    This article is a review of the title publication, which is produced by the American Public Power Association. The report is considered to be a valuable management tool to public power systems in evaluating their competitive positions in the dynamic electric utility industry. It examines 22 categories of ratio indicators that can be used by public power systems to assess their performance relative to other utilities of comparable size in the same geographic region. More than 400 utilities are summarized in the report.

    Public acceptance is a decisive factor of growing importance, although economics has been and will remain the most decisive factor in ordering new nuclear capacity. Nuclear energy can make an important contribution toward preventing and reducing the greenhouse effect. Many politicians tend to base their decisions not on facts but rather on so called public opinion and consequently to overreact in particular on environmental issues. The entire debate hinges on public confidence rather than on a lack of information. There is no 100% guarantee that technical facilities will operate completely accident-free. Therefore, standards should be harmonized, plants should be operated safely and consequences of possible accidents should be limited. There needs to be some kind of early information system between countries concerning upcoming issues as a prerequisite for acting instead of reacting, because this is an essential tool in convincing the public that they can have more confidence. Technical information alone does not answer the real questions of the public. Political, technical, and economic matters as well as public opinion are interwoven and cannot be separated from each. Therefore, the exchange of experience gained in all these sectors on an international basis must be improved.

It is based on some two dozen in-depth interviews with key communicators representing the nuclear power industry, the environmental community, and government, as well as on the parallel efforts in our research project: (1) review of federal court case law, (2) a selective examination of the Nuclear Regulatory Commission (NRC) administrative process, and (3) the preceding George Mason University research project in this series. The paper synthesizes our findings about public attitudes towards nuclear power as expressed through federal court case law, NRC administrative law, public opinion surveys, and direct personal interviews. In so doing, we describe the public opinion environment in which the nuclear regulatory process must operate. Our premise is that public opinion ultimately underlies the approaches government agencies take towards regulating nuclear power, and that, to the degree that the nuclear power industry's practices are aligned with public opinion, a more favorable regulatory climate is possible.

    ALSTOM Power Inc.'s Power Plant Laboratories (ALSTOM) has teamed with American Electric Power (AEP), ABB Lummus Global Inc. (ABB), the US Department of Energy National Energy Technology Laboratory (DOE NETL), and the Ohio Coal Development Office (OCDO) to conduct a comprehensive study evaluating the technical feasibility and economics of alternate CO{sub 2} capture and sequestration technologies applied to an existing US coal-fired electric generation power plant. The motivation for this study was to provide input to potential US electric utility actions concerning GHG emissions reduction. If the US decides to reduce CO{sub 2} emissions, action would need to be taken to address existing power plants. Although fuel switching from coal to natural gas may be one scenario, it will not necessarily be a sufficient measure and some form of CO{sub 2} capture for use or disposal may also be required. The output of this CO{sub 2} capture study will enhance the public's understanding of control options and influence decisions and actions by government, regulators, and power plant owners in considering the costs of reducing greenhouse gas CO{sub 2} emissions. The total work breakdown structure is encompassed within three major reports, namely: (1) Literature Survey, (2) AEP's Conesville Unit No.5 Retrofit Study, and (3) Bench-Scale Testing and CFD Evaluation. The report on the literature survey results was issued earlier by Bozzuto, et al. (2000). Reports entitled ''AEP's Conesville Unit No.5 Retrofit Study'' and ''Bench-Scale Testing and CFD Evaluation'' are provided as companion volumes, denoted Volumes I and II, respectively, of the final report. The work performed, results obtained, and conclusions and recommendations derived therefrom are summarized.

    This report presents research on public key, digital signature algorithms for cryptographic authentication in low-powered, low-computation environments. We assessed algorithms for suitability based on their signature size, and computation and storage requirements. We evaluated a variety of general purpose and special purpose computing platforms to address issues such as memory, voltage requirements, and special functionality for low-powered applications. In addition, we examined custom design platforms. We found that a custom design offers the most flexibility and can be optimized for specific algorithms. Furthermore, the entire platform can exist on a single Application Specific Integrated Circuit (ASIC) or can be integrated with commercially available components to produce the desired computing platform.

    This paper examines the relationship between system frequency, reliability and markets. It was prompted by the frequency deviations recently experienced at 2200 hours daily but is more generally concerned with the question of what frequency control is necessary. The paper does not provide new information or document new research. Nor is it intended to educate readers concerning power system engineering. Instead, the purpose is to reexamine well known truths concerning the power system and to freshly explore the basic relationship between frequency, reliability and markets: stepping back, if you will, to see if we are collectively missing something. The concern of this paper is with frequency and reliability. Off-nominal frequency can impact reliability and markets efficiency (as we are using the term here) in four ways. It could damage equipment (generation, transmission, or load). It could degrade the quality of the product being delivered to end users (too low and lights would flicker unacceptably, for example). It could result in the collapse of the power system itself (by triggering protective system actions, for example). Or it could result in overloading transmission lines as various generators try to restore system frequency impacting markets efficiency. Often these causes operate in concert. Generator protective systems take action to prevent generator damage, for example, but exacerbate the overall generation/load imbalance. The paper is divided into two sections. The Introduction is followed by a section titled ''A Perspective on Frequency Control'' which addresses the physical requirements of the power system and how market transactions interact with the physical system. The ''Frequency Standards and Control Performance'' section discusses the various NERC and regional reliability council policies that govern utility performance and how these relate to frequency and reliability. Finally, Conclusions are provided.

    The purpose of this research was to collect, analyze, and summarize all of the nuclear power-related surveys conducted in the United States through June 1981, that we could obtain. The surveys collected were national, statewide, and areawide in scope. Slightly over 100 surveys were collected for an earlier, similar effort carried out in 1977. About 130 new surveys were added to the earlier survey data. Thus, about 230 surveys were screened for inclusion in this report. Because of space limitations, national surveys were used most frequently in this report, followed distantly by state surveys. In drawing our conclusions about public beliefs and attitudes toward nuclear power, we placed most of our confidence in survey questions that were used by national polling firms at several points in time. A summary of the research findings is presented, beginning with general attitudes toward nuclear power, followed by a summary of beliefs and attitudes about nuclear power issues, and ended by a summary of beliefs and attitudes regarding more general energy issues.

    The first U.S. demonstration of the NGK sodium/sulfur battery technology was launched in August 2002 when a prototype system was installed at a commercial office building in Gahanna, Ohio. American Electric Power served as the host utility that provided the office space and technical support throughout the project. The system was used to both reduce demand peaks (peak-shaving operation) and to mitigate grid power disturbances (power quality operation) at the demonstration site. This report documents the results of the demonstration, provides an economic analysis of a commercial sodium/sulfur battery energy storage system at a typical site, and describes a side-by-side demonstration of the capabilities of the sodium/sulfur battery system, a lead-acid battery system, and a flywheel-based energy storage system in a power quality application.

    The electrical systems of the Central American countries are linked by 230 kV ac weak border interconnections forming two separated subsystems. The first one includes Guatemala and El Salvador, and the other one comprises the systems of Honduras, Nicaragua, Costa Rica, and Panama. As a consequence, unrestricted energy exchanges among all countries are not possible. This article describes the SIEPAC project which consists of a 1,678 km long 500 kV ac power transmission line that would link the six electrical systems of the region through seven power substations (one for each country and two in Panama), installed close to the highest demand national centers and six control centers of energy (one for each country) to allow coordinated operation of the interconnection.This project also considers a set of complementary assets (230 ac power transmission lines into some countries and the border transmission line between El Salvador and Honduras, and various other equipment). The power transmission line will greatly reinforce the actual border interconnections, which have a reduced capacity of exchange and technical problems associated with the stability of a weak longitudinal system. On the other hand, economic savings for the region would be achieved, coming from a higher coordination level in the operation and planning of their systems.

    The US Nuclear Regulatory Commission (NRC) periodically surveys the Federal Energy Regulatory Commission (FERC) and state regulatory commissions that regulate utility owners of nuclear power plants. The NRC is interested in identifying states that have established economic or performance incentive programs applicable to nuclear power plants, how the programs are being implemented, and in determining the financial impact of the programs on the utilities. The NRC interest stems from the fact that such programs have the potential to adversely affect the safety of nuclear power plants. The current report is an update of NUREG/CR-5975, Incentive Regulation of Investor-Owned Nuclear Power Plants by Public Utility Regulators, published in January 1993. The information in this report was obtained from interviews conducted with each state regulatory agency that administers an incentive program and each utility that owns at least 10% of an affected nuclear power plant. The agreements, orders, and settlements that form the basis for each incentive program were reviewed as required. The interviews and supporting documentation form the basis for the individual state reports describing the structure and financial impact of each incentive program.

    This paper describes a proposal for a joint Russian-American enterprise for performing scientific investigations, development, and manufacture of fuel cell power plants on the basis of the solid oxide fuel cell. RASOFCo. Russian-American Solid Oxide Fuel Cells Company. RASOFCo will provide the series output of the electrochemical generator (ECG) of 1kW power, then of 5kW and 10kW as well as the development and the output of 10kW power plant with the subsequent output of a power plant of greater power. An ECG based on solid oxide fuel cells uses methane as a fuel. Predicted technical characteristics, market analysis, assessment of potential demands for power plants of low power for Tyumentransgas, participants of the joint enterprise and their founding contributions, strategy for manufacture and financing, and management of RASOFCo are discussed.

  17. The role of public policy in emerging green power markets: An analysis of marketer preferences

    Green power marketing has been heralded by some as a means to create a private market for renewable energy that is driven by customer demand for green products. This report challenges the premise--sometimes proffered in debates over green markets--that profitable, sizable, credible markets for green products will evolve naturally without supportive public policies. Relying primarily on surveys and interviews of US green power marketers, the article examines the role of specific regulatory and legislative policies in enabling the green market, and searches for those policies that are believed by marketers to be the most conducive or detrimental to the expansion of the green market. The authors find that marketers: (1) believe that profitable green power markets will only develop if a solid foundation of supportive policies exists; (2) believe that establishing overall price competition and encouraging customer switching are the top priorities; (3) are somewhat leery of government-sponsored or mandated public information programs; and (4) oppose three specific renewable energy policies that are frequently advocated by renewable energy enthusiasts, but that may have negative impacts on the green marketers' profitability. The stated preferences of green marketers shed light on ways to foster renewables by means of the green market. Because the interests of marketers do not coincide perfectly with those of society, however, the study also recognizes other normative perspectives and highlights policy tensions at the heart of current debates related to green markets. By examining these conflicts, they identify three key policy questions that should direct future research: (1) to what extent should price competition and customer switching be encouraged at the expense of cost shifting; (2) what requirements should be imposed to ensure credibility in green products and marketing; and (3) how should the green power market and broader renewable energy policies interact?

    HEB Grocery Company, Inc. (H-E-B) is a privately-held supermarket chain with 310 stores throughout Texas and northern Mexico. H-E-B converted 14 of its lift reach trucks to fuel cell power using Nuvera Fuel Cells’ PowerEdge™ units to verify the value proposition and environmental benefits associated with the technology. Issues associated with the increasing power requirements of the distribution center operation, along with high ambient temperature in the summer and other operating conditions (such as air quality and floor surface condition), surfaced opportunities for improving Nuvera’s PowerEdge fuel cell system design in high-throughput forklift environments. The project included on-site generation of hydrogen from a steam methane reformer, called PowerTap™ manufactured by Nuvera. The hydrogen was generated, compressed and stored in equipment located outside H-E-B’s facility, and provided to the forklifts by hydrogen dispensers located in high forklift traffic areas. The PowerEdge fuel cell units logged over 25,300 operating hours over the course of the two-year project period. The PowerTap hydrogen generator produced more than 11,100 kg of hydrogen over the same period. Hydrogen availability at the pump was 99.9%. H-E-B management has determined that fuel cell forklifts help alleviate several issues in its distribution centers, including truck operator downtime associated with battery changing, truck and battery maintenance costs, and reduction of grid electricity usage. Data collected from this initial installation demonstrated a 10% productivity improvement, which enabled H-E-B to make economic decisions on expanding the fleet of PowerEdge and PowerTap units in the fleet, which it plans to undertake upon successful demonstration of the new PowerEdge reach truck product. H-E-B has also expressed interst in other uses of hydrogen produced on site in the future, such as for APUs used in tractor trailers and refrigerated transport trucks in its fleet.

    Large blackouts, such as the August 14-15, 2003 blackout in the northeasternUnited States and Canada, focus attention on the importance of reliable electric service. As public and private efforts are undertaken to improve reliability and prevent power interruptions, it is appropriate to assess their effectiveness. Measures of reliability, such as the frequency and duration of power interruptions, have been reported by electric utilities to state public utility commissions for many years. This study examines current state and utility practices for collecting and reporting electricity reliability information and discusses challenges that arise in assessing reliability because of differences among these practices. The study is based primarily on reliability information for 2006 reported by 123 utilities to 37 state public utility commissions.

    This preliminary Public Design Report (PDR) provides design information about Tampa Electric Company`s Polk Power Station Unit No. 1, which will demonstrate in a commercial 250 MW unit the benefits of the integration of oxygen-blown, entrained-flow coal gasification with advanced combined cycle technology. This project is partially funded by the US Department of Energy (DOE) under Round III of its Clean Coal Technology (CCT) Program under the provisions of Cooperative Agreement between DOE and Tampa Electric Company, novated on March 5,1992. The project is highlighted by the inclusion of a new hot gas cleanup system. DOE`s project management is based at its Morgantown Energy Technology Center (METC) in West Virginia. This report is preliminary, and the information contained herein is subject to revision. Definitive information will be available in the final PDR, which will be published at the completion of detailed engineering.

    Since 1983, technological advances and market growth of inverter- driven variable-speed heat pumps in Japan have been dramatic. The high level of market penetration was promoted by a combination of political, economic, and trade policies in Japan. A unique environment was created in which the leading domestic industries-- microprocessor manufacturing, compressors for air conditioning and refrigerators, and power electronic devices--were able to direct the development and market success of inverter-driven heat pumps. As a result, leading US variable-speed heat pump manufacturers should expect a challenge from the Japanese producers of power devices and microprocessors. Because of the vertically-integrated production structure in Japan, in contrast to the out-sourcing culture of the United States, price competition at the component level (such as inverters, sensors, and controls) may impact the structure of the industry more severely than final product sales. 54 refs., 47 figs., 1 tab.

  14. Installation of the first Distributed Energy Storage System (DESS) at American Electric Power (AEP).

    AEP studied the direct and indirect benefits, strengths, and weaknesses of distributed energy storage systems (DESS) and chose to transform its entire utility grid into a system that achieves optimal integration of both central and distributed energy assets. To that end, AEP installed the first NAS battery-based, energy storage system in North America. After one year of operation and testing, AEP has concluded that, although the initial costs of DESS are greater than conventional power solutions, the net benefits justify the AEP decision to create a grid of DESS with intelligent monitoring, communications, and control, in order to enable the utility grid of the future. This report details the site selection, construction, benefits and lessons learned of the first installation, at Chemical Station in North Charleston, WV.

    This report summarizes public participation in the environmental scoping process for the Puget Sound Reinforcement Project, a Bonneville Power Administration (BPA) and Puget Sound area utilities study of voltage stability in northwestern Washington state. The environmental scoping phase of the Puget Sound project consisted of a series of public meetings and a public comment period. The content of these meetings is summarized in 2.0, Public Involvement. In 3.0, Comment Summary, the report summarizes comments received via meetings, mail and phone. The report ends with a description of the next steps in the project. Chapter 4.0, describes the decision process to be used by BPA and area utilities. Chapter 5.0 describes opportunities for public participation in decisions to be made about the future reliability of Puget Sound's electricity supply.

    This report summarizes a public workshop that was held on April 27, 1999, in Rockville, Maryland. The workshop was conducted as part of the US Nuclear Regulatory Commission's (NRC) efforts to further develop its understanding of the risks associated with low power and shutdown operations at US nuclear power plants. A sufficient understanding of such risks is required to support decision-making for risk-informed regulation, in particular Regulatory Guide 1.174, and the development of a consensus standard. During the workshop the NRC staff discussed and requested feedback from the public (including representatives of the nuclear industry, state governments, consultants, private industry, and the media) on the risk associated with low-power and shutdown operations.

Of these totals, 215 projects, capable of producing 640 MW, are operational. A map indicating the location of operational facilities under contract with PG and E is provided. Developers of cogeneration, solid waste, or biomass projects had signed 110 contracts with a potential of 1,467 MW. In total, 114 contracts and letter agreements had been signed with projects capable of producing 1,508 MW. PG and E also had under active discussion 35 cogeneration projects that could generate a total of 425 MW to 467 MW, and 11 solid waste or biomass projects with a potential of 94 MW to 114 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 5 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 32, with a generating capability of 848 MW. Also, discussions were being conducted with 18 wind farm projects, totaling 490 MW. There were 101 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 6 other small wind projects under active discussion. There were 64 hydroelectric projects with signed contracts and a potential of 148 MW, as well as 75 projects under active discussion for 316 MW. In addition, there were 31 hydroelectric projects, with a nominal capacity of 187 MW, that Pg and E was planning to construct.

Of these totals, 202 projects, capable of producing 566 MW, are operational (Table A). A map indicating the location of operational facilities under contract with PG and E is provided as Figure A. Developers of cogeneration, solid waste, or biomass projects had signed 101 contracts with a potential of 1,408 MW. In total, 106 contracts and letter agreements had been signed with projects capable of producing 1,479 MW. PG and E also had under active discussion 29 cogeneration projects that could generate a total of 402 MW to 444 MW, and 13 solid waste or biomass projects with a potential of 84 MW to 89 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 3 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 28, with a generating capability of 618 MW. Also, discussions were being conducted with 14 wind farm projects, totaling 365 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 8 other small wind projects under active discussion. There were 59 hydroelectric projects with signed contracts and a potential of 146 MW, as well as 72 projects under active discussion for 169 MW. In addition, there were 31 hydroelectric projects, with a nominal capacity of 185 MW, that PG and E was planning to construct. Table B displays the above information. In tabular form, in Appendix A, are status reports of the projects as of December 31, 1983.

In total, 118 contracts and letter agreements had been signed with cogeneration, solid waste, and biomass projects capable of producing 1,545 MW. PG and E also had under active discussion 46 cogeneration projects that could generate a total of 688 MW to 770 MW, and 13 solid waste or biomass projects with a potential of 119 MW to 139 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. Two geothermal projects were under active discussion for a total of 2 MW. There were 8 solar projects with signed contracts and a potential of 37 MW, as well as 4 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 34, with a generating capability of 1,042 MW, Also, discussions were being conducted with 23 wind farm projects, totaling 597 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 7 other small wind projects under active discussion. There were 71 hydroelectric projects with signed contracts and a potential of 151 MW, as well as 76 projects under active discussion for 505 MW. In addition, there were 18 hydroelectric projects, with a nominal capacity of 193 MW, that PG and E was planning to construct. Table B displays the above information. Appendix A displays in tabular form the status reports of the projects as of June 30, 1984.

    The Energy Information Administration (EIA) prepares the Electric Power Monthly (EPM) for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. This publication provides monthly statistics for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. The EIA publishes statistics in the EPM on net generation by energy source, consumption, stocks, quantity, quality, and cost of fossil fuels; and capability of new generating units by company and plant. The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead.

    In examining the workings of the Public Utility Holding Company Act (PUHCA) and considering its possible repeal, it is best to go back to the original purposes of PUHCA and analyze whether those purposes are still relevant and, if so, whether the 1935 Act accomplished its goal.     Executive Summary This Final Report for the "Development of Molten-Salt Heat Transfer Fluid (HTF) Technology for Parabolic Trough Solar Power Plants” describes the overall project accomplishments, results and conclusions. Phase 1 analyzed the feasibility, cost and performance of a parabolic trough solar power plant with a molten salt heat transfer fluid (HTF); researched and/or developed feasible component options, detailed cost estimates and workable operating procedures; and developed hourly performance models. As a result, a molten salt plant with 6 hours of storage was shown to reduce Thermal Energy Storage (TES) cost by 43.2%, solar field cost by 14.8%, and levelized cost of energy (LCOE) by 9.8% - 14.5% relative to a similar state-of-the-art baseline plant. The LCOE savings range met the project’s Go/No Go criteria of 10% LCOE reduction. Another primary focus of Phase 1 and 2 was risk mitigation. The large risk areas associated with a molten salt parabolic trough plant were addressed in both Phases, such as; HTF freeze prevention and recovery, collector components and piping connections, and complex component interactions. Phase 2 analyzed in more detail the technical and economic feasibility of a 140 MWe,gross molten-salt CSP plant with 6 hours of TES. Phase 2 accomplishments included developing technical solutions to the above mentioned risk areas, such as freeze protection/recovery, corrosion effects of applicable molten salts, collector design improvements for molten salt, and developing plant operating strategies for maximized plant performance and freeze risk mitigation. Phase 2 accomplishments also included developing and thoroughly analyzing a molten salt, Parabolic Trough power plant performance model, in order to achieve the project cost and performance targets. The plant performance model and an extensive basic Engineering, Procurement, and Construction (EPC) quote were used to calculate a real levelized cost of energy (LCOE) of 11.50

    In the Third Quarter of 1982, the number of signed contracts and committed projects rose from 148 to 173, with a total estimated nominal capacity of these projects of 922 MW. Of this nominal capacity, about 168 MW is operational, and the balance is under contract for development. Of the 173 signed contracts and committed projects, 61 were cogeneration and solid waste projects with a potential of 643 MW. PG and E also had under active discussion 28 cogeneration projects that could generate a total of 968 MW to 1,049 MW, and 10 solid waste projects with a potential of 90 MW to 95 MW. Wind projects under contract number 84, with a generating capability of 85 MW. Also, discussions are being conducted with 17 wind projects, totaling 83 MW. There are 23 hydroelectric projects with signed contracts and a potential of 95 MW, as well as 63 projects under active discussion for 169 MW. In addition, there are 25 hydroelectric projects, with a nominal capacity of 278 MW, that PG and E is constructing or planning to construct. Five contracts have been signed with projects, using other types of electric power generation, capable of producing 100 MW.

    With the intensification of not-in-my-backyard (NIMBY) responses to both nuclear and chemical waste management and facility siting, we revisit public participation goals, processes, mechanisms and results to evaluate the uses and limits of public participation for achieving legitimate siting decisions. The deepening loss of trust of the American public in most institutions jeopardizes all preemptive nuclear and hazardous waste facility siting decisions, and carefully structured public participation efforts including some form of power sharing offer the best hope of devising legitimate and durable decisions. We review the key factors in the general siting milieu as well as the thickets of public participation-public involvement. Outcomes of six public participation (PP) case studies are presented and analyzed for problems as well as common factors contributing to their success or failure. The uses as well as the limits of PP in complex nuclear and hazardous waste management and siting processes are considered. 38 refs., 1 tab.

    The crisis in American mining is discussed. The discussion focuses on the outlook for coal in the overall energy picture. Because of the Arab oil embargo of 1973, the Iranian disruption of 1979, and the tenfold increase in oil prices over the past decade, radical changes have taken place in energy supply and demand patterns. Two of the most important of these changes relate to investment. First, large investments have been made in energy-efficient plants, equipment, buildings, and vehicles. Their effect will restrain energy demand growth for the foreseeable future. Second, investments have been made in fuel-switching, from oil to coal and nuclear power. As a result the oil demand at the end of this century will be at approximately the same level as it is today. Natural gas demand is also likely to be flat. Coal demand, on the other hand, is expected to increase steadily over the long term. Recent conditions in the coal industry are reviewed, and a specific 10-year forecast is given.

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

    The Electric Power Monthly (EPM) presents monthly electricity statistics for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead. The EIA collected the information in this report to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974. The EPM provides monthly statistics at the State, Census division, and US levels for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity retail sales, associated revenue, and average revenue per kilowatthour of electricity sold. In addition, data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. 30 refs., 58 tabs.

    At the end of the twentieth century there are many tens of thousands of Native American residences in the US without electricity. Most of these residences are in remote locations and to provide service by the grid is either too costly or impossible. Photovoltaics are the best way to provide power to these houses, provided certain barriers can be overcome. These include: system cost and end-user financing, maintenance, and size and quality of the systems.

    The EPM is prepared by the Electric Power Division; Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA), Department of Energy. This publication provides monthly statistics at the national, Census division, and State levels for net generation, fuel consumption, fuel stocks, quantity and quality of fuel, electricity sales, and average revenue per kilowatthour of electricity sold. Data on net generation are also displayed at the North American Electric Reliability Council (NERC) region level. Additionally, company and plant level information are published in the EPM on capability of new plants, net generation, fuel consumption, fuel stocks, quantity and quality of fuel, and cost of fuel. Quantity, quality, and cost of fuel data lag the net generation, fuel consumption, fuel stocks, electricity sales, and average revenue per kilowatthour data by 1 month. This difference in reporting appears in the national, Census division, and State level tables. However, at the plant level, all statistics presented are for the earlier month for the purpose of comparison. 40 tabs.

    Despite sharp differences in government policy, the views of the U.S. public on energy and global warming are remarkably similar to those in Sweden, Britain, and Japan. Americans do exhibit some differences, placing lower priority on the environment and global warming, and with fewer believing that 'global warming has been established as a serious problem and immediate action is necessary'. There also remains a small hard core of skeptics (<10%) who do not believe in the science of climate change and the need for action, a group that is much smaller in the other countries surveyed. The similarities are, however, pervasive. Similar preferences are manifest across a wide range of technology and fuel choices, in support of renewables, in research priorities, in a basic understanding of which technologies produce or reduce carbon dioxide (or misunderstandings in the case of nuclear power), and in willingness to pay for solving global warming. 29 refs., 3 figs., 2 tabs.
