    The College of Engineering, Computer Science, & Technology at California State University, Los Angeles as part of its alternative and renewable energy leadership efforts has built a sustainable hydrogen station to teach and demonstrate the production and application of hydrogen as the next generation of fully renewable fuel for transportation. The requested funding was applied toward the acquisition of the core hydrogen station equipment: electrolyzer, compressors and hydrogen storage.

    Thermal waters produced from large oil fields are currently the most important geothermal resources in Los Angeles County. Otherwise, the County does not appear to have any large, near-surface geothermal resources. The oil fields produce thermal water because of both the moderate depths of production and normal to above-normal geothermal gradients. Gradients are about 3.0-3.5/sup 0/C/100 meters in the Ventura Basin and range from that up to about 5.5-6.0/sup 0/C/100 meters in the Los Angeles Basin. The hottest fields in the County are west of the Newport-Inglewood Structural Zone. The Los Angeles Basin has substantially more potential for uses of heat from oil fields than does the Ventura Basin because of its large fields and dense urban development. Produced fluid temperatures there range from ambient air to boiling, but most are in the 100-150/sup 0/F range. Daily water production ranges from only a few barrels at some fields to over a million barrels at Wilmington Oil Field; nearly all fields produce less than 50,000 barrels/day. Water salinity generally ranges from about 15,000-35,000 mg/liter NaCl. Fields with the most promise as sources of heat for outside applications are Wilmington, Torrance, Venice Beach, and Lawndale. The centralized treatment facilities are the most favorable sites for extraction of heat within the oil fields. Because of the poor water quality heat exchangers will likely be required rather than direct circulation of the field water to users. The best sites for applications are commercial-industrial areas and possibly institutional structures occupied by large numbers of people.

    In response to a request from the International Association of Fire Fighters, a study was made of possible toxic exposures experienced by fire fighters from the Los Angeles Fire Department, paramedics, and police officers during a chemical warehouse fire at Research Organic, Inorganic Chemical Corporation, Sun Valley, California. Numerous flammable, corrosive, and reactive compounds were stored at the warehouse at the time of the fire. Dermatological problems with rashes lasting more than 1 day after the fire were reported by 18 fire fighters and nine police officers. Neurotoxic symptoms of fatigue, forgetfulness, irritability, headaches, and difficulty sleeping were also reported. The neurotoxic symptoms lasted from a month to over a year. The authors conclude that the symptoms experienced by those working at the fire site are associated with exposures during the fire. Recommendations arising from the fire include the establishment of a response team with comprehensive training, state of the art protective equipment, protocols for addressing medical evaluation and decontamination issues, environmental sampling capability, and coordination with other emergency disaster responders.

    From October 2012 through September 2013, the second ARM Mobile Facility (AMF2) was deployed on the container ship Spirit, operated by Horizon Lines, for the Marine ARM GPCI* Investigation of Clouds (MAGIC) field campaign. During approximately 20 round trips between Los Angeles, California, and Honolulu, Hawaii, AMF2 obtained continuous on-board measurements of cloud and precipitation, aerosols, and atmospheric radiation; surface meteorological and oceanographic variables; and atmospheric profiles from weather balloons launched every six hours. During two two-week intensive observational periods in January and July 2013, additional instruments were deployed and balloon soundings were be increased to every three hours. These additional data provided a more detailed characterization of the state of the atmosphere and its daily cycle during two distinctly different seasons. The primary objective of MAGIC was to improve the representation of the stratocumulus-to-cumulus transition in climate models. AMF2 data documented the small-scale physical processes associated with turbulence, convection, and radiation in a variety of marine cloud types.

    This analysis presents a case study in California for a large scale, standalone wind electrolysis site. This is a techno-economic analysis of the 40,000 kg/day renewable production of hydrogen and subsequent delivery by truck to a fueling station in the Los Angeles area. This quantity of hydrogen represents about 1% vehicle market penetration for a city such as Los Angeles (assuming 0.62 kg/day/vehicle and 0.69 vehicles/person) [8]. A wind site near the Mojave Desert was selected for proximity to the LA area where hydrogen refueling stations are already built.

    California oil producers face a loss of production this year because of constraints on pipeline and tanker transportation to Los Angeles area refineries. The potential bottleneck is occurring at a time when Outer Continental Shelf production is near capacity from Chevron Corp.'s Point Arguello project at the same time production is increasing from Exxon Corp.'s nearby Santa Ynex Unit (SYU) expansion. Both megaprojects must compete for pipeline space with onshore crude producers, notably in California's San Joaquin Valley (SJV). Recent development limiting transportation options include: An indefinite shutdown of Four Corners Pipe Line Co.'s 50,000 b/d Line No. 1, damaged by the Jan. 17 earthquake; Loss of a tanker permit by Chevron and partners for offshore Point Arguello production; Permanent shutdown of Exxon's offshore storage and treatment (OST) facility, which since 1981 has used tankers to transport about 20,000 b/d of SYU production from the Santa Barbara Channel to Los Angeles. The OST, the first commercial floating production system in the US -- placed in the Santa Barbara Channel in 1981 after a decade of precedent setting legal and political battles -- was shut down Apr. 4. The paper discusses these production concerns, available options, the OST shutdown, and the troubled history of the OST.

    SuperCDMS (Super Cryogenic Dark Matter Search) is a leading direct dark mat-ter search experiment which uses solid state detectors (Ge crystals) at milliKelvintemperatures to look for nuclear recoils caused by dark matter interactions in the de-tector. `Weakly Interacting Massive Particles' (WIMPs) are the most favoured darkmatter candidate particles. SuperCDMS, like many other direct dark matter searchexperiments, primarily looks for WIMPs. The measurement of both the ionizationand the lattice vibration (phonon) signals from an interaction in the detector allow itto discriminate against electron recoils which are the main source of background forWIMP detection.SuperCDMS currently operates about 9 kg of Ge detectors at the Soudan under-ground lab in northern Minnesota. In its next phase, SuperCDMS SNOLAB plansto use 100-200 kg of target mass (Ge) which would allow it to probe more of theinteresting and and as of yet unexplored parameter space for WIMPs predicted bytheoretical models. The SuperCDMS Queen's Test Facility is a detector test facilitywhich is intended to serve as detector testing and detector research and developmentpurposes for the SuperCDMS experiment.A modifed detector called the HiZIP (Half-iZIP), which is reduced in complex-ity in comparison to the currently used iZIP (interleaved Z-sensitive Ionization and Phonon mediated) detectors, is studied in this thesis. The HiZIP detector designalso serves to discriminate against background from multiple scatter events occurringclose to the surfaces in a single detector. Studies carried out to compare the surfaceevent leakage in the HiZIP detector using limited information from iZIP data takenat SuperCDMS test facility at UC Berkley produce a highly conservative upper limitof 5 out of 10,000 events at 90% condence level. This upper limit is the best amongmany different HiZIP congurations that were investigated and is comparable to theupper limit calculated for an HiZIP detector in the same way using the

    This paper presents the initial results of a survey of the occurrence and characteristics of geopressured fluid resources in California using the publicly- available database involving more than 150,000 oil and gas wells drilled in the State. Of the 975 documented on-shore oil and gas pools studied, about 42% were identified as potentially geopressured. Geothermal gradients in California oil and gas fields lie within the normal range of 1 F to 2 F per 100 feet. Except for the Los Angeles Basin, there was no evidence of higher temperatures or temperature gradients in geopressured pools.

The group has appealed the county's denial of an interim tankering permit to the California Coastal Commission, which is expected to hold a hearing on the matter this month.     The main objective of NREL in supporting this study is to determine the relative air quality impact of the use of compressed natural gas (CNG) as an alternative transportation fuel when compared to low Reid vapor pressure (RVP) gasoline and reformulated gasoline (RFG). A table lists the criteria, air toxic, and greenhouse gas pollutants for which emissions were estimated for the alternative fuel scenarios. Air quality impacts were then estimated by performing photochemical modeling of the alternative fuel scenarios using the Urban Airshed Model Version 6.21 and the Carbon Bond Mechanism Version IV (CBM-IV) (Geary et al., 1988) Using this model, the authors examined the formation and transport of ozone under alternative fuel strategies for motor vehicle transportation sources for the year 2007. Photochemical modeling was performed for modeling domains in Los Angeles, California, and Atlanta, Georgia.

This report summarizes trends in oil production and refining in Canada. Heavy oil (10{degrees} to 20{degrees} API gravity) production in California has increased from 20% of the state`s total oil production in the early 1940s to 70% in the late 1980s. In each of the three principal petroleum producing districts (Los Angeles Basin, Coastal Basin, and San Joaquin Valley) oil production has peaked then declined at different times throughout the past 30 years. Thermal production of heavy oil has contributed to making California the largest producer of oil by enhanced oil recovery processes in spite of low oil prices for heavy oil and stringent environmental regulation. Opening of Naval Petroleum Reserve No. 1, Elk Hills (CA) field in 1976, brought about a major new source of light oil at a time when light oil production had greatly declined. Although California is a major petroleum-consuming state, in 1989 the state used 13.3 billion gallons of gasoline or 11.5% of US demand but it contributed substantially to the Nation`s energy production and refining capability. California is the recipient and refines most of Alaska`s 1.7 million barrel per day oil production. With California production, Alaskan oil, and imports brought into California for refining, California has an excess of oil and refined products and is a net exporter to other states. The local surplus of oil inhibits exploitation of California heavy oil resources even though the heavy oil resources exist. Transportation, refining, and competition in the market limit full development of California heavy oil resources.

    San Nicolas Island (SNI) is the site of the Navy Range Instrumentation Test Site which relies on an isolated diesel-powered grid for its energy needs. The island is located in the Pacific Ocean 85 miles southwest of Los Angeles, California and 65 miles south of the Naval Air Weapons Station (NAWS), Point Mugu, California. SNI is situated on the continental shelf at latitude N33{degree}14` and longitude W119{degree}27`. It is approximately 9 miles long and 3.6 miles wide and encompasses an area of 13,370 acres of land owned by the Navy in fee title. Winds on San Nicolas are prevailingly northwest and are strong most of the year. The average wind speed is 7.2 m/s (14 knots) and seasonal variation is small. The windiest months, March through July, have wind speeds averaging 8.2 m/s (16 knots). The least windy months, August through February, have wind speeds averaging 6.2 m/s (12 knots).

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), the California Geological Survey (CGS) conducted an assessment of geologic carbon sequestration potential in California. An inventory of sedimentary basins was screened for preliminary suitability for carbon sequestration. Criteria included porous and permeable strata, seals, and depth sufficient for critical state carbon dioxide (CO{sub 2}) injection. Of 104 basins inventoried, 27 met the criteria for further assessment. Petrophysical and fluid data from oil and gas reservoirs was used to characterize both saline aquifers and hydrocarbon reservoirs. Where available, well log or geophysical information was used to prepare basin-wide maps showing depth-to-basement and gross sand distribution. California's Cenozoic marine basins were determined to possess the most potential for geologic sequestration. These basins contain thick sedimentary sections, multiple saline aquifers and oil and gas reservoirs, widespread shale seals, and significant petrophysical data from oil and gas operations. Potential sequestration areas include the San Joaquin, Sacramento, Ventura, Los Angeles, and Eel River basins, followed by the smaller Salinas, La Honda, Cuyama, Livermore, Orinda, and Sonoma marine basins. California's terrestrial basins are generally too shallow for carbon sequestration. However, the Salton Trough and several smaller basins may offer opportunities for localized carbon sequestration.

    Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energy’s (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders.     Climate projections from three atmosphere-ocean climate models with a range of low to mid-high temperature sensitivity forced by the Intergovernmental Panel for Climate Change SRES higher, middle, and lower emission scenarios indicate that, over the 21st century, extreme heat events for major cities in heavily air-conditioned California will increase rapidly. These increases in temperature extremes are projected to exceed the rate of increase in mean temperature, along with increased variance. Extreme heat is defined here as the 90 percent exceedance probability (T90) of the local warmest summer days under the current climate. The number of extreme heat days in Los Angeles, where T90 is currently 95 F (32 C), may increase from 12 days to as many as 96 days per year by 2100, implying current-day heat wave conditions may last for the entire summer, with earlier onset. Overall, projected increases in extreme heat under the higher A1fi emission scenario by 2070-2099 tend to be 20-30 percent higher than those projected under the lower B1 emission scenario, ranging from approximately double the historical number of days for inland California cities (e.g. Sacramento and Fresno), up to four times for previously temperate coastal cities (e.g. Los Angeles, San Diego). These findings, combined with observed relationships between high temperature and electricity demand for air-conditioned regions, suggest potential shortfalls in transmission and supply during T90 peak electricity demand periods. When the projected extreme heat and peak demand for electricity are mapped onto current availability, maintaining technology and population constant only for demand side calculations, we find the potential for electricity deficits as high as 17 percent. Similar increases in extreme heat days are suggested for other locations across the U.S. southwest, as well as for developing nations with rapidly increasing electricity demands.     This study evaluated the feasibility of potential energy efficiency measures (EEM`s) for the proposed EDD office building located at 5401 Crenshaw in Los Angeles, CA. The 26,748 ft{sup 2} single-story building is currently in the final design phase. Key building energy features include uninsulated exterior concrete block walls, R19 insulated roof, glazing on north and east orientations only, multiple air source rooftop packaged heat pumps, and electric resistance water heaters. For this project, DEG evaluated seven potential EEM`s from both performance and 30 year life cycle cost (LCC) perspectives.

    To support the design development of a compressorless house that does not rely on mechanical air-conditioning, the author carried out detailed computer analysis of a prototypical house design to determine the indoor thermal conditions during peak cooling periods for over 170 California locations. The peak cooling periods are five-day sequences at 2{percent} frequency determined through statistical analysis of long-term historical weather data. The DOE-2 program was used to simulate the indoor temperatures of the house under four operating options: windows closed, with mechanical ventilation, evaporatively-cooled mechanical ventilation, or a conventional 1 1/2-ton air conditioner. The study found that with a 1500 CFM mechanical ventilation system, the house design would maintain comfort under peak conditions in the San Francisco Bay Area out to Walnut Creek, but not beyond. In southern California, the same system and house design would maintain adequate comfort only along the coast. With the evaporatively-cooled ventilation system, the applicability of the house design can be extended to Fairfield and Livermore in northern California, but in southern California a larger 3000 CFM system would be needed to maintain comfort conditions over half of the greater Los Angeles area, the southern half of the Inland Empire, and most of San Diego county. With the 1 1/2-ton air conditioner, the proposed house design would perform satisfactorily through most of the state, except in the upper areas of the Central Valley and the hot desert areas in southern California. In terms of energy savings, the simulations showed that the prototypical house design would save from 0.20 to 0.43 in northern California, 0.20 to 0.53 in southern California, and 0.16 to 0.35 in the Central Valley, the energy used by the same house design built to Title-24 requirements.

    Our study targets recent (Plio-Pleistocene) faults and young (Tertiary) petroleum fields in southern California. Faults include the Refugio Fault in the Transverse Ranges, the Ellwood Fault in the Santa Barbara Channel, and most recently the Newport- Inglewood in the Los Angeles Basin. Subsurface core and tubing scale samples, outcrop samples, well logs, reservoir properties, pore pressures, fluid compositions, and published structural-seismic sections have been used to characterize the tectonic/diagenetic history of the faults. As part of the effort to understand the diagenetic processes within these fault zones, we have studied analogous processes of rapid carbonate precipitation (scaling) in petroleum reservoir tubing and manmade tunnels. From this, we have identified geochemical signatures in carbonate that characterize rapid CO2 degassing. These data provide constraints for finite element models that predict fluid pressures, multiphase flow patterns, rates and patterns of deformation, subsurface temperatures and heat flow, and geochemistry associated with large fault systems.

    The Chemical Mass Balance (CMB) receptor model was applied to the chemically-speciated diurnal particulate matter samples and volatile organic compound (VOC) acquired during the summer and fall campaigns of the Southern California Air Quality Study (SCAQS). Source profiles applicable to the Los Angeles area were used to apportion PM[sub (2.5)] and PM[sub (10)] to primary paved road dust, primary construction dust, primary motor vehicle exhaust, primary marine aerosol, secondary ammonium nitrate, and secondary ammonium sulfate. Nonmethane hydrocarbon was apportioned to motor vehicle exhaust, liquid fuel, gasoline vapor, gas leaks, architectural and industrial coatings, and biogenic emissions. Suspended dust was the major contributor to PM(10) during the summer, while secondary ammonium nitrate and primary motor vehicle exhaust contributions were high in the fall. Motor vehicle exhaust was the major contributor to nonmethane hydrocarbons, ranging from 30% to 70% of the total.

    Four different literature parameterizations for the formation and evolution of urban secondary organic aerosol (SOA) frequently used in 3-D models are evaluated using a 0-D box model representing the Los Angeles metropolitan region during the California Research at the Nexus of Air Quality and Climate Change (CalNex) 2010 campaign. We constrain the model predictions with measurements from several platforms and compare predictions with particle- and gas-phase observations from the CalNex Pasadena ground site. That site provides a unique opportunity to study aerosol formation close to anthropogenic emission sources with limited recirculation. The model SOA that formed only from the oxidationmore » of VOCs (V-SOA) is insufficient to explain the observed SOA concentrations, even when using SOA parameterizations with multi-generation oxidation that produce much higher yields than have been observed in chamber experiments, or when increasing yields to their upper limit estimates accounting for recently reported losses of vapors to chamber walls. The Community Multiscale Air Quality (WRF-CMAQ) model (version 5.0.1) provides excellent predictions of secondary inorganic particle species but underestimates the observed SOA mass by a factor of 25 when an older VOC-only parameterization is used, which is consistent with many previous model–measurement comparisons for pre-2007 anthropogenic SOA modules in urban areas. Including SOA from primary semi-volatile and intermediate-volatility organic compounds (P-S/IVOCs) following the parameterizations of Robinson et al. (2007), Grieshop et al. (2009), or Pye and Seinfeld (2010) improves model–measurement agreement for mass concentration. The results from the three parameterizations show large differences (e.g., a factor of 3 in SOA mass) and are not well constrained, underscoring the current uncertainties in this area. Our results strongly suggest that other precursors besides VOCs, such as P-S/IVOCs, are needed to explain the

    Hammer et al. analyzed daily diary reports of headache, eye irritation, cough, and chest discomfort in a study of Los Angeles student nurses, and found a statistically significant association between these symptoms and daily maximum one-hour oxidant concentrations at a nearby air quality monitor. Our analysis examines the student nurse data for the possible significance of other pollutants. We used new model specifications designed to account for the probabilistic nature of the outcome variables, and to allow for complications arising from the time series aspects of the data. We replicated the finding of a significant relationship between oxidants and coughing and eye irritation, and also found that; carbon monoxide was significantly related to headache symptoms; nitrogen dioxide was significantly related to eye irritation; and sulfur dioxide was significantly related to chest discomfort.

    Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations

    Solar envelope zoning represents a promising approach to solar access protection. A solar envelope defines the volume within which a building will not shade adjacent lots or buildings. Other solar access protection techniques, such as privately negotiated easements, continue to be tested and implemented but none offer the degree of comprehensiveness evident in this approach. Here, the City of Los Angeles, through the Mayor's Energy Office, the City Planning Department, and the City Attorney's Office, examine the feasibility of translating the concept of solar envelopes into zoning techniques. They concluded that envelope zoning is a fair and consistent method of guaranteeing solar access, but problems of complexity and uncertainty may limit its usefulness. Envelope zoning may be inappropriate for the development of high density centers and for more restrictive community plans. Aids or tools to administer envelope zoning need to be developed. Finally, some combination of approaches, including publicly recorded easements, subdivision approval and envelope zoning, need to be adopted to encourage solar use in cities. (MHR)

    The Los Angeles Department of Water and Power (LADWP) is currently one of the most active electric utility companies in deploying fuel cell technology. Fuel cells offer many benefits and are now used as an alternative to traditional internal combustion engines in power generation. In continuing it's role as the leader in fuel cell deploying, LADWP installed a Phosphoric Acid Fuel Cell (PAFC) in February 2002 at its Main Street service center. The goal of this project is to evaluate the PAFC's performance and cost benefits. This will provide LADWP an insight for future deployment of fuel cell technology. The fuel cell ran smoothly through the first year of operation with very high efficiency and availability, and only with some minor setbacks. The Main street fuel cell project is funded by LADWP with partial grant funding from the Department of Defense's Climate Change Fuel Cell Buydown Program. The technical evaluation and the benefit-cost evaluation of the Main Street fuel cell are both examined in this report.

    Recent U.S. Environmental Protection Agency emissions regulations have resulted in lower emissions of particulate matter and oxides of nitrogen from heavy-duty diesel trucks. To accelerate fleet turnover the State of California in 2008 along with the Ports of Los Angeles and Long Beach (San Pedro Bay Ports) in 2006 passed regulations establishing timelines forcing the retirement of older diesel trucks. On-road emissions measurements of heavy-duty diesel trucks were collected over a three-year period, beginning in 2008, at a Port of Los Angeles location and an inland weigh station on the Riverside freeway (CA SR91). At the Port location the mean fleet age decreased from 12.7 years in April of 2008 to 2.5 years in May of 2010 with significant reductions in carbon monoxide (30%), oxides of nitrogen (48%) and infrared opacity (a measure of particulate matter, 54%). We also observed a 20-fold increase in ammonia emissions as a result of new, stoichiometrically combusted, liquefied natural gas powered trucks. These results compare with changes at our inland site where the average ages were 7.9 years in April of 2008 and 8.3 years in April of 2010, with only small reductions in oxides of nitrogen (10%) being statistically significant. Both locations have experienced significant increases in nitrogen dioxide emissions from new trucks equipped with diesel particle filters; raising the mean nitrogen dioxide to oxides of nitrogen ratios from less than 10% to more than 30% at the Riverside freeway location.

    Historically, parts of California have had the worst air quality in the nation. The California Energy Commission began experimenting with alternate fuels in the 1970`s in an effort to reduce harmful automobile emissions and hence, improve air quality. It is recognized that the costs to California which result from our air quality problems are immense. Ten to twenty billion dollars each year is the estimated damage in terms of health impacts, materials damages, lost agricultural crop output and forest damages. As the California population increases and health care costs escalate, the total monetary damages from air pollution will increase. The California Energy Commission goal to improve air quality became a mandate in 1988 with the passage of the California Clean Air Act (CCAA). The CCAA requires a revised air quality strategy for the San Diego district since we do not meet State air quality standards for smog, carbon monoxide and nitrogen dioxide. Smog remains San Diego`s major air quality problem, even though the annual number of days each year over the Federal standard has been reduced by 55 percent in the past ten years. Ten years ago about two-thirds of San Diego`s smog was transported from Los Angeles. Today more than 60 per cent of the days San Diego exceeds the State standard are from locally generated smog. It is estimated that 57% of the reactive hydrocarbon emissions (which react with nitrogen dioxide in the presence of sunlight to form smog) is from cars, trucks and buses. The Air Pollution Control District (part of the County of San Diego) is the office that the Air Resources Board has put in charge of creating regulations and designing strategy to reduce polluting emissions. The purpose of this project is to determine the full cost of acquiring and operating a municipal fleet which meets the mandates of the California Clean Air Act. With that information, a plan to meet the Clear Air Act (CCAA) requirements can be formulated by local government.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits.     This presentation provides information on California`s Title V operating permit programs for stationary sources mandated by the 1990 Clean Air Act amendments. It covers background, applicability, regulatory history, requirements, and issues. In addition, specific information is provided on the progress of Title V implementation in California, including: the roles of implementing agencies, the status of district Title V programs, number and distribution of Title V sources, cost of Title V implementation, and highlights of Title V implementation in the State. The question and answer format is intended to facilitate easy access to specific information related to the Title V operating permit programs in California.
