    Contaminated tap water may be a source of volatile organic compounds (VOCs) in residential indoor air. To better understand the extent and impact of chemical emissions from this source, a two-phase mass balance model was developed based on mass transfer kinetics between each phase. Twenty-nine experiments were completed using a residential dishwasher to determine model parameters. During each experiment, inflow water was spiked with a cocktail of chemical tracers with a wide range of physicochemical properties. In each case, the effects of water temperature, detergent, and dish-loading pattern on chemical stripping efficiencies and mass transfer coefficients were determined. Dishwasher headspace ventilation rates were also measured using an isobutylene tracer gas. Chemical stripping efficiencies for a single cycle ranged from 18% to 55% for acetone, from 96% to 98% for toluene, and from 97% to 98% for ethylbenzene and were consistently 100% for cyclohexane. Experimental results indicate that dishwashers have a relatively low but continuous ventilation rate that results in significant chemical storage within the headspace of the dishwasher. In conjunction with relatively high mass transfer coefficients, low ventilation rates generally lead to emissions that are limited by equilibrium conditions after approximately 1--2 min of dishwasher operation.

    An analysis of the energy conservation and life cycle cost benefits of boost heaters for dishwashers is presented to provide technical information to assist in determining whether to modify the dishwasher test procedure to include boost heaters. Two manufacturers are offering dishwashers which have an inlet water temperature requirement of 120/sup 0/F. Cleaning performance in these appliances is maintained with an electric coil in the sump of the dishwasher, which boosts the incoming water to its final temperature. Both manufacturers have petitioned DOE for exemption from efficiency standards, since current DOE test procedures give no credit for water heater energy savings. The evaluation shows boost heaters to be energy conserving for all conditions. The life cycle cost analysis indicates boost heaters are cost effective in all cases for homes with electric water heaters, and in most cases for homes having gas water heaters. Additionally the proposed standards for dishwashers will lower water consumption in 1985 model dishwashers such that boost heaters will become cost effective in all cases.

    Building America teams are researching opportunities to improve energy efficiency for some of the more challenging end-uses, such as lighting (both fixed and occupant-provided), appliances (clothes washer, dishwasher, clothes dryer, refrigerator, and range), and miscellaneous electric loads, which are all heavily dependent on occupant behavior and product choices. These end-uses have grown to be a much more significant fraction of total household energy use (as much as 50% for very efficient homes) as energy efficient homes have become more commonplace through programs such as ENERGY STAR and Building America. As modern appliances become more sophisticated the residential energy analyst is faced with a daunting task in trying to calculate the energy savings of high efficiency appliances. Unfortunately, most whole-building simulation tools do not allow the input of detailed appliance specifications. Using DOE test procedures the method outlined in this paper presents a reasonable way to generate inputs for whole-building energy-simulation tools. The information necessary to generate these inputs is available on Energy-Guide labels, the ENERGY-STAR website, California Energy Commission's Appliance website and manufacturer's literature. Building America has developed a standard method for analyzing the effect of high efficiency appliances on whole-building energy consumption when compared to the Building America's Research Benchmark building.

    This paper compares the cost and effectiveness of several potential options that may be used to monitor silo-based ballistic missiles. Silo door monitoring can be used to verify that warheads removed to deactivate or download silo-based ballistic missiles have not been replaced. A precedent for monitoring warhead replacement using reentry vehicle on site inspections (RV-OSIs) and using satellites has been established by START-I and START-II. However, other monitoring options have the potential to be less expensive and more effective. Three options are the most promising if high verification confidence is desired: random monitoring using door sensors; random monitoring using manned or unmanned aircraft; and continuous remote monitoring using unattended door sensors.

    Doors are often an overlooked component in the thermal integrity of the building envelope. Although swinging doors represent a small portion of the shell in residential buildings, their U-factor is usually many times higher than those of walls or ceilings. In some commercial buildings, loading (overhead) doors represent a significant area of high heat loss. Contrary to common perception, there is a wide range in the design, type, and therefore thermal performance of doors. The 1997 ASHRAE Handbook of Fundamentals will contain expanded tables of door U-factors to account for these product variations. This paper presents the results of detailed computer simulations of door U-factors.     Abstract The standard blower door test methods, such as ASTM E779, describe how to use a single blower door to determine the total leakage of a single-zone structure such as a detached single-family home. There are no standard test methods for measuring interzonal leakage in a two-zone or multi-zone building envelope such as might be encountered in with an attached garage or in a multifamily building. Some practitioners have been using techniques that involve making multiple measurements with a single blower door as well as combined measurements using multiple blower doors. Even for just two zones there are dozens of combinations of one-door and two-door test protocols that could conceivably be used to determine the interzonal air tightness. We examined many of these two-zone configurations using both simulation and measured data to estimate the accuracy and precision of each technique for realistic measurement scenarios. We also considered the impact of taking measurements at a single pressure versus over multiple pressures. We compared the various techniques and evaluated them for specific uses. Some techniques work better in one leakage regime; some are more sensitive to wind and other noise; some are more suited to determining only a subset of the leakage values. This paper makes recommendations on which techniques to use or not use for various cases and provides data that could be used to develop future test methods.

Black-Right-Pointing-Pointer Pneumatic collection could provide other benefits over door-to-door system. - Abstract: Waste collection is one of the life cycle phases that influence the environmental sustainability of waste management. Pneumatic waste collection systems represent a new way of arranging waste collection in densely populated urban areas. However, limited information is available on the environmental impacts of this system. In this study, we compare the environmental sustainability of conventional door-to-door waste collection with its hypothetical pneumatic alternative. Furthermore, we analyse whether the size of the hypothetical pneumatic system, or the number of waste fractions included, have an impact on the results. Environmental loads are calculated for a hypothetical pneumatic waste collection system modelled on an existing dense urban area in Helsinki, Finland, and the results are compared to those of the prevailing, container-based, door-to-door waste collection system. The evaluation method used is the life-cycle inventory (LCI). In this study, we report the atmospheric emissions of greenhouse gases (GHG), SO{sub 2} and NO{sub x}. The results indicate that replacing the prevailing system with stationary pneumatic waste collection in an existing urban infrastructure would increase total air emissions. Locally, in the waste collection area, emissions would nonetheless diminish, as collection traffic decreases.     The Energy Policy and Conservation Act as amended (P.L. 94-163), establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. This Technical Support Document presents the methodology, data and results from the analysis of the energy and economic impacts of standards on dishwashers, clothes washers, and clothes dryers. The economic impact analysis is performed in five major areas: An Engineering Analysis, which establishes technical feasibility and product attributes including costs of design options to improve appliance efficiency. A Consumer Analysis at two levels: national aggregate impacts, and impacts on individuals. The national aggregate impacts include forecasts of appliance sales, efficiencies, energy use, and consumer expenditures. The individual impacts are analyzed by Life-Cycle Cost (LCC), Payback Periods, and Cost of Conserved Energy (CCE), which evaluate the savings in operating expenses relative to increases in purchase price; A Manufacturer Analysis, which provides an estimate of manufacturers' response to the proposed standards. Their response is quantified by changes in several measures of financial performance for a firm. An Industry Impact Analysis shows financial and competitive impacts on the appliance industry. A Utility Analysis that measures the impacts of the altered energy-consumption patterns on electric utilities. A Environmental Effects analysis, which estimates changes in emissions of carbon dioxide, sulfur oxides, and nitrogen oxides, due to reduced energy consumption in the home and at the power plant. A Regulatory Impact Analysis collects the results of all the analyses into the net benefits and costs from a national perspective. 47 figs., 171 tabs. (JF)

    The containment of oven door leakage has presented challenges to coke producers for many years as the requirements of environmental regulatory agencies have become increasingly stringent. A description and evaluation of past door modifications, leakage control methodologies and luting practices on Armco Steel Company, L.P.'s Ashland No. 4 Battery is detailed to provide a background for recent work, and to expand the industry's technology base. The strict door leakage standards of the 1990 amendments to the USA Clean Air Act has prompted additional technical studies. Both a joint Armco committee's evaluation of successful systems world wide and test door installations at Ashland were incorporated to determine compliance strategy. The eventual installation of Ikio Model II coke oven doors, along with modifications to ancillary equipment, has resulted in door leakage rates approaching zero. Associated methods, problems, results and evaluations are discussed.

    This report describes our evaluation of the T-Plan Integrator software application as it was used to transfer a real data set from the Teamcenter for Systems Engineering (TcSE) software application to the DOORS software application. The T-Plan Integrator was evaluated to determine if it would meet the needs of Sandia National Laboratories to migrate our existing data sets from TcSE to DOORS. This report presents the struggles of migrating data and focuses on how the Integrator can be used to map a data set and its data architecture from TcSE to DOORS. Finally, this report describes how the bulk of the migration can take place using the Integrator; however, about 20-30% of the data would need to be transferred from TcSE to DOORS manually. This report does not evaluate the transfer of data from DOORS to TcSE.

    Cast magnesium side door inner panels can provide a good combination of weight, functional, manufacturing and economical requirements. However, several challenges exist including casting technology for thin-wall part design, multi-material incompatibility and relatively low strength vs steel. A project has been initiated, supported by the US Department of Energy, to design and develop a lightweight frame-under-glass door having a thin-wall, full die-cast, magnesium inner panel. This development project is the first of its kind within North America. Phase I of the project is now complete and the 2.0mm magnesium design, through casting process enablers, has met or exceeded all stiffness requirements, with significant mass reduction and part consolidation. In addition, a corrosion mitigation strategy has been established using industry-accepted galvanic isolation methods and coating technologies.

    Photovoltaic (PV) power generation experiences power ramping events due to cloud interference. Depending on the extent of PV aggregation and local grid features, such power variability can be constructive or destructive to measures of uncertainty regarding renewable power generation; however, it directly influences contingency planning, production costs, and the overall reliable operation of power systems. For enhanced power system flexibility, and to help mitigate the negative impacts of power ramping, it is desirable to analyze events in a probabilistic fashion so degrees of beliefs concerning system states and forecastability are better captured and uncertainty is explicitly quantified. A probabilistic swinging door algorithm is developed and presented in this paper. It is then applied to a solar data set of PV power generation. The probabilistic swinging door algorithm builds on results from the original swinging door algorithm, first used for data compression in trend logging, and it is described by two uncertain parameters: (i) e, the threshold sensitivity to a given ramp, and (ii) s, the residual of the piecewise linear ramps. These two parameters determine the distribution of ramps and capture the uncertainty in PV power generation.

In this paper, we develop an optimized swinging door algorithm (OpSDA) to enhance the state of the art in SPRE detection. First, the swinging door algorithm (SDA) is utilized to segregate measured solar power generation into consecutive segments in a piecewise linear fashion. Then we use a dynamic programming approach to combine adjacent segments into significant ramps when the decision thresholds are met. In addition, the expected SPREs occurring in clear-sky solar power conditions are removed. Measured solar power data from Tucson Electric Power is used to assess the performance of the proposed methodology. OpSDA is compared to two other ramp detection methods: the SDA and the L1-Ramp Detect with Sliding Window (L1-SW) method. The statistical results show the validity and effectiveness of the proposed method. OpSDA can significantly improve the performance of the SDA, and it can perform as well as or better than L1-SW with substantially less computation time.

    Significant wind power ramp events (WPREs) are those that influence the integration of wind power, and they are a concern to the continued reliable operation of the power grid. As wind power penetration has increased in recent years, so has the importance of wind power ramps. In this paper, an optimized swinging door algorithm (SDA) is developed to improve ramp detection performance. Wind power time series data are segmented by the original SDA, and then all significant ramps are detected and merged through a dynamic programming algorithm. An application of the optimized SDA is provided to ascertain the optimal parameter of the original SDA. Measured wind power data from the Electric Reliability Council of Texas (ERCOT) are used to evaluate the proposed optimized SDA.

This document illustrates design concepts with rationale, as well as a proven information architecture to structure and manage information in support of requirements engineering activities for any size or type of project.     New materials such as dual phase steel or aluminium and complex geometries of industrial parts increase the difficulties to obtain a defect free part by stamping. One way of solution is a better regulation of the blankholder pressures. Our work is based on an original idea of Siegert, Haeussermann and Haller. The goal is to control the movement of the blank under the blankholder. Thanks to a deformable flexible blankholder, it is possible to create some independent zones. In each zone, a blankholder force can be applied on the sheet, so that a strong force can hold the blank in a zone, and a smaller one can let it move in another zone. The methodology is presented as well as some results dealing with the optimization of the blankholder force considering the drawing of a front door panel (Numisheet'99 benchmark test). The numerical simulations are performed using ABAQUS Explicit. The parameters of the finite element model (mesh density, speed of punch) are set to achieve a good prediction with a minimum simulation time. The objective function is defined to minimize the work of the punch. Three inequality constraints functions were defined to avoid necking and wrinkling. To avoid necking, the major stress of the blank is limited to a value, which is determined by using the modified maximum force criterion (MMFC). To avoid wrinkling, under the blankholder, the angle between the blankholder surface and an element of the blank is limited to a value set by the user, as proposed by Gelin and Labergere. However, in the useful part of the workpiece, the major stress is limited to a value, which was proposed by Brunet, Batoz and Bouabdallah. For the localization of the optimum, we use a response surface method computed with a diffuse approximation and coupled with an adaptative strategy to update the research space.

    Preliminary design concepts for the proposed Subsurface Repository at Yucca Mountain indicate extensive reliance on modern, computer-based, digital control technologies. The purpose of this analysis is to investigate the degree to which the U. S. Nuclear Regulatory Commission (NRC) has accepted and approved the use of digital control technology for safety-related applications within the nuclear power industry. This analysis reviews cases of existing digitally-based control systems that have been approved by the NRC. These cases can serve as precedence for using similar types of digitally-based control technologies within the Subsurface Repository. While it is anticipated that the Yucca Mountain Project (YMP) will not contain control systems as complex as those required for a nuclear power plant, the review of these existing NRC approved applications will provide the YMP with valuable insight into the NRCs review process and design expectations for safety-related digital control systems. According to the YMP Compliance Program Guidance, portions of various NUREGS, Regulatory Guidelines, and nuclear IEEE standards the nuclear power plant safety related concept would be applied to some of the designs on a case-by-case basis. This analysis will consider key design methods, capabilities, successes, and important limitations or problems of selected control systems that have been approved for use in the Nuclear Power industry. An additional purpose of this analysis is to provide background information in support of further development of design criteria for the YMP. The scope and primary objectives of this analysis are to: (1) Identify and research the extent and precedence of digital control and remotely operated systems approved by the NRC for the nuclear power industry.     This paper reports on a committee of the International Maritime Organization (IMO) which has approved ship design rules aimed at reducing the risk of oil spills from tankers. The approval by IMO's maritime environment protection committee (MEPC) assures that the next generation of tankers will have double hulls or, despite reservations by the U.S., middeck or other designs that offer protection against pollution equal to that provided by double hulls. The requirement for double hull or middeck design will apply to tankers larger than 5,000 dwt. Small tankers, of 600-5,000 dwt, must be fitted with a double bottom. There are no requirements for tankers of less than 600 dwt. The enhanced design criteria will take effect July 6, 1993, for new and existing vessels from 70 nations that have signed the International Convention for the Prevention of Pollution from Ships (Marpol 73/78). Owners in those countries control 90% of the world tanker fleet. MEPC also tackled the problem of existing single hulled vessels. They will be able to trade until they are 25-30 years old before they will be required to meet the enhanced design criteria.

    In accordance with the approval conditions for Modification to the Central Waste Complex (CWC) Radioactive Air Emissions Notice of Construction (NOC). dated August 24,1998, a new release fraction has been developed for submittal to the Washington State Department of Health (WDOH). The proposed annual release fraction of 2.50 E-14 is proposed for use in future NOCs involving the storage and handling operations associated with vented containers on the Hanford Site. The proposed annual release fraction was the largest release fraction calculated from alpha measurements of the NucFil filters from 10 vented containers consisting of nine 55-gallon drums and one burial box with dimensions of 9.3 x 5.7 x 6.4 feet. An annual release fraction of 2.0 E-09 was used in the modification to the CWC radioactive air emissions NOC. This study confirmed that the release fraction used in the CWC radioactive air emissions NOC was conservative.

The initial characterization report discusses studies from two characterization boreholes, 699-48-77A and 699-48-77B. This revision includes data from implementation of the Groundwater Monitoring Plan and the Aquifer Test Plan. The primary sources of data are two down-gradient groundwater monitoring wells, 699-48-77C and 699-48-77D, and aquifer testing of three zones in well 699-48-77C. The SALDS is located on the Hanford Site, approximately 183 m north of the 200 West Area on the north side of the 200 Areas Plateau. The SALDS is an infiltration basin proposed for disposal of treated effluents from the 200 Areas of Hanford.

    In today`s litigious society, it is important for both private parties and government to plan and conduct environmental investigations in a scientifically sound manner, documenting the purpose, methods, and results in a consistent fashion throughout the exercise. Planning documents are prepared during the initial phases of environmental investigations. Project objectives, including data quality requirements, specific work to be conducted to fulfill data needs, and operating procedures are specified. Regulatory agency approval of these documents is often required prior to plan implementation. These approvals are necessary and appropriate to fulfilling the agency`s mandated role. Many guidance documents prepared by regulatory agencies suggest the content and format of various scoping documents. These guidances help standardize thought processes and considerations in planning, and provide a template to ensure that both the plan and the proposed work will fulfill regulatory requirements. This work describes the preparation and use of guidance documents for planning environmental studies. The goals and some of the pitfalls of such documents are discussed. Guidance should include the following elements: the purpose of the guidance and a description of where it applies; the type of items to be addressed in planning; identification of requirements are applicable to all projects for which the guidance is intended; identification of requirements only applicable in certain situations; a description of items to facilitate planning; a suggested format for fulfilling requirements; example applications of the guidance. Disagreements arise between planners and reviewers/approvers when elements of guidance are used as leverage to require work not directly related to project objectives. Guidance may be inappropriately used as a milestone by which site-specific plans are judged. Regulatory agency review and approval may be regarded as a primary objective of the plan.

    The Nuclear Regulatory Commission (NRC) approves new package designs for shipping fissile quantities of UF{sub 6}. Currently there are three packages approved by the NRC for domestic shipments of fissile quantities of UF{sub 6}: NCI-21PF-1; UX-30; and ESP30X. For approval by the NRC, packages must be subjected to a sequence of physical tests to simulate transportation accident conditions as described in 10 CFR Part 71. The primary objective of this project was to relate the conditions experienced by these packages in the tests described in 10 CFR Part 71 to conditions potentially encountered in actual accidents and to estimate the probabilities of such accidents. Comparison of the effects of actual accident conditions to 10 CFR Part 71 tests was achieved by means of computer modeling of structural effects on the packages due to impacts with actual surfaces, and thermal effects resulting from test and other fire scenarios. In addition, the likelihood of encountering bodies of water or sufficient rainfall to cause complete or partial immersion during transport over representative truck routes was assessed. Modeled effects, and their associated probabilities, were combined with existing event-tree data, plus accident rates and other characteristics gathered from representative routes, to derive generalized probabilities of encountering accident conditions comparable to the 10 CFR Part 71 conditions. This analysis suggests that the regulatory conditions are unlikely to be exceeded in real accidents, i.e. the likelihood of UF{sub 6} being dispersed as a result of accident impact or fire is small. Moreover, given that an accident has occurred, exposure to water by fire-fighting, heavy rain or submersion in a body of water is even less probable by factors ranging from 0.5 to 8E-6.

    This document, addressed to members of the waste management research and development community summarizes reference and testing materials available from the Nuclear Waste Materials Characterization Center (MCC). These materials are furnished under the MCC's charter to distribute reference materials essential for quantitative evaluation of nuclear waste package materials under development in the US. Reference materials with known behavior in various standard waste management related tests are needed to ensure that individual testing programs are correctly performing those tests. Approved testing materials are provided to assist the projects in assembling materials data base of defensible accuracy and precision. This is the second issue of this publication. Eight new Approved Testing Materials are listed, and Spent Fuel is included as a separate section of Standard Materials because of its increasing importance as a potential repository storage form. A summary of current characterization information is provided for each material listed.     This document outlines a detection-level groundwater monitoring program for the state-approved land disposal structure (SALDS). The SALDS is an infiltration basin proposed for disposal of treated effluent from the 200 Areas of the Hanford Site. The purpose of this plan is to present a groundwater monitoring program that is capable of determining the impact of effluent disposal at the SALDS on the quality of groundwater in the uppermost aquifer. This groundwater monitoring plan presents an overview of the SALDS, the geology and hydrology of the area, the background and indicator evaluation (detection) groundwater monitoring program, and an outline of a groundwater quality assessment (compliance) program. This plan does not provide a plan for institutional controls to track tritium beyond the SALDS.

The prescribed disposal method for liquid PCB waste under TSCA regulations is either thermal treatment or decontamination. Due to the radioactive nature of the waste, however, neither thermal treatment nor decontamination was a viable option. As a result, the proposed treatment consisted of solidifying the material to comply with waste acceptance criteria at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, or possibly the Environmental Restoration Disposal Facility at the Hanford Site, depending on the resulting transuranic (TRU) content of the stabilized waste. The RBDA evaluated environmental risks associated with potential airborne PCBs. In addition, the RBDA made use of waste management controls already in place at the treatment unit. The treatment unit, the T Plant Complex, is a Resource Conservation and Recovery Act of 1976 (RCRA)-permitted facility used for storing and treating radioactive waste. The EPA found that the proposed activities did not pose an unreasonable risk to human health or the environment. Treatment took place from October 26, 2005 to June 9, 2006, and 332 208-liter (55-gallon) containers of solidified waste were produced.     The regulatory requirements for postulated pipe ruptures have changed significantly since the first nuclear plants were designed. The Leak-Before-Break (LBB) methodology is now accepted as a technically justifiable approach for eliminating postulation of double-ended guillotine breaks (DEGB) in high energy piping systems. The previous pipe rupture design requirements for nuclear power plant applications are responsible for all the numerous and massive pipe whip restraints and jet shields installed for each plant. This results in significant plant congestion, increased labor costs and radiation dosage for normal maintenance and inspection. Also the restraints increase the probability of interference between the piping and supporting structures during plant heatup, thereby potentially impacting overall plant reliability. The LBB approach to eliminate postulating ruptures in high energy piping systems is a significant improvement to former regulatory methodologies, and therefore, the LBB approach to design is gaining worldwide acceptance. However, the methods and criteria for LBB evaluation depend upon the policy of individual country and significant effort continues towards accomplishing uniformity on a global basis. In this paper the historical development of the U.S. LBB criteria will be traced and the results of an LBB evaluation for a typical Japanese PWR primary loop applying U.S. NRC approved methods will be presented. In addition, another approach using the Japanese LBB criteria will be shown and compared with the U.S. criteria. The comparison will be highlighted in this paper with detailed discussion.

    The majority of transports of radioactive materials are carried out in packages which don't need a package design approval by a competent authority. Low-active radioactive materials are transported in such packages e.g. in the medical and pharmaceutical industry and in the nuclear industry as well. Decommissioning of NPP's leads to a strong demand for packages to transport low and middle active radioactive waste. According to IAEA regulations the 'non-competent authority approved package types' are the Excepted Packages and the Industrial Packages of Type IP-1, IP-2 and IP-3 and packages of Type A. For these types of packages an assessment by the competent authority is required for the quality assurance measures for the design, manufacture, testing, documentation, use, maintenance and inspection (IAEA SSR 6, Chap. 306). In general a compliance audit of the manufacturer of the packaging is required during this assessment procedure. Their regulatory level in the IAEA regulations is not comparable with the 'regulatory density' for packages requiring competent authority package design approval. Practices in different countries lead to different approaches within the assessment of the quality assurance measures in the management system as well as in the quality assurance program of a special package design. To use the package or packaging in a safe manner and in compliance with the regulations a management system for each phase of the life of the package or packaging is necessary. The relevant IAEA-SSR6 chap. 801 requires documentary verification by the consignor concerning package compliance with the requirements. (authors)

    Application is being made for a permit pursuant to Chapter 173--216 of the Washington Administrative Code (WAC), to discharge treated waste water and cooling tower blowdown from the 200 Area Effluent Treatment Facility (ETF) to land at the State-Approved Land Disposal Site (SALDS). The ETF is located in the 200 East Area and the SALDS is located north of the 200 West Area. The ETF is an industrial waste water treatment plant that will initially receive waste water from the following two sources, both located in the 200 Area on the Hanford Site: (1) the Liquid Effluent Retention Facility (LERF) and (2) the 242-A Evaporator. The waste water discharged from these two facilities is process condensate (PC), a by-product of the concentration of waste from DSTs that is performed in the 242-A Evaporator. Because the ETF is designed as a flexible treatment system, other aqueous waste streams generated at the Hanford Site may be considered for treatment at the ETF. The origin of the waste currently contained in the DSTs is explained in Section 2.0. An overview of the concentration of these waste in the 242-A Evaporator is provided in Section 3.0. Section 4.0 describes the LERF, a storage facility for process condensate. Attachment A responds to Section B of the permit application and provides an overview of the processes that generated the wastes, storage of the wastes in double-shell tanks (DST), preliminary treatment in the 242-A Evaporator, and storage at the LERF. Attachment B addresses waste water treatment at the ETF (under construction) and the addition of cooling tower blowdown to the treated waste water prior to disposal at SALDS. Attachment C describes treated waste water disposal at the proposed SALDS.

    The U.S. Department of Energy (DOE) has selected Uranium Disposition Services, LLC (UDS) to proceed with disposition of the inventory of depleted uranium hexafluoride (DUF{sub 6}) for which DOE has management responsibility. To accomplish this task, UDS will construct and operate facilities at two DOE-owned sites, one near Paducah, Kentucky, and another near Portsmouth, Ohio, to convert DUF{sub 6} to uranium oxide (principally U{sub 3}O{sub 8}). The off-gas treatment system for the conversion process will produce aqueous hydrogen fluoride (AqHF), also known as hydrofluoric acid, and a relatively small amount of calcium fluoride (CaF{sub 2}), each containing some residual radioactive material. As part of its contractual charge, UDS must identify and implement a disposition for all three products generated by the DUF{sub 6} conversion facilities: uranium oxide, AqHF, and CaF{sub 2}. The UDS DUF{sub 6} Conversion Product Management Plan (DUF{sub 6}-UDS-PLN-004, September 2003) concludes that a viable commercial market exists for AqHF, which, if not sold, would have to be neutralized, producing a relatively large quantity of additional CaF{sub 2}. Although CaF{sub 2} has very limited market potential, there is some possibility that it also could be sold. If these potential markets could be developed, DOE would save the costs of neutralizing AqHF and/or disposing of the CaF{sub 2} neutralization product. Accordingly, UDS has decided to seek approval from DOE for unrestricted release of both AqHF and CaF{sub 2} that would be generated if AqHF could not be sold or if sales were interrupted. If AqHF were sold, the relatively small quantity of CaF{sub 2} still being generated by the DUF{sub 6} conversion process off-gas treatment system would most likely be disposed of as waste. The main product of conversion, depleted uranium oxide, will be reused to the extent possible or disposed of as waste, if no practical reuse option is found.

    Approval of annual grant applications to states and Indian tribes is proposed in accordance with Title IV of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The grants are financed through assessments for abandoned coal mine reclamation. Fund collections are to continue through 1992. Granting of all available funds would provide the maximum possible amount of money and promote the highest level of reclamation of mined areas. Health and safety hazards associated with unreclaimed mines would be lessened, and habitat for fish, wildlife, and vegetation would be enhanced significantly. Mining reclamation projects would require evacuation of residents in affected areas. Reclamation activities would create dust and sediments, degrading air quality and surface flows. Endangered bat species dwelling in mine openings would be displaced or destroyed due to mine closures.

    The purpose of this letter is to request Naval Reactors comments on the nuclear reactor high tier requirements for the PROMETHEUS space flight reactor design, pre-launch operations, launch, ascent, operation, and disposal, and to request Naval Reactors approval to transmit these requirements to Jet Propulsion Laboratory to ensure consistency between the reactor safety requirements and the spacecraft safety requirements. The proposed PROMETHEUS nuclear reactor high tier safety requirements are consistent with the long standing safety culture of the Naval Reactors Program and its commitment to protecting the health and safety of the public and the environment. In addition, the philosophy on which these requirements are based is consistent with the Nuclear Safety Policy Working Group recommendations on space nuclear propulsion safety (Reference 1), DOE Nuclear Safety Criteria and Specifications for Space Nuclear Reactors (Reference 2), the Nuclear Space Power Safety and Facility Guidelines Study of the Applied Physics Laboratory.

    My ERM 593 applied project will provide guidance for the Los Alamos National Laboratory Waste Stream Profile reviewer (i.e. RCRA reviewer) in regards to Reviewing and Approving a Waste Stream Profile in the Waste Compliance and Tracking System. The Waste Compliance and Tracking system is called WCATS. WCATS is a web-based application that “supports the generation, characterization, processing and shipment of LANL radioactive, hazardous, and industrial waste.” The LANL generator must characterize their waste via electronically by filling out a waste stream profile (WSP) in WCATS. Once this process is completed, the designated waste management coordinator (WMC) will perform a review of the waste stream profile to ensure the generator has completed their waste stream characterization in accordance with applicable state, federal and LANL directives particularly P930-1, “LANL Waste Acceptance Criteria,” and the “Waste Compliance and Tracking System User's Manual, MAN-5004, R2,” as applicable. My guidance/applied project will describe the purpose, scope, acronyms, definitions, responsibilities, assumptions and guidance for the WSP reviewer as it pertains to each panel and subpanel of a waste stream profile.

  6. Application for approval for construction of the Fueled Clad Fabrication System, the Radioisotope Power Systems Facility, and the Fuel Assembly Area

    The following ''Application for Approval of Construction'' is being submitted by the US Department of Energy-Richland Operations Office, pursuant to 40 CFR 61.07, for three new sources of airborne radionuclide emissions at the Hanford Site in Washington State. The three new sources, the Fueled Clad Fabrication System (FCFS), the Radioisotope Power Systems Facility (RPSF), and the Fuel Assembly Area (FAA), will be located in one facility, the Fuels and Materials Examination Facility (FMEF) of the 400 Area. The FMEF was originally designed to provide for post-irradiation examination and fabrication of breeder reactor fuels. These FMEF missions were canceled before the introduction of any fuel materials or any irradiated material. The current plans are to use the facility to fabricate power supplies to be used in space applications and to produce Fast Flux Test Facility (FFTF) fuel and target assemblies. The FCFS and the RPSF will produce materials and assemblies for application in space. The FAA project will produce FFTF fuel and target assemblies. The FCFS and the RPSF will share the same building and stack and, in certain cases, the same floor space. Given this relationship, these systems will be dealt with separately to the extent possible.     Northwest Pipeline Co., Salt Lake City, Utah, received a final permit from the Federal Energy Regulatory Commission for a $373.4 million main gas line expansion. This paper reports that it plans to begin construction of the 443 MMcfd expansion in mid-July after obtaining further federal, state, and local permits. The expanded system is to be fully operational by second quarter 1993. When the expansion is complete, total Northwest system mileage will be 3,936 miles and system capacity about 2.49 bcfd.

    The Initiation Phase begins with the identification of a mission-related need. A Program Office will identify a credible performance gap between its current capabilities and capacities and those required to achieve the goals articulated in its strategic plan. The Mission Need Statement (MNS) is the translation of this gap into functional requirements that cannot be met through other than material means. It should describe the general parameters of the solution and why it is critical to the overall accomplishment of the Department’s mission, including the benefits to be realized. The mission need is independent of a particular solution, and should not be defined by equipment, facility, technological solution, or physical end-item. This approach allows the Program Office the flexibility to explore a variety of solutions and not limit potential solutions (refer to DOE G 413.3-17). The requirements needed to attain CD-0 are listed below.

    While screening commercial cargo containers for the possible presence of WMD is important and necessary smugglers have successfully exploited the many other vehicles transporting cargo into the US including medium and small vessels at sea. These vessels provide a venue that is currently not screened and widely used. Physics limits that make screening of large vessels prohibitive impractical do not prohibit effective screening of the smaller vessels. While passive radiation detection is probably ineffective at sea active interrogation may provide a successful approach. The physics limits of active interrogation of ships at sea from standoff platforms are discussed. Autonomous platforms that could carry interrogation systems at sea, both airborne and submersible, are summarized and their utilization discussed. An R&D program to investigate the limits of this approach to screening ships at sea is indicated and limitations estimated.

    The United States' long-term demand for highly skilled nuclear industry workers is well-documented by the Nuclear Energy Institute. In addition, a study commissioned by the SRS Community Reuse Organization concludes that 10,000 new nuclear workers are needed in the two-state region of Georgia and South Carolina alone. Young adults interested in preparing for these nuclear careers must develop specialized skills and knowledge, including a clear understanding of the nuclear workforce culture. Successful students are able to enter well-paying career fields. However, the national focus on nuclear career opportunities and associated training and education programs has been minimal in recent decades. Developing the future nuclear workforce is a challenge, particularly in the midst of competition for similar workers from various industries. In response to regional nuclear workforce development needs, the SRS Community Reuse Organization established the Nuclear Workforce Initiative (NWI{sup R}) to promote and expand nuclear workforce development capabilities by facilitating integrated partnerships. NWI{sup R} achievements include a unique program concept called NWI{sup R} Academies developed to link students with nuclear career options through firsthand experiences. The academies are developed and conducted at Aiken Technical College and Augusta Technical College with support from workforce development organizations and nuclear employers. Programs successfully engage citizens in nuclear workforce development and can be adapted to other communities focused on building the future nuclear workforce. (authors)
