    This Basic Data Report for the Defense Waste Processing Facility (DWPF)--Sludge Plant was prepared to supplement the Technical Data Summary. Jointly, the two reports were intended to form the basis for the design and construction of the DWPF. To the extent that conflicting information may appear, the Basic Data Report takes precedence over the Technical Data Summary. It describes project objectives and design requirements. Pertinent data on the geology, hydrology, and climate of the site are included. Functions and requirements of the major structures are described to provide guidance in the design of the facilities. Revision 9 of the Basic Data Report was prepared to eliminate inconsistencies between the Technical Data Summary, Basic Data Report and Scopes of Work which were used to prepare the September, 1982 updated CAB. Concurrently, pertinent data (material balance, curie balance, etc.) have also been placed in the Basic Data Report. It is intended that these balances be used as a basis for the continuing design of the DWPF even though minor revisions may be made in these balances in future revisions to the Technical Data Summary.

    This report has been prepared to make available and archive the background scientific data and related information collected on groundwater during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The U.S. Department of Energy (DOE) published a notice in the Federal Register on May 17,1994 (Fed Regis. 5925638), withdrawing its notice of intent (Fed. Regis. 575433) of February 14,1992, to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The background scientific data and related information presented in this report were collected for the geothermal resource subzones in the Puna District on the island of Hawaii. The scientific background data and related information is being made available for use by others in conducting future scientific research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts. This paper summarizes the current state of knowledge with respect to groundwater in the Puna District of the island of Hawaii (hereinafter referred to as Hawaii). Groundwater quality inside and outside the lower east rift zone (LERZ) of Kilauea is compared with that of meteoric water, seawater, and geothermal fluid. The degree of mixing between meteoric water, sea water, and geothermal water in and adjacent to the LERZ also is discussed. Finally, groundwater pathways and use in the Puna District are discussed. Most of the information contained herein is compiled from recent U.S. Geological Survey publications and open-file reports.

  8. Annual emissions and air-quality impacts of an urban area district-heating system: Boston case study

    A district-heating system, based on thermal energy from power plants retrofitted to operate in the cogeneration mode, is expected to improve local air quality. This possibility has been examined by comparing the emissions of five major atmospheric pollutants, i.e., particulates, sulfur oxides, carbon monoxide, hydrocarbons, and nitrogen oxides, from the existing heating and electric system in the City of Boston with those from a proposed district heating system. Detailed, spatial distribution of existing heating load and fuel mix is developed to specify emissions associated with existing heating systems. Actual electric-power-plant parameters and generation for the base year are specified. Additional plant fuel consumption and emissions resulting from cogeneration operation have been estimated. Six alternative fuel-emissions-control scenarios are considered. The average annual ground-level concentrations of sulfur oxides are calculated using a modified form of the EPA's Climatological Dispersion Model. This report describes the methodology, the results and their implications, and the areas for extended investigation. The initial results confirm expectations. Average sulfur oxides concentrations at various points within and near the city drop by up to 85% in the existing fuels scenarios and by 95% in scenarios in which different fuels and more-stringent emissions controls at the plants are used. These reductions are relative to concentrations caused by fuel combustion for heating and large commercial and industrial process uses within the city and Boston Edison Co. electric generation.

    On September 5th and 6th, 2012, the Dynamic Defense Workshop: From Research to Practice brought together researchers from academia, industry, and Sandia with the goals of increasing collaboration between Sandia National Laboratories and external organizations, de ning and un- derstanding dynamic, or moving target, defense concepts and directions, and gaining a greater understanding of the state of the art for dynamic defense. Through the workshop, we broadened and re ned our de nition and understanding, identi ed new approaches to inherent challenges, and de ned principles of dynamic defense. Half of the workshop was devoted to presentations of current state-of-the-art work. Presentation topics included areas such as the failure of current defenses, threats, techniques, goals of dynamic defense, theory, foundations of dynamic defense, future directions and open research questions related to dynamic defense. The remainder of the workshop was discussion, which was broken down into sessions on de ning challenges, applications to host or mobile environments, applications to enterprise network environments, exploring research and operational taxonomies, and determining how to apply scienti c rigor to and investigating the eld of dynamic defense.

    K/Ar dates and oxygen isotope data were obtained on 13 clay separates (<2 ..mu..m) of thermally altered mafic and silicic rocks from the Cochiti mining district (SE Jemez Mountains) and Continental Scientific Drilling Project (CSDP) core hole VC-2A (Sulphur Springs, Valles caldera). Illite with K/sub 2/O contents of 6.68%--10.04% is the dominant clay in the silicic rocks, whereas interstratified illite/smectites containing 1.4%--5.74% K/sub 2/O constitute the altered andesites. Two hydrothermal alteration events are recognized at the Cochiti area (8.07 m.y., n = 1, and 6.5--5.6 m.y., n = 6). The older event correlates with the waning stages of Paliza Canyon Formation andesite volcanism (greater than or equal to13 to less than or equal to8.5 m.y.), whereas the younger event correlates with intrusions and gold- and silver-bearing quartz veins associated with the Bearhead Rhyolite (7.54--5.8 m.y.). The majority of K/Ar dates in the hydrothermally altered, caldera-fill rocks of core hole VC-2A (0.83--0.66 m.y., n = 4) indicate that hydrothermal alteration developed contemporaneously with resurgence and ring fracture Valles Rhyolite domes (0.89--0.54 m.y.). One date of 0 +- 0.10 m.y. in acid-altered landslide debris of postcaldera tuffs from the upper 13 m of the core hole probably correlates with Holocene hydrothermal activity possibly associated with the final phases of the Valles Rhyolite (0.13 m.y.).

    Indonesia has a wealth of natural assets is so large to be managed and utilized, either from its own local government and local communities, especially in the mining sector. However, mining activities can change the state of the surface layer of the earth that have a high impact disaster risk. This could threaten the safety and disrupt human life, environmental damage, loss of property, and the psychological impact, sulking to the rule of law no 24 of 2007. That's why we strive to manage and minimize the risk of mine disasters in the region, how to use the method of calculation of Amplification Factor (AF) from the analysis based microtremor sulking Kanai and Nakamura, and decision systems were tested by analysis of ANP. Based on the amplification factor and Analytical Network Processing (ANP) obtained, some points showed instability in the surface layer of a mining area include the site of the TP-7, TP-8, TP-9, TP-10, (Birowo2). If in terms of structure, location indicated unstable due to have a sloping surface layer, resulting in the occurrence of landslides and earthquake risk is high. In the meantime, other areas of the mine site can be said to be a stable area.

    This report presents the results of preliminary assessment (PA) conducted by Argonne National Laboratory at the Massachusetts Army National Guard property near Wayland, Massachusetts. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in respond to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining sites activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Wayland Army National Guard Army property, Phase I of the Department of Defense Installation Restoration Program.

The report includes information about the two local governments that participated in the project - the City of Boise, Idaho and the Boise Warm Springs Water District. It also discusses the federal funding sources; the financial studies; the feasibility studies conducted; the general system planning and design; design of detailed system components; the legal issues involved in production; geological analysis of the resource area; distribution and disposal; the program to market system services; and the methods of retrofitting buildings to use geothermal hot water for space heating. Technically this report describes the Boise City district heating system based on 170/sup 0/F water, a 4000 gpm production system, a 41,000 foot pipeline system, and system economies.     Highlights: • LCA analysis of two option for residual waste management. • Exploitation of mechanical physical sorting facility for extracting recyclable from RMSW. • Processing the mechanically sorted organic fraction in bioreactor landfill. • Sensitivity analysis demonstrate high influence for impact assessment of substitution ratio for recycle materials. - Abstract: Starting from an existing waste management district without thermal treatment facilities, two different management scenarios for residual waste were compared by life cycle assessment (LCA). The adoption of a bioreactor landfill for managing the mechanically sorted organic fraction instead of bio-stabilization led to reduction of global warming and fresh water eutrophication by 50% and 10%, respectively. Extraction of recyclables from residual waste led to avoided emissions for particulate matter, acidification and resource depletion impact categories. Marginal energy and the amount of energy recovered from landfill gas marginally affected the LCA results. On the contrary the quality of the recyclables extracted can significantly modify the eco profile of the management schemes.

    Many common cyber defenses (like firewalls and IDS) are as static as trench warfare allowing the attacker freedom to probe them at will. The concept of Moving Target Defense (MTD) adds dynamism to the defender side, but puts the systems to be defended themselves in motion, potentially at great cost to the defender. An alternative approach is a mobile resilient defense that removes attackers’ ability to rely on prior experience without requiring motion in the protected infrastructure itself. The defensive technology absorbs most of the cost of motion, is resilient to attack, and is unpredictable to attackers. The Ant-Based Cyber Defense (ABCD) is a mobile resilient defense providing a set of roaming, bio-inspired, digital-ant agents working with stationary agents in a hierarchy headed by a human supervisor. The ABCD approach provides a resilient, extensible, and flexible defense that can scale to large, multi-enterprise infrastructures like the smart electric grid.

The use of district cooling, in which cold water or steam is pumped to absorption chillers and then to buildings via a central community chiller plant, is growing strongly in the US. In Chicago, San Diego, Pittsburgh, Baltimore, and elsewhere, independent district-energy companies and utilities are refurbishing neglected district-heating systems and adding district cooling, a technology first developed approximately 35 years ago.

    An attempt is made at illustrating the many contributions to rock mechanics from US defense programs, over the past 30-plus years. Large advances have been achieved in the technology-base area covering instrumentation, material properties, physical modeling, constitutive relations and numerical simulations. In the applications field, much progress has been made in understanding and being able to predict rock mass behavior related to underground explosions, cratering, projectile penetration, and defense nuclear waste storage. All these activities stand on their own merit as benefits to national security. But their impact is even broader, because they have found widespread applications in the non-defense sector; to name a few: the prediction of the response of underground structures to major earthquakes, the physics of the earth`s interior at great depths, instrumentation for monitoring mine blasting, thermo-mechanical instrumentation useful for civilian nuclear waste repositories, dynamic properties of earthquake faults, and transient large-strain numerical modeling of geological processes, such as diapirism. There is not pretense that this summary is exhaustive. It is meant to highlight success stories representative of DOE and DOD geotechnical activities, and to point to remaining challenges.

    Over the next twenty years, the Earth`s rain forests may decrease by forty percent! This paper presents a revolutionary corporate entity for the protection of those forests, the biological diversity conservation district (biodistricts). The underlying cause of rain forest destruction is unfettered competition for limited resources. The competitors are many: farmers, business, local and national governments, the biotechnology and ecotourism industries, multinational companies, public utilities, and indigenous groups. To varying degrees, all compete within the marketplace. biodistricts will bring together two forces once thought to be antithetical: conservation an development. They will be set up in corporate form, owned and controlled by groups claiming access to the forest resources. Because the various groups will fight for the same resources habitats, ecosystems, and genetic diversity-each will prevent the others from destroying them. The district members will ensure that all businesses maintain sustainable development practices because the economic success of the district depends upon the area`s natural beauty and biological diversity. This paper analyzes the effects on the culture, politics, economy and conservation there. It will conclude that the comprehensive approach taken by biodistricts is the only method for solving the problem of rain forest destruction; that it is economically feasible, culturally viable, and ethically defensible. By March 1, 1995, the paper will represent not only the culmination of eighteen months of research, writing and interviews regarding biological diversity conservation, but also the impetus to push the thinking of environmentalists and business persons in a new direction, perhaps the only direction that will allow the nations of the world to protect their forests for the next twenty years and beyond.

    Maintaining the large-scale peace in a defense-dominated world necessarily will require not only passive but also active defenses against large-scale aggression that are technically feasible, practical and easy to employ -- and robust against perversion into support of aggression. Such peace maintenance tool-sets will feature means for effectively rebuking aggression as well as providing timely and very widely available seaming of aggression underway anywhere. This report discusses the technology base which currently exists to provide world-wide, high-quality imagery at moderate (5--10 meter) spatial resolution or imagery of 1% of the Earth`s land surface at high ({le} 1 meter) resolution no less frequently than daily, at a total cost of the order of $1 B, with operational capability in the later `90s. Such systems could provide timely warning of aggressive actions anywhere. Similarly, space-based means of defeating aggression conducted with even quite short-range ballistic missiles anywhere in the world could be brought into existence by the end of the `90s for a total cost of about $10 B, and small high-altitude, long flight-duration robotic aircraft carrying high-performance sensors and interceptor missilery could provide both seaming and active defenses against attacks conducted with very short range ballistic missiles, as well as attacks launched with air-breathing threats such as bombers and cruise missiles, for a cost per defended area of the order of $10/km{sup 2}. It appears that all of the associated sensors can find apt dual-use as high-performance systems for monitoring physical aspects of the human environment.

    Strategic missiles and weapons are proliferating rapidly; thus, the US and its Allies are likely to face both capable bilateral threats and multilateral configurations with complex coalitions for which defenses could be essential for stability. Current hit-to-kill interceptor and radar and infrared detection, track, and discrimination technology should suffice for limited threats, but it is necessary to meet those threats in time while maintaining growth potential for the more sophisticated threats likely to follow. National Missile Defense faces a confusing array of threats, programs, and alternatives, but the technologies in development are clearly an appropriate first step towards any of them. They are likely to succeed in the near term; the challenge is to retain flexibility to provide needed options in the mid and long terms.

    Supported by funds from this award, the District thoroughly explored the feasibility of a hydrothermal geothermal development within its service territory. The District successfully planned and drilled six exploratory geothermal wells and added significantly to the knowledge of the geology of the area. The Straight Creek Fault region, which was the sole location that showed significant potential for hydrothermal development in the District's service territory, was determined not to be feasible for development. The District subsequently expanded its search for geothermal development locations to include all of Washington State. Mount Baker has been identified as the area of the state with the greatest potential for geothermal development. Having gathered additional information about the Mount Baker region with support from this award, the District is actively pursuing exploration and development in the area.

    Plaintiff Rocky Mountain Oil and Gas Association, a non-profit trade association, brought suit against the Secretary of the Interior, challenging land management policies of the Department of the Interior which plaintiff contended have effectively prohibited oil and gas exploration in areas proposed as wilderness under the Federal Land Policy Management Act of 1976 (FLPMA). The principal issue at trial was Interior's interpretation of the wilderness study provisions contained in Section 603 of the Act, which directed that activities on oil and gas leases in proposed wilderness areas be managed so as to prevent impairment of wilderness values. The United States Court for the District of Wyoming, Kerr, J., held that strict application of the non-impairment standard of Section 603, FLPMA, by the Department of the Interior virtually halted oil and gas exploration in proposed wilderness areas, and is therefore statutorily erroneous, clearly contrary to Congressional intent, and counter-productive to public interest. The Trial Court's decision is being appealed to the Tenth Circuit Court of Appeals under the title Rocky Mountain Oil and Gas Association v. Watt. 91 references.

    The Federal Facilities compliance Act of 1992 directs all federal facilities including those under the auspices of the Department of Defense (DoD) to adhere to the ever growing number of environmental statutes. With a large percentage of the 1994 DoD budget dedicated to major acquisitions, it became apparent that an intensive study of the acquisition process was needed to identify milestone areas in which environmental protection requirements could be integrated. This paper provides a synopsis of the study which was undertaken to assist the DoD in understanding environmental considerations and complying with environmental legislation. The study utilized a three phased methodology which provided legislation analysis, process application, and guidance development. In phase one, over 25 Federal and 14 state environmental statutes and regulations, the tri-service regulations, and the DoD and EPA policy and procedures were analyzed. Phase two applied the environmental considerations and legislative analysis to the defense acquisition process, while phase three developed specific guidance to assist government personnel in their roles and responsibilities. The study resulted in the development of an expandable PC-based support system that integrated environmental protection considerations in the defense acquisition process and provided guidance to the responsible government official(s).

    An analysis of the geothermal resource at Lakeview, Oregon, indicates that a substantial resource exists in the area capable of supporting extensive residential, commercial and industrial heat loads. Good resource productivity is expected with water temperatures of 200{degrees}F at depths of 600 to 3000 feet in the immediate vicinity of the town. Preliminary district heating system designs were developed for a Base Case serving 1170 homes, 119 commercial and municipal buildings, and a new alcohol fuel production facility; a second design was prepared for a downtown Mini-district case with 50 commercial users and the alcohol plant. Capital and operating costs were determined for both cases. Initial development of the Lakeview system has involved conducting user surveys, well tests, determinations of institutional requirements, system designs, and project feasibility analyses. A preferred approach for development will be to establish the downtown Mini-district and, as experience and acceptance are obtained, to expand the system to other areas of town. Projected energy costs for the Mini-district are $10.30 per million Btu while those for the larger Base Case design are $8.20 per million Btu. These costs are competitive with costs for existing sources of energy in the Lakeview area.

    The National Defense Authorization Act for Fiscal Year 1994, Public Law No. 103-160, Section 1703 (50 USC 1522), mandates the consolidation of all Department of Defense chemical and biological (CB) defense programs. As part of this consolidation, the Secretary of Defense is directed to submit an assessment and a description of plans to improve readiness to survive, fight and win in a nuclear, biological and chemical (NBC) contaminated environment. This report contains modernization plan summaries that highlight the Department`s approach to improve current NBC defense equipment and resolve current shortcomings in the program. 50 USC 1522 has been a critical tool for ensuring the elimination of redundant programs, focusing funds on program priorities, and enhancing readiness. While many problems remain in consolidating the NBC defense program, significant and measurable progress has been made in fulfilling the letter and the intent of Congress. There has been a consolidation of the research, development and acquisition organizations for NBC defense, including the consolidation of all research, development, test and evaluation, and procurement funds for NBC defense. There has been significant progress in the development of Joint training, doctrine development, and requirements generation. Modernization and technology plans have been developed that will begin to show real savings and true consolidation of efforts among the Services. The fruits of these plans will be realized over the next few years as the public law has time to take effect and will result in the increased readiness of U.S. forces. The objective of the Department of Defense (DoD) NBC defense program is to enable our forces to survive, fight, and win in NBC warfare environments. Numerous rapidly changing factors continually influence the program and its management.

    The Department of Energy is directed to remove all radioactive wastes generated by the Manhattan Engineer District and the Atomic Energy Commission, as a result of the processing of uranium and thorium for use in nuclear weapons production, from St. Louis and St. Louis County, Missouri. The US DOE is further directed to transport the wastes to a nonurban site in Missouri for remediation and processing and to restore the properties from which the wastes have been removed to a condition capable of supporting industrial, commercial, recreational, or other appropriate uses.

    Both simulated alkaline defense wastes and simulated acidic defense wastes (formed by treating alkaline waste with formic acid) were successfully vitrified in direct liquid-fed melter experiments. The vitrification process was improved while using the formate-treated waste. Leach resistance was essentially the same. Off-gas entrainment was the primary mechanism for material exiting the melter. When formate waste was vitrified, the flow behavior of the off gas from the melter changed dramatically from an erratic surging behavior to a more quiet, even flow. Hydrogen and CO were detectable while processing formate feed; however, levels exceeding the flamability limits in air were never approached. Two types of melter operation were tested during the year, one involving boost power. Several boosting methods located within the melter plenum were tested. When lid heating was being used, water spray cooling in the off gas was required. Countercurrent spray cooling was more effective than cocurrent spray cooling. Materials of construction for the off-gas system were examined. Inconel-690 is preferred in the plenum area. Inspection of the pilot-scale melter found that corrosion of the K-3 refractory and Inconel-690 electrodes was minimal. An overheating incident occurred with the LFCM in which glass temperatures up to 1480/sup 0/C were experienced. Lab-scale vitrification tests to study mercury behavior were also completed this year. 53 figures, 63 tables.

    Owned and operated by large public electric utilities, district steam systems flourished in most northern US cities in the first half of this century. Following World War II, however, district steam systems became minor and, in some cases, unprofitable portions of the utilities' operations. Consequently, public utilities ceased promoting district steam to existing and potential customers, leading to the decline of their use. In recent years, district steam systems have been revitalized by independent enterprises that have the commitment and expertise to make these systems once again reliable and cost-effective energy sources. This paper reports on one such system, The St. Louis Steam Loop. The St. Louis steam loop consists of 22 miles of insulated underground steam piping encompassing a 400-square block area in the city's downtown business district. The loop is supplied with steam by the Ashley Plant, which was built in 1904 for the St. Louis World's Fair. Due to the rising cost of oil, which has been used to fuel the Ashley Plant since 1972, and the subsequent loss of customers, many people considered the steam system a dinosaur in the jet age. In 1982, Trigen-St. Louis Energy Corporation purchased the steam system and embarked on an aggressive campaign to upgrade all aspects of the system, including valves, piping, and meters. In 1999, Trigen-St. Louis will install an ISMW state-of-the-art combustion turbine cogenerator to provide 95% of the steam to the steam loop. A primary reason for the St. Louis Steam Loop's longevity is that it has reliably supplied steam to many downtown buildings for the better part of the 20th century.

    This paper presents a case study of the development of a multiple party cooperative agreement for a Formerly Used Defense Site (FUDS). The FUDS is located in the California Central Valley and was used as an Army Air Corps facility during World War II. Ground water contamination has been found in nearby public drinking water supply wells and the extent of contamination is currently being investigated. This paper will discuss various perspectives on the Cooperative Agreement. Those perspectives will include that of the California Department of Toxic Substances Control (Department), the lead state regulatory agency; the US Army Corps of Engineers Omaha District (USACE-Omaha), responsible for the Department of Defense (DOD) FUDS program for this site; and the City of Fresno, the current landowner. Further, this paper will discuss the site history, the regulatory history, the current status of the agreement, the current status of the site investigation, and plans for future activities at the site. The key issues of the Cooperative Agreement will also be discussed. Those key issues include: (1) the main points of contention between the various parties to the Cooperative Agreement; (2) problems encountered during the development of the Cooperative Agreement; and (3) how those points or problems were resolved. Finally, this paper summarizes the lessons learned with a brief retrospective of the parties` involvement in the process.

  16. Integrating district cooling with cogeneration

    Chillers can be driven with cogenerated thermal energy, thereby offering the potential to increase utilization of cogeneration throughout the year. However, cogeneration decreases electric output compared to condensing power generation in power plants using a steam cycle (steam turbine or gas turbine combined cycle plants). The foregone electric production increases with increasing temperature of heat recovery. Given a range of conditions for key variables (such as cogeneration utilization, chiller utilization, cost of fuel, value of electricity, value of heat and temperature of heat recovered), how do technology alternatives for combining district cooling with cogeneration compare? This paper summarizes key findings from a report recently published by the International Energy Agency which examines the energy efficiency and economics of alternatives for combining cogeneration technology options (gas turbine simple cycle, diesel engine, steam turbine, gas turbine combined cycle) with chiller options (electric centrifugal, steam turbine centrifugal one-stage steam absorption, two-stage steam absorption, hot water absorption).

  17. Downtown district cooling: A 21st century approach

    On December 1, 1992, the Board of Directors of the Metropolitan Pier and Exposition Authority (MPEA) met on Chicago`s historic Navy Pier and ushered in a new era of competition for energy supply in Chicago. The MPEA, a state agency created for the purposes of promoting and operating fair and exposition facilities within the Chicago area (including the McCormick Place exposition center and Navy Pier), voted to accept a third-party proposal to provide district heating and cooling services to the existing McCormick Place facilities and a million square feet of new exposition space. The winning bidder was a joint venture between Trigen Energy, the nation`s largest provider of district energy services, and Peoples Gas, the gas distribution company which serves Chicago. This vote culminated two years of effort by the Energy Division of Chicago`s Department of Environment to analyze the feasibility and promote the implementation of a district energy system to serve the expanded McCormick Place and its environs in the South Loop neighborhood. Initial services began in November, 1993, with a new hot and cold water piping system interconnecting the three existing exhibition facilities. The final buildout of the system, with a combined peak demand predicted at 160 MMBtu of heating and 15,920 tons of and cooling, is scheduled for completion in the summer of 1997.

  18. Cretaceous Cogollo Group study - District Zulia Occidental

    The Cretaceous Cogollo Group, with over 1500 feet of platform carbonate and shale section, contains important oil accumulations in the west portion of the Maracaibo basin. However, after discovery of the major oil fields, all subsequent exploration and exploitation efforts led to disappointing results. This paper summarizes the study of the Cogollo Group in the Lake Maracaibo West Coast area, where light Cretaceous oil may have an impact on the total reserves. After integrating the Cogollo Group into the regional framework, the study focuses on the District Zulia Occidental, where over 40 deep wells either penetrated or tested the reservoir. Structural and stratigraphic descriptions are enriched by a significant amount of core and petrophysical data that leads to a better understanding of the reservoir layering and pore geometry. Well production performance and reservoir data are incorporated to the study as additional tools to determine the size of the oil accumulations. Finally, the study addresses the possibility of drilling slant or horizontal wells as a way to reduce the number of dry holes or marginal producers.

    The Office of the Second Line of Defense (SLD) is part of the Department of Energy‘s (DOE) National Nuclear Security Administration (NNSA). The SLD Program accomplishes its critical global security mission by forming cooperative relationships with partner countries to install passive radiation detection systems that augment traditional inspection and law enforcement measures by alerting border officials to the presence of special nuclear or other radiological materials in cross-border traffic. An important tenet of the program is to work collaboratively with these countries to establish the necessary processes, procedures, infrastructure and conditions that will enable them to fully assume the financial and technical responsibilities for operating the equipment. As the number of operational deployments grows, the SLD Program faces an increasingly complex logistics process to promote the timely and efficient supply of spare parts.

    This paper acquaints the audience with the history of the Hanford Site, America's first full-scale defense plutonium production site. The paper includes the founding and basic operating history of the Hanford Site, including World War II construction and operations, three major postwar expansions (1947-55), the peak years of production (1956-63), production phase downs (1964-the present), a brief production spurt from 1984-86, the end of the Cold War, and the beginning of the waste cleanup mission. The paper also delineates historical waste practices and policies as they changed over the years at the Hanford Site, past efforts to chemically treat, ''fractionate,'' and/or immobilize Hanford's wastes, and resulting major waste legacies that remain today. This paper presents original, primary-source research into the waste history of the Hanford Site. Finally, the paper places the current Hanford Site waste remediation endeavors in the broad context of American and world history.

    This project evaluates the effectiveness of moving target defense (MTD) techniques using a new game we have designed, called PLADD, inspired by the game FlipIt [28]. PLADD extends FlipIt by incorporating what we believe are key MTD concepts. We have analyzed PLADD and proven the existence of a defender strategy that pushes a rational attacker out of the game, demonstrated how limited the strategies available to an attacker are in PLADD, and derived analytic expressions for the expected utility of the game’s players in multiple game variants. We have created an algorithm for finding a defender’s optimal PLADD strategy. We show that in the special case of achieving deterrence in PLADD, MTD is not always cost effective and that its optimal deployment may shift abruptly from not using MTD at all to using it as aggressively as possible. We believe our effort provides basic, fundamental insights into the use of MTD, but conclude that a truly practical analysis requires model selection and calibration based on real scenarios and empirical data. We propose several avenues for further inquiry, including (1) agents with adaptive capabilities more reflective of real world adversaries, (2) the presence of multiple, heterogeneous adversaries, (3) computational game theory-based approaches such as coevolution to allow scaling to the real world beyond the limitations of analytical analysis and classical game theory, (4) mapping the game to real-world scenarios, (5) taking player risk into account when designing a strategy (in addition to expected payoff), (6) improving our understanding of the dynamic nature of MTD-inspired games by using a martingale representation, defensive forecasting, and techniques from signal processing, and (7) using adversarial games to develop inherently resilient cyber systems.

    The economic feasibility of utilizing hot water from nuclear reactors to provide district heating for private residences in Richland, Washington, and space and process heating for nearby offices, part of the Hanford Reservation, and the Lamb-Weston potato processing plant is assessed. Specifically, the practicality of using hot water from the Washington Public Power Supply System's WNP-1 reactor, which is currently under construction on the Hanford Reservation, just north of the City of Richland is established. World-wide experience with district heating systems and the advantages of using these systems are described. The GEOCITY computer model used to calculate district heating costs is described and the assumptions upon which the costs are based are presented. District heating costs for the city of Richland, process heating costs for the Lamb-Weston potato processing plant, district heating costs for the Horn Rapids triangle area, and process heating costs for the 300 and 3000 areas are discussed.     This report presents the results of a National Historic Preservation Act Section 106 cultural resources inventory and historical evaluation of the 1957 Smoky atmospheric test location on the Nevada National Security Site (NNSS). The Desert Research Institute (DRI) was tasked to conduct a cultural resources study of the Smoky test area as a result of a proposed undertaking by the Department of Energy Environmental Management. This undertaking involves investigating Corrective Action Unit (CAU) 550 for potential contaminants of concern as delineated in a Corrective Action Investigation Plan. CAU 550 is an area that spatially overlaps portions of the Smoky test location. Smoky, T-2c, was a 44 kt atmospheric nuclear test detonated at 5:30 am on August 31, 1957, on top of a 213.4 m (700 ft) 200 ton tower (T-2c) in Area 8 of the NNSS. Smoky was a weapons related test of the Plumbbob series (number 19) and part of the Department of Defense Exercise Desert Rock VII and VIII. The cultural resources effort involved the development of a historic context based on archival documents and engineering records, the inventory of the cultural resources in the Smoky test area and an associated military trench location in Areas 9 and 10, and an evaluation of the National Register eligibility of the cultural resources. The inventory of the Smoky test area resulted in the identification of structures, features, and artifacts related to the physical development of the test location and the post-test remains. The Smoky test area was designated historic district D104 and coincides with a historic archaeological site recorded as 26NY14794 and the military trenches designed for troop observation, site 26NY14795. Sites 26NY14794 and 26NY14795 are spatially discrete with the trenches located 4.3 km (2.7 mi) southeast of the Smoky ground zero. As a result, historic district D104 is discontiguous and in total it covers 151.4 hectares (374 acres). The Smoky test location, recorded as historic

    The purpose of this paper is to (1) document the definition of defense-in-depth and the pproach that will be used to assure that its principles are satisfied for the NGNP project and (2) identify the specific questions proposed for preapplication discussions with the NRC. Defense-in-depth is a safety philosophy in which multiple lines of defense and conservative design and evaluation methods are applied to assure the safety of the public. The philosophy is also intended to deliver a design that is tolerant to uncertainties in knowledge of plant behavior, component reliability or operator performance that might compromise safety. This paper includes a review of the regulatory foundation for defense-in-depth, a definition of defense-in-depth that is appropriate for advanced reactor designs based on High Temperature Gas-cooled Reactor (HTGR) technology, and an explanation of how this safety philosophy is achieved in the NGNP.

    During Fiscal Year 2012, a team from the Pacific Northwest National Laboratory (PNNL) conducted an assessment and analysis of the Second Line of Defense (SLD) Sustainability spare parts program. Spare parts management touches many aspects of the SLD Sustainability Program including contracting and integration of Local Maintenance Providers (LMP), equipment vendors, analyses and metrics on program performance, system state of health, and maintenance practices. Standardized spares management will provide better data for decisions during site transition phase and will facilitate transition to host country sustainability ownership. The effort was coordinated with related SLD Sustainability Program initiatives, including a configuration items baselining initiative, a metrics initiative, and a maintenance initiative. The spares study has also led to pilot programs for sourcing alternatives that include regional intermediate inventories and partnering agreements that leverage existing supply chains. Many partners from the SLD Sustainability program contributed to and were consulted in the course of the study. This document provides a description of the findings, recommendations, and implemented solutions that have resulted from the study.

The IIIMS prototype was developed to allow multiple participating user groups to explore nuclear material requirements and needs in detail. The purpose of material forecasting was to determine nuclear material availability over a 10 to 15 year period in light of the dynamic nature of nuclear materials management. Formal DOE Directives (requirements) were needed to direct IIIMS efforts but were never issued and the project has been halted. When restarted, duplicating or re-engineering the activities from 1999 to 2003 is unnecessary, and in fact future initiatives can build on previous work. IIIMS requirements should be structured to provide high confidence that discrepancies are detected, and classified information is not divulged. Enterprise-wide materials management systems maintained by the military can be used as overall models to base IIIMS implementation concepts upon.

    The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling systems. Twenty-eight communities have received HUD cooperative agreements to aid in a national feasibility assessment of district heating and cooling systems. The HUD/DOE program includes technical assistance provided by Argonne National Laboratory and Oak Ridge National Laboratory. Part of this assistance is a computer program, called the district heating strategy model, that performs preliminary calculations to analyze potential district heating and cooling systems. The model uses information about a community's physical characteristics, current electricity-supply systems, and local economic conditions to calculate heat demands, heat supplies from existing power plants and a new boiler, system construction costs, basic financial forecasts, and changes in air-pollutant emissions resulting from installation of a district heating and cooling system. This report explains the operation of the district heating strategy model, provides simplified forms for organizing the input data required, and describes and illustrates the model's output data. The report is written for three groups of people: (1) those in the HUD/DOE-sponsored communities who will be collecting input data, and studying output data, to assess the potential for district heating and cooling applications in their communiites; (2) those in any other communities who may wish to use the model for the same purpose; and (3) technical-support people assigned by the national laboratories to explain to community personnel how the model is used.

    A briefing on isotope systems technology and applications was held at the Pentagon on 9 May 1990, cosponsored by the Department of Defense and the Department of Energy. The objective was to provide isotope systems information to interested individuals and offices from the DOD and the Services, and then to discuss potential uses of this technology within the defense community. Presentations were given on the useful characteristics of radioactive decay, isotope sources, properties of specific isotopes, and details of isotope systems that have been deployed for terrestrial and space applications. Application areas covered included: electrical, thermal and mechanical energy conversion systems; radiation applications; and radioluminescent lights. Talks were also given on system licensing and approvals, and conclusions from the 1986 workshop on isotope systems applications. This document contains the meeting agenda, copies of the vu-graphs used in the presentations, face sheets given to meeting attendees, a list of attendees, and supplementary information requested during the meeting.

    Industrial districts are highly characteristic of Italian industry structure, with energy implication due to both electrical and thermal energy demand. The present study represents an environmental methodology approach applied to an area in the Tuscany region characterized by the presence of a high net power output cogeneration plant connected to paper mill processes. The cogeneration unit is based on a innovative gas turbine characterized by low atmospheric environmental impact. Additional impact due to cogeneration plant installation was evaluated in comparison with pollutant concentration levels due to existent energy conversion processes, using atmospheric diffusional models. A comparison was also made with respect to pollutant concentration contribute due to ordinary road and highway traffic emissions existent in the area.

    The discovery of a large low-enthalpy geothermal water reservoir under the city of Vicenza (110,000 people) in northern Italy, through an oil prospecting venture, opened up the opportunity to install a district heating system with low energy consumption. Although the geothermal water is at 67{degrees}C, this is insufficient for heating the city`s commercial and residential buildings using their existing high-temperature heat distribution systems. Heat pumps are, therefore, used to obtain optimum useful heat energy from the geothermal source. Experience so far suggests that the system can reduce energy consumption by up to 60%, or 3885 MWh/year. The 2000 m deep well was completed in 1983 and is the first such well in Italy to be located within an urban area, making it ideal as a heat source for a district heating system. It produces 100 m{sup 3}/h of low salt-content water. The {open_quotes}Vicenza{close_quotes} geothermal heating and cooling project was developed by {open_quotes}Aziende Industriali Muncipalizzate{close_quotes} from 1988 to 1991, a utility company owned by the city of Vicenza, with the purpose of distributing approximately 40,000 MWh year to residential and commercial buildings. The project includes the installation of a power plant, and a district heating and cooling network. A reduction in the consumption of conventional fuels both for heating and domestic water has been achieved through a highly-efficient thermodynamic system based on reversible heat pumps. The system provides heating in the winter and air conditioning in summer.

The LDM helps decision-makers gain insight into the hierarchical relationships among inter-connected entities and decision types, and supports the selection of cost-effective defense mechanisms to safeguard computer networks. To be effective as a business tool, it is first necessary to validate the rationality of model before applying it to real-world business cases.     Within the DOE, it has recently become apparent that some contractor employees who have worked (or are currently working) with and around beryllium have developed chronic beryllium disease (CBD), an occupational granulomatous lung disorder. Respiratory exposure to aerosolized beryllium, in susceptible individuals, causes an immunological reaction that can result in granulomatous scarring of the lung parenchyma, shortness of breath, cough, fatigue, weight loss, and, ultimately, respiratory failure. Beryllium disease was originally identified in the 1940s, largely in the fluorescent light industry. In 1950, the Atomic Energy Commission (AEC) introduced strict exposure standards that generally curtailed both the acute and chronic forms of the disease. Beginning in 1984, with the identification of a CBD case in a DOE contractor worker, there was increased scrutiny of both industrial hygiene practices and individuals in this workforce. To date, over 100 additional cases of beryllium-specific sensitization and/or CBD have been identified. Thus, a disease previously thought to be largely eliminated by the adoption of permissible exposure standards 45 years ago is still a health risk in certain workforces. This good practice guide forms the basis of an acceptable program for controlling workplace exposure to beryllium. It provides (1) Guidance for minimizing worker exposure to beryllium in Defense Programs facilities during all phases of beryllium-related work, including the decontamination and decommissioning (D&D) of facilities. (2) Recommended controls to be applied to the handling of metallic beryllium and beryllium alloys, beryllium oxide, and other beryllium compounds. (3) Recommendations for medical monitoring and surveillance of workers exposed (or potentially exposed) to beryllium, based on the best current understanding of beryllium disease and medical diagnostic tests available. (4) Site-specific safety procedures for all processes of beryllium that is likely to

    America's missile defense systems are deployed at home and abroad. This includes the Groundbased Missile Defense (GMD) system in Alaska and California, the Phased Adaptive Approach in Europe (EPAA), and regional systems in the Middle East and Asia. Unfortunately these systems lack workable architectures, and many of the required elements either don't work or are missing. Major review and reconsideration is needed of all elements of these systems. GMD performance in tests has gotten worse with time, when it ought to be getting better. A lack of political support is not to blame as the DoD spends about $10 billion per year, and proposes to add about $5 billion over the next five years. Russia objects to the EPAA as a threat to its ICBM forces, and to the extensive deployment of U.S. military forces in countries such as Poland, the Czech Republic and Romania, once part of the Soviet Union. Going forward the U.S. should keep working with Russia whose cooperation will be key to diplomatic gains in the Middle East and elsewhere. Meanwhile, America's missile defenses face an enduring set of issues, especially target discrimination in the face of attacks designed to overwhelm the defenses, stage separation debris, chaff, decoys, and stealth. Dealing with target discrimination while also replacing, upgrading, or adding to the many elements of U.S. missiles defenses presents daunting budget priorities. A new look at the threat is warranted, and whether the U.S. needs to consider every nation that possesses even short-range missiles a threat to America. The proliferation of missiles of all sizes around the world is a growing problem, but expecting U.S. missile defenses to deal with all those missiles everywhere is unrealistic, and U.S. missile defenses, effective or not, are justifying more and more offensive missiles.

    Address shuffling is a type of moving target defense that prevents an attacker from reliably contacting a system by periodically remapping network addresses. Although limited testing has demonstrated it to be effective, little research has been conducted to examine the theoretical limits of address shuffling. As a result, it is difficult to understand how effective shuffling is and under what circumstances it is a viable moving target defense. This paper introduces probabilistic models that can provide insight into the performance of address shuffling. These models quantify the probability of attacker success in terms of network size, quantity of addresses scanned, quantity of vulnerable systems, and the frequency of shuffling. Theoretical analysis will show that shuffling is an acceptable defense if there is a small population of vulnerable systems within a large network address space, however shuffling has a cost for legitimate users. These results will also be shown empirically using simulation and actual traffic traces.

    This report provides the U.S. Department of Energy, Nevada Operations Office with the documentation necessary to establish the Frenchman Flat Historic District on the Nevada Test Site (NTS). It includes a list of historic properties that contribute to the eligibility of the district for inclusion in the National Register of Historic Places (NRHP) and provides contextual information establishing its significance. The list focuses on buildings, structures and features associated with the period of atmospheric testing of nuclear weapons on the NTS between 1951 and 1962. A total of 157 locations of buildings and structures were recorded of which 115 are considered to be eligible for the NRHP. Of these, 28 have one or more associated features which include instrumentation supports, foundations, etc. The large majority of contributing structures are buildings built to study the blast effects of nuclear weaponry. This has resulted in a peculiar accumulation of deteriorated structures that, unlike most historic districts, is best represented by those that are the most damaged. Limitations by radiological control areas, surface exposure and a focus on the concentration of accessible properties on the dry lake bed indicate additional properties exist which could be added to the district on a case-by-case basis.

    The Defense High Level Waste Disposal Container System supports the confinement and isolation of waste within the Engineered Barrier System of the Monitored Geologic Repository (MGR). Disposal containers are loaded and sealed in the surface waste handling facilities, transferred to the underground through the accesses using a rail mounted transporter, and emplaced in emplacement drifts. The defense high level waste (HLW) disposal container provides long-term confinement of the commercial HLW and defense HLW (including immobilized plutonium waste forms (IPWF)) placed within disposable canisters, and withstands the loading, transfer, emplacement, and retrieval loads and environments. U.S. Department of Energy (DOE)-owned spent nuclear fuel (SNF) in disposable canisters may also be placed in a defense HLW disposal container along with commercial HLW waste forms, which is known as 'co-disposal'. The Defense High Level Waste Disposal Container System provides containment of waste for a designated period of time, and limits radionuclide release. The disposal container/waste package maintains the waste in a designated configuration, withstands maximum handling and rockfall loads, limits the individual canister temperatures after emplacement, resists corrosion in the expected handling and repository environments, and provides containment of waste in the event of an accident. Defense HLW disposal containers for HLW disposal will hold up to five HLW canisters. Defense HLW disposal containers for co-disposal will hold up to five HLW canisters arranged in a ring and one DOE SNF canister in the ring. Defense HLW disposal containers also will hold two Multi-Canister Overpacks (MCOs) and two HLW canisters in one disposal container. The disposal container will include outer and inner cylinders, outer and inner cylinder lids, and may include a canister guide. An exterior label will provide a means by which to identify the disposal container and its contents. Different materials
