    The purpose of this audit was to determine whether the Department of Energy's (Department) management of its contract with Ross Aviation, Inc. (Ross) provided reasonable assurance that the inventory of aircraft major spare parts at Ross was economical and efficient. The audit disclosed that approximately $447,000 (acquisition and interest carrying costs) of low-use major spare parts was excessive. Internal control deficiencies which fostered the excessive inventory included: (1) Ross had set stock levels without considering such factors as consumption or projected needs; and (2) the Department had not reviewed inventory quantities when appraising Ross' property management. The Albuquerque Operations Office (AL) agreed to take the corrective actions recommended in the report.

    It is the policy of the Department of Energy (DOE) that sustainable energy and transportation fuels management will be integrated into DOE operations to meet obligations under Executive Order (EO) 13423 "Strengthening Federal Environmental, Energy, and Transportation Management," the Instructions for Implementation of EO 13423, as well as Guidance Documents issued in accordance thereto and any modifcations or amendments that may be issued from time to time. In furtherance of this obligation, DOE established strategic performance-based energy and transportation fuels goals and strategies through the Transformational Energy Action Management (TEAM) Initiative, which were incorporated into DOE Order 430.2B "Departmental Energy, Renewable energy, and Transportation Management" and were also identified in DOE Order 450.1A, "Environmental Protection Program." These goals and accompanying strategies are to be implemented by DOE sites through the integration of energy and transportation fuels management into site Environmental Management Systems (EMS).

    In 1989, Congress provided funding to start a five-year comprehensive project to manage aquatic plants in Guntersville Reservoir, to be jointly implemented by the US Army Corps of Engineers (Corps) and Tennessee Valley Authority (TVA).     This study was initiated to compile publicly available data on the five major options commonly used for municipal solid waste MSW management today: Landfilling, mass burning for energy recovery, production and combustion of refuse-derived fuel (RDF), and composting. The report also provides some data on energy, environmental releases, and economics for the following less commonly used options: Anaerobic digestion, coining of RDF with coal, gasification/pyrolysis. Because no commercial anaerobic digestion and gasification/pyrolysis facilities have operated in the United States, the data for these options are based on pilot plant results.

    Managing complex projects requires a capable, effective project manager to be in place, who is assisted by a team of competent assistants in various relevant disciplines. This team of assistants is known as the Integrated Project Team (IPT). he IPT is composed of a multidisciplinary group of people who are collectively responsible for delivering a defined project outcome and who plan, execute, and implement over the entire life-cycle of a project, which can be a facility being constructed or a system being acquired. An ideal IPT includes empowered representatives from all functional areas involved with a project-such as engineering design, technology, manufacturing, test and evaluation, contracts, legal, logistics, and especially, the customer. Effective IPTs are an essential element of scope, cost, and schedule control for any complex, large construction project, whether funded by DOE or another organization. By recently assessing a number of major, on-going DOE waste management projects, the characteristics of high performing IPTs have been defined as well as the reasons for potential IPT failure. Project managers should use IPTs to plan and execute projects, but the IPTs must be properly constituted and the members capable and empowered. For them to be effective, the project manager must select the right team, and provide them with the training and guidance for them to be effective. IPT members must treat their IPT assignment as a primary duty, not some ancillary function. All team members must have an understanding of the factors associated with successful IPTs, and the reasons that some IPTs fail. Integrated Project Teams should be used by both government and industry. (authors)

    Properties of some aviation turbine fuels marketed in the United States during 1980 are presented in this report. The samples represented are typical 1980 production and were analyzed in the laboratories of 17 manufacturers of aviation turbine (jet) fuels. The data were submitted for study, calculation, and compilation under a cooperative agreement between the Department of Energy (DOE), Bartlesville Energy Technology Center (BETC), Bartlesville, Oklahoma, and the American Petroleum Institute (API). Results for the properties of 98 samples of aviation turbine fuels are included in the report for military grades JP-4 and JP-5 and commercial type Jet A.

    It is the policy of the Department of Energy (DOE) that sustainable energy and transportation fuels management will be integrated into DOE operations to meet obligations under Executive Order (EO) 13423 "Strengthening Federal Environmental, Energy, and Transportation Management," the Instructions for Implementation of EO 13423, as well as Guidance Documents issued in accordance thereto and any modifcations or amendments that may be issued from time to time. In furtherance of this obligation, DOE established strategic performance-based energy and transportation fuels goals and strategies through the Transformational Energy Action Management (TEAM) Initiative, which were incorporated into DOE Order 430.2B "Departmental Energy, Renewable energy, and Transportation Management" and were also identified in DOE Order 450.1A, "Environmental Protection Program." These goals and accompanying strategies are to be implemented by DOE sites through the integration of energy and transportation fuels management into site Environmental Management Systems (EMS).

    For many years the aviation industry and airports operated with security methods and equipment common to most other large industrial complexes. At that time, the security systems primarily provided asset and property protection. However, soon after the first aircraft hijacking the focus of security shifted to emphasize the security requirements necessary for protecting the traveling public and the one feature of the aviation industry that makes it unique---the airplane. The airplane and its operation offered attractive opportunities for the homesick refugee, the mentally unstable person and the terrorist wanting to make a political statement. The airport and its aircraft were the prime targets requiring enhanced security against this escalated threat. In response, the FAA, airport operators and air carriers began to develop plans for increasing security and assigning responsibilities for implementation.

    This report is for biofuels stakeholders interested the U.S. aviation fuel market. Jet fuel production represents about 10% of U.S. petroleum refinery production. Exxon Mobil, Chevron, and BP top producers, and Texas, Louisiana, and California are top producing states. Distribution of fuel primarily involves transport from the Gulf Coast to other regions. Fuel is transported via pipeline (60%), barges on inland waterways (30%), tanker truck (5%), and rail (5%). Airport fuel supply chain organization and fuel sourcing may involve oil companies, airlines, airline consortia, airport owners and operators, and airport service companies. Most fuel is used for domestic, commercial, civilian flights. Energy efficiency has substantially improved due to aircraft fleet upgrades and advanced flight logistic improvements. Jet fuel prices generally track prices of crude oil and other refined petroleum products, whose prices are more volatile than crude oil price. The single largest expense for airlines is jet fuel, so its prices and persistent price volatility impact industry finances. Airlines use various strategies to manage aviation fuel price uncertainty. The aviation industry has established goals to mitigate its greenhouse gas emissions, and initial estimates of biojet life cycle greenhouse gas emissions exist. Biojet fuels from Fischer-Tropsch and hydroprocessed esters and fatty acids processes have ASTM standards. The commercial aviation industry and the U.S. Department of Defense have used aviation biofuels. Additional research is needed to assess the environmental, economic, and financial potential of biojet to reduce greenhouse gas emissions and mitigate long-term upward price trends, fuel price volatility, or both.

Three other facts compound the problem. First is the disposal of oil used in engines burning leaded fuel. This oil will contain too much lead to be burned in incinerators and will have to be treated as a toxic waste with relatively high disposal fees. Second, as a result of a greater demand for alkalites to be used in the automotive reformulated fuel, the costs of these components are likely to increase. Third, the Montreal Protocol will ban in 1998 the use of Ethyl-Di-Bromide, a lead scavenger used in leaded aviation fuel. Without a lead scavenger, leaded fuels cannot be used. The search for alternatives to leaded aviation fuels has been underway by different organizations for some time. As part of the search for alternatives, the Renewable Aviation Fuels Development Center (RAFDC) at Baylor University in Waco, Texas, has received a grant from the Federal Aviation Administration (FAA) to improve the efficiencies of ethanol powered aircraft engines and to test other non-petroleum alternatives to aviation fuel.

    In this paper, we conduct performance evaluation study for an aviation security cargo inspection queuing system for material flow and accountability. The queuing model employed in our study is based on discrete-event simulation and processes various types of cargo simultaneously. Onsite measurements are collected in an airport facility to validate the queuing model. The overall performance of the aviation security cargo inspection system is computed, analyzed, and optimized for the different system dynamics. Various performance measures are considered such as system capacity, residual capacity, throughput, capacity utilization, subscribed capacity utilization, resources capacity utilization, subscribed resources capacity utilization, and number of cargo pieces (or pallets) in the different queues. These metrics are performance indicators of the system s ability to service current needs and response capacity to additional requests. We studied and analyzed different scenarios by changing various model parameters such as number of pieces per pallet, number of TSA inspectors and ATS personnel, number of forklifts, number of explosives trace detection (ETD) and explosives detection system (EDS) inspection machines, inspection modality distribution, alarm rate, and cargo closeout time. The increased physical understanding resulting from execution of the queuing model utilizing these vetted performance measures should reduce the overall cost and shipping delays associated with new inspection requirements.

    In the last 15 years, the technical and the economic feasibility of biomass based fuels for general aviation piston engines has been proven. Exhaustive ground and flight tests performed at the Renewable Aviation Fuels Development Center (RAFDC) using ethanol, ethanol/methanol blends, and ETBE have proven these fuels to be superior to aviation gasoline (avgas) in all aspects of performance except range. Two series of Lycoming engines have been certified. Record flights, including a transatlantic flight on pure ethanol, were made to demonstrate the reliability of the fuel. Aerobatic demonstrations with aircraft powered by ethanol, ethanol/methanol, and ETBE were flown at major airshows around the world. the use of bio-based fuels for aviation will benefit energy security, improve the balance of trade, domestic economy, and environmental quality. The United States has the resources to supply the aviation community`s needs with a domestically produced fuel using current available technology. The adoption of a renewable fuel in place of conventional petroleum-based fuels for aviation piston and turbine engines is long overdue.

    Tabled execution is a generalization of memorization developed by the logic programming community. It not only saves results from tabled predicates, but also stores the set of currently active calls to them; tabled execution can thus provide meaningful semantics for programs that seemingly contain infinite recursions with the same arguments. In logic programming, tabled execution is used for many purposes, both for improving the efficiency of programs, and making tasks simpler and more direct to express than with normal logic programs. However, tabled execution is only infrequently applied in mainstream functional languages such as Scheme. We demonstrate an elegant implementation of tabled execution in Scheme, using a mix of continuation-passing style and mutable data. We also show the use of tabled execution in Scheme for a problem in formal language and automata theory, demonstrating that tabled execution can be a valuable tool for Scheme users.

    The Greenhouse gases, Regulated Emissions, and Energy use in Transportation (GREET) model, developed at Argonne National Laboratory, has been expanded to include well-to-wake (WTWa) analysis of aviation fuels and aircraft. This report documents the key WTWa stages and assumptions for fuels that represent alternatives to petroleum jet fuel. The aviation module in GREET consists of three spreadsheets that present detailed characterizations of well-to-pump and pump-to-wake parameters and WTWa results. By using the expanded GREET version (GREET1_2011), we estimate WTWa results for energy use (total, fossil, and petroleum energy) and greenhouse gas (GHG) emissions (carbon dioxide, methane, and nitrous oxide) for (1) each unit of energy (lower heating value) consumed by the aircraft or(2) each unit of distance traveled/ payload carried by the aircraft. The fuel pathways considered in this analysis include petroleum-based jet fuel from conventional and unconventional sources (i.e., oil sands); Fisher-Tropsch (FT) jet fuel from natural gas, coal, and biomass; bio-jet fuel from fast pyrolysis of cellulosic biomass; and bio-jet fuel from vegetable and algal oils, which falls under the American Society for Testing and Materials category of hydroprocessed esters and fatty acids. For aircraft operation, we considered six passenger aircraft classes and four freight aircraft classes in this analysis. Our analysis revealed that, depending on the feedstock source, the fuel conversion technology, and the allocation or displacement credit methodology applied to co-products, alternative bio-jet fuel pathways have the potential to reduce life-cycle GHG emissions by 55–85 percent compared with conventional (petroleum-based) jet fuel. Although producing FT jet fuel from fossil feedstock sources — such as natural gas and coal — could greatly reduce dependence on crude oil, production from such sources (especially coal) produces greater WTWa GHG emissions compared with petroleum jet

    Psychophysiological factors are not uncommon terms in the aviation incident/accident investigation sequence where human error is involved. It is highly suspect that the same psychophysiological factors may also exist in the industrial arena where operator personnel function; but, there is little evidence in literature indicating how management and subordinates cope with these factors to prevent or reduce accidents. It is apparent that human factors psychophysological training is quite evident in the aviation industry. However, while the industrial arena appears to analyze psychophysiological factors in accident investigations, there is little evidence that established training programs exist for supervisors and operator personnel.

This will require more efficient processing of cargo and will have a significant impact on the inspection protocols and business practices of government agencies and the airlines. In this paper, we develop an aviation security cargo inspection queuing simulation model for material flow and accountability that will allow cargo managers to conduct impact studies of current and proposed business practices as they relate to inspection procedures, material flow, and accountability.

    For the past several years at the Idaho National Engineering and Environmental Laboratory (INEEL) the authors have been working to apply methods of human error analysis to the design of complex systems. They have focused on adapting human reliability analysis (HRA) methods that were developed for Probabilistic Safety Assessment (PSA) for application to system design. They are developing methods so that human errors can be systematically identified during system design, the potential consequences of each error can be assessed, and potential corrective actions (e.g. changes to system design or procedures) can be identified. The primary vehicle the authors have used to develop and apply these methods has been a series of projects sponsored by the National Aeronautics and Space Administration (NASA) to apply human error analysis to aviation operations. They are currently adapting their methods and tools of human error analysis to the domain of air traffic management (ATM) systems. Under the NASA-sponsored Advanced Air Traffic Technologies (AATT) program they are working to address issues of human reliability in the design of ATM systems to support the development of a free flight environment for commercial air traffic in the US. They are also currently testing the application of their human error analysis approach for space flight operations. They have developed a simplified model of the critical habitability functions for the space station Mir, and have used this model to assess the affects of system failures and human errors that have occurred in the wake of the collision incident last year. They are developing an approach so that lessons learned from Mir operations can be systematically applied to design and operation of long-term space missions such as the International Space Station (ISS) and the manned Mars mission.

    Aviation turbine engine fuel specifications are governed by ASTM International, formerly known as the American Society for Testing and Materials (ASTM) International, and the British Ministry of Defence (MOD). ASTM D1655 Standard Specification for Aviation Turbine Fuels and MOD Defence Standard 91-91 are the guiding specifications for this fuel throughout most of the world. Both of these documents rely heavily on the vast amount of experience in production and use of turbine engine fuels from conventional sources, such as crude oil, natural gas condensates, heavy oil, shale oil, and oil sands. Turbine engine fuel derived from these resources and meeting the above specifications has properties that are generally considered acceptable for fuels to be used in turbine engines. Alternative and synthetic fuel components are approved for use to blend with conventional turbine engine fuels after considerable testing. ASTM has established a specification for fuels containing synthesized hydrocarbons under D7566, and the MOD has included additional requirements for fuels containing synthetic components under Annex D of DS91-91. New turbine engine fuel additives and blend components need to be evaluated using ASTM D4054, Standard Practice for Qualification and Approval of New Aviation Turbine Fuels and Fuel Additives. This paper discusses these specifications and testing requirements in light of recent literature claiming that some biomass-derived blend components, which have been used to blend in conventional aviation fuel, meet the requirements for aviation turbine fuels as specified by ASTM and the MOD. The 'Table 1' requirements listed in both D1655 and DS91-91 are predicated on the assumption that the feedstocks used to make fuels meeting these requirements are from approved sources. Recent papers have implied that commercial jet fuel can be blended with renewable components that are not hydrocarbons (such as fatty acid methyl esters). These are not allowed blend

    Created in 1989 to address over 50 years of environmental liabilities arising out of nuclear weapons production and testing in the United States since World War II, the U.S. Department of Energy's (DOE's) Environmental Management (EM) Programs decade-long effort to reduce the costs of those environmental liabilities, collectively known as DOE's ''environmental mortgage,'' includes past as well as future cleanup costs associated with environmental contamination, hazardous and radioactive materials and wastes, contaminated buildings and facilities, and their associated risks. Tasked with the bulk of these cleanup efforts, the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's), Nevada Environmental Restoration Project (NV ERP) is attempting to complete applicable corrective actions at inactive contaminated sites and facilities managed by DOE/NV, while at the same time protecting human health and the environment. Regulated under the Federal Facility Agreement and Consent Order, the objectives of the NV ERP are to identify the nature and extent of the contamination, determine its potential risk to the public and the environment, and to perform the necessary corrective actions in compliance with this and other state and federal regulations, guidelines, and requirements. Associated with this vast effort are approximately 2,000 sites both on and off of the Nevada Test Site (NTS) that were used primarily for nuclear testing and are addressed in the NV ERP. This includes sites that were underground areas where tests were actually conducted, contaminated surface soils resulting from aboveground testing activities, and sites that supported other related testing hardware paraphenalia and/or NTS real estate properties (e.g., underground storage tanks, leachfields, landfills, contaminated waste areas, injection wells, muckpiles, and ponds).     A PVM executive program has been developed for use with the RELAP5-3D computer program. The PVM executive allows RELAP5-3D to be coupled with any number of other computer programs to perform integrated analyses of nuclear power reactor systems and related experimental facilities. The executive program manages all phases of a coupled computation. It starts up and configures a virtual machine, spawns all of the coupled processes, coordinates the time step size between the coupled codes, manages the production of printed and plotable output, and shuts the virtual machine down at the end of the computation. The executive program also monitors that status of the coupled computation, repeating time steps as needed and terminating a coupled computation gracefully if one of the coupled processes is terminated by the computational node on which it is executing.

    The Renewable Aviation Fuels Development Center (RAFDC) at Baylor University was granted U. S. Department of Energy (US DOE) and Federal Aviation Administration (FAA) funds for research and development to improve the efficiency in ethanol powered aircraft, measure performance and compare emissions of ethanol, Ethyl Tertiary Butyl Ether (ETBE) and 100 LL aviation gasoline. The premise of the initial proposal was to use a test stand owned by Engine Components Inc. (ECI) based in San Antonio, Texas. After the grant was awarded, ECI decided to close down its test stand facility. Since there were no other test stands available at that time, RAFDC was forced to find additional support to build its own test stand. Baylor University provided initial funds for the test stand building. Other obstacles had to be overcome in order to initiate the program. The price of the emission testing equipment had increased substantially beyond the initial quote. Rosemount Analytical Inc. gave RAFDC an estimate of $120,000.00 for a basic emission testing package. RAFDC had to find additional funding to purchase this equipment. The electronic ignition unit also presented a series of time consuming problems. Since at that time there were no off-the-shelf units of this type available, one had to be specially ordered and developed. FAA funds were used to purchase a Super Flow dynamometer. Due to the many unforeseen obstacles, much more time and effort than originally anticipated had to be dedicated to the project, with much of the work done on a volunteer basis. Many people contributed their time to the program. One person, mainly responsible for the initial design of the test stand, was a retired engineer from Allison with extensive aircraft engine test stand experience. Also, many Baylor students volunteered to assemble the. test stand and continue to be involved in the current test program. Although the program presented many challenges, which resulted in delays, the RAFDC's test stand is

  19. Extracting Information from Narratives: An Application to Aviation Safety Reports

    Aviation safety reports are the best available source of information about why a flight incident happened. However, stream of consciousness permeates the narratives making difficult the automation of the information extraction task. We propose an approach and infrastructure based on a common pattern specification language to capture relevant information via normalized template expression matching in context. Template expression matching handles variants of multi-word expressions. Normalization improves the likelihood of correct hits by standardizing and cleaning the vocabulary used in narratives. Checking for the presence of negative modifiers in the proximity of a potential hit reduces the chance of false hits. We present the above approach in the context of a specific application, which is the extraction of human performance factors from NASA ASRS reports. While knowledge infusion from experts plays a critical role during the learning phase, early results show that in a production mode, the automated process provides information that is consistent with analyses by human subjects.

    In an increasingly networked world, critical infrastructure systems suffer from two types of vulnerability. The first is the traditionally recognized problem of monitoring the systems for faults and failures, recognizing and analyzing data, and responding with real understanding to the problems of the system. Increasingly complex systems create the opportunity for single points of failure to cascade when inaccurate assessment of system health increases response time or leads to faulty analysis of the problems involved. A second problem involves vulnerability to cyber intrusion, in which bad actors can mask system deterioration or present false data about system status. A resilient system will protect stability, efficiency, and security. To ensure these three states, the system must react to changing conditions within the system with coordination: no one component of the system can be allowed to react to problems without real consideration of the effects of that action on other components within the system. Systems with multi-agent design typically have three layers of action, a management layer, a coordination layer, and an execution layer. A resilient multi-agent system will emphasize functions of the execution layer, which has the responsibility of initiating actions, monitoring, analyzing, and controlling its own processes, while feeding information back to the higher levels of management and coordination. The design concept of a resilient control system execution agent (ReCoSEA) grows out of these underpinnings, and through the use of computational intelligence techniques, this paper suggests an associated design methodology.

    The Renewable Aviation Fuels Development Center at Baylor University in Waco, Texas, was designated, in March 1996, by the US Department of Energy (US DOE) as the national coordinator of the Clean Airports Program. This program, a spin-off of the Clean Cities Program, was initiated to increase the use of alternative fuels in aviation. There are two major fuels used in aviation today, the current piston engine aviation gasoline, and the current turbine engine fuel. The environmental impact of each of these fuels is significant. Aviation Gasoline (100LL), currently used in the General Aviation piston engine fleet, contributes 100% of the emissions containing lead in the USA today. In the case of the turbine engine fuel (Jet fuel), there are two major environmental impacts to be considered: the local, in the vicinity of the airports, and the global impact on climate change. The Clean Airports Program was established to promote the use of clean burning fuels in order to achieve and maintain clean air at and in the vicinities of airports through the use of alternative fuel-powered air and ground transportation vehicles.

    A faithful execution system includes system memory, a target processor, and protection engine. The system memory stores a ciphertext including value fields and integrity fields. The value fields each include an encrypted executable instruction and the integrity fields each include an encrypted integrity value for determining whether a corresponding one of the value fields has been modified. The target processor executes plaintext instructions decoded from the ciphertext while the protection engine is coupled between the system memory and the target processor. The protection engine includes logic to retrieve the ciphertext from the system memory, decrypt the value fields into the plaintext instructions, perform an integrity check based on the integrity fields to determine whether any of the corresponding value fields have been modified, and provide the plaintext instructions to the target processor for execution.

    Aircraft impacts at flight speeds are relevant environments for aircraft safety studies. This type of environment pertains to normal environments such as wildlife impacts and rough landings, but also the abnormal environment that has more recently been evidenced in cases such as the Pentagon and World Trade Center events of September 11, 2001, and the FBI building impact in Austin. For more severe impacts, the environment is combined because it involves not just the structural mechanics, but also the release of the fuel and the subsequent fire. Impacts normally last on the order of milliseconds to seconds, whereas the fire dynamics may last for minutes to hours, or longer. This presents a serious challenge for physical models that employ discrete time stepping to model the dynamics with accuracy. Another challenge is that the capabilities to model the fire and structural impact are seldom found in a common simulation tool. Sandia National Labs maintains two codes under a common architecture that have been used to model the dynamics of aircraft impact and fire scenarios. Only recently have these codes been coupled directly to provide a fire prediction that is better informed on the basis of a detailed structural calculation. To enable this technology, several facilitating models are necessary, as is a methodology for determining and executing the transfer of information from the structural code to the fire code. A methodology has been developed and implemented. Previous test programs at the Sandia National Labs sled track provide unique data for the dynamic response of an aluminum tank of liquid water impacting a barricade at flight speeds. These data are used to validate the modeling effort, and suggest reasonable accuracy for the dispersion of a non-combustible fluid in an impact environment. The capability is also demonstrated with a notional impact of a fuel-filled container at flight speed. Both of these scenarios are used to evaluate numeric approximations

    This article describes how features of event tree analysis and Monte Carlo-based discrete event simulation can be combined with concepts from object-oriented analysis to develop a new risk assessment methodology, with some of the best features of each. The resultant object-based event scenario tree (OBEST) methodology enables an analyst to rapidly construct realistic models for scenarios for which an a priori discovery of event ordering is either cumbersome or impossible. Each scenario produced by OBEST is automatically associated with a likelihood estimate because probabilistic branching is integral to the object model definition. The OBEST methodology is then applied to an aviation safety problem that considers mechanisms by which an aircraft might become involved in a runway incursion incident. The resulting OBEST model demonstrates how a close link between human reliability analysis and probabilistic risk assessment methods can provide important insights into aviation safety phenomenology.

    The objectives of the program were to demonstrate the viability of ethanol as an aviation fuel at appropriate locations and audiences in the participating Biomass Energy Program Regions, and to promote implementation projects in the area. Seven demonstrations were to be performed during the Summer 1995 through December 1996 period. To maximize the cost effectiveness of the program, additional corporate co-sponsorships were sought at each demonstration site and the travel schedule was arranged to take advantage of appropriate events taking place in the vicinity of the schedule events or enroute. This way, the original funded amount was stretched to cover another year of activities increasing the number of demonstrations from seven to thirty-nine. While the Renewable Aviation Fuels Development Center (RAFDC) contract focused on ethanol as an aviation fuel, RAFDC also promoted the broader use of ethanol as a transportation fuel. The paper summarizes locations and occasions, and gives a brief description of each demonstration/exhibit/presentation held during the term of the project. Most of the demonstrations took place at regularly scheduled air shows, such as the Oshkosh, Wisconsin Air Show. The paper also reviews current and future activities in the areas of certification, emission testing, the international Clean Airports Program, air pollution monitoring with instrumented aircraft powered by renewable fuels, training operation and pilot project on ethanol, turbine fuel research, and educational programs.

  2. A Fault Oblivious Extreme-Scale Execution Environment

    The FOX project, funded under the ASCR X-stack I program, developed systems software and runtime libraries for a new approach to the data and work distribution for massively parallel, fault oblivious application execution. Our work was motivated by the premise that exascale computing systems will provide a thousand-fold increase in parallelism and a proportional increase in failure rate relative to today’s machines. To deliver the capability of exascale hardware, the systems software must provide the infrastructure to support existing applications while simultaneously enabling efficient execution of new programming models that naturally express dynamic, adaptive, irregular computation; coupled simulations; and massive data analysis in a highly unreliable hardware environment with billions of threads of execution. Our OS research has prototyped new methods to provide efficient resource sharing, synchronization, and protection in a many-core compute node. We have experimented with alternative task/dataflow programming models and shown scalability in some cases to hundreds of thousands of cores. Much of our software is in active development through open source projects. Concepts from FOX are being pursued in next generation exascale operating systems. Our OS work focused on adaptive, application tailored OS services optimized for multi → many core processors. We developed a new operating system NIX that supports role-based allocation of cores to processes which was released to open source. We contributed to the IBM FusedOS project, which promoted the concept of latency-optimized and throughput-optimized cores. We built a task queue library based on distributed, fault tolerant key-value store and identified scaling issues. A second fault tolerant task parallel library was developed, based on the Linda tuple space model, that used low level interconnect primitives for optimized communication. We designed fault tolerance mechanisms for task parallel computations

    We describe the current state-of-the-art in Trusted Computing Technologies - focusing mainly on Intel's Trusted Execution Technology (TXT). This document is based on existing documentation and tests of two existing TXT-based systems: Intel's Trusted Boot and Invisible Things Lab's Qubes OS. We describe what features are lacking in current implementations, describe what a mature system could provide, and present a list of developments to watch. Critical systems perform operation-critical computations on high importance data. In such systems, the inputs, computation steps, and outputs may be highly sensitive. Sensitive components must be protected from both unauthorized release, and unauthorized alteration: Unauthorized users should not access the sensitive input and sensitive output data, nor be able to alter them; the computation contains intermediate data with the same requirements, and executes algorithms that the unauthorized should not be able to know or alter. Due to various system requirements, such critical systems are frequently built from commercial hardware, employ commercial software, and require network access. These hardware, software, and network system components increase the risk that sensitive input data, computation, and output data may be compromised.

    Congress enacted the Earthquake Hazards Reduction Act of 1977 (Public Law 95-124, as amended) to reduce risks to life and property from future earthquakes in the US. To implement the provisions of the Act, the Interagency Committee on Seismic Safety in Construction (ICSSC) was chartered. Approximately thirty Federal agencies, including the Department of Energy (DOE), participate in the ICSSC. The ICSSC is chaired by the National Institute of Standards (NIST) which also provides the technical secretariat. EO 12941, Seismic Safety of Existing Federally Owned or Leased Buildings, were prepared and issued by the ICSSC to reduce the vulnerability to buildings owned or leased by agencies or departments for Federal use. This report documents the implementation of EO 12941 at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. ORNL is managed and operated by Lockheed Martin Energy Research, Inc. (LMER) for the DOE-Oak Ridge Operations Office (DOE-ORO). The ORNL building inventory includes buildings that are physically located at ORNL, East Tennessee Technology Park (ETTP), and the Oak Ridge Y-12 Plant. This report addresses buildings physically located at the ORNL plant site. ORNL buildings located at ETTP and Y-12 plant sites will be included in the EO 12941 implementation reports for those sites. The scope of this effort included revising the building inventory for ORNL that was prepared prior to the development of the DOE management plan, evaluating owned buildings not exempt from the requirements of EO 12941, estimating the costs associated with the rehabilitation of vulnerable non-exempt buildings, and preparing this report in the TR-17 prescribed format (CNPE 1996). These activities were performed in accordance with the DOE management plan and as applicable, Phase I - Screening Guidelines To Determine The Structures Exempt From Executive Order 12941 (CNPE 1995).

    The uses and limitations of typical Pilot Operating Handbook cruise performance data, for constructing cruise performance models suitable for maximizing specific range, are first examined. These data are found to be inadequate for constructing such models. A new model of General Aviation piston-prop airplane cruise performance is then developed. This model consists of two subsystem models: the airframe-propeller-atmosphere subsystem model; and the engine-atmosphere subsystem model. The new model facilitates maximizing specific range; and by virtue of its simplicity and low volume data storage requirements, appears suitable for airborne microprocessor implementation.

    All sites in the U.S. Department of Energy (DOE) Complex prepare this report annually for the DOE Office of Environment, Safety and Health (EH). The purpose of this report is to provide a summary of the previous and current year's Environment, Safety and Health (ES&H) execution commitments and the S&H resources that support these activities. The fiscal year (FY) 1999 and 2000 information (Sieracki 1999) and data contained in the ''Hanford Site Environment, Safety and Health Fiscal Year 2001 Budget-Risk Management Summary'' (RL 1999) were the basis for preparing this report. Fiscal year 2000 finding of Office of Environmental Management (EM) and Office of Nuclear Energy, Science and Technology (NE) activities is based on the President's budget of $1,065.1 million and $28.0 million, plus $2.7 million carryover finding, respectively, as of October 31, 1999. Any funding changes as a result of the Congressional appropriation process will be reflected in the Fiscal Year 2002 ES&H Budget-Risk Management Summary to be issued in May 2000. This report provides the end-of-year status of FY 1999 ES&H execution commitments, including actual S&H expenditures, and describes planned FY 2000 ES&H execution commitments and the S&H resources needed to support those activities. This requirement is included in the ES&H ''Guidance for FY200l Budget Formulations and Execution'' (DOE 1999).

    This document is the Executive Summary of the Basewide Energy Systems Plan for the Hawthorne Army Ammunition Plant (HWAAP) at Hawthorne, Nevada. This project has been executed as a part of the Department of the Army`s Energy Engineering Analysis Program (EEAP). The overall objective of the project is to develop a systematic plan of projects that will result in the reduction of energy consumption in compliance with the objectives set forth in the Army Facilities Energy Plan (AFEP), without decreasing the readiness posture of the Army. The Hawthorne Army Ammunition Plant is a Government Owned and Contractor Operator (GOCO) Army facility. Consequently, any reference made in this document to the Energy Conservation Investment Program (ECIP) is directly analagous to Energy Conservation and Management (ECAM). The ECAM designation pertains specifically to GOCO Army installations. All Programming Documents for projects developed from this study reference ECAM wherever ECIP is called for.

    Previously, annual planning for Readiness in Technical Base and Facilities (RTBF) at the Nevada National Security Site (NNSS) was fragmented, disconnected, circular, and occurred constantly throughout the fiscal year (FY) comprising 9 of the 12 months, reducing the focus on implementation and execution. This required constant “looking back” instead of “looking forward.” In FY 2009, annual planning was consolidated into one comprehensive integrated plan (IP) for each facility/project, which comprised annual task planning/outyear budgeting, AMPs, and investment planning (i.e., TYIP). In FY 2010, the Risk Management Plans were added to the IPs. The integrated planning process achieved the following: 1) Eliminated fragmented, circular, planning and moved the plan to be more forward-looking; 2) Achieved a 90% reduction in schedule planning timeframe from 40 weeks (9 months) to 6 weeks; 3) Achieved an 80% reduction in cost from just under $1.0M to just over $200K, for a cost savings of nearly $800K (reduced combined effort from over 200 person-weeks to less than 40); 4) Reduced the number of plans generated from 21 plans (1 per facility per plan) per year to 8 plans per year (1 per facility plus 1 program-level IP); 5) Eliminated redundancy in common content between plans and improved consistency and overall quality; 6) Reduced the preparation time and cost of the FY 2010 SEP by 50% due to information provided in the IP; 7) Met the requirements for annual task planning, annual maintenance planning, ten-year investment planning, and risk management plans.

    Split-execution computing leverages the capabilities of multiple computational models to solve problems, but splitting program execution across different computational models incurs costs associated with the translation between domains. We analyze the performance of a split-execution computing system developed from conventional and quantum processing units (QPUs) by using behavioral models that track resource usage. We focus on asymmetric processing models built using conventional CPUs and a family of special-purpose QPUs that employ quantum computing principles. Our performance models account for the translation of a classical optimization problem into the physical representation required by the quantum processor while also accounting for hardware limitations and conventional processor speed and memory. We conclude that the bottleneck in this split-execution computing system lies at the quantum-classical interface and that the primary time cost is independent of quantum processor behavior.

    The absorption coefficient of the radiation of a repetitively pulsed Nd : YAG laser with an average output power up to 6 W and of a cw ytterbium optical fibre laser with an output power up to 3 kW was measured in the diffusion flame of aviation kerosene burning on a free surface in the atmospheric air. The absorption coefficient as a function of flame length, radiation power, and radiation intensity, which was varied in the {approx}10{sup 3} - 5 Multiplication-Sign 10{sup 4} W cm{sup -2} range, was obtained for two distances (1 and 2 cm) between the laser beam axis and the surface. The coefficient of radiation absorption by kerosene flame was compared with that in ethanol and kerosene - ethanol mixture flames. The radiation power scattered by a small segment of the kerosene flame irradiated by Nd : YAG laser radiation was measured as a function of longitudinal and azimuthal coordinates. An estimate was made of the total scattered radiation power.

    This report represents findings of a design review team that evaluated construction documents (at the 100% level) and operating specifications for a new control tower and support building that will be built in Palm Springs, California by the Federal Aviation Administration (FAA). The focus of the review was to identify measures that could be incorporated into the final design and operating specifications that would result in additional energy savings for the FAA that would not have otherwise occurred.

    This Project Execution Plan documents the methodology for managing Project W-211. Project W-211, Initial Tank Retrieval Systems (ITRS), is a fiscal year 1994 Major Systems Acquisition that will provide systems for retrieval of radioactive wastes from selected double-shell tanks (DST). The contents of these tanks are a combination of supernatant liquids and settled solids. To retrieve waste from the tanks, it is first necessary to mix the liquid and solids prior to transferring the slurry to alternative storage or treatment facilities. The ITRS will provide systems to mobilize the settled solids and transfer the wastes out of the tanks. In so doing, ITRS provides feed for the future waste treatment plant, allows for consolidation of tank solids to manage space within existing DST storage capacity, and supports continued safe storage of tank waste. The ITRS scope has been revised to include waste retrieval systems for tanks AP-102, AP-104, AN-102, AN-103, AN-104, AN-105, AY-102, AZ-102, and SY-102. This current tank selection and sequence provides retrieval systems supporting the River Protection Project (RF'P) Waste Treatment Facility and sustains the ability to provide final remediation of several watch list DSTs via treatment. The ITRS is configured to support changing program needs, as constrained by available budget, by maintaining the flexibility for exchanging tanks requiring mixer pump-based retrieval systems and shifting the retrieval sequence. Preliminary design was configured such that an adequate basis exists for initiating Title II design of a mixer pump-based retrieval system for any DST. This Project Execution Plan (PEP), derived from the predecessor Project Management Plan, documents the methodology for managing the ITRS, formalizes organizational responsibilities and interfaces, and identifies project requirements such as change control, design verification, systems engineering, and human factors engineering.

    A comprehensive sea-level-static test cell data collection and evaluation effort to review operational characteristics of 'off-the-shelf' carburetor ice detection/warning devices for general aviation piston engine aircraft during operation on aviation grade fuel and automotive grade fuel. Presented herein are results, observations and conclusions drawn from over 250 hours of test cell engine operation on 100LL aviation grade fuel, unleaded premium and unleaded regular grade automotive fuel. Sea-level-static test cell engine operations were conducted utilizing a Teledyne Continental Motors 0-200A engine and a Cessna 150 fuel system to review engine operational characteristics of 100LL aviation grade fuel and various blends of automotive grade fuel as well as carburetor ice detectors/warning devices sensitivity/effectiveness during actual carburetor icing. The primary purpose of test cell engine operation was to observe real-time carburetor icing characteristics associated with possible automotive grade fuel utilization by piston-powered light general aviation aircraft. In fulfillment of this task, baseline engine operations were established with 100LL aviation grade fuel followed by various blend of automotive grade fuel prior to imposing carburetor icing conditions and assessing operational characteristics.

  1. Efficient Heterogeneous Execution on Large Multicore and Accelerator Platforms: Case Study Using a Block Tridiagonal Solver

    The algorithmic and implementation principles are explored in gainfully exploiting GPU accelerators in conjunction with multicore processors on high-end systems with large numbers of compute nodes, and evaluated in an implementation of a scalable block tridiagonal solver. The accelerator of each compute node is exploited in combination with multicore processors of that node in performing block-level linear algebra operations in the overall, distributed solver algorithm. Optimizations incorporated include: (1) an efficient memory mapping and synchronization interface to minimize data movement, (2) multi-process sharing of the accelerator within a node to obtain balanced load with multicore processors, and (3) an automatic memory management system to efficiently utilize accelerator memory when sub-matrices spill over the limits of device memory. Results are reported from our novel implementation that uses MAGMA and CUBLAS accelerator software systems simultaneously with ACML for multithreaded execution on processors. Overall, using 940 nVidia Tesla X2090 accelerators and 15,040 cores, the best heterogeneous execution delivers a 10.9-fold reduction in run time relative to an already efficient parallel multicore-only baseline implementation that is highly optimized with intra-node and inter-node concurrency and computation-communication overlap. Detailed quantitative results are presented to explain all critical runtime components contributing to hybrid performance.
