    In early 1995, the characteristics of Australia`s light, sweet Cossack crude were analyzed. The 47{degree} API, 0.03 wt% crude oil is produced off the coast of Western Australia. Woodside Petroleum Pty. Group started production from the Wanaea/Cossack complex in late 1995. Wanea is produced from five conventional subsea wells and Cossack from one horizontal subsea well. This paper lists physical and chemical properties for the whole crude and fractions.

    Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.

    Leak-Before-Break (LBB) technology has not been applied in the first design of the seven Pressurized Water Reactors the Belgian utility is currently operating. The design basis of these plants required to consider the dynamic effects associated with the ruptures to be postulated in the high energy piping. The application of the LBB technology to the existing plants has been recently approved by the Belgian Safety Authorities but with a limitation to the primary coolant loop. LBB analysis has been initiated for the Doel 3 and Tihange 2 plants to allow the withdrawal of some of the reactor coolant pump snubbers at both plants and not reinstall some of the restraints after steam generator replacement at Doel 3. LBB analysis was also found beneficial to demonstrate the acceptability of the primary components and piping to the new conditions resulting from power uprating and stretch-out operation. LBB analysis has been subsequently performed on the primary coolant loop of the Tihange I plant and is currently being performed for the Doel 4 plant. Application of the LBB to the primary coolant loop is based in Belgium on the U.S. Nuclear Regulatory Commission requirements. However the Belgian Safety Authorities required some additional analyses and put some restrictions on the benefits of the LBB analysis to maintain the global safety of the plant at a sufficient level. This paper develops the main steps of the safety evaluation performed by the Belgian Safety Authorities for accepting the application of the LBB technology to existing plants and summarizes the requirements asked for in addition to the U.S. Nuclear Regulatory Commission rules.

    The identification of extremely high indoor radon concentrations in the village Umhausen (Tyrol, Austria) initiated a scientific program to get information about the source and distribution of this noble gas. The high concentrations can not be related to U anomalies or large-scale fault zones. The nearby giant landslide of Koefels, with its highly fractured and crushed orthogneisses, are the only possible source of radon, despite the fact that the U and Ra content of the rocks is by no means exceptional. The reasons for the high emanation rates from the landslide are discussed and compared to results gained from a similar examination of the giant landslide of Langtang Himal (Nepal). The exceptional geologic situation in both cases, as well as the spatial distribution of different concentration levels, indicate that both landslides must be considered as the production sites of radon. Independent of the U and Ra contents of the rocks, the most important factors producing high emanation rates are the production of a high active surface area in circulation pathways for Rn-enriched soil air by brittle deformation due to the impact of the landslidemass. 37 refs., 4 figs., 1 tab.

  8. The geochemistry of formation waters in the Molasse basin of upper Austria

    The geochemistry of formation waters in the Molasse basin of Upper Austria has been investigated to ascertain the extent of meteoric water replacement of the connate interstitial fluids in these sediments. The chemistry, isotopic composition, and dissolved gas contents of the groundwaters and of oil and gas associated brines have been determined. The most superficial sediments of the basin, the Innviertel (Miocene), have been completely flushed by meteoric waters within the last 200 ka. The underlying Hall and Puchkirchen formations (Miocene/Oligocene) form gas reservoirs for biogenic methane, and the associated formation water are chemically and isotopically modified connate brines of the original marine deposition. In the northeastern part of the basin, the connate brines of the deeper sediments (Cretaceous/Jurassic) have been partially or completely replaced by meteoric waters, whereas in the south of the basin these sediments contain high salinity fluids which are substantially of connate origin. These conclusions are supported by the stable isotope composition of the various brines. Oil-associated brines from the Eocene sediments contain large amounts of dissolved radiogenic {sup 40}Ar, which suggests that the oils have migrated from high-temperature environments. The overall geochemical situation confirms the existence of separate hydraulic systems with little interconnection in the several overlying geological horizons.

    As part of a program to survey low levels of radioactivity in the marine environment of the southern hemisphere, we have studied the distribution and uptake of /sup 131/I found in the subtidal kelp Ecklonia radiata, on the west coast of Australia. Concentrations of 5 to 75 fCi/g of /sup 131/I exist in this species over a considerable distance along the coast. We have characterized the principal source of the /sup 131/I and found a general temporal correlation between the amount of radioiodine discharged from sewer outfalls and its concentration in kelp. Transplant experiments have enabled us to estimate uptake and depuration rates, and our results are consistent with laboratory measurements made by others.

Black-Right-Pointing-Pointer Municipalities were contacted to identify the deeper causes for the waste management program. - Abstract: The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.

    This paper discusses how preparations are being made for the construction and operation of a semi commercial plant to process Australian oil shale. This plant is primarily designed to demonstrate the technical feasibility of processing these shales at low cost. Nevertheless it is expected to generate modest profits even at this demonstration level. This will be the first step in a three staged development of one of the major Australian oil shale deposits which may ultimately provide nearly 10% of Australia's anticipated oil requirements by the end of the century. In turn this development should provide the basis for a full scale oil shale industry in Australia based upon the advantageously disposed oil shale deposits there. New sources of oil are becoming critical since Australian production is declining rapidly while consumption is accelerating.

    This study aimed to evaluate the accuracy of radiographers’ screen-reading mammograms. Currently, radiologist workforce shortages may be compromising the BreastScreen Australia screening program goal to detect early breast cancer. The solution to a similar problem in the United Kingdom has successfully encouraged radiographers to take on the role as one of two screen-readers. Prior to consideration of this strategy in Australia, educational and experiential differences between radiographers in the United Kingdom and Australia emphasise the need for an investigation of Australian radiographers’ screen-reading accuracy. Ten radiographers employed by the Westmead Breast Cancer Institute with a range of radiographic (median = 28 years), mammographic (median = 13 years) and BreastScreen (median = 8 years) experience were recruited to blindly and independently screen-read an image test set of 500 mammograms, without formal training. The radiographers indicated the presence of an abnormality using BI-RADS®. Accuracy was determined by comparison with the gold standard of known outcomes of pathology results, interval matching and client 6-year follow-up. Individual sensitivity and specificity levels ranged between 76.0% and 92.0%, and 74.8% and 96.2% respectively. Pooled screen-reader accuracy across the radiographers estimated sensitivity as 82.2% and specificity as 89.5%. Areas under the reading operating characteristic curve ranged between 0.842 and 0.923. This sample of radiographers in an Australian setting have adequate accuracy levels when screen-reading mammograms. It is expected that with formal screen-reading training, accuracy levels will improve, and with support, radiographers have the potential to be one of the two screen-readers in the BreastScreen Australia program, contributing to timeliness and improved program outcomes.

Landfills and anaerobic digestors treating municipal solid waste are a large source of such biogas. They therefore offer an attractive opportunity to tap into this potential source of natural gas while at the same time minimizing the global warming impact resulting from methane emissions in waste management schemes (WMS) and fossil fuel consumption reduction. This study looks at the current municipal solid waste flows of Spain, Italy, and Austria over one year (2009), in order to determine how much biogas is generated. Then it examines how much natural gas could be substituted by using four different biogas upgrading technologies. Based on current waste generation rates, exploratory but realistic WMS were created for each country in order to maximize biogas production and potential for natural gas substitution. It was found that the potential substitution of natural gas by biogas resulting from the current WMS seems rather insignificant: 0.2% for Austria, 0.6% for Italy and 0.3% for Spain. However, if the WMS is redesigned to maximize biogas production, these figures can increase to 0.7% for Austria, 1% for Italy and 2% for Spain. Furthermore, the potential CO{sub 2} reduction as a consequence of capturing the biogas and replacing fossil fuel can result in up to a 93% reduction of the annual national waste greenhouse gas emissions of Spain and Italy.

    The alpha-contaminated solid waste generated in Belgium results from past activities in the fuel cycle (R & D +Reprocessing and MOX fabrication pilot plants) and present operation of BELGONUCLEAIRE's MOX fuel fabrication plant. After the main steps in the management of alpha-contaminated solid waste were established, BELGONUCLEAIRE, with the backing of BELGOPROCESS and ONDRAF/NIRAS, started the design and construction of the T & C and interim-storage facilities for this alpha waste. The accumulated solid alpha radwaste containing a mixture of combustible and non-combustible material will be sorted. After sorting, both the accumulated and recently-generated non-combustible alpha waste will be embedded in a cement matrix. The erection of the sorting and cementing units which include glove-boxes and the interim storage building for conditioned packages was completed at BELGOPROCESS, at the beginning of year 2002. Start-up operations for both facilities have been performed. Operating tests of the sorting and cementing units were completed in July 2002 and inactive operation campaigns were started in August 2002. The results of the tests and inactive campaigns are given. Overall testing of the storage building supervised by the Safety Authorities was successfully performed at the end of 202 after completion of the operating tests on the equipment. The present paper summarizes the main information collected during the tests and campaigns, some of which has led to modifications of the equipment originally installed.

    In November 1995, the Australian and New Zealand Environment and Conservation Council (ANZECC, the Council of State and National Environment Ministers) adopted a National Management Plan for PCBs. This was a significant milestone in the very long saga of Australian efforts to develop public policy and management structures for dealing with persistent organochlorine wastes. The author was part of a four-person consultation panel that carried out a public involvement program to assist and inform the process of developing the National Management Plan. The program involved, among other things, visiting every state and territory of Australia at least twice. This paper describes the development and delivery of the public involvement program, including ongoing interactions with Governments. The latter is often a complex (and many would say an unduly complex) matter in the federal system, where primary responsibility for waste management resides in the individual state/territory jurisdictions. The paper also attempts to draw lessons from the process. While some participants learned and acted upon some of these lessons quite early in the process, other participants (particularly governments) took longer to realize their importance and thus took longer to refrain from actions that might be regarded as not keeping faith with the activities they had set in process. Finally, the lessons learned here are contrasted with those drawn by participants in the process that led to the establishment and expansion of the Swan Hills facility in Alberta. While the outcomes of the Australian and Albertan processes appear to be very different, a number of the essential lessons to be drawn from the two processes are virtually identical. 13 refs.

    Australia`s electric power industry (EPI) is undergoing major restructuring. This restructuring includes commercialization of state-owned electric organization through privatization and through corporatization into separate governmental business units; structural unbundling of generation, transmission, retailing, and distribution; and creation of a National Electricity Market (NEM) organized as a centralized, market-based trading pool for buying and selling electricity. The principal rationales for change in the EPI were the related needs of enhancing international competitiveness, improving productivity, and lowering electric rates. Reducing public debt through privatization also played an important role. Reforms in the EPI are part of the overall economic reform package that is being implemented in Australia. Enhancing efficiency in the economy through competition is a key objective of the reforms. As the need for reform was being discussed in the early 1990s, Australia`s previous prime minister, Paul Keating, observed that {open_quotes}the engine which drives efficiency is free and open competition.{close_quotes} The optimism about the economic benefits of the full package of reforms across the different sectors of the economy, including the electricity industry, is reflected in estimated benefits of a 5.5 percent annual increase in real gross domestic product and the creation of 30,000 more jobs. The largest source of the benefits (estimated at 25 percent of total benefits) was projected to come from reform of the electricity and gas sectors.

    Based on the record in these final investigations, we determine that an industry in the United States is materially injured by reason of imports of oil country tubular goods excluding drill pipe (also referred to herein as `casing and tubing`) from Argentina, Italy, Japan, Korea, and Mexico that are sold in the United States is materially injured by (`LTFV`). We also determine that an industry in the United States is materially injured by reason of subsidized imports of casing and tubing from Italy. We find that an industry in the United States is not materially injured or threatened with material injury by reason of imports of casing and tubing from Austria and Spain that are sold at LTFV or subsidized. We further determine that an industry in the United States is threatened with material injury by reason of imports of drill pipe from Argentina, Japan, and Mexico that are sold at LTFV. We determine that we would not have made an affirmative material injury determination but for the suspension of liquidation. Finally, we unanimously determine that an industry in the United States is neither materially injured nor threatened with material injury by reason of LFTV or subsidized imports of drill pipe from Austria, Italy, Korea, or Spain.

An analysis of the economic and environmental impact of various generation technology options suggests that the most likely technology glide path will be gas-fired generation in the medium term, with IGCC + CCS or nuclear being the dominant baseload technology over the long run.     Significant preliminary work has been undertaken by New Zealand and Australian Power/Generation Companies regarding Wind Power. Turbines are installed in Australia and New Zealand to test the wind and the technical applicability in the Australian wind diesel and the New Zealand high wind speed environment. Projects in Esperance, Thursday Island and King Island illustrate hybrid wind diesel applications. A single Wind Turbine Generator (WTG) has been successfully operated in New Zealand for the last 3 years. A new 3.5 MW wind farm is operational and Resource Consent has been granted for a 65 MW wind farm in New Zealand. Design Power is very proud to be involved in many of the New Zealand and Australian projects. It is obvious that wind power is just starting here, however the start has been promising and it is expected that wind power is here to stay. This paper will address some of the issues associated with wind power in New Zealand and Australia, particularly those that are different from Europe and America. It shows the opportunities and challenges regarding the operation of WTGs in these countries. It addresses the non subsidized electrical pricing structure and the influence of the economically necessary high wind speeds or diesel systems on the choice of technology, particularly the control algorithm of WTGs and the subsystems. It reviews several of the issues associated with predicting the amount of energy that a WTG can generate, again taking into account the high wind speed control algorithms. It further addresses the issue of embedded generation and the influence that a wind farm might have on the electrical network. It continues to address issues associated with wind diesel systems. The paper concludes that wind power will be viable in the near future both in New Zealand and Australia, but also that care should be taken with data analysis and hardware choices during the next phase of implementation of wind power in New Zealand and Australia. 7 figs.

    To demonstrate the variability of different taxation regimes that exist, economic models have been constructed to show the taxation effects on the prospectivity of different regions and the profitability of different sized oil fields. These are evaluated in relation to the cost of development and remoteness from infrastructure and markets, and the results presented in graphical form. Conclusions as to the appropriate form of regime are drawn. Australia's 70% self-sufficiency in light crude oil is expected to decline to 30% in the 1990's in the absence of further large discoveries. Continuation of stable taxation and pricing policies is seen to be necessary if this decline in self-sufficiency is to be arrested. Australia is a Federation of States with responsibility for the development of mineral resources being vested in the sovereign States, except in offshore regions where the Commonwealth has jurisdiction. Thus, different taxation regimes may apply in different geographical regions. The paper outlines the development of the tax regimes applying in Australia from the onset of large scale petroleum production in 1969 to the present day.

    Australia first put categorical energy efficiency labels on residential appliances in the mid-1980s, and the first Minimum Energy Performance Standards (MEPS) for refrigerators was implemented in 1999. Updated in 2005, these MEPS were aligned with US 2001 levels. Considered together, these actions set Australia apart as having one of the most aggressive appliance efficiency programs in the world. For these reasons, together with good data on product sales over time, Australia represents a potentially fruitful case study for understanding the dynamics energy efficiency standards and labeling (EES&L) programs impacts on appliance markets. This analysis attempts to distinguish between the impacts of labeling alone as opposed to MEPS, and to probe the time-dependency of such impacts. Fortunately, in the Australian case, detailed market sales data and a comprehensive registration system provides a solid basis for the empirical evaluation of these questions. This paper analyzes Australian refrigerator efficiency data covering the years 1993-2009. Sales data was purchased from a commercial market research organization (in this case, the GfK Group) and includes sales and average price in each year for each appliance model; this can be used to understand broader trends by product class and star rating category, even where data is aggregated. Statistical regression analysis is used to model market introduction and adoption of high efficiency refrigerators according to logistic adoption model formalism, and parameterizes the way in which the Australian programs accelerated adoption of high-efficiency products and phased out others. Through this analysis, the paper presents a detailed, robust and quantitative picture of the impacts of EES&L in the Australian case, but also demonstrates a methodology of the evaluation of program impacts that could form the basis of an international evaluation framework for similar programs in other countries.

Given the history of Australian involvement in the F.C.C.C process this case-study will provides an interesting context in which to analyse discourses of environmental values. It is argued that these discourses shape and are shaped by public responses to global environmental issues in ways which have important implications for the definition of issues as `problems` with acceptable solutions, for the implementation of such solutions and for their political consequences.

  7. The impact of size distribution assumptions in a bulk one-moment microphysics scheme on simulated surface precipitation and storm dynamics during a low-topped supercell case in Belgium

    In this research the impact of modifying the size distribution assumptions of the precipitating hydrometeors in a bulk one-moment microphysics scheme on simulated surface precipitation and storm dynamics has been explored for long-lived low-topped supercells in Belgium. It was shown that weighting the largest precipitating ice species of the microphysics scheme to small graupel results in an increase of surface precipitation because of counteracting effects. On the one hand, the precipitation formation process slowed down, resulting in lower precipitation efficiency. On the other hand, latent heat release associated with freezing favored more intense storms. In contrast to previous studies finding decreased surface precipitation when graupel was present in the microphysics parameterization, storms were rather shallow in the authors simulations. This left little time for graupel sublimation. The impact of size distribution assumptions of snow was found to be small, but more realistic size distribution assumptions of rain led to the strongest effect on surface precipitation. Cold pools shrunk because of weaker rain evaporation at the cold pool boundaries, leading to a decreased surface rain area.

    The degree of neutrality of a tax policy is a gauge of how willing a government is to share in the risk of mineral development. This paper analyzes the practical characteristics of the uranium taxation policies of the Northern Territory in Australia and Saskatchewan in Canada. It superimposes these two policies on a large Australian uranium mine, based on the Ranger mine, and on a slightly larger Canadian mine, based on the Key Lake mine. The analysis focuses on the impact on the net-present-value of the producers' returns, the sharing of economic rent between the arms of government and the producer, and on the apparent neutrality of the tax policies. 24 references, 6 figures.

  12. Sediment body quantification: Examples from a Late Permian mixed influence deltaic system, Bowen Basin, Australia

    The Bowen basin open-cut coal mines of central Queensland, Australia, provide some of the best exposures of alluvial and fluviodeltaic sequences in the world. Within the Bowen basin coal is mined extensively along a strike length of 5-600 km exposing various parts of an Upper Permian terrestrial to shallow-marine sequence. Individual mines cover 10-30 km of strike and may work several different seams that are correlatable between mines. The project described here is aimed at providing a detailed database on facies geometry within coal-bearing alluvial and fluviodeltaic sequences of the Bowen basin. Data has been collected from the profusion of very large open-cut coal mine exposures in eastern Queensland, Australia, and rationalized into a form useful for hydrocarbon reservoir description. High-quality geometrical data is obtained from controlled photomosaics of highwalls supplemented by information from close-spaced borehole networks. Detailed information from core and accessible exposures allows accurate sedimentological interpretation. Interpretation of the German Creek Formation, one of the coalbearing units of the Bowen basin, suggests that accumulation occurred on an extensive lower delta plain, within a mixed (i.e., wave-tide-fluvial influenced) delta. Four facies have been identified, two of which are possible reservoirs: facies A, major channelized sandstone bodies (4-11 m thick and 0.5-5 km wide, elongate perpendicular to basin edge), interpreted as deltaic distributary channel fills; and facies B, tabular sandstone bodies (9-20 m thick tens of km in areal extent, elongate parallel to basin margin) internally dominated by hummocky cross-stratification, interpreted as proximal mouth bar deposits.

    The Bureau of Mines report gives the mineral industry highlights of two of the world's major mineral producing countries, Australia and Canada, and seven Pacific island nations or territories--Fiji, New Caledonia, New Zealand, Papua New Guinea, Republic of Nauru, Solomon Islands, and Vanuatu. The mineral resources of Antarctica are also discussed. Because of the size of the Australian and Canadian mineral industries, summary reviews are presented for each of the States, Provinces, or Territories. The most current information available from all nations is given on major minerals or mineral-commodity production, share of world production, and reserves. Reported also are significant mining companies, locations and capacities of their main facilities, and their share of domestic production. Other information is provided on mineral-related trade with the United States, government mineral policy, energy production-consumption and trade, the mining industry labor force, and prospects for the mineral industry. Maps show the locations of selected mineral deposits, oilfields and gasfields, mines, and processing facilities including iron and steel plants, nonferrous smelters and refineries, and cement plants, as well as infrastructure pertinent to the mineral industry.

  14. Structural evolution of the Permian-Triassic Cooper basin, Australia: Relation to hydrocarbon trap styles

    The structural and depositional history of the Cooper basin in eastern central Australia has revealed that the basin is a mildly compressional structural depression controlled by northwestrending and northeast-trending pre-Permian basement features. Pronounced pre-Permian compressions are indicated by northeast-trending major structures, the Gidgealpa-Merrimelia-Innamincka and Murteree-Nappacoongee trends. Detailed chronostratigraphic facies analysis, with closely spaced palynological control, of the Patchawarra Formation revealed that two pronounced phases of uplift occurred during the Sakmarian. The major intrabasin highs were rejuvenated during these tectonic events, as documented by crestal unconformities (middle and upper Patchawarra unconformities). Evidence of each event is dominantly tectonic in character, with similar depositional patterns over these highs related to each event. These events are also recognizable in midflank areas and basin margins with contemporaneous deposition in deeper parts of the basin. Results from this research show potential for future hydrocarbon discoveries within structural, stratigraphic, and structural/stratigraphic traps in the Cooper basin. Various trap styles are closely associated with faults, unconformities, and lateral facies changes. Lowside fault closures, onlap plays, and unconformity traps are expected to be well developed along intrabasinal highs, basin margins, and preexisting structures. The primary reservoir targets would be deltaic sequences comprising shoreline sandstones, distributary and delta-mouth bar deposits that may be well developed in synclinal areas, and flanks of intrabasin highs in the Copper basin.

    An integrated geologic and engineering reservoir characterization study of the Hutton Sandstone was completed for the Jackson region, Eromanga Basin, Australia. Our approach involves four principal steps: (1) determine reservoir architecture within a high-resolution sequence stratigraphic framework, (2) investigate trends in reservoir fluid flow, (3) integrate fluid flow trends with reservoir architecture to identify fundamental reservoir heterogeneities, and (4) identify opportunities for reserve growth. Contrary to the existing perception, the Hutton Sandstone, a continental-scale bed-load fluvial system, does not behave as a large, homogeneous tank in which pistonlike displacement of produced oil occurs unimpeded by vertical migration of the aquifer. The sequence stratigraphic analysis identified numerous thin but widespread shale units, deposited during lacustrine flooding events that periodically interrupted episodes of coarse clastic Hutton deposition. These shales represent chronostratigraphically significant surfaces. More importantly, the trends established in reservoir fluid flow from monitoring aquifer encroachment, production response to water shut-off workovers, and differential depletion in Repeat Formation Tests indicate that these shale units act as efficient barriers to vertical fluid flow. Erosion of the upper part of the Hutton reservoir by the younger Birkhead mixed-load fluvial system caused further stratigraphic complexity and introduced additional barriers to vertical and lateral migration of mobile oil and aquifer encroachment. This integrated characterization targeted strategic infill and step-out drilling and recompletion candidates.

    The Houtman Abrolhos reefs are located 80 km off the west coast of Australia between latitudes 28 and 29{degree} south. The islands are situated on three Pleistocene carbonate reef platforms which rise above the surrounding shelf. The modern coral reefs are close to the geographic limit for coral growth in the southern hemisphere and survive due to the presence of the Leeuwin current (a poleward-flowing warm stream). Two major shallow-water benthic communities coexist in the Abrolhos: a macroalgal-dominated community on the windward platform margins and a coral-dominated community on the leeward margins. These communities overlap-particularly in the platform lagoons, where competition between macroalgae and corals is intense. This interaction has been suggested as a major factor controlling the growth of cord reefs at high latitudes. The Holocene carbonate sediments lack nonskeletal components and are dominated by coral and coralline algal fragments with subordinate molluskan and echinoderm debris. The accumulations can be grouped into the following major facies: (1) coral framestone and coralline algal/serpulid boundstone, (2) submarine sand sheets, (3) subaerial coral storm ridges, (4-) peritidal to subtidal shingle and rubble veneers composed of dominantly coral debris, and (5) eolian dunes and beach sand. The Holocene sediment is a thin (< 2 m) veneer on the Pleistocene reef platform, which is emergent as small islands. The Pleistocene platform is composed of reef facies that can be directly related to the Holocene sediments. The platform is composed of framestone and boundstone facies (corals and coralline algal/serpulid facies), rudstones (submarine coral rubble facies), planar-bedded skeletal grainstones dipping 12-13{degree} (submarine sand sheet and peritidal shingle facies), and large 15-m-high eolianite dunes (eolian dune facies).

    The purpose of this study was to explore the factors influencing the implementation or the lack of implementation of advanced practitioner role in Australia. This study uses an interpretative phenomenological approach to explore the in-depth real life issues, which surround the advanced practitioner as a solution to radiologist workforce shortages in Australia. Research participants are radiographers, radiation therapists and health managers registered with the Australian Institute of Radiography (AIR) and holding senior professional and AIR Board positions with knowledge of current advanced practice. In total, seven interviews were conducted revealing education, governance, technical, people issues, change management, government, costs and timing as critical factors influencing advanced practice in Australia. Seven participants in this study perceived an advanced practice role might have major benefits and a positive impact on the immediate and long-term management of patients. Another finding is the greater respect and appreciation of each other's roles and expertise within the multidisciplinary healthcare team. Engagement is required of the critical stakeholders that have been identified as ‘blockers’ (radiologists, health departments) as well as identified allies (e.g. emergency clinicians, supportive radiologists, patient advocacy groups). The research supports that the AIR has a role to play for the professional identity of radiographers and shaping the advanced practice role in Australia.

    The purpose of the DOE/OHER Chernobyl Database project is to create and maintain an information system to provide usable information for research studies related to the nuclear accident. The system is the official United States repository for information about the Chernobyl accident and its consequences, and currently includes an extensive bibliography and diverse radiological measurements with supporting information. PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests. In addition, literature searches have been conducted, including a search of the DOE Energy Database. The last search was conducted in January, 1989. This document lists the bibliographic information in the DOE/OHER Chernobyl Database at the current time.

    In early 2009, a state policing agency raided a clandestine drug laboratory in a suburb of a major city in Australia. While searching the laboratory, they discovered a small glass jar labelled “Gamma Source” and containing a green powder. The powder was radioactive. This paper documents the detailed nuclear forensic analysis undertaken to characterize and identify the material and determine its provenance. Isotopic and impurity content, phase composition, microstructure and other characteristics were measured on the seized sample, and the results were compared with similar material obtained from the suspected source (ore and ore concentrate material). While an extensive rangemore » of parameters were measured, the key ‘nuclear forensic signatures’ used to identify the material were the U isotopic composition, Pb and Sr isotope ratios, and the rare earth element pattern.   4. Adaptation strategies for health impacts of climate change in Western Australia: Application of a Health Impact Assessment framework

    Climate change is one of the greatest challenges facing the globe and there is substantial evidence that this will result in a number of health impacts, regardless of the level of greenhouse gas mitigation. It is therefore apparent that a combined approach of mitigation and adaptation will be required to protect public health. While the importance of mitigation is recognised, this project focused on the role of adaptation strategies in addressing the potential health impacts of climate change. The nature and magnitude of these health impacts will be determined by a number of parameters that are dependent upon the location. Firstly, climate change will vary between regions. Secondly, the characteristics of each region in terms of population and the ability to adapt to changes will greatly influence the extent of the health impacts that are experienced now and into the future. Effective adaptation measures therefore need to be developed with these differences in mind. A Health Impact Assessment (HIA) framework was used to consider the implications of climate change on the health of the population of Western Australia (WA) and to develop a range of adaptive responses suited to WA. A broad range of stakeholders participated in the HIA process, providing informed input into developing an understanding of the potential health impacts and potential adaptation strategies from a diverse sector perspective. Potential health impacts were identified in relation to climate change predictions in WA in the year 2030. The risk associated with each of these impacts was assessed using a qualitative process that considered the consequences and the likelihood of the health impact occurring. Adaptations were then developed which could be used to mitigate the identified health impacts and provide responses which could be used by Government for future decision making.     Using the 1.4 GHz Australia Telescope Large Area Survey, supplemented by the 1.4 GHz Very Large Array images, we undertook a search for bent-tailed (BT) radio galaxies in the Chandra Deep Field South. Here we present a catalog of 56 detections, which include 45 BT sources, 4 diffuse low-surface-brightness objects (1 relic, 2 halos, and 1 unclassified object), and a further 7 complex, multi-component sources. We report BT sources with rest-frame powers in the range 10{sup 22} ≤ P {sub 1.4} {sub GHz} ≤ 10{sup 26} W Hz{sup –1}, with redshifts up to 2 and linear extents from tens of kiloparsecs up to about 1 Mpc. This is the first systematic study of such sources down to such low powers and high redshifts and demonstrates the complementary nature of searches in deep, limited area surveys as compared to shallower, large surveys. Of the sources presented here, one is the most distant BT source yet detected at a redshift of 2.1688. Two of the sources are found to be associated with known clusters: a wide-angle tail source in A3141 and a putative radio relic which appears at the infall region between the galaxy group MZ 00108 and the galaxy cluster AMPCC 40. Further observations are required to confirm the relic detection, which, if successful, would demonstrate this to be the least powerful relic yet seen with P {sub 1.4} {sub GHz} = 9 × 10{sup 22} W Hz{sup –1}. Using these data, we predict future 1.4 GHz all-sky surveys with a resolution of ∼10 arcsec and a sensitivity of 10 μJy will detect of the order of 560,000 extended low-surface-brightness radio sources of which 440,000 will have a BT morphology.

    Nyholmite, Cd{sub 3}Zn{sub 2}(AsO{sub 3}OH){sub 2}(AsO{sub 4}){sub 2} {center_dot} 4H{sub 2}O, from the Block 14 Opencut, Broken Hill, New South Wales, Australia, is a new Cd-Zn arsenate species, isostructural with the minerals of the hureaulite group. The mineral occurs in a quartz-garnet-arsenopyrite matrix as white globules, tufted aggregates of fibrous crystals and radiating hemispheres of thin, colourless, bladed crystals. Associated minerals are goldquarryite, lavendulan-sampleite, scorodite-strengite and gypsum. Individual crystals are up to 0.2 mm in length and 0.05 mm across. The mineral is transparent to translucent with a vitreous lustre. It is brittle with an uneven fracture and a white streak. The Mohs hardness is 3-3.5 and the calculated density is 4.23 g cm{sup -3} for the empirical formula. Electron microprobe analyses yielded CdO 34.58, ZnO 9.72, MnO 3.59, CuO 3.39, Al{sub 2}O{sub 3} 0.20, CaO 0.16, PbO 0.37, As{sub 2}O{sub 5} 34.55, P{sub 2}O{sub 5} 6.29 totalling 92.85 wt.%. The empirical formula, based on 20 oxygen atoms, is Ca{sub 0.03}Pb{sub 0.02} Cd{sub 2.80}Al{sub 0.04}Zn{sub 1.24}-Cu{sub 0.44}Mn{sub 0.53}[(AsO{sub 4}){sub 3.13}(PO{sub 4}){sub 0.92}]{Sigma}{sub 4.05}H{sub 1.91} {center_dot} 3.79H{sub 2}O. Nyholmite is monoclinic, C2/c, a = 18.062(4) {angstrom}, b = 9.341(2) {angstrom}, c = 9.844(2) {angstrom}, {beta} = 96.17(3){sup o}, V = 1651.2(6) {angstrom}{sup 3} (single-crystal data, at 123 K). The six strongest lines in the X-ray powder diffraction pattern are [d({angstrom}),I,(hkl)]: 8.985,30,(200); 8.283, 85,(110); 6.169,25,(111); 4.878,25,(002); 3.234,100,(222, 420); 3.079,65,(222, 511); 2.976,45,(113). The crystal structure was solved by Patterson methods and refined using 2045 observed reflections to R1(F) = 3.73%. The structure is characterized by a kinked, five-membered chain of edge-sharing M{phi}{sub 6} ({phi} = unspecified anion) octahedra, or pentamer, that extends in the a direction.     Bradyrhizobium sp. strain WSM1743 is an aerobic, motile, Gram-negative, non-spore-forming rod that can exist as a soil saprophyte or as a legume microsymbiont of an Indigofera sp. WSM1743 was isolated from a nodule recovered from the roots of an Indigofera sp. growing 20 km north of Carnarvon in Australia. It is slow growing, tolerates up to 1 % NaCl and is capable of growth at 37 °C. Here we describe the features of Bradyrhizobium sp. strain WSM1743, together with genome sequence information and its annotation.   13. Hydrocarbon rims on monazite in Permian-Triassic arenites, northern Perth Basin, Western Australia: Pointers to the former presence of oil

    Black opaque hydrocarbon rims about 0.05 mm thick are preserved around detrital monazite grains in Permian-Triassic arenites of the norther Perth Basin, Western Australia. Chromatographic analysis indicates derivation from oil chemically like that elsewhere in the sequence, and the rims seem to be remnants of oil, which was largely flushed away. The hydrocarbon rims may have adhered to the monazite grains because of irradiation; they are not found on other grains. Monazite-rich heavy mineral bands are probably responsible for abnormally high radioactivity recorded locally by gamma-ray logs in wells penetrating the sandstones. A preliminary search has revealed similar rims around monazite in other Western Australian arenites ranging in age from Silurian to Cretaceous. Thin-section examination of heavy mineral concentrations may therefore be a useful, simple technique to indicate the former presence of hydrocarbons in dry arenites.

    Health service and partners completed an equity focussed health impact assessment to influence the consideration of health and equity within regional land-use planning in Queensland, Australia. This project demonstrated how an equity oriented assessment matrix can assist in testing regional planning scenarios. It is hoped that this HIA will contribute to the emerging interest in ensuring that potential differential health impacts continue to be considered as part of land-use planning processes.

  20. LUNASKA experiments using the Australia Telescope Compact Array to search for ultrahigh energy neutrinos and develop technology for the lunar Cherenkov technique

    We describe the design, performance, sensitivity and results of our recent experiments using the Australia Telescope Compact Array (ATCA) for lunar Cherenkov observations with a very wide (600 MHz) bandwidth and nanosecond timing, including a limit on an isotropic neutrino flux. We also make a first estimate of the effects of small-scale surface roughness on the effective experimental aperture, finding that contrary to expectations, such roughness will act to increase the detectability of near-surface events over the neutrino energy-range at which our experiment is most sensitive (though distortions to the time-domain pulse profile may make identification more difficult). The aim of our 'Lunar UHE Neutrino Astrophysics using the Square Kilometre Array' (LUNASKA) project is to develop the lunar Cherenkov technique of using terrestrial radio telescope arrays for ultrahigh energy (UHE) cosmic ray (CR) and neutrino detection, and, in particular, to prepare for using the Square Kilometre Array (SKA) and its path-finders such as the Australian SKA Pathfinder (ASKAP) and the Low Frequency Array (LOFAR) for lunar Cherenkov experiments.

  1. Effects of harvest management practices on forest biomass and soil carbon in eucalypt forests in New South Wales, Australia: Simulations with the forest succession model LINKAGES

    Understanding long-term changes in forest ecosystem carbon stocks under forest management practices such as timber harvesting is important for assessing the contribution of forests to the global carbon cycle. Harvesting effects are complicated by the amount, type, and condition of residue left on-site, the decomposition rate of this residue, the incorporation of residue into soil organic matter and the rate of new detritus input to the forest floor from regrowing vegetation. In an attempt to address these complexities, the forest succession model LINKAGES was used to assess the production of aboveground biomass, detritus, and soil carbon stocks in native Eucalyptus forests as influenced by five harvest management practices in New South Wales, Australia. The original decomposition sub-routines of LINKAGES were modified by adding components of the Rothamsted (RothC) soil organic matter turnover model. Simulation results using the new model were compared to data from long-term forest inventory plots. Good agreement was observed between simulated and measured above-ground biomass, but mixed results were obtained for basal area. Harvesting operations examined included removing trees for quota sawlogs (QSL, DBH >80 cm), integrated sawlogs (ISL, DBH >20 cm) and whole-tree harvesting in integrated sawlogs (WTH). We also examined the impact of different cutting cycles (20, 50 or 80 years) and intensities (removing 20, 50 or 80 m{sup 3}). Generally medium and high intensities of shorter cutting cycles in sawlog harvesting systems produced considerably higher soil carbon values compared to no harvesting. On average, soil carbon was 2-9% lower in whole-tree harvest simulations whereas in sawlog harvest simulations soil carbon was 5-17% higher than in no harvesting.

    The European community is conducting research on the decommissioning of nuclear installations. The prime objective is to develop effective techniques to ensure the protection of man and his environment against the potential hazards of nuclear installations that have been shut down. The results of the 1979--1983 research program were presented in a conference held in Luxembourg. This program was primarily concerned with decommissioning nuclear power plants. The 1984--1988 program was extended to all types of nuclear installations. Fuel fabrication, enrichment and reprocessing plants, and research and development facilities having fulfilled their useful purposes are also awaiting decommissioning. This Program has produced numerous scientific and technical achievements. Great progress has in particular been achieved in the reduction of metal waste arising from decommissioning, due to advances in areas such as the development of aggressive decontamination procedures and of techniques for melting and recycling low-level radioactive waste metal.

    In FY 1982, DOE and DOE contractor personnel attended 40 international symposia and conferences on fuel reprocessing and waste management subjects. The treatment of high-level waste was the topic most often covered in the visits, with geologic disposal and general waste management also being covered in numerous visits. Topics discussed less frequently inlcude TRU/LLW treatment, airborne waste treatment, D and D, spent fuel handling, and transportation. The benefits accuring to the US from technology exchange activities with other countries are both tangible, e.g., design of equipment, and intangible, e.g., improved foreign relations. New concepts initiated in other countries, particularly those with sizable nuclear programs, are beginning to appear in US efforts in growing numbers. The spent fuel dry storage concept originating in the FRG is being considered at numerous sites. Similarly, the German handling and draining concepts for the joule-heated ceramic melter used to vitrify wastes are being incorporated in US designs. Other foreigh technologies applicable in the US include the slagging incinerator (Belgium), the SYNROC waste form (Australia), the decontamination experience gained in decommissioning the Eurochemic reprocessing plant (Belgium), the engineered surface storage of low- and intermediate-level waste (Belgium, FRG, France), the air-cooled storage of vitrified high-level waste (France, UK), waste packaging (Canada, FRG, Sweden), disposal in salt (FRG), disposal in granite (Canada, Sweden), and sea dumping (UK, Belgium, The Netherlands, Switzerland). These technologies did not necessarily originated or have been tried in the US but for various reasons are now being applied and extended in other countries. This growing nuclear technological base in other countires reduces the number of technology avenues the US need follow to develop a solid nuclear power program.

  1. Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

Current training opportunities within Queensland for the sector are limited and not widely communicated or marketed; with other States, particularly Victoria and New South Wales, realising higher numbers of VET enrollments for waste management courses. This paper presents current VET opportunities and trends for the Queensland waste management sector. Results from a facilitated workshop to identify workforce requirements and future training needs organised by the Waste Contractors and Recyclers Association of Queensland (WCRAQ) are also presented and discussion follows on the future training needs of the industry within Queensland.

    SILER is a Collaborative Project, partially funded by the European Commission, aimed at studying the risk associated to seismic initiated events in Generation IV Heavy Liquid Metal reactors and developing adequate protection measures. The attention is focused on the evaluation of the effects of earthquakes (with particular regards to beyond design seismic events) and to the identification of mitigation strategies, acting both on structures and components design (as well as on the development of seismic isolation devices) which can also have positive effects on economics, leading to an high level of plant design standardization. Attention is also devoted to the identification of plant layout solutions able to avoid risks of radioactive release from both the core and other structures (i.e. the spent fuel storage pools). Specific effort is paid to the development of guidelines and design recommendations for addressing the seismic issue in next generation reactor systems. In addition, consideration will be devoted to transfer the knowledge developed in the project to Generation III advanced systems, in line with the objective of the SNE-TP SRA to support present and future Light Water Reactors and their further development, for which safety issues are key aspects to be addressed. Note, in this respect, that the benefits of base isolation in terms of response to design seismic actions are already widely recognized for Generation III LWRs, along with the possibility of a significant standardization of structural and equipment design.     Research and experimental development comprise innovative and creative work undertaken systematically to increase the stock of knowledge of science, engineering, and society. This knowledge reserve is used to improve living conditions and standards, including economic growth. Research and development (R&D) expenditures are useful measures of the scale and direction of technological innovation within a country, industry, or scientific field. Administrators concerned with economic growth and performance rely on R&D statistics as one possible type of indicator of technological change. R&D statistics are an essential tool in many government programs and evaluations (OECD 1993). The objective of the analysis was to identify and evaluate R&D funding sources, levels, and trends in the energy sectors of selected industrialized countries (Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Sweden, Switzerland, United Kingdom, United States) and the European Union (EU). Fossil fuel technologies, particularly fuel cells and advanced gas turbines, were the focus of the analysis, whose results are presented in this report.

A total of 101 individuals from 21 countries participated in the conference: USA (48), Canada (5), France (5), Austria (4), Germany (3), Italy (3), UK (3), Greece (2), New Zealand (2), Singapore (2), Argentina (1), Australia (1), Cuba (1), Denmark (1), Japan (1), Mexico (1), Netherlands (1), Spain (1), Sweden (1), Switzerland (1). With respect to speakers, 29 were established faculty members and 13 were graduate students or postdoctoral fellows. With respect to gender representation, among speakers, 13 were female and 28 were male, and among all participants 43 were female and 58 were male. Program these included the following topics: Cancer Pathways and Networks (Day 1), Metabolic Disease Networks (Day 2), Day 3 ? Organs, Pathways and Stem Cells (Day 3), and Day 4 ? Inflammation, Immunity, Microbes and the Environment (Day 4). Proceedings of the Conference were not published.

    The Bowen Basin is a Permo-Triassic, back-arc extensional to foreland basin that developed landward of an intermittently active continental volcanic arc associated with the eastern Australian convergent plate margin. The basin has a complex, polyphase tectonic history that began with limited back-arc crustal extension during the Early Permian. This created a series of north-trending grabens and half grabens which, in the west, accommodated quartz-rich sediment derived locally from surrounding, uplifted continental basement. In the east, coeval calc-alkaline, volcanolithic-rich, and volcaniclastic sediment was derived from the active volcanic arc. This early extensional episode was followed by a phase of passive thermal subsidence accompanied by episodic compression during the late Early Permian to early Late Permian, with little contemporaneous volcanism. In the west, quartzose sediment was shed from stable, polymictic, continental basement immediately to the west and south of the basin, whereas volcanolithic-rich sediment that entered the eastern side of the basin during this time was presumably derived from the inactive, and possibly partly submerged volcanic arc. During the late Late Permian, flexural loading and increased compression occurred along the eastern margin of the Bowen Basin, and renewed volcanism took place in the arc system to the east. Reactivation of this arc led to westward and southward spread of volcanolithic-rich sediment over the entire basin. Accordingly, areas in the west that were earlier receiving quartzose, craton-derived sediment from the west and south were overwhelmed by volcanolithic-rich, arc-derived sediment from the east and north. This transition from quartz-rich, craton-derived sediments to volcanolithic-rich, arc-derived sediments is consistent with the interpreted back-arc extensional to foreland basin origin for the Bowen Basin.

    A high-resolution sequence stratigraphic analysis of the Westbourne Formation identified five chronostratigraphic genetic units each separated by thin, but laterally extensive, shale markers interpreted as maximum lacustrine flooding surfaces. The flooding surfaces were primarily identified by their lateral persistence and high gamma-ray log response, but marked changes in bedding architecture across these surfaces also facilitated their identification. The changes in bedding architecture reflect reorganization of the depositional systems from one depositional episode to the next. The Westbourne Formation is interpreted as a series of fluvially-dominated lacustrine delta sequences. Although the genetic units generally display lobate to digitate sand body geometries, sediment transport directions between successive units is highly variable. The complex morphology of the distributary network and accompanying high degree of facies variability indicates shallow lacustrine sedimentation similar to that in the modern inland Niger River delta which provides a modern analog. Westbourne fluid flow trends were established by mapping water encroachment during field development, observing differential depletion in repeat formation test data, and monitoring production response to water shut-off workovers. The fluid flow trends emphasized the highly layered character of the Westbourne reservoirs and integrating these trends with the geologic architecture defined stratigraphic controls on Westbourne flow units. The stratigraphic framework proved essential for unraveling sediment transport patterns and thus, predicting reservoir sandstone distribution. The stratigraphic framework also provided the key to understanding water encroachment and pressure a depletion which, when combined with predicted sandstone geometries, identified several step-out drilling and recompletion opportunities.

    Continuing our series of observations of coronal motion and dynamics over the solar-activity cycle, we observed from sites in Queensland, Australia, during the 2012 November 13 (UT)/14 (local time) total solar eclipse. The corona took the low-ellipticity shape typical of solar maximum (flattening index ε = 0.01), a change from the composite coronal images we observed and analyzed in this journal and elsewhere for the 2006 and 2008-2010 eclipses. After crossing the northeast Australian coast, the path of totality was over the ocean, so further totality was seen only by shipborne observers. Our results include velocities of a coronal mass ejection (CME; during the 36 minutes of passage from the Queensland coast to a ship north of New Zealand, we measured 413 km s{sup –1}) and we analyze its dynamics. We discuss the shapes and positions of several types of coronal features seen on our higher-resolution composite Queensland coronal images, including many helmet streamers, very faint bright and dark loops at the bases of helmet streamers, voids, and radially oriented thin streamers. We compare our eclipse observations with models of the magnetic field, confirming the validity of the predictions, and relate the eclipse phenomenology seen with the near-simultaneous images from NASA's Solar Dynamics Observatory (SDO/AIA), NASA's Extreme Ultraviolet Imager on Solar Terrestrial Relations Observatory, ESA/Royal Observatory of Belgium's Sun Watcher with Active Pixels and Image Processing (SWAP) on PROBA2, and Naval Research Laboratory's Large Angle and Spectrometric Coronagraph Experiment on ESA's Solar and Heliospheric Observatory. For example, the southeastern CME is related to the solar flare whose origin we trace with a SWAP series of images.

    With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

    The Epsilon and Toolachee Formations record a transition from lacustrine deltas to fluvial depositional systems in the southeastern part of the Cooper Basin. Gas reservoirs in these formations occur mainly in narrow (typically less than 2 mi [3.2 km] wide) belts of distributary- and fluvial-channel sandstones in structurally high areas in Dullingari field and neighboring areas. In a study by the Bureau of Economic Geology and Santos to document distribution of Epsilon and Toolachee lithotacies, we mapped multiple depositional axes and projected them into undeveloped areas in the field. We performed a high-resolution sequence-stratigraphic study, defining four operational Epsilon subunits bounded by lacustrine mudstones recording periods of delta-platform abandonment and subsidence. In contrast, six genetic Toolachee subunits are bounded by regionally extensive coal seams recording pervasive sediment-supply shutoff and peat-swamp development over broad areas. Epsilon lacustrine deltas prograded northwestward over a muddy substrate on a broad, shallow basin floor. Distributary-channel axes, defined by narrow, northwest-trending belts of upward-fining sandstones less than 20 ft (6 m) thick, are projected across the field area. However, the younger Toolachee Formation contains northeast-trending sandstones in structural troughs, suggesting tectonic control on deposition. Detailed lithofacies maps of these formations provide a framework for assessing potential development targets at Dullingari field.

    . Platform teams organize faculty and students for cross-disciplinary, systems-oriented research and collaborative learning. To date, nine platforms have been developed, although these will most likely be reorganized into a smaller number of broader topics. In the spring of 2004, BRT faculty initiated a regional partnership and collaborative learning program with colleagues at the University of Minnesota, Kansas State University, and South Dakota State University to develop distance education courses in biorenewable resources and technology. As a fledgling graduate program, the BRT graduate program didn’t have the breadth of resources to offer a large number of courses in biorenewables. Other schools faced a similar problem. The academic consortium as first conceived would allow students from the member schools to enroll in biorenewables courses from any of the participating schools, which would assure the necessary enrollment numbers to offer specialized course work. Since its inception, the collaborative curriculum partnership has expanded to include Louisiana State University and the University of Wisconsin. A second international curriculum development campaign was also initiated in the spring of 2004. In particular, several BRT faculty teamed with colleagues at the University of Arkansas, University of Washington, University of Gent (Belgium), National Polytechnic Institute of Toulouse (France), and Technical University of Graz (Austria) to develop an EU-US exchange program in higher education and vocational education/training (entitled “Renewable Resources and Clean Technology”).

    The Critical Assessment of Function Annotation meeting was held July 14-15, 2011 at the Austria Conference Center in Vienna, Austria. There were 73 registered delegates at the meeting. We thank the DOE for this award. It helped us organize and support a scientific meeting AFP 2011 as a special interest group (SIG) meeting associated with the ISMB 2011 conference. The conference was held in Vienna, Austria, in July 2011. The AFP SIG was held on July 15-16, 2011 (immediately preceding the conference). The meeting consisted of two components, the first being a series of talks (invited and contributed) and discussion sections dedicated to protein function research, with an emphasis on the theory and practice of computational methods utilized in functional annotation. The second component provided a large-scale assessment of computational methods through participation in the Critical Assessment of Functional Annotation (CAFA).
