    Global inventories of anthropogenic emissions of oxides of nitrogen (NO{sub x}) for circa 1985 and 1990 and Non-Methane Volatile Organic Compounds (NMVOCs) for circa 1990 have been compiled by this project. Work on the inventories has been carried out under the umbrella of the Global Emissions Inventory Activity (GEIA) of the International Global Atmospheric Chemistry (IGAC) Program. The 1985 NO{sub x} inventory was compiled using default data sets of global emissions that were refined via the use of more detailed regional data sets; this inventory is being distributed to the scientific community at large as the GEIA Version 1A inventory. Global emissions of NO{sub x} for 1985 are estimated to be 21 Tg N y{sup -1}, with approximately 84% originating in the Northern Hemisphere. The 1990 inventories of NO{sub x} and NMVOCs were compiled using unified methodologies and data sets in collaboration with the Netherlands National Institute of Public Health and Environmental Protection (Rijksinstituut Voor Volksgezondheid en Milieuhygiene, RIVM) and the Division of Technology for Society of the Netherlands Organization for Applied Scientific Research, (IMW-TNO); these emissions will be used as the default estimates to be updated with more accurate regional data. The NMVOC inventory was gridded and speciated into 23 chemical categories.

    The volume contains the titles and abstracts of technical publications through fiscal year 1992 that are the products of the NOAA Federal/State Cooperative Program in Atmospheric Modification Research. The program is focused on the very interdisciplinary science of purposeful cloud modification for precipitation enhancement and hail suppression, and unintentional modification of clouds and precipitation. The audience includes, for example, water managers, policy makers, scientists, practitioners in the field, and the interested public. Listed are publications on topics including but not limited to: cloud and precipitation processes, numerical cloud and atmospheric mesoscale modeling, atmospheric and storm monitoring instrumentation and technologies, aerosol transport and dispersion in clouds and over complex terrain, cloud seeding technologies and effects, agricultural responses to cloud modification, weather economics and societal aspects of cloud modification, unintentional weather and climate modification, and precipitation and hydrological assessment and forecasting.

Work on the inventories has been carried out under the umbrella of the Global Emissions Inventory Activity of the International Global Atmospheric Chemistry program. Global emissions of NOx for 1985 are estimated to be 21 Tg N/yr, with approximately 84% originating in the Northern Hemisphere. The global emissions for 1990 are 31 Tg N/yr for NOx and 173 Gg NMVOC/yr. Ongoing research activities for this project continue to address emissions of both NOx and NMVOCs. Future tasks include: evaluation of more detailed regional emissions estimates and update of the default 1990 inventories with the appropriate estimates; derivation of quantitative uncertainty estimates for the emission values; and development of emissions estimates for 1995.

    This report was part of a multiyear collaboration with the University of Wisconsin and the National Oceanic and Atmospheric Administration (NOAA) to produce high-quality, satellite-based, solar resource datasets for the United States. High-quality, solar resource assessment accelerates technology deployment by making a positive impact on decision making and reducing uncertainty in investment decisions. Satellite-based solar resource datasets are used as a primary source in solar resource assessment. This is mainly because satellites provide larger areal coverage and longer periods of record than ground-based measurements. With the advent of newer satellites with increased information content and faster computers that can process increasingly higher data volumes, methods that were considered too computationally intensive are now feasible. One class of sophisticated methods for retrieving solar resource information from satellites is a two-step, physics-based method that computes cloud properties and uses the information in a radiative transfer model to compute solar radiation. This method has the advantage of adding additional information as satellites with newer channels come on board. This report evaluates the two-step method developed at NOAA and adapted for solar resource assessment for renewable energy with the goal of identifying areas that can be improved in the future.

    The compilation has 1702 thermal spring locations in 23 of the 50 States, arranged alphabetically by State (Postal Service abbreviation) and degrees of latitude and longitude within the State. It shows spring name, surface temperature in degrees Fahrenheit and degrees Celsius; USGS Professional Paper 492 number, USGS Circular 790 number, NOAA number, north to south on each degree of latitude and longitude of the listed. USGS 1:250,000-scale (AMS) map; and the USGS topographic map coverage, 1:63360- or 1:62500-scale (15-minute) or 1:24000-scale (7.5-minute) quadrangle also included is an alphabetized list showing only the spring name and the State in which it is located. Unnamed springs are omitted. The list includes natural surface hydrothermal features: springs, pools, mud pots, mud volcanoes, geysers, fumaroles, and steam vents at temperature of 20{sup 0}C (68[sup 0}F) or greater. It does not include wells or mines, except at sites where they supplement or replace natural vents presently or recently active, or, in some places, where orifices are not distinguishable as natural or artificial. The listed springs are located on the USGS 1:250,000 (AMS) topographic maps. (MHR)

    In support of the National Oceanic and Atmospheric Administration (NOAA) Climate and Global Change (C&GC) Program, Pacific Marine Environmental Laboratory (PMEL) scientists have been measuring the growing burden of greenhouse gases in the thermocline waters of the Pacific Ocean since 1980. Collection of data at a series of hydrographic stations along longitude 170{degrees} W during austral autumn of 1990 was designed to enhance understanding of the increase in the column burden of chlorofluorocarbons and carbon dioxide in the thermocline waters since the last expedition in 1984. This document presents the procedures and methods used to obtain total carbon dioxide (TCO{sub 2}), hydrographic, and nitrate data during the NOAA/PMEL research vessel (R/V) Malcolm Baldrige CGC-90 Cruise. Data were collected along two legs; sampling for Leg 1 began along 170{degrees} W from 15{degrees} S to 60{degrees} S, then angled northwest toward New Zealand across the Western Boundary Current. Leg 2 included a reoccupation of some stations between 30{degrees} S and 15{degrees} S on 170{degrees} W and measurements from 15{degrees} S to 5{degrees} N along 170{degrees} W. The following data report summarizes the TCO{sub 2}, salinity, temperature, and nitrate measurements from 63 stations. The TCO, concentration in seawater samples was measured using a coulometric/extraction system (Models 5011 and 5030, respectively) originated by Ken Johnson. The NOAA/PMEL R/V Malcolm Baldrige CGC-90 Cruise data set is available without charge as a numeric data package (NDP) from the Carbon Dioxide Information Analysis Center. The NDP consists of two oceanographic data files, two FORTRAN 77 data retrieval routine files, a {open_quotes}readme{close_quotes} file, and this printed documentation, which describes the contents and format of all files as well as the procedures and methods used to obtain the data.

    The objective of this study is to determine the feasibility that routinely collected data from the Doppler radars can appropriately be used in Atmospheric Dispersion Models (ADMs) for emergency response. We have evaluated the computational efficiency and accuracy of two variational mathematical techniques that derive the u- and v-components of the wind from radial velocities obtained from Doppler radars. A review of the scientific literature indicated that the techniques employ significantly different approaches in applying the variational techniques: 2-D Variational (2DVar), developed by NOAAs (National Oceanic and Atmospheric Administration's) National Severe Storms Laboratory (NSSL) and Variational Doppler Radar Analysis System (VDRAS), developed by the National Center for Atmospheric Research (NCAR). We designed a series of numerical experiments in which both models employed the same horizontal domain and resolution encompassing Oklahoma City for a two-week period during the summer of 2003 so that the computed wind retrievals could be fairly compared. Both models ran faster than real-time on a typical single dual-processor computer, indicating that they could be used to generate wind retrievals in near real-time. 2DVar executed ~2.5 times faster than VDRAS because of its simpler approach.

    The National Oceanic and Atomospheric Administration`s (NOAA) pulsed CO2 Doppler lidar successfully tracked a cloud of liquid triethyl phosphate (TEP) released from an incoming Storm missile. By concentrating on the lowest portion of the cloud, information about the descent of the TEP cloud was obtained. TEP cloud bottom height and a ground track showing the motion of the cloud relative to the lidar were plotted. In addition, lidar measurements were used to guide an instrumented air craft into the cloud. Improvements for future tests were defined.

    This report describes work to improve the quality of total ozone and Umkehr data obtained in the past at the NOAA Climate Monitoring and Diagnostics Laboratory and the Dobson spectrophotometer ozone observatories. The authors present results of total ozone data re-evaluations for ten stations: Byrd, Antarctica; Fairbanks, Alaska; Hallett, Antarctica; Huancayo, Peru; Haute Provence, France; Lauder, New Zealand; Perth, Australia; Poker Flat, Alaska; Puerto Montt, Chile; and South Pole, Antarctica. The improved data will be submitted in early 1996 to the World Meteorological Organization (WMO) World Ozone Data Center (WODC), and the Atmospheric Environment Service for archiving. These new measurements will provide more accurate, more abundant data for use in improving the representation of clouds in the SCM. 2002-2003 Winter Weather Forecast--Top climate forecasters at the National Oceanic and Atmospheric Administration's (NOAA's) Climate Prediction Center say that an El Nino condition in the tropical Pacific Ocean will influence our winter weather this year. Although this El Nino is not as strong as the event of the 1997-1998 winter season, the United States will nevertheless experience some atypical weather. Strong impacts could be felt in several areas. Nationally, forecasters are predicting warmer-than-average temperatures over the northern tier of states and wetter-than-average conditions in the southern tier of states during the 2002-2003 winter season. Kansas residents should expect warmer and wetter conditions, while Oklahoma will be wetter than average.

    Inversions of atmospheric CO2 mixing ratio measurements to determine CO2 sources and sinks are typically limited to coarse spatial and temporal resolution. This limits our ability to evaluate efforts to upscale chamber- and stand-level CO2 flux measurements to regional scales, where coherent climate and ecosystem mechanisms govern the carbon cycle. As a step towards the goal of implementing atmospheric budget or inversion methodology on a regional scale, a network of five relatively inexpensive CO2 mixing ratio measurement systems was deployed on towers in northern Wisconsin. Four systems were distributed on a circle of roughly 150-km radius, surrounding one centrally located system at the WLEF tower near Park Falls, WI. All measurements were taken at a height of 76 m AGL. The systems used single-cell infrared CO2 analyzers (Licor, model LI-820) rather than the siginificantly more costly two-cell models, and were calibrated every two hours using four samples known to within 0.2 ppm CO2. Tests prior to deployment in which the systems sampled the same air indicate the precision of the systems to be better than 0.3 ppm and the accuracy, based on the difference between the daily mean of one system and a co-located NOAA-ESRL system, is consistently better than 0.3 ppm. We demonstrate the utility of the network in two ways. We interpret regional CO2 differences using a Lagrangian parcel approach. The difference in the CO2 mixing ratios across the network is at least 2?3 ppm, which is large compared to the accuracy and precision of the systems. Fluxes estimated assuming Lagrangian parcel transport are of the same sign and magnitude as eddy-covariance flux measurements at the centrally-located WLEF tower. These results indicate that the network will be useful in a full inversion model. Second, we present a case study involving a frontal passage through the region.     This report provides analyses of broadband solar radiometric data quality for the National Oceanic and Atmospheric Administration's Integrated Surface Irradiance Study and Surface Radiation Budget Network (SURFRAD) solar measurement networks. The data quality of these networks is compared to that of the National Renewable Energy Laboratory's Solar Radiation Research Laboratory Baseline Measurement System (SRRL-BMS) native data resolutions and hourly averages of the data from the years 2002 through 2013. This report describes the solar radiometric data quality testing and flagging procedures and the method used to determine and tabulate data quality statistics. Monthly data quality statistics for each network were plotted by year against the statistics for the SRRL-BMS. Some of the plots are presented in the body of the report, but most are in the appendix. These plots indicate that the overall solar radiometric data quality of the SURFRAD network is superior to that of the Integrated Surface Irradiance Study network and can be comparable to SRRL-BMS.

    This paper describes the tools and services provided by the National Atmospheric Release Advisory Center (NARAC) at Lawrence Livermore National Laboratory (LLNL) for modeling the impacts of airborne hazardous materials. NARAC provides atmospheric plume modeling tools and services for chemical, biological, radiological, and nuclear airborne hazards. NARAC can simulate downwind effects from a variety of scenarios, including fires, industrial and transportation accidents, radiation dispersal device explosions, hazardous material spills, sprayers, nuclear power plant accidents, and nuclear detonations. NARAC collaborates with several government agencies and laboratories in order to accomplish its mission. The NARAC suite of software tools include simple stand-alone, local-scale plume modeling tools for end-user's computers, and Web- and Internet-based software to access advanced modeling tools and expert analyses from the national center at LLNL. Initial automated, 3-D predictions of plume exposure limits and protective action guidelines for emergency responders and managers are available from the center in 5-10 minutes. These can be followed immediately by quality-assured, refined analyses by 24 x 7 on-duty or on-call NARAC staff. NARAC continues to refine calculations using updated on-scene information, including measurements, until all airborne releases have stopped and the hazardous threats are mapped and impacts assessed. Model predictions include the 3-D spatial and time-varying effects of weather, land use, and terrain, on scales from the local to regional to global. Real-time meteorological data and forecasts are provided by redundant communications links to the U.S. National Oceanic and Atmospheric Administration (NOAA), U.S. Navy, and U.S. Air Force, as well as an in-house mesoscale numerical weather prediction model.     The Chequamegon Ecosystem-Atmosphere Study (ChEAS) is a multi-organizational research effort studying biosphere/atmosphere interactions within a northern mixed forest in Northern Wisconsin. A primary goal is to understand the processes controlling forest-atmosphere exchange of carbon dioxide and the response of these processes to climate change. Another primary goal is to bridge the gap between canopy-scale flux measurements and the global CO2 flask sampling network. The ChEAS flux towers participate in AmeriFlux, and the region is an EOS-validation site. The WLEF tower is a NOAA-CMDL CO2 sampling site. ChEAS sites are primarily located within or near the Chequamegon-Nicolet National Forest in northern Wisconsin, with one site in the Ottawa National Forest in the upper peninsula of Michigan. Current studies observe forest/atmosphere exchange of carbon dioxide at canopy and regional scales, forest floor respiration, photosynthesis and transpiration at the leaf level and use models to scale to canopy and regional levels. EOS-validation studies quantitatively assess the land cover of the area using remote sensing and conduct extensive ground truthing of new remote sensing data (i.e. ASTER and MODIS). Atmospheric remote sensing work is aimed at understanding atmospheric boundary layer dynamics, the role of entrainment in regulating the carbon dioxide mixing ratio profiles through the lower troposphere, and feedback between boundary layer dynamics and vegetation (especially via the hydrologic cycle). Airborne studies have included include balloon, kite and aircraft observations of the CO2 profile in the troposphere.

    Prognostic atmospheric dispersion models are used to generate consequence assessments, which assist decision-makers in the event of a release from a nuclear facility. Differences in the forecast wind fields generated by various meteorological agencies, differences in the transport and diffusion models, as well as differences in the way these models treat the release source term, result in differences in the resulting plumes. Even dispersion models using the same wind fields may produce substantially different plumes. This talk will address how ensemble techniques may be used to enable atmospheric modelers to provide decision-makers with a more realistic understanding of how both the atmosphere and the models behave.

    This work utilizes Improved Solar Observing Optical Network continuum (630.2 nm) and H{alpha} (656.2 nm) data to: (1) detect and measure intrinsic sunspot rotations occurring in the photosphere and chromosphere, (2) identify and measure chromospheric filament mass motions, and (3) assess any large-scale photospheric and chromospheric mass couplings. Significant results from 2003 October 27-29, using the techniques of Brown et al., indicate significant counter-rotation between the two large sunspots in NOAA AR 10486 on October 29, as well as discrete filament mass motions in NOAA AR 10484 on October 27 that appear to be associated with at least one C-class solar flare.

    The goal of this project was to re-evaluate NOAA/CMDL Dobson spectrophotometer total ozone data during FY94 from the stations Haute Provence, France; Lauder, New Zealand; Perth, Australia; and Poker Flat, Alaska and the Umkehr data from Boulder, Colorado and Mauna Loa, Hawaii. During the second year the authors planned to re-evaluate total ozone data from Byrd, Hallett and South Pole, Antarctica; Fairbanks, Alaska; Puerto Montt, Chile; Huancayo, Peru and Umkehr data from Huancayo.

    We present a multiwavelength study of the 2005 September 13 eruption from NOAA AR 10808 that produced total four flares and two fast coronal mass ejections (CMEs) within {approx}1.5 hr. Our primary attention is paid to the fact that these eruptions occurred in close succession in time, and that all of them were located along an S-shaped magnetic polarity inversion line (PIL) of the active region. In our analysis, (1) the disturbance created by the first flare propagated southward along the PIL to cause a major filament eruption that led to the first CME and the associated second flare underneath. (2) The first CME partially removed the overlying magnetic fields over the northern delta spot to allow the third flare and the second CME. (3) The ribbon separation during the fourth flare would indicate reclosing of the overlying field lines opened by the second CME. It is thus concluded that these series of flares and CMEs are interrelated to each other via magnetic reconnections between the expanding magnetic structure and the nearby magnetic fields. These results complement previous works made on this event with the suggested causal relationship among the successive eruptions.

    The minimum current corona model provides a way to estimate stored coronal energy using the number of field lines connecting regions of positive and negative photospheric flux. This information is quantified by the net flux connecting pairs of opposing regions in a connectivity matrix. Changes in the coronal magnetic field, due to processes such as magnetic reconnection, manifest themselves as changes in the connectivity matrix. However, the connectivity matrix will also change when flux sources emerge or submerge through the photosphere, as often happens in active regions. We have developed an algorithm to estimate the changes in flux due to emergence and submergence of magnetic flux sources. These estimated changes must be accounted for in order to quantify storage and release of magnetic energy in the corona. To perform this calculation over extended periods of time, we must additionally have a consistently labeled connectivity matrix over the entire observational time span. We have therefore developed an automated tracking algorithm to generate a consistent connectivity matrix as the photospheric source regions evolve over time. We have applied this method to NOAA Active Region 11112, which underwent a GOES M2.9 class flare around 19:00 on 2010 October 16th, and calculated a lower bound on the free magnetic energy buildup of {approx}8.25 Multiplication-Sign 10{sup 30} erg over 3 days.

    We provide a pedagogic derivation of the formula needed to analyze atmospheric data and then derive, for the subset of the data that are fully-contained events, an analysis tool that is quantitative and numerically efficient. Results for the full set of neutrino oscillation data are then presented. We find the following preliminary results: 1.) the sub-dominant approximation provides reasonable values for the best fit parameters for {delta}{sub 32}, {theta}{sub 23}, and {theta}{sub 13} but does not quantitatively provide the errors for these three parameters; 2.) the size of the MSW effect is suppressed in the sub-dominant approximation; 3.) the MSW effect reduces somewhat the extracted error for {delta}{sub 32}, more so for {theta}{sub 23} and {theta}{sub 13}; 4.) atmospheric data alone constrains the allowed values of {theta}{sub 13} only in the sub-dominant approximation, the full three neutrino calculations requires CHOOZ to get a clean constraint; 5.) the linear in {theta}{sub 13} terms are not negligible; and 6.) the minimum value of {theta}{sub 13} is found to be negative, but at a statistically insignificant level.

    The atmospheric emitted radiance interferometer (AERI) is a ground-based instrument that measures the downwelling infrared radiance from the Earth’s atmosphere. The observations have broad spectral content and sufficient spectral resolution to discriminate among gaseous emitters (e.g., carbon dioxide and water vapor) and suspended matter (e.g., aerosols, water droplets, and ice crystals). These upward-looking surface observations can be used to obtain vertical profiles of tropospheric temperature and water vapor, as well as measurements of trace gases (e.g., ozone, carbon monoxide, and methane) and downwelling infrared spectral signatures of clouds and aerosols. The AERI is a passive remote sounding instrument, employing a Fourier transform spectrometer operating in the spectral range 3.3–19.2 μm (520–3020 cm-1) at an unapodized resolution of 0.5 cm-1 (max optical path difference of 1 cm). The extended-range AERI (ER-AERI) deployed in dry climates, like in Alaska, have a spectral range of 3.3–25.0 μm (400–3020 cm-1) that allow measurements in the far-infrared region. Typically, the AERI averages views of the sky over a 16-second interval and operates continuously.

    An atmospheric gas sampler with a multi-port valve which allows for multi, sequential sampling of air through a plurality of gas sampling tubes mounted in corresponding gas inlet ports. The gas sampler comprises a flow-through housing which defines a sampling chamber and includes a gas outlet port to accommodate a flow of gases through the housing. An apertured sample support plate defining the inlet ports extends across and encloses the sampling chamber and supports gas sampling tubes which depend into the sampling chamber and are secured across each of the inlet ports of the sample support plate in a flow-through relation to the flow of gases through the housing during sampling operations. A normally closed stopper means mounted on the sample support plate and operatively associated with each of the inlet ports blocks the flow of gases through the respective gas sampling tubes. A camming mechanism mounted on the sample support plate is adapted to rotate under and selectively lift open the stopper spring to accommodate a predetermined flow of gas through the respective gas sampling tubes when air is drawn from the housing through the outlet port.

    This is the third in a series of scientific publications sponsored by the US Atomic Energy Commission and the two later organizations, the US Energy Research and Development Adminstration, and the US Department of Energy. The first book, Meteorology and Atomic Energy, was published in 1955; the second, in 1968. The present volume is designed to update and to expand upon many of the important concepts presented previously. However, the present edition draws heavily on recent contributions made by atmospheric science to the analysis of air quality and on results originating from research conducted and completed in the 1970s. Special emphasis is placed on how atmospheric science can contribute to solving problems relating to the fate of combustion products released into the atmosphere. The framework of this book is built around the concept of air-quality modeling. Fundamentals are addressed first to equip the reader with basic background information and to focus on available meteorological instrumentation and to emphasize the importance of data management procedures. Atmospheric physics and field experiments are described in detail to provide an overview of atmospheric boundary layer processes, of how air flows around obstacles, and of the mechanism of plume rise. Atmospheric chemistry and removal processes are also detailed to provide fundamental knowledge on how gases and particulate matter can be transformed while in the atmosphere and how they can be removed from the atmosphere. The book closes with a review of how air-quality models are being applied to solve a wide variety of problems. Separate analytics have been prepared for each chapter.

    This book presents information on atmospheric tracer technology and applications. It summarizes the state of the art, provides information exchange for members of the atmospheric community, defines areas for future applications of tracers, and identifies requirements for tracer techniques. A major objective of research in atmospheric science over the past several decades has been to obtain an enhanced description of transport, transformation, and deposition of trace constituents present in the atmosphere. Interest in these processes has been hightened with the recognition that pollutant materials transported over long distances may exert significant effects at receptor locations, and the consequent desire to improve knowledge of source-receptor relationships. There is a wide range of practical applications for tracer experiments. In many cases the tracer allows 1) the documentation of a potential airborne hazard without actually emitting hazardous material or 2) the evaluation of the expected outcome of an expensive process alteration. Some examples of the former case are testing of rocket fuels, developing chemical defense strategies, establishing safety procedures for possible accidents in the handling and transportation of hazardous materials, and assessing the fire and explosion hazards present in handling special materials such as liquified natural gas. The practical use of tracers for economic benefit includes designing emissions systems, for both air quality control and dissemination systems such as in forest and crop spraying or cloud seeding, and siting of industrial facilities. Other applications include source attribution, which is currently of interest in the acid rain problem.

    The Bonneville Power Administration (BPA) has decided to adopt a Power Subscription Strategy for entering into new power sales contracts with its Pacific Northwest customers. The Strategy equitably distributes the electric power generated by the Federal Columbia River Power System (FCRPS) within the framework of existing law. The Power Subscription Strategy addresses the availability of power; describes power products; lays out strategies for pricing, including risk management; and discusses contract elements. In proceeding with this Subscription Strategy, BPA is guided by and committed to the Fish and Wildlife funding Principles for the BPA announced by the Vice President of the US in September 1998. This Record of Decision (ROD) addresses the issues raised by commenters who responded to BPA`s Power Subscription Strategy Proposal during and after the comment period that began with the release of the Proposal on September 18, 1998. The ROD is organized in approximately the same way as the Proposal and the Power Subscription Strategy that BPA developed based on the comments received. Abbreviations of party names used in citations appear in the section just preceding this introduction; a list of all the commenters follows the text of the ROD.

  7. Three-dimensional magnetic restructuring in two homologous solar flares in the seismically active NOAA AR 11283

    We carry out a comprehensive investigation comparing the three-dimensional magnetic field restructuring, flare energy release, and the helioseismic response of two homologous flares, the 2011 September 6 X2.1 (FL1) and September 7 X1.8 (FL2) flares in NOAA AR 11283. In our analysis, (1) a twisted flux rope (FR) collapses onto the surface at a speed of 1.5 km s{sup –1} after a partial eruption in FL1. The FR then gradually grows to reach a higher altitude and collapses again at 3 km s{sup –1} after a fuller eruption in FL2. Also, FL2 shows a larger decrease of the flux-weighted centroid separation of opposite magnetic polarities and a greater change of the horizontal field on the surface. These imply a more violent coronal implosion with corresponding more intense surface signatures in FL2. (2) The FR is inclined northward and together with the ambient fields, it undergoes a southward turning after both events. This agrees with the asymmetric decay of the penumbra observed in the peripheral regions. (3) The amounts of free magnetic energy and nonthermal electron energy released during FL1 are comparable to those of FL2 within the uncertainties of the measurements. (4) No sunquake was detected in FL1; in contrast, FL2 produced two seismic emission sources S1 and S2 both lying in the penumbral regions. Interestingly, S1 and S2 are connected by magnetic loops, and the stronger source S2 has a weaker vertical magnetic field. We discuss these results in relation to the implosion process in the low corona and the sunquake generation.

  8. INTERPRETING ERUPTIVE BEHAVIOR IN NOAA AR 11158 VIA THE REGION'S MAGNETIC ENERGY AND RELATIVE-HELICITY BUDGETS

    In previous works, we introduced a nonlinear force-free method that self-consistently calculates the instantaneous budgets of free magnetic energy and relative magnetic helicity in solar active regions (ARs). Calculation is expedient and practical, using only a single vector magnetogram per computation. We apply this method to a time series of 600 high-cadence vector magnetograms of the eruptive NOAA AR 11158 acquired by the Helioseismic and Magnetic Imager on board the Solar Dynamics Observatory over a five-day observing interval. Besides testing our method extensively, we use it to interpret the dynamical evolution in the AR, including eruptions. We find that the AR builds large budgets of both free magnetic energy and relative magnetic helicity, sufficient to power many more eruptions than the ones it gave within the interval of interest. For each of these major eruptions, we find eruption-related decreases and subsequent free-energy and helicity budgets that are consistent with the observed eruption (flare and coronal mass ejection (CME)) sizes. In addition, we find that (1) evolution in the AR is consistent with the recently proposed (free) energy-(relative) helicity diagram of solar ARs, (2) eruption-related decreases occur before the flare and the projected CME-launch times, suggesting that CME progenitors precede flares, and (3) self terms of free energy and relative helicity most likely originate from respective mutual terms, following a progressive mutual-to-self conversion pattern that most likely stems from magnetic reconnection. This results in the non-ideal formation of increasingly helical pre-eruption structures and instigates further research on the triggering of solar eruptions with magnetic helicity firmly placed in the eruption cadre.

This mini-review gives a brief history of air pollution and presents an overview of some of the basic photochemistry involved in the production of ozone and other oxidants in the atmosphere. Urban air quality issues are reviewed with a specific focus on ozone and other oxidants, primary and secondary aerosols, alternative fuels, and the potential for chlorine releases to amplify oxidant chemistry in industrial areas. Regional air pollution issues such as acid rain, long-range transport of aerosols and visibility loss, and the connections of aerosols to ozonemore » and peroxyacetyl nitrate chemistry are examined.     Atmospheric aerosol particles originating from natural sources, such as volcanos and sulfur-bearing gas emissions from the oceans, and from human sources, such as sulfur emissions from fossil fuel combustion and biomass burning, strongly affect visual air quality and are suspected to significantly affect radiative climate forcing of the planet. During the daytime, aerosols obscure scenic vistas, while at night they diminish our ability to observe stellar objects. Scattering of light is the main means by which aerosols attenuate and redistribute light in the atmosphere and by which aerosols can alter and reduce visibility and potentially modify the energy balance of the planet. Trends and seasonal variability of atmospheric aerosol loading, such as column-integrated light extinction or optical depth, and how they may affect potential climate change have been difficult to quantify because there have been few observations made of important aerosol optical parameters, such as optical depth, over the globe and over time and often these are of uneven quality. To address questions related to possible climate change, there is a pressing need to acquire more high-quality aerosol optical depth data. Extensive deployment of improved solar radiometers over the next few years will provide higher-quality extinction data over a wider variety of locations worldwide. An often overlooked source of turbidity data, however, is available from astronomical observations, particularly stellar photoelectric photometry observations. With the exception of the Project ASTRA articles published almost 20 years ago, few of these data ever appear in the published literature. This paper will review the current status of atmospheric extinction observations, as highlighted by the ASTRA work and augmented by more recent solar radiometry measurements.

    Atmospheric-pressure plasma jet. A .gamma.-mode, resonant-cavity plasma discharge that can be operated at atmospheric pressure and near room temperature using 13.56 MHz rf power is described. Unlike plasma torches, the discharge produces a gas-phase effluent no hotter than 250.degree. C. at an applied power of about 300 W, and shows distinct non-thermal characteristics. In the simplest design, two concentric cylindrical electrodes are employed to generate a plasma in the annular region therebetween. A "jet" of long-lived metastable and reactive species that are capable of rapidly cleaning or etching metals and other materials is generated which extends up to 8 in. beyond the open end of the electrodes. Films and coatings may also be removed by these species. Arcing is prevented in the apparatus by using gas mixtures containing He, which limits ionization, by using high flow velocities, and by properly shaping the rf-powered electrode. Because of the atmospheric pressure operation, no ions survive for a sufficiently long distance beyond the active plasma discharge to bombard a workpiece, unlike low-pressure plasma sources and conventional plasma processing methods.

This imparts a range error to radar range measurements that assume the typical simplistic model for propagation velocity.
