    The goal of this work is to create an integrated framework for forecasting the adoption of distributed energy resources (DER), both by electricity customers and by the various institutions within the industry itself, and for evaluating the effect of this adoption on the power system, particularly on the overall reliability and quality of electrical service to the end user. This effort and follow on contributions are intended to anticipate and explore possible patterns of DER deployment, thereby guiding technical work on microgrids towards the key technical problems. An early example of this process addressed is the question of possible DER adopting customer disconnection. A deployment scenario in which many customers disconnect from their distribution company (disco) entirely leads to a quite different set of technical problems than a scenario in which customers self generate a significant share or all of their on-site electricity requirements and additionally buy and sell energy and ancillary services (AS) locally and/or into wider markets. The exploratory work in this study suggests that the economics under which customers disconnect entirely are unlikely.

    Distributed energy resources (DER) offer many benefits, some of which are readily quantified. Other benefits, however, are less easily quantifiable because they may require site-specific information about the DER project or analysis of the electrical system to which the DER is connected. The purpose of this study is to provide analytical insight into several of the more difficult calculations, using the PJM power pool as an example. This power pool contains most of Pennsylvania, New Jersey, Maryland, and Delaware. The techniques used here could be applied elsewhere, and the insights from this work may encourage various stakeholders to more actively pursue DER markets or to reduce obstacles that prevent the full realization of its benefits. This report describes methodologies used to quantify each of the benefits listed in Table ES-1. These methodologies include bulk power pool analyses, regional and national marginal cost evaluations, as well as a more traditional cost-benefit approach for DER owners. The methodologies cannot however determine which stakeholder will receive the benefits; that must be determined by regulators and legislators, and can vary from one location to another.

    A wind energy resource assessment of the Caribbean and Central America has identified many areas with good to outstanding wind resource potential for wind turbine applications. Annual average wind resource maps and summary tables have been developed for 35 island/country areas throughout the Caribbean and Central America region. The wind resource maps highlight the locations of major resource areas and provide estimates of the wind energy resource potential for typical well-exposed sites in these areas. The average energy in the wind flowing in the layer near the ground is expressed as a wind power class: the greater the average wind energy, the higher the wind power class. The summary tables that are included with each of the 35 island/country wind energy maps provide information on the frequency distribution of the wind speeds (expressed as estimates of the Weibull shape factor, k) and seasonal variations in the wind resource for the major wind resource areas identified on the maps. A new wind power class legend has been developed for relating the wind power classes to values of mean wind power density, mean wind speed, and Weibull k. Guidelines are presented on how to adjust these values to various heights above ground for different roughness and terrain characteristics. Information evaluated in preparing the assessment included existing meteorological data from airports and other weather stations, and from ships and buoys in offshore and coastal areas. In addition, new data from recent measurement sites established for wind energy siting studies were obtained for a few areas of the Caribbean. Other types of information evaluated in the assessment were climatological data and maps on winds aloft, surface pressure, air flow, and topography. The various data were screened and evaluated for their usefulness in preparing the wind resource assessment. Much of the surface data from airports and other land-based weather stations were determined to be from sheltered

    The Hawaii Energy Strategy program, or HES, is a set of seven projects which will produce an integrated energy strategy for the State of Hawaii. It will include a comprehensive energy vulnerability assessment with recommended courses of action to decrease Hawaii's energy vulnerability and to better prepare for an effective response to any energy emergency or supply disruption.     RLA Consulting (RLA) has been retained by the State of Hawaii Department of Business, Economic Development and Tourism (DBEDT) to conduct a Renewable Energy Resource Assessment and Development Program. This three-phase program is part of the Hawaii Energy Strategy (HES), which is a multi-faceted program intended to produce an integrated energy strategy for the State of Hawaii. The purpose of Phase 1 of the project, Development of a Renewable Energy Resource Assessment Plan, is to better define the most promising potential renewable energy projects and to establish the most suitable locations for project development in the state. In order to accomplish this goal, RLA has identified constraints and requirements for renewable energy projects from six different renewable energy resources: wind, solar, biomass, hydro, wave, and ocean thermal. These criteria were applied to areas with sufficient resource for commercial development and the results of Phase 1 are lists of projects with the most promising development potential for each of the technologies under consideration. Consideration of geothermal energy was added to this investigation under a separate contract with DBEDT. In addition to the project lists, a monitoring plan was developed with recommended locations and a data collection methodology for obtaining additional wind and solar data.     In support of the US DOE Federal Energy Management Program, the Pacific Northwest Laboratory is developing a fuel-neutral approach for identifying, evaluating, and acquiring all cost-effective energy projects at federal installations. Fort Lewis, a US Army installation near Tacoma, Washington, was selected as the pilot site for developing this approach. This site was chosen in conjunction with the interests of the Bonneville Power Administration to develop programs for its federal sector customers and the Army Forces Command to develop an in-house program to upgrade the energy efficiency of its installations. This report documents the electricity assessment portion of the approach, providing an estimate of the electricity use baseline and efficiency improvement potential for major sectors and end uses at the Fort. Although the assessment did not identify all possible efficiency improvement opportunities, it is estimated that electricity use can be reduced by at least 20% cost-effectively at the $0.045/kWh marginal cost of electricity in the Pacific Northwest. 12 refs., 3 figs., 7 tabs.

    In the aftermath of the consumer price shocks and short-term power shortages of the 2000-01 electricity crisis, policymakers and regulators in Western states are placing increased emphasis on integrated resource planning (IRP), resource adequacy and assessment and a diversified portfolio of resources to meet the needs of electricity consumers. In some states, this has led to a resurgence in state and utility commitments to energy efficiency. Increasing interest in acquiring energy efficiency as a power-system resource is also driven by the desire to dampen high growth rates in electricity demand in some Western states, rapid increases in natural gas prices, concerns about the environmental impacts of electricity generation (e.g. water consumption by power plants, air quality), and the potential of energy efficiency to provide utility bill savings for households and businesses (WGA CDEAC 2006). Recognizing the cost-competitiveness and environmental benefits of energy efficiency, the Western Governor's Association (WGA) has set a high priority for energy efficiency, establishing a goal of reducing projected electricity demand by 20% across the West by 2020 in a policy resolution on Clean and Diversified Energy for the West (WGA 2004). Nationally, the need for improved tracking of demand-side resources in load forecasting is formalized in the North American Electric Reliability Council (NERC)'s recently adopted reliability standards, which utilities and regional reliability organizations will need to comply with (NERC 2005a and 2005b). In this study, we examine the treatment of energy efficiency in recent resource plans issued by fourteen investor-owned utilities (IOUs) in the Western United States and Canada.     This paper describes how data from a variety of sources are merged to present new countrywide maps of the solar energy distribution over Ethiopia. The spatial coverage of stations with radiation data was found to be unsatisfactory for the purpose of a countrywide solar energy assessment exercise. Therefore, radiation had to be predicted from sunshine hours by employing empirical models. Using data from seven stations in Ethiopia, linear and quadratic correlation relationships between monthly mean daily solar radiation and sunshine hours per day have been developed. These regional models show a distinct improvement over previously employed countrywide models. To produce a national solar-energy distribution profile, a spatial extension of the radiation/sunshine relationships had to be carried out. To do this, the intercepts(a) and slopes(b) of each of the seven linear regression equations and another six from previous studies, completed in neighbouring Sudan, Kenya and Yemen, were used to interpolate the corresponding values to areas between them. Subsequent to these procedures, 142 stations providing only sunshine data were assigned their `appropriate` a and b values to estimate the amount of solar radiation received, which was then used to produce annual and monthly solar radiation distribution maps for Ethiopia. The results show that in all regions solar energy is an abundant resource. 19 refs., 11 figs., 4 tabs.

    Benefited from the rapid development of multiple geospatial data sets on topography, hydrology, and existing energy-water infrastructures, the reconnaissance level hydropower resource assessment can now be conducted using geospatial models in all regions of the US. Furthermore, the updated techniques can be used to estimate the total undeveloped hydropower potential across all regions, and may eventually help identify further hydropower opportunities that were previously overlooked. To enhance the characterization of higher energy density stream-reaches, this paper explored the sensitivity of geospatial resolution on the identification of hydropower stream-reaches using the geospatial merit matrix based hydropower resource assessment (GMM-HRA) model. GMM-HRAmore » model simulation was conducted with eight different spatial resolutions on six U.S. Geological Survey (USGS) 8-digit hydrologic units (HUC8) located at three different terrains; Flat, Mild, and Steep. The results showed that more hydropower potential from higher energy density stream-reaches can be identified with increasing spatial resolution. Both Flat and Mild terrains exhibited lower impacts compared to the Steep terrain.     The objective of our work was to produce a preliminary assessment and characterization of the Caribbean region (Barbados, Dominican Republic, Guatemala, Jamaica, and Panama) solar radiation energy resources. Such information will be used to estimate the performance of, and identify the most promising applications of, solar heat technologies in the Caribbean region. We expect the solar radiation resources in the Caribbean region to be very location specific. Sunny areas will have an annual direct-beam resource of about 3,000 kWhm/sup /minus 2// and a global solar radiation resource of about 2,500 kWhm/sup /minus 2//. Cloud-covered areas will have annual solar radiation resources of about 1,500 kWhm/sup /minus 2/ for both the direct-beam and the global solar radiation. Monthly levels of solar radiaion will vary markedly, ranging from an average of 9 to 3 kWhm/sup /minus 2//day/sup /minus 1// for the direct-beam and from an average of 7 to 4 kWhm/sup /minus 2//day/sup /minus 1// for the global solar radiation. The Caribbean region is comparable to the Great Plains region of the US, in terms of annual solar radiation resources; however, thorough ''prospecting'' is required to avoid areas having very low amounts of solar radiation.

    The U.S. Army Forces Command (FORSCOM) has tasked the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory, to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Irwin. This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the FORSCOM Fort Irwin facility located near Barstow, California. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analyses of EROs are presented in 16 common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). A narrative description of each ERO is provided, along with a table detailing information on the installed cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO and present the results of the life-cycle cost (LCC) analysis indicating the net present valve (NPV) and savings-to-investment ratio (SIR) of each ERO.

    In terms of extractable wave energy resource for our preliminary assessment, the EPRI/National Renewable Energy Laboratory (NREL) assumed that 15% of the available resource could be extracted based on societal constraints of a 30% coverage of the coastline with a 50% efficient wave energy absorbing device. EPRI recognizes that much work needs to be done to better define the extractable resource and we have outlined a comprehensive approach to doing this in our proposed scope of work, along with specific steps for refining our estimate of the available wave energy resources.

    The purpose of this report is to summarize the scientific work that was performed to evaluate and assess the occurrence and economic potential of natural resources within the geologic setting of the Yucca Mountain area. The extent of the regional areas of investigation for each commodity differs and those areas are described in more detail in the major subsections of this report. Natural resource assessments have focused on an area defined as the ''conceptual controlled area'' because of the requirements contained in the U.S. Nuclear Regulatory Commission Regulation, 10 CFR Part 60, to define long-term boundaries for potential radionuclide releases. New requirements (proposed 10 CFR Part 63 [Dyer 1999]) have obviated the need for defining such an area. However, for the purposes of this report, the area being discussed, in most cases, is the previously defined ''conceptual controlled area'', now renamed the ''natural resources site study area'' for this report (shown on Figure 1). Resource potential can be difficult to assess because it is dependent upon many factors, including economics (demand, supply, cost), the potential discovery of new uses for resources, or the potential discovery of synthetics to replace natural resource use. The evaluations summarized are based on present-day use and economic potential of the resources. The objective of this report is to summarize the existing reports and information for the Yucca Mountain area on: (1) Metallic mineral and mined energy resources (such as gold, silver, etc., including uranium); (2) Industrial rocks and minerals (such as sand, gravel, building stone, etc.); (3) Hydrocarbons (including oil, natural gas, tar sands, oil shales, and coal); and (4) Geothermal resources. Groundwater is present at the Yucca Mountain site at depths ranging from 500 to 750 m (about 1,600 to 2,500 ft) below the ground surface.     This report outlines an approach to assess the local potential for deployment of distributed energy resources (DER), small power-generation installations located close to the point where the energy they produce will be consumed. Although local restraints, such as zoning, building codes, and on-site physical barriers are well-known frustrations to DER deployment, no analysis method has been developed to address them within a broad economic analysis framework. The approach developed here combines established economic optimization techniques embedded in the Distributed Energy Resource Customer Adoption Model (DER-CAM) with a geographic information system (GIS) analysis of local land-use constraint. An example case in the San Diego area is developed from a strictly customer perspective, based on the premise that future development of DER may take the form of microgrids ((mu)Grids) under the control of current utility customers. Beginning with assumptions about which customer combinations h ave complementary energy loads, a GIS was used to locate specific neighborhoods in the San Diego area with promising customer combinations. A detailed energy analysis was conducted for the commercial/residential area chosen covering both electrical and heat energy requirements. Under various scenarios, different combinations of natural gas reciprocating engines were chosen by DER-CAM, ranging in size from 25 kW to 500 kW, often with heat recovery or absorption cooling. These generators typically operate throughout the day and are supplemented by purchased electricity during late-night and early-morning hours, when utility time-of-use prices are lowest. Typical (mu)Grid scenarios displaced about 80 percent of their annual gas heat load through CHP. Self-generation together with absorption cooling dramatically reduce electricity purchases, which usually only occur during nighttime hours.

    The Native Village of Eyak (NVE) has been monitoring wind resources around Cordova, Alaska in order to determine whether there is a role for wind energy to play in the city’s energy scheme, which is now supplies entirely by two run-of-the-river hydro plants and diesel generators. These data are reported in Appendices A and B. Because the hydro resources decline during winter months, and wind resources increase, wind is perhaps an ideal counterpart to round out Cordova’s renewable energy supply. The results of this effort suggests that this is the case, and that developing wind resources makes sense for our small, isolated community.

    This paper addresses the following key questions in the discussion on the integration of renewable energy resources in the Pacific Northwest power grid: a) what will be the future balancing requirement to accommodate a simulated expansion of wind energy resources from 3.3 GW in 2008 to 14.4 GW in 2019 in the Northwest Power Pool (NWPP), and b) what are the most cost effective technological solutions for meeting the balancing requirements in the Northwest Power Pool (NWPP). A life-cycle analysis was performed to assess the least-cost technology option for meeting the new balancing requirement. The technologies considered in this study include conventional turbines (CT), sodium sulfur (NaS) batteries, lithium ion (Li-ion) batteries, pumped hydro energy storage (PH), and demand response (DR). Hybrid concepts that combine 2 or more of the technologies above are also evaluated. This analysis was performed with collaboration by the Bonneville Power Administration and funded by the Energy Storage Systems Program of the U.S. Department of Energy.

    Distributed energy resources have the potential to provide services to facilities and buildings at lower cost and environmental impact in comparison to traditional electric-gridonly services. The reduced cost could result from a combination of higher system efficiency and exploitation of electricity tariff structures. Traditionally, electricity tariffs are designed to encourage the use of ‘off peak’ power and discourage the use of ‘onpeak’ power, although recent developments in renewable energy resources and distributed generation systems (such as their increasing levels of penetration and their increased controllability) are resulting in pressures to adopt tariffs of increasing complexity. Independently of the tariff structure, more or less sophisticated methods exist that allow distributed energy resources to take advantage of such tariffs, ranging from simple pre-planned schedules to Software-as-a-Service schedule optimization tools. However, as the penetration of distributed energy resources increases, there is an increasing chance of a ‘tragedy of the commons’ mechanism taking place, where taking advantage of tariffs for local benefit can ultimately result in degradation of service and higher energy costs for all. In this work, we use a scheduling optimization tool, in combination with a power distribution system simulator, to investigate techniques that could mitigate the deleterious effect of ‘selfish’ optimization, so that the high-penetration use of distributed energy resources to reduce operating costs remains advantageous while the quality of service and overall energy cost to the community is not affected.

    China, which has pursued aggressive policies to encourage economic development, could experience the world`s fastest growth in energy consumption over the next two decades. China has become the third largest energy user in the world since 1990 when primary energy consumption reached 960 million tons of coal equivalent (tce). Energy use is increasing at an annual rate of 6-7% despite severe infrastructure and capital constraints on energy sector development. Energy consumption in China is heavily dominated by coal, and fossil fuels provide up to 95% of all commercial energy use. Coal currently accounts for 77% of total primary energy use; oil, 16%; hydropower, 5%; and natural gas, 2%. Coal is expected to continue providing close to three-quarters of all energy consumed, and the amount of coal used is expected to triple by year 2020. Currently, renewable energy resources (except for hydropower) account for only a fraction of total energy consumption. However, the estimated growth in greenhouse gas emissions, as well as serious local and regional environmental pollution problems caused by combustion of fossil fuels, provides strong arguments for the development of renewable energy resources. Renewable energy potential in China is significantly greater than that indicated by the current level of use. With a clear policy goal and consistent efforts from the Government of China, renewables can play a far larger role in its future energy supply.

    This project estimates the naturally available and technically recoverable U.S. wave energy resources, using a 51-month Wavewatch III hindcast database developed especially for this study by National Oceanographic and Atmospheric Administration's (NOAA's) National Centers for Environmental Prediction. For total resource estimation, wave power density in terms of kilowatts per meter is aggregated across a unit diameter circle. This approach is fully consistent with accepted global practice and includes the resource made available by the lateral transfer of wave energy along wave crests, which enables wave diffraction to substantially reestablish wave power densities within a few kilometers of a linear array, even for fixed terminator devices. The total available wave energy resource along the U.S. continental shelf edge, based on accumulating unit circle wave power densities, is estimated to be 2,640 TWh/yr, broken down as follows: 590 TWh/yr for the West Coast, 240 TWh/yr for the East Coast, 80 TWh/yr for the Gulf of Mexico, 1570 TWh/yr for Alaska, 130 TWh/yr for Hawaii, and 30 TWh/yr for Puerto Rico. The total recoverable wave energy resource, as constrained by an array capacity packing density of 15 megawatts per kilometer of coastline, with a 100-fold operating range between threshold and maximum operating conditions in terms of input wave power density available to such arrays, yields a total recoverable resource along the U.S. continental shelf edge of 1,170 TWh/yr, broken down as follows: 250 TWh/yr for the West Coast, 160 TWh/yr for the East Coast, 60 TWh/yr for the Gulf of Mexico, 620 TWh/yr for Alaska, 80 TWh/yr for Hawaii, and 20 TWh/yr for Puerto Rico.

    North Dakota has an outstanding resource--providing more available wind for development than any other state. According to U.S. Department of Energy (DOE) studies, North Dakota alone has enough energy from good wind areas, those of wind power Class 4 and higher, to supply 36% of the 1990 electricity consumption of the entire lower 48 states. At present, no more than a handful of wind turbines in the 60- to 100-kilowatt (kW) range are operating in the state. The first two utility-scale turbines were installed in North Dakota as part of a green pricing program, one in early 2002 and the second in July 2002. Both turbines are 900-kW wind turbines. Two more wind turbines are scheduled for installation by another utility later in 2002. Several reasons are evident for the lack of wind development. One primary reason is that North Dakota has more lignite coal than any other state. A number of relatively new minemouth power plants are operating in the state, resulting in an abundance of low-cost electricity. In 1998, North Dakota generated approximately 8.2 million megawatt-hours (MWh) of electricity, largely from coal-fired plants. Sales to North Dakota consumers totaled only 4.5 million MWh. In addition, the average retail cost of electricity in North Dakota was 5.7 cents per kWh in 1998. As a result of this surplus and the relatively low retail cost of service, North Dakota is a net exporter of electricity, selling approximately 50% to 60% of the electricity produced in North Dakota to markets outside the state. Keeping in mind that new electrical generation will be considered an export commodity to be sold outside the state, the transmission grid that serves to export electricity from North Dakota is at or close to its ability to serve new capacity. The markets for these resources are outside the state, and transmission access to the markets is a necessary condition for any large project.     The offshore renewable energy industry requires accurate meteorological and oceanographic (“metocean”) data for evaluating the energy potential, economic viability, and engineering requirements of offshore renewable energy projects. It is generally recognized that currently available metocean data, instrumentation, and models are not adequate to meet all of the stakeholder needs on a national scale. Conducting wind and wave resource assessments and establishing load design conditions requires both interagency collaboration as well as valuable input from experts in industry and academia. Under the Department of Energy and Department of Interior Memorandum of Understanding, the Resource Assessment and Design Condition initiative supports collaborative national efforts by adding to core atmospheric and marine science knowledge relevant to offshore energy development. Such efforts include a more thorough understanding and data collection of key metocean phenomena such as wind velocity and shear; low-level jets; ocean, tidal, and current velocities; wave characteristics; geotechnical data relating to surface and subsurface characteristics; seasonal and diurnal variations; and the interaction among these conditions. Figure 1 presents a graphical representation of some metocean phenomena that can impact offshore energy systems. This document outlines the metocean observations currently available; those that are not available; and those that require additional temporal-spatial coverage, resolution, or processing for offshore energy in an effort to gather agreed-upon, needed observations.

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    This study demonstrates a site resource assessment to examine the temporal variation of the mean current, turbulence intensities, and power densities for a tidal energy site in the East River tidal strait. These variables were derived from two-months of acoustic Doppler velocimeter (ADV) measurements at the design hub height of the Verdant Power Gen5 hydrokinetic turbine. The study site is a tidal strait that exhibits semi-diurnal tidal current characteristics, with a mean horizontal current speed of 1.4 m s-1, and turbulence intensity of 15% at a reference mean current of 2 m s-1. Flood and ebb flow directions are nearly bi-directional, with higher current magnitude during flood tide, which skews the power production towards the flood tide period. The tidal hydrodynamics at the site are highly regular, as indicated by the tidal current time series that resembles a sinusoidal function. This study also shows that the theoretical force and power densities derived from the current measurements can significantly be influenced by the length of the time window used for averaging the current data. Furthermore, the theoretical power density at the site, derived from the current measurements, is one order of magnitude greater than that reported in the U.S. national resource assessment. As a result, this discrepancy highlights the importance of conducting site resource assessments based on measurements at the tidal energy converter device scale.

    The US Army Forces Command (FORSCOM) has tasked the US Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory, to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Stewart. This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the FORSCOM Fort Stewart facility located approximately 25 miles southwest of Savannah, Georgia. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analyses of EROs are presented in 11 common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). A narrative description of each ERO is provided, along with a table detailing information on the installed cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO. The tables also present the results of the life-cycle cost (LCC) analysis indicating the net present value (NPV) and savings to investment ratio (SIR) of each ERO.

  19. Preliminary assessment of the availability of U.S. natural gas resources to meet U.S. transportation energy demand.

    Recent studies have indicated that substitutes for conventional petroleum resources will be needed to meet U.S. transportation energy demand in the first half of this century. One possible substitute is natural gas which can be used as a transportation fuel directly in compressed natural gas or liquefied natural gas vehicles or as resource fuel for the production of hydrogen for fuel cell vehicles. This paper contains a preliminary assessment of the availability of U.S. natural gas resources to meet future U.S. transportation fuel demand. Several scenarios of natural gas demand, including transportation demand, in the U.S. to 2050 are developed. Natural gas resource estimates for the U. S. are discussed. Potential Canadian and Mexican exports to the U.S. are estimated. Two scenarios of potential imports from outside North America are also developed. Considering all these potential imports, U.S. natural gas production requirements to 2050 to meet the demand scenarios are developed and compared with the estimates of U.S. natural gas resources. The comparison results in a conclusion that (1) given the assumptions made, there are likely to be supply constraints on the availability of U.S. natural gas supply post-2020 and (2) if natural gas use in transportation grows substantially, it will have to compete with other sectors of the economy for that supply-constrained natural gas.

    Effective solar radiation measurements for research and economic analyses require a strict protocol for maintenance, calibration, and documentation to minimize station downtime and data corruption. The National Renewable Energy Laboratory's Concentrating Solar Power: Best Practices Handbook for the Collection and Use of Solar Resource Data includes guidelines for operating a solar measurement station. This paper describes a suite of automated and semi-automated routines based on the best practices handbook as developed for the National Renewable Energy Laboratory Solar Resource and Meteorological Assessment Project. These routines allow efficient inspection and data flagging to alert operators of conditions that require immediate attention. Although the handbook is targeted for concentrating solar power applications, the quality-assessment procedures described are generic and should benefit many solar measurement applications. The routines use data in one-minute measurement resolution, as suggested by the handbook, but they could be modified for other time scales.

    The US Army Forces Command (FORSCOM) has tasked the Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program's mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company. It will identify and evaluate all electric and fossil fuel cost-effective energy projects; develop a schedule at each installation for project acquisition considering project type, size, timing, and capital requirements, as well as energy and dollar savings; and secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report documents the assessment of baseline energy use at one of Niagara Mohawk's primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 3, the Resource Assessment. This analysis examines the characteristics of electric, gas, oil, propane, coal, and purchased thermal capacity use for fiscal year (FY) 1990. It records energy-use intensities for the facilities at Fort Drum by building type and energy end use. It also breaks down building energy consumption by fuel type, energy end use, and building type. A complete energy consumption reconciliation is presented that includes the accounting of all energy use among buildings, utilities, central systems, and applicable losses.

The atlas was created to facilitate the rapid identification of good wind resource areas and understanding of the salient wind characteristics. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company (Niagara Mohawk). It will (1) identify and evaluate all electric cost-effective energy projects; (2) develop a schedule at each installation for project acquisition considering project type, size, timing, and capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report documents the assessment of baseline energy use at one of Niagara Mohawk's primary federal facilities, Griffiss AFB, an Air Combat Command facility located near Rome, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 3, the Electric Resource Assessment. The analysis examines the characteristics of electric, gas, oil, propane, coal, and purchased thermal capacity use for fiscal year (FY) 1990. The results include energy-use intensities for the facilities at Griffiss AFB by building type and electric energy end use. A complete electric energy consumption reconciliation is presented that accounts for the distribution of all major electric energy uses and losses among buildings, utilities, and central systems.

    Water energy resource sites identified in the resource assessment study reported in Water Energy Resources of the United States with Emphasis on Low Head/Low Power Resources, DOE/ID-11111, April 2004 were evaluated to identify which could feasibly be developed using a set of feasibility criteria. The gross power potential of the sites estimated in the previous study was refined to determine the realistic hydropower potential of the sites using a set of development criteria assuming they are developed as low power (less than 1 MWa) or small hydro (between 1 and 30 MWa) projects. The methodologies for performing the feasibility assessment and estimating hydropower potential are described. The results for the country in terms of the number of feasible sites, their total gross power potential, and their total hydropower potential are presented. The spatial distribution of the feasible potential projects is presented on maps of the conterminous U.S. and Alaska and Hawaii. Results summaries for each of the 50 states are presented in Appendix B. The results of the study are also viewable using a Virtual Hydropower Prospector geographic information system application accessible on the Internet at: http://hydropower.inl.gov/prospector.

    The SWERA Programme provides easy access to credible renewable energy data to stimulate investment in, and development of, renewable energy technologies. The Solar and Wind Energy Resource Assessment (SWERA) started in 2001 to advance the large-scale use of renewable energy technologies by increasing the availability and accessibility of high-quality solar and wind resource information. SWERA began as a pilot project with funding from the Global Environment Facility (GEF) and managed by the United Nations Environment Programme's (UNEP) Division of Technology, Industry and Economics (DTIE) in collaboration with more than 25 partners around the world. With the success of the project in 13 pilot countries SWERA expanded in 2006 into a full programme. To increase the effective regional implementation of geothermal resources as an energy source for power production requires meeting several objectives. These include: 1) Expand (oil and gas as well as geothermal) industry awareness of an untapped source of geothermal energy within deep permeable strata of sedimentary basins; 2) Identify and target specific geographic areas within sedimentary basins where deeper heat sources can be developed; 3) Increase future geothermal field size from 10 km2 to many 100’s km2 or greater; and 4) Increase the productive depth range for economic geothermal energy extraction below the current 4 km limit by converting deep depleted and abandoned gas wells and fields into geothermal energy extraction wells. The first year of the proposed 3-year resource assessment covered an eight county region within the Delaware and Val Verde Basins of West Texas. This project has developed databases in Excel spreadsheet form that list over 8,000 temperature-depth recordings. These recordings come from header information listed on electric well logs recordings from various shallow to deep wells that were drilled for oil and gas exploration and production. The temperature-depth data is uncorrected and thus provides the lower temperature that is be expected to be encountered within the formation associated with the temperature-depth recording. Numerous graphs were developed from the data, all of which suggest that a log-normal solution for the thermal gradient is more descriptive of the data than a linear solution. A discussion of these plots and equations are presented within the narrative. Data was acquired that enable the determination of brine salinity versus brine density with the Permian Basin. A discussion on possible limestone and dolostone thermal conductivity parameters is presented with the purpose of assisting in determining heat flow and reservoir heat content for energy extraction. The assessments were made by estimating the power potential of all the stream segments in a region, which averaged 2 miles in length. These calculations were performed using hydrography and hydraulic heads that were obtained from the U.S. Geological Survey’s Elevation Derivatives for National Applications dataset and stream flow predictions from a regression equation or equations developed specifically for the region. Stream segments excluded from development and developed hydropower were accounted for to produce an estimate of total available power potential. The total available power potential was subdivided into high power (1 MW or more), high head (30 ft or more)/low power, and low head/low power total potentials. The low head/low power potential was further divided to obtain the fractions of this potential corresponding to the operating envelopes of three classes of hydropower technologies: conventional turbines, unconventional systems, and microhydro (less than 100 kW). Summing information for all the regions provided total power potential in various power classes for the entire United States. Distribution maps show the location and concentrations of the various classes of low power potential. No aspect of the feasibility of developing these potential resources was evaluated.     The worlds oceans and estuaries offer an enormous potential to meet the nations growing demand for energy. The use of marine and hydrokinetic (MHK) devices to harness the power of wave and tidal energy could contribute significantly toward meeting federal- and state-mandated renewable energy goals while supplying a substantial amount of clean energy to coastal communities. Locations along the eastern and western coasts of the United States between 40 and 70 north latitude are ideal for MHK deployment, and recent estimates of energy potential for the coasts of Washington, Oregon, and California suggest that up to 25 gigawatts could be generated from wave and tidal devices in these areas. Because energy derived from wave and tidal devices is highly predictable, their inclusion in our energy portfolio could help balance available sources of energy production, including hydroelectric, coal, nuclear, wind, solar, geothermal, and others.

    This document presents two estimates of future growth of emerging energy technology in the years 1985, 1990, and 2000 to be used as a basis for conducting Water Resources Council assessments as required by the Nonnuclear Energy Research and Development Act of 1974. The two scenarios are called the high world oil price (HWOP) and low world oil price (LWOP) cases. A national-level summary of the ASA tabulations is shown in Appendix A; the scenarios are presented at the ASA level of detail in Appendix B. The two scenarios were generally derived from assumptions of the Second National Energy Plant (NEP II), including estimates of high and low world oil price cases, growth rate of GNP, and related economic parameters. The overall national energy growth inherent in these assumptions was expressed as a detailed projection of various energy fuel cycles through use of the Fossil-2 model and regionalized through use of the Strategic Environmental Assessment System (SEAS). These scenarios are for the use of regional analysts in examining the availability of water for and the potential impacts of future growth of emerging energy technology in selected river basins of the Nation, as required by Section 13(a).

    The purpose of this research is to project household energy consumption, energy expenditure, and energy expenditure as share of income for five population groups from 1991 to 2009. The approach uses the Minority Energy Assessment Model (MEAM), developed by Argonne National Laboratory for the US Department of Energy's Office of Minority Economic Impact. The MEAM provides a framework that can be used to forecast regional energy consumption and energy expenditure for majority, black, Hispanic, poor, and nonpoor households. The forecasts of key macroeconomic and energy variables used as exogenous variables in the MEAM were obtained from the Data Resources, Inc., Macromodel and Energy Model. Generally, the projections of household energy consumption, expenditure, and energy expenditure as share of income vary across population groups and census regions.

    India is one of the largest wind energy markets in the world. In 1986 Gujarat was the first Indian state to install a wind power project. In February 2013, the installed wind capacity in Gujarat was 3,093 MW. Due to the uncertainty around existing wind energy assessments in India, this analysis uses the Weather Research and Forecasting (WRF) model to simulate the wind at current hub heights for one year to provide more precise estimates of wind resources in Gujarat. The WRF model allows for accurate simulations of winds near the surface and at heights important for wind energy purposes. While previous resource assessments published wind power density, we focus on average wind speeds, which can be converted to wind power densities by the user with methods of their choice. The wind resource estimates in this study show regions with average annual wind speeds of more than 8 m/s.

    This report is an analysis of discovered crude oil reserves, undiscovered recoverable crude oil resources, and estimated annual oil field production. The countries analyzed are Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, and Peru. All of the countries in this report have a history of petroleum exploration and development. Also, they maintain policies which support the search for, and exploitation of, petroleum resources. This systematic assessment provides estimates of the quantities of remaining known petroleum reserves and undiscovered recoverable resources. The future feasible production rates from the respective countries are also discussed. The FESAP assessments are limited to petroleum resources recoverable by conventional primary and secondary extraction technology. It is estimated that over 29.4 billion barrels of recoverable oil (both discovered and undiscovered) originally existed within the sedimentary basins of these countries, as follows: Argentina (9.4 billion barrels); Brazil (6.5 billion barrels); Colombia (5.0 billion barrels); Peru (3.6 billion barrels); Ecuador (over 3.0 billion barrels); Chile (1.1 billion barrels); and Bolivia (over 0.8 billion barrels). Through 1982, about 10.2 billion barrels of the oil had been produced. Thus, some 19.2 billion barrels constitute the remaining recoverable petroleum resource base. It is estimated that the most likely volume of crude oil remaining to be found in the seven countries is 12 billion barrels. 91 refs., 59 figs., 82 tabs.

    As part of its effort to more accurately describe the nations geothrmal resource potential, the US Department of Energy/Division of Geothermal Energy contracted with the Colorado Geological survey to appraise the hydrothermal (hot water) geothermal resources of Colorado. Part of this effort required that the amount of energy that could possibly be contained in the various hydrothermal systems in Colorado be estimated. The findings of that assessment are presented. To make these estimates the geothermometer reservoir temperatures estimated by Barrett and Pearl (1978) were used. In addition, the possible reservoir size and extent were estimated and used. This assessment shows that the total energy content of the thermal systems in Colorado could range from 4.872 x 10{sup 15} BTU's to 13.2386 x 10{sup 15} BTU's.

    The Hawaii Geothermal Resources Assessment Program was initiated in 1978. The preliminary phase of this effort identified 20 Potential Geothermal Resource Areas (PGRA's) using available geological, geochemical and geophysical data. The second phase of the Assessment Program undertook a series of field studies, utilizing a variety of geothermal exploration techniques, in an effort to confirm the presence of thermal anomalies in the identified PGRA's and, if confirmed, to more completely characterize them. A total of 15 PGRA's on four of the five major islands in the Hawaiian chain were subject to at least a preliminary field analysis. The remaining five were not considered to have sufficient resource potential to warrant study under the personnel and budget constraints of the program. The island of Kauai was not studied during the current phase of investigation. Geothermal field studies were not considered to be warranted due to the absence of significant geochemical or geophysical indications of a geothermal resource. The great age of volcanism on this island would further suggest that should a thermal resource be present, it would be of low temperature. The geothermal field studies conducted on Oahu focused on the caldera complexes of the two volcanic systems which form the island: Waianae volcano and Koolau volcano. The results of these studies and the interpreted probability for a resource are presented.
