    This manual provides general guidance for Department of Energy (DOE) officials for complying with Sect. 402 of the Clean Water Act (CWA) of 1977 and amendments. Section 402 authorizes the US Environmental Protection Agency (EPA) or states with EPA approved programs to issue National Pollutant Discharge Elimination System (NPDES) permits for the direct discharge of waste from a point source into waters of the United States. Although the nature of a project dictates the exact information requirements, every project has similar information requirements on the environmental setting, type of discharge(s), characterization of effluent, and description of operations and wastewater treatment. Additional information requirements for projects with ocean discharges, thermal discharges, and cooling water intakes are discussed. Guidance is provided in this manual on general methods for collecting, analyzing, and presenting information for an NPDES permit application. The NPDES program interacts with many sections of the CWA; therefore, background material on pertinent areas such as effluent limitations, water quality standards, toxic substances, and nonpoint source pollutants is included in this manual. Modifications, variances, and extensions applicable to NPDES permits are also discussed.

    The NPDES permit issued to the Savannah River Site (SRS) in 2003 contained very low metals limits for several outfalls. Copper, lead and zinc limits were as low as seven micrograms per liter (7 ug/l), 1 ug/l, and 100 ug/l, respectively. The permit contained compliance schedules that provided SRS with only three to five years to select and implement projects that would enable outfall compliance. Discharges from a few outfalls were eliminated or routed into other locations relatively inexpensively. However, some outfall problems were much more difficult to correct. SRS personnel implemented several innovative projects in order to meet compliance schedule deadlines as inexpensively as possible. These innovations included (1) connecting several outfall discharges to the site's Central Sanitary Wastewater Treatment Facility (CSWTF), (2) constructing a treatment wetlands and completing a water-effects ratio (WER) on its effluent, (3) installing a stannous chloride feed system to remove mercury in an existing air stripper, and (4) constructing a humic acid feed system to increase effluent dissolved organic carbon (DOC) content and take advantage of biotic ligand modeling to raise effluent limits.

    One of Los Angeles County Department of Public Works` many responsibilities is to manage non-point pollution that enters the storm drain network within Los Angeles County. The management of this non-point source pollution is mandated by the NPDES guidelines under the Federal Clean Water Act. These guidelines require the County to monitor the drainage network and the storm water and urban runoff flowing through it. The County covers over 3,117 square miles, with the NPDES Permit covering over 3,100 square miles and over 2500 miles of storm drains. A proposed solution to monitor and manage this vast geographic area is centered upon an Arc/Info GIS. Some of the many concerns which need to be addressed include the administration and evaluation of Best Management Practices (BMP`s), storm drain inspection for illegal connections and illicit discharges, and pollutant load assessment and modeling. The storm drain network and other coverages will be related to external data bases currently used for facility management and planning. This system would be used for query purposes to perform spatial modeling and {open_quotes}what if{close_quotes} scenarios needed to create maps and reports required by the permit and to evaluate various BMP implementation strategies.

    The U.S. Department of Energy (DOE) prepared this environmental assessment (EA) to evaluate the potential environmental impacts associated with proposed and alternative actions to achieve water quality permit compliance at 38 storm water outfalls located at the Savannah River Site (SRS) (Figure 1-1). Effluent monitoring data indicates that some of these outfalls may not presently comply with new National Pollutant Discharge Elimination System (NPDES) Storm Water General Permit effluent standards that became effective July 1, 2005 (SCR000000). The NPDES permit requires that best management practices (BMPs) be implemented and maintained, as necessary, to ensure that storm water discharges at SRS do not cause or contribute to the contravention of applicable state water quality standards (WQS).

    The US Environmental Protection Agency (USEPA) has reported that stormwater runoff is a major cause of pollution and use impairment to waters of the nation. Diffuse pollution sources (stormwater runoff) are increasingly important as controls for industrial process dischargers. On November 16, 1990 the Federal Clean Water Act National Pollutant Discharge Elimination System (NPDES) rules governing the discharge of stormwater were published (56 FR 40948). These rules potentially affect every type of business enterprise conducting work associated with industrial activity.'' Dischargers of stormwater associated with industrial activity ar required to either seek coverage under a federal or state general permit using notice of intent, apply for an individual permit, or apply for a permit through a two-part group application process. Conoco, Inc. Supply and Transportation (S and T) elected the latter alternative to attempt to comply with these new evolving complex, broad-ranging permitting requirements. This paper discusses specific details of S and T's strategy, BMP designs, data acquisition activities, monitoring results, as well as economic impacts on the corporation as a result of storm water permit requirements. S and T operates approximately 170 unique wholly and jointly owned petroleum product storage and transport facilities across the nation. Approximately one-third of these facilities were subject to stormwater permit application requirements.

  8. The implications of UIC and NPDES regulations on selection of disposal options for spent geothermal brine

    This document reviews and evaluates the various options for the disposal of geothermal wastewater with respect to the promulgated regulations for the protection of surface and groundwaters. The Clean Water Act of 1977 and the Safe Drinking Water Act Amendments are especially important when designing disposal systems for geothermal fluids. The former promulgates regulations concerning the discharge of wastewater into surface waters, while the latter is concerned with the protection of ground water aquifers through the establishment of underground injection control (UIC) programs. There is a specific category for geothermal fluid discharge if injection is to be used as a method of disposal. Prior to February 1982, the UIC regulations required geothermal power plant to use Class III wells and direct use plants to use Class V wells. More stringent regulatory requirements, including construction specification and monitoring, are imposed on the Class III wells. On February 3, 1982, the classification of geothermal injection wells was changed from a Class III to Class V on the basis that geothermal wells do not inject for the extraction of minerals or energy, but rather they are used to inject brines, from which heat has been extracted, into formations from which they were originally taken. This reclassification implies that a substantial cost reduction will be realized for geothermal fluid injection primarily because well monitoring is no longer mandatory. The Clean Water Act of 1977 provides the legal basis for regulating the discharge of liquid effluent into the nation's surface waters, through a permitting system called the National Pollution Discharge Elimination System (NPDES) Discharge quantities, rates, concentrations and temperatures are regulated by the NPDES permits. These permits systems are based upon effluent guidelines developed by EPA on an industry by industry basis. For geothermal energy industry, effluent guidelines have not been formulated and are not

  12. TEMPERATURE MONITORING OPTIONS AVAILABLE AT THE IDAHO NATIONAL LABORATORY ADVANCED TEST REACTOR

    As part of the Advanced Test Reactor National Scientific User Facility (ATR NSUF) program, the Idaho National Laboratory (INL) has developed in-house capabilities to fabricate, test, and qualify new and enhanced sensors for irradiation testing. To meet recent customer requests, an array of temperature monitoring options is now available to ATR users. The method selected is determined by test requirements and budget. Melt wires are the simplest and least expensive option for monitoring temperature. INL has recently verified the melting temperature of a collection of materials with melt temperatures ranging from 100 to 1000 C with a differential scanning calorimeter installed at INL’s High Temperature Test Laboratory (HTTL). INL encapsulates these melt wires in quartz or metal tubes. In the case of quartz tubes, multiple wires can be encapsulated in a single 1.6 mm diameter tube. The second option available to ATR users is a silicon carbide temperature monitor. The benefit of this option is that a single small monitor (typically 1 mm x 1 mm x 10 mm or 1 mm diameter x 10 mm length) can be used to detect peak irradiation temperatures ranging from 200 to 800 C. Equipment has been installed at INL’s HTTL to complete post-irradiation resistivity measurements on SiC monitors, a technique that has been found to yield the most accurate temperatures from these monitors. For instrumented tests, thermocouples may be used. In addition to Type-K and Type-N thermocouples, a High Temperature Irradiation Resistant ThermoCouple (HTIR-TC) was developed at the HTTL that contains commercially-available doped molybdenum paired with a niobium alloy thermoelements. Long duration high temperature tests, in furnaces and in the ATR and other MTRs, demonstrate that the HTIR-TC is accurate up to 1800 C and insensitive to thermal neutron interactions. Thus, degradation observed at temperatures above 1100 C with Type K and N thermocouples and decalibration due to transmutation with tungsten

  13. Best available technology for the Los Alamos National Laboratory Radioactive Liquid Waste Treatment Facility

    The existing Los Alamos National Laboratory TA-50 liquid radioactive waste treatment plant RLWP has been in service for over thirty years, during this period many technical, regulatory, and processing changes have occurred. The existing facility can no longer comply with the demands and requirements for continued operation, and would not be able to comply with anticipated stringent future contaminant discharge limitations. Either a major upgrading or replacement of the existing facility is required. In order to assess the most appropriate means of providing an adequate facility to comply with predicted requirements for Ta-50, this Best Available Technology (BAT) Study was conducted to compare feasible technical and economic alternatives in order to define the most favorable technology configuration. This report consists of eleven sections. Section 1 provides a general introduction and background of the TA-50 operations and the basis for this study. Section 2 provides a technical discussion of the unit processes at TA-50 and several other comparable operations at other DOE sites. Section 3 addresses the evaluation and selection of appropriate treatment processes. Section 4 provides an analysis of environmental issues and concerns. Section 5 presents the rationale for the selection of preferred process configurations. Section 6 is the evaluation of operational issues. Section 7 addresses energy and resource use topics. Section 8 provides an economic analysis, and Section 9 summarizes the evaluation and the identification of the BAT. These sections are augmented by appendices. The report identifies the construction of a new radioactive liquid waste treatment facility as the BAT. Based on the information analyzed for this study, this option appears to provide the best combination of environmental compliance, operability, and economic value.

  14. Results of acute and chronic toxicity tests conducted at SRS NPDES outfalls, July--October 1991

    Acute (48 hour LC50) and chronic (7-day reproductive impairment) toxicity tests were conducted on Ceriodaphnia dubia in water collected from 53 NPDES outfalls. All tests were conducted at the in-stream waste concentration. only 12 of the 53 outfalls showed no evidence of toxicity. Twenty-eight of the outfalls were acutely toxic, often producing 100% mortality during the first day of exposure. Fourteen outfalls had no discharge at the time of sampling and could not be tested. Three outfalls were not tested because their toxicity has been adequately characterized in other investigations. Elevated concentrations of total residual chlorine are suspected to be responsible for the observed toxicity of many NPDES outfalls, particularly the sanitary wastewater treatment plants. Chemical data from previous studies indicate that metals may also be present in toxic concentrations at many outfalls. Toxicity identification and reduction options are discussed.

    The A-01 NPDES outfall at the Savannah River Site receives process wastewater discharges and stormwater runoff from the Savannah River Technology Center. Routine monitoring indicated that copper concentrations were regularly higher than discharge permit limit, necessitating treatment of nearly one million gallons of water each day plus storm runoff to meet compliance standards. A conceptual design for a constructed treatment wetland was developed as the most cost-effective alternative. A pilot study was conducted using mesocosms to confirm that the design concept would reduce copper to acceptable levels. After treatment in the mesocosms, effluent copper concentrations were routinely below permit limits, even though the influent concentrations varied widely.

  1. Stormwater permitting for a large construction project: NPDES and Boston's Central Artery/Tunnel

    The promulgation of EPA's NPDES stormwater discharge regulations occurred during the latter planning stages for Boston's Central Artery/Tunnel Project, making this project, one of the largest single urban highway projects ever built, one of the first to be permitted under new regulations. The Project consists of 128 land miles of new highway, including numerous ramps and interchanges, and a harbor tunnel, with stormwater discharging during construction from at least 38 separate points. Complicating the permitting situation, stormwater is combined with dewatering discharges from excavations in filled and former industrial areas. Working closely with EPA Region 1 and the Massachusetts Department of Environmental Protection, the Massachusetts Highway Department submitted a permit application combining estimates of dewatering discharge quality derived from groundwater sampling with all the elements of a NPDES application for construction stormwater. The resulting permit contained two separate sets of monitoring requirements for the same discharge points, one for stormwater and one for dewatering. Quarterly monitoring was required for both dewatering and stormwater for metals, suspended solids, TPH, and VOC. Limits of 50 mg/1 TSS and 5 mg/1 TPH were established for dewatering only.

    The purpose of this report is to provide the Office of Technology Assessment (OTA) with information about selected technologies under development in the Department of Energy (DOE) through its National Laboratory System and its Program Office operations. The technologies selected are those that have the potential to improve the performance of the nation`s public works infrastructure. The product is a relational database that we refer to as a ``prototype catalogue of technologies.`` The catalogue contains over 100 entries of DOE-supported technologies having potential application to infrastructure-related problems. The work involved conceptualizing an approach, developing a framework for organizing technology information, and collecting samples of readily available data to be put into a prototype catalogue. In developing the catalogue, our objectives were to demonstrate the concept and provide readily available information to OTA. As such, the catalogue represents a preliminary product. The existing database is not exhaustive and likely represents only a fraction of relevant technologies developed by DOE. In addition, the taxonomy we used to classify technologies is based on the judgment of project staff and has received minimal review by individuals who have been involved in the development and testing of the technologies. Finally, end users will likely identify framework changes and additions that will strengthen the catalogue approach. The framework for the catalogue includes four components: a description of the technology, along with potential uses and other pertinent information; identification of the source of the descriptive information; identification of a person or group knowledgeable about the technology; and a classification of the described technology in terms of its type, application, life-cycle use, function, and readiness.

    This report identifies patterns of Oak Ridge National Laboratory (ORNL) Environmental Restoration (ER) waste generation that are predicted by the current ER Waste Generation Forecast data base. It compares the waste volumes to be generated with the waste management capabilities of current and proposed treatment, storage, or disposal (TSD) facilities. The scope of this report is limited to wastes generated during activities funded by the Office of the Deputy Assistant Secretary for Environmental Restoration (EM-40) and excludes wastes from the decontamination and decommissioning of facilities. Significant quantities of these wastes are expected to be generated during ER activities. This report has been developed as a management tool supporting communication and coordination of waste management activities at ORNL. It summarizes the available data for waste that will be generated as a result of remediation activities under the direction of the U.S. Department of Energy Oak Ridge Operations Office and identifies areas requiring continued waste management planning and coordination. Based on the available data, it is evident that most remedial action wastes leaving the area of contamination can be managed adequately with existing and planned ORR waste management facilities if attention is given to waste generation scheduling and the physical limitations of particular TSD facilities. Limited use of off-site commercial TSD facilities is anticipated, provided the affected waste streams can be shown to satisfy the requirements of the performance objective for certification of non-radioactive hazardous waste and the waste acceptance criteria of the off-site facilities. Ongoing waste characterization will be required to determine the most appropriate TSD facility for each waste stream.

    This is the second annual storm water report prepared in accordance with the National Pollutant Discharge Elimination System (NPDES) permit issued to the Y-12 National Security Complex (Y-12 Complex) on December 1, 2011, and the corresponding Y-12 Storm Water Pollution Prevention Plan (SWP3) which became effective on September 7, 2012. However, Appendix A does contain some analytical data gathered under the previous NPDES permit and SWP3 for comparison purposes. The quality of storm water exiting the Y-12 Complex via East Fork Poplar Creek remained relatively stable from 2012 to 2013. However, there was one largely unexpected high concentration of mercury noted in an area that is not known to have previously been a mercury use area. This was noted in Sector AA, Outfall 014. This outfall is normally sampled on a rotating basis but, due this elevated concentration, will be sampled again in 2014. The Y-12 Complex will continue to implement appropriate BMPs and reduce outside material storage ares where possible. Emphasis will continue to be placed on site inspections and timely implementation of proper storm water control measures.

    Despite Best Management Practices (BMP), total suspended solids (TSS) and oil and grease (O and G) concentrations in stormwater runoff frequently have been above the National Pollutant Discharge Elimination System (NPDES) Permit effluent limits at ORNL. Although the effects of stormwater pollutants to aquatic ecosystems are of concern regionally and nationally, NPDES permit violations at ORNL are best addressed on a site-specific basis. This document explores several key questions to determine whether the TSS and O and G noncompliances at ORNL are primarily a regulatory problem (i.e., Category 1 and 2 effluent limits are neither reasonably achievable nor effective in achieving environmental protection), or a legitimate ecological concern that will require effective remediation. The three tasks outlined in the study plan were to (1) clarify the degree of TSS and O and G noncompliances at ORNL, (2) provide guidance as to appropriate limits for TSS and O and G in Category 1 and 2 discharges, and (3) provide information about the effectiveness of possible mitigation or remediation measures for TSS and O and G in stormwater releases, assuming that such measures are needed for one or more ORNL Category 1 or 2 outfalls.

    In response to a condition of the National Pollutant Discharge Elimination System (NPDES) permit issued to Oak Ridge National Laboratory (ORNL) on April 1, 1986, a Biological Monitoring and Abatement Program (BMAP) was developed for White Oak Creek (WOC) and selected tributaries. BMAP currently consists of six major tasks that address both radiological and nonradiological contaminants in the aquatic and terrestrial environs on-site and the aquatic environs off-site. These tasks are (1) toxicity monitoring, (2) bioaccumulation monitoring of nonradiological contaminants in aquatic biota, (3) biological indicator studies, (4) instream ecological monitoring, (5) assessment of contaminants in the terrestrial environment, and (6) radioecology of WOC and White Oak Lake. The ecological characterization of the WOC watershed will provide baseline data that can be used to document the ecological effects of the water pollution control program and the remedial action program.     Los Alamos National Laboratory (LANL or the Laboratory) operations data for Calendar Year (CY) 2012 mostly fell within the 2008 Site-Wide Environmental Impact Statement (SWEIS) projections. Operation levels for one LANL facility exceeded the 2008 SWEIS capability projections—Radiochemistry Facility; however, none of the capability increases caused exceedances in radioactive air emissions, waste generation, or National Pollutant Discharge Elimination System (NPDES) discharge. Several facilities exceeded the2008 SWEIS levels for waste generation quantities; however, all were one-time, non-routine events that do not reflect the day-to-day operations of the Laboratory. In addition, total site-wide waste generation quantities were below SWEIS projections for all waste types, reflecting the overall levels of operations at both the Key and Non-Key Facilities. Although gas and electricity consumption have remained within the 2008 SWEIS limits for utilities, water consumption exceeded the 2008 SWEIS projections by 27 million gallons in CY 2012.

    As a condition of the National Pollutant Discharge Elimination System (NPDES) permit issued to Oak Ridge National Laboratory (ORNL) on April 1, 1986, a Biological Monitoring and Abatement Program (BMAP) was developed for White Oak Creek (WOC); selected tributaries of WOC, including Fifth Creek, First Creek, Melton Branch, and Northwest Tributary; and the Clinch River. BMAP consists of seven major tasks that address both radiological and nonradiological contaminants in the aquatic and terrestrial environs on-site and the aquatic environs off-site. These tasks are (1) toxicity monitoring; (2) bioaccumulation monitoring of nonradiological contaminants in aquatic biota; (3) biological indicator studies; (4) instream ecological monitoring; (5) assessment of contaminants in the terrestrial environment; (6) radioecology of WOC and White Oak Lake (WOL); and (7) contaminant transport, distribution, and fate in the WOC embayment-Clinch River-Watts Bar Reservoir system. This document, the second of a series of annual reports, described the results of BMAP studies conducted in 1987.

    The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options.     The Department of Energy (DOE) proposes to eliminate industrial effluent from 27 outfalls at Los Alamos National Laboratory (LANL). The Proposed Action includes both simple and extensive plumbing modifications, which would result in the elimination of industrial effluent being released to the environment through 27 outfalls. The industrial effluent currently going to about half of the 27 outfalls under consideration would be rerouted to LANL`s sanitary sewer system. Industrial effluent from other outfalls would be eliminated by replacing once-through cooling water systems with recirculation systems, or, in a few instances, operational changes would result in no generation of industrial effluent. After the industrial effluents have been discontinued, the affected outfalls would be removed from the NPDES Permit. The pipes from the source building or structure to the discharge point for the outfalls may be plugged, or excavated and removed. Other outfalls would remain intact and would continue to discharge stormwater. The No Action alternative, which would maintain the status quo for LANL`s outfalls, was also analyzed. An alternative in which industrial effluent would be treated at the source facilities was considered but dismissed from further analysis because it would not reasonably meet the DOE`s purpose for action, and its potential environmental effects were bounded by the analysis of the Proposed Action and the No Action alternatives.

    A recent survey by the U.S. Nuclear Regulatory Commission of maintenance practices at U.S. nuclear power plants confirms that spare parts availability is, to some extent, a problem at all but a few plants. Because rarely used inventory is not effectively managed with traditional inventory management techniques, opportunities exist both to increase availability and to reduce investment. But this requires a unique statistical tool that can recommend an unbiased, economic reorder point to be used in the materials management system. Inventory Solutions Inc. (ISI) of Akron, Ohio, has developed such a tool, rarely used inventory stocking logic (RUSL), which is a user friendly decision support tool for setting spare parts reorder points. RUSL, based on statistical computations enhanced to include the most advanced techniques developed for use in aerospace and military combat-readiness, calculates the optimum stocking level to achieve the desired spare part availability at the station.

    Los Alamos National Laboratory (LANL) is preparing to implement engineering controls in Sandia Canyon at Technical Area (TA) 72. Los Alamos National Security (LANS) biologists conducted a floodplain determination and this project is located within a 100-year floodplain. The proposed project is to rehabilitate the degraded channel in lower Sandia Canyon where it crosses through the outdoor firing range at TA-72 to limit the loss of sediment and dissipate floodwater leaving LANL property (Figure 1). The proposed construction of these engineered controls is part of the New Mexico Environment Department's (NMED) approved LANL Individual Storm Water Permit. The purpose of this project is to install storm water controls at Sandia Watershed Site Monitoring Area 6 (S-SMA-6). Storm water controls will be designed and installed to meet the requirements of NPDES Permit No. NM0030759, commonly referred to as the LANL Individual Storm Water Permit (IP). The storm water control measures address storm water mitigation for the area within the boundary of Area of Concern (AOC) 72-001. This action meets the requirements of the IP for S-SMA-6 for storm water controls by a combination of: preventing exposure of upstream storm water and storm water generated within the channel to the AOC and totally retaining storm water falling outside the channel but within the AOC.

    On April 1, 1986, a National Pollutant Discharge Elimination System (NPDES) permit was issued for the Oak Ridge National Laboratory (ORNL) (EPA 1986). As specified in Part 3: Special Conditions (Item H) of the permit, a plan for biological monitoring of the Clinch River, White Oak Creek (WOC), Northwest Tributary (NWT) of WOC, Melton Branch (MB), Fifth Creek, and First Creek shall be submitted for approval to the US Environmental Protection Agency (EPA) and the Tennessee Department of Health and Environment (TDHE) within 90 days of the effective date of the permit. The plan, which is referred to in Part 3 (H) of the permit as the Biological Monitoring Plan and Abatement Program (BMPAP), describes characterization monitoring studies to be conducted for the duration of the permit (5 years). In order to be consistent with the terminology used for the Biological Monitoring and Abatement Programs for the Oak Ridge Y-12 Plan and the Oak Ridge K-25 Plant, BMPAP will subsequently be referred to as the Biological Monitoring and Abatement Program (BMAP). The proposed BMAP outlined in this document is based on preliminary discussions held on December 9, 1985, between staff of Martin Marietta Energy Systems, Inc.     This report described the hanford Waste Vitrification Plant simualtion model (HWVP).The model was utilized to simulate the performance and repair of remote handling equipment utilizied at the vitrification plant. The simulation model demonstrates that the HWVP has an availability of {approx} 85%. It also shows that both the MC and CDC cranes have a high utilization factor of {approx} 70%. This means that the crane`s idle time of {approx} 30% may not be sufficient to meet off-normal events such as canister rework. A study is recommended to optimize the crane operations in these areas. The ST/ET crane`s utilization factor is 16%, indicating that it can meet upset conditions. The analysis also shows that the canyon crane has a utilization factor of 29%, or it is idle 61% of the time. This large amount of inactive time demonstrates that the crane can service failed equipment without affecting production.

    Analysis for beryllium by fluorescence is now an established method which is used in many government-run laboratories and commercial facilities. This study investigates the use of this technique using commercially available wet wipes. The fluorescence method is widely documented and has been approved as a standard test method by ASTM International and the National Institute for Occupational Safety and Health (NIOSH). The procedure involves dissolution of samples in aqueous ammonium bifluoride solution and then adding a small aliquot to a basic hydroxybenzoquinoline sulfonate fluorescent dye (Berylliant{trademark} Inc. Detection Solution Part No. CH-2) , and measuring the fluorescence. This method is specific to beryllium. This work explores the use of three different commercial wipes spiked with beryllium, as beryllium acetate or as beryllium oxide and subsequent analysis by optical fluorescence. The effect of possible interfering metals such as Fe, Ti and Pu in the wipe medium is also examined.

    As a condition of the National Pollutant Discharge Elimination System (NPDES) permit issued to Oak Ridge National Laboratory (ORNL) on April 1, 1985, a Biological Monitoring and Abatement Program (BMAP) was developed for White Oak Creek (WOC); selected tributaries of WOC, including Fifth Creek, First Creek, Melton Branch, and Northwest Tributary; and the Clinch River. The BMAP currently consists of six major tasks that address both radiological and nonradiological contaminants in the aquatic and terrestrial environs at ORNL. These are (1) toxicity monitoring, (2) bioaccumulation monitoring of nonradiological contaminants in aquatic biota, (3) biological indicator studies, (4) instream ecological monitoring, (5) assessment of contaminants in the terrestrial environment, and (6) radioecology of WOC and White Oak Lake (WOL). The investigation of contaminant transport, distribution, and fate in the WOC embayment-Clinch River-Watts Bar Reservoir system was originally a task of the BMAP but, in 1988, was incorporated into the Resource Conservation and Recovery Act Facility Investigation for the Clinch River, a separate study to assess offsite contamination from all three Department of Energy facilities in Oak Ridge.

    The purpose of this effort is to explore where the availability of water could be a limiting factor in the siting of new electric power generation. To support this analysis, water availability is mapped at the county level for the conterminous United States (3109 counties). Five water sources are individually considered, including unappropriated surface water, unappropriated groundwater, appropriated water (western U.S. only), municipal wastewater and brackish groundwater. Also mapped is projected growth in non-thermoelectric consumptive water demand to 2035. Finally, the water availability metrics are accompanied by estimated costs associated with utilizing that particular supply of water. Ultimately these data sets are being developed for use in the National Renewable Energy Laboratories' (NREL) Regional Energy Deployment System (ReEDS) model, designed to investigate the likely deployment of new energy installations in the U.S., subject to a number of constraints, particularly water.

    Working and Net Available Shell Storage Capacity is the U.S. Energy Information Administration’s (EIA) report containing storage capacity data for crude oil, petroleum products, and selected biofuels. The report includes tables detailing working and net available shell storage capacity by type of facility, product, and Petroleum Administration for Defense District (PAD District). Net available shell storage capacity is broken down further to show the percent for exclusive use by facility operators and the percent leased to others. Crude oil storage capacity data are also provided for Cushing, Oklahoma, an important crude oil market center. Data are released twice each year near the end of May (data for March 31) and near the end of November (data for September 30).

    Normally in the U.S. fusion power plant conceptual design studies, the development of the plant availability and the plant capital and operating costs makes the implicit assumption that the plant is a 10th of a kind fusion power plant. This is in keeping with the DOE guidelines published in the 1970s, the PNL report1, "Fusion Reactor Design Studies - Standard Accounts for Cost Estimates. This assumption specifically defines the level of the industry and technology maturity and eliminates the need to define the necessary research and development efforts and costs to construct a one of a kind or the first of a kind power plant. It also assumes all the "teething" problems have been solved and the plant can operate in the manner intended. The plant availability analysis assumes all maintenance actions have been refined and optimized by the operation of the prior nine or so plants. The actions are defined to be as quick and efficient as possible. This study will present a methodology to enable estimation of the availability of the one of a kind (one OAK) plant or first of a kind (1st OAK) plant. To clarify, one of the OAK facilities might be the pilot plant or the demo plant that is prototypical of the next generation power plant, but it is not a full-scale fusion power plant with all fully validated "mature" subsystems. The first OAK facility is truly the first commercial plant of a common design that represents the next generation plant design. However, its subsystems, maintenance equipment and procedures will continue to be refined to achieve the goals for the 10th OAK power plant.

    This report documents the performance and cost of commercially available heat engines for use at solar power plants. The scope of inquiry spans power ratings of 500 kW to 50 MW and peak cycle temperatures of 750 /sup 0/F to 1200 /sup 0/F. Data were collected by surveying manufacturers of steam turbines, organic Rankine (ORC) systems, and ancillary equipment (steam condensers, cooling towers, pumps, etc.). Methods were developed for estimating design-point and off-design efficiencies of steam Rankine cycle (SRC) and ORC systems. In the size-temperature range of interest, SRC systems were found to be the only heat engines requiring no additional development effort, and SRC capital and operating cost estimates were developed. Commercially available steam turbines limit peak cycle temperatures to about 1000 /sup 0/F in this size range, which in turn limits efficiency. Other systems were identified that could be prototyped using existing turbomachines. These systems include ORC, advanced SRC, and various configurations employing Brayton cycle equipment, i.e., gas turbines. The latter are limited to peak cycle temperatures of 1500 /sup 0/F in solar applications, based on existing heat-exchanger technology. The advanced systems were found to offer performance advantages over SRC in specific cases. 7 refs., 30 figs., 20 tabs.

    ATF2 is an accelerator test facility modeled after the final focus beamline envisioned for the ILC. By the end of 2008, KEK plans to commission the ATF2 [1]. SLAC and OCEM collaborated on the design of 38 power systems for beamline magnets. The systems range in output power from 1.5 kW to 6 kW. Since high availability is essential for the success of the ILC, Collaborators employed an N+1 modular approach, allowing for redundancy and the use of a single power module rating. This approach increases the availability of the power systems. Common power modules reduces inventory and eases maintenance. Current stability requirements are as tight as 10 ppm. A novel, SLAC designed 20-bit Ethernet Power Supply Controller provides the required precision current regulation. In this paper, Collaborators present the power system design, the expected reliability, fault immunity features, and the methods for satisfying the control and monitoring challenges. Presented are test results and the status of the power systems.

    Persistently available power transmission can be disrupted by weather causing power outages with economic and social consequences. This research investigated the effects on the national power grid from a specific weather event, Hurricane Irene, that caused approximately 5.7 million customer power outages along the Eastern Seaboard in August of 2011. The objective was to describe the geographic differences in the grid s vulnerability to these events. Individual factors, such as wind speed or precipitation, were correlated with the number of outages to determine the greatest mechanism of power failure in hopes of strengthening the future power grid. The resulting fragility maps not only depicted 18 counties that were less robust than the design-standard robustness model and three counties that were more robust, but also drew new damage contours with correlated wind speeds and county features.

    This paper reports the design and test results on novel topology, high-efficiency, and low operating temperature, 1,320-watt power modules for high availability power supplies. The modules permit parallel operation for N+1 redundancy with hot swap capability. An embedded DSP provides intelligent start-up and shutdown, output regulation, general control and fault detection. PWM modules in the DSP drive the FET switches at 20 to 100 kHz. The DSP also ensures current sharing between modules, synchronized switching, and soft start up for hot swapping. The module voltage and current have dedicated ADCs (>200 kS/sec) to provide pulse-by-pulse output control. A Dual CAN bus interface provides for low cost redundant control paths. Over-rated module components provide high reliability and high efficiency at full load. Low on-resistance FETs replace conventional diodes in the buck regulator. Saturable inductors limit the FET reverse diode current during switching. The modules operate in a two-quadrant mode, allowing bipolar output from complimentary module groups. Controllable, low resistance FETs at the input and output provide fault isolation and allow module hot swapping.

    This dataset consists of measurements of plant available nutrients made using Plant Root Simulator probes (Western Ag Innovations Inc.) during 2012 and 2013. In 2012, Ca, Mg, K, P, Fe, Mn, Cu, Zn, B, S, Pb, Al, Cd, NO3-N and NH4-N were measured during spring, summer and winter in the centers, edges and troughs of four polygons in each of four areas of contrasting moisture regime and polygon type. In 2013, probes were installed in centers, edges and troughs of four polygons in each of two areas (high-centered and low-centered polygons) at two-week intervals and at 3 soil depths to capture fine-scale season dynamics of NO3-N and NH4-N. PRS probes are ion exchange resin membranes held in plastic supports that are inserted into soil to measure ion supply in situ. The anion and cation exchange with the membrane is intended to mimic plant uptake and thus provide a relevant measure of soil nutrient bioavailability. Measurements are made per area of probe membrane and cannot be converted to concentrations or related to soil volume.

    The supply, demand, and net imports of seven fuel types of four final consuming sectors for Bureau of Economic Analysis Areas (BEAs), states, census regions, and the nation in 1975 are presented. The data are formatted to present regional energy availability from primary extraction as well as from regional transformation processes. Extensive tables depict energy balances between availability and use for each specific fuel. In keeping with the Metric Conversion Act of 1975, this volume is reported in joules rather than in Btu's. The objective of this series is to provide a consistent base of historic and projected energy information within a standard format. Such a framework should aid regional policymakers in their consideration of regional-growth issues that may be influenced by the regional energy system. For analysis of specific regions, however, this basic data should be supplemented by additional information which only the local policy analyst can bring to bear in his assessment of the energy conditions that characterize his region.

    This report presents the preliminary results of an analysis of China`s water resources, part of an effort undertaken by the National Intelligence Council Medea scientists to improve the understanding of future food production and consumption in the People`s Republic of China. A dynamic water model was developed to simulate the hydrological budgetary processes in five river drainage basins located in northeastern, central, and southern China: the Chang Jiang (Yangtse River), Huanghe (Yellow River), Haihe, Huaihe, and Liaohe. The model was designed to assess the effects of changes in urban, industrial, and agricultural water use requirements on the availability of water in each basin and to develop estimates of the water surpluses and/or deficits in China through the year 2025. The model imposes a sustainable yield constraint, that is, groundwater extraction is not allowed to exceed the sustainable yield; if the available water does not meet the total water use requirements, a deficit results. An agronomic model was also developed to generate projections of the water required to service China`s agricultural sector and compare China`s projected grain production with projected grain consumption requirements to estimate any grain surplus and/or deficit. In future refinements, the agronomic model will interface directly with the water model to provide for the exchange of information on projected water use requirements and available water. The preliminary results indicate that the Chang Jiang basin will have a substantial surplus of water through 2025 and that the Haihe basin is in an ongoing situation. The agricultural water use requirements based on grain production indicate that an agricultural water deficit in the Haihe basin begins before the onset of the modeling period (1980) and steadily worsens through 2025. This assumption is confirmed by reports that groundwater mining is already under way in the most intensely cultivated and populated areas of northern China.

    Pawnee Nation of Oklahoma Energy Option Analyses In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Description of Activities Performed The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribe’s main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor

    The Minerals Management Service's (MMS) Outer Continental Shelf Information Program (OCSIP) is responsible for making available to affected coastal States, local governments, and other interested parties data and information related to the Outer Continental Shelf (OCS) Oil and Gas Program. Since its establishment through Section 26 of the OCS Lands Act (OCSLA) Amendments of 1978, OCSIP has prepared regional summary reports, updates, and indexes on leasing, exploration, development, and production activities to fulfill the mandates of the OCSLA Amendments. The OCSIP receives many requests for out-of-print summary reports, updates, and indexes. The purpose of the OCS National Compendium is to consolidate these historical data and to present the data on an OCS-wide and regional scale. The single-volume approach allows the reader access to historical information and facilitates regional comparisons. The fold-out chart in the front of this publication provides the reader with a timeline (January 1988--November 1990) of events since publication of the last Compendium. Some of the events are directly related to the 5-year Oil and Gas Program, whereas others may or may not have an effect on the program. A predominantly graphic format is used in the report so that the large accumulation of data can be more readily comprehended. In some cases, it is not possible to update information through October 21, 1990, because of the nature of the data. For example, production data normally lags 3 months. 58 figs., 37 tabs.

    This report provides an update, as of July 1999, on the implementation of best available technology to control or eliminate radionuclide discharges to soil columns at facilities at the Idaho National Engineering and Environmental Laboratory in accordance with DOE Order 5400.5, ''Radiation Protection of the Public and Environment.'' The best available technology to reduce or eliminate radionuclide discharges to soil columns currently implemented by the different facilities appears to be generally effective. Therefore, the different facilities should continue their current best available technology approaches, and also implement the specific recommendations listed in this report for their respective facility.

    In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Based on the request of Pawnee Nation’s Energy Task Force the research team, consisting Tribal personnel and Summit Blue Consulting, focused on a review of renewable energy resource development potential, funding sources and utility organizational along with energy savings options. Elements of the energy demand forecasting and characterization and demand side options review remained in the scope of work, but were only addressed at a high level. Description of Activities Performed Renewable Energy Resource Development Potential The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Energy Efficiency Options While this was not a major focus of the project, the research team highlighted common strategies for reducing energy use in buildings. The team also discussed the benefits of adopting a building energy code and
