  1. Experiences with energy prices in a deregulated market

    The energy market was deregulated in Colombia back in 1994. Since then, an increasing share of energy has been traded at prices dictated essentially by market considerations, not always coherent with sound technical and commercial practices. This paper is based on the author`s experiences with the negotiation of a number of contracts for energy purchase between 1994 and 1997. It starts with a brief presentation of the Colombian power system, the key players and the structure of energy prices before the market was deregulated. An overview of the conditions that led to power shortages in 1992 is included. The document continues with the description of the operation of the Colombian deregulated energy market, as well as the available contracts and energy transactions. Then, the evolution of the energy bid prices submitted by different generating companies during the period 1994--1997 is developed in detail. The final part of the paper discusses the effects of the energy prices in the operation of the system; the financial impact for IPPs; the economic signals given to the market; and the overall performance of the national power system.

  2. The implications of deregulation for biomass and renewable energy in California

    California has been leading the nation down the path of electric utility deregulation, beginning with the April 1994, California Public Utilities Commission`s (CPUC) Blue Book restructuring proposal. The road for renewable energy producers has been particularly rocky, leaving the future of renewable energy production very much in doubt. The original CPUC proposal provided for competition among generating sources on the basis of price alone, without regard for environmental considerations. The California legislature took up electric utility deregulation legislation during 1996, culminating in AB 1890, California`s landmark restructuring legislation, which was passed unanimously by the Senate and Assembly, and signed into law by the governor on September 28, 1996. AB 1890 assigned to the California Energy Commission (CEC) the task of determining how to allocate the renewables transition funds between existing and new renewable generating sources, and among the various renewable energy technologies that are available for deployment in California. The California Environmental Protection Agency (Cal/EPA) was assigned the task of reporting to the legislature about the specific benefits provided by biomass energy production in California, and about policies that could shift some of the cost of biomass energy production away from the electric ratepayer, on to beneficiaries of the environmental benefits of biomass energy production. This study describes the development of the CEC and Cal/EPA reports to the California legislature, and provides an analysis of the major issues that were encountered during the course of their development. The study concludes with a consideration of the future prospects for biomass and renewable energy production in the state.

    Major changes in the law governing the electric industry are underway, fundamentally altering how the generation and sale of electric power is regulated and how electric power is marketed in the United States. Legislative and regulatory initiatives promoting competition will create a variety of opportunities, and commensurate risks, for power generators, marketers, brokers, sellers, and purchasers. To succeed in the new marketplace, suppliers of renewable energy must understand the changes occurring on the state and federal levels, and position themselves to take advantage of the opportunities available. In this environment, monitoring and participating in state and federal legislative and regulatory efforts will be crucial for maximizing opportunities for wind energy.

Three major questions are examined: (1) policies and institutions required to ensure a free market, (2) allocation of stranded assets and ensuring that consumers benefit from restructuring, and (3) continuation of collateral utility activities such as low income program investments, energy efficiency, and renewable energy use. Types of policy options under consideration are reviewed, and potential state and federal roles are described.

    The airline industry is a high-risk endeavor. Tens of thousands of flights depart each day carrying millions of passengers with the potential for catastrophic consequences. To manage and mitigate this risk, airline operators, labor unions, and the Federal Aviation Administration have developed a partnership approach to improving safety. This partnership includes cooperative programs such as the Aviation Safety Action Partnership and the Flight Operational Quality Assurance. It also involves concentrating on the key aspects of aircraft maintenance reliability and employee training. This report discusses recent enhancements within the airline industry in the areas of proactive safety programs and the move toward safety management systems that will drive improvements in the future.

    Training is crucial to the success of any organization. It is also expensive, with some estimates exceeding $50 billion annually spent on training by U.S. corporations. Nuclear training, like that of many other highly technical organizations, is both crucial and costly. It is unlikely that the amount of training can be significantly reduced. If anything, current trends indicate that training needs will probably increase as the industry and workforce ages and changes. With the advent of energy deregulation in the United States, greater pressures will surface to make the costs of energy more cost-competitive. This in turn will drive businesses to more closely examine existing costs and find ways to do things in a more cost-effective way. The commercial nuclear industry will be no exception, and nuclear training will be equally affected. It is time for nuclear training and indeed the entire nuclear industry to begin using more aggressive techniques to reduce costs. This includes the need for nuclear training to find alternatives to traditional methods for the delivery of cost-effective high-quality training that meets regulatory requirements and produces well-qualified personnel capable of working in an efficient and safe manner. Computer-based and/or Web-based training are leading emerging technologies.

    This Article explores the evolution of a new regulatory model in the United States. The deregulation movement has produced {open_quotes}a reduction or substantial elimination of regulatory constraints whose scope is unprecedented in modern American history.{close_quotes} The Article uses natural-gas deregulation to consider the extent and nature of the agency oversight still needed in deregulated markets whose performance deeply affects the public interest. Natural-gas deregulation is a good test case for several reasons. One is that gas deregulation is widely viewed as a successful process. The gas example has become a major piece of evidence in the debate over government intervention into economic activity. Trends in natural gas have great symbolic importance because gas distribution has been viewed as an archetypal natural monopoly since the last century. Many now view the natural gas experience as proof that the state can leave even many components of monopolized industries to the market without encouraging abuses of power. Second, large parts of the industry have been completely deregulated. Thus natural gas offers a strong test for the implications of returning realms of activity entirely to the market. Total deregulation should make it easier to spot abuses. Third, institutional as well as cultural reasons (i.e., the Federal Energy Regulatory Commission (FERC) also has jurisdiction over interstate electricity) ensure that reforms like open-access and unbundling will be applied to other industries, starting with electricity. An imitative intrastate deregulation is rippling through the state-regulated local distribution systems in both industries. Finally, natural gas is a good case study because there is a detailed public record, with clearly articulated differences, for each step of deregulation. Congress laboriously debated the first step, the Natural Gas Policy Act (NGPA). 323 refs.

  13. Unbundling the electric capacity price in a deregulated commodity market

    In a deregulated, unbundled market, capacity has value separate from energy. The exact price will reflect the cost of a gas-fired combustion turbine. Energy values alone will not suffice to estimate the firm price for electric power. The lack of quotable, unbundled capacity prices creates uncertainty, especially given the direction taken by the Federal Energy Regulatory Commission in its March 1995 Notice of Proposed Rulemaking on stranded investment and open-access electric transmission. What conclusions can be drawn from the current regime that might paint a picture of tomorrow`s market?

The competition that is contemplated for the electric power industry is, of course, in the market for electric generation. But what has not been much addressed is the crucial circumstance that electric generation has never before operated in a competitive environment. And little of the discussion has looked to experience in other regulated industries that have been deregulated and where there is abundant evidence of the kind of structural change that typically follows upon deregulation.

  15. Deregulation-restructuring: Evidence for individual industries

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

    Cogeneration due to potentially high efficiency can be very competitive in a deregulated market. Cogeneration can achieve extremely high levels of thermal efficiency, much higher than the most advanced and sophisticated combined cycle power plants generating only electric power. Thermal efficiency is one of the key factors in determining the power plant economics and feasibility. High efficiency means a lesser amount of fuel is used to generate the same amount of energy. In turn, burning a lesser amount of fuel means that fewer pollutants will be emitted. The paper first describes cogeneration plants, then discusses the importance of thermal load availability, cogeneration and distributed generation and other issues affecting cogeneration.

    The utility no longer has protected status, and the traditional franchise concept is under attack. State by state, the utilities` franchise is being examined to see which, if any, of its provisions are necessary in a deregulated environment. Can the free market provide everything that`s been provided for many years under monopolistic arrangements? Some of the most critical and difficult of these provisions concern the obligation to serve, which utilities, in most states, have assumed as part of their franchise agreement. Regulators, courts, utilities, marketers and others are busy sorting through these issues, but resolution could take years. The paper discusses deregulation, universal service fee, representation without taxation, suppliers and marketer restrictions.

    Not so long ago, in the good old days, the energy supply to a health care facility was one of the most stable. The local utility provided what was needed at a reasonable cost. Now the energy industry is being deregulated. Major uncertainties exist in all parts of the energy industry. Since reasonably priced and readily available energy is mandatory for a health care facility operation, the energy industry uncertainties reverberate through the health care industry. This article reviews how the uncertainty of electric utility deregulation was converted to an opportunity to implement the ultimate energy conservation project--cogeneration. The project development was made essentially risk free by tailoring project development to deregulation. Costs and financial exposure were minimized by taking numerous small steps in sequence. Valley Medical Center, by persevering with the development of a cogeneration plant, has been able to reduce its energy costs and more importantly, stabilize its energy supply and costs for many years to come. This article reviews activities in two arenas, internal project development and external energy industry developments, by periodically updating each arena and showing how external developments affected the project.

    The deregulated environment of the Natural Gas Policy Act, (NGPA) will introduce new antitrust issues, one issue of particular concern and difficulty being access and utilization of gas transmission and distribution facilities. The authors disagree with the tendency to use the bottleneck monopoly/essential facility doctrine to suggest that access is required by the antitrust laws. Current trends in judicial and economic analysis of refusals to deal by monopolists supports the view that nonpredatory denials of access, based on such legitimate business considerations as efficiency and profitability, are appropriate and consistent with both antitrust policy and the competitive purposes of industry deregulation. 80 references.

    Restructuring of the electricity market has affected all aspects of the power industry from generation to transmission, distribution, and consumption. Transmission circuits, in particular, are stressed often exceeding their stability limits because of the difficulty in building new transmission lines due to environmental concerns and financial risk. Deregulation has resulted in the need for tighter control strategies to maintain reliability even in the event of considerable structural changes, such as loss of a large generating unit or a transmission line, and changes in loading conditions due to the continuously varying power consumption. Our research efforts under the DOE EPSCoR Grant focused on Integrated Computing, Communication and Distributed Control of Deregulated Electric Power Systems. This research is applicable to operating and controlling modern electric energy systems. The controls developed by APERC provide for a more efficient, economical, reliable, and secure operation of these systems. Under this program, we developed distributed control algorithms suitable for large-scale geographically dispersed power systems and also economic tools to evaluate their effectiveness and impact on power markets. Progress was made in the development of distributed intelligent control agents for reliable and automated operation of integrated electric power systems. The methodologies employed combine information technology, control and communication, agent technology, and power systems engineering in the development of intelligent control agents for reliable and automated operation of integrated electric power systems. In the event of scheduled load changes or unforeseen disturbances, the power system is expected to minimize the effects and costs of disturbances and to maintain critical infrastructure operational.

    Institutional reforms in the regulation of the US electric power industry are examined in terms of current policy, its ability to promote economic efficiency in power generation and delivery, and the overall need for reform from both the suppliers' and consumers' viewpoints. Following this examination, four alternative deregulation scenarios are described and analyzed. It is concluded that rapid movement to deregulation would be unwise, and that a combination of gradual deregulation of some aspects of the power industry combined with more effective regulation of other aspects plus providing financial incentives and the legal authority for utilities to reorganize themselves voluntarily along more efficient lines would be the most desirable course of action.   10. Price-elastic demand in deregulated electricity markets

    The degree to which any deregulated market functions efficiently often depends on the ability of market agents to respond quickly to fluctuating conditions. Many restructured electricity markets, however, experience high prices caused by supply shortages and little demand-side response. We examine the implications for market operations when a risk-averse retailer's end-use consumers are allowed to perceive real-time variations in the electricity spot price. Using a market-equilibrium model, we find that price elasticity both increases the retailers revenue risk exposure and decreases the spot price. Since the latter induces the retailer to reduce forward electricity purchases, while the former has the opposite effect, the overall impact of price responsive demand on the relative magnitudes of its risk exposure and end-user price elasticity. Nevertheless, price elasticity decreases cumulative electricity consumption. By extending the analysis to allow for early settlement of demand, we find that forward stage end-user price responsiveness decreases the electricity forward price relative to the case with price-elastic demand only in real time. Moreover, we find that only if forward stage end-user demand is price elastic will the equilibrium electricity forward price be reduced.

  11. Image is all: Deregulation, restructuring and reputation in the natural gas industry

    Does image affect how one views his local utility company--or energy supplier? Does one value his utility companies more if one sees a lot of image advertising and public relations stories about community involvement, environmental action and charitable work? Or does one view utilities as faceless and anonymous entities that provide necessary services one thinks little about until there`s a problem? And, more important, what is the role of utility image in an era of deregulation, as companies begin a new scramble for customers? To find an answer to these questions, American Gas and Christopher Bonner Consultants conducted a survey of A.G.A. member companies to learn what, if anything, utility companies are doing in the areas of image assessment and change. The survey was sent to more than 200 A.G.A. member companies; written responses were received from 35. In addition, 13 follow-up telephone interviews were conducted, including four with companies that had not responded in writing. The picture that emerges if of an industry that is starting to pay greater and greater attention to image. And, as utilities reorganize and redefine themselves, they are also reexamining the ways they communicate with key audiences, including employees, customers, legislators, the financial community and the news media.

    In this paper, we present details of integrating an agent-based model, Electricity Market Complex Adaptive System (EMCAS) with a hydro-thermal coordination model, VALORAGUA. EMCAS provides a framework for simulating deregulated markets with flexible regulatory structure along with bidding strategies for supply offers and demand bids. VALORAGUA provides longer-term operation plans by optimizing hydro and thermal power plant operation for the entire year. In addition, EMCAS uses the price forecasts and weekly hydro schedules from VALORAGUA to provide intra-week hydro plant optimization for hourly supply offers. The integrated model is then applied to the Iberian electricity market which includes about 111 thermal plants and 38 hydro power plants. We then analyze the impact of hydro plant supply offers on the market prices and ways to minimize the Gencospsila exposure to price risk.

    The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various counties. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade.     Malignant mesothelioma (MMe) is a poor-prognosis tumor in need of innovative therapies. In a previous in vivo study, we showed synergistic anti-MMe properties of the ascorbate/epigallocatechin-3-gallate/gemcitabine combination. We have now focused on the mechanism of action, showing the induction of apoptosis and cell cycle arrest through measurements of caspase 3, intracellular Ca{sup 2+}, annexin V, and DNA content. StellArray™ PCR technology and Western immunoblotting revealed DAPK2-dependent apoptosis, upregulation of cell cycle promoters, downregulation of cell cycle checkpoints and repression of NFκB expression. The complex of data indicates that the mixture is synergistic in inducing cell cycle deregulation and non-inflammatory apoptosis, suggesting its possible use in MMe treatment. - Highlights: • Ascorbate/epigallocathechin-gallate/gemcitabine has been tested on mesothelioma cells • A synergistic mechanism has been shown for cell cycle arrest and apoptosis • PCR-array analysis has revealed the de-regulation of apoptosis and cell cycle genes • Maximum upregulation has been found for the Death-Associated Protein Kinase-2 gene • Data suggest that the mixture could be used as a clinical treatment.

The Federal Energy Regulatory Commission (FERC) has issued Order 888, giving generators access to wholesale loads throughout the nation. California`s investor-owned utilities have filed applications with the FERC to establish an independent system operator and a Power Exchange, through which generators will receive market-based prices for their dispatched generation.

    At the same time that the electric utility industry is in the midst of deregulation, it could be hit with numerous additional regulatory burdens. For example, EPA now plans to decide by July 1997 whether to make major changes to the current ozone and particulate matter ambient standards -- changes which could force utilities to reduce significantly both their nitrogen oxide (NO{sub x}) and sulfur dioxide (SO{sub 2}) emissions. Even if EPA does not adopt new ambient standards, though, many electric utilities still face the prospect of making additional NO{sub x} reductions if they are found to be contributing to ozone levels in areas that are not meeting the current ozone ambient standards. Several multi-state groups -- notably the Ozone Transport Assessment Group (OTAG) and the Northeast Ozone Transport Commission (OTC) -- are evaluating programs that could lead to calls for additional NO{sub x} reductions from power plants in ozone nonattainment areas and from plants located outside the nonattainment areas but found to be contributing to ozone levels in those areas. And these multi-state groups are motivated not only by pollution levels they see now, but also by what they fear will be increased pollution levels as a result of deregulation. This paper examines the status of the major rulemakings now underway that could force substantial additional reductions in electric utility NO{sub x} and SO{sub 2} emissions. It also discusses the impacts that deregulation could have in those rulemakings.

    Arsenic contamination of drinking water occurs globally and is associated with numerous diseases including skin, lung and bladder cancers, and cardiovascular disease. Recent research indicates that arsenic may be an endocrine disruptor. This study was conducted to evaluate the nature of gene expression changes among males and females exposed to arsenic contaminated water in Bangladesh at high and low doses. Twenty-nine (55% male) Bangladeshi adults with water arsenic exposure ranging from 50 to 1000 μg/L were selected from the Folic Acid Creatinine Trial. RNA was extracted from peripheral blood mononuclear cells for gene expression profiling using Affymetrix 1.0 ST arrays. Differentially expressed genes were assessed between high and low exposure groups for males and females separately and findings were validated using quantitative real-time PCR. There were 534 and 645 differentially expressed genes (p < 0.05) in the peripheral blood mononuclear cells of males and females, respectively, when high and low water arsenic exposure groups were compared. Only 43 genes overlapped between the two sexes, with 29 changing in opposite directions. Despite the difference in gene sets both males and females exhibited common biological changes including deregulation of 17β-hydroxysteroid dehydrogenase enzymes, deregulation of genes downstream of Sp1 (specificity protein 1) transcription factor, and prediction of estrogen receptor alpha as a key hub in cardiovascular networks. Arsenic-exposed adults exhibit sex-specific gene expression profiles that implicate involvement of the endocrine system. Further, N-of-1 (single-subject) efficacy trials are increasingly pursued, but are underpowered for molecular marker discovery. Method: ‘N-of-1-pathways’ is a global framework relying on three principles: (i) the statistical universe is a single patient; (ii) significance is derived from geneset/biomodules powered by paired samples from the same patient; and (iii) similarity between genesets/biomodulesmore » assesses commonality and differences, within-study and cross-studies. Thus, patient gene-level profiles are transformed into deregulated pathways. From RNA-Seq of 55 lung adenocarcinoma patients, N-of-1-pathways predicts the deregulated pathways of each patient. Results: Cross-patient N-of-1-pathways obtains comparable results with conventional genesets enrichment analysis (GSEA) and differentially expressed gene (DEG) enrichment, validated in three external evaluations. Moreover, heatmap and star plots highlight both individual and shared mechanisms ranging from molecular to organ-systems levels (eg, DNA repair, signaling, immune response). Patients were ranked based on the similarity of their deregulated mechanisms to those of an independent gold standard, generating unsupervised clusters of diametric extreme survival phenotypes (p=0.03).     This study focuses on differential molecular mechanisms of antioxidant and detoxification systems in rice plants under two different types of photodynamic stress imposed by porphyrin deregulators, 5-aminolevulinic acid (ALA) and oxyfluorfen (OF). The ALA-treated plants with white necrosis exhibited a greater decrease in photochemical quantum efficiency, F{sub v}/F{sub m}, as well as a greater increase in activity of superoxide dismutase, compared to the OF-treated plants. By contrast, the brown necrosis in OF-treated plants resulted in not only more widely dispersed H{sub 2}O{sub 2} production and greater increases in H{sub 2}O{sub 2}-decomposing enzymes, catalase and peroxidase, but also lower ascorbate redox state. In addition, ALA- and OF-treated plants markedly up-regulated transcript levels of genes involved in detoxification processes including transport and movement, cellular homeostasis, and xenobiotic conjugation, with prominent up-regulation of serine/threonine kinase and chaperone only in ALA-treated plants. Our results demonstrate that different photodynamic stress imposed by ALA and OF developed differential actions of antioxidant enzymes and detoxification. Particularly, detoxification system may play potential roles in plant protection against photodynamic stress imposed by porphyrin deregulators, thereby contributing to alleviation of photodynamic damage. - Highlights: • We employ two different types of photodynamic stress, white and brown necrosis. • We examine molecular mechanisms of antioxidative and detoxification systems. • ALA and OF develop differential actions of antioxidant and detoxification systems. • Coordinated mechanism of antioxidants and detoxification works against toxic ROS. • Detoxification system plays critical roles in protection against photodynamic stress.

    Economic reform in China has given a major boost to the development of China's energy industries. Demand for energy has risen steadily in response to the rapid expansion of the economy over the past ten years, while economic liberalization and deregulation have stimulated energy output as the energy industries found new sources of capital, labor, and investment opportunities. In the first half of 1980s, the coal, oil, and electric power industries all experienced accelerating rates of growth. After mid-decade, however, an overheating economy, rising inflation, and lower international oil prices had a serious impact on the vitality of the energy industries. At a time when energy demand was soaring, the state-owned energy industries faced a decline in the real value of their output, excessive debt, falling productivity, and sharply higher costs of production. These trends have continued into 1990 despite the economic slowdown engineered in late 1988 and, if left unmanaged, will constrain the ability of the domestic energy industries to meet the energy needs of China's modernization program. This in turn could lead to progressively higher imports of energy, particularly oil, and could limit the speed and scope of economic expansion in the 1990s and beyond. 2 figs., 18 tabs.

  2. Rail transport of western coal: the history of rail deregulation and its influence on western coal resource development; prospects for legislative change

    The one major cloud on the horizon for the future of western coal outside the region is the high cost of transportation. With rail transportation costs running as much as 75% of the delivered price to some of the Gulf States, the ability to keep rail costs in check becomes critical to the future of western coal. Four years of experience with deregulation of the railroads and the performance of the Interstate Commerce Commission (ICC) under the new regulatory environment have led many shippers and buyers of rail transported commodities to the belief that national legislation is needed to give better protection to shippers in monopoly service areas. A tentative legislative effort began in the last Congress. Proposals for rail rate relief for captive shippers are taking more formidable shape in the 99th Congress with the organization of a well-financed and staffed coalition of coal and utility companies. They are seeking amendments to the Staggers Act which more explicitly define the protections and procedures available to captive shippers in advancing complaints through the ICC. Industrial shippers have formed a coalition of their own for fair rail service practices. Finally, another group has emerged in recent months seeking a bolder strategy for rail rate relief. This group asserts that unfair rail practices violate the antitrust laws. At the same time, the railroads are building their defenses and developing alliances with interests in the shipping community that would resist a return to greater rail regulation. While the outcome of this controversy is uncertain, the issue of rail rate equity and reregulation promises to become one of the more active and hotly debated issues in the 99th Congress. However it comes out, the results will have a lasting impact on many western states, their present economy and future development.

    Approximately three years ago, the utilities started preparing for deregulation. Energy savings concerns and rebate programs were suspended by the fear of retail wheeling. Utilities were becoming more interested in increasing load and their customer base because, under deregulation, competitors would be stealing their customer base with cheaper prices and incentive packages. Thus, the commitment of utilities shifted from supplying power under their obligation to serve the customer, and to obtain a reasonable return for the stockholder to increasing their market share. As a consequence of the evaporation of utility incentive payments, financing has taken on a larger role in developing viable projects. The developer has to present projects to his customers as they stand on economic benefits, and without the help of rebate incentives. Financing energy conservation deals is the province of a small community of financiers who have expertise to present and explain deals to lenders. Other available funding sources are: banks; insurance companies; utility subsidiaries; energy funds and green funds; private investors; and leasing companies.

    Worldwide energy consumption is expected to double today`s levels by 2020, according to the World Energy Council. As diverse energy needs develop, fossil fuels are expected to continue to be the major source for power generation throughout the world. In the United States, utility deregulation is making low-cost fuel and power plant efficiency more important than ever. Electricity generators see both natural gas and coal as the fuels that will allow them to best meet the nation`s future energy needs. Coal will see less increase in its share of electricity generation than natural gas due to the costs associated with meeting the Clean Air Act Amendments` (CAAA) requirements. According to Organizations for Economic Cooperation Development, coal in both the United States and Europe will experience a 12 percent growth by 2010. Even with this somewhat slow growth, coal will remain the nation`s number one fuel for electricity generation well into the next century.

    Renewable energy has become a viable solution for the United States (US) increasing demand for energy. Often referred to as Green Energy, renewable energy uses the earth`s natural resources to create energy. The wind, sun, water, and the earth`s molten core each offer an attainable form of energy. Hydroelectricity uses running water, wind power uses high speed winds, solar panels collect solar energy as heat, and geothermal energy uses the earth`s molten core to heat water. The Department of Energy classifies Renewable Energy into the following sections: Geothermal Energy, Fuel from Biomass, and Solar Electric. Solar Electric is further subdivided into Solar Thermal Electric, Photovoltaics (Solar Cells), Wind/Windmills, Ocean Thermal Electric and Hydropower/Hydroelectric Dams. Currently, renewable energy provides only 12% of the US electricity supply. Approximately 10% of this is supplied by hydroelectric sources, 1% of this is supplied by hydroelectric sources, 1% is supplied by biomass, and less than 1% is supplied by geothermal, wind and solar combined. Nationally, the generating capacity of renewable energy has increased slightly during the 1990`s. Renewable energy generation contributes to approximately 94 thousand Megawatts of electricity compared to approximately 682 thousand Megawatts of electricity generated from nonrenewables in the year 1996. The continued implementation and utilization of renewable energy in the US are dependent upon several variables. These variables include: the support from Federal and State governments, utility purchase requirements if utility deregulation is passed, and consumer education on the environmental benefits of renewable energy.

    Energy service companies have been around for several years. Every year, experts predict their demise. The traditional energy service company (ESCo), whose work utilizes utility rebates, will probably be long gone as rebates disappear. The new energy service company will arise in this industry. This new company will be one that can provide a vast menu of services to their customers. These services can include, but are not necessarily limited to, the following: (1) corporate energy management services, (2) natural gas transportation services, (3) electrical deregulation services, (4) energy engineering services, (5) economics and forecasting, and (6) project financing. The new energy service company must have the engineering, financial, and managerial resources and skills to provide these services. It must also have the ability to recognize the needs of a changing industry and adapt to these changes in order to survive and ultimately provide a benefit to society.

  12. Regional economic analysis of energy-pricing and - taxation policies

    Virtually all forecasting models of energy demand at the state level do not explicitly consider the interactions between energy demand and the level of economic activity. The objective of this study is to develop an analytical framework for understanding the nature and extent of these interactions. This framework is then used to evaluate five specific energy pricing and taxation policies for New York State. A 5-component econometric model is developed. The study presents a detailed analysis of the predictive performance of the econometric model. The main result is that the fit of the model is quite good. The first two policies focus on the timing of natural-gas deregulation. The difference in the aggregate product, income, and employment impacts between gradual versus rapid decontrol are relatively insignificant for New York State. Both policies reduce employment, income, and output. Rapid decontrol results in greater reductions in these aggregates. The relatively small effects of deregulation reflect the fact that natural gas is a relatively unimportant fuel in New York State. The three other policies include marginal-cost pricing for electricity, cost-of-service industrial electricity pricing, and a motor-fuel tax each with appropriate revenue reallocation schemes. The simulation results indicate that these policies increase allocative efficiency and improve the terms of trade. The favorable trade effects increase state income and final demand.

    On February 16, 1992, the Government of the Czech Republic sanctioned, by its Decree No. 112/82, its first Energy Policy. Since that time, a number of conditions have changed: first of all, there was the partition of the former Federal Czechoslovak Republic, then the privatization of most of energy producing corporations, the deregulation of a significant proportion of power and energy commodities, the decision to bring to an end the construction of the Temelin nuclear power station, the creation of conditions for the construction of the Ingoldstadt oil pipeline, etc. These steps, on which the final decisions have been made, have brought about the necessity of updating the existing general Energy Policy. The updated Energy Policy is based on the Programme Statement by the Government of the Czech Republic of July 1992, as well as on other materials associated with energy and power generation, either approved or negotiated by the Government, in particular the State Environmental Policy the Rules of the State Raw Materials Policy, the European Association Agreement, the European Energy Charter, the results of the Uruguayan Round of GATT, the Convention on Climate Changes, the Ecological Action Programme for central and East-European countries, and other international documents that have either been, or are likely to be sanctioned by the Czech Government (especially the European Energy Charter Treaty, and the protocol on Trans-boundary Air Pollution and on Further Reduction of Sulphur Oxide Emissions).

    The energy industry generally and petroleum and natural gas operations in particular are frequently reacting to a variety of unsettling forces. Falling oil prices, economic upswings, currency devaluations, increasingly rigorous environmental quality standards, deregulation of electricity markets, and continued advances in exploration and production technology were among the challenges and opportunities to the industry in 1997. To analyze the extent to which these and other developments have affected energy industry financial and operating performance, strategies, and industry structure, the Energy Information Administration (EIA) maintains the Financial Reporting Systems (FRS). Through Form EIA-28, major US energy companies annually report to the FRS. Financial and operating information is reported by major lines of business, including oil and gas production (upstream), petroleum refining and marketing (downstream), other energy operations, and nonenergy business. Performance Profiles of Major Producers 1997 examines the interplays of energy markets, companies` strategies, and government policies (in 1997 and in historical context) that gave rise to the results given here. The report also analyzes other key aspects of energy company financial performance as seen through the multifaceted lens provided by the FRS data and complementary data for industry overall. 41 figs., 77 tabs.

    The Energy Options technical conference proceedings contains 265 papers, of which 17 were selected for the database. The conference was split into two primary topics: cogeneration and retail wheeling. Subtopics under cogeneration included: the state of cogeneration in the United States, case studies in facility ownership, fuels considerations for tomorrow, and plant design considerations for cogeneration systems. Retail wheeling alternatives subtopics included U.S. Federal Energy Regulatory Commission rulings, end-user options for retail wheeling, deregulation issues, and forecasting of electricity generating costs. Papers not selected for the database, while clearly pertinent topics of interest, consisted of viewgraphs which were judged not to have sufficient technical information and coherence without the corresponding presentation. However, some papers which did consist of viewgraphs were included.

    Wind is the fastest growing source for electricity in the United States. During 2001, U.S. wind power plant installations are expected to increase by 1,850 megawatts (MW), resulting in a total installed capacity of about 4,400 MW. The market expansion is supported by a variety of Federal and state incentives in the form of production tax credits, renewable energy production incentives, renewable energy portfolio standards, and others. New mechanisms include green power offerings, green tags, and government power purchases. Deregulation of the electric power industry is continuing. In some cases this is allowing higher electricity rates that may increase the rate of wind plant development. Power shortages, natural gas price increases, and enforcement of clean air laws are increasingly important wind market drivers in some regions. Continuing research and technology development has reduced wind energy costs dramatically to less than $0.04/kWh for large projects at sites with ave rage wind speeds higher than 7.0 m/s, making wind the least-cost option in some power markets. The recently published National Energy Policy contains recommendations to increase wind energy development and improve the power transmission system.

    California energy consumption increased in 1994 in keeping with a recovery from the previous mild recession years. Although unemployment remained above the national average, other indicators pointed to improved economic health. Increased energy use was registered principally in the residential/commercial and transportation end-use sectors. A cooler-than-usual winter and spring was reflected in increased consumption of natural gas, the principal space-heating fuel in the state. Because of low water levels behind state dams, utilities turned to natural gas for electrical generation and to increased imports from out-of- state sources to meet demand. Other factors, such as smaller output from geothermal, biomass, and cogenerators, contributed to the need for the large increase in electrical supply from these two sources. Nonetheless, petroleum dominated the supply side of the energy equation of the state in which transportation requirements comprise more than one-third of total energy demand. About half of the oil consumed derived from California production. Onshore production has been in slow decline; however, in 1994 the decrease was compensated for by increases from federal offshore fields. Until 1994 production had been limited by regulatory restrictions relating to the movement of the crude oil to onshore refineries. State natural gas production remained at 1993 levels. The increased demand was met by larger imports from Canada through the recent expansion of Pacific Transmission Company`s 804 mile pipeline. Deregulation of the state`s utilities moved ahead in 1994 when the California Public Utilities Commission issued its proposal on how to restructure the industry. Public hearings were conducted in which the chief issues were recovery of the utilities` capital investments, conflicts with the Public Utilities Policies Act, management of power transactions between new suppliers and former utility customers, and preservation of energy conservation programs

    Given the events of the past 25 years concerning energy and environmental issues and our reaction to them, what lessons can we learn? First, the individual American consumer wants and expects energy to be a stable commodity with low prices and easy availability. As evidenced by the heated debate over increasing the federal gasoline tax by $.05 per gallon (which would still leave Americans paying only one-third of what Europeans pay for gasoline), increases in energy prices elicit very strong public and political opposition. As further evidence, it has been argued that the general public support of the Gulf War was due, in part, to a recognition of the need to maintain a stable source of cheap oil from the region. The American public wants to maintain the benefits of cheap and abundant energy and expects its political leaders to make it happen. A second lesson is that if constraints on the energy supply do occur (e.g., the OPEC-imposed oil embargo) ardor environmental impacts from energy use do appear to be significant (e.g., SO{sub 2} and CO{sub 2} emissions), the preference is for a technology fix rather than a behavioral change. This is evidenced by our reliance on moving low-sulfur coal more than 1,000 miles from Wyoming to burn in Illinois power plants rather than reducing the demand for electricity with energy-efficient measures in residential, commercial, and industrial activities. National research programs to produce an automobile that gets 80+ miles per gallon take higher priority over working to get people to use mass transit to reduce their driving mileage. Americans expect that advanced technology can be relied upon to come up with solutions to energy and environmental problems without having to change their lifestyles. The experience with natural gas, in which a regulatory change (deregulation) was combined with technology developments (horizontal drilling and improved gas turbines for electricity generation) to increase available supply and hold

    Meaningful competition in electric energy will be achieved only if roadblocks to operation of competitive markets at the federal and state levels are removed. The Schaefer bill has stimulated helpful activity among the states, but it adds impediments as it removes them and would frustrate the functioning of open markets. The movement away from government regulation of the electric power industry is a worldwide phenomenon, which, increasingly, is being driven by technological factors that are conducive to competition. Electricity markets have increased in size, bringing in new competitors and reducing concentration. Moreover, the development of low-cost, small-scale generation technologies makes entry easy and the exercise of market power difficult. Thus, the electricity market is ready for real deregulation. The introduction of competition into this market offers the promise of billions of dollars annually in economic benefits for electricity consumers.

    Adoption of decentralized energy technologies will be crucial in the evolving structure of energy markets and the magnitude of future greenhouse gas emissions. This detailed analysis of the adoption of engine cogeneration gives insights into organizational decision making regarding the diffusion of a cost effective decentralized energy technology. Detailed site information on over 600 UK cogeneration installations was collected and analyzed for the six year period during which UK energy markets were in the process of deregulation. A detailed examination using standard investment criteria of the cogeneration schemes indicated that over 70% of investments were of questionable economic value to adopters. This was because these installations were below the calculated minimum economic size threshold. A key determinant of this size threshold was found to be the fixed costs of maintenance. Analysis of the financing of installations revealed that the largest fraction of poor investments occurred in energy services agreements between suppliers and adopters. The policy implications for decentralized energy technologies of a minimum size threshold and poor investment decisions by early adopters are discussed. Further research aims to explore postulated explanations for the observed decline in early adoption of UK engine cogeneration.

The Tennessee Valley Authority's (TVA) Watts Bar-l received a low-power operating license from the U.S. Nuclear Regulatory Commission (NRC). The construction permit was granted in 1972. Also, TVA canceled plans to complete construction of three other nuclear plants. In 1995, federal and state governments took steps to deregulate and restructure the electric power industry. The Federal Energy Regulatory Commission (FERC) unanimously approved a proposal to require utilities to open their electric transmission system to competition from wholesale electricity suppliers. California has been at the forefront in the restructuring of the electric utility industry. Plans authorized by the California Public Utility Commission prepare for a free market in electricity to be established by 1998. In 1990, the U.S. Department of Energy (DOE) began reporting statistics on renewable energy consumption. The types and amounts of renewable energy consumed vary by end-use sector, electric utilities and the industrial sector being the primary consumers since 1990. Renewable energy provided 6.83 quads (7.6I) of the total energy consumed in the United States in 1995, compared to 7.1% in 1994. Increasing concern over the emission of greenhouse gases has resulted in exhaustive analysis of U.S. carbon emissions from energy use. Emissions in the early 1990s have already exceeded those projected by the Clinton Administration's Climate Change Action Plan (CCAP) released in 1994 that was developed to stabilize U.S. greenhouse gas emissions by the year 2000.
