    This technical report provides an overview of existing and potential financing structures for renewable energy project development in Alaska with a focus on four primary sources of project funding: government financed or supported (the most commonly used structure in Alaska today), developer equity capital, commercial debt, and third-party tax-equity investment. While privately funded options currently have limited application in Alaska, their implementation is theoretically possible based on successful execution in similar circumstances elsewhere. This report concludes that while tax status is a key consideration in determining appropriate financing structure, there are opportunities for both taxable and tax-exempt entities to participate in renewable energy project development.

    The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

    The problem of financing innovative energy-conserving dwellings is exacerbated by two key factors. The first is that borrowers (potential homebuilders) do not understand the mortgage process and needs of the lenders and are therefore unable to communicate effectively the various issues of interest to lenders. The second is that lenders do not have a familiarity with the concept and are therefore unable to evaluate the potential marketability should the borrower default. This situation is compounded by the fact that there are, in general, few or no earth-sheltered comparables on which to verify the market value. This borrower's guide is presented to explore the situation and with the help of financial agencies, to develop means to mitigate the problems. Information is presented on options available for short- and long-term financing; lenders' obligations and concerns; criteria lenders' use in deciding eligibility for a loan; shopping for a lending institution; and making the presentation to a lending institution for an earth-covered building.     This case study covers the process of successfully integrating photovoltaic (PV) systems into a low-income housing development in northeast Denver, Colorado, focusing specifically on a new financing model and job training. The Northeast Denver Housing Center (NDHC), working in cooperation with Del Norte Neighborhood Development Corporation, Groundwork Denver, and the National Renewable Energy Laboratory (NREL), was able to finance the PV system installations by blending private equity funding with utility rebates, federal tax credits, and public sector funding. A grant provided by the Governor's Energy Office allowed for the creation of the new financing model. In addition, the program incorporated an innovative low-income job training program and an energy conservation incentive program.

    Congress should enact legislation that supports residential property assessed clean energy (PACE) programs in the nation’s states and metropolitan areas. Such legislation should require the Federal Housing Finance Agency (FHFA) to allow Fannie Mae and Freddie Mac to purchase residential mortgages with PACE assessments while at the same time providing responsible underwriting standards and a set of benchmarks for residential PACE assessments in order to minimize financial risks to mortgage holders. Congressional support of residential PACE financing will improve energy efficiency, encourage job creation, and foster economic growth in the nation’s state and metropolitan areas.

    The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

    Superinsulation is a direct response to the fast-rising cost of home heating. Of the many kinds of responses, superinsulation is proving to be the simplest and most cost-effective. Until the oil embargo of 1973 there was little interest in saving heat. When the oil shortage arrived and fuel costs doubled and redoubled, many architects responded, at first, by invoking solar energy. They examined the designs of existing solar-heated houses and proposed a great variety of new designs, most of which appeared - to the uninitiated - to have great promise. Most of the early designs were of the active type; some were of the passive type; a few were of the hybrid design.

    The finance sector is one of the driving forces for the use of distributed or Grid computing for business purposes. The speakers will review the state-of-the-art of high performance computing in the financial sector, and provide insight into how different types of Grid computing – from local clusters to global networks - are being applied to financial applications. They will also describe the use of software and techniques from physics, such as Monte Carlo simulations, in the financial world. There will be four talks of 20min each. The talk abstracts and speaker bios are listed below. This will be followed by a Q&A; panel session with the speakers. From 19:00 onwards there will be a networking cocktail for audience and speakers. This is an EGEE / CERN openlab event organized in collaboration with the regional business network rezonance.ch.     In this study, the relative financial impact on HUD and PHAs of these four funding strategies, based on case studies of actual retrofit efforts by two local housing authorities: San Francisco, California and Trenton, New Jersey are examined. The selected retrofits all show significant energy savings. This is not, however, reflected in the financial benefits to each party because current provisions of the Performance Funding System (PFS) for public housing energy subsidies require that costs and savings associated with energy conservation retrofits be shared between HUD and the local housing authorities, regardless of the financing mechanism used.

The report discusses the Improvement Act of 1911, the Mello-Roos Act of 1982, the different philosophies cities have adopted in implementing PACE financing, and various PACE program structures. It also discusses the first implementation of PACE by cities that used their charter authority to create programs under the Mello-Roos Act of 1982 before the enactment of AB 811 and SB 555.1. This report focuses on PACE as a mechanism to increase the amount of rooftop solar systems installed, but also recognizes that these programs provide an effective means to finance energy and water efficiency projects. The updated report provides new information on California’s Residential PACE Loss Reserve Program, the Federal Housing Finance Agency, program requirements, and program performance.

    The Energy and Environmental Research Center (EERC) has been working with the Federal Energy Technology Center in Morgantown, West Virginia, to assess options for small, low-cost, environmental acceptable power generation for application in remote areas of Alaska. The goal of this activity was to reduce the use of fuel in Alaskan villages by developing small, low-cost power generation applications. Because of the abundance of high-quality coal throughout Alaska, emphasis was placed on clean coal applications, but other energy sources, including geothermal, wind, hydro, and coalbed methane, were also considered. The use of indigenous energy sources would provide cheaper cleaner power, reduce the need for PCE (Power Cost Equalization program) subsidies, increase self-sufficiency, and retain hard currency in the state while at the same time creating jobs in the region. The introduction of economical, small power generation systems into Alaska by US equipment suppliers and technology developers aided by the EERC would create the opportunities for these companies to learn how to engineer, package, transport, finance, and operate small systems in remote locations. All of this experience would put the US developers and equipment supply companies in an excellent position to export similar types of small power systems to rural areas or developing countries. Thus activities in this task that relate to determining the generic suitability of these technologies for other countries can increase US competitiveness and help US companies sell these technologies in foreign countries, increasing the number of US jobs. The bulk of this report is contained in the two appendices: Small alternative power workshop, topical report and Global market assessment of coalbed methane, fluidized-bed combustion, and coal-fired diesel technologies in remote applications.

    The International Finance Corporation (IFC), a member of the World Bank Group, is the largest multilateral source of loan and equity financing for private sector projects in the developing world. IFC participates in an investment only when it can make a special contribution that complements the role of market operators. Since its founding 40 years ago, IFC has provided more than $18.8 billion in financing for 1,706 companies in developing countries. Its share capital is provided by its 170 member countries, which collectively determine its policies and activities. Strong shareholder support and a substantial paid-in capital base have allowed IFC to raise funds for its lending activities through its triple-A rated bond issues in international financial markets. IFC created an Infrastructure Department in 1992 in response to the growing demand for its services in this area. During fiscal 1996 IFC approved 33 projects for new investments of $715 million of which 27% were in the power sector. In recognition of the continuing demand growth for private power investments an expanded Power Department has been formed to handle IFC`s investments in electric power generation projects using renewable resources such as: run-of-the-river hydro, geothermal, biomass cogeneration, wind energy, and solar (photovoltaic, solar thermal, etc.), as well as conventional thermal generation projects, transmission and distribution projects, and energy efficiency investments.

    Alaska has an immense amount of natural gas buried beneath its North Slope. It is important to the nation's energy needs and to Alaska's need for a more diversified economy that this gas be marketed. Currently there is plenty of gas to meet America's energy needs. The lack of this one market does not foreclose the existence of other markets. A potential market lies in the Pacific Basin, in Asia. By passing legislation banning export of Alaska's North Slope oil, America has decided not to compete in Asia. These laws were passed not for the purpose of energy conservation, but to protect the status quo. The speaker stresses the need for America to decide to be competitive. That is how forces are brought together to build a gas pipeline across Alaska. Since the nine billion dollar oil pipeline was completed in 1977, more than that amount has been spent in construction, processing and drilling on the North Slope. That work has come in on time and under budget. A project is being planned that would make the 14.5 million tons of LNG available from Prudhoe Bay for export to Japan, Korea and Taiwan. The goal is to decide to do the project before starting the work.

    This invention relates to an optical transmitter, receiver or transceiver module, and more particularly, to an apparatus for connecting a first optical connector to a second optical connector. The apparatus comprises: (1) a housing having at least a first end and at least a second end, the first end of the housing capable of receiving the first optical connector, and the second end of the housing capable of receiving the second optical connector; (2) a longitudinal cavity extending from the first end of the housing to the second end of the housing; and (3) an electromagnetic shield comprising at least a portion of the housing. This invention also relates to an apparatus for housing a flexible printed circuit board, and this apparatus comprises: (1) a mounting structure having at least a first surface and a second surface; (2) alignment ridges along the first and second surfaces of the mounting structure, the alignment ridges functioning to align and secure a flexible printed circuit board that is wrapped around and attached to the first and second surfaces of the mounting structure; and (3) a series of heat sink ridges adapted to the mounting structure, the heat sink ridges functioning to dissipate heat that is generated from the flexible printed circuit board.

    An earth sheltered house is one whose building envelope is substantially in contact with soil, without necessarily being totally underground. Hence, it can provide the commonly sought attributes of a residence, including natural light, exterior views, and curb appeal. It also exhibits strong energy performance, lower maintenance, and good storm protection. Despite the longer-term life cycle cost advantages of earth sheltered buildings, a current hindrance to the mass market acceptance of earth sheltered housing is higher initial cost which is caused, in part, by the inability of conventional rectilinear structural systems to support economically the massive soil loads imposed on earth covered buildings. In deference to the premise that technical suitability is no guarantee of innovation acceptance in the housing industry, a survey of the nontechnical impediments to housing innovation was first undertaken. These impediment areas include: market inhibition; builder trepidations; industry constraints; and financing problems. As a result of an architectural design program written under contract for the Department of Energy, it was possible to include a rather extensive (but necessarily subjective) evaluation of the architectural potential for earth sheltered shell structures. Engineering suitability dimensions included structural effectiveness, constructability, and economy of construction for single- and double-curvature thin shell structures. Overall engineering suitability and architectural potential are deemed to be adequate, although non-engineering impediments to housing innovation appear to raise significant questions regarding the potential for mass market implementation of thin shell stuctures in earth sheltered housing.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    Financial innovations—independent of technology-cost improvements—could cut the cost of solar energy to customers and businesses by 30%–60% (see Feldman and Bolinger 2016). Financing is critical to solar deployment, because the costs of solar technologies are paid up front, while their benefits are realized over decades. Solar financing has been shaped by the government incentives designed to accelerate solar deployment. This is particularly true for federal tax incentives, which have spawned complex tax-equity structures that monetize tax benefits for project sponsors who otherwise could not use them efficiently. Although these structures have helped expand solar deployment, they are relatively costly and inefficient. This has spurred solar stakeholders to develop lower-cost financing solutions such as securitization of solar project portfolios, solar-specific loan products, and methods for incorporating residential PV’s value into home values. To move solar further toward an unsubsidized SunShot future, additional financial innovation must occur. Development of a larger, more mature U.S. solar industry will likely increase financial transparency and investor confidence, which in turn will enable simpler, lower-cost financing methods. Utility-scale solar might be financed more like conventional generation assets are today, non-residential solar might be financed more like a new roof, and residential solar might be financed more like an expensive appliance. Assuming a constant, SunShot-level installed PV system price, such financing innovations could reduce PV’s LCOE by an estimated 30%–60% (depending on the sector) compared with historical financing approaches.

    In an effort to reduce rising energy costs, the Department of Housing and Urban Development (HUD) has strongly urged local public housing authorities (PHAs) to improve the energy efficiency of their building stock. In this study, the authors examine the relative impact on HUD and PHAs of four retrofit financing strategies used by two local housing authorities. They find that the existing Performance Funding System (PFS) regulations tend to discourage PHAs from actively pursuing cost-effective investments that improve the energy efficiency of their housing projects. The authors' results indicate that HUD policies distribute the dollar savings from conservation retrofits in such a way that HUD receives substantial benefits, while local public housing authorities get few benefits. In fact, PHAs can lose money, even in cases where there are significant energy savings and payback periods of less than three years. The authors tested several alternatives to the current regulations and found that the best way to encourage PHAs to conserve is for HUD to reimburse them for new maintenance and capital costs of the conservation retrofits.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

  14. Heavy oil production from Alaska

    North Slope of Alaska has an estimated 40 billion barrels of heavy oil and bitumen in the shallow formations of West Sak and Ugnu. Recovering this resource economically is a technical challenge for two reasons: (1) the geophysical environment is unique, and (2) the expected recovery is a low percentage of the oil in place. The optimum advanced recovery process is still undetermined. Thermal methods would be applicable if the risks of thawing the permafrost can be minimized and the enormous heat losses reduced. Use of enriched natural gas is a probable recovery process for West Sak. Nearby Prudhoe Bay field is using its huge natural gas resources for pressure maintenance and enriched gas improved oil recovery (IOR). Use of carbon dioxide is unlikely because of dynamic miscibility problems. Major concerns for any IOR include close well spacing and its impact on the environment, asphaltene precipitation, sand production, and fines migration, in addition to other more common production problems. Studies have indicated that recovering West Sak and Lower Ugnu heavy oil is technically feasible, but its development has not been economically viable so far. Remoteness from markets and harsh Arctic climate increase production costs relative to California heavy oil or Central/South American heavy crude delivered to the U.S. Gulf Coast. A positive change in any of the key economic factors could provide the impetus for future development. Cooperation between the federal government, state of Alaska, and industry on taxation, leasing, and permitting, and an aggressive support for development of technology to improve economics is needed for these heavy oil resources to be developed.

  15. Market and behavioral barriers to energy efficiency: A preliminary evaluation of the case for tariff financing in California

More importantly, a substantial proportion of very old appliances are in rental housing. Having established that a very old stock of appliances exists in California rental housing, I discuss tariff financing as a policy option to reduce the impact of the remaining market and behavioral barriers. In a tariff financing program, the utility pays the initial cost of an appliance, and is repaid through subsequent utility bills. By eliminating upfront costs, tying repayment to the gas or electric meter, requiring a detailed energy audit, and relying upon utility bill payment history rather than credit score in determining participant eligibility, tariff financing largely overcomes many barriers to energy efficiency. Using California as a case study, I evaluate the feasibility of implementing tariff financing. For water heaters in particular, this appears to be a cost-effective strategy. Tariff financing from utilities is particularly valuable because it improves the ability of low-income renters to lower their utility bills, without burdening landlords with unrecoverable capital costs. To implement tariff financing country-wide, regulations in many states defining private loan-making institutions or the allowable use of public benefit funds may need to be modified. Tariff financing is relatively new and in most locations is only available as a pilot program or has only recently exited pilot phase. This preliminary evaluation suggests that tariff financing is a valuable future addition to the toolkit of policymakers who aim to increase the diffusion of efficient appliances. While regulatory approval is necessary in states that wish to pursue tariff financing, at this point, the major barrier to further implementation appears to be the newness of the financing mechanism.
