  1. Robust pipeline construction plans threatened by spreading Asian crisis

    Prospects for worldwide pipeline construction, viewed by operators as 1998 began, were very bright. But as the Asian financial crisis spreads and becomes more entrenched, it casts doubts on previously bullish petroleum and natural gas demand forecasts. These forecasts underpin pipeline operators` plans for new construction. Plans for petroleum (oil, condensate, and NGL) and natural gas pipeline installation during the year show a 27% jump over those announced a year ago for 1997 alone. Plans for construction beyond 1998, however, are off from what was envisioned a year ago, by nearly 17%. More than 67,000 miles of crude oil, product, and natural gas pipeline are planned for 1998 and beyond. The latest Oil and Gas Journal pipeline construction data indicate these trends. The data are derived from a survey of world pipeline operators, industry sources, and published information. But the data behind these trends were submitted before the full effects of the Asian financial crisis had begun to emerge. And, at presstime, industry forecasts for oil and gas demand among formerly booming Asian economies were being trimmed.

This report explores the impacts of these key market events on renewable energy project financing and development.

    Global carbon dioxide emissions from fossil-fuel combustion and cement production grew 5.9% in 2010, surpassed 9 Pg of carbon (Pg C) for the first time, and more than offset the 1.4% decrease in 2009. The impact of the 2008 2009 global financial crisis (GFC) on emissions has been short-lived owing to strong emissions growth in emerging economies, a return to emissions growth in developed economies, and an increase in the fossil-fuel intensity of the world economy.

  4. Effects of the Financial Crisis on Photovoltaics: An Analysis of Changes in Market Forecasts from 2008 to 2009

    To examine how the financial crisis has impacted expectations of photovoltaic production, demand and pricing over the next several years, we surveyed the market forecasts of industry analysts that had issued projections in 2008 and 2009. We find that the financial crisis has had a significant impact on the PV industry, primarily through increasing the cost and reducing the availability of investment into the sector. These effects have been more immediately experienced by PV installations than by production facilities, due to the different types and duration of investments, and thus PV demand has been reduced by a greater proportion than PV production. By reducing demand more than production, the financial crisis has accelerated previously expected PV overcapacity and resulting price declines.

    The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the ‘greening’ of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool. This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing ‘the mainstream’ by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables? -- Highlights: ► Mainstreaming is witnessing a revival over the last few years and a comeback amongst environmental appraisal communities. ► Mainstreaming efforts through environmental appraisal have failed to challenge the deeply rooted belief in economic growth. ► Recent mainstreaming efforts are incorporated in “green deals” following ecological modernisation discourses. ► Environmental appraisal is urged to embrace ecosystem service

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

Because street lighting systems are designed to last ten or twenty years, or even longer, all aspects of first costs, ongoing expenses, and long-term savings are important. While a preliminary or first-level analysis can be used to determine such things as simple payback, rate of return, and cost of light, the results may neglect a number of important economic considerations, such as the time value of money, additional savings and expenses and their relative timing, and future energy price escalations. Hence a first-level analysis does not typically provide the end user with sufficient details to make a fully informed decision. For this reason, the Illuminating Engineering Society (IES) recommends a full life cycle cost/benefit analysis (LCCBA).

    OAK-B135 In the Asian Energy Security (AES) Project, Nautilus Institute works together with a network of collaborating groups from the countries of Northeast Asia to evaluate the energy security implications of different national and regional energy ''paths''. The goal of the Asia Energy Security project is to illuminate energy paths--and the energy policy choices that might help to bring them about--that result in a higher degree of energy security for the region and for the world as a whole, that is, to identify energy paths that are ''robust'' in meeting many different energy security and development objectives, while also offering flexibility in the face of uncertainty. In work to date, Nautilus has carefully assembled a network of colleagues from the countries of the region, trained them together as a group in the use of a common, flexible, and transparent energy and environmental analysis planning software tool (LEAP, the Long-range Energy Alternatives Planning system), and worked with them to prepare base-year energy sector models for each country. To date, complete data sets and models for ''Business as Usual'' (BAU) energy paths have been compiled for China, Japan, the Republic of Korea, and the Democratic Peoples' Republic of Korea. A partial data set and BAU path has been compiled for the Russian Far East, and a data set is being started in Mongolia, where a team of researchers has just joined the AES project. In several countries, ''Alternative'' energy paths have been developed as well, or partially elaborated. National energy sector developments, progress on national LEAP modeling, additional LEAP training, and planning for the next phase of the AES project were the topics of a recent (early November) workshop held in Vancouver, British Columbia. With funding from the Department of Energy, Nautilus is poised to build upon the successes of the project to date with a coordinated international effort to research the energy security ramifications of

    The crisis in American mining is discussed. The discussion focuses on the outlook for coal in the overall energy picture. Because of the Arab oil embargo of 1973, the Iranian disruption of 1979, and the tenfold increase in oil prices over the past decade, radical changes have taken place in energy supply and demand patterns. Two of the most important of these changes relate to investment. First, large investments have been made in energy-efficient plants, equipment, buildings, and vehicles. Their effect will restrain energy demand growth for the foreseeable future. Second, investments have been made in fuel-switching, from oil to coal and nuclear power. As a result the oil demand at the end of this century will be at approximately the same level as it is today. Natural gas demand is also likely to be flat. Coal demand, on the other hand, is expected to increase steadily over the long term. Recent conditions in the coal industry are reviewed, and a specific 10-year forecast is given.

    The US oil and gas industry has been dramatically weakened by the recent oil price collapse. Domestic drilling activity reached a new post-World War II low during the summer of 1986. Given a weak, unstable oil price outlook, US capability will continue to deteriorate. In the last year US imports of foreign oil have risen significantly, and if market forces alone dominate, US dependence is expected to rise from 32% in 1983 to the 50 to 70% level in the not-too-distant future.     Astrophysical observations provide robust evidence that our current picture of fundamental physics is incomplete. The discovery in 1998 that the expansion of the Universe is accelerating (apparently due to gravitational repulsion between regions of empty space!) presents us with a profound challenge, at the interface between gravity and quantum mechanics. This "Dark Energy" problem is arguably the most pressing open question in modern fundamental physics. The first talk will describe why the Dark Energy problem constitutes a crisis, with wide-reaching ramifications. One consequence is that we should probe our understanding of gravity at all accessible scales, and the second talk will present experiments and observations that are exploring this issue.

    Relationships between countries generally exist somewhere in the grey area between war and peace. Crisis prevention activities are particularly important and should have two goals: stabilizing tense situations that could push countries toward war, and supporting or reinforcing efforts to move countries toward peace. A Crisis Prevention Center (CPC) should facilitate efforts to achieve these goals. Its functions can be grouped into three broad, inter-related categories: establishing and facilitating communication among participating countries; supporting negotiations and consensus-building on regional security issues; and supporting implementation of agreed confidence and security building measures. Technology will play a critical role in a CPC. First, technology is required to establishing communication systems and to provide the means for organizing and analyzing this information. Second, technically-based cooperative monitoring can provide an objective source of information on mutually agreed issues. In addition, technology can be a neutral subject of interaction and collaboration between technical communities from different countries. Establishing a CPC in Northeast Asia does not require the existence of an Asian security regime. Potential first steps for such a CPC should include establishing communication channels and a dedicated communications center in each country, together with an agreement to use the system as a {open_quotes}Hot Line{close_quotes} in bilateral and multilateral emergency situations. A central CPC could also be established as a regional communications hub. The central CPC could coordinate a number of functions aimed at stabilizing regional tensions and supporting confidence building activities, perhaps initially in an unofficial capacity. Specific recommendations for confidence building measures are discussed.

It dramatically changed the geostrategic map of Europe, creating a critical strategic buffer between Russia and Europe, especially Eastern Europe. But two years after independence, Ukraine is in the midst of a severe political and economic crisis, and engaged in a series of elections that could have major and immediate consequences not only for Ukraine`s political future and security orientation, but for Western policy. Parliamentary elections were held in March, but runoff elections are needed for about one-quarter of the seats, and presidential elections will be held June 26.

    This report describes the purpose and results of the two-year, Sandia-sponsored Laboratory Directed Research and Development (LDRD) project entitled Understanding Communication in Counterterrorism Crisis Management The purpose of this project was to facilitate the capture of key communications among team members in simulated training exercises, and to learn how to improve communication in that domain. The first section of this document details the scenario development aspects of the simulation. The second section covers the new communication technologies that were developed and incorporated into the Weapons of Mass Destruction Decision Analysis Center (WMD-DAC) suite of decision support tools. The third section provides an overview of the features of the simulation and highlights its communication aspects. The fourth section describes the Team Communication Study processes and methodologies. The fifth section discusses future directions and areas in which to apply the new technologies and study results obtained as a result of this LDRD.

    Members of the American Coke and Coal Chemicals Institute (ACCCI), as responsible corporate citizens, have embraced the concepts of crisis management and progress down the various paths of planning and preparation, monitoring, media communications, community outreach, emergency response, and recovery. Many of the concepts outlined here reflect elements of crisis management guidelines developed by the Chemical Manufacturers Association (CMA). At a coke plant, crises can take the form of fires, chemical releases, labor strikes, feedstock supply disruptions, and excessive snowfall, just to name a few. The CMA defines a crisis as: ``an unplanned event that has the potential to significantly impact a company`s operability or credibility, or to pose a significant environment, economic or legal liability``; and crisis management as: ``those activities undertaken to anticipate or prevent, prepare for, respond to and recover from any incident that has the potential to greatly affect the way a company conducts its business.

    The 1996 spike in gasoline prices was not a signal of any fundamental worldwide shortage of crude oil. But based on a review of many studies of recoverable crude oil that have been published since the 1950s, it looks as though such a shortfall is now within sight. With world demand for oil growing at 2 percent per year, global production is likely to peak between the years 2007 and 2014. As this time approaches, we can expect prices to rise markedly and, most likely, permanently. Policy changes are needed now to ease the transition to high-priced oil. Oil production will continue, though at a declining rate, for many decades after its peak, and there are enormous amounts of coal, oil sands, heavy oil, and oil shales worldwide that could be used to produce liquid or gaseous substitutes for crude oil, albeit at higher prices. But the facilities for making such synthetic fuels are costly to build and environmentally damaging to operate, and their use would substantially increase carbon dioxide emissions (compared to emissions from products made from conventional crude oil). This paper examines ways of heading of the impending oil crisis. 8 refs., 3 figs.

    Global warming causes extremely bad weather in the near term. They have already caught the attention of the insurance industry, as they suffered massive losses in the last decade. Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored. Insurance and modern financial derivatives are key to the efficient functioning of the modern economy, without which the global economy can still function but will take a giant step backward. Any risk as global warming that causes economic surprises will hamper the efficient working of the financial market and the modern economy.

    Climate Information Needs for Financial Decision Making (Final Report) This Department of Energy workshop award (grant #DE-SC0008480) provided primary support for the American Meteorological Society’s study on climate information needs for financial decision making. The goal of this study was to help advance societal decision making by examining the implications of climate variability and change on near-term financial investments. We explored four key topics: 1) the conditions and criteria that influence returns on investment of major financial decisions, 2) the climate sensitivity of financial decisions, 3) climate information needs of financial decision makers, and 4) potential new mechanisms to promote collaboration between scientists and financial decision makers. Better understanding of these four topics will help scientists provide the most useful information and enable financial decision makers to use scientific information most effectively. As a result, this study will enable leaders in business and government to make well-informed choices that help maximize long-term economic success and social wellbeing in the United States The outcomes of the study include a workshop, which brought together leaders from the scientific and financial decision making communities, a publication of the study report, and a public briefing of the results to the policy community. In addition, we will present the results to the scientific community at the AMS Annual Meeting in February, 2014. The study results were covered well by the media including Bloomberg News and E&E News. Upon request, we also briefed the Office of Science Technology Policy (OSTP) and the Council on Environmental Quality (CEQ) on the outcomes. Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island.     To stimulate investment in renewable energy generation projects, the federal government developed a series of support structures that reduce taxes for eligible investors--the investment tax credit, the production tax credit, and accelerated depreciation. The nature of these tax incentives often requires an outside investor and a complex financial arrangement to allocate risk and reward among the parties. These financial arrangements are generally categorized as 'advanced financial structures.' Among renewable energy technologies, advanced financial structures were first widely deployed by the wind industry and are now being explored by the solar industry to support significant scale-up in project development. This report describes four of the most prevalent financial structures used by the renewable sector and evaluates the impact of financial structure on energy costs for utility-scale solar projects that use photovoltaic and concentrating solar power technologies.

The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decision making purposes related to publicly owned electric utility issues. Generator and nongenerator summaries are presented in this publication. The primary source of publicly owned financial data is the Form EIA-412, the Annual Report of Public Electric Utilities, filed on a fiscal basis.

Though one might think government control would make the business of managing power supplies easier, the story of Eskom's recent troubles shows that state ownership, in and of itself, is neither the problem nor the solution. More important than ownership structure are policy and planning decisions that take the long view. Eskom's cautionary tale should remind those involved in the power industry anywhere in the world that, to vary a disclosure from the financial sector that too few have paid attention to, past performance is not a guarantee of future success. 8 figs.

    We have audited the accompanying combined balance sheets of the Southwestern Federal Power System (SWFPS), as of September 30, 2009, 2008, 2007, and 2006, and the related combined statements of revenues and expenses, changes in capitalization, and cash flows for the years then ended. As described in note 1(a), the combined financial statement presentation includes the hydroelectric generation functions of another Federal agency (hereinafter referred to as the generating agency), for which Southwestern Power Administration (Southwestern) markets and transmits power. These combined financial statements are the responsibility of the management of Southwestern and the generating agency. Our responsibility is to express an opinion on these combined financial statements based on our audits. We conducted our audits in accordance with auditing standards generally accepted in the United States of America. Those standards require that we plan and perform the audits to obtain reasonable assurance about whether the combined financial statements are free of material misstatement. An audit includes consideration of internal control over financial reporting as a basis for designing audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of Southwestern and the generating agency’s internal control over financial reporting. Accordingly, we express no such opinion. An audit also includes examining, on a test basis, evidence supporting the amounts and disclosures in the combined financial statements, assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall combined financial statement presentation.     Of all forms of renewable energy, biomass offers the best near-term opportunity for supplying a significant portion of the world`s need for electric power. Biomass is especially competitive when fuel supply costs are partially defrayed as production activities associated with the processing of another product, e.g., sugar, rice, or vegetable oil. Not only do such processing situations provide cost savings, they also generate very large supplies of fuel and therefore can contribute significantly to the local energy mix. Access to ample supplies of competitively-priced biomass feedstocks is only one of several factors needed to encourage the use of biomass for power generation; equally important is a healthy market for electricity, i.e., need for large blocks of additional power and sufficient strength in the economy to attract investment in new capacity. Worldwide, the Asia-Pacific region is projected to have the greatest need for new generating capacity in the next decade and shows the highest rate of economic growth, making it an attractive market for biomass power. Also critical to the expansion of bioenergy is the adoption of positive, stable policies on energy production, distribution, and sale, that encourage the generation and use of electricity from biomass. The aforementioned three factors--adequate biomass supplies, increasing demand for electricity, and supportive policies--are examined for four Asian countries, the Philippines, Thailand, Malaysia, and Indonesia. Information presented for each of the four countries include the types and amounts of bioresidues and their associated electric power generation potential; present and future supplies and demand for electricity; and existing or planned government and utility policies that could impact the generation and use of biomass power.

    The starting assumption of the authors was that the United States policy process had failed to respond effectively to the energy crisis. In the course of doing the research for this book, they report that their initial perception of policy failure was incorrect. Although the process of evolving an energy policy was fragmented, chaotic, and incremental, by the end of 1980 the United States had a workable energy policy. They found that between 1973 and 1980 the United States policy system had been developing a new national consensus on energy. That consensus existed, at least in rudimentary form, when the Reagan administration came into office. What occurred between the oil embargo and the advent of the Reagan administration came into office. What occurred between the oil embargo and the advent of the Reagan adiminstration was a process of new policy formulation similar to what had occurred whenever the nation had faced policy crises in the past. The failure to understand both how the national policymaking process works and what it had accomplished before the advent of the Reagan administration has and will have costly consequences for our society. As the book explicates in some detail, those costs are clearly represented in the radical rejection by the Reagan adminstration of the nation's achievement in energy policy. In moving the management of energy into the marketplace, the Reagan adminstration rejected the fundamental tenet of the conservative: it rejected both the procedures and the mechanisms that for over two hundred years have provided national stability. The book concludes with a set of recommendations for actions that the authors feel are necessary if the nation is to have a stable energy future. They beleive that energy is so central to the nation's welfare that it should not be used as an instrument for experimenting with untried concepts.

    During the last two decades, expanding industrial activity in east Asia has led to increased production of airborne pollutants that can be transported to North America. Previous efforts to detect this trans-Pacific pollution have relied upon remote sensing and remote sample locations. We tested whether Pb isotope ratios in airborne particles can be used to directly evaluate the Asian contribution to airborne particles of anthropogenic origin in western North America, using a time series of samples from a pair of sites upwind and downwind of the San Francisco Bay Area. Our results for airborne Pb at these sites indicate a median value of 29 Asian origin, based on mixing relations between distinct regional sample groups. This trans-Pacific Pb is present in small quantities but serves as a tracer for airborne particles within the growing Asian industrial plume. We then applied this analysis to archived samples from urban sites in central California. Taken together, our results suggest that the analysis of Pb isotopes can reveal the distribution of airborne particles affected by Asian industrial pollution at urban sites in northern California. Under suitable circumstances, this analysis can improve understanding of the global transport of pollution, independent of transport models.

The principal results of studies on crisis stability, deterrence, and latency are presented in their order of development. They capture the main features of stability analysis; relate first strike, crisis, and arms control stability as seen from US and Russian perspective; and address whether different metrics, uncertain damage preferences, or the deployment of defenses can be destabilizing.     With the coming changes in the electrical industry, there is a broad need to understand the impacts of restructuring on customers, existing utilities, and other stakeholders. Retail wheeling; performance-based regulation; unbundling of generation, transmission, and distribution; and the impact of stranded commitments are all key issues in the discussions of the future of the industry. To quantify these issues, financial and production cost models are required. The authors have created a smaller and faster finance and operations model call the Oak Ridge Financial Model (ORFIN) to help analyze the ramifications of the issues identified above. It combines detailed pricing and financial analysis with an economic dispatch model over a multi-year period. Several types of ratemaking are modeled, as well as the wholesale market and retail wheeling. Multiple plants and purchased power contracts are modeled for economic dispatch, and separate financial accounts are kept for each. Transmission, distribution, and other functions are also broken out. Regulatory assets such as deferred tax credits and demand-side management (DSM) programs are also included in the income statement and balance sheet. This report describes some of the key features of the model. Examples of the financial reports are shown, with a description of their formulation. Some of the ways these results can be used in analyzing various issues are provided.

    Results from a global coupled ocean-atmosphere climate model and a model with specified tropical convective heating anomalies show that the South Asian monsoon was an active part of the tropical biennial oscillation (TBO). Convective heating anomalies over Africa and the western Pacific Ocean associated with the TBO altered the simulated pattern of atmospheric circulation for the Northern Hemisphere winter mid-latitude over Asia. This alteration in the mid-latitude circulation maintained temperature anomalies over South Asia through winter and helped set up the land-sea temperature contrast for subsequent monsoon development. South Asian snow cover contributed to monsoon strength but was symptomatic of the larger scale alteration in the mid-latitude atmospheric circulation pattern. 36 refs., 5 figs.

    Over 300 Asian life scientists were surveyed to provide insight into work with infectious agents. This report provides the reader with a more complete understanding of the current practices employed to study infectious agents by laboratories located in Asian countries--segmented by level of biotechnology sophistication. The respondents have a variety of research objectives and study over 60 different pathogens and toxins. Many of the respondents indicated that their work was hampered by lack of adequate resources and the difficulty of accessing critical resources. The survey results also demonstrate that there appears to be better awareness of laboratory biosafety issues compared to laboratory biosecurity. Perhaps not surprisingly, many of these researchers work with pathogens and toxins under less stringent laboratory biosafety and biosecurity conditions than would be typical for laboratories in the West.

    A secure computing module (SCM) is configured for connection with a host device. The SCM includes a processor for performing secure processing operations, a host interface for coupling the processor to the host device, and a memory connected to the processor wherein the processor logically isolates at least some of the memory from access by the host device. The SCM also includes a proximate-field wireless communicator connected to the processor to communicate with another SCM associated with another host device. The SCM generates a secure digital signature for a financial transaction package and communicates the package and the signature to the other SCM using the proximate-field wireless communicator. Financial transactions are performed from person to person using the secure digital signature of each person's SCM and possibly message encryption. The digital signatures and transaction details are communicated to appropriate financial organizations to authenticate the transaction parties and complete the transaction.

This omitted approximately 20 percent of the respondents who operate on fiscal years ending in other months. Accordingly, the EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents.

    In this study, the relative financial impact on HUD and PHAs of these four funding strategies, based on case studies of actual retrofit efforts by two local housing authorities: San Francisco, California and Trenton, New Jersey are examined. The selected retrofits all show significant energy savings. This is not, however, reflected in the financial benefits to each party because current provisions of the Performance Funding System (PFS) for public housing energy subsidies require that costs and savings associated with energy conservation retrofits be shared between HUD and the local housing authorities, regardless of the financing mechanism used.

    This report traces key financial trends in the US energy industry for the fourth quarter of 1993. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated electric utilities. All financial data are taken from public sources such as energy industry corporate reports and press releases, energy trade publications, and The Wall Street Journal`s Earnings Digest; return on equity is calculated from data available from Standard and Poor`s Compustat data service. Since several major petroleum companies disclose their income by lines of business and geographic area, these data are also presented in this report. Although the disaggregated income concept varies by company and is not strictly comparable to corporate income, relative movements in income by lines of business and geographic area are summarized as useful indicators of short-term changes in the underlying profitability of these operations. Based on information provided in 1993 fourth quarter financial disclosures, the net income for 82 petroleum companies -- including 18 majors -- was unchanged between the fourth quarter of 1992 and the fourth quarter of 1993. An 18-percent decline in crude oil prices resulted in a deterioration of the performance of upstream (oil and gas production) petroleum companies during the final quarter of 1993. However, prices for refined products fell much less than the price of crude oil, resulting in higher refined product margins and downstream (refining, marketing and transport) petroleum earnings. An increase in refined product demand also contributed to the rise in downstream income.

    The problem of pricing contingent claims has been extensively studied for non-Gaussian models, and in particular, Black- Scholes formula has been derived for the NIG asset pricing model. This approach was first developed in insurance pricing{sup 9} where the original distortion function was defined in terms of the normal distribution. This approach was later studied6 where they compared the standard Black-Scholes contingent pricing and distortion based contingent pricing. So, in this paper, we aim at using distortion operators by Cauchy distribution under a simple transformation to price contingent claim. We also show that we can recuperate the Black-Sholes formula using the distribution. Similarly, in a financial market in which the asset price represented by a stochastic differential equation with respect to Brownian Motion, the price mechanism based on characteristic Esscher measure can generate approximate arbitrage free financial derivative prices. The price representation derived involves probability Esscher measure and Esscher Martingale measure and under a new complex valued measure φ (u) evaluated at the characteristic exponents φ{sub x}(u) of X{sub t} we recuperate the Black-Scholes formula for financial derivative prices.

    The Chief Financial Officers Act of 1990 (CFO Act) establishes the legal framework for improved Federal financial management. The Act requires the agency CFO to prepare, and annually revise, a plan to implement the Office of Management and Budget (OMB) Federal Financial Management Status Report and Five-Year Plan. This is the sixth Status Report and Five-Year Plan submission to OMB by the Department of Energy (DOE). Financial management at the Department operates in an environment of Government-wide efforts to improve financial management and implements legislation and administrative provisions which stress the need for change. This report sets forth the Department`s plans for financial management improvements in the coming years. It also highlights several new initiatives completed or currently underway that will significantly improve the overall effectiveness of financial management at the Department of Energy.

    A common feature of model inter-comparison efforts is that the base year numbers for important parameters such as population and GDP can differ substantially across models. This paper explores the sources and implications of this variation in Asian countries across the models participating in the Asian Modeling Exercise (AME). Because the models do not all have a common base year, each team was required to provide data for 2005 for comparison purposes. This paper compares the year 2005 information for different models, noting the degree of variation in important parameters, including population, GDP, primary energy, electricity, and CO2 emissions. It then explores the difference in these key parameters across different sources of base-year information. The analysis confirms that the sources provide different values for many key parameters. This variation across data sources and additional reasons why models might provide different base-year numbers, including differences in regional definitions, differences in model base year, and differences in GDP transformation methodologies, are then discussed in the context of the AME scenarios. Finally, the paper explores the implications of base-year variation on long-term model results.

    2007 was a year of progress and challenges for the Office of the Chief Financial Officer (OCFO). I believe that with the addition of a new Controller, the OCFO senior management team is stronger than ever. With the new Controller on board, the senior management team spent two intensive days updating our strategic plan for the next five years ending in 2012, while making sure that we continue to execute on our existing strategic initiatives. In 2007 the Budget Office, teaming with Human Resources, worked diligently with our colleagues on campus to reengineer the Multi-Location Appointment (MLA) process, making it easier for our Principal Investigators (PIs) to work simultaneously between the Laboratory and UC campuses. The hiring of a point-of-contact in Human Resources to administer the program will also make the process flow smoother. In order to increase our financial flexibility, the OCFO worked with the Department of Energy (DOE) to win approval to reduce the burden rates on research and development (R&D) subcontracts and Intra-University Transfers (IUT). The Budget Office also performed a 'return on investment' (ROI) analysis to secure UCRP funding for a much needed vocational rehabilitation counselor. This new counselor now works with employees who are on medical leave to ensure that they can return to work in a more timely fashion, or if not able to return, usher them through the various options available to them. Under the direction of the new Controller, PriceWaterhouse Coopers (PWC) performed their annual audit of the Laboratory's financial data and reported positive results. In partnership with the Financial Policy and Training Office, the Controller's Office also helped to launch self-assessments of some of our financial processes, including timekeeping and resource adjustments. These self assessments were conducted to promote efficiencies and mitigate risk. In some cases they provided assurance that our practices are sound, and in others highlighted

    This report presents a preliminary, detailed evaluation of various shelter options for use if the President orders crisis relocation of the US urban population because of strong expectation of a nuclear war. The availability of livable shelter space at 40 ft/sup 2/ per person (congregate-care space) by state is evaluated. Options are evaluated for construction of fallout shelters allowing 10 ft/sup 2/ per person - such shelters are designed to provide 100% survival at projected levels of radioactive fallout. The FEMA concept of upgrading existing buildings to act as fallout shelters can, in principle, provide adequate shelter throughout most of the US. Exceptions are noted and remedies proposed. In terms of upgrading existing buildings to fallout shelter status, great benefits are possible by turning away from a standard national approach and adopting a more site-specific approach. Existing FEMA research provides a solid foundation for successful crisis relocation planning, but the program can be refined by making suitable modifications in its locational, engineering, and institutionally specific elements.

    Crisis communication is an indicator of a sustaining public normalcy that serves to control and decrease any untoward situations during disasters’ meltdown. Prior findings highlighted that 25.85 percent of arising organizational disputes can be resolved using public announcements and an enhancement of public awareness through avoiding related dissatisfactions, disorders and untoward circumstances during radiation and nuclear emergencies. Hence, in this paper, we are interrogating Malaysians on their perception of risk regarding to radiation and nuclear disasters and emergencies. The principal aim is to identify the relationship between the IAEA’s initiated risk perception characteristics and the content of the respective public acceptance reports. Those relationships are described and analyzed into a network diagram using the ATLAS.ti software consisting of Clustering and C-Coefficient analyses. This diagram identifies the main variables relating to significant characteristics of risk perception. Future studies should further evaluate the intensity of public opinion against the suggested constructs of executing a thorough and structured risk management mechanism, to advance public trust as well as crisis communication.
