    The US ITER Project Office (USIPO) is responsible for the ITER central solenoid (CS) contribution to the ITER project. The Central Solenoid Insert (CSI) project will allow ITER validation the appropriate lengths of the conductors to be used in the full-scale CS coils under relevant conditions. The ITER Program plans to build and test a CSI to verify the performance of the CS conductor. The CSI is a one-layer solenoid with an inner diameter of 1.48 m and a height of 4.45 m between electric terminal ends. The coil weight with the terminals is approximately 820 kg without insulation. The major goal of the CSI is to measure the temperature margin of the CS under the ITER direct current (DC) operating conditions, including determining sensitivity to load cycles. Performance of the joints, ramp rate sensitivity, and stability against thermal or electromagnetic disturbances, electrical insulation, losses, and instrumentation are addressed separately and therefore are not major goals in this project. However, losses and joint performance will be tested during the CSI testing campaign. The USIPO will build the CSI that will be tested at the Central Solenoid Model Coil (CSMC) Test Facility at the Japan Atomic Energy Agency (JAEA), Naka, Japan. The industrial vendors (the Suppliers) will report to the USIPO (the Company). All approvals to proceed will be issued by the Company, which in some cases, as specified in this document, will also require the approval of the ITER Organization. Responsibilities and obligations will be covered by respective contracts between the USIPO, called Company interchangeably, and the industrial Prime Contractors, called Suppliers. Different stages of work may be performed by more than one Prime Contractor, as described in this specification. Technical requirements of the contract between the Company and the Prime Contractor will be covered by the Fabrication Specifications developed by the Prime Contractor based on this document and approved by

    In August 1983 an NRC task group was formed to investigate problems with surveillance testing required by Technical Specifications, and to recommend approaches to effect improvements. NUREG-1024 ( Technical Specifications-Enhancing Safety Impact'') resulted, and it contained recommendations to review the basis for test frequencies; to ensure that the tests promote safety and do not degrade equipment; and to review surveillance tests so that they do not unnecessarily burden personnel. The Technical Specifications Improvement Program (TSIP) was established in December 1984 to provide the framework for rewriting and improving the Technical Specifications. As an element of the TSIP, all Technical Specifications surveillance requirements were comprehensively examined as recommended in NUREG-1024. The results of that effort are presented in this report. The study found that while some testing at power is essential to verify equipment and system operability, safety can be improved, equipment degradation decreased, and unnecessary personnel burden relaxed by reducing the amount of testing at power.

    The purpose of this review is to determine the adequacy of the High Flux Beam Reactor (HFBR) Technical Specifications for 40 MW operation by comparison with the HFBR Final Safety Analysis Report, particularly the accident analyses chapter. Specifically, the Technical Specifications were compared against the Design Basis Accident (DBA) Analyses presented in the Addendum to the HFBR FSAR for 60 MW Operation. The 60 MW DBA analyses was used since it is more current and complete than the analyses presented in the original FSAR which is considered obsolete. A listing of the required systems and equipment was made for each of the accidents analyzed. Additionally, the Technical Specification instrument setpoints were compared to the DBA analyses parametric values. Also included in this review was a comparison of the Technical Specification Bases against the FSAR and the identification of any differences. The HFBR Operations Procedures Manual (OPM) was also reviewed for any inconsistencies between the FSAR or the Technical Specifications. Upon completion of this review it was determined that the Technical Specifications are well written and the items commented on should not delay the low power restart (40 MW). Additionally, the OPM is also well written and does not require further modification before restart.

    The Electric Power Research Institute and Pacific Gas and Electric Company are sponsoring a program directed at improving Technical Specifications using risk-based methods. The major objectives of the program are to develop risk-based approaches to improve Technical Specifications and to develop an Interactive Risk Advisor (IRA) prototype. The IRA is envisioned as an interactive system that is available to plant personnel to assist in controlling plant operation. Use of an IRA is viewed as a method to improve plant availability while maintaining or improving plant safety. In support of the program, interviews were conducted at several PWR and BWR plant sites, to elicit opinions and information concerning risk-based approaches to Technical Specifications and IRA requirements. This report presents the results of these interviews, including the functional requirements of an IRA. 2 refs., 6 figs., 2 tabs.

    Highlights: • Technical specifications for agricultural plastic wastes (APWs) recycling proposed. • Specifications are the base for best economical and environmental APW valorisation. • Analysis of APW reveals inherent characteristics and constraints of APW streams. • Thorough survey on mechanical recycling processes and industry as it applies to APW. • Specifications for APW recycling tested, adjusted and verified through pilot trials. - Abstract: Technical specifications appropriate for the recycling of agricultural plastic wastes (APWs), widely accepted by the recycling industry were developed. The specifications establish quality standards to be met by the agricultural plastics producers, users and the agricultural plastic waste management chain. They constitute the base for the best economical and environmental valorisation of the APW. The analysis of the APW streams conducted across Europe in the framework of the European project “LabelAgriWaste” revealed the inherent characteristics of the APW streams and the inherent constraints (technical or economical) of the APW. The APW stream properties related to its recycling potential and measured during pilot trials are presented and a subsequent universally accepted simplified and expanded list of APW recycling technical specifications is proposed and justified. The list includes two sets of specifications, applied to two different quality categories of recyclable APW: one for pellet production process (“Quality I”) and another one for plastic profile production process (“Quality II”). Parameters that are taken into consideration in the specifications include the APW physical characteristics, contamination, composition and degradation. The proposed specifications are focused on polyethylene based APW that represents the vast majority of the APW stream. However, the specifications can be adjusted to cover also APW of different materials (e.g. PP or PVC) that are found in very small quantities

    This report documents the results of the combined effort of the NRC and the industry to produce improved Standard Technical Specifications (STS), Revision 1 for Combustion Engineering Plants. The changes reflected in Revision 1 resulted from the experience gained from license amendment applications to convert to these improved STS or to adopt partial improvements to existing technical specifications. This NUREG is the result of extensive public technical meetings and discussions between the Nuclear Regulatory Commission (NRC) staff and various nuclear power plant licensees, Nuclear Steam Supply System (NSSS) Owners Groups, NSSS vendors, and the Nuclear Energy Institute (NEI). The improved STS were developed based on the criteria in the Final Commission Policy Statement on Technical Specifications Improvements for Nuclear Power Reactors, dated July 22, 1993. The improved STS will be used as the basis for individual nuclear power plant licensees to develop improved plant-specific technical specifications. This report contains three volumes. Volume 1 contains the Specifications for all chapters and sections of the improved STS. Volume 2 contains the Bases for Chapters 2.0 and 3.0, and Sections 3.1--3.3 of the improved STS. Volume 3 contains the Bases for Sections 3.4--3.9 of the improved STS.

    The purpose of the Solar America Initiative: Solar Outreach and Communications grant was to promote better communications among stakeholders; address infrastructure barriers to solar energy; and coordinate with industry, the U.S. Department of Energy, national laboratories, states, cities and counties. The Interstate Renewable Energy Council (IREC), a non-profit organization formed in 1982, approached this grant project by establishing a wide range of communication and outreach activities including newsletters, workshops, webinars, model practices and publications; by advancing easy and fair hook-up rules to the utility grid; and by upgrading training based on industry competency standards. The Connecting to the Grid project and the Solar Codes and Standards Public Hearings project offered communication coupled with technical assistance to overcome interconnection, net metering and other regulatory and program barriers. The Workforce Development Project tackled building a strong workforce through quality training and competency assessment programs. IREC's web site, the semi-monthly state and stakeholder newsletter and the metrics report resulted in better communications among stakeholders. Workshops and phone seminars offered technical assistance and kept stakeholders up-to-date on key issues. All of these activities resulted in implementing sustainable solutions to institutional and market barriers to solar energy and getting the right information to the right people.

  15. Recommendations for the treatment of aging in standard technical specifications

    As part of the US Nuclear Regulatory Commission`s Nuclear Plant Aging Research Program, Pacific Northwest Laboratory (PNL) evaluated the standard technical specifications for nuclear power plants to determine whether the current surveillance requirements (SRs) were effective in detecting age-related degradation. Nuclear Plant Aging Research findings for selected systems and components were reviewed to identify the stressors and operative aging mechanisms and to evaluate the methods available to detect, differentiate, and trend the resulting aging degradation. Current surveillance and testing requirements for these systems and components were reviewed for their effectiveness in detecting degraded conditions and for potential contributions to premature degradation. When the current surveillance and testing requirements appeared ineffective in detecting aging degradation or potentially could contribute to premature degradation, a possible deficiency in the SRs was identified that could result in undetected degradation. Based on this evaluation, PNL developed recommendations for inspection, surveillance, trending, and condition monitoring methods to be incorporated in the SRs to better detect age- related degradation of these selected systems and components.

    Laminated root rot, caused by Phellinus weirii (Murr.) Gib., is a serious root disease affecting Douglas-fir and other commercially important species of conifers in northwestern North America. This report gives an overview of the disease as it occurs in the Pacific Northwest in Canada and the United States. Information on recognizing crown symptoms and signs of the disease is presented. The disease cycle of laminated root rot, from initiation to intensification and distribution within infected stands, is described. Finally, disease management strategies during stand development and at stand regeneration are discussed. Features on mechanical approaches also are included. The report is intended as a general reference for a wide audience.

  2. Solar America Initiative State Working Group: Final Scientific/Technical Report

    Through the support from the Department of Energy, NARUC has educated thousands of stakeholders, including Public Utility Commissioners, commission staff, and State energy officials on solar energy technology, implementation, and policy. During the lifetime of this grant, NARUC staff engaged stakeholders in policy discussions, technical research, site visits, and educational meetings/webinars/materials that provided valuable education and coordination on solar energy technology and policy among the States. Primary research geared toward State decision-makers enabled stakeholders to be informed on current issues and created new solar energy leaders throughout the United States. Publications including a Frequently Asked Questions guide on feed-in tariffs and a legal analysis of state implementation of feed-in tariffs gave NARUC members the capacity to understand complex issues related to the economic impacts of policies supportive of solar energy, and potential paths for implementation of technology. Technical partnerships with the National Renewable Energy Laboratory (NREL) instructed NARUC members on feed-in tariff policy for four States and solar PV resource assessment in seven States, as well as economic impacts of solar energy implementation in those States. Because many of the States in these technical partnerships had negligible amounts of solar energy installed, this research gave them new capacity to understand how policies and implementation could impact their constituency. This original research produced new data now available, not only to decision-makers, but also to the public at-large including educational institutions, NGOs, consumer groups, and other citizens who have an interest in solar energy adoption in the US. Under this grant, stakeholders engaged in several dialogs. These educational opportunities brought NARUC members and other stakeholders together several times each year, shared best practices with State decision-makers, fostered

    This document contains the technical specifications and implementation details for the Product Evaluation Management Information System (PREMIS) Version 1.1.2. This document does not include the requirements analysis or design information and is not intended as a user's guide. The INGRES Applications-by-Forms (ABF) software development tool was used to specify and define the modules and screens which comprise the PREMIS application. Several external procedures are called by the ABF procedures; these have been written in VAX/VMS DCL (Digital Command Language) and SQL (Standard Query Language). These specifications together with the PREMIS information model and corresponding database definition constitute the PREMIS Version 1.1.2 technical specification and implementation description presented herein.

These specifications together with the MRST information model and corresponding database definition constitute the MRST Prototype Information System technical specification and implementation description presented herein. The MRST Prototype Information System represents a completed software product which has been presented to the Management Restructure Study Team to support the management restructing processes at Sandia National Laboratories.

    The MARK-1 detection system was developed by the Idaho National Engineering Laboratory for the US Department of Energy Office of Arms Control and Nonproliferation. The completely portable system was designed for the detection and analysis of intense photon emissions from pulsed ionizing radiation sources. This manual presents the technical design specifications for the MARK-1 detection system and was written primarily to assist the support or service technician in the service, calibration, and repair of the system. The manual presents the general detection system theory, the MARK-1 component design specifications, the acquisition and control software, the data processing sequence, and the system calibration procedure. A second manual entitled: Volume 2: Operations Manual for the MARK-1 Pulsed Ionizing Radiation Detection System (USDOE Report WINCO-1108, September 1992) provides a general operational description of the MARK-1 detection system. The Operations Manual was written primarily to assist the field operator in system operations and analysis of the data.

    Measurements of the concentrations of CO{sub 2}, CO, and other gases were carried out using small aircraft platforms, spanning northern North America, with missions in 1999, 2000, 2003 and 2004. The measurements provided the first large-scale, fine-grained observations of the spatial and temporal structure of CO{sub 2} in the atmosphere. A new data analysis framework was developed to utilize these novel data, providing regional scale determinations of net carbon balance.

    The government of Ukraine, a now-independent former member of the Soviet Union, has asked the United States to assist its State Committee for Nuclear and Radiation Safety (SCNRS) in improving its regulatory control in technical fields for which it has responsibility. The US Nuclear Regulatory Commission (NRC) is providing this assistance in several areas, including management of radioactive waste and spent fuel. Radioactive wastes resulting from nuclear power plant operation, maintenance, and decommissioning must be stored and ultimately disposed of appropriately. In addition, radioactive residue from radioisotopes used in various industrial and medical applications must be managed. The objective of this program is to provide the Ukrainian SCNRS with the information it needs to establish regulatory control over uranium mining and milling activities in the Zheltye Vody (Yellow Waters) area and radioactive waste disposal in the Pripyat (Chernobyl) area among others. The author of this report, head of the Environmental Technology Section, Health Sciences Research Division of Oak Ridge National Laboratory, accompanied NRC staff to Ukraine to meet with SCNRS staff and visit sites in question. The report highlights problems at the sites visited and recommends license conditions that SCNRS can require to enhance safety of handling mining and milling wastes. The author`s responsibility was specifically for the visit to Zheltye Vody and the mining and milling waste sites associated with that facility. An itinerary for the Zheltye Vody portion of the trip is included as Appendix A.

  13. Application of PSA to review and define technical specifications for advanced nuclear power plants

    As part of the design certification process, probabilistic safety assessments (PSAS) are performed at the design stage for each advanced nuclear power plant. Among other usages, these PSAs are important inputs in defining the Technical Specifications (TSs) for these plants. Knowledge gained from their use in improving the TSs for operating nuclear power plants is providing methods and insights for using PSAs at this early stage. Evaluating the safety or the risk significance of the TSs to be defined for an advanced plant encompasses diverse aspects: (a) determining the basic limiting condition for operation (LCO); (b) structuring conditions associated with the LCO; (c) defining completion times (equivalent to allowed outage times in the TS for conventional plants); and, (d) prescribing required actions to be taken within the specified completion times. In this paper, we consider the use of PSA in defining the TSs for an advanced nuclear plant, namely General Electric`s Advanced Boiling Water Reactor (ABWR). Similar approaches are being taken for ABB-CE`s System 80+ and Westinghouse`s AP-600. We discuss the general features of an advanced reactor`s TS, how PSA is being used in reviewing the TSs, and we give an example where the TS submittal was reviewed using a PSA-based analysis to arrive at the requirements for the plant.

    This document sets forth the specification of the BABAR superconducting solenoid and power supply which is being supplied to the BABAR collaboration by INSTITUTO NAZIONALE DI FISICA NUCLEARE (INFN). The solenoid will be installed in the BABAR detector which will be located at Interaction Region 2 (IR2) of the PEP II machine, a positron electron collider, presently under construction at the Stanford Linear Accelerator Center (SLAC) located in Menlo Park, California. The solenoid will become part of the BABAR detector which will be used in SLAC`s high energy physics program. Intense beams of electrons and positrons are made to collide inside the solenoid magnet. High field uniformity quality, precise mechanical alignment and long term stability are essential characteristics of the solenoid. INFN will set up a committee that will provide contractual and technical oversight throughout the design, fabrication and installation phases of the BABAR solenoid construction. That committee will be the final authority to resolve any differences between these specifications and the INFN supplied drawings, in addition to any differences between these specifications or the INFN supplied drawings and the proposals from the vendor. All submissions for approval to INFN whether for design changes, material approval, design submissions or others as required by this specification shall be acted upon INFN within two (2) weeks of receipt of the submissions. If no answer is given the vendor may assume approval and proceed.

    High-pressure industrial gases (such as oxygen, nitrogen, argon, hydrogen, etc.) are stored and transported in portable cylinders. ISO TC58 SC3 has developed a draft specification 9809 for design and fabrication of high-pressure cylinders with maximum tensile strength limitation of 1,100 N/mm{sup 2}. In order to extend the ISO 9809 rules for higher than 1,100 N/mm{sup 2} strength level cylinders, a working group WG14 was formed in 1989 to develop new rules to assure adequate fracture resistance. In 1994, WG14 recommended a simple, but unique flawed cylinder test method for design qualification of the cylinder and acceptance criteria to assure adequate fracture resistance. WG14 also recommended Charpy-V-notch impact tests to control the required fracture resistance on production cylinders. This paper presents the technical basis that was employed in developing the flawed cylinder test method and acceptance criteria. The specification was developed for seamless steel cylinders having actual strength in the range of 1,100 to 1,400 N/mm{sup 2} and cylindrical section wall thickness in the range of 3 to 10 mm. Flawed cylinder tests were conducted on several hundred cylinders of varying sizes and strength levels. The specification requires to demonstrate LEAK-BEFORE-BREAK performance of the cylinder having flaw length equal to 1.6 (o.d. {times} t{sub design}){sup 0.5} at failure pressure = (t{sub design}/t{sub actual}) x Design Pressure.

    This document provides information that supports or supplements the data and impact analyses presented in the National Ignition Facility (NIF) Project-Specific Analysis (PSA). The purposes of NIF are to achieve fusion ignition in the laboratory for the first time with inertial confinement fusion (ICF) technology and to conduct high- energy-density experiments ins support of national security and civilian application. NIF is an important element in the DOE`s science-based SSM Program, a key mission of which is to ensure the reliability of the nation`s enduring stockpile of nuclear weapons. NIF would also advance the knowledge of basic and applied high-energy- density science and bring the nation a large step closer to developing fusion energy for civilian use. The NIF PSA includes evaluations of the potential environmental impacts of constructing and operating the facility at one of five candidate site and for two design options.

    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    The overall objective of the Chattanooga fuel cell demonstrations project was to develop and demonstrate a prototype 5-kW grid-parallel, solid oxide fuel cell (SOFC) system that co-produces hydrogen, based on Ion Americas technology. The commercial viability of the 5kW SOFC system was tested by transporting, installing and commissioning the SOFC system at the Alternative Energy Laboratory at the University of Tennessee Chattanooga. The system also demonstrated the efficiency and the reliability of the system running on natural gas. This project successfully contributed to the achievement of DOE technology validation milestones from the Technology Validation section of the Hydrogen, Fuel Cells and Infrastructure Technologies Program Multi-Year Research, Development and Demonstration Plan. Results of the project can be found in the final technical report.

    In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

    Building cost effective, high performance homes that provide superior comfort, health, and durability is the goal of the Department of Energy's (DOE's) Zero Energy Ready Homes (ZERH) program. Through Building America research and other innovative programs throughout the country, many of the technical challenges to building to the ZERH standard have been addressed. This case study describes the development of a 62-unit multifamily community constructed by nonprofit developer Mutual Housing at the Spring Lake subdivision in Woodland, CA. The Spring Lake project is expected to be the first ZERH-certified multifamily project nationwide. Building America team Alliance for Residential Building Innovation worked with Mutual Housing throughout the project. The case study discusses challenges encountered, lessons learned, and how obstacles were overcome. An objective of this project was to gain a highly visible foothold for residential buildings built to the DOE ZERH specification that can be used to encourage participation by other California builders.

    Seventeen years ago John E. Carroll and Newell B. Mack analyzed the then-current status of environmental protection mechanisms used between Canada and the United States. They criticized the ad hoc nature of North America`s history of environmental dispute resolution, which they dubbed ``ad hockery,`` and believed the present ambiguity hurt business, diplomatic relations, and the citizenry`s environment. Since that publication, increasing efforts to incorporate environmental concerns into Conventions have resulted in several multilateral agreements focusing on environmental protection and dispute resolution. Part 2 of this paper introduces a few of these recent agreements and the mechanisms they have established to monitor environmental damage and to enforce the goals of the agreements. The agreements discussed include: Montreal Protocol on Substances that Deplete the Ozone Layer; Vienna Convention for the Protection of the Ozone Layer; Protocol on Substances that Deplete the Ozone Layer; Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal; Canada-United States: Agreement on Air Quality; Rio Declaration on Environment and Development; Framework Convention on Climate Change; Convention on Biological Diversity; and the North American Agreement on Environmental Cooperation. Part 3 discusses the general concern related to economic development (with the need to maintain ``sustainable development``), the possible environmental impact of NAFTA, and the Supplemental Agreement`s strengths and weaknesses.

    This final report summarizes the work conducted by the Consortium of Advanced Residential Buildings (CARB) (http://www.carb-swa.com/), one of the 'Building America Energy Efficient Housing Partnership' Industry Teams, for the period January 1, 2008 to December 31, 2010. The Building America Program (BAP) is part of the Department of Energy (DOE), Energy Efficiency and Renewable Energy, Building Technologies Program (BTP). The long term goal of the BAP is to develop cost effective, production ready systems in five major climate zones that will result in zero energy homes (ZEH) that produce as much energy as they use on an annual basis by 2020. CARB is led by Steven Winter Associates, Inc. with Davis Energy Group, Inc. (DEG), MaGrann Associates, and Johnson Research, LLC as team members. In partnership with our numerous builders and industry partners, work was performed in three primary areas - advanced systems research, prototype home development, and technical support for communities of high performance homes. Our advanced systems research work focuses on developing a better understanding of the installed performance of advanced technology systems when integrated in a whole-house scenario. Technology systems researched included: - High-R Wall Assemblies - Non-Ducted Air-Source Heat Pumps - Low-Load HVAC Systems - Solar Thermal Water Heating - Ventilation Systems - Cold-Climate Ground and Air Source Heat Pumps - Hot/Dry Climate Air-to-Water Heat Pump - Condensing Boilers - Evaporative condensers - Water Heating CARB continued to support several prototype home projects in the design and specification phase. These projects are located in all five program climate regions and most are targeting greater than 50% source energy savings over the Building America Benchmark home.     This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. The goal was to help a local government understand key issues, consider how other areas have addressed wind siting, and establish a basis for enacting permitting and zoning ordinances that provided a more predictable permitting path and process for landowners, citizens, government and developers of small and community wind projects. The County?s contractor developed a report that looked at various approaches to wind siting, interviewed stakeholders, and examined technology options. The contractor outlined key issues and recommended the adoption of a siting process. The Skagit County Commission considered the report and directed the Skagit County Planning & Development Services Department to add development of wind guidelines to its work plan for potential changes to development codes.

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    To track progress toward aggressive multi-year whole-house energy savings goals of 40-70% and onsite power production of up to 30%, DOE's Residential Buildings Program and NREL developed the Building America Research Benchmark in consultation with the Building America industry teams. The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. Unlike the reference homes used for HERS, EnergyStar, and most energy codes, the Benchmark represents typical construction at a fixed point in time so it can be used as the basis for Building America's multi-year energy savings goals without the complication of chasing a ''moving target''.

    Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    Frito Lay North America (FLNA) requires technical assistance for the evaluation and implementation of renewable energy and energy efficiency projects in production facilities and distribution centers across North America. Services provided by NREL do not compete with those available in the private sector, but rather provide FLNA with expertise to create opportunities for the private sector renewable/efficiency industries and to inform FLNA decision making regarding cost-effective projects. Services include: identifying the most cost-effective project locations based on renewable energy resource data, utility data, incentives and other parameters affecting projects; assistance with feasibility studies; procurement specifications; design reviews; and other services to support FNLA in improving resource efficiency at facilities. This Cooperative Research and Development Agreement (CRADA) establishes the terms and conditions under which FLNA may access capabilities unique to the laboratory and required by FLNA. Each subsequent task issued under this umbrella agreement would include a scope-of-work, budget, schedule, and provisions for intellectual property specific to that task.

    Wind has provided energy for thousands of years: some of the earliest windmill engineering designs date back to ancient Babylonia and India where wind would be used as a source of irrigation. Today, wind is the quickest growing resource in Americas expanding energy infrastructure. However, to continue to positively diversify Americas energy portfolio and further reduce the countrys reliance of foreign oil, the industry must grow substantially over the next two decades in both turbine installations and skilled industrial manpower to support. The wind sector is still an emergent industry requiring maturation and development of its labor force: dedicated training is needed to provide the hard and soft skills to support the increasingly complex wind turbine generators as the technology evolves. Furthermore, the American workforce is facing a steep decline in available labor resources as the baby boomer generation enters retirement age. It is therefore vital that a process is quickly created for supporting the next generation of wind technicians. However, the manpower growth must incorporate three key components. First, the safety and technical training curriculum must be standardized across the industry - current wind educational programs are disparate and dedicated standardization programs must be further refined and implemented. Second, it is essential that the wind sector avoid disrupting other energy production industries by cannibalizing workers, which would indirectly affect the rest of Americas energy portfolio. The future wind workforce must be created organically utilizing either young people entering the workforce or train personnel emerging from careers outside of energy production. Third, the training must be quick and efficient as large amounts of wind turbines are being erected each year and this growth is expected to continue until at least 2035. One source that matches these three requirements is personnel transitioning from military service to the

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

  11. Geothermal initiatives in Central America

    The US Agency for International Development is supporting a new project in energy and resources exploitation for Central America. One of the largest components of the project involves exploration and reservoir development investigations directed at enhancing the production of electricity from the region's geothermal resources. An assessment of the geothermal resources of Honduras is in progress, and interesting geothermal regions in the Guanacaste Province of Costa Rica are being explored. Well-logging activities are in progress in the production wells at the Miravalles geothermal field in Costa Rica, and preparations are being made for logging critical wells at Ahuachapan in El Salvador. A self-contained logging truck, complete with high-temperature logging cable and logging tools designed for geothermal service, is being fabricated and will be made available for dedicated use throughout Central America. Geochemical and isotopic analyses of water samples collected in Panama are being evaluated to select a high-priority geothermal site in that country. Application of low- and medium-enthalpy geothermal fluids for industrial and agricultural processes is being investigated in Guatemala.

    The President's Solar America Initiative (SAI) was launched in January 2006 as part of the administration's Advanced Energy Initiative. The SAI is being led by the U.S. Department of Energy (DOE) Solar Energy Technologies Program (SETP), with NREL providing analytical and technical support. The SAI has a goal of installing 5-10 GW of photovoltaic (PV) systems in the United States by 2015 and 70-100 GW of PV systems in the United States by 2030. To make PV cost-competitive with other energy resources, this requires that the installed cost of PV fall from approximately $8/Wdc in 2005 to $3.3/Wdc in 2015 and $2.5/Wdc in 2030. This report presents estimates of the potential energy, economic, and environmental benefits that could result should the SAI PV installation goals be achieved.

    'Progress for the last twelve months has revolved around setting up an antibody engineering and surface display system for use with a metal-complex binding antibody. (1) The author has isolated genes for the V regions of the heavy and light chains for the Ru(bpy)3 specific monoclonal AC1106 (Shreder, K S., Hariman, A., and Iverson, B.L., J. Am. Chem. Soc. 1996, 118, 3192-3201). This antibody binds Ru(bpy), derivatives with better than nanomolar affinity, and will serve as the generic metal-complex binding pocket. Cloning antibody genes from hybridomas is complicated by the fact that primers must be found that amplify the particular heavy and light chain genes in the hybridoma of interest. Antibody gene amplification primers are generally designed to amplify antibody repertoires from lymphocyte mRNA isolated from animals. While cloning repertoires from animals is routinely successful due to the diverse population of target m RNA, hybridomas have a single target sequence. Therefore, multiple primers and conditions must be tried before the correct primer combination is identified.'
