    Brooklyn Union Gas Co. has been providing gas to 50% of the population of New York City for the last 100 years. The company has constructed an elaborate gas distribution network that includes a gas main under nearly every city street in a service territory that includes Brooklyn, Staten Island and parts of Queens. Conventional ways of pipeline construction and maintenance are inadequate in today's environment of heightened competition, increased regulations and, most importantly, demanding customer expectations of quality service. As a result, Brooklyn Union Gas must use special construction and maintenance methods in its operations, and in particular trenchless technologies. Over the past 10 years the company has paid close attention to developing a variety of trenchless techniques. Like many gas distribution companies providing service in densely populated urban areas, Brooklyn Union must operate and maintain its gas distribution network in a challenging environment of increasing governmental regulation and escalating field construction costs. Technological innovation is not a luxury, but instead a necessity to achieve corporate growth, regulatory compliance and greater customer satisfaction. Trenchless technologies offset rising pipe installation costs and provide benefits both to the customer and the company. Of special value to Brooklyn Union is the development of systems that renovate old metal pipes by lining. Such techniques are described.

    An apparatus for simulating special nuclear material is provided. The apparatus typically contains a small quantity of special nuclear material (SNM) in a configuration that simulates a much larger quantity of SNM. Generally the apparatus includes a spherical shell that is formed from an alloy containing a small quantity of highly enriched uranium. Also typically provided is a core of depleted uranium. A spacer, typically aluminum, may be used to separate the depleted uranium from the shell of uranium alloy. A cladding, typically made of titanium, is provided to seal the source. Methods are provided to simulate SNM for testing radiation monitoring portals. Typically the methods use at least one primary SNM spectral line and exclude at least one secondary SNM spectral line.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

    Over the past century Special Relativity has become a cornerstone of modern physics, and its Lorentz invariance is a foundation of every current fundamental theory of physics. So it is crucial that it be thoroughly tested experimentally. The many tests of SR will be discussed, including several modern high-precision measurements. Several experiments that appear to be in conflict with SR will also be discussed, such as claims that the famous measurements of Michelson and Morley actually have a non-null result, and the similar but far more extensive measurements of Dayton Miller that 'determined the absolute motion of the earth'. But the errorbars for these old experiments are huge, and are larger than their purported signals. In short, SR has been tested extremely well and stands un-refuted today, but current thoughts about quantum gravity suggest that it might not truly be a symmetry of nature.

    We discuss the recent proposal of implementing doubly special relativity in configuration space by means of Finsler geometry. Although this formalism leads to a consistent description of the dynamics of a particle, it does not seem to give a complete description of the physics. In particular, the Finsler line element is not invariant under the deformed Lorentz transformations of doubly special relativity. We study in detail some simple applications of the formalism.

    The US electricity industry, dominated by vertically integrated, retail-monopoly, regulated utilities, is undergoing enormous changes. The industry, within the next few years, will evolve into a deintegrated, competitive-market dominated, less regulated industry. Part of this process involves unbundling electric generation from transmission, which raises the issue of ancillary services. Since the Federal Energy Regulatory Commission (FERC) published its March 1995 proposed rule on open-access transmission, ancillary services have been an important topic. Ancillary services are those functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery. These services cost US electricity consumers about $12 billion a year. The basic idea is to unbundle service reliability into a spectrum of priority classes, each priced to reflect the cost to the utility of providing that quality of service. This report summarizes the concepts and insights developed during the initial phase of research, addressing issues of incentives, pricing, capacity planning, priority insurance, and market organizations.

    Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

    Abstract A geospatial catalogue service provides a network-based meta-information repository and interface for advertising and discovering shared geospatial data and services. Descriptive information (i.e., metadata) for geospatial data and services is structured and organized in catalogue services. The approaches currently available for searching and using that information are often inadequate. Semantic Web technologies show promise for better discovery methods by exploiting the underlying semantics. Such development needs special attention from the Cyberinfrastructure perspective, so that the traditional focus on discovery of and access to geospatial data can be expanded to support the increased demand for processing of geospatial information and discovery of knowledge. Semantic descriptions for geospatial data, services, and geoprocessing service chains are structured, organized, and registered through extending elements in the ebXML Registry Information Model (ebRIM) of a geospatial catalogue service, which follows the interface specifications of the Open Geospatial Consortium (OGC) Catalogue Services for the Web (CSW). The process models for geoprocessing service chains, as a type of geospatial knowledge, are captured, registered, and discoverable. Semantics-enhanced discovery for geospatial data, services/service chains, and process models is described. Semantic search middleware that can support virtual data product materialization is developed for the geospatial catalogue service. The creation of such a semantics-enhanced geospatial catalogue service is important in meeting the demands for geospatial information discovery and analysis in Cyberinfrastructure.

    The Messina Strait Bridge would be the world's longest suspension bridge, with a design earthquake characterised by a PGA value of 0.58 g and a distance between the ipocenter and the bridge of 15 km. Said critical structure of course would need a suitable restraint system for traffic braking loads, wind and seismic actions. Each type of load requires a specific behaviour of the restraint system, making its design a big challenge.The restraint system comprises special types of fluid viscous dampers, installed both in longitudinal and transverse direction, both at the towers and at the anchorages. In seismic conditions they behave as viscous dampers, to reduce the forces on the structural elements and the movements of the bridge deck. But in service dynamic conditions, e.g. under traffic or wind load, the devices shall behave like shock transmission units, thus preventing the longitudinal and transverse movements of the deck.FIP Industriale cooperated with the selected General Contractor, a consortium lead by Impregilo, in the design of said viscous dampers. This paper describes the main features of said devices.

    Laser damage of optical materials, first reported in 1964, continues to limit the output energy and power of pulsed and continuous-wave laser systems. In spite of some 48 years of research in this area, interest from the international laser community to laser damage issues remains at a very high level and does not show any sign of decreasing. Moreover, it grows with the development of novel laser systems, for example, ultrafast and short-wavelength lasers that involve new damage effects and specific mechanisms not studied before. This interest is evident from the high level of attendance and presentations at the annual SPIE Laser Damage Symposium (aka, Boulder Damage Symposium) that has been held in Boulder, Colorado, since 1969. This special section of Optical Engineering is the first one devoted to the entire field of laser damage rather than to a specific part. It is prepared in response to growing interest from the international laser-damage community. Some papers in this special section were presented at the Laser Damage Symposium; others were submitted in response to the general call for papers for this special section. The 18 papers compiled into this special section represent many sides of the broad field of laser-damage research. They consider theoretical studies of the fundamental mechanisms of laser damage including laser-driven electron dynamics in solids (O. Brenk and B. Rethfeld; A. Nikiforov, A. Epifanov, and S.     This Environmental Assessment (EA) evaluates the differences in potential environmental impacts between two plutonium Special Isotope Separation (SIS) technologies: Atomic Vapor Laser Isotope Separation (AVLIS) and Molecular Laser Isotope Separation (MLIS). Both SIS technologies use PuO/sub 2/ as feed; AVLIS converts feed to plutonium metal and MLIS converts feed to PuF/sub 6/. The AVLIS process uses laser energy to selectively photoionize and electrostatically separate plutonium isotopes from an atomic vapor stream. The MLIS process uses laser energy to selectively disassociate specific isotopes of plutonium in the form of PuF/sub 6/ molecules to create PuF/sub 5/ for collection and further processing. Both processes produce plutonium metal as their product. An evaluation of differences in potential environmental impacts attributed to the construction of an SIS facility, based on either technology, included a comparison of construction materials, land areas required, and the size of the design and construction workforce. The differences in potential environmental impacts from operating an SIS facility were also compared. No large differences in potential environmental impacts would be expected from the use of process chemicals. An AVLIS or an MLIS facility would produce operating effluents that would meet all applicable radiation, chemical, and hazardous waste standards and would be constructed to protect workers, the public and the environment. This EA has not revealed any significant differences in the potential environmental impacts that could occur as a result of deploying either the AVLIS or the MLIS Special Isotope Separation technology.

    Emergencies happen every day. Many are caused by storms or auto accidents and can be planned for, if not predicted. Emergencies resulting from natural hazards often affect a large number of people, and planning for them can be difficult, since knowledge of the needs of the people involved is generally unavailable. Emergencies resulting from accidents at industrial and military facilities can also be large scale in nature if people must be evacuated or sheltered in place. Federal planning for large scale emergencies is the responsibility of the Federal Emergency Management Agency (FEMA), which provides assistance to various emergency management agencies at the national, state and local level. More information about FEMA is available at http://www.fema.gov/. The purpose of the Special Population Planner (SPP) is to help emergency planners address the needs of persons with special needs. The exact definition of 'special population' is a policy decision. Policymakers have included a variety of groups in this term, such as persons with disabilities, those who do not have vehicles with which to evacuate, children who are unattended at times (latchkey children), and many others. The SPP was developed initially for the Alabama Emergency Management Agency as part of its Chemical Stockpile Emergency Preparedness Program (CSEPP), which aids emergency planning and preparedness in communities surrounding military installations across the United States where chemical weapons are stored pending their destruction under federal law. Like that specialized application, this open-source version contains a set of specialized Geographic Information System (GIS) tools to facilitate emergency planning on behalf of persons with special needs, regardless of how the term is defined. While the original SPP system was developed for emergency planning relating to chemical hazards, it can be applied to other threats as well.     It was recently proposed that deformations of the relativistic symmetry, as those considered in deformed special relativity (DSR), can be seen as the outcome of a measurement theory in the presence of non-negligible (albeit small) quantum gravitational fluctuations [S. Liberati, S. Sonego, and M. Visser, Phys. Rev. D 71, 045001 (2005).][R. Aloisio, A. Galante, A. Grillo, S. Liberati, E. Luzio, and F. Mendez, Phys. Rev. D 73, 045020 (2006).]. In this paper we explicitly consider the case of a spacetime described by a flat metric endowed with stochastic fluctuations and, for a free particle, we show that DSR-like nonlinear relations between the spaces of the measured and classical momenta, can result from the average of the stochastic fluctuations over a scale set to be the de Broglie wavelength of the particle. As illustrative examples we consider explicitly the averaging procedure for some simple stochastic processes and discuss the physical implications of our results.

Scenarios also form an integrating element among the different research disciplines of those studying climate change, such as economists, technology experts, climate researchers, atmospheric chemists and geologists. In 2007, the IPCC requested the scientific community to develop a new set of scenarios, as the existing scenarios (published in the Special Report on Emissions Scenarios, (Nakicenovic and Swart 2000), and called the 'SRES scenarios') needed to be updated and expanded in scope (see Moss et al. (2010) for a detailed discussion). Researchers from different disciplines worked together to develop a process to craft these new scenarios, as summarized by Moss, et al. (2010). The Integrated Assessment Modeling Consortium (IAMC), founded in response to the IPCC call, played a key role in this process.1 The scenario development process aims to develop a set of new scenarios that facilitate integrated analysis of climate change across the main scientific communities. The process comprises 3 main phases: (1) an initial phase, developing a set of pathways for emissions, concentrations and radiative forcing, (2) a parallel phase, comprising both the development of new socio-economic storylines and climate model projections, and (3) an integration phase, combining the information from the first phases into holistic mitigation, impacts and vulnerability assessments. The pathways developed in the first phase were called 'Representative Concentration Pathways (RCPs)'. They play an important role in providing input for prospective climate model experiments, including both the decadal and long-term projections of climate change. The RCPs also provide an

    Previous experiments have proven that nuclear assemblies can be imaged and identified inside of shipping containers using vertical trajectory cosmic-ray muons with two-sided imaging. These experiments have further demonstrated that nuclear assemblies can be identified by detecting fission products in coincidence with tracked muons. By developing these technologies, advanced sensors can be designed for a variety of warhead monitoring and detection applications. The focus of this project is to develop tomographic-mode imaging using near-horizontal trajectory muons in conjunction with secondary particle detectors. This will allow imaging in-situ without the need to relocate the objects and will enable differentiation of special nuclear material (SNM) from other high-Z materials.

    Seadrift Pipeline Corp. recently decommissioned its Ella Pipeline, an 108-mile, 8-in. line between the King Ranch and a Union Carbide plant at Seadrift, Texas. The pipeline company opted for the product transfer services of pipeline Dehydrators Inc. to evacuate the ethane-rich LPG mixture from the pipeline instead of flaring the LPG or displacing it with nitrogen at operating pressures into another pipeline. The product transfer system of Pipeline Dehydrators incorporates the use of highly specialized portable compressors, heat exchangers and interconnected piping. The product transfer process of evacuating a pipeline is an economically viable method that safely recovers a very high percentage of the product while maintaining product purity. Using positive-displacement compressors, PLD transferred the LPG from the idled 8-in. Ella line into an adjacent 12-in. ethane pipeline that remained in service at approximately 800 psig. Approximately 4.3 million lb of LPG (97% ethane, 2.7% methane and 0.3% propane) were transferred into the ethane pipeline, lowering the pressure on the Ella Pipeline from 800 psig to 65 psig.

    Remote sensing data from satellites have provided valuable information on the state of the earth for several decades. Since March 2000, the Moderate Resolution Imaging Spectroradiometer (MODIS) sensor on board NASA s Terra and Aqua satellites have been providing estimates of several land parameters useful in understanding earth system processes at global, continental, and regional scales. However, the HDF-EOS file format, specialized software needed to process the HDF-EOS files, data volume, and the high spatial and temporal resolution of MODIS data make it difficult for users wanting to extract small but valuable amounts of information from the MODIS record. To overcome this usability issue, the NASA-funded Distributed Active Archive Center (DAAC) for Biogeochemical Dynamics at Oak Ridge National Laboratory (ORNL) developed a Web service that provides subsets of MODIS land products using Simple Object Access Protocol (SOAP). The ORNL DAAC MODIS subsetting Web service is a unique way of serving satellite data that exploits a fairly established and popular Internet protocol to allow users access to massive amounts of remote sensing data. The Web service provides MODIS land product subsets up to 201 x 201 km in a non-proprietary comma delimited text file format. Users can programmatically query the Web service to extract MODIS land parameters for real time data integration into models, decision support tools or connect to workflow software.     The basic features of the Priority Service approach for unbundling the equality attributes of electric power service is described. This paper pointed out how this unbundling of service provides an effective tool for managing the risks faced by electric utilities in the next decade. It is also interesting to compare the features of Priority Service to those that result from deregulation of supply in other industries. In the transportation and communications industries, a primary result of deregulation has been a substantial increase in product differentiation and the tailoring of products to specific customer needs. Thus Priority Service, as a means of product differentiation, offers an opportunity to capture some of the benefits of deregulation without the associated uncertainties and instabilities that are often introduced by deregulating markets. 2 figures, 5 tables.

    Congress passed the Nuclear Waste Policy Act of 1982 (NWPA) and its amendments establishing the national policy for safely storing, transporting and disposing of spent nuclear fuel and high-level radioactive waste in a geologic repository. This legislation created the Office of Civilian Radioactive Waste Management (OCRWM) within the US Department of Energy (DOE) to develop an integrated system for the safe and efficient disposal of high-level radioactive waste. The NWPA, as amended, directs DOE to study in detail the Yucca Mountain site in Nevada as the only candidate site for the Nation`s geologic repository. This Information Services Directory is intended to facilitate dissemination of information. The Directory is produced by the Education and Information Division of OCRWM`s Office of External Relations and will be updated periodically. This is the third such update since its issuance in August 1986. It is a reference document that lists the sources of program information available to states, Indian tribes, and the public.

    Emergencies like Hurricane Katrina and the recent California wildfires underscore the critical need to meet the complex challenge of planning for individuals with special needs and for institutionalized special populations. People with special needs and special populations often have difficulty responding to emergencies or taking protective actions, and emergency responders may be unaware of their existence and situations during a crisis. Special Population Planner (SPP) is an ArcGIS-based emergency planning system released as an open source product. SPP provides for easy production of maps, reports, and analyses to develop and revise emergency response plans. It includes tools to manage a voluntary registry of data for people with special needs, integrated links to plans and documents, tools for response planning and analysis, preformatted reports and maps, and data on locations of special populations, facility and resource characteristics, and contacts. The system can be readily adapted for new settings without programming and is broadly applicable. Full documentation and a demonstration database are included in the release.

These guidelines comply with Minerals Management Service (MMS) regulations issued on May 31, 1988, for offshore work. Where specific MMS regulations are sited, the regulation reference, Incident of Non-Compliance (INC), number is provided. These guidelines can be used by operators and contractors, and although U.S. offshore operations are emphasized, they are applicable wherever coiled tubing services are used.

    We use public cloud computers to host sophisticated scientific data; software is then used to transform scientific practice by enabling broad access to capabilities previously available only to the few. The primary obstacle to more widespread use of public clouds to host scientific software (‘cloud-based science gateways’) has thus far been the considerable gap between the specialized needs of science applications and the capabilities provided by cloud infrastructures. We describe here a domain-independent, cloud-based science gateway platform, the Globus Galaxies platform, which overcomes this gap by providing a set of hosted services that directly address the needs of science gateway developers. The design and implementation of this platform leverages our several years of experience with Globus Genomics, a cloud-based science gateway that has served more than 200 genomics researchers across 30 institutions. Building on that foundation, we have also implemented a platform that leverages the popular Galaxy system for application hosting and workflow execution; Globus services for data transfer, user and group management, and authentication; and a cost-aware elastic provisioning model specialized for public cloud resources. We describe here the capabilities and architecture of this platform, present six scientific domains in which we have successfully applied it, report on user experiences, and analyze the economics of our deployments.     The deployment of any new software system in a production facility will always face multiple hurtles in reaching a successful acceptance. However, a new waste tracking system was required at the plutonium processing facility at Los Alamos National Laboratory (LANL) where waste processing must be integrated to handle Special Nuclear Materials tracking requirements. Waste tracking systems can enhance the processing of waste in production facilities when the system is developed with a focus on customer service throughout the project life cycle. In March 2010 Los Alamos National Laboratory Waste Technical Services (WTS) replaced the aging systems and infrastructure that were being used to support the plutonium processing facility. The Waste Technical Services (WTS) Waste Compliance and Tracking System (WCATS) Project Team, using the following customer service model, succeeded in its goal to meet all operational and regulatory requirements, making waste processing in the facility more efficient while partnering with the customer.

    Many demand response resources are technically capable of providing ancillary services. In some cases, they can provide superior response to generators, as the curtailment of load is typically much faster than ramping thermal and hydropower plants. Analysis and quantification of demand response resources providing ancillary services is necessary to understand the resources economic value and impact on the power system. Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and illustrate a methodology to construct detailed temporal and spatial representations of the demand response resource and to examine how to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to translate the technical potential for demand response providing ancillary services into a realizable potential.

    This patent describes a well completion servicing fluid for controlling formation pressure during completion or servicing of a well. It comprises: an aqueous solution of calcium chloride, a solid weighing agent suspended in the solution and being selected from the group consisting of zinc, zinc oxide, and mixtures thereof; and a viscosifier dissolved in the solution in an amount effective to suspend the weighing agent. The fluid has a density of greater than 15 pounds per gallon and being substantially free of bromide ions and being substantially free of solid material which is not soluble in hydrochloric acid.

    Operations involving sand or solids washing are the most common of today's coiled tubing workover services. Wellbore cleanouts require pumping fluid that will entrain solids and return them to the surface. In most cases, wash fluids and solids are captured in surface tanks of sufficient volume to allow solids to settle out. Where practical, fluids are recirculated to reduce cost. An important concern when designing sand wash programs is correct fluid system selection. Wash fluids should closely balance BHP and provide piston like displacement for solids removal. This paper is an overview of compressible and incompressible fluids commonly used for coiled tubing services.

    Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. In this market, services will be provided at a local level that will benefit the customer, the distribution utility, and the transmission company.

    Several special status plant species occur or potentially occur at the Naval Petroleum Reserves in California (NPRC). Special status species are defined as those species that are either federally listed as endangered or threatened, or candidate taxa. Candidate species are classified as Category 1 or Category 2. Category 1 taxa are those species for which there is sufficient evidence to support listing, while Category 2 taxa are those species for which listing may possibly be appropriate, but for which sufficient data are lacking to warrant immediate listing. Determining the presence and distribution of these species on NPRC is necessary so that appropriate conservation or protection measures can be implemented. In the spring of 1988, a survey of Naval Petroleum Reserve No. 1 (NPR-1) was conducted to determine the occurrence of Hoover`s wooly-star (Eriastrum hooveri), Kern Mallow (Eremalche kemensis), San Joaquin wooly-threads (Lembertia congdonii), and California jewelflower (Caulanthus califonicus), all listed by the US Fish and Wildlife Service (FWS) as Category 2 species at that time. Of the four species, only Hoover`s wooly-star was found. It was concluded that Kern mallow and San Joaquin wooly-threads could potentially be found on NPR-1, but habitat for California jewelflower did not occur on NPR-1 and its occurrence was unlikely. As part of an ongoing effort to document the presence or absence of sensitive plant species on NPRC, surveys for species other than Hoover`s wooly-star were conducted in the spring of 1993. Abundant spring rains in 1993 created favorable growing conditions for annual forbs. Surveys in 1993 focused on potential habitat of several endangered and candidate species. The results of those surveys are presented in this report.

    In July 1994, the Executive Director for Operations of the US Nuclear Regulatory Commission (NRC) appointed a Special Review Panel to assess the Differing Professional View or Opinion (DPV/DPO) process, including its effectiveness, how well it is understood by employees, and the organizational climate for having such views aired and properly decided. An additional area within this review was to address the effectiveness of the DPO procedures as they pertain to public access and confidentiality. Further, the Panel was charged with the review of the submittals completed since the last review to identify employees who made significant contributions to the agency or to the public health and safety but had not been adequately recognized for this contribution. The report presents the Special Review Panel`s evaluation of the NRC`s current process for dealing with Differing Professional Views or Opinions. Provided in this report are the results of an employee opinion survey on the process; highlights and suggestions from interviews with individuals who had submitted a Differing Professional View or Opinion, as well as with agency managers directly involved with the Differing Professional Views or Opinions process; and the Special Review Panel`s recommendations for improving the DPV/DPO process.

    Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and implement a methodology to construct detailed temporal and spatial representations of demand response resources and to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to assess economic value of the realizable potential of demand response for ancillary services.

    As part of an overall restructuring of the International Atomic Energy Agency's Department of Nuclear Energy, the agency has established the Nuclear Information Section (NIS). The restructuring, recently announced by IAEA Director General Yukiya Amano, also includes the creation of a separate Nuclear Knowledge Management (NKM) Section, as demand for assistance in this area is growing among member countries. According to the NIS Web site, 'This restructuring and the creation of the NIS provides an opportunity for further enhancing existing information products and services and introducing new ones-all with an eye towards advancing higher organizational efficiency and effectiveness.'

    With increasing numbers of commercial and government services being considered for electronic delivery, effective vulnerability analysis will become increasingly critical, Organizing sets of proposed electronic services into security taxonomies will be a key part of this work. However, brute force enumeration of services and risks is inefficient, and ad hoc methods require re-invention with each new set of services. Furthermore, both such approaches fail to communicate effectively the tradeoffs between vulnerabilities and features in a set of electronic services, and fail to scale to large sets of service. From our experience advising players considering electronic delivery, we have developed a general, systematic, and scalable methodology that addresses these concerns. In this paper, we present this methodology, and apply it to the example of electronic services offered via kiosks (since kiosk systems are representative of a wide range of security issues in electronic commerce).

    The Binding Architecture is an open architecture for building multimedia networks that must guarantee Quality of Service (QOS). In this paper, we explore the notion of a service in the Binding Architecture and propose a conceptual model for building scalable multimedia distribution services based on it. We begin first by examining the relation between resources, their abstractions and the services that can be built from them and use this to derive a general model for binding. Based on this model, we identify a general set of capabilities required for building any multimedia distribution service. We also describe how these capabilities can be incorporated into our view of the service creation process. Finally, we augment our discussion with the description of an example service which we have developed using this paradigm.
