    The U.S. DOE Building America program has established a research agenda targeting market-relevant strategies to achieve 40% reductions in existing home energy use by 2030. Deep Energy Retrofits (DERs) are part of the strategy to meet and exceed this goal. DERs are projects that create new, valuable assets from existing residences, by bringing homes into alignment with the expectations of the 21st century. Ideally, high energy using, dated homes that are failing to provide adequate modern services to their owners and occupants (e.g., comfortable temperatures, acceptable humidity, clean, healthy), are transformed through comprehensive upgrades to the building envelope, services and miscellaneous loads into next generation high performance homes. These guidance documents provide information to aid in the broader market adoption of DERs. They are intended for inclusion in the online resource the Building America Solutions Center (BASC). This document is an assemblage of multiple entries in the BASC, each of which addresses a specific aspect of Deep Energy Retrofit best practices for projects targeting at least 50% energy reductions. The contents are based upon a review of actual DERs in the U.S., as well as a mixture of engineering judgment, published guidance from DOE research in technologies and DERs, simulations of cost-optimal DERs, Energy Star and Consortium for Energy Efficiency (CEE) product criteria, and energy codes.

    The Clean Energy Ministerial launched the Clean Energy Solutions Center in April, 2011 for major economy countries, led by Australia and U.S. with other CEM partners. Partnership with UN-Energy is extending scope to support all developing countries: 1. Enhance resources on policies relating to energy access, small to medium enterprises (SMEs), and financing programs; 2. Offer expert policy assistance to all countries; 3.     Transitioning from standard light frame to a thermal mass wall system in a high performance home will require a higher level of design integration with the mechanical systems. The much higher mass in the ICF wall influences heat transfer through the wall and affects how the heating and cooling system responds to changing outdoor conditions. This is even more important for efficient, low-load homes with efficient heat pump systems in colder climates where the heating and cooling peak loads are significantly different from standard construction.This report analyzes a range of design features and component performance estimates in an effort to select practical, cost-effective solutions for high performance homes in a cold climate. Of primary interest is the influence of the ICF walls on developing an effective air sealing strategy and selecting an appropriate heating and cooling equipment type and capacity. The domestic water heating system is analyzed for costs and savings to investigate options for higher efficiency electric water heating. A method to ensure mechanical ventilation air flows is examined. The final solution package includes high-R mass walls, very low infiltration rates, multi-stage heat pump heating, solar thermal domestic hot water system, and energy recovery ventilation. This solution package can be used for homes to exceed 2012 International Energy Conservation Code requirements throughout all climate zones and achieves the DOE Challenge Home certification.

    Recent political initiatives and increased willingness in the United States of America (U.S. or USA) to consider federal storage and recycling of used nuclear fuel (UNF), augmented by expressed private interest in developing 31 new nuclear power plants, strongly suggest that the U.S. is on the brink of a nuclear-energy renaissance. Unfortunately, the related UNF-management and -disposition research, technology, and facility developments have been virtually dormant for 25 years. Fortunately, other countries have pursued safe UNF-management and -disposition solutions during this period that the U.S. now can take advantage of to develop the required UNF-management technologies and facilities in a timely and cost-effective manner. The following criteria/concepts for the timely and cost-effective development of safe and secure nuclear facilities were applied to current and planned UNF-management in the U.S. to formulate a potential, holistic, 'rapid-deployment' UNF-management solution at the Nevada Test Site (NTS), referred to as the Nevada National Nuclear Fuel Management Center (3NFMC): - Locate pending UNF-storage and -recycling facilities on the NTS in the vicinity of the Nation's candidate deep geological disposal system (repository) for UNF and other high level radioactive waste (HLW) at the Yucca Mountain (YM) site; - Locate all main UNF-management facilities underground; and - Use best-available technology to site, design, and construct the pending facilities. Three main challenges to the timely and cost-effective development of the 3NFMC are: (1) Statutory restrictions preventing the UNF-storage and -disposal facilities from being co-located and co-developed by federal and civilian/private parties; (2) Long-standing, scientific, local-political, key-Congressional, and national-ideological opposition to the YM UNF/HLW repository; and (3) The discouraging track record, and the related lack of trust in, and credibility of the organization currently responsible for

    In this project, Building America team Alliance for Residential Building Innovation worked with builders in California to implement wall assemblies meeting a U-value lower than 0.050 Btu/h-ft2-°F. ARBI and its project team members helped builders identify preferred wall designs that met the requirements of their architects, structural engineers, and purchasing agents and that were acceptable to their subcontractors. Construction methods were observed and documented and construction costs obtained from builders were used to inform cost estimates for a range of advanced wall system types and insulation types. Wall framing types of 2 × 6 (16- and 24-in. on center [o.c.]) and double stud were modeled in Building Energy Optimization (BEopt™) software with cavity insulation levels ranging from R-19 to R-33 (double stud) and exterior rigid insulation of R-4, R-6, and R-8.

    This case study describes a unique vocational program at Lancaster County Career Technology Center in Mount Joy, PA, where high school students are gaining hands-on construction experience in building high performance homes with help from Building America team, Home Innovation Research Labs. This collaboration resulted in the Green Home 3, the third in a series of high performance homes for Apprentice Green. As one of LCCTC’s key educational strategies for gaining practical experience, students are involved in building real houses that incorporate state-of-the-art energy efficiency and green technologies.     Observations with the Fermi Large Area Telescope (LAT) indicate a possible small photon signal originating from the dwarf galaxy Reticulum II that exceeds the expected background between 2 GeV and 10 GeV. We have investigated two specific scenarios for annihilating WIMP dark matter within the phenomenological Minimal Supersymmetric Standard Model (pMSSM) framework as a possible source for these photons. We find that the same parameter ranges in pMSSM as reported by an earlier paper to be consistent with the Galactic Center excess, are also consistent with the excess observed in Reticulum II, resulting in a J-factor of log{sub 10} (J(α{sub int}=0.5{sup ∘}))≃(20.3−20.5){sub −0.3}{sup +0.2} GeV{sup 2}cm{sup −5}. This J-factor is consistent with log{sub 10} (J(α{sub int}=0.5{sup ∘}))=19.6{sub −0.7}{sup +1.0} GeV{sup 2}cm{sup −5}, which was derived using an optimized spherical Jeans analysis of kinematic data obtained from the Michigan/Magellan Fiber System (M2FS)

    ?Ducts in conditioned space (DCS) represent a high priority measure for moving the next generation of new homes to the Zero Net Energy performance level. Various strategies exist for incorporating ducts within the conditioned thermal envelope. To support this activity, in 2013 the Pacific Gas & Electric Company initiated a project with Davis Energy Group (lead for the Building America team, Alliance for Residential Building Innovation) to solicit builder involvement in California to participate in field demonstrations of various DCS strategies. Builders were given incentives and design support in exchange for providing site access for construction observation, diagnostic testing, and builder survey feedback. Information from the project was designed to feed into California's 2016 Title 24 process, but also to serve as an initial mechanism to engage builders in more high performance construction strategies. This Building America project complemented information collected in the California project with BEopt simulations of DCS performance in hot/dry climate regions.

The scope of this project involved building four HPMH prototypes, resulting in what is expected to be a 30% savings relative to the Building America Benchmark. Previous phases of this project created a HPMH specification and prototyped individual measures from the package to obtain engineering approvals and develop preliminary factory construction processes. Monitoring is expected to continue into 2016.

    Air sealing of building enclosures is a difficult and time-consuming process. Current methods in new construction require laborers to physically locate small and sometimes large holes in multiple assemblies and then manually seal each of them. The innovation demonstrated under this research study was the automated air sealing and compartmentalization of buildings through the use of an aerosolized sealant, developed by the Western Cooling Efficiency Center at University of California Davis.
    CARB sought to demonstrate this new technology application in a multifamily building in Queens, NY. The effectiveness of the sealing process was evaluated by three methods: air leakage testing of overall apartment before and after sealing, point-source testing of individual leaks, and pressure measurements in the walls of the target apartment during sealing. Aerosolized sealing was successful by several measures in this study. Many individual leaks that are labor-intensive to address separately were well sealed by the aerosol particles. In addition, many diffuse leaks that are difficult to identify and treat were also sealed. The aerosol-based sealing process resulted in an average reduction of 71% in air leakage across three apartments and an average apartment airtightness of 0.08 CFM50/SF of enclosure area.

    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes

    Seventeen years ago John E. Carroll and Newell B. Mack analyzed the then-current status of environmental protection mechanisms used between Canada and the United States. They criticized the ad hoc nature of North America`s history of environmental dispute resolution, which they dubbed ``ad hockery,`` and believed the present ambiguity hurt business, diplomatic relations, and the citizenry`s environment. Since that publication, increasing efforts to incorporate environmental concerns into Conventions have resulted in several multilateral agreements focusing on environmental protection and dispute resolution. Part 2 of this paper introduces a few of these recent agreements and the mechanisms they have established to monitor environmental damage and to enforce the goals of the agreements. The agreements discussed include: Montreal Protocol on Substances that Deplete the Ozone Layer; Vienna Convention for the Protection of the Ozone Layer; Protocol on Substances that Deplete the Ozone Layer; Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal; Canada-United States: Agreement on Air Quality; Rio Declaration on Environment and Development; Framework Convention on Climate Change; Convention on Biological Diversity; and the North American Agreement on Environmental Cooperation. Part 3 discusses the general concern related to economic development (with the need to maintain ``sustainable development``), the possible environmental impact of NAFTA, and the Supplemental Agreement`s strengths and weaknesses.

  17. Educating the public about America`s fuel

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.
