    AK Steel`s (formerly Armco) BOF shop was using a static precipitator for the primary collection. The system was designed for full combustion in the gas collecting hoods. No secondary dust collection was in place. A detailed study on alternative solutions led to a completely different system in 1990, and an order was awarded to Mannesmann Demag Corp. (MDC) in Dec. 1990. The new gas collection system is using suppressed combustion with the capability to collect Co at a later stage. The gas cleaning uses the Mannesmann Demag Baumco scrubber with a venturi throat for gas flow control. All auxiliary components, water treatment plant, electric substations and sludge handling were designed and supplied by MDC. The secondary dust collection covers the hot metal and scrap charging into the BOF`s, reladling, desulfurization and deslagging by a pulse jet baghouse. All emission limits set by the EPA and guaranteed by MDC have been met by the systems installed.

    In 2008, Air Products and Chemicals, Inc. (Air Products) began development of a project to beneficially utilize waste blast furnace topgas generated in the course of the iron-making process at AK Steel Corporations Middletown, Ohio works. In early 2010, Air Products was awarded DOE Assistance Agreement DE-EE002736 to further develop and build the combined-cycle power generation facility. In June 2012, Air Products and AK Steel Corporation terminated work when it was determined that the project would not be economically viable at that time nor in the foreseeable future. The project would have achieved the FOA-0000044 Statement of Project Objectives by demonstrating, at a commercial scale, the technology to capture, treat, and convert blast furnace topgas into electric power and thermal energy.

    The Alaska Arctic Vegetation Archive (AVA-AK, GIVD-ID: NA-US-014) is a free, publically available database archive of vegetation-plot data from the Arctic tundra region of northern Alaska. The archive currently contains 24 datasets with 3,026 non-overlapping plots. Of these, 74% have geolocation data with 25-m or better precision. Species cover data and header data are stored in a Turboveg database. A standardized Pan Arctic Species List provides a consistent nomenclature for vascular plants, bryophytes, and lichens in the archive. A web-based online Alaska Arctic Geoecological Atlas (AGA-AK) allows viewing and downloading the species data in a variety of formats, and providesmore » access to a wide variety of ancillary data. We conducted a preliminary cluster analysis of the first 16 datasets (1,613 plots) to examine how the spectrum of derived clusters is related to the suite of datasets, habitat types, and environmental gradients. Here, we present the contents of the archive, assess its strengths and weaknesses, and provide three supplementary files that include the data dictionary, a list of habitat types, an overview of the datasets, and details of the cluster analysis.« less

    We analyze new, high quality multicolor light curves of four overcontact binaries: AK Her, HI Dra, V1128 Tau, and V2612 Oph, and determine their orbital and physical parameters using the modeling program of G. Djurasevic and recently published results of radial velocity studies. The achieved precision in absolute masses is between 10% and 20%, and the precision in absolute radii is between 5% and 10%. All four systems are W UMa-type binaries with bright or dark spots indicative of mass and energy transfer or surface activity. We estimate the distances and the ages of the systems using the luminosities computed through our analysis, and perform an O – C study for V1128 Tau, which reveals a complex period variation that can be interpreted in terms of mass loss/exchange and either the presence of the third body, or the magnetic activity on one of the components. We conclude that further observations of these systems are needed to deepen our understanding of their nature and variability.

    This document is a compilation of the characterization data for the TRISO-coated surrogate particle batch designated ZrO2-500-AK2 that was produced at Oak Ridge National Laboratory (ORNL) as part of the Advanced Gas Reactor Fuel Development and Qualification (AGR) program. The ZrO2-500-AK2 material contains nominally 500 {micro}m kernels of yttria-stabilized zirconia (YSZ) coated with all TRISO layers (buffer, inner pyrocarbon, silicon carbide, and outer pyrocarbon). The ZrO2-500-AK2 material was created for: (1) irradiation testing in the High Flux Isotope Reactor (HFIR) and (2) limited dissemination to laboratories as deemed appropriate to the AGR program. This material was created midway into a TRISO fuel development program to accommodate a sudden opportunity to perform irradiation testing on surrogate material. While the layer deposition processes were chosen based on the best technical understanding at the time, technical progress at ORNL has led to an evolution in the perceived optimal deposition conditions since the createion of ZrO2-500-AK2. Thus, ZrO2-500-AK2 contains a reasonable TRISO microstructure, but does differ significanly from currently produced TRISO surrogates and fuel at ORNL. In this document, characterization data of the ZrO2-500-AK2 surrogate includes: size, shape, coating thickness, and density.

    I attended the meeting yesterday in Hartford, Conn. I thank you for the opportunity to speak during the public comment period. I thanked the moderator, Fred Hanson, for bringing up the option of Conservation and Energy Efficiency to the last panel. The following are the comments I presented. I would first like to say that the Northeast does not have an energy supply problem. The problem that we have is a demand/supply issue. If the problem is only referred to as a supply problem then only supply solutions will be looked at. When we talk about meeting our energy needs, the conversation should start with: 1st Conservation 2nd Energy Efficiency …..and if we have a concern about Climate Change 3rd Renewables 4th Polluting technologies such as Fossil Fuels and Nuclear If we do not implement this list in the above order we will leave a very different climate and a planet that is difficult to live on for our children. I would next like to illustrate the power of Conservation, Energy Efficiency and Renewables. Two years ago my wife and I had the good fortune to be chosen to participate in the National Grid Deep Energy Retrofit Pilot Program. Thank you to National Grid and the state of Massachusetts. By super insulating and air sealing our house, installing an air-source heat pump and a 2.4kW solar system, along with practicing conservation, our total energy bill for last year was $60, which equals 300 pounds of CO2 equivalent. This includes this past winter with its "polar vortex". Conservation, Efficiency and Renewables have been mentioned by a few of the presenters today. We need to bring Conservation, Efficiency and Renewables to center stage to solve our energy needs. Recommendations: 1. Institute to a greater extent "Peak Load Shaving". 2. Make it mandatory that all buildings that are built are Zero Net Energy or Zero Plus Energy. 3. Institute a more aggressive "Time of Use" Electric and Gas Metering System that Mr Reilly of the Vermont Electric Power Company

    On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

    DOE has issued the Draft Uranium Leasing Program Programmatic Environmental Impact Statement (ULP PEIS)(DOE/EIS-0472D) for public review and comment. The public comment period ends May 16, 2013. Under the Uranium Leasing Program, the DOE Office of Legacy Management administers 31 tracts of land in Mesa, Montrose, and San Miguel counties that are leased to private entities to mine uranium and vanadium. The program covers an area of approximately 25,000 acres. No mining operations are active on the ULP lands at this time. DOE is preparing the ULP PEIS to analyze the reasonably foreseeable potential environmental impacts, including the site-specific and cumulative impacts, of the range of selected alternatives for managing the program.

    On July 9, 2015, the Office of Electricity Delivery and Energy Reliability issued a Request for Information (RFI), asking for comments on the possible establishment of a reserve of large power transformers that would support the nation’s bulk power system. On September 23, 2015, the Office of Electricity Delivery and Energy Reliability reopened the comment period for a period of 14 days. Large power transformers (LPTs), which are a critical component of the power grid, are a concern because transformer failures can interrupt electricity service to a large number of customers and replacing one quickly could be difficult. The RFI responded to the recommendation in the Energy Department’s Quadrennial Energy Review to evaluate a national initiative to mitigate the risks associated with the loss of transformers.     Lung cancer is the most common form of cancer throughout the world. The specific targeting of long noncoding RNAs (lncRNAs) by resveratrol opened a new avenue for cancer chemoprevention. In this study, we found that 21 lncRNAs were upregulated and 19 lncRNAs were downregulated in lung cancer A549 cells with 25 μmol/L resveratrol treatment determined by microarray analysis. AK001796, the lncRNA with the most clearly altered expression, was overexpressed in lung cancer tissues and cell lines, but its expression was downregulated in resveratrol-treated lung cancer cells. By monitoring cell proliferation and growth in vitro and tumor growth in vivo, we observed a significant reduction in cell viability in lung cancer cells and a slow growth in the tumorigenesis following AK001796 knockdown. We also found that AK001796 knockdown caused a cell-cycle arrest, with significant increases in the percentage of cells in G{sub 0}/G{sub 1} in lung cancer cells. By using cell cycle pathway-specific PCR arrays, we detected changes in a number of cell cycle-related genes related to lncRNA AK001796 knockdown. We further investigated whether AK001796 participated in the anticancer effect of resveratrol and the results showed that reduced lncRNA AK001796 level potentially impaired the inhibitory effect of resveratrol on cell proliferation. To our knowledge, this is the first study to report the changes in an lncRNA expression profile induced by resveratrol in lung cancer. - Highlights: • LncRNA AK001796 played an oncogenic role in lung carcinogenesis. • LncRNA AK001796 was downregulated in resveratrol-treated lung cancer cells. • LncRNA AK001796 was involved in the inhibition of cell growth by resveratrol.

    Proposal for Conservation Reward Rate for Electricity First of all, thank you for the time you are taking to hear from the public along with the industry and government officials in this critical matter. I attended the public hearing in Hartford CT two days ago and was able to comment on parts of what we are proposing here. We are writing to open a conversation with you about a proposal that we have been discussing in our past meetings. We would like to see you initiate legislation that would mandate a "stepped rate" for electricity, under which consumers who used less would pay a lower rate per kilowatt hour than those who used more. Background North Quabbin Energy is a community group from the nine North Quabbin towns in north central Massachusetts that focuses on education and local action relating to ways to conserve energy and support local and regional enterprises that reduce our dependence on imported resources. The towns are Athol, Orange, Petersham, Royalston, Warwick, Wendell, New Salem, Erving and Phillipston. Our members include representatives from the appointed Energy Committees of these towns. For the past six years, we have participated in many different types of events and activities, always with an emphasis on the idea that the single best way to address the high financial, social, and environmental costs of our current energy use patterns is to consume less energy in the first place. What we have discovered in our community work is that most people seem aware of the reasons for conserving energy (lowering greenhouse gas emissions, saving money, reducing dependence on oil and other imported resources, etc.). Many are also knowledgeable about the basic weatherization and conservation strategies that utilities, municipalities, and community groups like ours try to promote (for example, adding insulation to homes, turning thermostats down, or using fluorescent or LED lighting rather than incandescent bulbs). Unfortunately there is little relationship between water operations and power generation in decisions involving the Federal hydropower facilities located in California. Power is the lowest priority of the various project purposes met by the Federal projects and does not receive consideration in short term and long term planning. Water only flows through Federal power plants while it is being released by the dams to meet other project purposes.

    Good morning. I wanted to follow up on our discussion regarding Section 4.4 of the briefing document used for the QER event on Energy Infrastructure Financing. Per my earlier comments, information in that section does not accurately reflect the business model of pipelines, and particularly for the "midstream" sector, or those gathering and processing activities and intrastate pipelines. Further, it does not accurately describe the "utility" designation of these lines or how or why these designations are used. It is also important to note that the reference to "take-or-pay" contracts is particularly concerning as those types of contracts are prohibited in many states as I understand it. I have attached an updated redline version of that section that addresses the issues. I would be more than happy to work with someone to correct the language if the suggested language does not work for any reason. Thank you for your consideration of the comments and proposed changes.     Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     I agree with the authors regarding their comments on the Donnelly-Glaberson instability for such helical filaments as those obtained in my paper. I also find merit in their derivation of the quantum LIA (local induction approximation) in the manner of the LIA of Boffetta et al. However, I disagree with the primary criticisms of Hietala and Hnninen. In particular, though they suggest LIA and local nonlinear equation modes are not comparable since the former class of models contains superfluid friction parameters, note that since these parameters are small one may take them to zero and consider a qualitative comparison of the models (which is what was done in my paper). Second, while Hietala and Hnninen criticize certain assumptions made in my paper (and the paper of Shivamoggi where the model comes from) since the results break-down when Ak ? ?, note that in my paper I state that any deviations from the central axis along which the filament is aligned must be sufficiently bounded in variation. Therefore, it was already acknowledged that Ak(=|?{sub x}|) should be sufficiently bounded, precluding the Ak ? ? case. I also show that, despite what Hietala and Hnninen claim, the dispersion relation obtained in my paper is consistent with LIA, where applicable. Finally, while Hietala and Hnninen claim that the dispersion parameter should be complex valued, I show that their dispersion relation is wrong, since it was derived incorrectly (they assume the complex modulus of the potential function is constant, yet then use this to obtain a potential function with non-constant modulus)

    Hello, I have several comments regarding the hearing and document put together regarding infrastructure constraints in New England. 1. Why did the document not discuss the waste and losses of natural gas through existing pipeline leaks? The most cost-effective carbon savings within New England is to repair existing natural gas leaks. If we invested our dollars to upgrade existing transmission, storage and distribution capacity in New England we would not need additional gas pipelines and we'd help protect out health and the environment. These infrastructure improvements should be completed before creating more environmental damage and disruption to additional communities. 2. The best way to encourage investment in infrastructure that will address vulnerabilities is to encourage local energy production - continue to expand local solar panel use (on houses, store roofs and larger systems) and encourage continued development of alternative wind turbines that do not have the environmental and community impacts as the large turbines so that they can be cited near the electric demand. We need to take responsibility for the energy that we use. That means understanding how to generate our own electricity, and promoting conservation and energy efficiency throughout New England. 3. Tennessee Gas is proposing a new gas pipeline across the northern tier of Massachusetts. Why are they not expanding their existing infrastructure that already runs across the southern tier of the state? They already have the rights-of-way and infrastructure in place. The company has not been forthcoming with answers, which sows seeds of distrust. If the company, and federal and state regulators want to increase pipeline capacity then answers to reasonable questions need to be given. AND the public needs to have more than ONE WEEK to provide questions. 4. The Tennessee Gas Pipeline proposed for the northern tier of Massachusetts targets existing conservation infrastructure that was protected for a

    Hello, The notice for the April 21 meeting was too short. The April 15 letter just found its way to me. I hope that there will be more such focused meetings in the not too distant future. If possible, please add me to your notification email list for such meetings. Comments: There is increasing conern over the routing and purpose of additional Natural Gas Pipelines in Massachusetts. There is skepticism that the pipelines will be used for export and that the any improvement in the Energy supply for New England will be shortlived due to a rapid depletion of reserves. In other words, why tear up the landscape with little benefit to the region. If the pipelines are contructed, can a restraint be placed on them to prevent export? Have the impacts of leaks and fires been properly considered? New England has heavily forrested areas and we have been having more frequent exteremly dry summers. At least one pipeline route has been suggested that would run through large wooded areas. A pipeline initiated fire would be devestating. Sincerely, Jim Bennett

    Dear Sir/Madam: Please oppose the Northeast Expansion of the Tennessee Gas Pipeline. For reasons having to do with climate change, which I don't need to explain to you, it is not in our interest to be enabling further carbon combustion here or anywhere else in the world. Natural gas is not needed in Mass. as a "bridge" fuel. Mass. is making good progress toward lowering CO2 emissions, and with continued declines in the cost of photovoltaic installations, changes in net meter regulations, and expansion of offshore wind power, Mass. can produce enough renewable energy to replace the electric power lost from the closure of coal-fired plants. To the extent that gas through the proposed pipeline will be exported, I see no reason for Mass. to bear the burden of providing natural gas to China and others. The pipeline would inevitably go through wetlands, conservation land, land trust land, and agriculturally restricted land, which owners, donors, and taxpayers have gone to great lengths and expense over the generations to protect. All of this would be undone and wasted, merely so Kinder Morgan could increase its bottom line. We'd be paying the price and they would be reaping the profit. Federal approvals for the project should be withheld. Thank you for allowing me to comment.     To Whom It May Concern: I want to state upfront that my name is the only thing I want disclosed in my comments--please do not disclose my address or any other personal contact information to the extent to the law. I attended the QER in North Dakota, and want to thank the entire delegation for coming to North Dakota. I found it very interesting and informative. I would like to support the basic idea of a complete energy package that includes oil, coal, wind, solar and bio-fuels. I understand that coal and oil are under a lot of scrutiny for environmental affects. However, we (as a country) are not in a position to stop the use of any of our energy resources. At this point in time, to do so, in my opinion, would be harmful to our country's national security. I feel the dramatic mandates being placed on coal to make other energy resources competitive, is counter-intuitive to national security and future development of alternative energy resources. North Dakota has lead the nation in environmental strategies for clean air, clean water, and clean environment. We also produce a lot of energy from coal. I think the national energy policy should take common sense steps towards the national energy policy that includes all energy resources, instead of knee-jerk reactions from misunderstood and lop-sided actions.     To the Energy Review Task Force, I am a resident of Boston and also have property in Cummington, Mass. I am commenting specifically on a proposed gas pipeline by Kinder Morgan through the state of Massachusetts, but also generically on energy policy in New England. I am against building another gas pipeline in Massachusetts. The environmental and ecological risk of running a high pressure gas pipeline through conservation land, pristine nature, important water reservoirs, and residents farms and properties is great, and not where we as stewards of the earth should be putting our efforts. We should heed the findings that climate change is upon us and to the recommendations that we must curtail global warming emissions (like methane) and promote and support renewable energy. We should pay attention to recent independent findings that hydraulic fracturing has serious environmental problems, contributes to global warming, is harming water supplies, causes earthquakes, and is not a safe, secure, renewable method of obtaining energy. In summary, as leaders in environmental policy, we in New England should not be encouraging the production of fracked gas by building a conduit for that gas through our states. Laurel Greenberg

    Parashar [Phys. Plasmas 16, 093106 (2009)] studied the Raman backscattering of electromagnetic waves from nanoparticle lattice. We have demonstrated that the uncoupled dispersion curves have incorrect cutoff frequencies and the electromagnetic dispersion curves do not have correct asymptotic behavior at large frequencies. It has been shown that Parashar obtained an incorrect diagram of the growth rate for which the pump wave frequency goes below the cutoff frequency of the electromagnetic wave. Correct diagrams for the Raman backscattering as well as forward scattering are presented. It has been shown that backscattering has a larger maximum growth rate. We also found no instability if scattered radiation belongs to the lower branch of the dispersion curves.

    This report summarizes public participation in the environmental scoping process for the Puget Sound Reinforcement Project, a Bonneville Power Administration (BPA) and Puget Sound area utilities study of voltage stability in northwestern Washington state. The environmental scoping phase of the Puget Sound project consisted of a series of public meetings and a public comment period. The content of these meetings is summarized in 2.0, Public Involvement. In 3.0, Comment Summary, the report summarizes comments received via meetings, mail and phone. The report ends with a description of the next steps in the project. Chapter 4.0, describes the decision process to be used by BPA and area utilities. Chapter 5.0 describes opportunities for public participation in decisions to be made about the future reliability of Puget Sound's electricity supply.

    The Department of Energy (DOE) prepared this document to respond to comments from the State of Colorado and the public on the draft Environmental Assessment (EA) for the Resumption of Thermal Stabilization of Plutonium Oxide in Building 707 at the Rocky Flats Plant (RFP) in Golden, Colorado. The draft EA was provided to the State of Colorado and the public on September 8, 1993, for a comment period of 60 days. The Department`s National Environmental Policy Act (NEPA) Implementing Procedures (10 Code of Federal Regulations [CFR] 1021.301) requires that prior to approval of the EA, DOE is to allow the host State and Indian Tribe a period of from 14 to 30 days to review and comment on the EA. The Department established a comment period of 60 days for this EA in response to requests by the public during the first public meeting on July 7, 1993, before preparation of the EA. Other issues raised at the July 7 meeting included the range of alternatives to be considered, the time period for preparation of the EA, and the amount of material to be thermally stabilized. These and other comments made by the public at that meeting were carefully considered in preparation of the EA. In addition to providing the preapproval draft EA to the State of Colorado, DOE distributed the EA to all persons and groups on the RFP public information mailing list and placed the EA and reference documents in the DOE Public Reading Rooms in the RFP area. A public meeting was held on October 6, 1993, to hear public comments on the draft EA. All comments on the draft EA, those received both at the October 6 public meeting and through correspondence, have been reproduced in their entirety in this Response to Comments document. Responses to the commenters` questions and concerns are provided, and changes made to the body of the EA are indicated in the responses. All comments received have been considered in the revision of the EA.

With only four working days advanced notice of this event we find it difficult to believe that any real effort has been made on your part to reach out to the public for their input. Be that as it may, we want to take this opportunity to comment on the very subject of this meeting. The only true energy related "Infrastructure constraints" we are aware of here in New England are those experienced by corporate entities who seek to export our precious resources to other nations for profit. This, of course, is not at all in the public's interest. Certainly you recall all the efforts our goverment put into establishing "Energy Independence"? That phrase has, and continues to be the watchword heard throughout our nation. Why now, when so-called "Energy Independence" has yet to be established, would we choose to enable private corporations to export gas and oil to other countries at our expense? Further, why is it that corporations and their supporters in government are not actively seeking to repair the massive and dangerous leaks in our existing pipelines? How can corporations and government agencies who reportedly oversee energy corporations even consider building new pipelines when the existing ones are in so need of repair? With this in mind, the only "constraints" we are aware of are the lack of constraints on energy corporations run amok, forever seeking more profits at the expense of the public good. Please recall your mission: "The mission of the Energy Department is to ensure America's security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions." Such security is only possible if we plan ahead for future generations in the midst of the Climate Crisis. Selling off our energy resources to other nations until they are depleted is not in

    Stimulated by the recent discovery of the 1 yr recurrence period nova M31N 2008-12a, we examined the shortest recurrence periods of hydrogen shell flashes on mass-accreting white dwarfs (WDs). We discuss the mechanism that yields a finite minimum recurrence period for a given WD mass. Calculating the unstable flashes for various WD masses and mass accretion rates, we identified a shortest recurrence period of about two months for a non-rotating 1.38 M {sub ?} WD with a mass accretion rate of 3.6 10{sup 7} M {sub ?} yr{sup 1}. A 1 yr recurrence period is realized for very massive (? 1.3 M {sub ?}) WDs with very high accretion rates (? 1.5 10{sup 7} M {sub ?} yr{sup 1}). We revised our stability limit of hydrogen shell burning, which will be useful for binary evolution calculations toward Type Ia supernovae.
