    This paper describes the challenges behind the implementation of the characterization, remediation, and the Site Closure for three 91b Radioactive Wastes under a Performance Based Contract at Lackland Air Force Base, San Antonio, Texas. The Defense Environmental Restoration Program (DERP) was established by Section 211 of the Superfund Amendments and Reauthorization Act of 1986 (SARA). A part of the DERP provides for the cleanup of hazardous substances associated with past Department of Defense (DoD) activities and is consistent with the provisions of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). It is the Air Force Installation Restoration Program (IRP) that has responsibility for the cleanup activities associated with CERCLA. Under contract to the Air Force Center for Environmental Excellence (AFCEE), the ECC Project Team, that included ECC, Cabrera Services, and Malcolm Pirnie, was responsible for the implementation of the actions at three sites. The three IRP (91b) sites included RW015, a 0.02 square kilometer (5.5 acre) site, RW017 a 0.003 square kilometer (0.9 acre) site, and RW033 an 0.356 square kilometer (88 acre) site. Adding to the complexities of the project were issues of archaeological areas of interest, jurisdictional wetlands, land open to hunting, issues of security as well as compliance to the myriad of air force base rules, regulations, and Air Force Instructions (AFI). The award of the project task order was July of 2005, the project plan phase started in July of 2005 followed by the remedy implementation that included characterization and remediation as required reached completion in June of 2006. The project closure including the development and approval final status survey reports, proposed plans, and decision documents that parallel the CERCLA process was initiated in June of 2006 and is expected to reach completion in August of 2007.     They might always remember the Alamo, but such tourist attractions aren’t the only thing spurring growth in San Antonio — this Texas city is incorporating solar power into its diversified energy portfolio. In June, CPS Energy — the country’s largest municipally owned energy company (meaning profits contribute to the city’s annual budget) — signed a 20-year Power Purchase Agreement to develop a solar project using SunCatcher power systems. These large, concave bowls look like large satellite dishes. Not only will these systems help power Texas, but also they are designed to take advantage of tried-and-true automotive supply chains in the U.S. Rust Belt, using stamped sheet metal, which could help bring new life to manufacturers there.

    A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared, solely under funds provided by West Texas Utilities (WTU), the Energy Systems Group (ESG) of Rockwell International, and four other support groups. A central-receiver repowering system is one in which a tower, surrounded by a large field of mirrors, is placed adjacent to an existing electric power plant. A receiver, located on top of the tower, absorbs solar energy reflected onto it by the mirrors and converts this solar energy to heat energy. The heat energy is transported by the liquid sodium to a set of sodium-to-steam steam generators. The steam generators produce steam at the same temperature and pressure as that produced by the fossil boiler in the existing plant. When solar energy is available, steam is produced by the solar part of the plant, thus displacing steam from the fossil boiler, and reducing the consumption of fossil fuel while maintaining the original plant output. A means for storing the solar energy is usually provided, so that some energy obtained from the solar source can be used to displace natural gas or oil fuels when the sun is not shining.     The utilization potential of geothermal resources in Trans-Pecos, Texas was assessed. The potential for both direct use and electric power generation were examined. As with the resource assessment work, the focus was on the Hueco Tanks area in northeastern El Paso County and the Presidio Bolson area in Presidio County. Suitable users of the Hueco Tanks and Presidio Bolson resource areas were identified by matching postulated temperature characteristics of the geothermal resource to the need characteristics of existing users in each resource area. The amount of geothermal energy required and the amount of fossil fuel that geothermal energy would replace were calculated for each of the users identified as suitable. Current data indicate that temperatures in the Hueco Tanks resource area are not high enough for electric power generation, but in at least part of the Presidio Bolson resource area, they may be high enough for electric power generation.

    The Torbett-Hutchings-Smith Memorial Hospital geothermal heating project, which is one of nineteen direct-use geothermal projects funded principally by DOE, is documented. The five-year project encompassed a broad range of technical, institutional, and economic activities including: resource and environmental assessments; well drilling and completion; system design, construction, and monitoring; economic analyses; public awareness programs; materials testing; and environmental monitoring. Some of the project conclusions are that: (1) the 155/sup 0/F Central Texas geothermal resource can support additional geothermal development; (2) private-sector economic incentives currently exist, especially for profit-making organizations, to develop and use this geothermal resource; (3) potential uses for this geothermal resource include water and space heating, poultry dressing, natural cheese making, fruit and vegetable dehydrating, soft-drink bottling, synthetic-rubber manufacturing, and furniture manufacturing; (4) high maintenance costs arising from the geofluid's scaling and corrosion tendencies can be avoided through proper analysis and design; (5) a production system which uses a variable-frequency drive system to control production rate is an attractive means of conserving parasitic pumping power, controlling production rate to match heating demand, conserving the geothermal resource, and minimizing environmental impacts.

    The authority to regulate public utilities in Texas is generally vested in the Public Utilities Commission. The Commission is comprised of three members appointed by the governor, with the advice of at least two-thirds of the senate, for a six-year term. Prior to the passage of the Texas Public Utility Regulatory Act (PURA) in 1975, the power to regulate public utilities was vested almost exclusively in municipalities. Under PURA, municipalities retain exclusive original jurisdiction over all electric, water, and sewer utilities within the municipality. PURA provides that all regulations pertaining to public utilities promulgated by local regulatory agencies remain in effect unless they are superceded by Commission rules. The municipality's governing body is required to exercise its regulatory authority under rules and standards consistent with those promulgated by the Commission. The Commission has exclusive appellate jurisdiction to review orders and ordinances of regulatory municipalities. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The performance of three homes in San Antonio, Texas with identical floor plans and orientation were evaluated through a partnership between the Florida Solar Energy Center (FSEC), CPS Energy, and Woodside Homes of South Texas. Measurements included whole house gas and electric use as well as heating, cooling, hot water, major appliances and indoor and outdoor conditions. One home built to builder standard practice served as the control, while the other homes demonstrated high performance features. Utility peak electric load comparisons of these dual-fuel homes provide an assessment of envelope and equipment improvements. The control home used natural gas for space and water heating only, while the improved homes had gas heating and major appliances with the exception of a high efficiency heat pump in one home. Data collection began in July of 2009 and continued through April of 2011. Energy ratings for the homes yielded E-Scales (aka HERS indices) of 86 for the control home, 54 for one improved home and 37 for the other home which has a 2.4kW photovoltaic array.

    The State Energy Conservation Office has executed its first Fuel Cell Project which was awarded under a Department of Energy competitive grant process. The Texas LPG Fuel Processor Development and Fuel Cell Demonstration Program is a broad-based public/private partnership led by the Texas State Energy Conservation Office (SECO). Partners include the Alternative Fuels Research and Education Division (AFRED) of the Railroad Commission of Texas; Plug Power, Inc., Latham, NY, UOP/HyRadix, Des Plaines, IL; Southwest Research Institute (SwRI), San Antonio, TX; the Texas Natural Resource Conservation Commission (TNRCC), and the Texas Department of Transportation (TxDOT). The team proposes to mount a development and demonstration program to field-test and evaluate markets for HyRadix's LPG fuel processor system integrated into Plug Power's residential-scale GenSys(TM) 5C (5 kW) PEM fuel cell system in a variety of building types and conditions of service. The program's primary goal is to develop, test, and install a prototype propane-fueled residential fuel cell power system supplied by Plug Power and HyRadix in Texas. The propane industry is currently funding development of an optimized propane fuel processor by project partner UOP/HyRadix through its national checkoff program, the Propane Education and Research Council (PERC). Following integration and independent verification of performance by Southwest Research Institute, Plug Power and HyRadix will produce a production-ready prototype unit for use in a field demonstration. The demonstration unit produced during this task will be delivered and installed at the Texas Department of Transportation's TransGuide headquarters in San Antonio, Texas.     A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared. The existing Paint Creek Unit 4 is a natural-gas-fired, baseload unit with a dependable net power output of 110 MWe. It is a reheat unit, has a main steam temperature and pressure of 538/sup 0/C (1000/sup 0/F) and 12.41 MPa (1800 psig), respectively, has a reheat temperature of 538/sup 0/C (1000/sup 0/F), and was placed in operation in 1972. On this conceptual design study program, a large number of trade studies and optimizations were carried out, in order to derive the most cost-effective design that had the greatest potential for widespread application and commercialization. As a result of these studies, the optimum power level for the solar part of the plant was determined to be 60 MWe, and provisions were made to store enough solar energy, so that the solar part of the plant would produce, on March 21 (equinox), 60 MWe of electric power for a period of 4 h after sunset. The tower in this system is 154 m (505 ft) high to the midpoint of the receiver, and is surrounded by 7882 heliostats (mirrors), each of which is 6.7 m (22 ft) by 7.3 m (24 ft). The mirror field occupies 1.74 x 10/sup 6/ m/sup 2/ (430 acres), and extends 1040 m (3400 ft) to the north of the tower, 550 m (1800 ft) to the south of the tower, and is bounded on the east and west by Lake Stamford. The receiver, which is of the external type, is 15.4 m (50.5 ft) high by 14 m (45.9 ft) in diameter, and is capable of absorbing a maximum of 226 MW of thermal energy. The set of sodium-to-steam generators consists of an evaporator, a superheater, and a reheater, the power ratings of which are 83.2, 43.7, and 18.1 MWt, respectively. Conceptual design, system characteristics, economic analysis, and development plans are detailed. (WHK)

    The City of Houston is committed to achieving a sustainable solar infrastructure. In 2008, Houston was named a United States Department of Energy (DOE) Solar America City. As a Solar America City, Houston teamed with the Houston Advanced Research Center (HARC), Sandia National Laboratory (Sandia), industry, and academia, to implement the Solar Houston Initiative and prepare the Solar Houston Plan. The Solar Houston initiative was focused on identifying and overcoming barriers associated with establishing a solar infrastructure that is incorporated into the City of Houston’s overall energy plan. A broad group of Houston area stakeholders, facilitated by HARC, came together to develop a comprehensive solar plan that went beyond technology to address barriers and establish demonstrations, public outreach, education programs and other activities. The plan included proposed scopes of work in four program areas: policies, solar integration, public outreach, and education. Through the support of the DOE SunShot Rooftop Solar Challenge (RSC) grant to the Texas Collaboration (San Antonio, Austin, and Hosuton), Houston has been able to implement several of the recommendations of the Solar Houston Plan. Specific recommendations that this project was able to support include; Working with the other Texas Solar America Cities (San Antonio and Austin), to harmonize permitting and inspection processes to simplify for installers and lower soft costs of installation; Participating in state level solar policy groups such as the Texas Renewable Energy Industries Association (TRIEA); Continued coordination with the local transmission and distribution utility (CenterPoint) and retail electric providers (REP); Identification of opportunities to improve permitting and interconnection; Providing training on PV systems to City inspectors; Educating the public by continuing outreach, training, and workshops, particularly using the the Green Building Resources Center; Evaluating methods of

    The Texas Hydrogen Education project builds on past interest in hydrogen and fuel cells to help create better informed leaders and stakeholders and thereby improve decision making and planning for inclusion of hydrogen and fuel cell technologies as energy alternatives in Texas. In past years in Texas, there was considerable interest and activities about hydrogen and fuel cells (2000-­‐2004). During that time, the Houston Advanced Research Center (HARC) created a fuel cell consortium and a fuel cell testing lab. Prior to 2008, interest and activities had declined substantially. In 2008, in cooperation with the Texas H2 Coalition and the State Energy Conservation Office, HARC conducted a planning process to create the Texas Hydrogen Roadmap. It was apparent from analysis conducted during the course of this process that while Texas has hydrogen and fuel cell advantages, there was little program and project activity as compared with other key states. Outreach and education through the provision of informational materials and organizing meetings was seen as an effective way of reaching decision makers in Texas. Previous hydrogen projects in Texas had identified the five major urban regions for program and project development. This geographic targeting approach was adopted for this project. The project successfully conducted the five proposed workshops in four of the target metropolitan areas: San Antonio, Houston, Austin, and the Dallas-­‐Ft. Worth area. In addition, eight outreach events were included to further inform state and local government leaders on the basics of hydrogen and fuel cell technologies. The project achieved its primary objectives of developing communication with target audiences and assembling credible and consistent outreach and education materials. The major lessons learned include: (1) DOE’s Clean Cities programs are a key conduit to target transportation audiences, (2) real-­‐world fuel cell applications (fuel cell buses, fuel cell

    Data for Texas abandoned oil fields were primarily derived from two sources: (1) Texas Railroad Commission (TRRC), and (2) Dwight's ENERGYDATA. For purposes of this report, abandoned oil fields are defined as those fields that had no production during 1977. The TRRC OILMASTER computer tapes were used to identify these abandoned oil fields. The tapes also provided data on formation depth, gravity of oil production, location (both district and county), discovery date, and the cumulative production of the field since its discovery. In all, the computer tapes identified 9211 abandoned fields, most of which had less than 250,000 barrel cumulative production. This report focuses on the 676 abandoned onshore Texas oil fields that had cumulative production of over 250,000 barrels. The Dwight's ENERGYDATA computer tapes provided production histories for approximately two-thirds of the larger fields abandoned in 1966 and thereafter. Fields which ceased production prior to 1966 will show no production history nor abandonment date in this report. The Department of Energy hopes the general availability of these data will catalyze the private sector recovery of this unproduced resource.

    The Wind Energy Forum for Oklahoma and Texas was held at the Amarillo Quality Inn in Amarillo, Texas on April 2-3, 1981. Its purpose was to bring together the diverse groups involved in wind energy development in the Oklahoma and Texas region to explore the future commercial potential and current barriers to achieving this potential. Major topics of discussion included utility interconnection of wind machines and the buy-back rate for excess power, wind system reliability and maintenance concerns, machine performance standards, and state governmental incentives.     Amount 61% of the water used by Texans is ground-water. Some areas, both municipal and rural, depend entirely on ground-water. In many areas long term withdrawal is lowering the water levels, causing surface land subsidence, salt-water encroachment, and reducing future reservoir availability. The increasing probability of seepage from radioactive and toxic wastes, herbicide residues, septic systems, and oilfield brines is threatening dangerous contamination of fresh ground-water reservoirs. The Texas Department of Water Resources, the Texas Department of Health, State and private colleges and universities, the US Geological Survey, the Environmental Protection Agency, various underground water districts, among others, are cooperating with concerned hydrologists in a concentrated program to increase the efficiency of ground-water use and development, preserve the aquifer reservoirs, and decrease the pollution potential. 88 references.

    The State Energy Conservation Office has executed its first Fuel Cell Project which was awarded under a Department of Energy competitive grant process. The Texas LPG Fuel Processor Development and Fuel Cell Demonstration Program is a broad-based public/private partnership led by the Texas State Energy Conservation Office (SECO). Partners include the Alternative Fuels Research and Education Division (AFRED) of the Railroad Commission of Texas; Plug Power, Inc., Latham, NY, UOP/HyRadix, Des Plaines, IL; Southwest Research Institute (SwRI), San Antonio, TX; the Texas Natural Resource Conservation Commission (TNRCC), and the Texas Department of Transportation (TxDOT). The team proposes to mount a development and demonstration program to field-test and evaluate markets for HyRadix?s LPG fuel processor system integrated into Plug Power?s residential-scale GenSys 5C (5 kW) PEM fuel cell system in a variety of building types and conditions of service. The program?s primary goal is to develop, test, and install a prototype propane-fueled residential fuel cell power system supplied by Plug Power and HyRadix in Texas. The propane industry is currently funding development of an optimized propane fuel processor by project partner UOP/HyRadix through its national checkoff program, the Propane Education and Research Council (PERC). Following integration and independent verification of performance by Southwest Research Institute, Plug Power and HyRadix will produce a production-ready prototype unit for use in a field demonstration. The demonstration unit produced during this task will be delivered and installed at the Texas Department of Transportation?s TransGuide headquarters in San Antonio, Texas. Simultaneously, the team will undertake a market study aimed at identifying and quantifying early-entry customers, technical and regulatory requirements, and other challenges and opportunities that need to be addressed in planning commercialization of the units.     Ginning creates lots of gin trash with subsequent disposal problems. The Texas A and M University Agricultural Engineering Dept. is conducting a systems engineering study of three utilization alternatives, composting, fuel, and cattlefeed, funded by the National Science Foundation. Arsenic contamination is a major constraint in utilizing cotton gin trash - arsenic acid is used to desiccate the cotton plant before harvesting. Data from growth trials of 12 species of vegetable and ornamental plants grown on composted cotton gin trash are presented. (Refs. 2).
