LANL's capabilities support vital national security missions and plans for the future. LANL science supports the energy security focus areas of impacts of Energy Demand Growth, Sustainable Nuclear Energy, and Concepts and Materials for Clean Energy. The innovation pipeline at LANL spans discovery research through technology maturation and deployment. The Lab's climate science capabilities address major issues.     The Foreign Applied Sciences Assessment Center (FASAC) conducts reviews of selected areas of foreign basic and applied science by US scientists who are technically expert and active in the fields reviewed. Several of the FASAC assessments of Soviet science have involved various aspects of the information sciences, including enabling technologies and applications, as well as the core information sciences. This report draws upon those FASAC assessment reports, the expert judgment of some of the authors of those reports, and other public sources to characterize the current state of the information sciences in the Soviet Union and the effects of information science capabilities upon other areas of Soviet science and technology. This report also provides estimates of the likely effect of the political and social reforms underway in the Soviet Union on future Soviet progress in the information sciences and, at a more general level, in science and technology. 41 refs., 7 tabs.

  1. Atmospheric Radiation Measurement (ARM) Data from Niamey, Niger for the Radiative Atmospheric Divergence using AMF, GERB and AMMA Stations (RADAGAST)

    The Atmospheric Radiation Measurement (ARM) Program is the largest global change research program supported by the U.S. Department of Energy. The primary goal of the ARM Program is to improve the treatment of cloud and radiation physics in global climate models in order to improve the climate simulation capabilities of these models. To achieve this goal, ARM scientists and researchers around the world use continuous data obtained through the ARM Climate Research Facility. The ARM Mobile Facility (AMF) operates at non-permanent sites selected by the ARM Program. Sometimes these sites can become permanent ARM sites, as was the case with Graciosa Island in the Azores. It is now known as the Eastern North Atlantic permanent site. In January 2006 the AMF deployed to Niamey, Niger, West Africa, at the Niger Meteorological Office at Niamey International Airport. This deployment was timed to coincide with the field phases and Special Observing Periods of the African Monsoon Multidisciplinary Analysis (AMMA). The ARM Program participated in this international effort as a field campaign called "Radiative Divergence using AMF, GERB and AMMA Stations (RADAGAST).The primary purpose of the Niger deployment was to combine an extended series of measurements from the AMF with those from the Geostationary Earth Radiation Budget (GERB) Instrument on the Meteosat operational geostationary satellite in order to provide the first well-sampled, direct estimates of the divergence of solar and thermal radiation across the atmosphere. A large collection of data plots based on data streams from specific instruments used at Niamey are available via a link from ARM's Niamey, Niger site information page. Other data can be found at the related websites mentioned above and in the ARM Archive. Users will be requested to create a password, but the plots and data files are free for viewing and downloading. The ARM Archive physically resides at the Oak Ridge National Laboratory.

    Funding from the Department of Energy and the Annenberg/CPB Math and Science Project have helped the Association of Science-technology Centers Incorporated (ASTC) to establish and sustain an on-line community of informal science educators nationwide. The Project, called the Informal Science Educators Network Project (ISEN), is composed primarily of informal science educators and exhibit developers from science centers, museums, zoos, aquariums, botanical gardens, parks, and nature centers. Although museum-based professionals represent the majority of subscribers to ISEN, also involved are some classroom teachers and teacher educators from colleges and universities. Common to all ISEN participants is a commitment to school and science education reform. Specifically, funding from the Department of Energy helped to boot strap the effort, providing Barrier Reduction Vouchers to 123 educators that enabled them participate in ISEN. Among the major accomplishments of the Project are these: (1) assistance to 123 informal science educators to attend Internet training sessions held in connection with the Project and/or purchase hardware and software that linked them to the Internet; (2) Internet training for 153 informal science educators; (3) development of a listserv which currently has over 180 subscribers--an all-time high; (4) opportunity to participate in four web chats involving informal science educators with noted researchers; (5) development of two sites on the World Wide Web linking informal science educators to Internet resources; (6) creation of an on-line collection of over 40 articles related to inquiry-based teaching and science education reform. In order to continue the momentum of the Project, ASTC has requested from the Annenberg/CPB Math and Science project a no/cost extension through December 1997.

From this remote spot researchers now have access to important data about Arctic climate processes at the intersection of land and sea ice. As of October 2013, Oliktok Point is the temporary home of ARMs third and newest ARM Mobile Facility, or AMF3. The AMF3 is gathering data using about two dozen instruments that obtain continuous measurements of clouds, aerosols, precipitation, energy, and other meteorological variables. Site operators will also fly manned and unmanned aircraft over sea ice, drop instrument probes and send up tethered balloons. The combination of atmospheric observations with measurements from both the ground and over the Arctic Ocean will give researchers a better sense of why the Arctic sea ice has been fluctuating in fairly dramatic fashion over recent years.     Understanding the roles of arbuscular mycorrhizal fungi (AMF) in plant interaction is essential for optimizing plant distribution to restore degraded ecosystems. Here, our study investigated the effects of AMF and the presence of legume or grass herbs on phytoremediation with a legume tree, Robinia pseudoacacia, in Pb polluted soil. In monoculture, mycorrhizal dependency of legumes was higher than that of grass, and AMF benefited the plant biomass of legumes but had no effect on grass. Mycorrhizal colonization of plant was enhanced by legume neighbors but inhibited by grass neighbor in co-culture system. N, P, S and Mg concentrations of mycorrhizalmore » legumes were larger than these of non-mycorrhizal legumes. Legume herbs decreased soil pH and thereby increased the Pb concentrations of plants. The neighbor effects of legumes shifted from negative to positive with increasing Pb stress levels, whereas grass provided a negative effect on the growth of legume tree. AMF enhanced the competition but equalized growth of legume-legume under unpolluted and Pb stress conditions, respectively. In conclusion, (1) AMF mediate plant interaction through directly influencing plant biomass, and/or indirectly influencing plant photosynthesis, macronutrient acquisition, (2) legume tree inoculated with AMF and co-planted with legume herbs provides an effective way for Pb phytoremediation.« less

    Sections of this report include: symposium activity, staff activity, document analysis program, text-retrieval program, institute activity, etc. It is believed that as large, complete collections of documents become available in digital libraries, users will demand complete interaction with the information; document access mechanisms will have to grow beyond keywords and full-text searches to include browsing, searching of images, and searching on basis of abstract concepts. It is proposed to study the microform document conversion process, including image preprocessing, recognition, postprocessing for extracting information, and natural language techniques. Characterization of algorithms will allow generation of a system that automatically adapts to a wide range of image quality, thereby allowing large-scale conversion efforts. It is proposed to focus first on the NSF Antarctic database (approx. 55,000 documents).

    Arbuscular mycorrhizal fungi (AMF) are considered as a potential biotechnological tool for improving phytostabilization efficiency and plant tolerance to heavy metal-contaminated soils. However, the mechanisms through which AMF help to alleviate metal toxicity in plants are still poorly understood. A greenhouse experiment was conducted to evaluate the effects of two AMF species (Funneliformis mosseae and Rhizophagus intraradices) on the growth, Pb accumulation, photosynthesis and antioxidant enzyme activities of a leguminous tree (Robinia pseudoacacia L.) at Pb addition levels of 0, 500, 1000 and 2000 mg kg-1 soil. AMF symbiosis decreased Pb concentrations in the leaves and promoted the accumulation of biomass as well as photosynthetic pigment contents. Mycorrhizal plants had higher gas exchange capacity, non-photochemistry efficiency, and photochemistry efficiency compared with non-mycorrhizal plants. The enzymatic activities of superoxide dismutase (SOD), ascorbate peroxidases (APX) and glutathione peroxidase (GPX) were enhanced, and hydrogen peroxide (H2O2) and malondialdehyde (MDA) contents were reduced in mycorrhizal plants. These findings suggested that AMF symbiosis could protect plants by alleviating cellular oxidative damage in response to Pb stress. Furthermore, mycorrhizal dependency on plants increased with increasing Pb stress levels, indicating that AMF inoculation likely played a more important role in plant Pb tolerance in heavily contaminated soils. Overall, both F. mosseae and R. intraradices were able to maintain efficient symbiosis with R. pseudoacacia in Pb polluted soils. AMF symbiosis can improve photosynthesis and reactive oxygen species (ROS) scavenging capabilities and decrease Pb concentrations in leaves to alleviate Pb toxicity in R. pseudoacacia.     The purpose of the workshop was to obtain input from the scientific community regarding the merits of the concept of a ''Future Information Infrastructure for the Physical Sciences'' that would offer a comprehensive collection of scientific and technical information in the physical sciences as well as services that would facilitate scientific communication and increase the productivity of the scientific enterprise in the United States. The Infrastructure would impact science methods and science education as well as the scientific record as a public good. The workshop was composed of a panel of experts in science, science policy, information science, and scientific publishing. Other participants included representatives from the community of potential stakeholders in such an enterprise. The overall conclusion of the workshop was an enthusiastic endorsement of a vision of a national infrastructure that benefits not just the scientific community but the national good. It could ultimately impact not only research and development, but also education and applications to everyday life. It would be a step to integrate the whole of science to provide a basis to improve society, the economy, and the environment.

    From October 2012 through September 2013, the second ARM Mobile Facility (AMF2) was deployed on the container ship Spirit, operated by Horizon Lines, for the Marine ARM GPCI* Investigation of Clouds (MAGIC) field campaign. During approximately 20 round trips between Los Angeles, California, and Honolulu, Hawaii, AMF2 obtained continuous on-board measurements of cloud and precipitation, aerosols, and atmospheric radiation; surface meteorological and oceanographic variables; and atmospheric profiles from weather balloons launched every six hours. During two two-week intensive observational periods in January and July 2013, additional instruments were deployed and balloon soundings were be increased to every three hours. These additional data provided a more detailed characterization of the state of the atmosphere and its daily cycle during two distinctly different seasons. The primary objective of MAGIC was to improve the representation of the stratocumulus-to-cumulus transition in climate models. AMF2 data documented the small-scale physical processes associated with turbulence, convection, and radiation in a variety of marine cloud types.

    I will explore the similarities and differences between the process of writing science fiction and the process of 'producing' science, specifically theoretical physics. What are the ground rules for introducing unproven new ideas in science fiction, and how do they differ from the corresponding rules in physics? How predictive is science fiction? (For that matter, how predictive is theoretical physics?) I will also contrast the way in which information is presented in science fiction, as opposed to its presentation in scientific papers, and I will examine the relative importance of ideas (as opposed to the importance of the way in which these ideas are presented). Finally, I will discuss whether a background as a research scientist provides any advantage in writing science fiction.

    During the Storm Peak Lab Cloud Property Validation Experiment (STORMVEX), a substantial correlative data set of remote sensing observations and direct in situ measurements from fixed and airborne platforms will be created in a winter season, mountainous environment. This will be accomplished by combining mountaintop observations at Storm Peak Laboratory and the airborne National Science Foundation-supported Colorado Airborne Multi-Phase Cloud Study campaign with collocated measurements from the second ARM Mobile Facility (AMF2). We describe in this document the operational plans and motivating science for this experiment, which includes deployment of AMF2 to Steamboat Springs, Colorado. The intensive STORMVEX field phase will begin nominally on 1 November 2010 and extend to approximately early April 2011.

    Abstract 1: Geographic information systems emerged as a computer application in the late 1960s, led in part by projects at ORNL. The concept of a GIS has shifted through time in response to new applications and new technologies, and is now part of a much larger world of geospatial technology. This presentation discusses the relationship of GIS and estimating hourly and seasonal energy consumption profiles in the building sector at spatial scales down to the individual parcel. The method combines annual building energy simulations for city-specific prototypical buildings and commonly available geospatial data in a GIS framework. Abstract 2: This presentation focuses on 3D printing technologies and how they have rapidly evolved over the past couple of years. At a basic level, 3D printing produces physical models quickly and easily from 3D CAD, BIM (Building Information Models), and other digital data. Many AEC firms have adopted 3D printing as part of commercial building design development and project delivery. This presentation includes an overview of 3D printing, discusses its current use in building design, and talks about its future in relation to the HVAC industry. Abstract 3: This presentation discusses additive manufacturing and how it is revolutionizing the design of commercial and residential facilities. Additive manufacturing utilizes a broad range of direct manufacturing technologies, including electron beam melting, ultrasonic, extrusion, and laser metal deposition for rapid prototyping. While there is some overlap with the 3D printing talk, this presentation focuses on the materials aspect of additive manufacturing and also some of the more advanced technologies involved with rapid prototyping. These technologies include design of carbon fiber composites, lightweight metals processing, transient field processing, and more.

    As terrorism on all scales continues, it is necessary to improve understanding of terrorist and insurgent activities. This article takes a Geographic Information Systems (GIS) approach to advance the understanding of spatial, social, political, and cultural triggers that influence terrorism incidents. Spatial, temporal, and spatiotemporal patterns of terrorist attacks are examined to improve knowledge about terrorist systems of training, planning, and actions. The results of this study aim to provide a foundation for understanding attack patterns and tactics in emerging havens as well as inform the creation and implementation of various counterterrorism measures.

    The Atmospheric Radiation Measurement (ARM) Program has matured into one of the key programs in the U.S. Climate Change Science Program. The ARM Program has achieved considerable scientific success in a broad range of activities, including site and instrument development, atmospheric radiative transfer, aerosol science, determination of cloud properties, cloud modeling, and cloud parameterization testing and development. The focus of ARM science has naturally shifted during the last few years to an increasing emphasis on modeling and parameterization studies to take advantage of the long time series of data now available. During the next 5 years, the principal focus of the ARM science program will be to: Maintain the data record at the fixed ARM sites for at least the next five years. Improve significantly our understanding of and ability to parameterize the 3-D cloud-radiation problem at scales from the local atmospheric column to the global climate model (GCM) grid square. Continue developing techniques to retrieve the properties of all clouds, with a special focus on ice clouds and mixed-phase clouds. Develop a focused research effort on the indirect aerosol problem that spans observations, physical models, and climate model parameterizations. Implement and evaluate an operational methodology to calculate broad-band heating rates in the atmospheric columns at the ARM sites. Develop and implement methodologies to use ARM data more effectively to test atmospheric models, both at the cloud-resolving model scale and the GCM scale. Use these methodologies to diagnose cloud parameterization performance and then refine these parameterizations to improve the accuracy of climate model simulations. In addition, the ARM Program is actively developing a new ARM Mobile Facility (AMF) that will be available for short deployments (several months to a year or more) in climatically important regions. The AMF will have much of the same instrumentation as the remote facilities at

    Information-Decision-Action Crew (IDAC) operator model simulations of a Steam Generator Tube Rupture are compared to student operator performance in studies conducted in the Ohio State University’s Nuclear Power Plant Simulator Facility. This study is presented as a prototype for conducting simulator studies to validate key aspects of Human Reliability Analysis (HRA) methods. Seven student operator crews are compared to simulation results for crews designed to demonstrate three different decision-making strategies. The IDAC model used in the simulations is modified slightly to capture novice behavior rather that expert operators. Operator actions and scenario pacing are compared. A preliminary review of available performance shaping factors (PSFs) is presented. After the scenario in the NPP Simulator Facility, student operators review a video of the scenario and evaluate six PSFs at pre-determined points in the scenario. This provides a dynamic record of the PSFs experienced by the OSU student operators. In this preliminary analysis, Time Constraint Load (TCL) calculated in the IDAC simulations is compared to TCL reported by student operators. We identify potential modifications to the IDAC model to develop an “IDAC Student Operator Model.” This analysis provides insights into how similar experiments could be conducted using expert operators to improve the fidelity of IDAC simulations.

    The science-based stockpile stewardship program emphasizes a better understanding of how complex components function through advanced computer calculations. Many of the problem areas are in the behavior of materials making up the equipment. The Los Alamos Neutron Science Center (LANSCE) can contribute to solving these problems by providing diagnostic tools to examine parts noninvasively and by providing the experimental tools to understand material behavior in terms of both the atomic structure and the microstructure. Advanced computer codes need experimental information on material behavior in response to stress, temperature, and pressure as input, and they need benchmarking experiments to test the model predictions for the finished part.

    The mission of the Earth System Grid Federation (ESGF) is to provide the worldwide climate-research community with access to the data, information, model codes, analysis tools, and intercomparison capabilities required to make sense of enormous climate data sets. Its specific goals are to (1) provide an easy-to-use and secure web-based data access environment for data sets; (2) add value to individual data sets by presenting them in the context of other data sets and tools for comparative analysis; (3) address the specific requirements of participating organizations with respect to bandwidth, access restrictions, and replication; (4) ensure that the data are readily accessible through the analysis and visualization tools used by the climate research community; and (5) transfer infrastructure advances to other domain areas. For the ESGF, the U.S. Department of Energy’s (DOE’s) Earth System Grid Center for Enabling Technologies (ESG-CET) team has led international development and delivered a production environment for managing and accessing ultra-scale climate data. This production environment includes multiple national and international climate projects (such as the Community Earth System Model and the Coupled Model Intercomparison Project), ocean model data (such as the Parallel Ocean Program), observation data (Atmospheric Radiation Measurement Best Estimate, Carbon Dioxide Information and Analysis Center, Atmospheric Infrared Sounder, etc.), and analysis and visualization tools, all serving a diverse user community. These data holdings and services are distributed across multiple ESG-CET sites (such as ANL, LANL, LBNL/NERSC, LLNL/PCMDI, NCAR, and ORNL) and at unfunded partner sites, such as the Australian National University National Computational Infrastructure, the British Atmospheric Data Centre, the National Oceanic and Atmospheric Administration Geophysical Fluid Dynamics Laboratory, the Max Planck Institute for Meteorology, the German Climate Computing

    As a national security science laboratory, Los Alamos is often asked to detect and measure the characteristics of complex systems and to use the resulting information to quantify the system's behavior. The Science of Signatures (SoS) pillar is the broad suite of technical expertise and capability that we use to accomplish this task. With it, we discover new signatures, develop new methods for detecting or measuring signatures, and deploy new detection technologies. The breadth of work at Los Alamos National Laboratory (LANL) in SoS is impressive and spans from the initial understanding of nuclear weapon performance during the Manhattan Project, to unraveling the human genome, to deploying laser spectroscopy instrumentation on Mars. Clearly, SoS is a primary science area for the Laboratory and we foresee that as it matures, new regimes of signatures will be discovered and new ways of extracting information from existing data streams will be developed. These advances will in turn drive the development of sensing instrumentation and sensor deployment. The Science of Signatures is one of three science pillars championed by the Laboratory and vital to supporting our status as a leading national security science laboratory. As with the other two pillars, Materials for the Future and Information Science and Technology for Predictive Science (IS&T), SoS relies on the integration of technical disciplines and the multidisciplinary science and engineering that is our hallmark to tackle the most difficult national security challenges. Over nine months in 2011 and 2012, a team of science leaders from across the Laboratory has worked to develop a SoS strategy that positions us for the future. The crafting of this strategy has been championed by the Chemistry, Life, and Earth Sciences Directorate, but as you will see from this document, SoS is truly an Institution-wide effort and it has engagement from every organization at the Laboratory.     What constitutes 'dangerous anthropogenic interference' is a value judgment arrived at through a socio-political process, taking issues like equity and sustainability into account. Science provides key information needed to arrive at an informed judgment. However, that judgment is primarily a political one, and not a purely scientific decision.
