves are located in Qatar`s offshore North Field. This large natural gas/condensate field is currently under development to supply three LNG export projects, as well as a sub-sea pipeline proposal to export gas to Pakistan. The Middle East will continue to be a major source of crude oil and oil products to world petroleum markets, including fuel for existing and future base load, intermediate cycling and peaking electric generation plants. In addition, as the Persian Gulf countries turn their attention to exploiting their natural gas resources, the fast-growing need for electricity in the Asia-Pacific and east Africa areas offers a potential market for both pipeline and LNG export opportunities to fuel high efficiency, gas-fired combustion turbine power plants. Mr. Mitchell`s portion of this paper will discuss the background, status and timing of several Middle Eastern gas export projects that have been proposed. These large gas export projects are difficult and costly to develop and finance. Consequently, any IPP developers that are considering gas-fired projects which require Mid-East LNG as a fuel source, should understand the numerous sources and timing to securing project debt, loan terms and conditions, and, restrictions/credit rating issues associated with securing financing for these gas export projects. Mr. Newendorp`s section of the paper will cover the financing aspects of these projects, providing IPP developers with additional considerations in selecting the primary fuel supply for an Asian-Pacific or east African electric generation project.

    Two case studies, one involving a proposed synfuels technology licensing/technical assistance agreement and one a joint marketing of energy production and conservation equipment, illustrate how antitrust laws can affect export activities. The Export Trading Company Act embodies two different approaches to the problem. Title III provides antitrust preclearance protection in the form of immunity from antitrust suits and procedural advantages in private suits against the holder of an export trade certificate of review. The costs of these certificates of review include the time and money spent in preparing the application and negotiating the contents. There may also be costly delays in business plans and a cost in the disclosure of confidential business information. After reviewing the costs and benefits, the author concludes that Title III certificates of review will cost more in the long run, but will provide more benefits.

    A gerotor pump for pressurizing gasoline fuel is capable of developing pressures up to 2.0 MPa with good mechanical and volumetric efficiency and satisfying the durability requirements for an automotive fuel pump. The pump has been designed with optimized clearances and by including features that promote the formation of lubricating films of pressurized fuel. Features of the improved pump include the use of a shadow port in the side plate opposite the outlet port to promote balancing of high fuel pressures on the opposite sides of the rotors. Inner and outer rotors have predetermined side clearances with the clearances of the outer rotor being greater than those of the inner rotor in order to promote fuel pressure balance on the sides of the outer rotor. Support of the inner rotor and a drive shaft on a single bushing with bearing sleeves maintains concentricity. Additional features are disclosed.
