    The Anchorage, Alaska Roundtable on Tribal Energy Policy convened at 10:00 a.m., Thursday April 15th, at the downtown Anchorage Hilton. The meeting was held by the Department of Energy (DOE) Office of Indian Energy Policy and Programs (Office of Indian Energy). Tracey LeBeau, Director of the Office of Indian Energy, and Pilar Thomas, Deputy Director-Policy of the Office of Indian Energy, represented DOE. Approximately twenty-seven people attended the meeting, including representatives of three native Alaskan villages, four Alaskan tribal corporations representing more than 40 tribal governments, as well as representatives from tribal associations and conferences. Interested state, federal, and non-profit representatives also were present. A full list of attendees is at the end of this summary. The meeting was facilitated by the Udall Foundation’s U.S. Institute for Environmental Conflict Resolution (U.S. Institute).

We first identify Alaska's natural renewable energy resources and which renewable energy technologies would be most productive. e survey the current state of renewable energy technologies and research efforts within the U.S. and, where appropriate, internationally. We also present information on the current state of Alaska's renewable energy assets, incentives, and commercial enterprises. Under a late agreement, the State of Maine was picked up by the regional survey of the Energy Information Agency in the beginning of October. This accounted for the weekly survey of the traditional participants in the State`s Home Heating Fuels Price Survey being supplemented by biweekly DOE surveys of separate survey samples of oil and propane dealers. The SPO sample identifies 36 dealers in the State of Maine, while the DOE sample was constructed around 22 oil dealers in Maine and New Hampshire and 29 propane dealers in Maine.

    This is the second technical report, covering the period from April 1, 2003 through September 30, 2003. This project brings together three parts of the oil exploration, development, and permitting process to form the foundation for a more fully integrated information technology infrastructure for the State of Alaska. The geo-technical component is a shared effort between the State Department of Administration and the US Department of Energy. The Alaska Oil and Gas Conservation Commission is rapidly converting high volumes of paper documents and geo-technical information to formats suitable for search and retrieval over the Internet. The permitting component is under the lead of the DNR Office of Project Management and Permitting. A web-based system will enable the public and other review participants to track permit status, submit and view comments, and obtain important project information on-line. By automating several functions of the current manual process, permit applications will be completed more quickly and accurately, and agencies will be able to complete reviews with fewer delays. Structural changes are taking place in terms of organization, statutory authority, and regulatory requirements. Geographic Information Systems are a central component to the organization of information, and the delivery of on-line services. Progress has been made to deploy the foundation system for the shared GIS based on open GIS protocols to the extent feasible. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas. From these reserves, Alaska produces roughly one-fifth of the nation's daily crude oil production, or approximately one million barrels per day from over 1,800 active wells.

    The mission of the Department of Energy's (DOE's) Office of Environmental Management (EM) is to clean up the environmental legacy of nuclear weapons research and production during the Cold War. That mission includes cleaning up nuclear waste, contaminated groundwater and soil, nuclear materials, and contaminated facilities covering two million acres of land in thirty-five states. EM's principal program goals include timely completion of tank waste treatment facilities, reduction of the life-cycle costs and acceleration of the cleanup of the Cold War legacy, and reduction of the EM footprint. The mission of the EM Technology Innovation and Development program is to transform science and innovation into practical solutions to achieve the EM mission. During fiscal year 2010 (October 2009-September 2010), EM focused upon accelerating environmental cleanup by expeditiously filling identified gaps in available knowledge and technology in the EM program areas. This report describes some of the approaches and transformational technologies in tank waste processing, groundwater and soil remediation, nuclear materials disposition, and facility deactivation and decommissioning developed during fiscal year 2010 that will enable EM to meet its most pressing program goals.

    As has been noted in many reports and publications, acquiring new or expanded rights-of-way for transmission is a challenging process, because numerous land use and land ownership constraints must be overcome to develop pathways suitable for energy transmission infrastructure. In the eastern U.S., more than twenty federally protected national trails (some of which are thousands of miles long, and cross many states) pose a potential obstacle to the development of new or expanded electricity transmission capacity. However, the scope of this potential problem is not well-documented, and there is no baseline information available that could allow all stakeholders to study routing scenarios that could mitigate impacts on national trails. This report, Electricity Transmission, Pipelines, and National Trails: An Analysis of Current and Potential Intersections on Federal Lands in the Eastern United States, was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). Argonne was tasked by DOE to analyze the “footprint” of the current network of National Historic and Scenic Trails and the electricity transmission system in the 37 eastern contiguous states, Alaska, and Hawaii; assess the extent to which national trails are affected by electrical transmission; and investigate the extent to which national trails and other sensitive land use types may be affected in the near future by planned transmission lines. Pipelines are secondary to transmission lines for analysis, but are also within the analysis scope in connection with the overall directives of Section 368 of the Energy Policy Act of 2005, and because of the potential for electrical transmission lines being collocated with pipelines. Based on Platts electrical transmission line data, a total of 101 existing intersections with national trails on federal land were found, and 20 proposed intersections.     The DOE-EM Office of Engineering and Technology is responsible for implementing EM's international cooperative program. The Office of Engineering and Technology's international efforts are aimed at supporting EM's mission of risk reduction and accelerated cleanup of the environmental legacy of the nation's nuclear weapons program and government-sponsored nuclear energy research. To do this, EM pursues collaborations with government organizations, educational institutions, and private industry to identify and develop technologies that can address the site cleanup needs of DOE. The Office of Engineering and Technology has developed a Technology Roadmap and a Multi-year Program Plan to identify technology needs and identify areas for focused research and development to support DOE-EM's environmental cleanup and waste management objectives. The international cooperative program is an important element of the technology development roadmap, leveraging of world-wide expertise in the advancement and deployment of remediation and treatment technologies. Introductory briefings aimed at furthering familiarity with the DOE-EM mission, and the vital role that technology development plays within it, were presented at two international meetings. The Office of Engineering and Technology currently works with the Khlopin Radium Institute (KRI) and SIA Radon Institute in Russia, the International Radioecology Laboratory (IRL) in Ukraine and the Nuclear Engineering and Technology Institute (NETEC) in South Korea through cooperative bilateral arrangements to support EM's accelerated cleanup and closure mission.

    The Office of Waste Processing identifies and reduces engineering and technical risks and uncertainties of the waste processing programs and projects of the Department of Energy's Environmental Management (EM) mission through the timely development of solutions to technical issues. The risks, and actions taken to mitigate those risks, are determined through technology readiness assessments, program reviews, technology information exchanges, external technical reviews, technical assistance, and targeted technology development and deployment. The Office of Waste Processing works with other DOE Headquarters offices and project and field organizations to proactively evaluate technical needs, identify multi-site solutions, and improve the technology and engineering associated with project and contract management. Participants in this program are empowered with the authority, resources, and training to implement their defined priorities, roles, and responsibilities. The Office of Waste Processing Multi-Year Program Plan (MYPP) supports the goals and objectives of the U.S. Department of Energy (DOE) - Office of Environmental Management Engineering and Technology Roadmap by providing direction for technology enhancement, development, and demonstration that will lead to a reduction of technical risks and uncertainties in EM waste processing activities.     Petroleum imports account for the largest share of the US trade deficit. Over one-third of the 1996 merchandise trade deficit is attributed to imported oil. The good news is that substantial domestic oil resources, both existing and yet-to-be-discovered, can be recovered using advanced petroleum technologies. The Energy Information Agency estimates that advanced technologies can yield 10 billion additional barrels, equal to $240 billion in import offsets.     The U.S. Department of Energy (DOE) Office of Industrial Technology`s (OIT`s) Technology Benefits Recording System (TBRS) was developed by Pacific Northwest Laboratory (PNL). The TBRS is used to organize and maintain records of the benefits accrued from the use of technologies developed with the assistance of OIT. OIT has had a sustained emphasis on technology deployment. While individual program managers have specific technology deployment goals for each of their ongoing programs, the Office has also established a separate Technology Deployment Division whose mission is to assist program managers and research and development partners commercialize technologies. As part of this effort, the Technology Deployment Division developed an energy-tracking task which has been performed by PNL since 1977. The goal of the energy-tracking task is to accurately assess the energy savings impact of OIT-developed technologies. In previous years, information on OIT-sponsored technologies existed in a variety of forms--first as a hardcopy, then electronically in several spreadsheet formats that existed in multiple software programs. The TBRS was created in 1993 for OIT and was based on information collected in all previous years from numerous industrial contacts, vendors, and plants that have installed OIT-sponsored technologies. The TBRS contains information on technologies commercialized between 1977 and the present, as well as information on emerging technologies in the late development/early commercialization stage of the technology life cycle. For each technology, details on the number of units sold and the energy saved are available on a year-by-year basis. Information regarding environmental benefits, productivity and competitiveness benefits, or impact that the technology may have had on employment is also available.

    Responding in 1994 to proposed budget reductions and predicted funding shortfalls, the Office of Environmental Management at the Department of Energy began working closely with its regulators and stakeholders to prioritize activities. In a series of national and site specific meetings held with representatives of states, the Environmental Protection Agency, Indian tribes and the public, the Department of Energy brought regulators and other stakeholders into its budget development process in a {open_quotes}bottoms up{close_quotes} approach to the prioritization of activities at each of its sites. This paper presents an overview of this process which began last year and will highlight its unique cooperative nature. This paper will assess ways of institutionalizing this process. It also identifies issues to be addressed in resolving matters related to future budgets. Areas of concern to the Department of Energy`s host states and their regulators will be identified as they relate to waste management, cleanup and facility transition activities.

    The U.S. Support Program (USSP) to International Atomic Energy Agency (IAEA) Safeguards established a program of one-year paid internships for students and recent graduates. The program was in effect from 2002 until 2006 with a total of forty-one U.S. citizens and permanent residents placed in the IAEA. The USSP created a Junior Professional Officer (JPO) Program in 2005 that replaced the internship program at the IAEA. The JPO program creates opportunities for U.S. college graduates to become IAEA employees for a period of one to two years to help increase the effectiveness and efficiency of safeguards. The twenty three former and current JPOs work in varying fields such as software development, information collection and analysis, non-destructive analysis systems, and unattended monitoring systems. This paper will look at the impacts of the USSP internship and JPO program on the interns and JPOs, the U.S. government, and the IAEA. Academic backgrounds, past involvement in nuclear fields, program assessment, and post-program positions were recorded and analyzed through two studies using questionnaires sent to former interns and former and current JPOs. This paper will discuss the effects of the programs on the careers of the interns and JPOs, present the evaluations of the internship and JPO Programs, and report the recommendations for changes.

    The U.S. Department of Energy, Nevada Operations Office (DOE/NV), Completion Report provides a summary of activities conducted at the Nevada Test Site (NTS) between October 1, 1992, and September 30, 1993, associated with Operation KLAXON. (In the past, each annual Completion Report dealt with a series of underground nuclear detonations; however, because no nuclear tests were conducted during FY 1993, this Report summarizes continuing nonnuclear and nuclear test readiness activities at the NTS sponsored by DOE/NV.) The report serves as a reference for those involved with the planning and execution of Operation KLAXON and also serves as a planning guide for future operations. Information in the report covers the logistics and management of activities. Scientific information and data associated with NTS activities are presented in technical documents published by participating agencies. In September 1992, Congress legislated a nine-month moratorium on the testing of nuclear weapons. The bill also provided for a resumption of testing (with no more than five tests per year, or a total of 15 during the next three years) in July 1993, and mandated an end to nuclear testing, entirely, by 1996. President Bush signed the bill into law in October 1992.

    Redwood Systems' objective is to further accelerate the acceptance of solid state lighting (SSL) with fine grain and easy-to-use control. In addition, increased and improved sensor capability allows the building owner or user to gather data on the environment within the building. All of this at a cost equal to or less than that of code-compliant fluorescent lighting. The grant we requested and received has been used to further enhance the system with power conversion efficiency improvements and additional features. Some of these features, such as building management system (BMS) control, allow additional energy savings in non-lighting building systems.

    This report describes the limited field investigation work done to address issues and answer unresolved questions regarding a collection of potential contaminant sources at Eielson Air Force Base (AFB), near Fairbanks, Alaska. These sources were listed in the Eielson AFB Federal Facility Agreement supporting the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cleanup of the base. The limited field investigation began in 1993 to resolve all remaining technical issues and provide the data and analysis required to evaluate the environmental hazard associated with these sites. The objective of the limited field investigation was to allow the remedial project managers to sort each site into one of three categories: requiring remedial investigation/feasibility study, requiring interim removal action, or requiring no further remedial action.

    The Long-Term Surveillance and Maintenance (LTS&M) Plan for the U.S. Department of Energy (DOE) Office of Legacy Management (LM) Amchitka Island sites describes how LM plans to conduct its mission to protect human health and the environment at the three nuclear test sites located on Amchitka Island, Alaska. Amchitka Island, near the western end of the Aleutian Islands, is approximately 1,340 miles west-southwest of Anchorage, Alaska. Amchitka is part of the Aleutian Island Unit of the Alaska Maritime National Wildlife Refuge, which is administered by the U.S. Fish and Wildlife Service (USFWS). Since World War II, Amchitka has been used by multiple U.S. government agencies for various military and research activities. From 1943 to 1950, it was used as a forward air base for the U.S. Armed Forces. During the middle 1960s and early 1970s, the U.S. Department of Defense (DOD) and the U.S. Atomic Energy Commission (AEC) used a portion of the island as a site for underground nuclear tests. During the late 1980s and early 1990s, the U.S. Navy constructed and operated a radar station on the island. Three underground nuclear tests were conducted on Amchitka Island. DOD, in conjunction with AEC, conducted the first nuclear test (named Long Shot) in 1965 to provide data that would improve the United States' capability of detecting underground nuclear explosions. The second nuclear test (Milrow) was a weapons-related test conducted by AEC in 1969 as a means to study the feasibility of detonating a much larger device. Cannikin, the third nuclear test on Amchitka, was a weapons-related test detonated on November 6, 1971.     The OPEC oil embargo of 1973-1974 brought the nation to a realization of the importance and necessity for collection and analysis of energy data. The Maine Office of Energy Resources, (OER), has the responsibility to establish and implement energy policies in Maine. The Weekly Price Monitoring System, (PMS), has been developed and implemented to assist energy planners in Maine. This survey is used to analyze home heating oil price trends and as a public relations tool in response to inquiries from citizens, other federal, state and local agencies and the Governors Office. This report will describe the PMS and results obtained from this system during the period starting December 12, 1978 and ending June 4, 1979, (26 weeks). Also the price of home heating oil on November 1, 1978 is given as required in agreement number DE-FC01-79EI10157 between the US Department of Energy and the Maine Office of Energy Resources.

    North Slope of Alaska has an estimated 40 billion barrels of heavy oil and bitumen in the shallow formations of West Sak and Ugnu. Recovering this resource economically is a technical challenge for two reasons: (1) the geophysical environment is unique, and (2) the expected recovery is a low percentage of the oil in place. The optimum advanced recovery process is still undetermined. Thermal methods would be applicable if the risks of thawing the permafrost can be minimized and the enormous heat losses reduced. Use of enriched natural gas is a probable recovery process for West Sak. Nearby Prudhoe Bay field is using its huge natural gas resources for pressure maintenance and enriched gas improved oil recovery (IOR). Use of carbon dioxide is unlikely because of dynamic miscibility problems. Major concerns for any IOR include close well spacing and its impact on the environment, asphaltene precipitation, sand production, and fines migration, in addition to other more common production problems. Studies have indicated that recovering West Sak and Lower Ugnu heavy oil is technically feasible, but its development has not been economically viable so far. Remoteness from markets and harsh Arctic climate increase production costs relative to California heavy oil or Central/South American heavy crude delivered to the U.S. Gulf Coast. A positive change in any of the key economic factors could provide the impetus for future development. Cooperation between the federal government, state of Alaska, and industry on taxation, leasing, and permitting, and an aggressive support for development of technology to improve economics is needed for these heavy oil resources to be developed.

    Alaska has an immense amount of natural gas buried beneath its North Slope. It is important to the nation's energy needs and to Alaska's need for a more diversified economy that this gas be marketed. Currently there is plenty of gas to meet America's energy needs. The lack of this one market does not foreclose the existence of other markets. A potential market lies in the Pacific Basin, in Asia. By passing legislation banning export of Alaska's North Slope oil, America has decided not to compete in Asia. These laws were passed not for the purpose of energy conservation, but to protect the status quo. The speaker stresses the need for America to decide to be competitive. That is how forces are brought together to build a gas pipeline across Alaska. Since the nine billion dollar oil pipeline was completed in 1977, more than that amount has been spent in construction, processing and drilling on the North Slope. That work has come in on time and under budget. A project is being planned that would make the 14.5 million tons of LNG available from Prudhoe Bay for export to Japan, Korea and Taiwan. The goal is to decide to do the project before starting the work.

  6. ALASKA OIL AND GAS EXPLORATION, DEVELOPMENT, AND PERMITTING PROJECT

    The objective of this project is to eliminate three closely inter-related barriers to oil production in Alaska through the use of a geographic information system (GIS) and other information technology strategies. These barriers involve identification of oil development potential from existing wells, planning projects to efficiently avoid conflicts with other interests, and gaining state approvals for exploration and development projects. Each barrier is the result of either current labor-intensive methods or poorly accessible information. This project brings together three parts of the oil exploration, development, and permitting process to form the foundation for a more fully integrated information technology infrastructure for the State of Alaska. This web-based system will enable the public and other review participants to track permit status, submit and view comments, and obtain important project information online. By automating several functions of the current manual process, permit applications will be completed more quickly and accurately, and agencies will be able to complete reviews with fewer delays. The application will include an on-line diagnostic Coastal Project Questionnaire to determine the suite of permits required for a specific project. The application will also automatically create distribution lists based on the location and type of project, populate document templates for project review start-ups, public notices and findings, allow submission of e-comments, and post project status information on the Internet. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas. From these reserves, Alaska produces roughly one-fifth of the nation's daily crude oil production

    For the Prudhoe Bay field, this preliminary analysis provides an indication that major gas sales using a gas pipeline/LNG plant scenario, such as Trans Alaska Gas System, or a gas-to-liquids process with the cost parameters assumed, are essentially equivalent and would be viable and profitable to industry and beneficial to the state of Alaska and the federal government. The cases are compared for the Reference oil price case. The reserves would be 12.7 BBO for the base case without major gas sales, 12.3 BBO and 20 Tcf gas for the major gas sales case, and 14.3 BBO for the gas-to-liquids conversion cases. Use of different parameters will significantly alter these results; e.g., the low oil price case would result in the base case for Prudhoe Bay field becoming uneconomic in 2002 with the operating costs and investments as currently estimated.

    A commission assigned by the state of Alaska to investigate the Exxon Valdez oil spill says the Coast Guard's regulation of oil transportation had grown slack over the decade preceding the 11 million-gallon spill. The vigilance over tanker traffic that was established in the early days of pipeline flow had given way to complacency and neglect, says the commission's report, which calls for a revamping of the U.S. oil transportation system. The review places the blame for the spill not only on the Coast Guard but on the oil industry's thirst for profits in the 1980s and blames the state itself for not living up to its obligation to manage and protect its own waters. The report offers 59 recommendations that cover tanker construction and crew training, spill prevention, strategies for responding to spills and cleanup technologies. The panel also wants to see more stringent tanker safety standards, strengthened enforcement of the new regulations and greater penalties levied against violators. The Coast Guard expects that it will be some time before revisions in its tanker monitoring operations are in place.

    This report was prepared to document remedial action (RA) work performed at the former Project Chariot site located near Cape Thompson, Alaska during 2014. The work was managed by the U.S. Army Corps of Engineers (USACE) Alaska District for the U.S. Department of Energy (DOE) Office of Legacy Management (LM). Due to the short field season and the tight barge schedule, all field work was conducted at the site July 6 through September 12, 2014. Excavation activities occurred between July 16 and August 26, 2014. A temporary field camp was constructed at the site prior to excavation activities to accommodate the workers at the remote, uninhabited location. A total of 785.6 tons of petroleum, oil, and lubricants (POL)-contaminated soil was excavated from four former drill sites associated with test holes installed circa 1960. Diesel was used in the drilling process during test hole installations and resulted in impacts to surface and subsurface soils at four of the five sites (no contamination was identified at Test Hole Able). Historic information is not definitive as to the usage for Test Hole X-1; it may have actually been a dump site and not a drill site. In addition to the contaminated soil, the steel test hole casings were decommissioned and associated debris was removed as part of the remedial effort.

    The purpose of this document is to present design specifications and an implementation schedule for the development and implementation of Risk Based Data Management Systems (RBDMS`s) in the states of Alaska, Mississippi, Montana, and Nebraska. The document presents detailed design information including a description of the system database structure, data dictionary, data entry and inquiry screen layouts, specifications for standard reports that will be produced by the system, functions and capabilities (including environmental risk analyses), And table relationships for each database table within the system. This design information provides a comprehensive blueprint of the system to be developed and presents the necessary detailed information for system development and implementation. A proposed schedule for development and implementation also is presented. The schedule presents timeframes for the development of system modules, training, implementation, and providing assistance to the states with data conversion from existing systems. However, the schedule will vary depending upon the timing of funding allocations from the United States Department of Energy (DOE) for the development and implementation phase of the project. For planning purposes, the schedule assumes that initiation of the development and implementation phase will commence November 1, 1993, somewhat later than originally anticipated.

    At least three alternatives have been proposed over the years for bringing sizable volumes of natural gas from Alaska's remote North Slope to market in the lower 48 states: a pipeline interconnecting with the existing pipeline system in central Alberta, Canada; a gas-to-liquids (GTL) plant on the North Slope; and a large liquefied natural gas (LNG) export facility at Valdez, Alaska. The National Energy Modeling System (NEMS) explicitly models the pipeline and GTL options. The what if LNG option is not modeled in NEMS.
