    This document is intended to capture the requirements for the architecture of the developmental electronics for the ORNL-lead drift-free Johnson Noise Thermometry (JNT) project conducted under the Instrumentation, Controls, and Human-Machine Interface (ICHMI) research pathway of the U.S. Department of Energy (DOE) Advanced Small Modular Reactor (SMR) Research and Development (R&D) program. The requirements include not only the performance of the system but also the allowable measurement environment of the probe and the allowable physical environment of the associated electronics.     The Johnson Criteria metric calculates probability of detection of an object imaged by an optical system, and was created in 1958 by John Johnson. As understanding of target detection has improved, detection models have evolved to better model additional factors such as weather, scene content, and object placement. The initial Johnson Criteria, while sufficient for technology and understanding at the time, does not accurately reflect current research into target acquisition and technology. Even though current research shows a dependence on human factors, there appears to be a lack of testing and modeling of human variability.

    The objective of the bioassay reevaluation of Arthur Kill Federal Project was to reperform toxicity testing on proposed dredged material following current ammonia reduction protocols. Arthur Kill was one of four waterways sampled and evaluated for dredging and disposal in April 1993. Sediment samples were recollected from the Arthur Kill Project areas in August 1995. Tests and analyses were conducted according to the manual developed by the USACE and the U.S. Environmental Protection Agency (EPA), Evaluation of Dredged Material Proposed for Ocean Disposal (Testing Manual), commonly referred to as the {open_quotes}Green Book,{close_quotes} and the regional manual developed by the USACE-NYD and EPA Region II, Guidance for Performing Tests on Dredged Material to be Disposed of in Ocean Waters. The reevaluation of proposed dredged material from the Arthur Kill project areas consisted of benthic acute toxicity tests. Thirty-three individual sediment core samples were collected from the Arthur Kill project area. Three composite sediments, representing each reach of the area proposed for dredging, was used in benthic acute toxicity testing. Benthic acute toxicity tests were performed with the amphipod Ampelisca abdita and the mysid Mysidopsis bahia. The amphipod and mysid benthic toxicity test procedures followed EPA guidance for reduction of total ammonia concentrations in test systems prior to test initiation. Statistically significant acute toxicity was found in all Arthur Kill composites in the static renewal tests with A. abdita, but not in the static tests with M. bahia. Statistically significant acute toxicity and a greater than 20% increase in mortality over the reference sediment was found in the static renewal tests with A. abdita. M. bahia did not show statistically significant acute toxicity or a greater than 10% increase in mortality over reference sediment in static tests. 5 refs., 2 figs., 2 tabs.

    We develop a high frequency, wide bandwidth radiometer operating at room temperature, which augments the traditional technique of Johnson noise thermometry for nanoscale thermal transport studies. Employing low noise amplifiers and an analog multiplier operating at 2 GHz, auto- and cross-correlated Johnson noise measurements are performed in the temperature range of 3 to 300 K, achieving a sensitivity of 5.5 mK (110 ppm) in 1 s of integration time. This setup allows us to measure the thermal conductance of a boron nitride encapsulated monolayer graphene device over a wide temperature range. Our data show a high power law (T ∼ 4) deviation from the Wiedemann-Franz law above T ∼ 100 K.

    Temperature is a key process variable at any nuclear power plant (NPP). The harsh reactor environment causes all sensor properties to drift over time. At the higher temperatures of advanced NPPs the drift occurs more rapidly.     Improvements to the Arthur Kill Channel from the confluence of the Kill Van Kull Channel, the Arthur Kill Channel, and Newark Bay, along the Arthur Kill to the vicinity of Howland Hook Marine Terminal on Staten Island, New York are proposed. In addition, the study area was extended south from Howland Hook Terminal for approximately one mile in order to serve two oil terminals. The recommended improvements would include deepening to various depths down to 45 feet mean low water (MLW), widening the channel for unrestricted two-way traffic, and the creation of a turning basin. Specifically, a 41-foot MLW deep channel would be dredged in the previously authorized 35-foot MLW project in the Arthur Kill Channel from its confluence with the Newark Bay and Kill Van Kull channels to the Howland Hook Marine Terminal for a distance of approximately 2.1 miles. Also recommended are selected widenings and realignments of the channel at a depth of 41 feet in the interest of navigational safety. Additionally, a 40-foot MLW channel is proposed in the previously authorized 35-foot MLW project in the Arthur Kill Channel from the Howland Hook Marine Terminal to the Exxon Bayway and Gulfport facilities for a distance of approximately one mile. The channel would be selectively realigned to a 40-foot depth for navigational safety. No final determination has been made regarding the disposal of dredged material due to the uncertainty of available upland sites at this time. The turning basin would lie in the Kill Van Kull Channel at Bergen Point, where vessels turn from Kill Van Kull into Arthur Kill and Newark Bay. Total cost of the recommended plan is $49.4 million; the benefit-cost ratio is 4.35. The plan would take 4 years for completion and would have a projected life of 50 years.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Johnson County Landfill in Shawnee, Kansas, for a feasibility study of renewable energy production. Citizens of Shawnee, city planners, and site managers are interested in redevelopment uses for landfills in Kansas that are particularly well suited for grid-tied solar photovoltaic (PV) installation. This report assesses the Johnson County Landfill for possible grid-tied PV installations and estimates the cost, performance, and site impacts of three different PV options: crystalline silicon (fixed tilt), crystalline silicon (single-axis tracking), and thin film (fixed tilt). Each option represents a standalone system that can be sized to use an entire available site area. In addition, the report outlines financing options that could assist in the implementation of a system. The feasibility of PV systems installed on landfills is highly impacted by the available area for an array, solar resource, operating status, landfill cap status, distance to transmission lines, and distance to major roads. The report findings are applicable to other landfills in the surrounding area.

Survival of NOR presmolt Chinook salmon migrating from Johnson Creek to Lower Granite and McNary dams was 28.2% and 22.3%. Survival of NOR smolt Chinook salmon migrating from Johnson Creek to Lower Granite and McNary dams was 44.7% and 32.9%. Survival of HOR smolt Chinook salmon migrating from Johnson Creek to Lower Granite and McNary dams was 31.9% and 26.2%. Multi-year analysis on smolt to adult return rate's (SAR's) and progeny to parent ratio's (P:P's) were calculated for NOR and HOR supplementation Brood Year 2002 Chinook salmon. SAR's were calculated from Johnson Creek to Johnson Creek (JC to JC), Lower Granite Dam to Lower Granite (LGD to LGD), and Lower Granite Dam to Johnson Creek (LGD to JC); for NOR fish SAR's were 0.16%, 1.16% and 1.12%, while HOR supplementation SAR's from JC to JC, LGD to LGD and LGD to JC were 0.04%, 0.19% and 0.13%. P:P's for all returning NOR and HOR supplemented adults were under replacement levels at 0.13 and 0.65, respectively. Recruit per spawner estimates (R/S) for Brood Year 2005 adult Chinook salmon were also calculated for NOR and HOR supplemented Chinook salmon at JC and LGD. R/S estimates for NOR and HOR supplemented fish at JC were 231 and 1,745, while R/S estimates at LGD were 67 and 557. Management recommendations address (1) effectiveness of data collection methods, (2) sufficiency of data quality (statistical power) to enable management recommendations, (3) removal of uncertainty and subsequent cessation of M&E activities, and (4) sufficiency of findings for program modifications prior to five-year review.

    In order for Johnson Noise Thermometry (JNT) to be beneficial to SMR designers, it must offer advantages beyond the current state-of-the-art technology. Comparisons to traditional RTDs and thermocouples will involve life-cycle costs, installation footprint, reliability, and accuracy. With JNT, there is additional equipment beyond what is required for the traditional RTD measurement. Therefore, the JNT-RTD system will involve additional complexity and this additional complexity must be justified. Operators will want to know that the measurement is reliable and trustworthy. It is also important that the sensor involve little, if any, additional ongoing maintenance work and that it has a low probability of causing any malfunction of the primary measurement channel. If these features can be successfully demonstrated, the JNT-RTD system could potentially save money and increase plant reliability.

    The Nez Perce Tribe, through funding provided by the Bonneville Power Administration, has implemented a small scale chinook salmon supplementation program on Johnson Creek, a tributary in the South Fork of the Salmon River, Idaho. The Johnson Creek Artificial Propagation Enhancement project was established to enhance the number of threatened Snake River summer chinook salmon (Oncorhynchus tshawytscha) returning to Johnson Creek through artificial propagation. Adult chinook salmon collection and spawning began in 1998. A total of 114 fish were collected from Johnson Creek and 54 fish (20 males and 34 females) were retained for Broodstock. All broodstock were transported to Lower Snake River Compensation Plan's South Fork Salmon River adult holding and spawning facility, operated by the Idaho Department of Fish and Game. The remaining 60 fish were released to spawn naturally. An estimated 155,870 eggs from Johnson Creek chinook spawned at the South Fork Salmon River facility were transported to the McCall Fish Hatchery for rearing. Average fecundity for Johnson Creek females was 4,871. Approximately 20,500 eggs from females with high levels of Bacterial Kidney Disease were culled. This, combined with green-egg to eyed-egg survival of 62%, resulted in about 84,000 eyed eggs produced in 1998. Resulting juveniles were reared indoors at the McCall Fish Hatchery in 1999. All of these fish were marked with Coded Wire Tags and Visual Implant Elastomer tags and 8,043 were also PIT tagged. A total of 78,950 smolts were transported from the McCall Fish Hatchery and released directly into Johnson Creek on March 27, 28, 29, and 30, 2000.

    In 2007, a severe transportation accident occurred near Oakland, California, at the interchange known as the "MacArthur Maze." The accident involved a double tanker truck of gasoline overturning and bursting into flames. The subsequent fire reduced the strength of the supporting steel structure of an overhead interstate roadway causing the collapse of portions of that overpass onto the lower roadway in less than 20 minutes. The US Nuclear Regulatory Commission has analyzed what might have happened had a spent nuclear fuel transportation package been involved in this accident, to determine if there are any potential regulatory implications of this accident to the safe transport of spent nuclear fuel in the United States. This paper provides a summary of this effort, presents preliminary results and conclusions, and discusses future work related to the NRC's analysis of the consequences of this type of severe accident.

    A solar facility that generates 177/sup 0/C (350/sup 0/F) process steam has been designed and constructed by Acurex Corporation and has operated for 1 yr supplying steam to the Johnson and Johnson manufacturing plant in Sherman, Texas. The facility consists of 1068 m/sup 2/ (11,520 ft/sup 2/) of parabolic trough concentrating collectors, a 18,900 1 (5000 gal) flash boiler, and an 18.6 kW (25 hp) circulating pump. In the first year of operation the system was available 97 percent of the days, and with sufficient solar radiation available it operated 70 percent of the days during this period. The measured data showed that the collector field operated at an efficiency of 25.4 percent for the year, and that at least 75 percent of the energy reaching the flash boiler was delivered to the plant as steam. A total of 309,510 kg (682,400 lb) of steam was produced by the solar facility for the first year. An analysis of the data showed that the delivered energy was within 90 to 100 percent of the predicted value. The successful completion of the first year of operation has demonstrated the technical feasibility of generating industrial process steam with solar energy.

    The objective of this project was to evaluate the use of the Johnson-Cook strength and failure models in an adiabatic finite element model to simulate the puncture of 7075- T651 aluminum plates that were studied as part of an ASC L2 milestone by Corona et al (2012). The Johnson-Cook model parameters were determined from material test data. The results show a marked improvement, in particular in the calculated threshold velocity between no puncture and puncture, over those obtained in 2012. The threshold velocity calculated using a baseline model is just 4% higher than the mean value determined from experiment, in contrast to 60% in the 2012 predictions. Sensitivity studies showed that the threshold velocity predictions were improved by calibrating the relations between the equivalent plastic strain at failure and stress triaxiality, strain rate and temperature, as well as by the inclusion of adiabatic heating.

    The Johnson County Landfill in Shawnee, KS is operated by Deffenbaugh Industries and serves much of metropolitan Kansas City. Refuse, which is dumped in large plastic-underlined trash cells covering several acres, is covered over with shale shortly after burial. The landfill waste, once it fills the cell, is then drilled by Kansas City LFG, so that the gas generated by anaerobic decomposition of the refuse can be harvested. Production of raw landfill gas from the Johnson County landfill comes from 150 wells. Daily production is approximately 2.2 to 2.5 mmcf, of which approximately 50% is methane and 50% is carbon dioxide and NMVOCs (non-methane volatile organic compounds). Heating value is approximately 550 BTU/scf. A upgrading plant, utilizing an amine process, rejects the carbon dioxide and NMVOCs, and upgrades the gas to pipeline quality (i.e., nominally a heating value >950 BTU/scf). The gas is sold to a pipeline adjacent to the landfill. With coal-bearing strata underlying the landfill, and carbon dioxide a major effluent gas derived from the upgrading process, the Johnson County Landfill is potentially an ideal setting to study the feasibility of injecting the effluent gas in the coals for both enhanced coalbed methane recovery and carbon sequestration. To these ends, coals below the landfill were cored and then were analyzed for their thickness and sorbed gas content, which ranged up to 79 scf/ton. Assuming 1 1/2 square miles of land (960 acres) at the Johnson County Landfill can be utilized for coalbed and shale gas recovery, the total amount of in-place gas calculates to 946,200 mcf, or 946.2 mmcf, or 0.95 bcf (i.e., 985.6 mcf/acre X 960 acres). Assuming that carbon dioxide can be imbibed by the coals and shales on a 2:1 ratio compared to the gas that was originally present, then 1682 to 1720 days (4.6 to 4.7 years) of landfill carbon dioxide production can be sequestered by the coals and shales immediately under the landfill.     This summary describes a Supplemental Site Inspection (SSI) conducted by Argonne National Laboratory (ANL) at Air Force Plant 59 (AFP 59) in Johnson City, New York. All required data pertaining to this project were entered by ANL into the Air Force-wide Installation Restoration Program Information System (IRPIMS) computer format and submitted to an appropriate authority. The work was sponsored by the United States Air Force as part of its Installation Restoration Program (IRP). Previous studies had revealed the presence of contaminants at the site and identified several potential contaminant sources.     In this work, we use density functional theory to investigate the influence of semilocal exchange and correlation effects on the electronic properties of III-nitride semiconductors considering zinc-blende and wurtzite crystal structures. We find that the inclusion of such effects through the use of the Tran-Blaha modified Becke-Johnson potential yields an excellent description of the electronic structures of these materials giving energy band gaps which are systematically larger than the ones obtained with standard functionals such as the generalized gradient approximation. The discrepancy between the experimental and theoretical band gaps is then significantly reduced with semilocal exchange and correlation effects. However, the effective masses are overestimated in the zinc-blende nitrides, but no systematic trend is found in the wurtzite compounds. New results for energy band gaps and effective masses of zinc-blende and wurtzite indium nitrides are presented.

    Bradyrhizobium sp. Th.b2 is an aerobic, motile, Gram-negative, non-spore-forming rod that was isolated from an effective nitrogen-fixing root nodule of Amphicarpaea bracteata collected in Johnson City, New York. Here we describe the features of Bradyrhizobium sp. Th.b2, together with high-quality permanent draft genome sequence information and annotation. The 10,118,060 high-quality draft genome is arranged in 266 scaffolds of 274 contigs, contains 9,809 protein-coding genes and 108 RNA-only encoding genes. In conclusion, this rhizobial genome was sequenced as part of the DOE Joint Genome Institute 2010 Genomic Encyclopedia for Bacteria and Archaea-Root Nodule Bacteria (GEBA-RNB) project.

    Diamond-like Cu-based multinary semiconductors are a rich family of materials that hold promise in a wide range of applications. Unfortunately, accurate theoretical understanding of the electronic properties of these materials is hindered by the involvement of Cu d electrons. Density functional theory (DFT) based calculations using the local density approximation or generalized gradient approximation often give qualitative wrong electronic properties of these materials, especially for narrow-gap systems. The modified Becke-Johnson (mBJ) method has been shown to be a promising alternative to more elaborate theory such as the GW approximation for fast materials screening and predictions. However, straightforward applications of the mBJ method to these materials still encounter significant difficulties because of the insufficient treatment of the localized d electrons. We show that combining the promise of mBJ potential and the spirit of the well-established DFT + U method leads to a much improved description of the electronic structures, including the most challenging narrow-gap systems. A survey of the band gaps of about 20 Cu-based semiconductors calculated using the mBJ + U method shows that the results agree with reliable values to within 0.2 eV.

    The electronic structure, magnetic, and optical properties in cubic crystalline phase of Zr{sub 1?x}TM{sub x}O{sub 2} (TM?=?V, Mn, Fe, and Co) at x?=?6.25% are studied using density functional theory with the Generalized Gradient Approximation and the modified Becke-Johnson of the exchange-correlation energy and potential. In our calculations, the zirconia is a p-type semiconductor and has a large band gap. We evaluated the possibility of long-range magnetic order for transition metal ions substituting Zr. Our results show that ferromagnetism is the ground state in V, Mn, and Fe-doped ZrO{sub 2} and have a high value of energy in Mn-doped ZrO{sub 2}. However, in Co-doped ZrO{sub 2}, antiferromagnetic ordering is more stable than the ferromagnetic one. The exchange interaction mechanism has been discussed to explain the responsible of this stability. Moreover, it has been found that the V, Mn, and Fe transition metals provide half-metallic properties considered to be the leading cause, responsible for ferromagnetism. Furthermore, the optical absorption spectra in the TM -doped cubic ZrO{sub 2} are investigated.

    The traditional photon absorbers Cu{sub 2?x}X (X = S, Se, and Te) have regained significant research attention in the search of earth-abundant photovoltaic materials. These moderate- and narrow-gap materials have also been shown to exhibit excellent thermoelectric properties recently. However, semimetallic band structures with inverted band orderings are predicted for antifluorite structure Cu{sub 2}X using density functional theory with the local density approximation or the generalized gradient approximation. We find that semiconducting band structures and normal band orderings can be obtained using the modified Becke-Johnson potential plus an on-site Coulomb U (the mBJ+U approach), which is consistent with our earlier finding for diamond-like Cu-based multinary semiconductors [Y. Zhang, J. Zhang, W. Gao, T. A. Abtew, Y. Wang, P. Zhang, and W. Zhang, J. Chem. Phys. 139, 184706 (2013)]. The trend of the chemical bonding of Cu{sub 2}X is analyzed, which shows that the positions of the valence band maximum and conduction band minimum are strongly affected by the inter-site pd and intra-site sp hybridizations, respectively. The calculated gaps of Cu{sub 2}S and Cu{sub 2}Se still seem to be underestimated compared with experimental results. We also discuss the effects of different structural phases and Cu disordering and deficiency on the bandgaps of these materials.

    A Phase II, Stage 2 survey has been conducted at the Seymour Johnson Air Force Base under the Department of Defense's Installation Restoration Program (IRP). Six sites were identified by the Air Force for further study and include: Fire Training Area No. 3 (Site 1); Landfill No. 4 (Site 2); Landfill No. 1 (Site 3); Landfill No. 3 (Site 4); DPDO Waste Storage Area (Site 5); and Coal Pile Storage Area (Site 6). The evaluation primarily included the drilling of soil test borings, the installation, development, and sampling of new monitoring wells, resampling of selected Stage 1 monitoring wells, and the analysis of soil and water samples. A thin surficial aquifer was encountered at shallow depths beneath the sites that border the southeastern side of Stoney Creek. The surficial aquifer is contaminated at Sites 1, 2, 4, and 5 as a result of Base activities. Ground-water flow in the surficial aquifer is primarily horizontal and discharges into Stoney Creek along the northwestern limit of the Base. The major environmental concern revealed by this evaluation is the potential discharge of contaminated water from the surficial aquifer into Stoney Creek.

  3. Influence of the contact potential and space-charge effect on the performance of a Stoffel-Johnson design electron source for inverse photoemission spectroscopy

    By imaging the spatial intensity distribution of the electrons from a Stoffel-Johnson (SJ) type low energy electron source for inverse photoemission spectroscopy (IPES), we find that the focus is distorted when the beam current exceeds the limiting value due to space charge effect. The space charge effect and the contact potential difference suppress the beam current at low energies (<10 eV). In this work, we show that these limitations of the SJ source can be overcome by compensation of the contact potential difference between the cathode and the lens electrodes and an uniform well focused electron beam with the set kinetic energy can be obtained. The size of the electron beam is around 1 mm full width at half maximum over the whole energy range of 5 to 30 eV generally used for IPES. The compensation of the contact potential difference also enhances the beam current substantially at low energies (<10 eV) and uniform beam current is achieved for the whole energy range. We find that the drift in the electron beam position is sensitive to the lens electrode separation and it is about 1 mm over the whole energy range. By measuring the n = 1 image potential state on Cu(100), we show that the resolution is better when the cathode filament current is set to lower values.

The calculated structural parameters are consistent with the available experimental results. Since DFT with the common LDA and GGA underestimates the band gap, we use a new developed functional able to accurately describe the electronic structure of semiconductors, namely the Tran–Blaha-modified Becke–Johnson potential. The four investigated compounds demonstrate semiconducting behavior with direct band gap ranging from about 0.32 to 1.65 eV. The charge-carrier effective masses are evaluated at the topmost valence band and at the bottommost conduction band. The evolution of the value and nature of the energy band gap under pressure effect is also investigated. The frequency-dependent complex dielectric function and some macroscopic optical constants are estimated. The microscopic origins of the structures in the optical spectra are determined in terms of the calculated energy band structures.

    Following graduation from a college or university with a technical degree, or through years of experience, an individual's training and career development activities typically focus on enhancing technical problem-solving skills. However, as these technical professionals, herein referred to as 'Techies', advance throughout their careers, they may be required to accept and adapt to the role of being a manager, and must undergo a transition to learn and rely on new problem-solving skills. However, unless a company has a specific manager-trainee class to address this subject and develop talent from within, an employee's management style is learned and developed 'on the job'. Both positive and negative styles are nurtured by those managers having similar qualities. Unfortunately, a negative style often contributes to the deterioration of employee morale and ultimate closing of a department or company. This paper provides the core elements of an effective management training program for 'Teaching Managers How to Manage' derived from the Department of Energy's Integrated Safety Management System and the Occupational Safety and Health Administration 's Voluntary Protection Program.     Four issues commonly form the framework for debates about the acceptability of proposed projects or technologies--the substantive decision or technological choice; the treatment of the community by the proponent organization; the way the decision-making process has been structured and managed; and the status of institutional safeguards and protection. One of the clear messages of cultural theory is that differences in perspectives are a normal and inevitable part of society, and that attempts to resolve differences by persuasion are not likely to work. These findings are useful when considering the goals and possibilities of public involvement as a decision-making tool, and when designing or evaluating public involvement training programs for managers. The research reported here examines the viewpoints and concerns of managers and decision-makers about the four issues identified above, with particular emphasis on their perspectives and concerns about opening decision-making processes to the public and about managers` roles and responsibilities for structuring and managing open decision-making processes. Implications of these findings for public involvement training for managers is also discussed. The data presented in this paper were obtained from face-to-face interviews with managers and decision-makers with experience managing a variety of hazardous waste management decision-making processes. We conducted these interviews in the course of four separate research projects: needs assessments to support the design and development of a public involvement training program for managers; a study of community residents` and managers` perspectives on the chemical stockpile disposal program; an evaluation of the effectiveness of public involvement training for managers in the Department of Energy; and a study to develop indicators of the benefits and costs of public involvement.

    The Occupational Safety and Health Administration (OSHA) Process Safety Management (PSM) regulations (29 CFR {section} 1910.119) have been in effect for almost three years. State level risk management programs, in New Jersey, California, and Delaware have been in effect for over six years. More recently, Nevada and Louisiana have enacted process safety management programs. These regulations have had a significant impact on all phases of plant operations, including preliminary design, construction, startup, and operations. Through proper planning and the commitment of resources, many facilities are beginning to realize the benefits of well developed PSM programs. This paper will discuss in greater detail some of these benefits, and in particular, the subject of governmental inspections of facilities for process safety management programs.

    This book explores and supports the argument that effective environmental management must be based on a multimedia approach, which focuses simultaneously on air, water, and waste and enables managers to assess the resulting financial, operation, and management benefits. The multimedia approach, which can be used to design an effective compliance program, includes proper waste and material handling management, systematic monitoring, and record keeping requirements. This approach integrates a wide array of environmental requirements and decision processes, which the authors examine in sixteen chapters, organized into four parts: the role of environmental management; environmental aspects of business operation, environmental processes; and environmental management trends. Within these parts, the authors highlight the development of modern environmental management and provide an overview of federal laws pertinent to multimedia environmental management. They examine such issues as chemical storage and transportation, tank system operations and requirements, waste determination, spill response procedures, and employee training. Environmental processes addressed in the book include the management of solid and hazardous waste, wastewater treatment systems, stormwater management, air emission control, and site remediation. The authors also briefly discuss significant initiatives in US environmental management and look toward corporate sustainable development.

    This report is one of a series of eight prepared by E.R. Johnson Associates, Inc. (JAI) under ORNL's contract with DOE's OCRWM Systems Integration Program and in support of the Annual Capacity Report (ACR) Issue Resolution Process. The report topics relate specifically to the list of high priority technical waste acceptance issues developed jointly by DOE and a utility-working group. JAI performed various analyses and studies on each topic to serve as starting points for further discussion and analysis leading eventually to finalizing the process by which DOE will accept spent fuel and waste into its waste management system. The eight reports are concerned with the conditions under which spent fuel and high level waste will be accepted in the following categories: (1) failed fuel; (2) consolidated fuel and associated structural parts; (3) non-fuel-assembly hardware; (4) fuel in metal storage casks; (5) fuel in multi-element sealed canisters; (6) inspection and testing requirements for wastes; (7) canister criteria; (8) spent fuel selection for delivery; and (9) defense and commercial high-level waste packages. 14 refs., 27 figs.

    This report describes an architecture and implementation for doing group key management over a data communications network. The architecture describes a protocol for establishing a shared encryption key among an authenticated and authorized collection of network entities. Group access requires one or more authorization certificates. The implementation includes a simple public key and certificate infrastructure. Multicast is used for some of the key management messages. An application programming interface multiplexes key management and user application messages. An implementation using the new IP security protocols is postulated. The architecture is compared with other group key management proposals, and the performance and the limitations of the implementation are described.

BeStMan is a Java implementation of SRM functionality by the Scientific Data Management Group at LBNL.     Microgrids are a focus of localized energy production that support resiliency, security, local con- trol, and increased access to renewable resources (among other potential benefits). The Smart Power Infrastructure Demonstration for Energy Reliability and Security (SPIDERS) Joint Capa- bility Technology Demonstration (JCTD) program between the Department of Defense (DOD), Department of Energy (DOE), and Department of Homeland Security (DHS) resulted in the pre- liminary design and deployment of three microgrids at military installations. This paper is focused on the analysis process and supporting software used to determine optimal designs for energy surety microgrids (ESMs) in the SPIDERS project. There are two key pieces of software, an ex- isting software application developed by Sandia National Laboratories (SNL) called Technology Management Optimization (TMO) and a new simulation developed for SPIDERS called the per- formance reliability model (PRM). TMO is a decision support tool that performs multi-objective optimization over a mixed discrete/continuous search space for which the performance measures are unrestricted in form. The PRM is able to statistically quantify the performance and reliability of a microgrid operating in islanded mode (disconnected from any utility power source). Together, these two software applications were used as part of the ESM process to generate the preliminary designs presented by SNL-led DOE team to the DOD.     CH2M HILL Plateau Remediation Company (CH2M HILL) is the U.S. Department of Energy (DOE) prime contractor responsible for the environmental cleanup of the Hanford Site Central Plateau. As part of this responsibility, the CH2M HILL is faced with the task of complying with thousands of environmental requirements which originate from over 200 federal, state, and local laws and regulations, DOE Orders, waste management and effluent discharge permits, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) response and Resource Conservation and Recovery Act (RCRA) corrective action documents, and official regulatory agency correspondence. The challenge is to manage this vast number of requirements to ensure they are appropriately and effectively integrated into CH2M HILL operations. Ensuring compliance with a large number of environmental requirements relies on an organization’s ability to identify, evaluate, communicate, and verify those requirements. To ensure that compliance is maintained, all changes need to be tracked. The CH2M HILL identified that the existing system used to manage environmental requirements was difficult to maintain and that improvements should be made to increase functionality. CH2M HILL established an environmental requirements management procedure and tools to assure that all environmental requirements are effectively and efficiently managed. Having a complete and accurate set of environmental requirements applicable to CH2M HILL operations will promote a more efficient approach to: • Communicating requirements • Planning work • Maintaining work controls • Maintaining compliance

SRMs support protocol negotiation and reliable replication mechanism. The SRM standard supports independent SRM implementations, allowing for a uniform access to heterogeneous storage elements. SRMs allow site-specific policies at each location. Resource Reservations made through SRMs have limited lifetimes and allow for automatic collection of unused resources thus preventing clogging of storage systems with ''orphan'' files. At Fermilab, data handling systems use the SRM management interface to the dCache Distributed Disk Cache [5,6] and the Enstore Tape Storage System [15] as key components to satisfy current and future user requests [4]. The SAM project offers the SRM interface for its internal caches as well.

    Oil field management systems and methods for managing operation of one or more wells producing a high void fraction multiphase flow. The system includes a differential pressure flow meter which samples pressure readings at various points of interest throughout the system and uses pressure differentials derived from the pressure readings to determine gas and liquid phase mass flow rates of the high void fraction multiphase flow. One or both of the gas and liquid phase mass flow rates are then compared with predetermined criteria. In the event such mass flow rates satisfy the predetermined criteria, a well control system implements a correlating adjustment action respecting the multiphase flow. In this way, various parameters regarding the high void fraction multiphase flow are used as control inputs to the well control system and thus facilitate management of well operations.

    Water is a plentiful, renewable resource if it is properly managed. The US allocates 82% of its water to agriculture, 10% to industries and utilities. American farmers are beginning to adopt water-conserving techniques long used in the world's arid regions because past profligate use and recent droughts lowered both water tables and farm productivity. Runoff and pollution are responsible for much of the waste of usable water. Because of local water shortages, there is interest in drip irrigation, setting aside more land for reservoirs, and other conservation techniques to ensure adequate supplies for industrial development and economic growth. American faith in technology has led to schemes for desalination, cloud seeding, iceberg towing, and aquifer recharging, as well as the existing system of dams. Proper management of river basins is an important step in the process. 1 figure. (DCK)

    Soil organic matter (S)M) is an essential attribute of soil quality with a key role in soil conservation and sustainable agriculture. Many practices-some involving land use changes-have been shown to increase SOM and thus received considerable attention for their possible role in climate change mitigation. Carbon sequestration in managed soils occurs when there is a net removal of atmospheric CO2 because of the balance between carbon inputs (net primary productivity) and outputs (soil respiration, management-related C emissions). Soil C sequestration has the additional appeal that all its practices conform to principles of sustainable agriculture (e.g., reduced tillage, erosion control, diverse cropping systems, improved soil fertility). Long-term field experiments have been instrumental to increase our understanding of SOM dynamics. This chapter presents fundamental concepts to guide readers on the role of SOM in sustainable agriculture and climate change mitigation.
