    The information given in this file pertains to Argonne LCAs of the plant cycle stage for a set of ten new geothermal scenario pairs, each comprised of a reference and improved case. These analyses were conducted to compare environmental performances among the scenarios and cases. The types of plants evaluated are hydrothermal binary and flash and Enhanced Geothermal Systems (EGS) binary and flash plants. Each scenario pair was developed by the LCOE group using GETEM as a way to identify plant operational and resource combinations that could reduce geothermal power plant LCOE values. Based on the specified plant and well field characteristics (plant type, capacity, capacity factor and lifetime, and well numbers and depths) for each case of each pair, Argonne generated a corresponding set of material to power ratios (MPRs) and greenhouse gas and fossil energy ratios.

    The purpose of this project is threefold. First to provide a reliable and more continuous source of electrical power to the Operational Support Building-West (OSW) in order to better serve Mound financial and CAD computer facilities. This increased reliability shall be accomplished by the installation of a tie breaker that will connect the 480 volt secondary of the OSW substation with the 480 volt secondary of B substation, within 200 feet of the building. The OSW substation is in the penthouse of the four (4) story OSW building. The B substation is outside along the plant roadway. Installation of the tie breaker will also permit work to be done on the primary (12,470 volt) side of the transformer without a shutdown of the building. Secondly, the replacement of the OSW substation PCB transformer shall be done in order to eliminate the risk of a fire spreading PCB vapors to the building ventilation system. Thirdly, the replacement of the switchboard on the 480 volt secondary of the OSW substation with more reliable breakers. Also, the existing switches do not allow expansion of the 480 volt supply to building equipment. One of the new breakers shall supply power to a new power panel, thus providing breaker space for installation of new equipment.

    This report describes the SLCA/IP Power Alternative Screening Method (SPASM), which was used to screen 784 possible combinations of electric power marketing alternatives and dam operational scenarios to provide a representative range for analysis in the Western Area Power Administration Salt Lake City Area Integrated Projects (SLCA/IP) Electric Power Marketing Environmental Impact Statement (EIS). Each combination consists of one energy and capacity commitment level and one operational scenario for each of the hydroelectric facilities at Glen Canyon Dam, Flaming Gorge Dam, and the Aspinall Unit. The total annual cost to the SLCA/IP firm power customers of each of the 784 combinations is estimated and included in a relative frequency distribution. A relative frequency distribution is also generated for each marketing alternative. The number of combinations is reduced to 12 by taking the mean value and endpoint value for each of four marketing alternatives. Some minor deviations from this procedure, which are made for political purposes, are explained. 9 figs., 14 tabs.

    This technical memorandum estimates the effects of alternative contractual commitments that may be initiated by the Western Area Power Administration`s Salt Lake City Area Office. It also studies hydropower operational restrictions at the Salt Lake City Area Integrated Projects in combination with these alternatives. Power marketing and hydropower operational effects are estimated in support of Western`s Electric Power Marketing Environmental Impact Statement (EIS). Electricity production and capacity expansion for utility systems that will be directly affected by alternatives specified in the EIS are simulated. Cost estimates are presented by utility type and for various activities such as capacity expansion, generation, long-term firm purchases and sales, fixed operation and maintenance expenses, and spot market activities. Operational changes at hydropower facilities are also investigated.

    The Western Area Power Administration, which is responsible for marketing electricity produced at the hydroelectric power-generating facilities operated by the Bureau of Reclamation on the Upper Colorado River, has proposed changes in the levels of its commitment (sales) of long-term firm capacity and energy to its customers. This report describes (1) the existing conditions of air resources (climate and meteorology, ambient air quality, and acoustic environment) of the region potentially affected by the proposed action and (2) the methodology used and the results of analyses conducted to assess the potential impacts on air resources of the proposed action and the commitment-level alternatives. Analyses were performed for the potential impacts of both commitment-level alternatives and supply options, which include combinations of electric power purchases and different operational scenarios of the hydroelectric power-generating facilities.

    This paper describes a proposal for a joint Russian-American enterprise for performing scientific investigations, development, and manufacture of fuel cell power plants on the basis of the solid oxide fuel cell. RASOFCo. Russian-American Solid Oxide Fuel Cells Company. RASOFCo will provide the series output of the electrochemical generator (ECG) of 1kW power, then of 5kW and 10kW as well as the development and the output of 10kW power plant with the subsequent output of a power plant of greater power. An ECG based on solid oxide fuel cells uses methane as a fuel. Predicted technical characteristics, market analysis, assessment of potential demands for power plants of low power for Tyumentransgas, participants of the joint enterprise and their founding contributions, strategy for manufacture and financing, and management of RASOFCo are discussed.

    This report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Existing Plants Research Program, which has an energy-water research effort that focuses on water use at power plants. This study complements the Existing Plants Research Program's overall research effort by evaluating water issues that could impact power plants. Obtaining adequate water supplies for cooling and other operations at a reasonable cost is a key factor in siting new and maintaining existing thermoelectric power plant operations. One way to reduce freshwater consumption is to use alternative water sources such as reclaimed (or recycled) water, mine pool water, and other nontraditional sources. The use of these alternative sources can pose institutional challenges that can cause schedule delays, increase costs, or even require plants to abandon their plans to use alternative sources. This report identifies and describes a variety of institutional challenges experienced by power plant owners and operators across the country, and for many of these challenges it identifies potential mitigating approaches. The information comes from publically available sources and from conversations with power plant owners/operators familiar with using alternative sources. Institutional challenges identified in this investigation include, but are not limited to, the following: (1) Institutional actions and decisions that are beyond the control of the power plant. Such actions can include changes in local administrative policies that can affect the use of reclaimed water, inaccurate growth projections regarding the amount of water that will be available when needed, and agency workloads and other priorities that can cause delays in the permitting and approval processes. (2) Developing, cultivating, and maintaining institutional relationships with the purveyor(s) of the alternative water source, typically a municipal wastewater treatment plant (WWTP), and with the

    Changes in power contract terms for customers of Western`s Salt Lake City Area Office affect electricity rates for consumers of electric power in Arizona, Colorado, Nevada, New Mexico, Utah, and Wyoming. The impacts of electricity rate changes on consumers are studied by measuring impacts on the rates charged by individual utility systems, determining the average rates in regional areas, and conducting a detailed rate analysis of representative utility systems. The primary focus is an evaluation of the way retail electricity rates for Western`s preference customers vary with alternative pricing and power quantity commitment terms under Western`s long-term contracts to sell power (marketing programs). Retail rate impacts are emphasized because changes in the price of electricity are the most direct economic effect on businesses and residences arising from different Western contractual and operational policies. Retail rates are the mechanism by which changes in cost associated with Western`s contract terms are imposed on ultimate consumers, and rate changes determine the dollar level of payments for electric power incurred by the affected consumers. 41 figs., 9 tabs.

  13. Comparative analysis of alternative means for removing noncondensable gases from flashed-steam geothermal power plants

    This is a final report on a screening study to compare six methods of removing noncondensable gases from direct-use geothermal steam power plants. This report defines the study methodologies and compares the performance and economics of selected gas-removal systems. Recommendations are presented for follow-up investigations and implementation of some of the technologies discussed. The specific gas-removal methods include five vacuum system configurations using the conventional approach of evacuating gas/vapor mixtures from the power plant condenser system and a system for physical separation of steam and gases upstream of the power turbine. The study focused on flashed-steam applications, but the results apply equally well to flashed-steam and dry-steam geothermal power plant configurations. Two gas-removal options appear to offer profitable economic potential. The hybrid vacuum system configurations and the reboiler process yield positive net present value results over wide-ranging gas concentrations. The hybrid options look favorable for both low-temperature and high-temperature resource applications. The reboiler looks profitable for low-temperature resource applications for gas levels above about 20,000 parts per million by volume. A vacuum system configuration using a three-stage turbocompressor battery may be profitable for low-temperature resources, but results show that the hybrid system is more profitable. The biphase eductor alternative cannot be recommended for commercialization at this time.

    Vandenberg Air Force Base (VAFB), located approximately 50 miles northwest of Santa Barbara, California, commissioned the Pacific Northwest Laboratory to conduct an economic analysis of operating alternatives of the South Vandenberg Power Plant (SVPP). Recent concern over SVPP operating and environmental costs prompted VAFB personnel to consider other means to support the Missile Operation Support Requirement (MOSR). The natural gas-fired SVPP was originally designed to support the Space Transportation System launch activities. With cancellation of this mission, the SVPP has been used to provide primary and backup electric power to support MOSR activities for the Space Launch Complexes. This document provides economic analysis in support of VAFB decisions about future operation of the SVPP. This analysis complied with the life-cycle cost (LCC) analytical approach detailed in 10 CFR 436, which is used in support of all Federal energy decisions. Many of the SVPP operational and environmental cost estimates were provided by VAFB staff, with additional information from vendors and engineering contractors. The LCC analysis consisted of three primary operating strategies, each with a level of service equal to or better than the current status-quo operation. These scenarios are: Status-quo operation where the SVPP provides both primary and backup MOSR power; Purchased utility power providing primary MOSR support with backup power provided by an Uninterruptible Power Supply (UPS) system. The SVPP would be used to provide power for long-duration power outages; Purchased utility power provides primary MOSR support with backup power provided by a UPS system. A new set of dedicated generators would provide backup power for long-duration power outages.

    The Western Area Power Administration (Western) was founded by the Department of Energy Organization Act of 1977 to market and transmit federal hydroelectric power in 15 western states outside the Pacific Northwest, which is served by the Bonneville Power Administration. Western is divided into four independent Customer Service Regions including the Sierra Nevada Region (Sierra Nevada), the focus of this report. The Central Valley Project (CVP) and the Washoe Project provide the primary power resources marketed by Sierra Nevada. Sierra Nevada also purchases and markets power generated by the Bonneville Power Administration, Pacific Gas and Electric (PG&E), and various power pools. Sierra Nevada currently markets approximately 1,480 megawatts of power to 77 customers in northern and central California. These customers include investor-owned utilities, public utilities, government agencies, military bases, and irrigation districts. Methods and conclusions from an economic analysis are summarized concerning distributional effects of alternative actions that Sierra Nevada could take with it`s new marketing plan.

    This technical memorandum describes an analysis of regional economic impacts resulting from changes in retail electricity rates due to six power marketing programs proposed by Western Area Power Administration (Western). Regional economic impacts of changes in rates are estimated in terms of five key regional economic variables: population, gross regional product, disposable income, employment, and household income. The REMI (Regional Impact Models, Inc.) and IMPLAN (Impact Analysis for Planning) models simulate economic impacts in nine subregions in the area in which Western power is sold for the years 1993, 2000, and 2008. Estimates show that impacts on aggregate economic activity in any of the subregions or years would be minimal for three reasons. First, the utilities that buy power from Western sell only a relatively small proportion of the total electricity sold in any of the subregions. Second, reliance of Western customers on Western power is fairly low in each subregion. Finally, electricity is not a significant input cost for any industry or for households in any subregion.

    This report presents a novel strategy for developing wind power on an industrial-scale in China. Oversized wind farms, large-scale electrical storage and long-distance transmission lines are integrated to deliver {open_quotes}baseload wind power{close_quotes} to distant electricity demand centers. The prospective costs for this approach to developing wind power are illustrated by modeling an oversized wind farm at Huitengxile, Inner Mongolia. Although storage adds to the total capital investment, it does not necessarily increase the cost of the delivered electricity. Storage makes it possible to increase the capacity factor of the electric transmission system, so that the unit cost for long-distance transmission is reduced. Moreover, baseload wind power is typically more valuable to the electric utility than intermittent wind power, so that storage can be economically attractive even in instances where the cost per kWh is somewhat higher than without storage. 9 refs., 3 figs., 2 tabs.

    A key requirement setting the minimum electric propulsion performance (specific power ..cap alpha../sub e/ = kW/sub e//kg) for manned missions to Mars is the maximum allowable radiation dose to the crew during the long transits between Earth and Mars. Penetrating galactic cosmic rays and secondary neutron showers give about 0.1-rem/day dose, which only massive shielding (e.g., a meter of concrete) can reduce significantly. With a humane allowance for cabin space, the shielding mass becomes so large that it prohibitively escalates the propellant consumption required for reasonable trip times.     Climate change and water scarcity are important issues for today's power sector. To inform capacity expansion decisions, hybrid life cycle assessment is used to evaluate a reference design of a parabolic trough concentrating solar power (CSP) facility located in Daggett, California, along four sustainability metrics: life cycle greenhouse gas (GHG) emissions, water consumption, cumulative energy demand (CED), and energy payback time (EPBT). This wet-cooled, 103 MW plant utilizes mined nitrate salts in its two-tank, thermal energy storage (TES) system. Design alternatives of dry-cooling, a thermocline TES, and synthetically-derived nitrate salt are evaluated. During its life cycle, the reference CSP plant is estimated to emit 26 g CO2eq per kWh, consume 4.7 L/kWh of water, and demand 0.40 MJeq/kWh of energy, resulting in an EPBT of approximately 1 year. The dry-cooled alternative is estimated to reduce life cycle water consumption by 77% but increase life cycle GHG emissions and CED by 8%. Synthetic nitrate salts may increase life cycle GHG emissions by 52% compared to mined. Switching from two-tank to thermocline TES configuration reduces life cycle GHG emissions, most significantly for plants using synthetically-derived nitrate salts. CSP can significantly reduce GHG emissions compared to fossil-fueled generation; however, dry-cooling may be required in many locations to minimize water consumption.

    Wind Generation Feasibility Warm Springs Power and Water Enterprises (WSPWE) is a corporate entity owned by the Confederated Tribes of the Warm Springs Reservation, located in central Oregon. The organization is responsible for managing electrical power generation facilities on tribal lands and, as part of its charter, has the responsibility to evaluate and develop renewable energy resources for the Confederated Tribes of Warm Springs. WSPWE recently completed a multi-year-year wind resource assessment of tribal lands, beginning with the installation of wind monitoring towers on the Mutton Mountains site in 2003, and collection of on-site wind data is ongoing. The study identified the Mutton Mountain site on the northeastern edge of the reservation as a site with sufficient wind resources to support a commercial power project estimated to generate over 226,000 MWh per year. Initial estimates indicate that the first phase of the project would be approximately 79.5 MW of installed capacity. This Phase 2 study expands and builds on the previously conducted Phase 1 Wind Resource Assessment, dated June 30, 2007. In order to fully assess the economic benefits that may accrue to the Tribes through wind energy development at Mutton Mountain, a planning-level opinion of probable cost was performed to define the costs associated with key design and construction aspects of the proposed project. This report defines the Mutton Mountain project costs and economics in sufficient detail to allow the Tribes to either build the project themselves or contract with a developer under the most favorable terms possible for the Tribes.

    Advances in fire science over the past 40 years have offered the potential for developing technically sound alternative temperature-time curves for use in evaluating fire barriers for areas where fire exposures can be expected to be significantly different than the ASTM E-119 standard temperature-time exposure. This report summarizes the development of the ASTM E-119, standard temperature-time curve, and the efforts by the federal government and the petrochemical industry to develop alternative fire endurance curves for specific applications. The report also provides a framework for the development of alternative curves for application at nuclear power plants. The staff has concluded that in view of the effort necessary for the development of nuclear power plant specific temperature-time curves, such curves are not a viable approach for resolving the issues concerning Thermo-Lag fire barriers. However, the approach may be useful to licensees in the development of performance-based fire protection methods in the future.

    The Western Area Power Administration (Western) requires all of its long-term firm power customers to implement programs that promote the conservation of electric energy or facilitate the use of renewable energy resources. Western has also proposed that all customers develop integrated resource plans that include cost-effective demand-side management programs. As part of the preparation of Western`s Electric Power Marketing Environmental Impact Statement, Argonne National Laboratory (ANL) developed estimates of the reductions in energy demand resulting from Western`s conservation and renewable energy activities in its Salt Lake City Area Office. ANL has also estimated the energy-demand reductions from cost-effective, demand-side management programs that could be included in the integrated resource plans of the customers served by Western`s Salt Lake City Area Office. The results of this study have been used to adjust the expected hourly demand for Western`s major systems in the Salt Lake City Area. The expected hourly demand served as the basis for capacity expansion plans develops with ANL`s Production and Capacity Expansion (PACE) model.

    Automakers have been mass producing hybrid electric vehicles (HEVs) for well over a decade, and the technology has proven to be very effective at reducing per-vehicle gasoline use. However, the battery cost in HEVs contribute to higher incremental cost of HEVs (a few thousand dollars) than the cost of comparable conventional vehicles, which has limited HEV market penetration. Significant cost reductions/performance improvements to the energy storage system (ESS) can improve the vehicle-level cost vs. benefit relationship for HEVs. Such an improvement could lead to larger HEV market penetration and greater aggregate gasoline savings. After significant analysis by the National Renewable Energy Laboratory (NREL), the United States Advanced Battery Consortium (USABC) and Department of Energy (DOE) Energy Storage program suggested a new set of requirements for ESS for power-assist HEVs for cost reduction without impacting performance and fuel economy significantly. With support from DOE, NREL has developed an HEV test platform for in-vehicle performance and fuel economy validation testing of the hybrid system using such LEESS devices. This poster will describe development of the LEESS HEV test platform, and LEESS laboratory as well as in-vehicle evaluation results. The first LEESS technology tested was lithium-ion capacitors (LICs) - i.e., asymmetric electrochemical energy storage devices possessing one electrode with battery-type characteristics (lithiated graphite) and one with ultracapacitor-type characteristics (carbon). We will discuss the performance and fuel saving results with LIC with comparison with original NiMH battery.

    It was proposed in this paper that the homogeneity of the atmospheric pressure discharge driven by an ac power source could be improved by applying an auxiliary low-amplitude rf power source. To verify the idea, a two-dimensional fluid model then was applied to study the atmospheric discharges in helium driven by ac power, low-amplitude rf power, and combined ac and low-amplitude rf power, respectively. Simulation results confirmed that an auxiliary rf power could improve the homogeneity of a discharge driven by an ac power source. It was further found that there existed a threshold voltage of the rf power source leading to the transition from inhomogeneous to homogeneous discharge. As the frequency of the rf power source increased from 2 to 22 MHz, the magnitude of the threshold voltage dropped first rapidly and then to a constant value. When the frequency was over 13.56 MHz, the magnitude of the threshold voltage was smaller than one-sixth of the ac voltage amplitude under the simulated discharge parameters.

    Abstract. The idea that resilience is a tangible, measureable, and desirable system attribute has grown rapidly over the last decade beyond is origins in explaining ecological, physiological, psychological, and social systems. Operational enterprise resilience requires two types of measurement. First, the system must monitor various operational conditions in order to respond to disruptions. These measurements are part of one or more observation, orientation, decision, and action (OODA) loops The OODA control processes that implement a resilience strategy use these measurements to provide robustness, rapid recovery and reconstitution. In order to assess the effectiveness of the resilience strategy, a different class of measurements is necessary. This second type consists of measurements about how well the OODA processes cover critical enterprise functions and the hazards to which the enterprise is exposed. They allow assessment of how well enterprise management processes anticipate, mitigate, and adapt to a changing environment and the degree to which the system is fault tolerant. This paper nominates a theoretical framework, in the form of definitions, a model, and a syntax, that accounts for this important distinction, and in so doing provides a mechanism for bridging resilience management process models and the many proposed cyber-defense metric enumerations.

    This invention relates to an electromechanical energy converter with inertial energy storage. The device, a single phase, two or multi-pole alternator with stationary field coils, and a rotating armature is provided. The rotor itself may be of laminated steel for slower pulses or for faster pulses should be nonmagnetic and electrically nonconductive in order to allow rapid penetration of the field as the armature coil rotates. The armature coil comprises a plurality of power generating conductors mounted on the rotor. The alternator may also include a stationary or counterrotating compensating coil to increase the output voltage thereof and to reduce the internal impedance of the alternator at the moment of peak outout. As the machine voltage rises sinusoidally, an external trigger switch is adapted to be closed at the appropriate time to create the desired output current from said alternator to an external load circuit, and as the output current passes through zero a self-commutating effect is provided to allow the switch to disconnect the generator from the external circuit.

    The importance of developing alternative energy sources to augment supplies of fossil fuels is growing all over the world. Coal, oil shale, tar sands, biomass, solar, geothermal, nuclear, and hydroelectric power have received considerable attention as alternative energy sources. One large energy resource, however, has received little attention until recently. That resource is peat. Although peat is used as an energy source in some countries such as Russia, Ireland, and Finland, it is virtually unexploited in many countries including the United States. This paper provides an understanding of peat: its varieties, abundance, and distribution; its value as an energy alternative; its current and future role as an energy alternative; and the environmental and socioeconomic impacts of large-scale peat utilization.

    Elk Valley Rancheria; Tribe; renewable energy; energy options analysis. The Elk Valley Rancheria, California ('Tribe') is a federally recognized Indian tribe located in Del Norte County, California, in the northwestern corner of California. The Tribe, its members and Tribal enterprises are challenged by increasing energy costs and undeveloped local energy resources. The Tribe currently lacks an energy program. The Tribal government lacked sufficient information to make informed decisions about potential renewable energy resources, energy alternatives and other energy management issues. To meet this challenge efficiently, the Tribe contracted with Frank Zaino and Associates, Inc. to help become more energy self-sufficient, by reducing their energy costs and promoting energy alternatives that stimulate economic development. Frank Zaino & Associates, Inc. provided a high level economic screening analysis based on anticipated electric and natural gas rates. This was in an effort to determine which alternative energy system will performed at a higher level so the Tribe could reduce their energy model by 30% from alternative fuel sources. The feasibility study will identify suitable energy alternatives and conservation methods that will benefit the Tribe and tribal community through important reductions in cost. The lessons learned from these conservation efforts will yield knowledge that will serve a wider goal of executing energy efficiency measures and practices in Tribal residences and business facilities. Pacific Power is the provider of electrical power to the four properties under review at $ 0.08 per Kilowatt-hour (KWH). This is a very low energy cost compared to alternative energy sources. The Tribe used baseline audits to assess current and historic energy usage at four Rancheria owned facilities.     The author discusses efforts by the Asia Alternative Energy Unit (ASTAE) of the World Bank in supporting alternative energy source projects in Asia. Energy growth rates have been as high as 18% per year, with power capacity doubling each decade in the 1960`s, 70`s and 80`s. Much of this has come from fossil fuel projects coupled with major hydroelectric projects. One consequence is developing air pollution loads originating in Asia. ASTAE has been supporting pilot programs in applying alternative energy sources. The goal has been to mainstream renewable energy sources in World Bank operations, by working with managers from different countries to: include renewable energy in country assistance strategies and sectorial development plans; provide assistance to renewable energy initiatives; expand initiatives to new countries, sectors and technologies.

    The national energy strategy (NES) developed at President Bush's direction provides a focus for the US Department of Energy (DOE) future policy and funding initiatives including those of the uranium enrichment enterprise. The NES identifies an important and continuing role for nuclear energy as part of a balanced array of energy sources for meeting US energy needs, especially the growing demand for electricity. For many years, growth in US electricity demand has exhibited a strong correlation with growth in gross national product. NEW projections indicate that the US will need between 190 and 275 GW of additional system capacity by 2010. In order to unable nuclear power to help meet this need, the NEW establishes basic objectives for nuclear power. These objectives are to have a first order of a new nuclear power plant by 1995 and to have such a plant operational by 2000. The expansion of nuclear power anticipated in the NEW affirms a continuing need for a strong domestic uranium enrichment services supply capability. In terms of the future outlook for uranium enrichment, the atomic vapor laser isotope separation (AVLIS) technology continues to hold great promise for commercial application. If AVLIS efforts are successful, significant financial benefits from the commercial use of AVLIS will be realized by customers and the AVLIS deployment entity by approximately the year 2000 and thereafter.

    This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

    While wide-area Internet traffic has been heavily studied for many years, the characteristics of traffic inside Internet enterprises remain almost wholly unexplored. Nearly all of the studies of enterprise traffic available in the literature are well over a decade old and focus on individual LANs rather than whole sites. In this paper we present a broad overview of internal enterprise traffic recorded at a medium-sized site. The packet traces span more than 100 hours, over which activity from a total of several thousand internal hosts appears. This wealth of data--which we are publicly releasing in anonymized form--spans a wide range of dimensions. While we cannot form general conclusions using data from a single site, and clearly this sort of data merits additional in-depth study in a number of ways, in this work we endeavor to characterize a number of the most salient aspects of the traffic. Our goal is to provide a first sense of ways in which modern enterprise traffic is similar to wide-area Internet traffic, and ways in which it is quite different.

    This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system.

This paper characterises and analyses the operations of socio-economic enterprises that are involved in the reuse of Information and Communication Technology (ICT) equipment. Using findings from a survey, the paper specifically analyses the reuse activities of socio-economic enterprises in the UK from which Europe-wide conclusions are drawn. The amount of ICT products handled by the reuse organisations is quantified and potential barriers and opportunities to their operations are analysed. By-products from reuse activities are discussed and recommendations to improve reuse activities are provided. The most common ICT products dealt with by socio-economic enterprises are computers and related equipment. In the UK in 2010, an estimated 143,750 appliances were reused. However, due to limitations in data, it is difficult to compare this number to the amount of new appliances that entered the UK market or the amount of waste electrical and electronic equipment generated in the same period. Difficulties in marketing products and numerous legislative requirements are the most common barriers to reuse operations. Despite various constraints, it is clear that organisations involved in reuse of ICT could contribute significantly to resource efficiency and a circular economy. It is suggested that clustering of their operations into “reuse parks” would enhance both their profile and their

    REACT Project: The 14 projects that comprise ARPA-E’s REACT Project, short for “Rare Earth Alternatives in Critical Technologies”, are developing cost-effective alternatives to rare earths, the naturally occurring minerals with unique magnetic properties that are used in electric vehicle (EV) motors and wind generators. The REACT projects will identify low-cost and abundant replacement materials for rare earths while encouraging existing technologies to use them more efficiently. These alternatives would facilitate the widespread use of EVs and wind power, drastically reducing the amount of greenhouse gases released into the atmosphere.

    In addition to promoting energy efficiency, China has actively pursued alternative energy development as a strategy to reduce its energy demand and carbon emissions. One area of particular focus has been to raise the share of alternative energy in China’s rapidly growing electricity generation with a 2020 target of 15% share of total primary energy. Over the last ten years, China has established several major renewable energy regulations along with programs and subsidies to encourage the growth of non-fossil alternative energy including solar, wind, nuclear, hydro, geothermal and biomass power as well as biofuels and coal alternatives. This study thus seeks to examine China’s alternative energy in terms of what has and will continue to drive alternative energy development in China as well as analyze in depth the growth potential and challenges facing each specific technology. This study found that despite recent policies enabling extraordinary capacity and investment growth, alternative energy technologies face constraints and barriers to growth. For relatively new technologies that have not achieved commercialization such as concentrated solar thermal, geothermal and biomass power, China faces technological limitations to expanding the scale of installed capacity. While some alternative technologies such as hydropower and coal alternatives have been slowed by uneven and often changing market and policy support, others such as wind and solar PV have encountered physical and institutional barriers to grid integration. Lastly, all alternative energy technologies face constraints in human resources and raw material resources including land and water, with some facing supply limitations in critical elements such as uranium for nuclear, neodymium for wind and rare earth metals for advanced solar PV.     The National Renewable Energy Laboratory (NREL) is a U.S. Department of Energy (DOE) national laboratory; this project was funded by DOE. One of NREL`s missions is to objectively evaluate the performance, emissions, and operating costs of alternative fuel vehicles so fleet managers can make informed decisions when purchasing them. Alternative fuels have made greater inroads into the transit bus market than into any other. Each year, the American Public Transit Association (APTA) surveys its members on their inventory and buying plans. The latest APTA data show that about 4% of the 50,000 transit buses in its survey run on an alternative fuel. Furthermore, 1 in 5 of the new transit buses that members have on order are alternative fuel buses. This program was designed to comprehensively and objectively evaluate the alternative fuels in use in the industry.

    An increasing number of institutions are challenged with implementing robust geographic information system (GIS) capabilities for a large number of individuals through information sharing and interconnected networks. In the past, numerous technological roadblocks hampered successful implementation of enterprise GIS (EGIS). With the advent of high-speed networks, increasingly fast computers, intelligent spatial data serving technologies, improved data architecture, and advances in GIS software, the newest challenge involves integration of the various technological and institutional components. This integration can be viewed as an inevitable stage in the evolution of GIS. Successful EGIS design depends on three elements: (1) distinct stakeholder roles, (2) a complete geospatial data cycle, and (3) proven data warehouse concepts.

  20. Examining Technology, Structure and Identity During an Enterprise System Implementation

    This paper presents a longitudinal study of an Enterprise System (ES) implementation by critically examining the discursive context in which an ES implementation unfolds. The findings show that users strongly supported the ES in the earlier stage of implementation when the technology was an imaginary phenomenon. However, in later stages, when the technology is in use, user support was not consistent. In this phase the ES produces loss of control and an inability to function as an arbiter of fairness (in allocating resources associated with the system) thereby directly challenging existing professional identities and roles. These outcomes, in turn, generate acts of resistance on the part of workers. Users reach inside the technology and reshape it by devising creative workarounds that produce a sense of reskilling to counter the deskilling produced by the loss of control and power. The analysis also shows that an ES is a complex social phenomenon that is intricately linked to and complicit in shaping organizational structure and identity. In particular this study shows how technology, structure, and identity are in a mutually constitutive relationship.

    Even though peat is a low-heating value and low-bulk density fossil fuel which in its natural state contains over 80 percent moisture, it can be an economical alternative to coal, and fuel oil, as is the case in Iceland and Finland for direct combustion applications. This is because of the relative ease with which peat can be harvested, and the generally low sulfur and ash content of peat. Recent studies show that peat also has very favorable characteristics for conversion to synthetic fuels. Tests show that on the basis of chemistry and kinetics, peat is a better raw material than coal for production of synthetic fuels. Recent estimates also show that conversion of peat to high-Btu gas (>950 Btu/scf) is competitive with other alternatives of synthetic high-Btu gas. Therefore, peat can be an economical energy alternative depending upon location of peat deposits, region of energy need, scale of operation and cost of other energy alternatives.

    The commercialization of alternative fuels is analyzed. Following a synopsis of US energy use, the concept of commercialization, the impacts of supply shortages and demand inelasticity upon commercialization, and the status of alternative fuels commercialization to date in the US are discussed. The US energy market is viewed as essentially numerous submarkets. The interrelationship among these submarkets precludes the need to commercialize for a specific fuel/use. However, the level of consumption, the projected growth in demand, and the inordinate dependence upon foreign fuels dictate that additional fuel supplies in general be brought to the US energy marketplace. Commercialization efforts encompass a range of measures designed to accelerate the arrival of technologies or products in the marketplace. As discussed in this paper, such a union of willing buyers and willing sellers requires that three general conditions be met: product quality comparable to existing products; price competitiveness; and adequate availability of supply. Product comparability presently appears to be the least problematic of these three requirements. Ethanol/gasoline and methanol/gasoline blends, for example, demonstrate the fact that alternative fuel technologies exist. Yet price and availability (i.e., production capacity) remain major obstacles. Given inelasticity (with respect to price) in the US and abroad, supply shortages - actual or contrived - generate upward price pressure and should make once-unattractive alternative fuels more price competitive. It is noted, however, that actual price competitiveness has been slow to occur and that even with price competitiveness, the lengthy time frame needed to achieve significant production capacity limits the near-term impact of alternative fuels.

    This paper explores several beam power concepts proposed for powering either lunar base or rover vehicles. At present, power requirements to support lunar exploration activity are met by integral self-contained power system designs. To provide requisite energy flexibility for human expansion into space, an innovative approach to replace on-board self-contained power systems is needed. Power beaming provides an alternative approach to supplying power that would ensure increased mission flexibility while reducing total mass launched into space. Providing power to the moon presents significant design challenges because of the duration of the lunar night. Power beaming provides an alternative to solar photovoltaic systems coupled with battery storage, radioisotope thermoelectric generation, and surface nuclear power. The Synthesis Group describes power beaming as a technology supporting lunar exploration. In this analysis beam power designs are compared to conventional power generation methods.

    This presentation provides a brief review of regulatory issues and Federal programs regarding alternative fuel use in automobiles. A number of U.S. DOE initiatives and studies aimed at increasing alternative fuels are outlined, and tax incentives in effect at the state and Federal levels are discussed. Data on alternative fuel consumption and alternative fuel vehicle use are also presented.
