    The Antelope Valley California Poppy Reserve contains the largest remaining stand of the California Poppy (Eschschozia Californica), the state flower of California. To welcome the thousands of people viewing the desert wildflowers each spring, the State of California decided to build a visitor/interpretive center. This building deals primarily with the question of fit; a building's fit aesthetically with its site and the fit of a building's design response to the climate of the site. In this case, both aspects of this question led the client and architects to seek an earth sheltered solution using materials at least metaphorically indigenous to the region. On both a technical and formal level, this building seeks to fit the unique climate and historical heritage of its site.

    This report is about the social acceptance of utility-scale concentrating solar power (CSP) plants in the San Luis Valley, approximately 200 miles southwest of Denver, Colorado. The research focused on social factors that may facilitate and impede the adoption and implementation of CSP. During the winter of 2008-2009, interviews were conducted with a purposive sample of 25 CSP-related stakeholders inside and outside the Valley. Interviews focused on the perceived advantages and disadvantages of siting a hypothetical 100-MW CSP facility in the Valley, the level of community support and opposition to CSP development, and related issues, such as transmission. State policy recommendations based on the findings include developing education programs for Valley residents, integrating Valley decision makers into an energy-water-land group, providing training for Valley decision makers, offering workforce training, evaluating models of taxation, and forming landholder energy associations. In addition, the SLV could become a laboratory for new approaches to CSP facility and transmission siting decision-making. The author recommends that outside stakeholders address community concerns and engage Valley residents in CSP decisions. Engaging the residents in CSP and transmission decisions, the author says, should take parallel significance with the investment in solar technology.

  8. Visual Resource Analysis for Solar Energy Zones in the San Luis Valley

    This report summarizes the results of a study conducted by Argonne National Laboratory’s (Argonne’s) Environmental Science Division for the U.S. Department of the Interior Bureau of Land Management (BLM). The study analyzed the regional effects of potential visual impacts of solar energy development on three BLM-designated solar energy zones (SEZs) in the San Luis Valley (SLV) in Colorado, and, based on the analysis, made recommendations for or against regional compensatory mitigation to compensate residents and other stakeholders for the potential visual impacts to the SEZs. The analysis was conducted as part of the solar regional mitigation strategy (SRMS) task conducted by BLM Colorado with assistance from Argonne. Two separate analyses were performed. The first analysis, referred to as the VSA Analysis, analyzed the potential visual impacts of solar energy development in the SEZs on nearby visually sensitive areas (VSAs), and, based on the impact analyses, made recommendations for or against regional compensatory mitigation. VSAs are locations for which some type of visual sensitivity has been identified, either because the location is an area of high scenic value or because it is a location from which people view the surrounding landscape and attach some level of importance or sensitivity to what is seen from the location. The VSA analysis included both BLM-administered lands in Colorado and in the Taos FO in New Mexico. The second analysis, referred to as the SEZ Analysis, used BLM visual resource inventory (VRI) and other data on visual resources in the former Saguache and La Jara Field Offices (FOs), now contained within the San Luis Valley FO (SLFO), to determine whether the changes in scenic values that would result from the development of utility-scale solar energy facilities in the SEZs would affect the quality and quantity of valued scenic resources in the SLV region as a whole.     The primary objective of this research is to conduct advanced reservoir characterization and modeling studies in the Antelope Shale reservoir. Characterization studies will be used to determine the technical feasibility of implementing a C0{sub 2} enhanced oil recovery project in the Antelope Shale in Buena Vista Hills Field. The Buena Vista Hills Pilot C0{sub 2} project will demonstrate the economic viability and widespread applicability of C0{sub 2} flooding in fractured siliceous shale reservoirs of the San Joaquin Valley. The research consists of four primary work processes: Reservoir Matrix and Fluid Characterization; Fracture Characterization; Reservoir Modeling and Simulation; and C0{sub 2} Pilot Flood and Evaluation. Work done in these areas is subdivided into two phases or budget periods. The first phase of the project will focus on the application of a variety of advanced reservoir characterization techniques to determine the production characteristics of the Antelope Shale reservoir. Reservoir models based on the results of the characterization work will be used to evaluate how the reservoir will respond to secondary recovery and EOR processes. The second phase of the project will include the implementation and evaluation of an advanced enhanced oil recovery (EOR) pilot in the United Anticline (West Dome) of the Buena Vista Hills Field.

    The Lakeview, Oregon, office of the U.S. Fish and Wildlife Service (USFWS) contracted Pacific Northwest National Laboratory to classify vegetation communities on Hart Mountain National Antelope Refuge in northeastern Nevada. The objective of the mapping project was to provide USFWS refuge biologists and planners with detailed vegetation and habitat information that can be referenced to make better decisions regarding wildlife resources, fuels and fire risk, and land management. This letter report describes the datasets and methods used to develop vegetation cover type and shrub canopy cover maps for the Hart Mountain National Antelope Refuge. The two map products described in this report are 1) a vegetation cover classification that provides updated information on the vegetation associations occurring on the refuge and 2) a map of shrub canopy cover based on high-resolution images and field data.

    The building has approximately 5600 square feet of conditioned space. Solar energy is used for space heating, space cooling, and preheating domestic hot water (DHW). The solar energy system has an array of evacuated tube-type collectors with an area of 1068 square feet. A 50/50 solution of ethylene glycol and water is the transfer medium that delivers solar energy to a tube-in-shell heat exchanger that in turn delivers solar-heated water to a 1100 gallon pressurized hot water storage tank. When solar energy is insufficient to satisfy the space heating and/or cooling demand, a natural gas-fired boiler provides auxiliary energy to the fan coil loops and/or the absorption chillers. Extracts from the site files, specification references, drawings, and installation, operation and maintenance instructions are included.

    This project was designed to test cyclic injection of exhaust flue gas from compressors located in the field to stimulate production from Antelope Shale zone producers. Approximately 17,000 m{sup 3} ({+-}600 MCF) of flue gas was to be injected into each of three wells over a three-week period, followed by close monitoring of production for response. Flue gas injection on one of the wells would be supplemented with a surfactant.

    The Department of Energy, Golden Field Office, awarded a grant to the UNLV Research Foundation (UNLVRF) on August 1, 2005 to develop a solar and renewable energy information center. The Solar Technology Center (STC) is to be developed in two phases, with Phase I consisting of all activities necessary to determine feasibility of the project, including design and engineering, identification of land access issues and permitting necessary to determine project viability without permanently disturbing the project site, and completion of a National Environmental Policy Act (NEPA) Environmental Assessment. Phase II is the installation of infrastructure and related structures, which leads to commencement of operations of the STC. The STC is located in the Boulder City designated 3,000-acre Eldorado Valley Energy Zone, approximately 15 miles southwest of downtown Boulder City and fronting on Eldorado Valley Drive. The 33-acre vacant parcel has been leased to the Nevada Test Site Development Corporation (NTSDC) by Boulder City to accommodate a planned facility that will be synergistic with present and planned energy projects in the Zone. The parcel will be developed by the UNLVRF. The NTSDC is the economic development arm of the UNLVRF. UNLVRF will be the entity responsible for overseeing the lease and the development project to assure compliance with the lease stipulations established by Boulder City. The STC will be operated and maintained by University of Nevada, Las Vegas (UNLV) and its Center for Energy Research (UNLV-CER). Land parcels in the Eldorado Valley Energy Zone near the 33-acre lease are committed to the construction and operation of an electrical grid connected solar energy production facility. Other projects supporting renewable and solar technologies have been developed within the energy zone, with several more developments in the horizon.

    The Buena Vista Hills field is located about 25 miles southwest of Bakersfield, in Kern County, California, about two miles north of the city of Taft, and five miles south of the Elk Hills field. The Antelope Shale zone was discovered at the Buena Vista Hills field in 1952, and has since been under primary production. Little research was done to improve the completion techniques during the development phase in the 1950s, so most of the wells are completed with about 1000 ft of slotted liner. The proposed pilot consists of four existing producers on 20 acre spacing with a new 10 acre infill well drilled as the pilot CO{sub 2} injector. Most of the reservoir characterization of the first phase of the project will be performed using data collected in the pilot pattern wells. This is the first annual report of the project. It covers the period February 12, 1996 to February 11, 1997. During this period the Chevron Murvale 653Z-26B well was drilled in Section 26-T31S/R23E in the Buena Vista Hills field, Kern County, California. The Monterey Formation equivalent Brown and Antelope Shales were continuously cored, the zone was logged with several different kinds of wireline logs, and the well was cased to a total depth of 4907 ft. Core recovery was 99.5%. Core analyses that have been performed include Dean Stark porosity, permeability and fluid saturations, field wettability, anelastic strain recovery, spectral core gamma, profile permeametry, and photographic imaging. Wireline log analysis includes mineral-based error minimization (ELAN), NMR T2 processing, and dipole shear wave anisotropy. A shear wave vertical seismic profile was acquired after casing was set and processing is nearly complete.

    The primary goal of the research is to further characterize and understand dispersion in valley and basin atmospheres. A secondary, and related goal, is to identify and understand the dominant physical processes governing this dispersion. This has been accomplished through a review of the current literature, and analyses of recently collected data from two field experiments. This work should contribute to an improved understanding of material transport in the atmospheric boundary layer. It was found that dispersion in a freely draining valley (Brush Creek valley, CO) atmosphere is much greater than in an enclosed basin (Roanoke, VA) atmosphere primarily because of the greater wind speeds moving past the release point and the greater turbulence levels. The development of a cold air pool in the Roanoke basin is the dominant process governing nighttime dispersion in the basin, while the nighttime dispersion in the Brush Creek valley is dominated by turbulent diffusion and plume confinement between the valley sidewalls. The interaction between valley flows and above ridgetops flows is investigated. A ``ventilation rate`` of material transport between the valley and above ridgetop flows is determined. This is important in regional air pollution modeling and global climate modeling. A simple model of dispersion in valleys, applicable through a diurnal cycle, is proposed.

    Following a thorough analysis of meteorological data obtained from deep valleys of western Colorado, a modular air-pollution model has been developed to simulate the transport and diffusion of pollutants released from an elevated point source in a well-defined mountain valley during the nighttime and morning transition periods. This initial version of the model, named VALMET, operates on a valley cross section at an arbitrary distance down-valley from a continuous point source. The model has been constructed to include parameterizations of the major physical processes that act to disperse pollution during these time periods. The model has not been fully evaluated.     The primary objective of this research is to conduct advanced reservoir characterization and modeling studies in the Antelope Shale reservoir. Characterization studies will be used to determine the technical feasibility of implementing a CO{sub 2} enhanced oil recovery project in the antelope Shale in Buena Vista Hills Field. The proposed pilot consists of four existing producers on 20 acre spacing with a new 10 acre infill well drilled as the pilot CO{sub 2} injector. Most of the reservoir characterization during Phase 1 of the project will be performed using data collected in the pilot pattern wells. During this period the following tasks have been completed: laboratory wettability; specific permeability; mercury porosimetry; acoustic anisotropy; rock mechanics analysis; core description; fracture analysis; digital image analysis; mineralogical analysis; hydraulic flow unit analysis; petrographic and confocal thin section analysis; oil geochemical fingerprinting; production logging; carbon/oxygen logging; complex lithologic log analysis; NMR T2 processing; dipole shear wave anisotropy logging; shear wave vertical seismic profile processing; structural mapping; and regional tectonic synthesis. Noteworthy technological successes for this reporting period include: (1) first (ever) high resolution, crosswell reflection images of SJV sediments; (2) first successful application of the TomoSeis acquisition system in siliceous shales; (3) first detailed reservoir characterization of SJV siliceous shales; (4) first mineral based saturation algorithm for SJV siliceous shales, and (5) first CO{sub 2} coreflood experiments for siliceous shale. Preliminary results from the CO{sub 2} coreflood experiments (2,500 psi) suggest that significant oil is being produced from the siliceous shale.

    The Buena Vista Hills field is located about 25 miles southwest of Bakersfield, in Kern County, California, about two miles north of the city of Taft, and five miles south of the Elk Hills field. The Antelope Shale zone was discovered at the Buena Vista Hills field in 1952, and has since been under primary production. Little research was done to improve the completion techniques during the development phase in the 1950s, so most of the wells are completed with about 1000 ft of slotted liner. The proposed pilot consists of four existing producers on 20 acre spacing with a new 10 acre infill well drilled as the pilot CO{sub 2} injector. Most of the reservoir characterization of the first phase of the project will be performed using data collected in the pilot pattern wells. This is the first annual report of the project. It covers the period February 12, 1996 to February 11, 1997. During this period the Chevron Murvale 653Z-26B well was drilled in Section 26-T31S/R23E in the Buena Vista Hills field, Kern County, California. The Monterey Formation equivalent Brown and Antelope Shales were continuously cored, the zone was logged with several different kinds of wireline logs, and the well was cased to a total depth of 4907 ft. Core recovery was 99.5%. Core analyses that have been performed include Dean Stark porosity, permeability and fluid saturations, field wettability, anelastic strain recovery, spectral core gamma, profile permeametry, and photographic imaging. Wireline log analysis includes mineral-based error minimization (ELAN), NMR T2 processing, and dipole shear wave anisotropy. A shear wave vertical seismic profile was acquired after casing was set and processing is nearly complete.

The Tribe's peak demand periods will help determine the scope of need for alternative energy sources. The Tribe's Energy Efficiency and Alternatives Analysis report included several system investigations which include fuel cells, wind turbines, solar panels, hydro electric, ground source heat pumps, bio mass, cogeneration & energy conservation and implementation for the existing properties. The energy analysis included site visits to collect and analyze historical energy usage and cost. The analysis also included the study of the building systems for the Elk Valley Casino, Elk Valley Rancheria administration complex, United Indian Health Service/Small Community Center complex and the Tribal Gaming Commission Offices. The analysis involved identifying modifications, performing an engineering economic analysis, preparation of a rank ordered list of modifications and preparation of a report to provide recommendations and actions for the Tribe to implement.

It can do so because it operates not only during sunny parts of the day, but it can store enough thermal energy from the sun to operate during cloudy periods and after dark, for up to three hours, at its rated output of 10 megawatts (MW).     This report describes the evaluation, design, and implementation of a DOE funded CO2 pilot project in the Lost Hills Field, Kern County, California. The pilot consists of four inverted (injector-centered) 5-spot patterns covering approximately 10 acres, and is located in a portion of the field, which has been under waterflood since early 1992. The target reservoir for the CO2 pilot is the Belridge Diatomite. The pilot location was selected based on geology, reservoir quality and reservoir performance during the waterflood. A CO2 pilot was chosen, rather than full-field implementation, to investigate uncertainties associated with CO2 utilization rate and premature CO2 breakthrough, and overall uncertainty in the unproven CO2 flood process in the San Joaquin Valley.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    The prospect of studying the solar energy generation process directly by observing the solar neutrino radiation has been discussed for many years. The main difficulty with this approach is that the sun emits predominantly low energy neutrinos, and detectors for observing low fluxes of low energy neutrinos have not been developed. However, experimental techniques have been developed for observing neutrinos, and one can foresee that in the near future these techniques will be improved sufficiently in sensitivity to observe solar neutrinos. At the present several experiments are being designed and hopefully will be operating in the next year or so. We will discuss an experiment based upon a neutrino capture reaction that is the inverse of the electron-capture radioactive decay of argon-37. The method depends upon exposing a large volume of a chlorine compound, removing the radioactive argon-37 and observing the characteristic decay in a small low-level counter.

    This report describes the evaluation, design, and implementation of a DOE funded CO{sub 2} pilot project in the Lost Hills Field, Kern County, California. The pilot consists of four inverted (injector-centered) 5-spot patterns covering approximately 10 acres, and is located in a portion of the field, which has been under waterflood since early 1992. The target reservoir for the CO{sub 2} pilot is the Belridge Diatomite. The pilot location was selected based on geologic considerations, reservoir quality and reservoir performance during the waterflood. A CO{sub 2} pilot was chosen, rather than full-field implementation, to investigate uncertainties associated with CO{sub 2} utilization rate and premature CO{sub 2} breakthrough, and overall uncertainty in the unproven CO{sub 2} flood process in the San Joaquin Valley. A summary of the design and objectives of the CO{sub 2} pilot are included along with an overview of the Lost Hills geology, discussion of pilot injection and production facilities, and discussion of new wells drilled and remedial work completed prior to commencing injection. Actual CO{sub 2} injection began on August 31, 2000 and a comprehensive pilot monitoring and surveillance program has been implemented. Since the initiation of CO{sub 2} injection, the pilot has been hampered by excessive sand production in the pilot producers due to casing damage related to subsidence and exacerbated by the injected CO{sub 2}. Therefore CO{sub 2} injection was very sporadic in 2001 and 2002 and we experienced long periods of time with no CO{sub 2} injection. As a result of the continued mechanical problems, the pilot project was terminated on January 30, 2003. This report summarizes the injection and production performance and the monitoring results through December 31, 2002 including oil geochemistry, CO{sub 2} injection tracers, crosswell electromagnetic surveys, crosswell seismic, CO{sub 2} injection profiling, cased hole resistivity, tiltmetering results, and

    Ford, Bacon and Davis Utah Inc. has reevalated the Monument Valley site in order to revise the March 1977 engineering assessment of the problems resulting from the existence of radioactive uranium mill tailings at Monument Valley, Arizona. This engineering assessment has included the preparation of topographic maps, the performance of core drillings and radiometric measurements sufficient to determine areas and volumes of tailings and radiation exposure of individuals and nearby populations, the investigations of site hydrology and meteorology, and the evaluation and costing of alternative corrective actions. Radon gas released from the 1.1 million tons of tailings at the Monument Valley site constitutes the most significant environmental impact, although windblown tailings and external gamma radiation also are factors. The four alternative actions presented in this engineering assessment range from millsite decontamination with the addition of 3 m of stabilization cover material (Option I), to removal of the tailings to remote disposal sites and decontamination of the tailings site (Options II through IV). Cost estimates for the four options range from about $6,600,000 for stabilization in-place, to about $15,900,000 for disposal at a distance of about 15 mi. Three principal alternatives for reprocessing the Monument Valley tailings were examined: heap leaching; Treatment at an existing mill; and reprocessing at a new conventional mill constructed for tailings reprocessing. The cost of the uranium recovery is economically unattractive.
