    Describes the five near-term strategies selected by the American Samoa Renewable Energy Committee (ASREC) during action planning workshops conducted in May 2013, and outlines the actions being taken to implement those strategies. Each option is tied to a priority identified in the earlier draft American Samoa Strategic Energy Plan as being an essential component of reducing American Samoa'spetroleum energy consumption. The actions described for each strategy provide a roadmap to facilitate the implementation of each strategy. This document is intended to evolve along with the advancement of the projects, and will be updated to reflect progress.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

    This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Most countries have significant hydroelectric and geothermal resources, and most countries produce a large portion of their electricity from hydroelectric projects. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. Consumption of secondary energy has declined during the recent economic recession suffered by the region.

    The International Energy: Research Organizations publication contains the standardized names of energy research organizations used in energy information databases. Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the Energy Technology Data Exchange (ETDE) and (2) the International Nuclear Information System (INIS). This publication identifies current organizations doing research in all energy fields, standardizes the format for recording these organization names in bibliographic citations, assigns a numeric code to facilitate data entry, and identifies report number prefixes assigned by these organizations. These research organization names may be used in searching the databases Energy Science Technology'' on DIALOG and Energy'' on STN International. These organization names are also used in USDOE databases on the Integrated Technical Information System. Research organizations active in the past five years, as indicated by database records, were identified to form this publication. This directory includes approximately 34,000 organizations that reported energy-related literature from 1986 to 1990 and updates the DOE Energy Data Base: Corporate Author Entries.

    The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.

    The Council of Energy Resource Tribes (CERT) will facilitate technical expertise and training of Native Americans in renewable energy resource development for electrical generation facilities, and distributed generation options contributing to feasibility studies, strategic planning and visioning. CERT will also provide information to Tribes on energy efficiency and energy management techniques.This project will provide facilitation and coordination of expertise from government agencies and private industries to interact with Native Americans in ways that will result in renewable energy resource development, energy efficiency program development, and electrical generation facilities management by Tribal entities. The intent of this cooperative agreement is to help build capacity within the Tribes to manage these important resources.

    The Latin American and Caribbean region - comprising Mexico, Central and South America, and the Caribbean - is relatively well endowed with energy resources, although the distribution of these resources is uneven across countries. The region produces more energy than it consumes, and the surplus energy, which amounts to 3.6 million barrels of oil equivalent per day (boe/d), is mostly oil. While the region`s total oil (crude and products) exports decreased from 4.4 million barrels per day (b/d) in 1981 to 3.8 million b/d in 1992, its net oil exports increased from about 1.6 million b/d in 1981 to 2.8 million b/d in 1992. In 1993, the surplus oil in Latin America and the Caribbean remained at 2.8 million b/d. This report analyzes the key issues of the Latin American and Caribbean energy industry and presents the future outlook for oil, gas, coal, hydroelectricity, and nuclear power developments in the region. In addition, the status of biomass energy, geothermal, and other noncommercial energy in the region will be briefly discussed in the context of overall energy development. The rest of the report is organized as follows: Section II assesses the current situation of Latin American and Caribbean energy production and consumption, covering primary energy supply, primary energy consumption, downstream petroleum sector development, and natural gas utilization. Section III presents the results of our study of future energy growth in Latin America. Important hydrocarbons policy issues in the region are discussed in Section IV, and a summary and concluding remarks are provided in Section V.

Involved in this cooperative task are (1) the technical staff of the US DOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the Energy Technology Data Exchange (ETDE) and (2) the International Nuclear Information System (INIS). ETDE member countries are also members of the International Nuclear Information System (INIS). Nuclear organization names recorded for INIS by these ETDE member countries are also included in the ETDE Energy Database. Therefore, these organization names are cooperatively standardized for use in both information systems. This publication identifies current organizations doing research in all energy fields, standardizes the format for recording these organization names in bibliographic citations, assigns a numeric code to facilitate data entry, and identifies report number prefixes assigned by these organizations. These research organization names may be used in searching the databases ``Energy Science & Technology`` on DIALOG and ``Energy`` on STN International. These organization names are also used in USDOE databases on the Integrated Technical Information System. Research organizations active in the past five years, as indicated by database records, were identified to form this publication. This directory includes approximately 31,000 organizations that reported energy-related literature from 1988 to 1992 and updates the DOE Energy Data Base: Corporate Author Entries.

    The Symposium was organized by the Energy Research Institute of the State Economic Commission of China, and the Lawrence Berkeley Laboratory and Johns Hopkins University from the United States. It was held at the Johns Hopkins University Nanjing Center in late June 1988. It was attended by about 15 Chinese and an equal number of US experts on various topics related to energy demand and supply. Each presenter is one of the best observers of the energy situation in their field. A Chinese and US speaker presented papers on each topic. In all, about 30 papers were presented over a period of two and one half days. Each paper was translated into English and Chinese. The Chinese papers provide an excellent overview of the emerging energy demand and supply situation in China and the obstacles the Chinese planners face in managing the expected increase in demand for energy. These are matched by papers that discuss the energy situation in the US and worldwide, and the implications of the changes in the world energy situation on both countries. The papers in Part 1 provide historical background and discuss future directions. The papers in Part 2 focus on the historical development of energy planning and policy in each country and the methodologies and tools used for projecting energy demand and supply. The papers in Part 3 examine the pattern of energy demand, the forces driving demand, and opportunities for energy conservation in each of the major sectors in China and the US. The papers in Part 4 deal with the outlook for global and Pacific region energy markets and the development of the oil and natural gas sector in China.

    This report examines the current status of national energy planning in Costa Rica, El Salvador, Guatemala, Honduras, and Panama. A framework is provided that divides energy planning activities into two broad categories: the fundamental tasks'' and the bounding conditions.'' The fundamental tasks of energy planning include the gathering and systematizing of data, conducting energy situation analyses and short- or long-term planning for the country, and defining and implementing national energy plans. While the bonding conditions are situations that preclude completion of fundamental tasks, such as level of technical expertise. 20 refs., 11 figs., 2 tabs.

    Smith River Rancheria (SRR), for some time, has had a strong commitment to attaining energy selfsufficiency, to reduce overall energy costs and concurrently initiate economic development within the community. Early on it was recognized that the development of an energy organization was important and for this reason was made part of the SRR's strategic review not only for economic development but also the reduction of energy costs. Towards this end, SRR retained Werner G. Buehler of W.G. Buehler & Associates to investigate the many phases or steps required to establish such an energy organization and determine, if in fact, it could benefit the Tribe. The basic phases are delineated as: (1) Identify potential sources of wholesale power and transmission paths; (2) Evaluating the various forms of energy organizations; (3) Determining the benefits (and disadvantages) of each form of organization; (4) Gathering costs to organize and operate the selected form or energy organization; (5) Performing an economic analysis of forming and operating an energy organization; and (6) Develop an implementation plan.

    In a series of maps and figures, this atlas summarizes what is known about the energy resources and how these resources and oil imports supply the energy needs of five Central American countries: Guatemala, El Salvador, Honduras, Costa Rica, and Panama. The main exploited energy resources are firewood, hydroelectric energy, bagasse from sugar cane residues, and geothermal energy. Limited oil exploration in the region has uncovered modest oil resources only in Guatemala. Peat and small coal deposits are also known to exist but are not presently being exploited. After the description of energy resources, this atlas describes energy supply and demand patterns in each country. It concludes with a description of socioeconomic data that strongly affect energy demand. 4 refs.

    The Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories, and the District of Columbia to support their energy priorities through the State Energy Program (SEP). The SEP provides Federal financial assistance to carry out energy efficiency and renewable energy projects that meet each state's unique energy needs while also addressing national goals such as energy security. Federal funding is based on a grant formula that takes into account population and energy consumption. The SEP emphasizes the state's role as the decision maker and administrator for the program. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP, authorizing $3.1 billion in grants. Based on existing grant formulas and after reviewing state-level plans, EERE made awards to states. The State of Florida's Energy Office (Florida) was allocated $126 million - a 90-fold increase over Florida's average annual SEP grant of $1.4 million. Per the Recovery Act, this funding must be obligated by September 30, 2010, and spent by April 30, 2012. As of March 10, 2010, Florida had expended $13.2 million of the SEP Recovery Act funds. Florida planned to use its grant funds to undertake activities that would preserve and create jobs; save energy; increase renewable energy sources; and, reduce greenhouse gas emissions. To accomplish Recovery Act objectives, states could either fund new or expand existing projects. As a condition of the awards, EERE required states to develop and implement sound internal controls over the use of Recovery Act funds. Based on the significant increase in funding from the Recovery Act, we initiated this review to determine whether Florida had internal controls in place to provide assurance that the goals of the SEP and Recovery Act will be met and accomplished efficiently and effectively.     Nuclear programs in Argentina and Brazil can be traced to August 1945 when their scientific communities articulated responses to the atomic bombings of Japan. They culminated in attempts to develop independent nuclear programs, sharply opposed by the United States, during the nationalist governments of Juan Peron and Getulio Vargas. This dissertation, based on primary sources from the three nations, analyzes these programs and the American responses. Latin America entered the nuclear age attempting to control natural resources, to improve scientific establishments, and to appraise Latin American-United States relations. Despite some clear warnings about nuclear dangers, the new form of energy was seen as the solution to industrial problems, poverty, and outside political interference. International opposition, which may have included nuclear threats from the United States, blocked Argentina's first attempt in 1947. After 1948, Peron wanted a nuclear program for cheap energy and prestige. The qualifications of the Brazilian scientists gave more substance to their program. The program originated in August, 1945, but assumed national proportion with the government of Vargas in 1951. Lack of American cooperation forced Vargas to establish a secret program with Germany. American troops intervened taking over the German equipment already completed. The final collapse came about with Vargas' suicide in August, 1954.

In the following sections, the primary energy supply (oil, gas, coal, hydroelectricity, and nuclear power whenever they are applicable), primary energy consumption, downstream oil sector development, gas utilization are discussed for each of the ten countries.     A thermodynamic system for waste heat recovery, using an organic rankine cycle is provided which employs a single organic heat transferring fluid to recover heat energy from two waste heat streams having differing waste heat temperatures. Separate high and low temperature boilers provide high and low pressure vapor streams that are routed into an integrated turbine assembly having dual turbines mounted on a common shaft. Each turbine is appropriately sized for the pressure ratio of each stream.

    In response to a request from the Pan American Health Organization (PAHO), an investigation was begun into possible exposures to heavy metals and sulfur-dioxide at Empresa Metalurigica Vinto, a large tin smelter near Oruro, Bolivia. Fifteen workers were selected for exposure monitoring. Of the 15, 14 had exposures greater than the NIOSH Recommended Exposure Limit or the OSHA Permissible Exposure Level to arsentic; 11 had hazardous exposures to cadmium, and eight had hazardous exposures to sulfur-dioxide. Surfaces throughout the facility were highly contaminated with heavy metals. Fifteen workers participated in biological monitoring studies. The median value for urinary arsenic (UA) was 78 micrograms per gram creatinine. Nine of the 15 workers had UA levels exceeding the American Conference of Governmental Industrial Hygienists Biological Exposure Index. The median blood lead level was 19 micrograms per deciliter.

    In the Pacific Islands of Guam and Tutuila in American Samoa, conversion of municipal solid waste to useable energy forms - principally electricity but possibly steam - may hold promise for reducing economic dependence on imported petroleum. A secondary benefit may be derived from reduction of solid waste landfill requirements. At the preliminary planning stage, waste-to-energy facilities producing electricity appear technically and environmentally feasible. Economically, the projects appear marginal but could be viable under specific conditions related to capital costs, revenue from garbage collection and revenue from the sale of the energy generated. Grant funding for the projects would considerably enhance the economic viability of the proposed facilities. The projects appear sufficiently viable to proceed to the detailed planning stage. Such projects are not viable for the islands now emerging from the US Trust Territory of the Pacific Islands.

    In 1994, the US Department of Energy, through Argonne National Laboratory`s Center for Transportation Research, sponsored energy-efficiency data collection from student, private, and professional electric vehicles during the American Tour de Sol (ATdS). The ATDS is a multiple-day road rally event, from New York City to Philadelphia. During each leg of the event, kilowatt-hour meters measured the efficiency of the electric vehicles (EVs), which averaged from 5.68 to 65.74 km/kWh. In addition to daily energy-usage measurements, some vehicles used a data-acquisition unit to collect second-by-second information. This showed, in one case, that 21% of the total energy was captured in regenerative braking. Some of the vehicles were also tested on a dynamometer for energy-efficiency, acceleration, and steady-state power ratings. This paper also compares the energy efficiency of the vehicles during the road rally to the dynamometer results. In almost all vehicles, there was an increase in energy efficiency when the vehicle was traveling over the road, due to the non-transient duty cycle and efficient driving techniques. The dynamometer testing also showed that some EVs are equal to or better than gasoline vehicles in performance and efficiency.

    The first U.S. demonstration of the NGK sodium/sulfur battery technology was launched in August 2002 when a prototype system was installed at a commercial office building in Gahanna, Ohio. American Electric Power served as the host utility that provided the office space and technical support throughout the project. The system was used to both reduce demand peaks (peak-shaving operation) and to mitigate grid power disturbances (power quality operation) at the demonstration site. This report documents the results of the demonstration, provides an economic analysis of a commercial sodium/sulfur battery energy storage system at a typical site, and describes a side-by-side demonstration of the capabilities of the sodium/sulfur battery system, a lead-acid battery system, and a flywheel-based energy storage system in a power quality application.

    The Department of Energy's (Department) Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories and the District of Columbia (states) to support their energy priorities through the State Energy Program (SEP). Federal funding is based on a grant formula that considers the population and energy consumption in each state, and amounted to $25 million for Fiscal Year (FY) 2009. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP by authorizing an additional $3.1 billion to states using the existing grant formula. EERE made grant awards to states after reviewing plans that summarize the activities states will undertake to achieve SEP Recovery Act objectives, including preserving and creating jobs; saving energy; increasing renewable energy sources; and, reducing greenhouse gas emissions. EERE program guidance emphasizes that states are responsible for administering SEP within each state, and requires each state to implement internal controls over the use of Recovery Act funds. The State of Louisiana received $71.6 million in SEP Recovery Act funds; a 164-fold increase over its FY 2009 SEP grant of $437,000. As part of the Office of Inspector General's strategy for reviewing the Department's implementation of the Recovery Act, we initiated this review to determine whether the Louisiana State Energy Office had internal controls in place to efficiently and effectively administer Recovery Act funds provided for its SEP program. Louisiana developed a strategy for SEP Recovery Act funding that focused on improving energy efficiency in state buildings, housing and small businesses; increasing Energy Star appliance rebates; and, expanding the use of alternative fuels and renewable energy. Due to a statewide hiring freeze, Louisiana outsourced management of the majority of its projects ($63.3 million) to one general contractor.     Redox flow batteries (RFB) have attracted considerable interest due to their ability to store large amounts of power and energy. Non-aqueous energy storage systems that utilize at least some aspects of RFB systems are attractive because they can offer an expansion of the operating potential window, which can improve on the system energy and power densities. One example of such systems has a separator separating first and second electrodes. The first electrode includes a first current collector and volume containing a first active material. The second electrode includes a second current collector and volume containing a second active material. During operation, the first source provides a flow of first active material to the first volume. The first active material includes a redox active organic compound dissolved in a non-aqueous, liquid electrolyte and the second active material includes a redox active metal.

    We report findings from an Internet survey and a subset of questions administered by telephone among the American public in mid-2010 on US energy and environmental security. Key areas of investigation include public perceptions shaping the context for debate about a comprehensive national energy policy, and what levels of importance are assigned to various prospective energy technologies. Additionally, we investigate how public views on global climate change are evolving, how the public assesses the risks and benefits of nuclear energy, preferences for managing used nuclear fuel, and public trust in sources of scientific and technical information. We also report findings from a national Internet survey and a subset of questions administered by telephone in mid-2010 on public views of the relevance of US nuclear weapons today, support for strategic arms control, and assessments of the potential for nuclear abolition. Additionally, we analyze evolving public views of the threat of terrorism, assessments of progress in the struggle against terrorism, and tolerance for intrusive antiterror policies.     Despite sharp differences in government policy, the views of the U.S. public on energy and global warming are remarkably similar to those in Sweden, Britain, and Japan. Americans do exhibit some differences, placing lower priority on the environment and global warming, and with fewer believing that 'global warming has been established as a serious problem and immediate action is necessary'. There also remains a small hard core of skeptics (<10%) who do not believe in the science of climate change and the need for action, a group that is much smaller in the other countries surveyed. The similarities are, however, pervasive. Similar preferences are manifest across a wide range of technology and fuel choices, in support of renewables, in research priorities, in a basic understanding of which technologies produce or reduce carbon dioxide (or misunderstandings in the case of nuclear power), and in willingness to pay for solving global warming. 29 refs., 3 figs., 2 tabs.

    The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law on February 17, 2009, as a way to jumpstart the U.S. economy, create or save millions of jobs, spur technological advances in science and health, and invest in the Nation's energy future. This national effort will require an unprecedented level of transparency and accountability to ensure that U.S. citizens know where their tax dollars are going and how they are being spent. As part of the Recovery Act, the Department of Energy will receive more than $38 billion to support a number of science, energy, and environmental initiatives. Additionally, the Department's authority to make or guarantee energy-related loans has increased to about $127 billion. The Department plans to disburse the vast majority of the funds it receives through grants, cooperative agreements, contracts, and other financial instruments. The supplemental funding provided to the Department of Energy under the Recovery Act dwarfs the Department's annual budget of about $27 billion. The infusion of these funds and the corresponding increase in effort required to ensure that they are properly controlled and disbursed in a timely manner will, without doubt, strain existing resources. It will also have an equally challenging impact on the inherent risks associated with operating the Department's sizable portfolio of missions and activities and, this is complicated by the fact that, in many respects, the Recovery Act requirements represent a fundamental transformation of the Department's mission. If these challenges are to be met successfully, all levels of the Department's structure and its many constituents, including the existing contractor community; the national laboratory system; state and local governments; community action groups and literally thousands of other contract, grant, loan and cooperative agreement recipients throughout the Nation will have to strengthen existing or design new controls to safeguard

    The Unified North American Soil Map (UNASM) was developed to provide more accurate regional soil information for terrestrial biosphere modeling. The UNASM combines information from state-of-the-art U.S. STATSGO2 and Soil Landscape of Canada (SLCs) databases. The area not covered by these datasets is filled with the Harmonized World Soil Database version 1.1 (HWSD1.1). The UNASM contains maximum soil depth derived from the data source as well as seven soil attributes (including sand, silt, and clay content, gravel content, organic carbon content, pH, and bulk density) for the top soil layer (0-30 cm) and the sub soil layer (30-100 cm) respectively, of the spatial resolution of 0.25 degrees in latitude and longitude. There are pronounced differences in the spatial distributions of soil properties and soil organic carbon between UNASM and HWSD, but the UNASM overall provides more detailed and higher-quality information particularly in Alaska and central Canada. To provide more accurate and up-to-date estimate of soil organic carbon stock in North America, we incorporated Northern Circumpolar Soil Carbon Database (NCSCD) into the UNASM. The estimate of total soil organic carbon mass in the upper 100 cm soil profile based on the improved UNASM is 347.70 Pg, of which 24.7% is under trees, 14.2% is under shrubs, and 1.3% is under grasses and 3.8% under crops. This UNASM data will provide a resource for use in land surface and terrestrial biogeochemistry modeling both for input of soil characteristics and for benchmarking model output.

    This paper describes a cooperative program which was established in 1993 by the Minister of the Indian Ministry of Non-Conventional Energy Sources (MNES) and the Secretary of the U.S. Department of Energy (USDOE). Eventually it fielded one project, funded 50-50 for a total of 500k dollars. The project selected was a sustainable rural economic development initiative with Ramakrishna Mission in West Bengal, India, as the nongovernment organization (NGO). The objectives of the program were to establish the economic viability of photovoltaic power in the Sundarbans region of West Bengal. To have the project self-sustaining with minimal subsidies to the beneficiaries. To establish the infrastructure for financing, training, installation and maintenance with the NGO taking the lead. To work with the NGO to expand utilization of photovoltaics in the region. To perform a before and after social, economic, and environmental impact study with the Tata Energy Research Institute.

    The overall goal of this project is to create a Tribal Energy Action Plan that will serve as the Tribe’s blueprint for creating long term energy self‐sufficiency. The Plan will be developed with input from a committed group of key stakeholders and landowners in the area, will be based on sound data and research, and will address both “supply‐side” options of the development of sustainable energy sources, as well as “demand-side” options for reducing energy consumption. The resulting plan will include defined comprehensive energy strategies and built upon a baseline assessment of where the Tribe currently is in terms of alternative and renewable energy activities; a vision of where the Tribe wants to go; and an action plan of how the Tribe will reach its vision including the identification of viable energy options based on the long-term strategic plan of the Tribe.

    This document provides an overview of renewable resource potential at Fort Gordon, based primarily upon analysis of secondary data sources supplemented with limited on-site evaluations. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the American Recovery and Reinvestment Act (ARRA) as follow-on to the 2005 Department of Defense (DoD) Renewables Assessment. The site visit to Fort Gordon took place on March 9, 2010.

    The purpose was to explore and develop geothermal energy resources on Indian lands. Activities included the following: (1) continued review of Indian communities and their potential for geothermal energy development; (2) introduced tribes to the availability of geothermal energy and removed the barriers to the implementation of this energy source; (3) provided information by telephone and by mailing packages of information; (4) published articles on geothermal energy development in the UIPA newsletter and supplied articles to other Indian publication; (5) conducted two seminars specific to geothermal energy development on Indian lands in western states; (6) carried out survey of Indian attitudes and opinions toward energy in general and geothermal energy in specific; (7) incorporated geothermal energy development information in Economic Development Administration sponsored tribal government management programs, and (8) developed draft written material addressing Indian planning problems and supporting their ability to affect a more productive working relationship with government agencies and reduced dependency.
