    To assist in its these responsibilities in the area of electric power, EIA has prepared this report, Financial Impacts of Nonutility Power Purchases on Investor-Owned Electric Utilities. The primary purpose of this report is to provide an overview of the issues surrounding the financial impacts of nonutility generation contracts (since the passage of the Public Utility Regulatory Policies Act of 1978) on investor-owned utilities. The existing concern in this area is manifest in the provisions of Section 712 of the Energy Policy Act of 1992, which required State regulatory commissions to evaluate various aspects of long-term power purchase contracts, including their impact on investor-owned utilities` cost of capital and rates charged to customers. The EIA does not take positions on policy questions. The EIA`s responsibility is to provide timely, high quality information and to perform objective, credible analyses in support of the deliberations by both public and private decision-makers. Accordingly, this report does not purport to represent the policy positions of the US Department of Energy or the Administration.

  7. Revenue and earnings performance masked continuing investor-owned utility problems

    The 1982 increase in revenues and net income for the top 100 electric utilities is misleading because the figure is distorted by the allowance for funds used during construction (AFUDC), which overstates the real dollar strength of most investor-owned utilities. A random sampling of profit and loss statements shows that companies heavily involved in plant construction can have AFUDC over 100% of net income. The average is 50% of utility earnings, while cash dividends run 75% of earnings. The problem is short-term, however, and will diminish as construction is completed. A summary of utility performance presents earnings growth statistics, sales data and comparisons, financial statistics, and income statistics and comparisons. A summary financial table lists the 100 utilities in alphabetical order. 7 tables. (DCK)

    The US Nuclear Regulatory Commission (NRC) periodically surveys the Federal Energy Regulatory Commission (FERC) and state regulatory commissions that regulate utility owners of nuclear power plants. The NRC is interested in identifying states that have established economic or performance incentive programs applicable to nuclear power plants, how the programs are being implemented, and in determining the financial impact of the programs on the utilities. The NRC interest stems from the fact that such programs have the potential to adversely affect the safety of nuclear power plants. The current report is an update of NUREG/CR-5975, Incentive Regulation of Investor-Owned Nuclear Power Plants by Public Utility Regulators, published in January 1993. The information in this report was obtained from interviews conducted with each state regulatory agency that administers an incentive program and each utility that owns at least 10% of an affected nuclear power plant. The agreements, orders, and settlements that form the basis for each incentive program were reviewed as required. The interviews and supporting documentation form the basis for the individual state reports describing the structure and financial impact of each incentive program.

    The market for utility securities generally tends to be fairly static. Innovative financing techniques are rarely used because of the marketability of utility securities stemming from the companies' generally strong financial credit and the monopoly markets most utilities serve. To many people, utility securities are considered the pillars of the financial world, and innovation is not needed. Further, plain vanilla utility issues are easily understood by investors, as well as by regulators and customers. Over the past several years, however, a new utility bond product has crept into the world of utility securities - insured secondary utility bonds. These insured bonds may possibly be used as an alternative financing technique for newly issued debt. Individual investors often tend to rely on insurance as a tool for reducing credit risk and are willing to take the lower yields as a tradeoff. Insured utility bonds are created by brokerage firms through the acqusition of a portion of an outstanding utility bond issue and subsequent solicitation of the insurance companies for bids. The insurance company then agrees to insure that portion of the issue until maturity for a fee, and the brokerage firm sells those bonds to their customers as a AAA-insured bond. Issuers are encouraged to explore the retail market as a financing alternative. They may find a most cost-effective means of raising capital.

    We explain the relationship between Majorana neutrinos, which are their own antiparticles, and Majorana neutrino masses. We point out that Majorana masses would make the neutrinos very distinctive particles, and explain why many theorists strongly suspect that neutrinos do have Majorana masses. The promising approach to confirming this suspicion is to seek neutrinoless double beta decay. We introduce a toy model that illustrates why this decay requires nonzero neutrino masses, even when there are both right-handed and left-handed weak currents.

    Renewable energy certificates (RECs) are tradable instruments that convey the attributes of a renewable energy generator and the right to make certain claims about energy purchases. RECs first appeared in US markets in the late 1990s and are particularly important in states that accept or require them as evidence of compliance with renewables portfolio standards (RPS). The emergence of RECs as a tradable commodity has made utilities, generators, and regulators increasingly aware of the need to specify who owns the RECs in energy transactions. In voluntary transactions, most agree that the question of REC ownership can and should be negotiated privately between the buyer and the seller, and should be clearly established by contract. Claims about purchasing or using renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. Because of the recent appearance of RECs, legislation and regulation mandating the purchase of renewable energy has sometimes been silent on the disposition of the RECs associated with that generation. Furthermore, some renewable energy contracts pre-date the existence of RECs, and therefore do not address REC ownership. In both of these instances, the issue of REC ownership must often be answered by legislative or regulatory authorities. The resulting uncertainty in REC ownership has hindered the development of robust REC markets and has, in some cases, led to contention between buyers and sellers of renewable generation. This article, which is based on a longer Berkeley Lab report, reviews federal and state efforts to clarify the ownership of RECs from Qualifying Facilities (QFs) that sell their generation under the Public Utility Regulatory Policies Act (PURPA) of 1978.     This report contains the energy use data for Wisconsin's 32 largest state-owned government facilities. These facilities account for the majority of both fuels consumed in Wisconsin state buildings and total state-owned gross square footage. Figures for each agency reflect buildings owned but not necessarily occupied by that agency. Information is presented for each of the sixteen years from and including the base year, fiscal 1972--1973 (chosen because it was the last year before the oil embargo). Agencies addressed in this report are the Department of Public Instruction (DPI), the University of Wisconsin System (UWS), the Department of Health and Social Services (DHSS), the Department of Veterans Affairs (DVA), and the Department of Administration (DOA). 16 figs., 40 tabs.

    Taxation affects the cash flows generated by financial investments, and, under some conditions, it also affects the degree of risk investors are willing to bear. This study investigates the effects of the Internal Revenue Code Section 465 on risk-taking by financial investors in oil and gas drilling programs. Section 465 added new rules limiting loss deductions from certain activities, explicitly including oil and gas drilling. Prior research reached varying conclusions analytically, but most research concurs that investor risk-taking is reduced when a tax structure reduces loss-offsetting, i.e., reduces the deductibility of investment losses against other income. Section 465 does that under certain circumstances, so it presents an opportunity to empirically reexamine the question. This study presents null hypotheses that state that the percentage of limited-partner investment in drilling programs with different drilling objectives and deal term structures (and different levels of risk) was unchanged between the time periods before and after the enactment of Section 465. The study concludes that the loss deduction limitations of I.R.C. Section 465 did play a role in the reduction of risk-taking by limited partners in oil and gas drilling programs.

The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, and operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, {open_quotes}Annual Report of Public Electric Utilities.{close_quotes} Public electric utilities file this survey on a fiscal year, rather than a calendar year basis, in conformance with their recordkeeping practices.   10. Evaluation of Codisposal Viability for Melt and Dilute DOE-Owned Fuel

    There are more than 250 forms of U.S. Department of Energy (DOE)-owned spent nuclear fuel (SNF). Due to the variety of the spent nuclear fuel, the National Spent Nuclear Fuel Program has designated nine representative fuel groups for disposal criticality analyses based on fuel matrix, primary fissile isotope, and enrichment (DOE 2000b, Section 6.6.8). The Melt and Dilute (MD) SNF has been designated as the representative fuel for the high-enriched U-Al fuel group. The MD SNF consists of homogeneous cylindrical ingots with 16.5 in. (419.1 mm) maximum diameter. Two general ingot compositions are considered in the criticality and geochemistry analyses. The first composition consists of 8.2 to 18.2 wt% uranium, enriched at less than 20 wt% U-235 and 0.5 wt% gadolinium, with the balance of the ingot being aluminum. The second composition is identical to the first for uranium and gadolinium, but in this case 2.5 wt% of the ingot is hafnium, with the balance of the ingot being aluminum. The results of the analyses performed will be used to develop waste acceptance criteria. The items that are important to criticality control are identified based on the analysis needs and result sensitivities. Prior to acceptance of fuel from the high-enriched U-Al fuel group for disposal, the important items for the fuel types that are being considered for disposal under the high-enriched U-Al fuel group must be demonstrated to satisfy the conditions determined in this report. The analyses have been performed by following the disposal criticality analysis methodology, which was documented in the ''Disposal Criticality Analysis Methodology Topical Report'' (YMP 2000) submitted to the U.S. Nuclear Regulatory Commission. The methodology includes analyzing the geochemical and physical processes that can breach the waste package and degrade the waste forms and other internal components, as well as the structural, thermal, and shielding analyses, and intact and degraded component criticality

    The 1997 edition of the ``Financial Statistics of Major U.S. Publicly Owned Electric Utilities`` publication presents 5 years (1993 through 1997) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Generator (Tables 3 through 11) and nongenerator (Tables 12 through 20) summaries are presented in this publication. Five years of summary financial data are provided (Tables 5 through 11 and 14 through 20). Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided in Appendix C. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, ``Annual Report of Public Electric Utilities.`` Public electric utilities file this survey on a fiscal year basis, in conformance with their recordkeeping practices. The EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents. The review indicated that financial indicators differ most according to whether or not a publicly owned electric utility generates electricity. Therefore, the main body of the report provides summary information in generator/nongenerator classifications. 2 figs., 101 tabs.

    This paper will discuss some of the unique aspects of a build/own/operate cogeneration project for an oil refinery in which Foster Wheeler is involved. The organization is constructing a 90 MW plant that will supply 55 MW and 160,000 lb/hr of 600 psi, 700F steam to the Tosco Corporation's 130,000 bd Avon Oil Refinery in Martinez, California. (The refinery is located about 45 miles northeast of San Francisco.) Surplus power production will be sold to the local utility, Pacific Gas and Electric Co. (PG and E).     This report examines the tradeoffs among financing methods for businesses installing onsite photovoltaics (PV). We present case studies of PV financing strategies used by two large commercial retailers that have deployed substantial U.S. PV capacity: IKEA, which owns its PV, and Staples, which purchases power generated from onsite PV systems through power purchase agreements (PPAs). We also analyze the financial considerations that influence any company's choice of PV financing strategy. Our goal in this report is to clarify the financial and institutional costs and benefits of financing strategies and to inform other companies that are considering launching or expanding similar PV programs.

    Spacecraft contamination has long been a subject of study in the rarefied gas dynamics community. Professor Mikhail Ivanov coined the term a spacecraft's 'own ambient environment' to describe the effects of natural and satellite driven processes on the conditions encountered by a spacecraft in orbit. Outgassing, thruster firings, and gas and liquid dumps all contribute to the spacecraft's contamination environment. Rarefied gas dynamic modeling techniques, such as Direct Simulation Monte Carlo, are well suited to investigate these spacebased environments. However, many advances were necessary to fully characterize the extent of this problem. A better understanding of modeling flows over large pressure ranges, for example hybrid continuum and rarefied numerical schemes, were required. Two-phase flow modeling under rarefied conditions was necessary. And the ability to model plasma flows for a new era of propulsion systems was also required. Through the work of Professor Ivanov and his team, we now have a better understanding of processes that create a spacecraft's own ambient environment and are able to better characterize these environments. Advances in numerical simulation have also spurred on the development of experimental facilities to study these effects. The relationship between numerical results and experimental advances will be explored in this manuscript.

    This paper for the first time reports the (200) oriented growth of hexagonal Aluminum nitride crystals during synthesis of aluminum nanoparticles in dc transferred arc thermal plasma reactor by gas phase condensation in nitrogen plasma.     An unusual growth mechanism of metastable zincblende AlN thin film by diffusion of nitrogen atoms into Al lattice is established. Using first-principles density functional theory, we studied the possibility of thermodynamic stability of AlN as a zincblende phase due to epitaxial strains and interface effect, which fails to explain the formation of zincblende AlN. We then compared the formation energetics of rocksalt and zincblende AlN in fcc Al through direct diffusion of nitrogen atoms to Al octahedral and tetrahedral interstitials.     We present a theoretical study of the distribution of Al atoms in zeolite ZSM-5 with Si/Al=47, where we focus on the role of Al-Al interactions rather than on the energetics of Al/Si substitutions at individual sites. Using interatomic potential methods, we evaluate the energies of the full set of symmetrically independent configurations of Al siting in a Si{sub 94}Al{sub 2}O{sub 192} cell. The equilibrium Al distribution is determined by the interplay of two factors: the energetics of the Al/Si substitution at an individual site, which tends to populate particular T sites (e.g., the T14 site), and the Al-Al interaction, which at this Si/Al maximises Al-Al distances in general agreement with Dempsey's rule. However, it is found that the interaction energy changes approximately as the inverse of the square of the distance between the two Al atoms, rather than the inverse of the distance expected if this were merely charge repulsion. Moreover, we find that the anisotropic nature of the framework density plays an important role in determining the magnitude of the interactions, which are not simply dependent on Al-Al distances. - Graphical abstract: Role of Al-Al interactions in high silica ZSM-5 is shown to be anisotropic in nature and not dependent solely on Coulombic interactions. Highlights: Black-Right-Pointing-Pointer Si-Al distribution in ZSM-5 is revisited, stressing the role of the Al-Al interaction. Black-Right-Pointing-Pointer Coulomb interactions are not the key factors controlling the Al siting. Black-Right-Pointing-Pointer Anisotropy of the framework is identified as a source of departure from Dempsey's rule.

  14. Who Owns Renewable Energy Certificates? An Exploration of PolicyOptions and Practice

    Renewable energy certificates (RECs) represent the bundle of information that describes the characteristics of renewable electricity generation, and may be (and increasingly are) sold separately from the underlying electricity itself. RECs are a relatively new phenomenon, emerging as a tradable commodity in voluntary markets in the late 1990s, and gaining strength as a means of compliance with various state policy requirements affecting renewable generation in the early 2000s (Holt and Bird 2005). Twenty states and Washington, D.C. now have mandatory renewables portfolio standard (RPS) obligations, and most of these may be satisfied by owning and retiring RECs. Many states also have fuel source and emissions disclosure requirements, for which RECs are useful. Even where state policy does not allow unbundled and fully tradable RECs to meet these requirements, RECs may still be used as an accounting and verification tool (REC tracking systems are in place or under development in many regions of the U.S.). These applications, plus REC trading activity in support of voluntary green claims, give rise to potential ''double counting'' to the extent that the purchaser of the RECs and the purchaser of the underlying electricity both make claims to the renewable energy attributes of the facility in question (Hamrin and Wingate 2003). When renewable electricity is sold and purchased, an important question therefore arises: ''Who owns the RECs created by the generation of renewable energy?'' In voluntary transactions, most agree that the question of REC ownership can and should be negotiated between the buyer and the seller privately, and should be clearly established by contract. Claims about purchasing renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. In these cases, the issue of REC ownership must often be answered by

    The authors provide the degraded criticality information that supports the disposal of spent nuclear fuel (SNF) from the US Department of Energy's (DOE's) Fast Flux Test facility (FFTF) in the potential Monitored Geologic Repository (MGR) at Yucca Mountain. FFTF is one of more than 250 forms of DOE-owned SNF. Because of the variety of the SNF, the National Spent Nuclear Fuel Program has designated nine representative fuel groups for disposal criticality analyses based on fuel matrix, primary fissile isotope, and enrichment. The FFTF fuel is a mixture of uranium and plutonium oxides and is representative of the mixed-oxide fuel (MOX) group. The analyses were performed according to the disposal criticality analysis methodology that was documented in the topical report submitted to the US nuclear Regulatory Commission (YMP/TR-004Q). The methodology includes analyzing the geochemical and physical processes that can breach the waste package and degrade the waste forms. This paper summarizes the results of geochemistry degradation analysis and the criticality calculations using the degradation products.

    An attempt has been made to define the extent to which metabolic flux in central plant metabolism is reflected by changes in the transcriptome and metabolome, based on an analysis of in vitro cultured immature embryos of two oilseed rape (Brassica napus) accessions which contrast for seed lipid accumulation. Metabolic flux analysis (MFA) was used to constrain a flux balance metabolic model which included 671 biochemical and transport reactions within the central metabolism. This highly confident flux information was eventually used for comparative analysis of flux vs. transcript (metabolite). Metabolite profiling succeeded in identifying 79 intermediates within the central metabolism, some of which differed quantitatively between the two accessions and displayed a significant shift corresponding to flux. An RNA-Seq based transcriptome analysis revealed a large number of genes which were differentially transcribed in the two accessions, including some enzymes/proteins active in major metabolic pathways. With a few exceptions, differential activity in the major pathways (glycolysis, TCA cycle, amino acid, and fatty acid synthesis) was not reflected in contrasting abundances of the relevant transcripts. The conclusion was that transcript abundance on its own cannot be used to infer metabolic activity/fluxes in central plant metabolism. Lastly, this limitation needs to be borne in mind in evaluating transcriptome data and designing metabolic engineering experiments.

    Because state-owned oil and gas companies dominate Oil and Gas Journal's list of largest non-US producers, data aren't fully comparable with those of the OGJ300. Many state companies report only production and reserves, with little or no financial data. Companies on the OGJ100, therefore, cannot be ranked by assets or revenues. Instead, they are listed by regions, based on location of corporate headquarters. There was no change in makeup of the top 20 holders of crude oil reserves. These companies' reserves totaled 872.3 billion bbl in 1993. The top 20 non-US companies now control 87.3 % of total world crude oil reserves, according to OGJ estimates. This is up marginally from 87.2 % of total world oil reserves in 1992. The top 20 had 87.7 % of total world reserves in 1991 and 85.5 % in 1990. The table lists company name, total assets, revenues, net income, capital and exploratory expenditures, worldwide oil production, gas production, oil and gas reserves worldwide.

    Reducing health inequities and improving the health of communities require an informed public that is aware of the social determinants of health and how policies and programs have an impact on the health of their communities. People Assessing Their Health (PATH) is a process that uses community-driven health impact assessment to build the capacity of people to become active participants in the decisions that affect the well-being of their community. The PATH process is both a health promotion and a community development approach that builds people's ability to bring critical analysis to a situation and to engage in effective social action to bring about desired change. Because it increases analytical skills and provides communities with their own unique tool to assess the potential impact of projects, programs or policies on the health and well-being of their community it is an empowering process. PATH was originally used in three communities in northeastern Nova Scotia, Canada in 1996 when the Canadian health care system was being restructured to a more decentralized system. Since then it has been used in other communities in Nova Scotia and India. This paper will describe the PATH process and the use of the community health impact assessment as well as the methodology used in the PATH process. The lessons learned from PATH's experiences of building capacity among the community in Canada and India will be presented.

  20. White Paper: Multi-purpose canister (MPC) for DOE-owned spent nuclear fuel (SNF)

    The paper examines the issue, What are the advantages, disadvantages, and other considerations for using the MPC concept as part of the strategy for interim storage and disposal of DOE-owned SNF? The paper is based in part on the results of an evaluation made for the DOE National Spent Fuel Program by the Waste Form Barrier/Canister Team, which is composed of knowledgeable DOE and DOE-contractor personnel. The paper reviews the MPC and DOE SNF status, provides criteria and other considerations applicable to the issue, and presents an evaluation, conclusions, and recommendations. The primary conclusion is that while most of DOE SNF is not currently sufficiently characterized to be sealed into an MPC, the advantages of standardized packages in handling, reduced radiation exposure, and improved human factors should be considered in DOE SNF program planning. While the design of MPCs for DOE SNF are likely premature at this time, the use of canisters should be considered which are consistent with interim storage options and the MPC design envelope.

  2. Growth and stress-induced transformation of zinc blende AlN layers in Al-AlN-TiN multilayers

    We report that AlN nanolayers in sputter deposited {111}Al/AlN/TiN multilayers exhibit the metastable zinc-blende-structure (z-AlN). Based on density function theory calculations, the growth of the z-AlN is ascribed to the kinetically and energetically favored nitridation of the deposited aluminium layer. In situ nanoindentation of the as-deposited {111}Al/AlN/TiN multilayers in a high-resolution transmission electron microscope revealed the z-AlN to wurzite AlN phase transformation through collective glide of Shockley partial dislocations on every two {111} planes of the z-AlN.

Black-Right-Pointing-Pointer Articulating these markets is a strategic challenge for Swedish municipally owned waste management. - Abstract: This paper describes how the business model of two leading Swedish municipally owned solid waste management companies exposes them to four different but related markets: a political market in which their legitimacy as an organization is determined; a waste-as-material market that determines their access to waste as a process input; a technical market in which these companies choose what waste processing technique to use; and a commercial market in which they market their products. Each of these markets has a logic of its own. Managing these logics and articulating the interrelationships between these markets is a key strategic challenge for these companies.

    In order to determine the overall fuel economy of a plug-in hybrid electric vehicle (PHEV), the amount of operation in charge depleting (CD) versus charge sustaining modes must be determined. Mode of operation is predominantly dependent on customer usage of the vehicle and is therefore highly variable. The utility factor (UF) concept was developed to quantify the distance a group of vehicles has traveled or may travel in CD mode. SAE J2841 presents a UF calculation method based on data collected from travel surveys of conventional vehicles. UF estimates have been used in a variety of areas, including the calculation of window sticker fuel economy, policy decisions, and vehicle design determination. The EV Project, a plug-in electric vehicle charging infrastructure demonstration being conducted across the United States, provides the opportunity to determine the real-world UF of a large group of privately owned Chevrolet Volt extended range electric vehicles. Using data collected from Volts enrolled in The EV Project, this paper compares the real-world UF of two groups of Chevrolet Volts to estimated UF's based on J2841. The actual observed fleet utility factors (FUF) for the MY2011/2012 and MY2013 Volt groups studied were observed to be 72% and 74%, respectively. Using the EPA CD ranges, the method prescribed by J2841 estimates a FUF of 65% and 68% for the MY2011/2012 and MY2013 Volt groups, respectively. Volt drivers achieved higher percentages of distance traveled in EV mode for two reasons. First, they had fewer long-distance travel days than drivers in the national travel survey referenced by J2841. Second, they charged more frequently than the J2841 assumption of once per day - drivers of Volts in this study averaged over 1.4 charging events per day. Although actual CD range varied widely as driving conditions varied, the average CD ranges for the two Volt groups studied matched the EPA CD range estimates, so CD range variation did not affect FUF results.

The solvus line between MgAl2O4 and Al2O3 has been dened at 79.6 wt% Al2O3 at 1500C, 83.0 wt% Al2O3 at 1600C, and 86.5 wt% Al2O3 at 1700C.     Environmental assessments and remediation activities are being conducted by the U.S. Department of Energy (DOE) at the Paducah Gaseous Diffusion Plant (PGDP), Paducah, Kentucky. The Oak Ridge Institute for Science and Education (ORISE), a DOE prime contractor, was contracted by the DOE Portsmouth/Paducah Project Office (DOE-PPPO) to conduct radiation dose modeling analyses and derive single radionuclide soil guidelines (soil guidelines) in support of the derivation of Authorized Limits (ALs) for 'DOE-Owned Property Outside the Limited Area' ('Property') at the PGDP. The ORISE evaluation specifically included the area identified by DOE restricted area postings (public use access restrictions) and areas licensed by DOE to the West Kentucky Wildlife Management Area (WKWMA). The licensed areas are available without restriction to the general public for a variety of (primarily) recreational uses. Relevant receptors impacting current and reasonably anticipated future use activities were evaluated. In support of soil guideline derivation, a Conceptual Site Model (CSM) was developed. The CSM listed radiation and contamination sources, release mechanisms, transport media, representative exposure pathways from residual radioactivity, and a total of three receptors (under present and future use scenarios). Plausible receptors included a Resident Farmer, Recreational User, and Wildlife Worker. single radionuclide soil guidelines (outputs specified by the software modeling code) were generated for three receptors and thirteen targeted radionuclides. These soil guidelines were based on satisfying the project dose constraints. For comparison, soil guidelines applicable to the basic radiation public dose limit of 100 mrem/yr were generated. Single radionuclide soil guidelines from the most limiting (restrictive) receptor based on a target dose constraint of 25 mrem/yr were then rounded and identified as the derived soil guidelines.     Only in the last few years has progress been made in obtaining reproducible mechanical properties data for FeAl. Two sets of observations are the foundation of this progress. The first is that the large vacancy concentrations that exist in FeAl at high temperature are easily retained at low temperature and that these strongly affect the low-temperature mechanical properties. The second is that RT ductility is adversely affected by water vapor. Purpose of this paper is not to present a comprehensive overview of the mechanical properties of FeAl but rather to highlight our understanding of key phenomena and to show how an understanding of the factors which control the yield strength and fracture behavior has followed the discovery of the above two effects. 87 refs, 9 figs.

  4. Final Technical Report. Sault Tribe Building Efficiency Audits of Tribally-Owned Governmental Buildings and Residential Tribal Housing

    The Tribe is working to reduce energy consumption and expense in Tribally-owned governmental buildings and low income housing sites. In 2009, the Tribe applied to the U. S. Department of Energy for funding to conduct energy audits of Tribally-owned governmental buildings. Findings from the energy audits would define the extent and types of energy efficiency improvements needed, establish a basis for energy priorities, strategies and action plans, and provide a benchmark for measuring improvements from energy efficiency implementations. In 2010, the DOE awarded a grant in the amount of $95,238 to the Tribe to fund the energy audits of nine governmental buildings and to pay for travel expenses associated with attendance and participation at the DOE annual program reviews. In 2011, the Tribe applied for and was awarded a DOE grant in the amount of $75,509 to conduct energy audits of the remaining 30 Tribally-owned governmental buildings. Repeating mobilization steps performed during the first DOE energy audits grant, the Tribe initiated the second round of governmental building energy audits by completing energy auditor procurement. The selected energy auditor successfully passed DOE debarment and Sault Tribe background clearances. The energy audits contract was awarded to U. P. Engineers and Architects, Inc. of Sault Ste. Marie, Michigan. The Tribe continued mobilizing for the energy audits by providing the energy auditor with one year of electric, gas and water utility invoice copies per building, as well as supplemental building information, such as operating hours. The Tribe also contacted building occupants to coordinate scheduling for the on-site energy audit inspections and arranged for facilities management personnel to guide the energy auditor through the buildings and answer questions regarding building systems.

    We present structural and optical studies of AlGaN sections and AlGaN/AlN nanodisks (NDs) in nanowires grown by plasma-assisted molecular beam epitaxy. The Al-Ga intermixing at Al(Ga)N/GaN interfaces and the chemical inhomogeneity in AlGaN NDs evidenced by scanning transmission electron microscopy are attributed to the strain relaxation process. This interpretation is supported by the three-dimensional strain distribution calculated by minimizing the elastic energy in the structure. The alloy inhomogeneity increases with the Al content, leading to enhanced carrier localization signatures in the luminescence characteristics, i.e., red shift of the emission, s-shaped temperature dependence, and linewidth broadening. Despite these effects, the emission energy of AlGaN/AlN NDs can be tuned in the 240350?nm range with internal quantum efficiencies around 30%.

    Ductile Ni{sub 3}Al and Ni{sub 3}Al-based alloys have been identified for a range of applications. These applications require the use of material in a variety of product forms such as sheet, plate, bar, wire, tubing, piping, and castings. Although significant progress has been made in the melting, casting, and near-net-shape forming of nickel aluminides, some issues still remain. These include the need for: (1) high-strength castable composition for many applications that have been identified; (2) castability (mold type, fluidity, hot-shortness, porosity, etc.); (3) weld reparability of castings; and (4) workability of cast or powder metallurgy product to sheet, bar, and wire. The four issues listed above can be {open_quotes}show stoppers{close_quotes} for the commercial application of nickel aluminides. This report describes the work completed to address some of these issues during FY 1996.

    At Lawrence Livermore National Laboratory (LLNL) particular emphasis is being placed on the nondestructive characterization (NDC) of components, subassemblies and assemblies of millimeter-size extent with micrometer-size features (mesoscale). These mesoscale objects include materials that vary widely in composition, density, geometry and embedded features. Characterizing these mesoscale objects is critical for corroborating the physics codes that underlie LLNL's Stockpile Stewardship mission. In this report we present results from our efforts to quantitatively characterize the performance of several x-ray systems in an effort to benchmark existing systems and to determine which systems may have the best potential for our mesoscale imaging needs. Several different x-ray digital radiography (DR) and computed tomography (CT) systems exist that may be applicable to our mesoscale object characterization requirements, including microfocus and synchrotron systems. The systems we have benchmarked include KCAT (LLNL developed) and Xradia {mu}XCT (Xradia, Inc., Concord, CA), both microfocus systems, and Beamline 1-ID at the Advance Photon Source (APS) and the Tomography Beamline at the Advanced Light Source (ALS), both synchrotron based systems. The ALS Tomography Beamline is a new installation, and the data presented and analyzed here is some of the first to be acquired at the facility. It is important to note that the ALS system had not yet been optimized at the time we acquired data. Results for each of these systems has been independently documented elsewhere. In this report we summarize and compare the characterization results for these systems.

Palm Springs Recycling Center, Inc.), and held that the California Integrated Waste Management Act of 1989 does not allow an exclusive franchise for the collection of recyclables not discarded by their owner.'' This ends a three-year slugfest between secondary materials processors in the state and municipalities and their franchised garbage haulers who also collect and process recyclables as part of their exclusive arrangement. Central to this nationally-watched litigation is a most fundamental question in waste management: at what point in time do articles in the solid waste stream become actual or potentially valuable secondary materials

  2. Microstructure evolution of Al/Mg butt joints welded by gas tungsten arc with Zn filler metal

    Based on the idea of alloying welding seam, Gas tungsten arc welding method with pure Zn filler metal was chosen to join Mg alloy and Al alloy. The microstructures, phases, element distribution and fracture morphology of welding seams were examined. The results indicate that there was a transitional zone in the width of 80-100 {mu}m between the Mg alloy substrate and fusion zone. The fusion zone was mainly composed of MgZn{sub 2}, Zn-based solid solution and Al-based solid solution. The welding seam presented distinct morphology in different location owning to the quite high cooling rate of the molten pool. The addition of Zn metal could prevent the formation of Mg-Al intermetallics and form the alloyed welding seam during welding. Therefore, the tensile strengths of joints have been significantly improved compared with those of gas tungsten arc welded joints without Zn metal added. Highlights: Black-Right-Pointing-Pointer Mg alloy AZ31B and Al alloy 6061 are welded successfully. Black-Right-Pointing-Pointer Zinc wire is employed as a filler metal to form the alloyed welding seam. Black-Right-Pointing-Pointer An alloyed welding seam is benefit for improving of the joint tensile strength.

    One or more embodiments relates to an MCrAlY bond coat comprising an MCrAlY layer in contact with a Y--Al.sub.2O.sub.3 layer. The MCrAlY layer is comprised of a .gamma.-M solid solution, a .beta.-MAl intermetallic phase, and Y-type intermetallics. The Y--Al.sub.2O.sub.3 layer is comprised of Yttrium atoms coordinated with oxygen atoms comprising the Al.sub.2O.sub.3 lattice. Both the MCrAlY layer and the Y--Al.sub.2O.sub.3 layer have a substantial absence of Y--Al oxides, providing advantage in the maintainability of the Yttrium reservoir within the MCrAlY bulk. The MCrAlY bond coat may be fabricated through application of a Y.sub.2O.sub.3 paste to an MCrAlY material, followed by heating in a non-oxidizing environment.
