    There are four Jurassic to Recent basin-forming periods in northern Central America (honduras, Honduran Borderlands, Belize, Guatemala, northern Nicaragua): (1) Middle Jurassic-Early Cretaceous rifting and subsidence along normal faults in Honduras and Guatemala; rifts are suggested but are not well defined in Honduras by the distribution of clastic sediments and associated volcanic rocks. Rifting is attributed to the separation of Central America from the southern margin of the North American plate; (2) Cretaceous subsidence recorded by the development of a Cretaceous carbonate platform in Honduras, Guatemala, and Belize; subsidence is attributed to thermal subsidence of the rifted margins of the various blocks; (3) Late Cretaceous-Recent development of a volcanic arc along the western margin of Middle America and the northern margin of Honduras; (4) Late Cretaceous large-scale folding in Honduras, ophiolite obduction, and formation of a foredeep basin in Guatemala (Sepur trough); deformation is attributed to the collision between a north-facing arc in northern Honduras and the Nicaraguan Rise and the passive margin of Guatemala and Belize; and (5) Eocene to Recent strike-slip faulting along the present-day North American-Caribbean plate boundary in Guatemala, northern Honduras, and Belize. Strike-slip faults and basins form a California-type borderlands characterized by elongate basins that appear as half-grabens in profile. Counterclockwise rotation of the central honduras plateau, a thicker and topographically higher-than-average block within the plate boundary zone, is accommodated by rifting or strike-slip faults at its edges.

WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 120 members of national and state public and private sector organizations from 34 states attended the 5th Annual WPA All-States Summit in Pittsburgh in June.

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

  14. Mesozoic-Cenozoic paleographic evolution of Northern South America

    A model for northern South American tectonic and stratigraphic evolution is presented in 14 detailed, palinspastic, paleogeographic plates showing paleosedimentation and paletectonic data. Main deformational, depositional, and basin forming events along with HC maturation/migration are outlined in relation to progressive tectonic evolution. A cause-and-effect relationship between Caribbean plate motions/associated basin development and hydrocarbon maturation and migration is clear. Triassic-Jurassic rifting from Yucatan/North America produced a northern segmented passive margin, and the Cocuy backarc basin in Colombia. To the west, at end Jurassic, a marginal seaway developed west of Central Cordillera which led to passive margin conditions along the Cocuy Basin/Central Cordillera, southward to Ecuador. The margin remained passive until Campanian, when Amaime-chaucha Terrane (leading edge of Caribbean crust) collided with east vergence (southwest-dipping subduction) with Central Cordillera, closing the marginal seaway. The Colon foredeep was thus established each of Central Cordillera; continued convergence occurred by east-dipping flat-slab subduction of Caribbean crust beneath Colombia. The northerly Caribbean crust continued eastward migration along north South America. Maastrichtian -Paleogene opening of Grenada Basin accomodated a southwest-direction of interplate thrusting of Lara Nappes, producing the north Maracaibo foredeep. Paleocene-Miocene sedimentation patterns record the eastward migration of (1) peripheral bulge uplift, (2) foredeep basin and oil kitchen, (3) allochthon emplacement, (4) erosion due to isostatic rebound caused by extension. Since Middle-Late Miocene, Maracaibo Block escaped northward from Eastern Cordillera convergence by >100 km, and the southeastern Caribbean region has become transtensional rather than transpressional.

  15. Petroleum geology of Pacific margin of Central America and northern South America, from Guatemala to Ecuador

    Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

  17. Northern Marshall Islands radiological survey: sampling and analysis summary

    A radiological survey was conducted in the Northern Marshall Islands to document reamining external gamma exposures from nuclear tests conducted at Enewetak and Bikini Atolls. An additional program was later included to obtain terrestrial and marine samples for radiological dose assessment for current or potential atoll inhabitants. This report is the first of a series summarizing the results from the terrestrial and marine surveys. The sample collection and processing procedures and the general survey methodology are discussed; a summary of the collected samples and radionuclide analyses is presented. Over 5400 samples were collected from the 12 atolls and 2 islands and prepared for analysis including 3093 soil, 961 vegetation, 153 animal, 965 fish composite samples (average of 30 fish per sample), 101 clam, 50 lagoon water, 15 cistern water, 17 groundwater, and 85 lagoon sediment samples. A complete breakdown by sample type, atoll, and island is given here. The total number of analyses by radionuclide are 8840 for /sup 241/Am, 6569 for /sup 137/Cs, 4535 for /sup 239 +240/Pu, 4431 for /sup 90/Sr, 1146 for /sup 238/Pu, 269 for /sup 241/Pu, and 114 each for /sup 239/Pu and /sup 240/Pu. A complete breakdown by sample category, atoll or island, and radionuclide is also included.

    Beginning in 2010, DOE conducted an assessment of Wind Powering America (WPA) activities to determine whether the methods the department had used to help grow the wind industry to provide 2% of the nation's electrical energy should be the same methods used to achieve 20% of the nation's energy from wind (as described in the report 20% Wind Energy by 2030: Increasing Wind Energy's Contribution to U.S. Electricity Supply). After the assessment, it was determined that the initiative's state-based activities should be phased out as part of a shift to regional-based approaches. To assist with this transition, WPA hosted a series of 1-day regional meetings at six strategic locations around the country and a single teleconference for island states, U.S. territories, and remote communities. This report summarizes the results of the inaugural regional meetings and the state reports with a focus on ongoing wind deployment barriers in each region.

  7. Neogene tectonics of northern Central America prior to offset across the polochic fault

    The reconstruction which removes 130 km of documented left slip across the Polochic fault of northern Guatemala and southern Chiapas juxtaposes the foundered block of the Gulf of Tehuantepec and extensional terrane of Guatemala, lining up prolongations of the Motagua and Jocotan faults with known structures along the coastal margin of the Chiapas massif and within the Gulf. Coast-parallel faults with sinistral displacement, located along the margins of the Chiapas depression, were also active during the Miocene time interval of south-easterly migration of the Gulf of Tehuantepec block. Extensional terrane is well expressed in Guatemala and Honduras south of the Jocotan boundary fault, beginning where the southeasterly-moving block encounters the abrupt bend in the boundary fault. This complex plate boundary became simpler when the left-lateral, east-west-trending Polochic fault sliced across the isthmus in late Miocene, offsetting Laramide structures and the arcuate Neogene plate boundary faults. During its time of major activity the Polochic served as the principal plate boundary fault, across which the major displacement occurred. Today the western part of the NOAM-CARIB plate boundary is diffuse. From western Guatemala and southern Chiapas, where buckling and locking of the Polochic fault has taken place, displacement is distributed among countless shears which extend in a belt from western Guatemala across the Chiapas massif to the western landframe of the Gulf of Tehuantepec.

    This report summarizes geologic studies by Raytheon Services Nevada near the Area 5 Radioactive Waste Management Site at the Nevada Test Site. These studies are part of a program to satisfy data needs of (1) the Greater Confinement Disposal (GCD) Program Performance Assessment (PA), (2) the low-level waste (LLW) PA, and (3) the Resource Conservation and Recovery Act (RCRA) permit application. The geologic studies were integrated into a single program that worked toward a landscape evolution model of northern Frenchman Flat, with more detailed geologic studies of particular topics as needed. Only the Holocene tectonism and surficial geology components of the landscape model are presented in this report.

    Coral patch reefs are major components of Holocene platform carbonate facies systems in tropical and subtropical areas. The biotic composition, growth and relationship to sea level history, and diagenetic attributes of a representative Holocene patch reef ([open quotes]Elmer Reef[close quotes]) in the Mexico Rocks complex in northern Belize are described and compared to those of Holocene patch reefs in southern Belize. Elmer Reef has accumulated in shallow (2.5 m) water over the last 420 yr, under static sea level conditions. Rate of vertical construction is 0.3-0.5 m/100 yr, comparable to that of patch reefs in southern Belize. A pronounced coral zonation exists across Elmer Reef, with Monastrea annularis dominating on its crest and Acropora cervicornis occurring on its windward and leeward flanks. The dominance of Montastrea on Elmer Reef is unlike that of patch reefs in southern Belize, in which this coral assumes only a subordinate role in reef growth relative to that of Acropora palmata. Elmer Reef locally is extensively biodegraded and marine, fibrous aragonite and some bladed high-magnesium calcite cements occur throughout the reef section, partially occluding corallites and interparticle pores in associated sands. Patch reefs in southern Belize have developed as catch-up and keep-up reefs in a transgressive setting. In contrast, the dominant mode of growth of Elmer Reef, and perhaps other patch reefs in Mexico Rocks, appears to be one of lateral rather than vertical accretion. This style of growth occurs in a static sea level setting where there is only limited accommodation space because of the shallowness of the water, and such reefs are referred to as [open quotes]expansion reefs[close quotes]. 39 refs., 8 figs., 2 tabs.

    Major reserves of oil exist in the Reforma area of Tabasco and Chiapas states and the Campeche Shelf of SE Mexico in high-energy, bank-edge, reef-derived or reef-associated carbonate rocks, ranging in age from Late Jurassic to earliest Late Cretaceous. It is the conclusion of this study that the Reforma reservoir facies does not extend into West Guatemala. However, there the potential for major reserves in bank and lagoonal carbonates of similar age is considered excellent. A variety of structures, mostly resulting from salt tectonics, is present. Known reservoir rocks include fractured carbonates with secondary porosity resulting from solution and dolomitization, and limestones with primary intergranular porosity. An indigenous source is likely for the large quantities of oil which have been tested at Rubelsanto. Seals in the form of thick intervals of Cretaceous anhydrite and, in places, of Tertiary fine-grained clastics, are abundant. The area E of Rubelsanto may have considered merit, particularly if detailed structural analysis indicates that similar salt-tectonic features are present. The less deeply-buried areas of Cretaceous carbonates are not highly regarded because: (1) salt is absent; (2) temperatures sufficient for maturation of hydrocarbons may be lacking; and (3) a considerable number of dry holes with no significant shows have been drilled. North Guatemala is somewhat attractive, because the proper combination of unmetamorphosed Paleozoic organic shale on basement highs, well-developed Todos Santos sandstone reservoirs, and the overlying thick evaporite seal could trap sizable hydrocarbon accumulations. However, as degree of metamorphism decreases, presumably basinward, distance from source terrain for detritus increases and reservoirs may be inadequate. 13 figures, 1 table.

Reregulation and demand for energy resources to support economic growth are driving international natural gas and electricity exchange initiatives. Panelists focused on the gas and electric power industry in Latin America in terms of the: transport of gas or transmission of electricity; energy market integration in the southern cone of South America; and issues on gas use for electricity generation in South America countries.     The first part of this article profiled Cano Limon-Guafita, Ceuta-Tomoporo (centro), and El Furrial-Carito-Tejero oil fields in Venezuela. In this concluding part the authors take a look at the Colombian foothills. It is concluded that the dangers and limits of big magic classifications and simple paradigms like thrust belt hydrocarbons are evident. The understanding of a single field, although it is a much needed step, is not sufficient to get the full picture. Petroleum systems are dynamic, discontinuous, and heterogeneous. Any seemingly slight difference in the initial conditions can have a disproportionate impact on key parameters, and recognizing them is very much what makes a lucky explorer.

  8. Building America Case Study: Combustion Safety Simplified Test Protocol, Chicago Illinois, and Minneapolis, Minnesota

    "9Combustion safety is an important step in the process of upgrading homes for energy efficiency. There are several approaches used by field practitioners, but researchers have indicated that the test procedures in use are complex to implement and provide too many false positives. Field failures often mean that the house is not upgraded until after remediation or not at all, if not include in the program. In this report the PARR and NorthernSTAR DOE Building America Teams provide a simplified test procedure that is easier to implement and should produce fewer false positives. A survey of state weatherization agencies on combustion safety issues, details of a field data collection instrumentation package, summary of data collected over seven months, data analysis and results are included. The project provides several key results. State weatherization agencies do not generally track combustion safety failures, the data from those that do suggest that there is little actual evidence that combustion safety failures due to spillage from non-dryer exhaust are common and that only a very small number of homes are subject to the failures. The project team collected field data on 11 houses in 2015. Of these homes, two houses that demonstrated prolonged and excessive spillage were also the only two with venting systems out of compliance with the National Fuel Gas Code. The remaining homes experienced spillage that only occasionally extended beyond the first minute of operation. Combustion zone depressurization, outdoor temperature, and operation of individual fans all provide statistically significant predictors of spillage.

    Seventeen years ago John E. Carroll and Newell B. Mack analyzed the then-current status of environmental protection mechanisms used between Canada and the United States. They criticized the ad hoc nature of North America`s history of environmental dispute resolution, which they dubbed ``ad hockery,`` and believed the present ambiguity hurt business, diplomatic relations, and the citizenry`s environment. Since that publication, increasing efforts to incorporate environmental concerns into Conventions have resulted in several multilateral agreements focusing on environmental protection and dispute resolution. Part 2 of this paper introduces a few of these recent agreements and the mechanisms they have established to monitor environmental damage and to enforce the goals of the agreements. The agreements discussed include: Montreal Protocol on Substances that Deplete the Ozone Layer; Vienna Convention for the Protection of the Ozone Layer; Protocol on Substances that Deplete the Ozone Layer; Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal; Canada-United States: Agreement on Air Quality; Rio Declaration on Environment and Development; Framework Convention on Climate Change; Convention on Biological Diversity; and the North American Agreement on Environmental Cooperation. Part 3 discusses the general concern related to economic development (with the need to maintain ``sustainable development``), the possible environmental impact of NAFTA, and the Supplemental Agreement`s strengths and weaknesses.

    The goal of the Wind Powering America State Outreach Project was to facilitate the adoption of effective state legislation, policy, finance programs, and siting best practices to accelerate public acceptance and development of wind energy. This was accomplished by Clean Energy States Alliance (CESA) through provision of informational tools including reports and webinars as well as the provision of technical assistance to state leaders on wind siting, policy, and finance best practices, identification of strategic federal-state partnership activities for both onshore and offshore wind, and participation in regional wind development collaboratives. The Final Scientific Report - Wind Powering America State Outreach Project provides a summary of the objectives, activities, and outcomes of this project as accomplished by CESA over the period 12/1/2009 - 11/30/2011.

    A task was undertaken to determine primarily the permeation behavior of various glove compounds from four manufacturers. As part of the basic characterization task, the opportunity to obtain additional mechanical and thermal properties presented itself. Consequently, a total of fifteen gloves were characterized for permeation, Thermogravimetric Analysis, Puncture Resistance, Tensile Properties and Dynamic Mechanical Analysis. Detailed reports were written for each characterization technique used. This report contains the summary of the results.

    The US Department of Energy Office of Nuclear and Facility Safety provides nuclear safety policy, independent technical evaluation, and technical support. A summary of these activities is provided in this report. These include: (1) changing the mission of the former production facilities to storage and waste management; (2) stabilizing nuclear materials not recycled due to production cessation or interruptions; (3) reformulating the authorization basis for existing facilities to convert to a standards based approach for operations consistent with modern expectations; and (4) implementing a modern regulatory framework for nuclear facilities. A country-wide geothermal assessment has started in Honduras, and other assessment activities are in progress or planned for Costa Rica, El Salvador, Guatemala, and Panama.     This chapter summarizes the major advances made through our integrated geological studies of the Lisburne Group in northern Alaska. The depositional history of the Lisburne Group is discussed in a framework of depositional sequence stratigraphy. Although individual parasequences (small-scale carbonate cycles) of the Wahoo Limestone cannot be correlated with certainty, parasequence sets can be interpreted as different systems tracts within the large-scale depositional sequences, providing insights on the paleoenvironments, paleogeography and platform geometry. Conodont biostratigraphy precisely established the position of the Mississippian-Pennsylvanian boundary within an important reference section, where established foraminiferal biostratigraphy is inconsistent with respect to conodont-based time-rock boundaries. However, existing Carboniferous conodont zonations are not readily applicable because most zonal indicators are absent, so a local zonation scheme was developed. Diagenetic studies of the Lisburne Group recognized nineteen subaerial exposure surfaces and developed a cement stratigraphy that includes: early cements associated with subaerial exposure surfaces in the Lisburne Group; cements associated with the sub-Permian unconformity; and later burial cements. Subaerial exposure surfaces in the Alapah Limestone are easily explained, being associated with peritidal environments at the boundaries of Sequence A. The Lisburne exposed in ANWR is generally tightly cemented and supermature, but could still be a good reservoir target in the adjacent subsurface of ANWR given the appropriate diagenetic, deformational and thermal history. Our ongoing research on the Lisburne Group will hopefully provide additional insights in future publications.

    Following is complete draft.Geothermal Summary for AAPG Explorer J. L. Renner, Idaho National Laboratory Geothermal energy is used to produce electricity in 24 countries. The United States has the largest capacity (2,544 MWe) followed by Philippines (1,931 MWe), Mexico (953 MWe), Indonesia (797 MWe), and Italy (791 MWe) (Bertani, 2005). When Chevron Corporation purchased Unocal Corporation they became the leading producer of geothermal energy worldwide with projects in Indonesia and the Philippines. The U. S. geothermal industry is booming thanks to increasing energy prices, renewable portfolio standards, and a production tax credit. California (2,244 MWe) is the leading producer, followed by Nevada (243 MWe), Utah (26 MWe) and Hawaii (30 MWe) and Alaska (0.4 MWe) (Bertani, 2005). Alaska joined the producing states with two 0.4 KWe power plants placed on line at Chena Hot Springs during 2006. The plant uses 30 liters per second of 75C water from shallow wells. Power production is assisted by the availability of gravity fed, 7C cooling water (http://www.yourownpower.com/) A 13 MWe binary power plant is expected to begin production in the fall of 2007 at Raft River in southeastern Idaho. Idaho also is a leader in direct use of geothermal energy with the state capital building and several other state and Boise City buildings as well as commercial and residential space heated using fluids from several, interconnected geothermal systems. The Energy Policy Act of 2005 modified leasing provisions and royalty rates for both geothermal electrical production and direct use. Pursuant to the legislation the Bureau of Land management and Minerals Management Service published final regulations for continued geothermal leasing, operations and royalty collection in the Federal Register (Vol. 72, No. 84 Wednesday May 2, 2007, BLM p. 24358-24446, MMS p. 24448-24469).     This paper is a review and summary of the core drilling operations component of the Honduras Geothermal Resource Development Project at the Platanares geothermal prospect in Honduras, Central America. Three intermediate depth (428 to 679 m) coreholes are the first continuously cored geothermal exploration boreholes in Honduras. These coring operations are part of the Central America Energy Resource Project (CAERP) effort funded by the Agency for International Development (AID) and implemented by the Los Alamos National Laboratory (Los Alamos) in cooperation with the Empresa Nacional de Energia Electrica (ENEE) and the United States Geological Survey (USGS). This report emphasizes coring operations with reference to the stratigraphy, thermal gradient, and flow test data of the boreholes. The primary objectives of this coring effort were (1) to obtain quantitative information on the temperature distribution as a function of depth, (2) to recover fluids associated with the geothermal reservoir, (3) to recover 75% or better core from the subsurface rock units, and (4) to drill into the subsurface rock as deeply as possible in order to get information on potential reservoir rocks, fracture density, permeabilities, and alteration histories of the rock units beneath the site. The three exploration coreholes drilled to depths of 650, 428 and 679 m, respectively, encountered several hot water entries. Coring operations and associated testing began in mid-October 1986 and were completed at the end of June 1987.

    The US Agency for International Development is supporting a new project in energy and resources exploitation for Central America. One of the largest components of the project involves exploration and reservoir development investigations directed at enhancing the production of electricity from the region's geothermal resources. An assessment of the geothermal resources of Honduras is in progress, and interesting geothermal regions in the Guanacaste Province of Costa Rica are being explored. Well-logging activities are in progress in the production wells at the Miravalles geothermal field in Costa Rica, and preparations are being made for logging critical wells at Ahuachapan in El Salvador. A self-contained logging truck, complete with high-temperature logging cable and logging tools designed for geothermal service, is being fabricated and will be made available for dedicated use throughout Central America. Geochemical and isotopic analyses of water samples collected in Panama are being evaluated to select a high-priority geothermal site in that country. Application of low- and medium-enthalpy geothermal fluids for industrial and agricultural processes is being investigated in Guatemala.

  20. Educating the public about America`s fuel

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

  1. Tectonic history of the southeastern North America

    The present-day configuration of the crust of southeastern North America (SENA) is the product of a lengthy history traceable through more than 1 billion yr. of geologic time. The Appalachians (AP) record complete Wilson cycles of opening and closing of several oceans from ca. 690 Ma to 245 M. The final event forming the AP was the collision of SENA with Gondwana to form the supercontinent Pangaea. The Ouachitas (OA) had a somewhat different history culminating with island-arc collision during the Pennsylvanian--before the final collision began in the AP. SENA faced the open lapetos ocean no earlier than the Early Cambrian. The AP and OA were built on an earlier margin formed by rifting of the Rodonia super-continent formed by construction of the 1.2 to 1.0 Ga Grenville orogen, and farther west, a crust formed by still earlier (1.3 and 1.8 Ga) events. Recent suggestions that part of the AP platform is in Argentina raises the possibility that a fragment was rifted from between the AP and OA during the early Paleozoic. The crust beneath the Mississippi Embayment is atypical of continental crust, and would have been rifted during the Neoproterozoic and early Paleozoic. The Argentine fragment may have been removed along a transform that was reactivated several times since. Northern Pangaea was rifted during the Late Triassic and Early Jurassic and SENA once again faced open ocean-the nascent present Atlantic (AT) when spreading began. The Gulf of Mexico (GOM) also opened then forming extensive salt deposits. The AT opened partly along the old suture, but produced a failed rift in GA and FL leaving a piece of Africa forming the crust beneath the Coastal Plain as far south as central FL. The overlying sediments record recurrent uplift and decay of the AP and OA, cooling of new AT oceanic crust, eustatic sea-level changes during the Mesozoic and Cenozoic, and uplift of the Rockies providing a new source of voluminous detritus that is still being deposited in the GOM.

    Measurements of the concentrations of CO{sub 2}, CO, and other gases were carried out using small aircraft platforms, spanning northern North America, with missions in 1999, 2000, 2003 and 2004. The measurements provided the first large-scale, fine-grained observations of the spatial and temporal structure of CO{sub 2} in the atmosphere. A new data analysis framework was developed to utilize these novel data, providing regional scale determinations of net carbon balance.

    A wind energy resource assessment of the Caribbean and Central America has identified many areas with good to outstanding wind resource potential for wind turbine applications. Annual average wind resource maps and summary tables have been developed for 35 island/country areas throughout the Caribbean and Central America region. The wind resource maps highlight the locations of major resource areas and provide estimates of the wind energy resource potential for typical well-exposed sites in these areas. The average energy in the wind flowing in the layer near the ground is expressed as a wind power class: the greater the average wind energy, the higher the wind power class. The summary tables that are included with each of the 35 island/country wind energy maps provide information on the frequency distribution of the wind speeds (expressed as estimates of the Weibull shape factor, k) and seasonal variations in the wind resource for the major wind resource areas identified on the maps. A new wind power class legend has been developed for relating the wind power classes to values of mean wind power density, mean wind speed, and Weibull k. Guidelines are presented on how to adjust these values to various heights above ground for different roughness and terrain characteristics. Information evaluated in preparing the assessment included existing meteorological data from airports and other weather stations, and from ships and buoys in offshore and coastal areas. In addition, new data from recent measurement sites established for wind energy siting studies were obtained for a few areas of the Caribbean. Other types of information evaluated in the assessment were climatological data and maps on winds aloft, surface pressure, air flow, and topography. The various data were screened and evaluated for their usefulness in preparing the wind resource assessment.
