    The Symposium was organized by the Energy Research Institute of the State Economic Commission of China, and the Lawrence Berkeley Laboratory and Johns Hopkins University from the United States. It was held at the Johns Hopkins University Nanjing Center in late June 1988. It was attended by about 15 Chinese and an equal number of US experts on various topics related to energy demand and supply. Each presenter is one of the best observers of the energy situation in their field. A Chinese and US speaker presented papers on each topic. In all, about 30 papers were presented over a period of two and one half days. Each paper was translated into English and Chinese. The Chinese papers provide an excellent overview of the emerging energy demand and supply situation in China and the obstacles the Chinese planners face in managing the expected increase in demand for energy. These are matched by papers that discuss the energy situation in the US and worldwide, and the implications of the changes in the world energy situation on both countries. The papers in Part 1 provide historical background and discuss future directions. The papers in Part 2 focus on the historical development of energy planning and policy in each country and the methodologies and tools used for projecting energy demand and supply. The papers in Part 3 examine the pattern of energy demand, the forces driving demand, and opportunities for energy conservation in each of the major sectors in China and the US. The papers in Part 4 deal with the outlook for global and Pacific region energy markets and the development of the oil and natural gas sector in China.

Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

The IDB is concerned with how to create a sustainable market for sustainable energy projects. The IDB is trying to work with government, private sector, NGOs, trading allies, credit sources, and regulators to find proper roles for such projects.     The Energy Modeling Forum (EMF) was established in 1976 at Stanford University to provide a structural framework within which energy experts, analysts, and policymakers could meet to improve their understanding of critical energy problems. The ninth EMF study, North American Natural Gas Markets, was conducted by a working group comprised of leading natural gas analysts and decision-makers from government, private companies, universities, and research and consulting organizations. The EMF 9 working group met five times from October 1986 through June 1988 to discuss key issues and analyze natural gas markets. This third volume includes technical papers that support many of the conclusions discussed in the EMF 9 summary report (Volume 1) and full working group report (Volume 2). These papers discuss the results from the individual models as well as some nonmodeling analysis related to US natural gas imports and industrial natural gas demand. Individual papers have been processed separately for inclusion in the Energy Science and Technology Database.

    This presentation provides an overview of international voluntary renewable energy markets, with a focus on the United States and Europe. The voluntary renewable energy market is the market in which consumers and institutions purchase renewable energy to match their electricity needs on a voluntary basis. In 2010, the U.S. voluntary market was estimated at 35 terawatt-hours (TWh) compared to 300 TWh in the European market, though key differences exist. On a customer basis, Australia has historically had the largest number of customers, pricing for voluntary certificates remains low, at less than $1 megawatt-hour, though prices depend on technology.

    The anticipated increase in variable renewable generation, such as wind and solar power, over the next several years has raised concerns about how system operators will maintain balance between electricity production and demand in the Western Interconnection, especially in its smaller balancing authority areas (BAAs). Given renewable portfolio standards in the West, it is possible that more than 50 gigawatts of wind capacity will be installed by 2020. Significant quantities of solar generation are likely to be added as well. Meanwhile, uncertainties about future load growth and challenges siting new transmission and generation resources may add additional stresses on the Western Interconnection of the future. One proposed method of addressing these challenges is an energy imbalance market (EIM). An EIM is a means of supplying and dispatching electricity to balance fluctuations in generation and load. It aggregates the variability of generation and load over multiple balancing areas (BAs).

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    Under the sponsorship of the Department of Energy`s Office of Utility Technologies, the Energy Storage Systems Analysis and Development Department at Sandia National Laboratories (SNL) contracted Frost and Sullivan to conduct a market feasibility study of energy storage systems. The study was designed specifically to quantify the energy storage market for utility applications. This study was based on the SNL Opportunities Analysis performed earlier. Many of the groups surveyed, which included electricity providers, battery energy storage vendors, regulators, consultants, and technology advocates, viewed energy storage as an important enabling technology to enable increased use of renewable energy and as a means to solve power quality and asset utilization issues. There are two versions of the document available, an expanded version (approximately 200 pages, SAND97-1275/2) and a short version (approximately 25 pages, SAND97-1275/1).

    Improved efficiency of industrial systems (e.g., compressed air or steam) contributes to a manufacturing facility?s bottom line, improves reliability, and better utilizes assets. Despite these advantages, many industrial facilities continue to have unrealized system optimization potential. A barrier to realizing this potential is the lack of market definition for system energy efficiency assessment services, creating problems for both service providers in establishing market value for their services and for consumers in determining the relative quality of these system assessment services. On August 19, 2008, the American Society of Mechanical Engineers (ASME) issued four new draft Standards for trial use that are designed to raise the bar and define the market for these services. These draft Standards set the requirements for conducting an energy assessment at an industrial facility for four different system types: compressed air, process heating, pumping, and steam. The Standards address topics such as organizing and conducting assessments; analyzing the data collected; and reporting and documentation. This paper addresses both the issues and challenges in developing the Standards and the accompanying Guidance Documents, as well as the result of field testing by industrial facilities, consultants, and utilities during the trial use period that ended in January, 2009. These Standards will be revised and released by ASME for public review, and subsequently submitted for approval as American National Standards for publication in late 2009. Plans for a related activity to establish a professional-level program to certify practitioners in the area of system assessments, opportunities to integrate the ASME Standards with related work on industrial energy efficiency, as well as plans to expand the system assessment Standard portfolio are also discussed.

    Distributed generation (DG) technologies, such as gas-fired reciprocating engines and microturbines, have been found to be economically beneficial in meeting commercial-sector electrical, heating, and cooling loads. Even though the electric-only efficiency of DG is lower than that offered by traditional central stations, combined heat and power (CHP) applications using recovered heat can make the overall system energy efficiency of distributed energy resources (DER) greater. From a policy perspective, however, it would be useful to have good estimates of penetration rates of DER under various economic and regulatory scenarios. In order to examine the extent to which DER systems may be adopted at a national level, we model the diffusion of DER in the US commercial building sector under different technical research and technology outreach scenarios. In this context, technology market diffusion is assumed to depend on the system's economic attractiveness and the developer's knowledge about the technology. The latter can be spread both by word-of-mouth and by public outreach programs. To account for regional differences in energy markets and climates, as well as the economic potential for different building types, optimal DER systems are found for several building types and regions. Technology diffusion is then predicted via two scenarios: a baseline scenario and a program scenario, in which more research improves DER performance and stronger technology outreach programs increase DER knowledge. The results depict a large and diverse market where both optimal installed capacity and profitability vary significantly across regions and building types. According to the technology diffusion model, the West region will take the lead in DER installations mainly due to high electricity prices, followed by a later adoption in the Northeast and Midwest regions.     Deregulation on both sides of the U.S.-Canadian border has made certain aspects of trade agreements largely superfluous in the near term. It is over the longer term that the impact of the NAFTA will become apparent. To grapple with this issue, simulations are attempted of oil and gas trade between the United States and Canada as if the NAFTA had been in place before the first oil price shock of 1973. The simulations suggest substantial additional exports of Canadian oil and gas would have enabled the United States to back out volumes of OPEC oil during the critical years of the late 1970s and early 1980s. This would have served to dampen world oil markets during the years of OPEC ascendancy-not dramatically, but not negligibly either. By promoting closer integration of energy markets, the NAFTA should lead to more cohesive North American responses to any future world oil shocks. 13 refs., 8 tabs.

    Renewable energy certificates (RECs) represent the attributes of electricity generated from renewable energy sources. These attributes are unbundled from the physical electricity, and the two products-the attributes embodied in the certificates and the commodity electricity-may be sold or traded separately. RECs are quickly becoming the currency of renewable energy markets because of their flexibility and the fact that they are not subject to the geographic and physical limitations of commodity electricity. RECs are currently used by utilities and marketers to supply renewable energy products to end-use customers as well as to demonstrate compliance with regulatory requirements, such as renewable energy mandates. The purpose of this report is to describe and analyze the emerging market for renewable energy certificates. It describes how RECs are marketed, examines RECs markets including scope and prices, and identifies and describes the key challenges facing the growth and success of RECs markets.

It describes how SREC markets function--key policy design provisions, eligible technologies, state and regional eligibility rules, solar alternative compliance payments, measurement and verification methods, long-term contracting provisions, and rate caps. It also examines the trends of SREC markets--trading volumes, sourcing trends, trends in the size of solar photovoltaic (PV) systems driven by these markets, and trends in price and compliance. Throughout, the paper explores key issues and challenges facing SREC markets and attempts by policymakers to address some of these market barriers. Data and information presented in this report are derived from SREC tracking systems, brokers and auctions, published reports, and information gleaned from market participants and interviews with state regulators responsible for SREC market implementation. The last section summarizes key findings.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

    Early experiences with energy savings certificates (ESCs) have revealed their merits and the challenges associated with them. While in the United States ESC markets have yet to gain significant traction, lessons can be drawn from early experiences in the states of Connecticut and New York, as well as from established markets in Italy, France, and elsewhere. The staying power of European examples demonstrates that ESCs can help initiate more efficiency projects. This article compares ESCs with renewable energy certificates (RECs), looks at the unique opportunities and challenges they present, and reviews solutions and best practices demonstrated by early ESC markets. Three major potential ESC market types are also reviewed: compliance, voluntary, and carbon. Additionally, factors that will benefit ESC markets in the United States are examined: new state EEPS policies, public interest in tools to mitigate climate change, and the growing interest in a voluntary market for ESCs.

    This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Most countries have significant hydroelectric and geothermal resources, and most countries produce a large portion of their electricity from hydroelectric projects. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. Consumption of secondary energy has declined during the recent economic recession suffered by the region.

    The energy market was deregulated in Colombia back in 1994. Since then, an increasing share of energy has been traded at prices dictated essentially by market considerations, not always coherent with sound technical and commercial practices. This paper is based on the author`s experiences with the negotiation of a number of contracts for energy purchase between 1994 and 1997. It starts with a brief presentation of the Colombian power system, the key players and the structure of energy prices before the market was deregulated. An overview of the conditions that led to power shortages in 1992 is included. The document continues with the description of the operation of the Colombian deregulated energy market, as well as the available contracts and energy transactions. Then, the evolution of the energy bid prices submitted by different generating companies during the period 1994--1997 is developed in detail. The final part of the paper discusses the effects of the energy prices in the operation of the system; the financial impact for IPPs; the economic signals given to the market; and the overall performance of the national power system.

    The paper presents results of a recent IAEA study to assess the market potential for non-electric applications of nuclear energy in the near (before 2020) and long term (2020-2050). The applications covered are district heating, desalination, industrial heat supply, ship propulsion, energy supply for spacecraft, and, to a lesser extent, 'innovative' applications such as hydrogen production, coal gasification, etc. While technical details are covered only briefly, emphasis is placed on economics and other factors that may promote or hinder the penetration of nuclear options in the markets for non-electric energy services. The study makes a distinction between the market size (demand for a given service) and the market potential for nuclear penetration (which may be smaller because of technical or non-technical constraints). Near-term nuclear prospects are assessed on the basis of on-going projects in the final stages of design or under construction. For the long term, use has been made of a qualitative scale ranging from 0 to 2 for five critical areas: market structure, demand pressure, technical basis, economic competitiveness, and public acceptance. The paper presents the resulting evaluation of long-term prospects for nuclear energy entering into non-electric markets. (authors)

The staying power of European examples, particularly in Italy, demonstrates that ESCs can help initiate more efficiency projects. Although a robust market for renewable energy certificates (RECs) has emerged in both the voluntary and policy compliance contexts in the United States, ESCs have yet to gain significant traction. This report looks at the opportunity presented by ESCs, the unique challenges they bring, a comparison with RECs that can inform expectations about ESC market development, and the solutions and best practices early ESC market experience have demonstrated. It also examines whether there are real market barriers that have kept ESCs from being adopted and what structural features are necessary to develop effective trading programs.

    The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.
