    Consortium. The 3-day conference was held at the Kingkey Palace Hotel, Shenzhen, China, on March 5-7th, 2012, and was hosted by the Beijing Genomics Institute (BGI). The meeting was entitled ‘From Genomes to Interactions to Communities to Models’ and aimed to be a scientific meeting that highlighted the role of data standards associated with genomic, metagenomic and amplicon sequence data, and the contextual information associated with the sample that data was generated from. To this end the meeting focused on genomic projects for animals, plants, fungi and viruses, metagenomic studies in host-microbe interactions, and community dynamics in microbial communities. In addition the meeting hosted a Genomic Observatories Network session, a GSC biodiversity working group session, and a Microbiology of the Built Environment session sponsored by the Alfred P. Sloan Foundation. The meeting was very well organized by the local hosts at BGI, and all attendees reported that they were very happy with the outcome, service and quality of the science presented. Highlights were keynotes by Rita Colwell, Mitch Sogin and Jim Tiedje. The 5 attendees paid for by the DOE award were Daniel Smith and Jared Wilkening (University of Chicago); Patrick Chain (Los Alamos National Laboratory), Austin Davis-Richardson (University of Florida) and Greg Caporoaso (University of Northern Arizona). Each attendee was able to either present or become involved with the attending scientists, and each reported that they had got something significant out of the meeting. Here are detailed their personal accounts of the GSC13 meeting. We thank DOE for the helping to fund this valuable outreach initiative, and for supporting the attendance of these bright young scientists at this important meeting.

This report describes how each of the projects awarded in 1999, 2000, and 2001 addresses significant U.S. Department of Energy (DOE) cleanup issues, including those at the Hanford Site. The technical progress made to date in each of these research projects is addressed in the individual project reports included in this document.     This paper argues that intelligence support is critical to the success of arms control. It identifies and describes the roles of intelligence in the arms control process, describes the existing intelligence organizational structure for arms control support, and identifies and analyzes issues. The roles include support to policy formulation, support to treaty negotiation, support to ratification, and finally, during verification, support for the implementation of the treaty through monitoring. The Director of Central Intelligence is responsible for monitoring, while the Arms Control and Disarmament Agency has responsibility for verification. Adjudication of conflicting interpretations occurs within the NSC committee structure. For several reasons, intelligence cannot be expected to do the actual verification of an arms control treaty. Most importantly, determination of an acceptable degree of confidence is always a political issue, although based on military judgement. Assigning intelligence responsibility for monitoring, rather than verification, helps to limit the politicization of intelligence. Issues identified during the research for this paper were analyzed within three subgroups: those inherent in the intelligence discipline; these must be managed successfully to limit adverse impact on intelligence products. Second, issues and challenges inherent in arms control bureaucratic relationships; these are best managed by keeping separate the actual monitoring analysis and verification this gives the West justification for caution, and reinforces the need for continued emphasis on verification.

    From 1972 through 1980, the Department of Energy acted in an advisory role to the Defense Nuclear Agency during planning for and execution of the cleanup of Enewetak Atoll. The Nevada Operations Office of the Department of Energy was responsible for the radiological characterization of the atoll and for certification of radiological condition of each island upon completion of the project. In-situ measurements of gamma rays emitted by americium-241 were utilized along with wet chemistry separation of plutonium from soil samples to identify and delineate surface areas requiring removal of soil. Military forces removed over 100,000 cubic yards of soil from the surface of five islands and deposited this material in a crater remaining from the nuclear testing period. Subsurface soil was excavated and removed from several locations where measurements indicated the presence of radionuclides above predetermined criteria. The methodologies of data acquisition, analysis and interpretation are described and detailed results are provided in text, figures and microfiche. The final radiological condition of each of 43 islets is reported.

    This Quality Assurance Program Plan (QAPP) provides information on how the Quality Assurance Program is implemented for the Spent Nuclear Fuel Characterization Support Project. This QAPP has been developed specifically for the Spent Nuclear Fuel Characterization Support Project, per Letter of Instruction (LOI) from Duke Engineering and Services Company, letter No. DESH-9655870, dated Nov. 22, 1996. It applies to those items and tasks which affect the completion of activities identified in the work breakdown structure of the Project Management Plan (PMP) and LOI. These activities include installation of sectioning equipment and furnace, surface and subsurface examinations, sectioning for metallography, and element drying and conditioning testing, as well as project related operations within the 327 facility as it relates to the specific activities of this project. General facility activities are covered in other appropriate QA-PPS. In addition, this QAPP supports the related quality assurance activities addressed in CM-2-14, Hazardous Material Packaging and Shipping,1261 and HSRCM-1, Hanford Site Radiological Control Manual. The 327 Building is currently transitioning from being a Pacific Northwest National Laboratory (PNNL) managed facility to a Babcock and Wilcox Hanford Company (BVMC) managed facility. During this transition process existing procedures and documents will be utilized until replaced by BVMC procedures and documents. These documents conform to the requirements found in PNL-MA-70, Quality Assurance Manual and PNL-MA-8 1, Hazardous Materials Shipping Manual. The Quality Assurance Program Index (QAPI) contained in Table 1 provides a matrix which shows how project activities relate to IO CFR 830.120 and 5700.6C criteria. Quality Assurance program requirements will be addressed separate from the requirements specified in this document.     Ball State University (BSU) was the recipient of a U.S. Department of Energy award to develop educational games teaching science and math. The Science Media Program will merge Ball State University’s nationally recognized capabilities in education, technology, and communication to develop new, interactive, game-based media for the teaching and learning of science and scientific principles for K-12 students. BSU established a team of educators, researchers, scientists, animators, designers, technology specialists, and hired a professional media developer company (Outside Source Design) from Indianapolis. After six months discussions and assessments the project team selected the following 8 games in Math, Physics, Chemistry, and Biology, 2 from each discipline. The assembled teams were innovative and unique. This new model of development and production included a process that integrated all needed knowledge and expertise for the development of high quality science and math games for K-12 students. This new model has potential to be used by others for the development of the educational games. The uniqueness of the model is to integrate domain experts’ knowledge with researchers/quality control group, and combine a professional development team from the game development company with the academic game development team from Computer Science and Art departments at Ball State University. The developed games went through feasibility tests with selected students for improvement before use in the research activities.

The answer: repower the existing plant with a state-of-the-art coal-fired circulating fluidized-bed combustor and cross-connect old and new steam turbines.     This document summarizes the tasks identified for National Laboratory technical support of Ocean Renewable Power Corporation (ORPC) DOE grant awarded under the FY10 Industry Solicitation DE-FOA-0000293: Technology Readiness Advancement Initiative. The system ORPC will deploy in Cobscook Bay, ME is known as the TidGen™ Power System. The Turbine Generator Unit (TGU) each have a rated capacity of 150 to 175 kW, and they are mounted on bottom support frames and connected to an onshore substation using an underwater power and control cable. This system is designed for tidal energy applications in water depths from 60 to 150 feet. In funding provided separately by DOE, National Laboratory partners NREL and SNL will provide in-kind resources and technical expertise to help ensure that industry projects meet DOE WWPP (Wind and Water Power Program) objectives by reducing risk to these high value projects.

    The development of MCFC stack technology is carried out at Ansaldo Ricerche in the framework of the MOLCARE project, a cooperation with Spanish companies under a partial UE funding, while a specific research program concerning the physico-chemical characterization of materials is performed jointly by CISE and ENEL. The project includes the development, the construction and the testing of a full scale 100 kW prototype, the assessment of stack technology on subscale stacks, the mathematical modelling of the MCFC based plants and the basic researches. The aim of the basic researches, carried out on single cells, is to improve the effectiveness and durability of both the active and the hardware materials. The Ansaldo stack technology is based on external manifolding. The full scale 100 kW prototype will be integrated with the sensible heat reformer and other ancillary equipments according to the {open_quote}Compact Unit (CU){close_quotes} concept. These technical choices stress requirements for manifold gasket configuration. electrolyte migration control, {Delta}p management and porous component compaction.

    A five-line (23 mile) reflection- seismic survey was conducted at the Hot Pot geothermal prospect area in north-central Nevada under the USDOE (United States Department of Energy) Geothermal Technologies Program. The project objective was to utilize innovative seismic data processing, integrated with existing geological, geophysical and geochemical information, to identify high-potential drilling targets and to reduce drilling risk. Data acquisition and interpretation took place between October 2010 and April 2011. The first round of data processing resulted in large areas of relatively poor data, and obvious reflectors known from existing subsurface information either did not appear on the seismic profiles or appeared at the wrong depth. To resolve these issues, the velocity model was adjusted to include geologic input, and the lines were reprocessed. The resulting products were significantly improved, and additional detail was recovered within the high-velocity and in part acoustically isotropic basement. Features visible on the improved seismic images include interpreted low angle thrust faults within the Paleozoic Valmy Formation, which potentially are reactivated in the current stress field. Intermediate-depth wells are currently targeted to test these features.     The value of formal awards programs may be principally in gaining wider recognition for achievements in energy efficiency. But how do these programs contribute to the goal that is presumably behind this value, i.e., stimulating further energy efficient behavior, beyond publicizing the awards ceremonies and describing the projects via websites, posters, and the like? Interviews with 22 individuals and teams of award winners under the Department of Energy Federal Energy Management Program (DOE FEMP) yield insights on the roles that awards programs can play in stimulating energy efficient behavior, especially with regard to institutional dimensions of such behavior. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. Although only one of the interviewees affirmed that winning an award was a motivating factor, awards do validate often-hard-won achievements through recognition and, in some cases, additional resources, thus stimulating both the winners themselves and those who see the achievements to further energy-saving activities. Finally, award winners’ responses demonstrated the importance of behavioral and institutional change in energy efficiency.

    This paper will describe two ongoing detector projects being developed by the Beamline Technical Support Group at the Advanced Photon Source (APS) at Argonne National Laboratory (ANL). The first project is the design and construction of two detectors: a single-CCD system and a two-by-two Mosaic CCD camera for Small-Angle X-ray Scattering (SAXS). Both of these systems utilize the Kodak KAF-4320E CCD coupled to fiber optic tapers, custom mechanical hardware, electronics, and software developed at ANL. The second project is a Fast-CCD (FCCD) detector being developed in a collaboration between ANL and Lawrence Berkeley National Laboratory (LBNL). This detector will use ANL-designed readout electronics and a custom LBNL-designed CCD, with 480 x 480 pixels and 96 outputs, giving very fast readout.

Initial components of the observatory, a probe that collects pore-fluid samples and another that records sea floor temperatures, were deployed in MC118 in May of 2005. Follow-up deployments, planned for fall 2005, had to be postponed due to the catastrophic effects of Hurricane Katrina (and later, Rita) on the Gulf Coast. SFO completion, now anticipated for 2009-10, has, therefore, been delayed. Although delays caused scheduling and deployment difficulties, many sensors and instruments were completed during this period. Software has been written that will accommodate the data that the station retrieves, when it begins to be delivered. In addition, new seismic data processing software has been written to treat the peculiar data to be received by the vertical line array (VLA) and additional software has been developed that will address the horizontal line array (HLA) data. These packages have been tested on data from the test deployments of the VLA and on data from other, similar, areas of the Gulf (in the case of the HLA software). During the life of this Cooperative Agreement (CA), the CMRET conducted many cruises. Early in the program these were executed primarily to survey potential sites and test sensors and equipment being developed for the SFO. When MC118 was established as the observatory site, subsequent cruises focused on this location. Beginning in 2005 and continuing to the present, 13 research cruises to MC118 have been conducted by the Consortium. During September, 2006, the Consortium was able to secure 8 days aboard the R/V Seward Johnson with submersible Johnson SeaLink, a critical chapter in the life of the Observatory project as important documentation, tests, recoveries and deployments were accomplished during this trip (log appended). Consortium members have participated materially in a
