    ALSTOM Power Inc.'s Power Plant Laboratories (ALSTOM) has teamed with American Electric Power (AEP), ABB Lummus Global Inc. (ABB), the US Department of Energy National Energy Technology Laboratory (DOE NETL), and the Ohio Coal Development Office (OCDO) to conduct a comprehensive study evaluating the technical feasibility and economics of alternate CO{sub 2} capture and sequestration technologies applied to an existing US coal-fired electric generation power plant. The motivation for this study was to provide input to potential US electric utility actions concerning GHG emissions reduction. If the US decides to reduce CO{sub 2} emissions, action would need to be taken to address existing power plants. Although fuel switching from coal to natural gas may be one scenario, it will not necessarily be a sufficient measure and some form of CO{sub 2} capture for use or disposal may also be required. The output of this CO{sub 2} capture study will enhance the public's understanding of control options and influence decisions and actions by government, regulators, and power plant owners in considering the costs of reducing greenhouse gas CO{sub 2} emissions. The total work breakdown structure is encompassed within three major reports, namely: (1) Literature Survey, (2) AEP's Conesville Unit No.5 Retrofit Study, and (3) Bench-Scale Testing and CFD Evaluation. The report on the literature survey results was issued earlier by Bozzuto, et al. (2000). Reports entitled ''AEP's Conesville Unit No.5 Retrofit Study'' and ''Bench-Scale Testing and CFD Evaluation'' are provided as companion volumes, denoted Volumes I and II, respectively, of the final report. The work performed, results obtained, and conclusions and recommendations derived therefrom are summarized.

    This paper examines the relationship between system frequency, reliability and markets. It was prompted by the frequency deviations recently experienced at 2200 hours daily but is more generally concerned with the question of what frequency control is necessary. The paper does not provide new information or document new research. Nor is it intended to educate readers concerning power system engineering. Instead, the purpose is to reexamine well known truths concerning the power system and to freshly explore the basic relationship between frequency, reliability and markets: stepping back, if you will, to see if we are collectively missing something. The concern of this paper is with frequency and reliability. Off-nominal frequency can impact reliability and markets efficiency (as we are using the term here) in four ways. It could damage equipment (generation, transmission, or load). It could degrade the quality of the product being delivered to end users (too low and lights would flicker unacceptably, for example). It could result in the collapse of the power system itself (by triggering protective system actions, for example). Or it could result in overloading transmission lines as various generators try to restore system frequency impacting markets efficiency. Often these causes operate in concert. Generator protective systems take action to prevent generator damage, for example, but exacerbate the overall generation/load imbalance. The paper is divided into two sections. The Introduction is followed by a section titled ''A Perspective on Frequency Control'' which addresses the physical requirements of the power system and how market transactions interact with the physical system. The ''Frequency Standards and Control Performance'' section discusses the various NERC and regional reliability council policies that govern utility performance and how these relate to frequency and reliability. Finally, Conclusions are provided.

    The first U.S. demonstration of the NGK sodium/sulfur battery technology was launched in August 2002 when a prototype system was installed at a commercial office building in Gahanna, Ohio. American Electric Power served as the host utility that provided the office space and technical support throughout the project. The system was used to both reduce demand peaks (peak-shaving operation) and to mitigate grid power disturbances (power quality operation) at the demonstration site. This report documents the results of the demonstration, provides an economic analysis of a commercial sodium/sulfur battery energy storage system at a typical site, and describes a side-by-side demonstration of the capabilities of the sodium/sulfur battery system, a lead-acid battery system, and a flywheel-based energy storage system in a power quality application.

  8. Feasibility studies of a power interconnection system for Central American countries: SIEPAC project

    The electrical systems of the Central American countries are linked by 230 kV ac weak border interconnections forming two separated subsystems. The first one includes Guatemala and El Salvador, and the other one comprises the systems of Honduras, Nicaragua, Costa Rica, and Panama. As a consequence, unrestricted energy exchanges among all countries are not possible. This article describes the SIEPAC project which consists of a 1,678 km long 500 kV ac power transmission line that would link the six electrical systems of the region through seven power substations (one for each country and two in Panama), installed close to the highest demand national centers and six control centers of energy (one for each country) to allow coordinated operation of the interconnection.This project also considers a set of complementary assets (230 ac power transmission lines into some countries and the border transmission line between El Salvador and Honduras, and various other equipment). The power transmission line will greatly reinforce the actual border interconnections, which have a reduced capacity of exchange and technical problems associated with the stability of a weak longitudinal system. On the other hand, economic savings for the region would be achieved, coming from a higher coordination level in the operation and planning of their systems.

    This paper describes a proposal for a joint Russian-American enterprise for performing scientific investigations, development, and manufacture of fuel cell power plants on the basis of the solid oxide fuel cell. RASOFCo. Russian-American Solid Oxide Fuel Cells Company. RASOFCo will provide the series output of the electrochemical generator (ECG) of 1kW power, then of 5kW and 10kW as well as the development and the output of 10kW power plant with the subsequent output of a power plant of greater power. An ECG based on solid oxide fuel cells uses methane as a fuel. Predicted technical characteristics, market analysis, assessment of potential demands for power plants of low power for Tyumentransgas, participants of the joint enterprise and their founding contributions, strategy for manufacture and financing, and management of RASOFCo are discussed.

  13. American Recovery & Reinvestment Act: Fuel Cell Hybrid Power Packs and Hydrogen Refueling for Lift Trucks

    HEB Grocery Company, Inc. (H-E-B) is a privately-held supermarket chain with 310 stores throughout Texas and northern Mexico. H-E-B converted 14 of its lift reach trucks to fuel cell power using Nuvera Fuel Cells’ PowerEdge™ units to verify the value proposition and environmental benefits associated with the technology. Issues associated with the increasing power requirements of the distribution center operation, along with high ambient temperature in the summer and other operating conditions (such as air quality and floor surface condition), surfaced opportunities for improving Nuvera’s PowerEdge fuel cell system design in high-throughput forklift environments. The project included on-site generation of hydrogen from a steam methane reformer, called PowerTap™ manufactured by Nuvera. The hydrogen was generated, compressed and stored in equipment located outside H-E-B’s facility, and provided to the forklifts by hydrogen dispensers located in high forklift traffic areas. The PowerEdge fuel cell units logged over 25,300 operating hours over the course of the two-year project period. The PowerTap hydrogen generator produced more than 11,100 kg of hydrogen over the same period. Hydrogen availability at the pump was 99.9%. H-E-B management has determined that fuel cell forklifts help alleviate several issues in its distribution centers, including truck operator downtime associated with battery changing, truck and battery maintenance costs, and reduction of grid electricity usage. Data collected from this initial installation demonstrated a 10% productivity improvement, which enabled H-E-B to make economic decisions on expanding the fleet of PowerEdge and PowerTap units in the fleet, which it plans to undertake upon successful demonstration of the new PowerEdge reach truck product. H-E-B has also expressed interst in other uses of hydrogen produced on site in the future, such as for APUs used in tractor trailers and refrigerated transport trucks in its fleet.

    Since 1983, technological advances and market growth of inverter- driven variable-speed heat pumps in Japan have been dramatic. The high level of market penetration was promoted by a combination of political, economic, and trade policies in Japan. A unique environment was created in which the leading domestic industries-- microprocessor manufacturing, compressors for air conditioning and refrigerators, and power electronic devices--were able to direct the development and market success of inverter-driven heat pumps. As a result, leading US variable-speed heat pump manufacturers should expect a challenge from the Japanese producers of power devices and microprocessors. Because of the vertically-integrated production structure in Japan, in contrast to the out-sourcing culture of the United States, price competition at the component level (such as inverters, sensors, and controls) may impact the structure of the industry more severely than final product sales. 54 refs., 47 figs., 1 tab.

    AEP studied the direct and indirect benefits, strengths, and weaknesses of distributed energy storage systems (DESS) and chose to transform its entire utility grid into a system that achieves optimal integration of both central and distributed energy assets. To that end, AEP installed the first NAS battery-based, energy storage system in North America. After one year of operation and testing, AEP has concluded that, although the initial costs of DESS are greater than conventional power solutions, the net benefits justify the AEP decision to create a grid of DESS with intelligent monitoring, communications, and control, in order to enable the utility grid of the future. This report details the site selection, construction, benefits and lessons learned of the first installation, at Chemical Station in North Charleston, WV.

    The crisis in American mining is discussed. The discussion focuses on the outlook for coal in the overall energy picture. Because of the Arab oil embargo of 1973, the Iranian disruption of 1979, and the tenfold increase in oil prices over the past decade, radical changes have taken place in energy supply and demand patterns. Two of the most important of these changes relate to investment. First, large investments have been made in energy-efficient plants, equipment, buildings, and vehicles. Their effect will restrain energy demand growth for the foreseeable future. Second, investments have been made in fuel-switching, from oil to coal and nuclear power. As a result the oil demand at the end of this century will be at approximately the same level as it is today. Natural gas demand is also likely to be flat. Coal demand, on the other hand, is expected to increase steadily over the long term. Recent conditions in the coal industry are reviewed, and a specific 10-year forecast is given.

    At the end of the twentieth century there are many tens of thousands of Native American residences in the US without electricity. Most of these residences are in remote locations and to provide service by the grid is either too costly or impossible. Photovoltaics are the best way to provide power to these houses, provided certain barriers can be overcome. These include: system cost and end-user financing, maintenance, and size and quality of the systems.

    The Central American Energy Resources Project is designed to help the countries of Honduras, Costa Rica, El Salvador, Guatemala, and Panama develop their geothermal resources. Auxiliary project goals are to increase economic development and employment in Central America; to provide a scientific basis for the private sector to develop natural resources; and to provide scientific training to in-country scientists, engineers, and technicians. The energy resources project began in March 1985. The progress being made in El Salvador (production well logging and geophysical operations), Panama (site selection for the first temperature-gradient well), and Honduras (well drilling of temperature-gradient wells) is summarized.

    GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.

    This project has led to the development of a real-time simulation platform for electric power grids called Grid Simulator or GridSim for simulating the dynamic and information network interactions of large- scale power systems. The platform consists of physical models of power system components including synchronous generators, loads and control, which are simulated using a modified commercial power simulator namely Transient Stability Analysis Tool (TSAT) [1] together with data cleanup components, as well as an emulated substation level and wide-area power analysis components. The platform also includes realistic representations of communication network middleware that can emulate the real-time information flow back and forth between substations and control centers in wide-area power systems. The platform has been validated on a realistic 6000-bus model of the western American power system. The simulator GridSim developed in this project is the first of its kind in its ability to simulate real-time response of large-scale power grids, and serves as a cost effective real-time stability and control simulation platform for power industry.

    A power system includes a prime mover, a transmission, and a fluid coupler having a selectively engageable lockup clutch. The fluid coupler may be drivingly connected between the prime mover and the transmission. The power-system may also include power-system controls configured to execute a control method. The control method may include selecting one of a plurality of modes of operation of the power system.     We live with radiation every day. We receive radiation exposures from cosmic rays, from outer space, from radon gas, and from other naturally radioactive elements in the earth. This is called natural background radiation. It includes the radiation we get from plants, animals, and from our own bodies. We also are exposed to man-made sources of radiation, including medical and dental treatments, television sets and emission from coal-fired power plants. Generally, radiation exposures from man-made sources are only a fraction of those received from natural sources. One exception is high exposures used by doctors to treat cancer patients. Each year in the United States, the average dose to people from natural and man-made radiation sources is about 360 millirem. A millirem is an extremely tiny amount of energy absorbed by tissues in the body.

    As 2007 ends, the US coal industry passes two major milestones - the ending of the Synfuel tax break, affecting over 100M st annually, and the imposition of tighter and much more expensive safety measures, particularly in deep mines. Both of these issues, arriving at a time of wretched steam coal price levels, promise to result in a major shake up in the Central Appalachian mining sector. The report utilizes a microeconomic regional approach to determine whether either of these two schools of thought have any validity. Transport, infrastructure, competing fuels and regional issues are examined in detail and this forecasts estimates coal demand and imports on a region by region basis for the years 2010 and 2015. Some of the major highlights of the forecast are: Import growth will be driven by steam coal demand in the eastern and southern US; Transport will continue to be the key driver - we believe that inland rail rates will deter imports from being railed far inland and that the great majority of imports will be delivered directly by vessel, barge or truck to end users; Colombian coal will be the overwhelmingly dominant supply source and possesses a costs structure to enable it to compete with US-produced coal in any market conditions; Most of the growth will come from existing power plants - increasing capacity utilization at existing import facilities and other plants making investments to add imports to the supply portfolio - the growth is not dependent upon a lot of new coal fired capacity being built.     Power inverters include a frame and a power module. The frame has a sidewall including an opening and defining a fluid passageway. The power module is coupled to the frame over the opening and includes a substrate, die, and an encasement. The substrate includes a first side, a second side, a center, an outer periphery, and an outer edge, and the first side of the substrate comprises a first outer layer including a metal material. The die are positioned in the substrate center and are coupled to the substrate first side. The encasement is molded over the outer periphery on the substrate first side, the substrate second side, and the substrate outer edge and around the die. The encasement, coupled to the substrate, forms a seal with the metal material. The second side of the substrate is positioned to directly contact a fluid flowing through the fluid passageway.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    During the Northeast Quadrant Panel meeting of the Circum-Pacific Map Project held in Mexico City, February 1985, Central American panel members proposed and adopted plans for compiling a geologic map of Central America, probably at a scale of 1:500,000. A local group with participants from each country was organized and coordinated by Rolando Castillo, director, Central American School of Geology, University of Costa Rica, for the geologic aspects, and Fernando Rudin, director, Geographic Institute of Costa Rica, for the topographic base. In 1956, the US Geological Survey published a geologic map of the region at a scale of 1:1 million. Subsequent topographic and geologic mapping projects have provided a large amount of new data. The entire area is now covered by topographic maps at a scale of 1:50,000, and these maps have been used in several countries as a base for geologic mapping. Another regional map, the Metallogenic Map of Central America (scale = 1:2 million), was published in 1969 by the Central American Research Institute for Industry (ICAITI) with a generalized but updated geologic base map. Between 1969 and 1980, maps for each country were published by local institutions: Guatemala-Belize at 1:500,000, Honduras at 1:500,000, El Salvador at 1:100,000, Nicaragua at 1:1 million, Costa Rica at 1:200,000, and Panama at 1:1 million. This information, in addition to that of newly mapped areas, served as the base for the Central American part of the Geologic-Tectonic Map of the Caribbean Region (scale = 1:2.5 million), published by the US Geological Survey in 1980, and also fro the Northeast Quadrant Maps of the Circum-Pacific Region. The new project also involves bathymetric and geologic mapping of the Pacific and Caribbean margins of the Central American Isthmus. A substantial amount of new information of the Middle America Trench has been acquired through DSDP Legs 67 and 84.

    By using the theory we developed in the early 1970s, a broad range of phenomena is considered for an optical surface of a solid body that is exposed to radiation arbitrarily varying in time and producing temperature fields, thermoelastic stresses and thermal deformations on the surface layer. The examination is based on the relations (which are similar to Duhamel's integral formula from the theory of heat conduction) between the quantities characterising the thermal stress state in any nonstationary regimes of energy input into a solid. A peculiar feature of the analysis of the thermal stress state in this case consists in the fact that this relation comprises time as a parameter, which in turn is a consequence of incoherence of the quasi-stationary problem of thermoelasticity. This phenomenon is particularly important for the optics of high-power, high-pulse repetition rate lasers, which are being actively developed. In the review, we have recently published in Laser Physics, the thermal stress state of a solid is analysed. In this state, time is treated as an independent variable used in differentiation. Such an approach greatly reduces the applicability of the method. The review published contains data on the use of capillary porous structures made of various materials with different degrees of the surface development. Moreover, such structures can be efficiently employed to increase the heat exchange at a temperature below the boiling point of the coolant.     An oscillator includes an amplifier having an input and an output, and an impedance transformation network connected between the input of the amplifier and the output of the amplifier, wherein the impedance transformation network is configured to provide suitable positive feedback from the output of the amplifier to the input of the amplifier to initiate and sustain an oscillating condition, and wherein the impedance transformation network is configured to protect the input of the amplifier from a destructive feedback signal. One example of the oscillator is a single active element device capable of providing over 70 watts of power at over 70% efficiency. Various control circuits may be employed to match the driving frequency of the oscillator to a plurality of tuning states of the lamp.

    A fast nuclear reactor system ls described for producing power and radioactive isotopes. The reactor core is of the heterogeneous, fluid sealed type comprised of vertically arranged elongated tubular fuel elements having vertical coolant passages. The active portion is surrounded by a neutron reflector and a shield. The system includes pumps and heat exchangers for the primary and secondary coolant circuits. The core, primary coolant pump and primary heat exchanger are disposed within an irapenforate tank which is filled with the primary coolant, in this case a liquid metal such as Na or NaK, to completely submerge these elements. The tank is completely surrounded by a thick walled concrete shield. This reactor system utilizes enriched uranium or plutonium as the fissionable material, uranium or thorium as a diluent and thorium or uranium containing less than 0 7% of the U/sup 235/ isotope as a fertile material.

    The steady increase of wind power on the grid presents new challenges for power system operators charged with making sure the grid stays up and running. "We need to ensure that we are going down a path that will lead to better reliability [with wind power]," said Bob Zavadil, an executive vice president at EnerNex Corporation in Knoxville, Tenn., a firm specializing in renewable energy grid interconnection and integration. "If this piece isn't done, there will be problems." EnerNex has spent the last decade perfecting wind turbine and plant models that test a wind plant's influence on the grid and its ability to provide grid support. In its latest effort, the company is using American Recovery and Reinvestment Act funds worth $750,000 to develop documentation and validations of computer wind turbine models.

    The development of W-band klystrons is discussed. Modeling of the klystron performance predicts 100 kW output power from a single klystron. The permanent magnet focusing and small size of the circuit permit combination of multiple klystrons in a module. A six-klystron module in a single vacuum envelope is expected to produce 500 kW peak power and up to 5 kW average power. The critical issues in the W-band klystron development are the electron beam transport and the fabrication of the klystron circuit.     The US electric utility industry is undergoing a period of fundamental change that has significant implications for Native American tribes. Although many details remain to be determined, the future electric power industry will be very different from that of the present. It is anticipated that the new competitive electric industry will be more efficient, which some believe will benefit all participants by lowering electricity costs. Recent developments in the industry, however, indicate that the restructuring process will likely benefit some parties at the expense of others. Given the historical experience and current situation of Native American tribes in the US, there is good reason to pay attention to electric industry changes to ensure that the situation of tribes is improved and not worsened as a result of electric restructuring. This paper provides a review of electricity restructuring in the US and identifies ways in which tribes may be affected and how tribes may seek to protect and serve their interests. Chapter 2 describes the current status of energy production and service on reservations. Chapter 3 provides an overview of the evolution of the electric industry to its present form and introduces the regulatory and structural changes presently taking place. Chapter 4 provides a more detailed discussion of changes in the US electric industry with a specific focus on the implications of these changes for tribes. Chapter 5 presents a summary of the conclusions reached in this paper.

    American policy makers have largely ignored Ukraine in their global policy planning. This lack of consideration shows a neglect of the potential for conflict in Eastern Europe. American foreign policy toward Ukraine, that is rooted in the START and NPT Treaties, is doomed to fail, and will actually sow the seeds of chaos, unless the United States: (1) comes to understand the motivations that drive Ukrainian foreign policy, and (2) facilitate significant positive alterations to the security and economic environment that has developed since the breakup of the Soviet Union. This thesis examines Western security goals and analyzes the current means available to achieve those goals. The contention of this thesis is that present Western policy pursuits will lead to a regenerated authoritarian Russian superpower that will be a threat to the security of Ukraine and Europe. The potentially dangerous consequences of an authoritarian Russia could be avoided by facilitating the development of a strong and stable Ukraine to act as a balance to Russian power in Eastern Europe.     The Electric Power Monthly (EPM) is prepared by the Electric Power Division; Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA), Department of Energy. This publication provides monthly statistics at the national, Census division, and State levels for net generation, fuel consumption, fuel stocks, quantity and quality of fuel, cost of fuel, electricity sales, and average revenue per kilowatthour of electricity sold. Data on net generation are also displayed at the North American Electric Reliability Council (NERC) region level. Additionally, company and plant level information are published in the EPM on capability of new plants, net generation, fuel consumption, fuel stocks, quantity and quality of fuel, and cost in fuel. Quantity, quality, and cost of fuel data lag the net generation, fuel consumption, fuel stocks, electricity sales, and average revenue per kilowatthour data by 1 month. This difference in reporting appears in the national, Census division, and State level tables. However, at the plant level, all statistics presented are for the earlier month for the purpose of comparison. 12 refs., 4 figs., 48 tabs.

    Nuclear fission power reactors represent a potential solution to many aspects of global change possibly induced by inputting of either particulate or carbon or sulfur oxides into the Earth`s atmosphere. Of proven technological feasibility, they presently produce high-grade heat for large-scale electricity generation, space heating and industrial process-energizing around the world, without emitting greenhouse gases or atmospheric particulates; importantly, electricity production costs from the best nuclear plants presently are closely comparable with those of the best fossil-fired plants. However, a substantial number of issues currently stand between nuclear power and widespread substitution for large stationary fossil fuel-fired systems. These include perceptual ones regarding both long-term and acute operational safety, plant decommissioning, fuel reprocessing, radwaste disposal, fissile materials diversion to military purposes and - perhaps most seriously- readily quantifiable concerns regarding long-term fuel supply and total unit electrical energy cost. We sketch a road-map for proceeding from the present situation toward a nuclear power-intensive world, addressing along the way each of the concerns which presently impede widespread nuclear substitution for fossil fuels, particularly for coal in the most populous and rapidly developing portions of the world, e.g., China and India. This `design to societal specifications` approach to large-scale nuclear fission power systems may lead to energy sources meeting essentially all stationary demands for high-temperature heat. Such advanced options offer a human population of ten billion the electricity supply levels currently enjoyed by Americans for 10,000 years. Nuclear power systems tailored to local needs-and-interests and having a common advanced technology base could reduce present-day world-wide C0{sub 2} emissions by two-fold, if universally employed.     Dear Secretary Chu: I am proud to submit Southeastern Power Administration’s (Southeastern’s) fiscal year (FY) 2007 Annual Report for your review. The information included in this report reflects Southeastern’s programs, accomplishments, and financial activities for the 12-month period beginning October 1, 2006 and ending September 30, 2007. Southeastern marketed more than 5 billion kilowatt-hours of energy to 492 wholesale Federal power customers in an 11-state marketing area in FY 2007. Revenues from the sale of this power totaled approximately $219 million. Drought conditions continued to plague the southeast region of the United States during 2007 placing strains on our natural and financial resources. Southeastern purchased more than $40 million in replacement power to meet customer contract requirements to ensure the continued reliability of our nation’s power grid. With the financial assistance and support of our Federal power customers, continued funding for capitalized equipment replacements at various Corps of Engineers’ (Corps) hydroelectric projects provided much needed repairs and maintenance for aging facilities. Southeastern’s cyber and physical security program continued to be reviewed and updated to meet Department of Energy (DOE), Homeland Security, and North American Electric Reliability Corporation standards and requirements. Plans for the upcoming year include communication and cooperation with DOE, Federal power customers, and the Corps to maximize the benefits of our nation’s water resources. Competition for the use of water and the prolonged drought conditions will present another challenging year for our agency.     Abstract: Motivation -- As indicated by the Blackout of 2003, the North American interconnected electric system is vulnerable to cascading outages and widespread blackouts. Investigations of large scale outages often attribute the causes to the three T’s: Trees, Training and Tools. A systematic approach has been developed to document and understand the mental processes that an expert power system operator uses when making critical decisions. The approach has been developed and refined as part of a capability demonstration of a high-fidelity real-time power system simulator under normal and emergency conditions. To examine naturalistic decision making (NDM) processes, transcripts of operator-to-operator conversations are analyzed to reveal and assess NDM-based performance criteria. Findings/Design -- The results of the study indicate that we can map the Situation Awareness Level of the operators at each point in the scenario. We can also identify clearly what mental models and mental simulations are being performed at different points in the scenario. As a result of this research we expect that we can identify improved training methods and improved analytical and visualization tools for power system operators. Originality/Value -- The research applies for the first time, the concepts of Recognition Primed Decision Making, Situation Awareness Levels and Cognitive Task Analysis to training of electric power system operators. Take away message -- The NDM approach provides an ideal framework for systematic training management and mitigation to accelerate learning in team-based training scenarios with high-fidelity power grid simulators.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments.     Investigations of the impact of high-altitude electromagnetic pulse (HEMP) on electric power systems and electrical equipment have revealed that HEMP creates both misoperation and failures. These events result from both the early time E{sub 1} (steep-front pulse) component and the late time E{sub 3} (geomagnetic perturbations) component of HEMP. In this report a HEMP event is viewed in terms of its marginal impact over classical power system disturbances by considering the unique properties and consequences of HEMP. This report focuses on system-wide electrical component failures and their potential consequences from HEMP. In particular, the effectiveness of planning and operating procedures for electric systems is evaluated while under the influence of HEMP. This assessment relies on published data and characterizes utilities using the North American Electric Reliability Council`s regions and guidelines to model electric power system planning and operations. Key issues addressed by the report include how electric power systems are affected by HEMP and what actions electric utilities can initiate to reduce the consequences of HEMP. The report also reviews the salient features of earlier HEMP studies and projects, examines technology trends in the electric power industry which are affected by HEMP, characterizes the vulnerability of power systems to HEMP, and explores the capability of electric systems to recover from a HEMP event.

    Dear Secretary Chu: I am pleased to submit Southeastern Power Administration’s (Southeastern’s) fiscal year (FY) 2008 Annual Report for your review. The information included in this document reflects our agency’s programs, accomplishments, operational and financial activities for the 12-month period beginning October 1, 2007 and ending September 30, 2008. Southeastern marketed more than 4.5 billion kilowatt-hours of energy to 491 wholesale customers in ten southeastern states this past year. Revenues from the sale of this power totaled approximately $263 million. Drought conditions persisted in the southeastern region of the United States during FY 2008 placing strains on our natural and financial resources. Power purchases for FY 2008 totaled $91 million. Approximately $44 million of this amount was for replacement power which is paid only during adverse water conditions in order to meet our customers’ contract requirements. With the continued financial assistance and support of our Federal power customers, funding for capitalized equipment purchases and replacements at U.S. Army Corps of Engineers’ (Corps) hydroelectric projects provided much needed repairs and maintenance for these aging facilities. Southeastern’s cyber and physical security programs continued to be reviewed and updated to meet Department of Energy (DOE), Homeland Security, and North American Electric Reliability Corporation (NERC) standards and requirements. In the coming year, Southeastern will continue open communication and cooperation with DOE, the Federal power customers, and the Corps to maximize the benefits of our region’s water resources. Although competing uses of water and the prolonged drought conditions will present another challenging year for our agency, Southeastern’s employees will meet these challenges and continue to provide reliable hydroelectric power to the people in the southeast.
