    The 2008 Washington International Renewable Energy Conference (WIREC) was held in Washington, D.C., from March 4-6, 2008, and involved nearly 9,000 people from 125 countries. The event brought together worldwide leaders in renewable energy (RE) from governments, international organizations, nongovernmental organizations, and the private sector to discuss the role that renewables can play in alleviating poverty, growing economies, and passing on a healthy planet to future generations. The conference concluded with more than 140 governments, international organizations, and private-sector representatives pledging to advance the uptake of renewable energy. The U.S. government authorized the National Renewable Energy Laboratory (NREL) to estimate the carbon dioxide (CO2) savings that would result from the pledges made at the 2008 conference. This report describes the methodology and assumptions used by NREL in quantifying the potential CO2 reductions derived from those pledges.

    The 50th Annual Maize Genetics Conference was held February 27 - March 2, 2008 at the Marriott Wardman Park Hotel in Washington, D.C. As the golden anniversary of the Conference and coinciding with the release of a draft of the maize genome sequence, this was a special meeting. To publicize this unique occasion, meeting organizers hosted a press conference, which was attended by members of the press representing science and non-science publications, and an evening reception at the Smithsonian National Museum of Natural History, where the draft sequence was announced and awards were presented to Dr. Mary Clutter and Senator Kit Bond to thank them for their outstanding contributions to maize genetics and genomics research. As usual, the Conference provided an invigorating forum for exchange of recent research results in many areas of maize genetics, e.g., cytogenetics, development, molecular genetics, transposable element biology, biochemical genetics, and genomics. Results were shared via both oral and poster presentations. Invited talks were given by four distinguished geneticists: Vicki Chandler, University of Arizona; John Doebley, University of Wisconsin; Susan Wessler, University of Georgia; and Richard Wilson, Washington University. There were 46 short talks and 241 poster presentations. The Conference was attended by over 500 participants. This included a large number of first-time participants in the meeting and an increasingly visible presence by individuals from underrepresented groups. Although we do not have concrete counts, there seem to be more African American, African and Hispanic/Latino attendees coming to the meeting than in years past. In addition, this meeting attracted many participants from outside the U.S. Student participation continues to be hallmark of the spirit of free exchange and cooperation characteristic of the maize genetics community.     This conference's focus was the peaceful uses of the atom and their implications for nuclear science, energy security, nuclear medicine and national security. The conference also provided the setting for the presentation of the prestigious Enrico Fermi Prize, a Presidential Award which recognizes the contributions of distinguished members of the scientific community for a lifetime of exceptional achievement in the science and technology of nuclear, atomic, molecular, and particle interactions and effects. An impressive group of distinguished speakers addressed various issues that included: the impact and legacy of the Eisenhower Administration’s “Atoms for Peace” concept, the current and future role of nuclear power as an energy source, the challenges of controlling and accounting for existing fissile material, and the horizons of discovery for particle or high-energy physics. The basic goal of the conference was to examine what has been accomplished over the past fifty years as well as to peer into the future to gain insights into what may occur in the fields of nuclear energy, nuclear science, nuclear medicine, and the control of nuclear materials.

    I am pleased to speak at the Fortieth Gordon Conference on Nuclear Chemistry. I served as Chairman of the first Gordon Conference on Nuclear Chemistry held June 23--27, 1952, at New Hampton, New Hampshire. In my remarks, during which I shall quote from my journal, I shall describe some of the background leading up to the first Gordon Conference on Nuclear Chemistry and my attendance at the first seven Gordon Conferences during the period 1952 through 1958. I shall also quote my description of my appearance as the featured speaker at the Silver Anniversary of the Gordon Research Conferences on December 27, 1956 held at the Commodore Hotel in New York City. I shall begin with reference to my participation in the predecessor to the Gordon Conferences, the Gibson Island Research Conferences 45 years ago, on Thursday, June 20, 1946, as a speaker. This was 15 years after the start of these conferences in 1931. Neil Gordon played a leading role in these conferences, which were named (in 1948) in his honor -- the Gordon Research Conferences -- soon after they were moved to Colby Junior College, New London, New Hampshire in 1947. W. George Parks became Director in 1947, Alexander Cruickshank became Assistant Director in 1947 and Director in 1968.

    Dr. Harold Agnew, retired director of Los Alamos National Laboratory and one of 49 people present on December 2, 1942 when the world’s first man-made controlled nuclear chain reaction was achieved with the CP-1 reactor, and Dr. Len Koch, one of Argonne’s earliest staff members and a designer of EBR-I, the first liquid metal-cooled fast reactor, spoke about their early work during “The Dawn of the Nuclear Age”, a Director’s Special Symposium held as one of the events to commemorate the 70th anniversary year of CP-1 achieving criticality. The symposium was moderated by Dr. Charles Till, a retired Argonne associate laboratory director who led Argonne’s nuclear engineering programs throughout the 1980’s and ‘90’s. Dr. Agnew painted a vivid picture of the challenges and rewards of working in Enrico Fermi’s group under strict security conditions and the complete faith all in the group had in Fermi’s analyses. He stated that no one ever doubted that CP-1 would achieve criticality, and when the moment came, those present acknowledged the accomplishment with little more than a subdued toast of chianti from a bottle provided by reactor physicist Eugene Wigner. This experimental work on nuclear reactors was continued in the Chicago area and led first by Fermi and then Walter Zinn, another member of Fermi’s CP-1 group, resulting in the formal establishment of Argonne National Laboratory on July 1, 1946. Dr. Koch described how much he enjoyed working at Argonne through the 1950’s and ‘60’s and contributing to many of the research “firsts” that Argonne achieved in the nuclear energy field and led to the foundation of the commercial nuclear power generation industry. His reminiscences about all that was achieved with EBR-I and how that work then led into Argonne’s design, building, and operation of EBR-II as a full demonstration of a fast reactor power plant brought Argonne’s nuclear

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    This updated and revised story of the first reactor, or 'pile,' commemorates the 40th anniversary of the first controlled, self-sustaining nuclear chain reaction created by mankind. Enrico Fermi and his team of scientists initiated the reaction on December 2, 1941, underneath the West Stands of Stagg Field at the University of Chicago. Firsthand accounts of the participants as well as postwar recollections by Enrico and Laura Fermi are included.

    Congress has made progress on key legislation this summer. The House of Representatives passed an appropriations bill which authorizes spending for DOE and the NRC for FY91. The Senate has yet to consider an energy appropriations bill, but as the House bill exceeds the administration request for funding by $575 million, it will likely experience substantial cuts before its final passage. At the end of the month, the Senate Energy & Natural Resources Committee held a hearing on the Smith Barney report on the Uranium Enrichment Enterprise. Since the Senate has already passed a uranium enrichment restructuring bill, attention has shifted to the House where some Representatives have expressed interest in holding a hearing on the report. After almost a month`s delay, the House has named its representatives to the Clean Air Act Conference Committee. The Senate will have nine committee members, and the House will have 142 conferees from seven committees. Final action on the clean air bill is likely before November`s Congressional elections. Finally, although it appeared the utilities had a chance to hold their payment of NRC user fees at 45 percent of the NRC`s budget level, President Bush`s decision to discuss taxes as part of the budget negotiations increases the likelihood of higher user fees-possibly as high as 100 percent of the NRC budget. The American Nuclear Energy Council (ANEC) estimates that the President`s proposal to recover 100 percent of the NRC`s budget through user fees is the second largest revenue item among the user fees proposed.

    Twenty years ago, W. Lawrence (Larry) Gates approached the U.S. Department of Energy (DOE) Office of Energy Research (now the Office of Science) with a plan to coordinate the comparison and documentation of climate model differences. This effort would help improve our understanding of climate change through a systematic approach to model intercomparison. Early attempts at comparing results showed a surprisingly large range in control climate from such parameters as cloud cover, precipitation, and even atmospheric temperature. The DOE agreed to fund the effort at the Lawrence Livermore National Laboratory (LLNL), in part because of the existing computing environment and because of a preexisting atmospheric science group that contained a wide variety of expertise. The project was named the Program for Climate Model Diagnosis and Intercomparison (PCMDI), and it has changed the international landscape of climate modeling over the past 20 years. In spring 2009 the DOE hosted a 1-day symposium to celebrate the twentieth anniversary of PCMDI and to honor its founder, Larry Gates. Through their personal experiences, the morning presenters painted an image of climate science in the 1970s and 1980s, that generated early support from the international community for model intercomparison, thereby bringing PCMDI into existence. Four talks covered Gates???¢????????s early contributions to climate research at the University of California, Los Angeles (UCLA), the RAND Corporation, and Oregon State University through the founding of PCMDI to coordinate the Atmospheric Model Intercomparison Project (AMIP). The speakers were, in order of presentation, Warren Washington [National Center for Atmospheric Research (NCAR)], Kelly Redmond (Western Regional Climate Center), George Boer (Canadian Centre for Climate Modelling and Analysis), and Lennart Bengtsson [University of Reading, former director of the European Centre for Medium-Range Weather Forecasts (ECMWF)].     This file contains file geodatabases of the Mount St. Helens seismic zone (MSHSZ), Wind River valley (WRV) and Mount Baker (MB) geothermal play-fairway sites in the Washington Cascades. The geodatabases include input data (feature classes) and output rasters (generated from modeling and interpolation) from the geothermal play-fairway in Washington State, USA. These data were gathered and modeled to provide an estimate of the heat and permeability potential within the play-fairways based on: mapped volcanic vents, hot springs and fumaroles, geothermometry, intrusive rocks, temperature-gradient wells, slip tendency, dilation tendency, displacement, displacement gradient, max coulomb shear stress, sigma 3, maximum shear strain rate, and dilational strain rate at 200m and 3 km depth. In addition this file contains layer files for each of the output rasters. For details on the areas of interest please see the 'WA_State_Play_Fairway_Phase_1_Technical_Report' in the download package. This submission also includes a file with the geothermal favorability of the Washington Cascade Range based off of an earlier statewide assessment. Additionally, within this file there are the maximum shear and dilational strain rate rasters for all of Washington State.
