    The Department of Energy Atmospheric Radiation Measurement (ARM) Program is a climate research user facility operating stationary ground sites that provide long-term measurements of climate relevant properties, mobile ground- and ship-based facilities to conduct shorter field campaigns (6-12 months), and the ARM Aerial Facility (AAF). The airborne observations acquired by the AAF enhance the surface-based ARM measurements by providing high-resolution in-situ measurements for process understanding, retrieval-algorithm development, and model evaluation that are not possible using ground- or satellite-based techniques. Several ARM aerial efforts were consolidated into the AAF in 2006. With the exception of a small aircraft used for routine measurements of aerosols and carbon cycle gases, AAF at the time had no dedicated aircraft and only a small number of instruments at its disposal. In this "virtual hangar" mode, AAF successfully carried out several missions contracting with organizations and investigators who provided their research aircraft and instrumentation. In 2009, AAF started managing operations of the Battelle-owned Gulfstream I (G-1) large twin-turboprop research aircraft. Furthermore, the American Recovery and Reinvestment Act of 2009 provided funding for the procurement of over twenty new instruments to be used aboard the G-1 and other AAF virtual-hangar aircraft. AAF now executes missions in the virtual- and real-hangar mode producing freely available datasets for studying aerosol, cloud, and radiative processes in the atmosphere. AAF is also engaged in the maturation and testing of newly developed airborne sensors to help foster the next generation of airborne instruments.

    The Atmospheric Radiation Measurement (ARM) Program is the largest global change research program supported by the U.S. Department of Energy. The primary goal of the ARM Program is to improve the treatment of cloud and radiation physics in global climate models in order to improve the climate simulation capabilities of these models. ARM data is collected both through permanent monitoring stations and field campaigns around the world. Airborne measurements required to answer science questions from researchers or to validate ground data are also collected. To find data from all categories of aerial operations, follow the links from the AAF information page at http://www.arm.gov/sites/aaf. Tables of information will provide start dates, duration, lead scientist, and the research site for each of the named campaigns. The title of a campaign leads, in turn, to a project description, contact information, and links to the data. Users will be requested to create a password, but the data files are free for viewing and downloading. The ARM Archive physically resides at the Oak Ridge National Laboratory.

    Through the ARM Program, the DOE funded the development of several highly instrumented ground stations for studying cloud formation processes and their influence on radiative transfer, and for measuring other parameters that determine the radiative properties of the atmosphere. This scientific infrastructure, and resultant data archive, is a valuable national and international asset for advancing scientific knowledge of Earth systems. In fiscal year (FY) 2003, the DOE designated ARM sites as a national scientific user facility: the ARM Climate Research (ACRF). The ACRF has enormous potential to contribute to a wide range interdisciplinary science in areas such as meteorology, atmospheric aerosols, hydrology, biogeochemical cycling, and satellite validation, to name only a few.

    The Atmospheric Radiation Measurement (ARM) program (www.arm.gov) is a Department of Energy, Office of Science, climate research user facility that provides atmospheric observations from diverse climatic regimes around the world. Use of ARM data is free and available to anyone through the ARM data archive. ARM is approaching 20 years of operations. In recent years, the facility has grown to add two mobile facilities and an aerial facility to its network of fixed-location sites. Over the past year, ARM has enhanced its observational capabilities with a broad array of new instruments at its fixed and mobile sites and the aerial facility. Instruments include scanning millimeter- and centimeter-wavelength radars; water vapor, cloud/aerosol extinction, and Doppler lidars; a suite of aerosol instruments for measuring optical, physical, and chemical properties; instruments including eddy correlation systems to expand measurements of the surface and boundary layer; and aircraft probes for measuring cloud and aerosol properties. Taking full advantage of these instruments will involve the development of complex data products. This work is underway but will benefit from engagement with the broader scientific community. In this article we will describe the current status of the ARM program with an emphasis on developments over the past eight years since ARM was designated a DOE scientific user facility. We will also describe the new measurement capabilities and provide thoughts for how these new measurements can be used to serve the climate research community with an invitation to the community to engage in the development and use of these data products.

    Like a rock that slowly wears away beneath the pressure of a waterfall, planet earth?s climate is almost imperceptibly changing. Glaciers are getting smaller, droughts are lasting longer, and extreme weather events like fires, floods, and tornadoes are occurring with greater frequency. Why? Part of the answer is clouds and the amount of solar radiation they reflect or absorb. These two factors clouds and radiative transfer represent the greatest source of error and uncertainty in the current generation of general circulation models used for climate research and simulation. The U.S. Global Change Research Act of 1990 established an interagency program within the Executive Office of the President to coordinate U.S. agency-sponsored scientific research designed to monitor, understand, and predict changes in the global environment. To address the need for new research on clouds and radiation, the U.S. Department of Energy (DOE) established the Atmospheric Radiation Measurement (ARM) Program. As part of the DOE?s overall Climate Change Science Program, a primary objective of the ARM Program is improved scientific understanding of the fundamental physics related to interactions between clouds and radiative feedback processes in the atmosphere.

    The ARM Mobile Facility Surface Meteorology station (AMF MET) uses mainly conventional in situ sensors to obtain 1-minute statistics of surface wind speed, wind direction, air temperature, relative humidity, barometric pressure, and rain-rate. Additional sensors may be added to or removed from the base set of sensors depending upon the deployment location, climate regime or programmatic needs. Additionally, sensor types may change depending upon the climate regime of the deployment. These changes/additions are noted in the Deployment Locations and History section.

    USDOE performed a (CERCLA) non-time critical removal (NTCR) action at the Small Arms Training Area (SATA) Site Evaluation Area (SEA) located at the Savannah River Site (SRS), in Aiken, South Carolina. From 1951 to May 2010, the SATA was used as a small weapons practice and qualifying firing range. The SATA consisted of 870.1 ha (2,150 ac) of woodlands and open field, of which approximately 2.9 ha (7.3 ac) were used as a firing range. The SATA facility was comprised of three small arms ranges (one static and two interactive), storage buildings for supplies, a weapons cleaning building, and a control building. Additionally, a 113- m (370-ft) long earthen berm was used as a target backstop during live-fire exercises. The berm soils accumulated a large amount of spent lead bullets in the berm face during the facilities 59- years of operation. The accumulation of lead was such that soil concentrations exceeded the U.S. Environmental Protection Agency (USEPA) residential and industrial worker regional screening levels (RSLs). The RSL threshold values are based on standardized exposure scenarios that estimate contaminant concentrations in soil that the USEPA considers protective of humans over a lifetime. For the SATA facility, lead was present in soil at concentrations that exceed both the current residential (400 mg/kg) and industrial (800 mg/kg) RSLs. In addition, the concentration of lead in the soil exceeded the Toxicity Characteristic Leaching Procedure (TCLP) (40 Code of Federal Regulations [CFR] 261.24) regulatory limit. The TCLP analysis simulates landfill conditions and is designed to determine the mobility of contaminants in waste. In addition, a principal threat source material (PTSM) evaluation, human health risk assessment (HHRA), and contaminant migration (CM) analysis were conducted to evaluate soil contamination at the SATA SEA. This evaluation determined that there were no contaminants present that constitute PTSM and the CM analysis revealed that no

    The Atmospheric Radiation Measurement (ARM) Program was created in 1989 with funding from the U.S. Department of Energy (DOE) to develop several highly instrumented ground stations to study cloud formation processes and their influence on radiative transfer. In 2003, the ARM Program became a national scientific user facility, known as the ARM Climate Research Facility. This scientific infrastructure provides for fixed sites, mobile facilities, an aerial facility, and a data archive available for use by scientists worldwide through the ARM Climate Research Facility—a scientific user facility. The ARM Climate Research Facility currently operates more than 300 instrument systems that provide ground-based observations of the atmospheric column. To keep ARM at the forefront of climate observations, the ARM infrastructure depends heavily on instrument scientists and engineers, also known as lead mentors. Lead mentors must have an excellent understanding of in situ and remote-sensing instrumentation theory and operation and have comprehensive knowledge of critical scale-dependent atmospheric processes. They must also possess the technical and analytical skills to develop new data retrievals that provide innovative approaches for creating research-quality data sets.     This document is an assessment of the noise, vibration, and overpressure effects and fragmentation hazards of the operation of the Sandia National Laboratories Sol de Mete Aerial Cable Facility (ACF). Major noise sources associated with project operations and considered in this report include rocket motors, chemical explosions, 3-inch gun, 20-mm gun, vehicular traffic, and engines of electricity generators. In addition, construction equipment noise is considered. Noise exposure of ACF personnel is expressed as the equivalent sound level for the 8-hour work day, and is computed by scaling to the proper distance and combining the appropriate noise values for continuously operating equipment such as vehicles and generators. Explosions and gun firings are impulsive events, and overpressures are predicted and expressed as decibel (dB) at the control building, at other nearby facilities, at Sol se Mete. The conclusion reached in the noise analysis is that continuously operating equipment would not produce a serious noise hazard except in the immediate vicinity of the electricity generators and heavy equipment where hearing protection devices should be used. Rocket motors, guns, and detonations of less than 54 kilograms (kg) (120 lb) of explosives would not produce noise levels above the threshold for individual protection at the control building, other nearby test areas, or Sol se Mete Spring. Rare tests involving explosive weights between 54 and 454 kg (120 and 1,000 lb) could produce impulsive noise levels above 140 dB that would require evacuation or other provision for individual hearing protection at the ACF control building and at certain nearby facilities not associated with ACF. Other blast effects including overpressure, ground vibration, and fragmentation produce hazard radii that generally are small than the corresponding noise hazard radius, which is defined as the distance at which the predicted noise level drops to 140 dB.

    The air quality implications of the test and evaluation activities at the Sandia National Laboratories Sol se Mete Aerial Cable Facility are examined. All facets of the activity that affect air quality are considered. Air contaminants produced directly include exhaust products of rocket motors used to accelerate test articles, dust and gas from chemical explosives, and exhaust gases from electricity generators in the test arenas. Air contaminants produced indirectly include fugitive dust and exhaust contaminants from vehicles used to transport personnel and material to the test area, and effluents produced by equipment used to heat the project buildings. Both the ongoing program and the proposed changes in the program are considered. Using a reliable estimate of th maximum annual testing level, the quantities of contaminants released by project activities ar computed either from known characteristics of test items or from EPA-approved emission factors Atmospheric concentrations of air contaminants are predicted using EPA dispersion models. The predicted quantities and concentrations are evaluated in relation to Federal, New Mexico, an Bernalillo County air quality regulations and the human health and safety standards of the American Conference of Governmental Industrial Hygienists.

    This report provides results of a comprehensive biological field survey performed on the Sandia National Laboratories Aerial Cable Facility, at the east end of Kirtland Air Force Base (KAFB), Bernalillo County, New Mexico. This survey was conducted late September through October, 1991. ACF occupies a 440-acre tract of land withdrawn by the US Forest Service (USFS) for use by KAFB, and in turn placed under operational control of SNL by the Department of Energy (DOE). All land used by SNL for ACF is part of a 15,851-acre tract of land withdrawn by the US Forest Service. In addition, a number of different organizations use the 15,851-acre area. The project area used by SNL encompasses portions of approximately six sections (3,840 acres) of US Forest Service land located within the foothills of the west side of the Manzano Mountains (East Mesa). The biological study area is used by the KAFB, the US Department of Interior, and SNL. This area includes: (1) Sol se Mete Springs and Canyon, (2) East Anchor Access Road, (3) East Anchor Site, (4) Rocket Sled Track, (5) North Arena, (6) East Instrumentation Site and Access Road, (7) West Anchor Access Road, (8) West Anchor Site, (9) South Arena, (10) Winch Sites, (11) West Instrumentation Sites, (12) Explosive Assembly Building, (13) Control Building, (14) Lurance Canyon Road and vicinity. Although portions of approximately 960 acres of withdrawn US Forest Service land have been altered, only 700 acres have been disturbed by activities associated with ACF; approximately 2,880 acres consist of natural habitat. Absence of grazing by livestock and possibly native ungulates, and relative lack of human disturbance have allowed this area to remain in a more natural vegetative state relative to the condition of private range lands throughout New Mexico. This report evaluates threatened and endangered species found on ACF, as well as a comprehensive assessment of biological habitats.

    Matching observed diurnal cycles is a fundamental yet extremely complex test for models. High temporal resolution measurements of surface turbulent heat fluxes and boundary layer properties are required to evaluate the daytime evolution of the boundary layer and its sensitivity to land-atmosphere coupling. To address this need, (12) one-day intensive observing periods (IOP) with enhanced radiosonding will be carried out at the ARM Southern Great Plains (SGP) Central Facility (CF) during summer 2015. Each IOP will comprise a single launch to correspond with the nighttime overpass of the A-Train of satellites (~0830 UTC) and hourly launches during daytime beginning from 1130 UTC and ending at 2130 UTC. At 3-hourly intervals (i.e., 1140 UTC, 1440 UTC, 1740 UTC, and 2040 UTC) a duplicate second radiosonde will be launched 10 minutes subsequent to launch of the on-hour radiosonde for the purpose of assessing horizontal atmospheric variability. In summary, each IOP will have a 14-sounding supplement to the 6-hourly operational sounding schedule at the ARM-SGP CF. The IOP days will be decided before sunset on the preceding day, according to the judgment of the PI’s and taking into consideration daily weather forecasts and the operability of complimentary ARM-SGP CF instrumentation. An overarching goal of the project is to address how ARM could better observe land-atmosphere coupling to support the evaluation and refinement of coupled weather and climate models.

    This research project designed to investigate how atmospheric remote sensing technology can best be applied to the characterization of the cloudy atmosphere. Our research program addresses basic atmospheric remote sensing questions, but at the same time is clearly directed toward providing information crucial to the ARM (Atmospheric Remote Sensing) program and for application to the Clouds and Radiation Testbed (CART). The instrumentation that is being brought into play includes a variety of art-of-the-art sensors. Available at NOAA WPL are polarization Doppler K{sub a}-band (0.86 mm) and X-band (3.2 cm) radars, a C0{sub 2}(10.6 {mu}m) Doppler lidar with sequential ' polarization measurement capabilities, a three-channel (20.6, 31.65 and 90 GHz) microwave radiometer, and variety of visible and infrared radiometers. Instrumentation at the University of Utah Facility for Atmospheric Remote Sensing (FARS) includes a polarization ruby (0.643 {mu}m) lidar, a narrow-beam (0.14{degree}) mid-infrared (9.5--11.5 {mu}m) radiometer coaligned with the lidar, several other radiometers in the visible and infrared spectral regions, and an advanced two-color (1.06 and 0.532 {mu}m), four-channel Polarization Diversity Lidar (PDL) and all-sky video imaging system that have only recently been developed under the ARM IDP.

    The Clouds, Aerosol, and Precipitation in the Marine Boundary Layer (CAP-MBL) deployment at Graciosa Island in the Azores generated a 21-month (April 2009-December 2010) comprehensive dataset documenting clouds, aerosols, and precipitation using the Atmospheric Radiation Measurement Program (ARM) Mobile Facility (AMF). The scientific aim of the deployment is to gain improved understanding of the interactions of clouds, aerosols, and precipitation in the marine boundary layer. Graciosa Island straddles the boundary between the subtropics and midlatitudes in the Northeast Atlantic Ocean and consequently experiences a great diversity of meteorological and cloudiness conditions. Low clouds are the dominant cloud type, with stratocumulusmore » and cumulus occurring regularly. Approximately half of all clouds contained precipitation detectable as radar echoes below the cloud base. Radar and satellite observations show that clouds with tops from 1-11 km contribute more or less equally to surface-measured precipitation at Graciosa. A wide range of aerosol conditions was sampled during the deployment consistent with the diversity of sources as indicated by back-trajectory analysis. Preliminary findings suggest important two-way interactions between aerosols and clouds at Graciosa, with aerosols affecting light precipitation and cloud radiative properties while being controlled in part by precipitation scavenging.The data from Graciosa are being compared with short-range forecasts made with a variety of models. A pilot analysis with two climate and two weather forecast models shows that they reproduce the observed time-varying vertical structure of lower-tropospheric cloud fairly well but the cloud-nucleating aerosol concentrations less well.     The Earth’s surface temperature is determined by the balance between incoming solar radiation and thermal (or infrared) radiation emitted by the Earth back to space. Changes in atmospheric composition, including greenhouse gases, clouds, and aerosols can alter this balance and produce significant climate change. Global climate models (GCMs) are the primary tool for quantifying future climate change; however, there remain significant uncertainties in the GCM treatment of clouds, aerosol, and their effects on the Earth’s energy balance. The 2007 assessment (AR4) by the Intergovernmental Panel on Climate Change (IPCC) reports a substantial range among GCMs in climate sensitivity to greenhouse gas emissions. The largest contributor to this range lies in how different models handle changes in the way clouds absorb or reflect radiative energy in a changing climate (Solomon et al. 2007). In 1989, the U.S. Department of Energy (DOE) Office of Science created the Atmospheric Radiation Measurement (ARM) Program within the Office of Biological and Environmental Research (BER) to address scientific uncertainties related to global climate change, with a specific focus on the crucial role of clouds and their influence on the transfer of radiation in the atmosphere. To address this problem, BER has adopted a unique two-pronged approach: * The ARM Climate Research Facility (ACRF), a scientific user facility for obtaining long-term measurements of radiative fluxes, cloud and aerosol properties, and related atmospheric characteristics in diverse climate regimes. * The ARM Science Program, focused on the analysis of ACRF data to address climate science issues associated with clouds, aerosols, and radiation, and to improve GCMs. This report describes accomplishments of the BER ARM Program toward addressing the primary uncertainties related to climate change prediction as identified by the IPCC.

    The Atmospheric Radiation Measurement (ARM) Climate Research Facility (ACRF) is a U.S. Department of Energy, Office of Science, Office of Biological and Environmental Research national user facility. With multi-laboratory management of distributed facilities worldwide, the ACRF does not fit the mold of a traditional user facility located at a national laboratory. The ACRF provides the world's most comprehensive 24/7 observational capabilities for obtaining atmospheric data specifically for climate change research. Serving nearly 5,000 registered users from 15 federal and state agencies, 375 universities, and 67 countries, the ACRF Data Archive collects and delivers over 5 terabytes of data per month to its users. The ACRF users provide critical information about cloud formation processes, water vapor, and aerosols, and their influence on radiative transfer in the atmosphere. This information is used to improve global climate model predictions of climate change.

    Clouds represent a critical component of the Earth’s atmospheric energy balance as a result of their interactions with solar and terrestrial radiation and a redistribution of heat through convective processes and latent heating. Despite their importance, clouds and the processes that control their development, evolution and lifecycle remain poorly understood. Consequently, the simulation of clouds and their associated feedbacks is a primary source of inter-model differences in equilibrium climate sensitivity. An important step in improving the representation of cloud process simulations is an improved high-resolution observational data set of the cloud systems including their time evolution. The first order quantity needed to understand the important role of clouds is the height of cloud occurrence and how it changes as a function of time. To this end, the Atmospheric Radiation Measurement (ARM) Climate Research Facilities (ACRF) suite of instrumentation has been developed to make the observations required to improve the representation of cloud systems in atmospheric models.

    This research project designed to investigate how atmospheric remote sensing technology can best be applied to the characterization of the cloudy atmosphere. Our research program addresses basic atmospheric remote sensing questions, but at the same time is clearly directed toward providing information crucial to the ARM (Atmospheric Remote Sensing) program and for application to the Clouds and Radiation Testbed (CART). The instrumentation that is being brought into play includes a variety of art-of-the-art sensors. Available at NOAA WPL are polarization Doppler K{sub a}-band (0.86 mm) and X-band (3.2 cm) radars, a C0{sub 2}(10.6 {mu}m) Doppler lidar with sequential ` polarization measurement capabilities, a three-channel (20.6, 31.65 and 90 GHz) microwave radiometer, and variety of visible and infrared radiometers. Instrumentation at the University of Utah Facility for Atmospheric Remote Sensing (FARS) includes a polarization ruby (0.643 {mu}m) lidar, a narrow-beam (0.14{degree}) mid-infrared (9.5--11.5 {mu}m) radiometer coaligned with the lidar, several other radiometers in the visible and infrared spectral regions, and an advanced two-color (1.06 and 0.532 {mu}m), four-channel Polarization Diversity Lidar (PDL) and all-sky video imaging system that have only recently been developed under the ARM IDP.

    Extended, high-resolution measurements of vertical air motion and median volume drop diameter D0 in widespread precipitation from three diverse Atmospheric Radiation Measurement Program (ARM) locations [Lamont, Oklahoma, Southern Great Plains site (SGP); Niamey, Niger; and Black Forest, Germany] are presented. The analysis indicates a weak (0-10 cm{sup -1}) downward air motion beneath the melting layer for all three regions, a magnitude that is to within the typical uncertainty of the retrieval methods. On average, the hourly estimated standard deviation of the vertical air motion is 0.25 m s{sup -1} with no pronounced vertical structure. Profiles of D0 vary according to region and rainfall rate. The standard deviation of 1-min-averaged D0 profiles for isolated rainfall rate intervals is 0.3-0.4 mm. Additional insights into the form of the raindrop size distribution are provided using available dual-frequency Doppler velocity observations at SGP. The analysis suggests that gamma functions better explain paired velocity observations and radar retrievals for the Oklahoma dataset. This study will be useful in assessing uncertainties introduced in the measurement of precipitation parameters from ground-based and spaceborne remote sensors that are due to small-scale variability.
