    Air Quality Guidelines for General Plans (Air Quality Guidelines) is a guidance document and resource for cities and counties to use to address air quality in their long-range planning efforts. It includes goals, policies, and programs that when adopted as part of a long-range plan will reduce vehicle trips and miles traveled and improve air quality. Although this is a voluntary program, the San Joaquin Valley Unified Air Pollution Control District (District) has strongly encouraged cities and counties in the San Joaquin Valley to use their land use and transportation planning authority to help achieve air quality goals by adopting the policies and programs suggested by the Air Quality Guidelines. Implementing the goals and policies will result in a win-win situation where cities, counties, and developers save money through more efficient land use and transportation systems and where the public benefits from a more livable community and better air quality. The purpose of the Air Quality Guidelines is threefold: (1) to provide local planning agencies with a comprehensive set of goals and policies that will improve air quality if adopted as part of a long-range plan; (2) to provide a guide to cities and counties for determining which goals and policies are appropriate in their particular community; and (3) to provide justification and rationale for the goals and policies that will convince decision-makers and the public that they are appropriate and necessary.

    The effects of deregulation, or liberalization of the domestic airline market, in the US, Canada, Australia, New Zealand, and Europe have been described by many authors. It is generally acknowledged that deregulation fostored airline efficiency through the formation of domestic hub-and-spoke networks and established market conditions that encouraged the emergence of the mega-carriers (United, American, and Delta Airlines). Predictions have been made that similar effects will be observed in the intercontinental markets as liberalization is extended to these markets, and that globalized service networks will appear through strong alliances between major carriers based on different continents. These global service networks will be created by linking up the continental hubs of the partners` networks, in order to provide frequent and efficient services. A nation may be able to influence the formation of the global networks through the appropriate selection of policies for the industry structure and international route allocation. Sections of this paper review the important features of the imminent globalization of airline networks, and describe the emerging patterns of intercontinental linkages being adopted by some major carriers in the US and Europe. Later, alternative route allocation policies are defined, and the policies being followed by the US, Japan, Canada, and Korea are analyzed.

    This report describes the experiences of six industrial firms with the new Federal policy of internal offsets. Offsets are part of a group of regulatory reforms initiated by the Environmental Protection Agency and called by the generic title of 'emission trading'. Offsets were introduced to allow continued economic growth in nonattainment areas and to stimulate innovation in pollution control and process technology by making it profitable for firms to create more reductions than the law now requires. The report discusses the problems of defining and measuring innovation as well as presenting industrial firm perceptions of innovation associated with offset cases.

    The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    An air filter is described that has a counter rotating drum, i.e., the rotation of the drum is opposite the tangential intake of air. The intake air has about 1 lb of rock wool fibers per 107 cu. ft. of air sometimes at about 100% relative humidity. The fibers are doffed from the drum by suction nozzle which are adjacent to the drum at the bottom of the filter housing. The drum screen is cleaned by periodically jetting hot dry air at 120 psig through the screen into the suction nozzles.

    Air quality is one of the basic factors determining the environmental quality and influencing the life conditions of people. There is a shortage of proper quality air in many regions of Poland. In consequence, and due to unhindered transport, air pollution is the direct cause of losses in the national economy (reduction of crops, losses in forestry, corrosion of buildings and constructions, worsening of people`s health). Poland is believed to be one of the most contaminated European countries. The reason for this, primarily, is the pollution concomitant with energy-generating fuel combustion; in our case it means the use of solid fuels: hard coal and lignite. This monocultural economy of energy generation is accompanied by low efficiency of energy use (high rates of energy loss from buildings, heat transmission pipelines, energy-consuming industrial processes). This inefficiency results in the unnecessary production of energy and pollution. Among other reasons, this results from the fact that in the past Poland did not sign any international agreements concerning the reduction of the emission of pollution. The activities aimes at air protection in Poland are conducted based on the Environmental Formation and Protection Act in effect since 1980 (with many further amendments) and the The Ecological Policy of the state (1991). The goals of the Polish air pollution reduction program for the period 1994-2000 are presented.

    Metal-air batteries have much higher specific energies than most currently available primary and rechargeable batteries. Recent advances in electrode materials and electrolytes, as well as new designs on metal-air batteries, have attracted intensive effort in recent years, especially in the development of lithium-air batteries. The general principle in metal-air batteries will be reviewed in this chapter. The materials, preparation methods, and performances of metal-air batteries will be discussed.     An air proportioner is provided for a liquid hydrocarbon fueled gas turbine of the type which is convertible to oil gas fuel and to coal gas fuel. The turbine includes a shell for enclosing the turbine, an air duct for venting air in said shell to a gasifier, and a fuel injector for injecting gasified fuel into the turbine. The air proportioner comprises a second air duct for venting air from the air duct for mixing with fuel from the gasifier. The air can be directly injected into the gas combustion basket along with the fuel from the injector or premixed with fuel from the gasifier prior to injection by the fuel injector.

    An isokinetic air sampler includes a filter, a holder for the filter, an air pump for drawing air through the filter at a fixed, predetermined rate, an inlet assembly for the sampler having an inlet opening therein of a size such that isokinetic air sampling is obtained at a particular wind speed, a closure for the inlet opening and means for simultaneously opening the closure and turning on the air pump when the wind speed is such that isokinetic air sampling is obtained.     The National Environmental Policy Act (NEPA) of 1969 was established to prevent or eliminate damage to the environmental and biosphere from federal actions and stimulate the public health and welfare. An intertwined focus of NEPA has been to create and maintain conditions under which people and nature can exist in productive harmony. Meanwhile, the Clean Air Act (CAA) and amendments are the basis for regulating emission of air pollutants and otherwise maintaining or enhancing air quality to protect public health and welfare throughout the United States. Because the CAA is to comprehensive, a frequently asked question concerns the usefulness of NEPA from an air quality perspective: What can NEPA accomplish for federal actions that is not already accomplished by the CAA This paper contends that NEPA plays an important role in identifying and informing federal decision-makers of potential air quality impacts of federal actions. NEPA encompasses a broader scope and provides an independent analysis of CAA requirements for federal actions. NEPA ensures that spectrum of potential environmental effects is examined, rather than air quality alone. In some cases, NEPA analyses involve evaluating trade-offs of beneficial and adverse effects among different environmental media, such as air emissions vs solid waste. NEPA air quality analyses sometimes encompass potential concerns that are beyond those required for compliance with the CAA. Also, the environmental consequences of alternative actions are assessed to assist federal decision-makers in selecting a preferred alternative. Finally, proposed federal programs are evaluated under NEPA for their potential effects. 8 refs.

    On February 16, 1992, the Government of the Czech Republic sanctioned, by its Decree No. 112/82, its first Energy Policy. Since that time, a number of conditions have changed: first of all, there was the partition of the former Federal Czechoslovak Republic, then the privatization of most of energy producing corporations, the deregulation of a significant proportion of power and energy commodities, the decision to bring to an end the construction of the Temelin nuclear power station, the creation of conditions for the construction of the Ingoldstadt oil pipeline, etc. These steps, on which the final decisions have been made, have brought about the necessity of updating the existing general Energy Policy.     A sampling apparatus is provided which comprises a sampler for sampling air in the breathing zone of a wearer of the apparatus and a support for the sampler preferably in the form of a pair of eyeglasses. The sampler comprises a sampling assembly supported on the frame of the eyeglasses and including a pair of sample transport tubes which are suspended, in use, centrally of the frame so as to be disposed on opposite sides of the nose of the wearer and which each include an inlet therein that, in use, is disposed adjacent to a respective nostril of the nose of the wearer. A filter holder connected to sample transport tubes supports a removable filter for filtering out particulate material in the air sampled by the apparatus.   10. Impacts of Mixing on Acceptable Indoor Air Quality in Homes

    Ventilation reduces occupant exposure to indoor contaminants by diluting or removing them. In a multi-zone environment such as a house, every zone will have different dilution rates and contaminant source strengths. The total ventilation rate is the most important factor in determining occupant exposure to given contaminant sources, but the zone-specific distribution of exhaust and supply air and the mixing of ventilation air can play significant roles. Different types of ventilation systems will provide different amounts of mixing depending on several factors such as air leakage, air distribution system, and contaminant source and occupant locations. Most U.S. and Canadian homes have central heating, ventilation, and air conditioning systems, which tend to mix the air; thus, the indoor air in different zones tends to be well mixed for significant fractions of the year. This article reports recent results of investigations to determine the impact of air mixing on exposures of residential occupants to prototypical contaminants of concern. We summarize existing literature and extend past analyses to determine the parameters than affect air mixing as well as the impacts of mixing on occupant exposure, and to draw conclusions that are relevant for standards development and for practitioners designing and installing home ventilation systems. The primary conclusion is that mixing will not substantially affect the mean indoor air quality across a broad population of occupants, homes, and ventilation systems, but it can reduce the number of occupants who are exposed to extreme pollutant levels. If the policy objective is to minimize the number of people exposed above a given pollutant threshold, some amount of mixing will be of net benefit even though it does not benefit average exposure. If the policy is to minimize exposure on average, then mixing air in homes is detrimental and should not be encouraged. We also conclude that most homes in the US have adequate mixing

    The purpose of this paper is to provide information about existing models and methods used to estimate coal mining employment impacts of pollution control policies. The EPA is currently assessing the consequences of various alternative policies to reduce air pollution. One important potential consequence of these policies is that coal mining employment may decline or shift from low-sulfur to high-sulfur coal producing regions. The EPA requires models that can estimate the magnitude and cost of these employment changes at the local level. This paper contains descriptions and evaluations of three models and methods currently used to estimate the size and cost of coal mining employment changes. The first model reviewed is the Coal and Electric Utilities Model (CEUM), a well established, general purpose model that has been used by the EPA and other groups to simulate air pollution control policies. The second model reviewed is the Advanced Utility Simulation Model (AUSM), which was developed for the EPA specifically to analyze the impacts of air pollution control policies. Finally, the methodology used by Arthur D. Little, Inc. to estimate the costs of alternative air pollution control policies for the Consolidated Coal Company is discussed. These descriptions and evaluations are based on information obtained from published reports and from draft documentation of the models provided by the EPA. 12 refs., 1 fig.

    The Mexico City Air Quality Research Initiative has developed a methodology to assist decision makers in determining optimum pollution control strategies for atmospheric pollutants. The methodology introduces both objective and subjective factors in the comparison of various strategies for improving air quality. Strategies or group of options are first selected using linear programming. These strategies are then compared using Multi-Attribute Decision Analysis. The decision tree for the Multi-Attribute Decision Analysis was generated by a panel of experts representing the organizations in Mexico that are responsible for formulating policy on air quality improvement. Three sample strategies were analyzed using the methodology: one to reduce ozone by 33% using the most cost effective group of options, the second to reduce ozone by 43% using the most cost effective group of options and the third to reduce ozone by 43% emphasizing the reduction of emissions from industrial sources. Of the three strategies, the analysis indicated that strategy 2 would be the preferred strategy for improving air quality in Mexico City.

The batteries are manufactured in the US and currently deployed to customers in emerging markets for cell tower reliability. As they continue to add customers, they've gained experience and real world data that will soon be leveraged for US grid reliability.

    An improved air cathode structure for use in primary batteries and the like. The cathode structure includes a matrix active layer, a current collector grid on one face of the matrix active layer, and a porous, nonelectrically conductive separator on the opposite face of the matrix active layer, the collector grid and separator being permanently bonded to the matrix active layer. The separator has a preselected porosity providing low IR losses and high resistance to air flow through the matrix active layer to maintain high bubble pressure during operation of the battery. In the illustrated embodiment, the separator was formed of porous polypropylene. A thin hydrophobic film is provided, in the preferred embodiment, on the current collecting metal grid.

    A soundproof window or wall which is transparent to airflow is presented. The design is based on two wave theories: the theory of diffraction and the theory of acoustic metamaterials. It consists of a three-dimensional array of strong diffraction-type resonators with many holes centered on each individual resonator. The negative effective bulk modulus of the resonators produces evanescent wave, and at the same time the air holes with subwavelength diameter existed on the surfaces of the window for macroscopic air ventilation. The acoustic performance levels of two soundproof windows with air holes of 20mm and 50mm diameters were measured. The sound level was reduced by about 30 - 35dB in the frequency range of 400 - 5,000Hz with the 20mm window, and by about 20 - 35dB in the frequency range of 700 - 2,200Hz with the 50mm window. Multi stop-band was created by the multi-layers of the window. The attenuation length or the thickness of the window was limited by background noise. The effectiveness of the soundproof window with airflow was demonstrated by a real installation.

    This patent describes a process for steam cracking hydrocarbons to cracked gases in a tubular furnace heated by burning a mixture of fuel and combustion air and subsequently quenching the cracked gases. Waste heat is recovered in the form of high pressure steam and the combustion air is preheated prior to introduction into the furnace. The improvement described here comprises: (a) superheating the high pressure steam and expanding at least a portion of the superheated high pressure steam through a first turbine to produce shaft work and superheated medium pressure steam at a temperature between 260/sup 0/ and 465/sup 0/ C.; (b) expanding at least a portion of the superheated medium pressure steam through a second turbine to produce shaft work and low pressure steam at a temperature between 120/sup 0/ and 325/sup 0/ C.; and (c) preheating the combustion air by indirect heat exchange with at least a portion of the superheated medium pressure stream and at least a portion of the low pressure steam.

Land-use-related lawsuits covered coastal zone management, interstate land sales, Indian reservations, and land-use planning in the context of civil rights, antitrust action, exclusionary zoning, comprehensive planning, and regional general welfare. Other suits addressed grants, leasing, claims, grazing rights, surveys, and other matters of public lands concern. Administrative actions centered on implementing the Coastal Zone Management Act, establishing the Council of Energy Resource Tribes, and developing guidelines for energy development. 147 references.     In the past, many states were either not concerned with, or unaware that, municipal solid waste (MSW) landfills were potential sources of regulated air pollutants. This philosophy has changed, in part due to U.S. EPA policy documents concerning (and defining) fugitive and non-fugitive emissions from MSWs, the March 1, 1996 signing of the New Source Performance Standards, and a recent law suit which gained national notoriety involving landfill air emissions and air permitting applicability issues. Most states now recognize that MSW landfills are sources of regulated air pollutants and are subject to the permitting requirements (and pollutant emission fees) as other industries; i.e, state-level minor and major source operating permit programs, and the 1990 Clean Air Act Amendments Title V Operating Permits Program (Title V). The purpose of this paper is to discuss required elements of air emissions inventories and provide example calculations for estimating emissions from typical sources located at landfill facilities.

    This paper describes recent progress in developing practical air change effectiveness modeling techniques for the design and analysis of air diffusion in occupied rooms. The ultimate goal of this continuing work is to develop a simple and reliable method for determining heating, ventilating, and air-conditioning (HVAC) system compliance with ventilation standards. In the current work, simplified two-region models of rooms are used with six occupancy patterns to find the air change effectiveness. A new measure, the apparent ACH effectiveness, yields the relative ventilation performance of an air diffusion system. This measure can be used for the prediction or evaluation of outside air delivery to the occupants. The required outside air can be greater or less than that specified by ventilation standards such as ASHRAE Standard 62-89.

    An evaporation system for aqueous radioactive waste uses standard 30 and 55 gallon drums. Waste solutions form cascading water sprays as they pass over a number of trays arranged in a vertical stack within a drum. Hot dry air is circulated radially of the drum through the water sprays thereby removing water vapor. The system is encased in concrete to prevent exposure to radioactivity. The use of standard 30 and 55 gallon drums permits an inexpensive compact modular design that is readily disposable, thus eliminating maintenance and radiation build-up problems encountered with conventional evaporation systems.

Gas cooling of the steel skirt allows the structure to operate above its normal temperature during clean-out cycles and also allows for the control of the thermal expansion of the steel skirt.

    With the end of the Cold War the Department of Defense (DoD) has been reorganized to establish the position of Deputy Under Secretary of Defense for Environmental Security. As a result, the definition of national security has been broadened to include the environment. Environment and protection of the interrelated resources are seen as vital components to the health and welfare of the United States. National security is dependent on environmental security. This paper introduces the role of environmental security as a component of current national security strategy; reviews DoD and the military services role in the domestic legacy of environmental impacts created by the cold war; details the status of current programs and methodologies used to improve environmental performance, compliance with environmental laws, and stewardship activities. Implementation will be demonstrated using Air Force policy, programs and activities underway, and a detailed explanation of Air Force environmental goals and objectives will be highlighted. Lessons learned to date will be covered in addition to future alternative strategies. Military readiness however does not preclude environmental stewardship. Many military lands have become virtual sanctuaries since years of restricted access and activity created islands of diverse ecosystems. Recent survey and inventory work on DoD lands have found some of the most pristine tracts remaining in the country. Consolidation of mission activities through base closure an realignment, and increasing weapon system sophistication, adds additional challenges to comply with environmental laws and regulation. This paper will define these unique environmental challenges, and discuss the methodologies used by the Air Force to fulfill its environmental stewardship role.

    The approaches used for setting or reviewing air quality standards vary from country to country. The purpose of this research was to consider the potential to improve decision-making through integration of HIA into the processes to review and set air quality standards used in Australia. To assess the value of HIA in this policy process, its strengths and weaknesses were evaluated aligned with review of international processes for setting air quality standards. Air quality standard setting programmes elsewhere have either used HIA or have amalgamated and incorporated factors normally found within HIA frameworks. They clearly demonstrate the value of a formalised HIA process for setting air quality standards in Australia. The following elements should be taken into consideration when using HIA in standard setting. (a) The adequacy of a mainly technical approach in current standard setting procedures to consider social determinants of health. (b) The importance of risk assessment criteria and information within the HIA process. The assessment of risk should consider equity, the distribution of variations in air quality in different locations and the potential impacts on health. (c) The uncertainties in extrapolating evidence from one population to another or to subpopulations, especially the more vulnerable, due to differing environmental factors and population variables. (d) The significance of communication with all potential stakeholders on issues associated with the management of air quality. In Australia there is also an opportunity for HIA to be used in conjunction with the NEPM to develop local air quality standard measures. The outcomes of this research indicated that the use of HIA for air quality standard setting at the national and local levels would prove advantageous. -- Highlights: Health Impact Assessment framework has been applied to a policy development process.     Ferritic stainless steels and other alloys are of great interest to SOFC developers for applications such as interconnects, cell frames, and balance of plant components. While these alloys offer significant advantages (e.g., low material and manufacturing cost, high thermal conductivity, and high temperature oxidation resistance), there are challenges which can hinder their utilization in SOFC systems; these challenges include Cr volatility and reactivity with glass seals. To overcome these challenges, protective coatings and surface treatments for the alloys are under development. In particular, aluminization of alloy surfaces offers the potential for mitigating both evaporation of Cr from the alloy surface and reaction of alloy constituents with glass seals. Commercial aluminization processes are available to SOFC developers, but they tend to be costly due to their use of exotic raw materials and/or processing conditions. As an alternative, PNNL has developed Reactive Air Aluminization (RAA), which offers a low-cost, simpler alternative to conventional aluminization methods.

    This article describes how cold air systems help owners increase the profits from their buildings by reducing electric costs and improving indoor air quality through lower relative humidity levels. Cold air distribution involves energy savings, cost savings, space savings, greater comfort, cleaner air, thermal storage, tighter ducting, coil redesign, lower relative humidities, retrofitting, and improved indoor air quality (IAQ). It opens a door for architects, engineers, owners, builders, environmentalists, retrofitters, designers, occupants, and manufacturers. Three things have held up cold air's usage: multiple fan-powered boxes that ate up the energy savings of primary fans. Cold air room diffusers that provided inadequate comfort. Condensation from ducts, boxes, and diffusers. Such problems have been largely eliminated through research and development by utilities and manufacturers. New cold air diffusers no longer need fan powered boxes. It has also been found that condensation is not a concern so long as the ducts are located in air conditioned space, such as drop ceilings or central risers, where relative humidity falls quickly during morning startup.

Breathing air is supplied from an external air line with an air delivery hose attached to the hood interior. The hose feeds air into an annular halo-like fiber-filled plenum having spaced discharge orifices attached to the hood top wall. A plurality of air exhaust/check valves located at the suit extremities cooperate with the hood air delivery system to provide a cooling flow of circulating air from the hood throughout the suit interior. This mini-review gives a brief history of air pollution and presents an overview of some of the basic photochemistry involved in the production of ozone and other oxidants in the atmosphere. Urban air quality issues are reviewed with a specific focus on ozone and other oxidants, primary and secondary aerosols, alternative fuels, and the potential for chlorine releases to amplify oxidant chemistry in industrial areas.     Four of the radioactive xenon isotopes (131mXe, 133mXe, 133Xe and 135Xe) with half-lives ranging from 9 h to 12 days are produced from nuclear fission and can be detected from days to weeks following their production and release. Being inert gases, they are readily transported through the atmosphere. Sources for release of radioactive xenon isotopes include operating nuclear reactors via leaks in fuel rods, medical isotope production facilities, and nuclear weapons' detonations. They are not normally released from fuel reprocessing due to the short half-lives. The Comprehensive Nuclear-Test-Ban Treaty has led to creation of the International Monitoring System. The Internationalmore » Monitoring System, when fully implemented, will consist of one component with 40 stations monitoring radioactive xenon around the globe. Monitoring these radioactive xenon isotopes is important to the Comprehensive Nuclear-Test-Ban Treaty in determining whether a seismically detected event is or is not a nuclear detonation. A variety of radioactive xenon quality control check standards, quantitatively spiked into various gas matrices, could be used to demonstrate that these stations are operating on the same basis in order to bolster defensibility of data across the International Monitoring System. This study focuses on Idaho National Laboratory's capability to produce three of the xenon isotopes in pure form and the use of the four xenon isotopes in various combinations to produce radioactive xenon spiked air samples that could be subsequently distributed to participating facilities.« less

  5. Air Leakage and Air Transfer Between Garage and Living Space

    This research project focused on evaluation of air transfer between the garage and living space in a single-family detached home constructed by a production homebuilder in compliance with the 2009 International Residential Code and the 2009 International Energy Conservation Code. The project gathered important information about the performance of whole-building ventilation systems and garage ventilation systems as they relate to minimizing flow of contaminated air from garage to living space. A series of 25 multi-point fan pressurization tests and additional zone pressure diagnostic testing characterized the garage and house air leakage, the garage-to-house air leakage, and garage and house pressure relationships to each other and to outdoors using automated fan pressurization and pressure monitoring techniques. While the relative characteristics of this house may not represent the entire population of new construction configurations and air tightness levels (house and garage) throughout the country, the technical approach was conservative and should reasonably extend the usefulness of the results to a large spectrum of house configurations from this set of parametric tests in this one house. Based on the results of this testing, the two-step garage-to-house air leakage test protocol described above is recommended where whole-house exhaust ventilation is employed. For houses employing whole-house supply ventilation (positive pressure) or balanced ventilation (same pressure effect as the Baseline condition), adherence to the EPA Indoor airPLUS house-to-garage air sealing requirements should be sufficient to expect little to no garage-to-house air transfer.

    There is growing state-level interest in the USA in accelerating the development of low-carbon coal technologies, including carbon capture and storage (CCS). Many states have adopted greenhouse gas emission targets and made commitments to low-carbon energy, and believe that these polices will result in job creation, air quality improvements, and reliable low-cost energy supplies. This paper provides an overview of options for states to encourage the deployment of carbon capture and sequestration. It describes actions (including legislation, regulations, and incentives) throughout the country. It also reviews in greater detail the range of policies available to state Public Utility Commissions for advancing deployment of CCS. Many states are adopting meaningful incentives for integrated gasification combined cycle (IGCC) power plants, and, as a handful of states are beginning to demonstrate, a number of these incentives can apply to CCS as well. States also have a number of authorities relevant to advancement of clean coal power, particularly within the domain of state public utility commissions (PUCs). State commissions have a wide array of policy options available to them in pursuing this goal, and will play a crucial role in determining the speed and effectiveness with which such technologies are deployed. States also enjoy major advantages, such as their direct jurisdiction over many critical power plant issues (including siting and retail ratemaking) that federal agencies do not possess. Regardless of the final form of federal greenhouse gas rules, states have the chance to gain experience as first movers and policy innovators, and will play an important role in shaping a low-carbon future. Although national policy is essential, a proactive approach by state policymakers and regulators to drive CCS can reduce future compliance costs, speed the required technological developments, and pave the way for future national policy.

The data object is encrypted and then automatically transmitted to the receiving entity upon occurrence of the event. The sharing metadata portion includes metadata characterizing the data file and referenced in connection with the sharing policy to determine when to automatically transmit the data object to the receiving entity.

    Various laws stemming from the Clean Air Act of 1970 and the Clean Air Act amendments of 1990 require air emissions modeling. Modeling is used to ensure that air emissions from new projects and from modifications to existing facilities do not exceed certain standards. For radionuclides, any new airborne release must be modeled to show that downwind receptors do not receive exposures exceeding the dose limits and to determine the requirements for emissions monitoring. For criteria and toxic pollutants, emissions usually must first exceed threshold values before modeling of downwind concentrations is required. This document was prepared to provide guidance for performing environmental compliance-driven air modeling of emissions from Idaho National Engineering and Environmental Laboratory facilities. This document assumes that the user has experience in air modeling and dose and risk assessment. It is not intended to be a "cookbook," nor should all recommendations herein be construed as requirements. However, there are certain procedures that are required by law, and these are pointed out. It is also important to understand that air emissions modeling is a constantly evolving process. This document should, therefore, be reviewed periodically and revised as needed. The document is divided into two parts. Part A is the protocol for radiological assessments, and Part B is for nonradiological assessments. This document is an update of and supersedes document INEEL/INT-98-00236, Rev. 0, INEEL Air Modeling Protocol.     Energy use of rooftop and other unitary air-conditioners in commercial applications accounts for about 1 quad (10{sup 15} Btu) of primary energy use annually in the U.S. [Reference 7]. The realization that this cooling equipment accounts for the majority of commercial building cooled floorspace and the majority also of commercial building energy use has spurred development of improved-efficiency equipment as well as development of stricter standards addressing efficiency levels. Another key market driver affecting design of rooftop air-conditioning equipment has been concern regarding comfort and the control of humidity. Trends for increases in outdoor air ventilation rates in certain applications, and the increasing concern about indoor air quality problems associated with humidity levels and moisture in buildings points to a need for improved dehumidification capability in air-conditioning equipment of all types. In many cases addressing this issue exacerbates energy efficiency, and vice versa. The integrated dedicated outdoor air system configuration developed in this project addresses both energy and comfort/humidity issues.

    This reference manual was prepared to assist electric utilities in helping homeowners, builders, and new home buyers to understand a broad range of issues related to indoor air quality. The manual is directed to technically knowledgeable persons employed by utility companies - the customer service or marketing representative, applications engineer, or technician - who may not have specific expertise in indoor air quality issues. In addition to providing monitoring and control techniques, the manual summarizes the link between pollutant concentrations, air exchange, and energy conservation and describes the characteristics and health effects of selected pollutants. Where technical information is too lengthy or complex for inclusion in this volume, reference sources are given. Information for this manual was gathered from technical studies, manufacturers' information, and other materials from professional societies, institutes, and associations. The aim has been to provide objective technical and descriptive information that can be used by utility personnel to make informed decisions about indoor air quality issues.

    On May 12, 2005, EPA promulgated the Clean Air Interstate Rule, which overhauls and expands the scope of air emissions trading programs in the eastern United States. The rule imposes statewide caps on emissions of nitrogen oxides and sulfur dioxide to be introduced in two phases, beginning in 2009.     Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

    The U.S. Environmental Protection Agency (EPA) has been regulating air toxics (hazardous air pollutants) under Section 112 of the 1970 Clean Air Act Amendments. To date, EPA has established emission standards for seven hazardous air pollutants. They include arsenic, asbestos, benzene, beryllium, mercury, vinyl chloride and radionuclides. EPA had determined that the low risks associated with electric utility fossil fuel power plant radionuclide emissions did not justify regulation under Section 112. The Clean Air Act Amendments of 1990 greatly expand EPA's rulemaking authority over toxic or hazardous air pollutants. The law lists 189 chemicals that would be subject to control. Sources that emit 10 tons/yr or more of any one pollutant, or 25 tons/yr or more of any combination thereof, must apply maximum available control technology (MACT). By definition, MACT is at least as stringent as best available control technology (BACT) for similar sources. However, consideration of the cost and feasibility of control, energy impacts and environmental factors will be given in MACT. Under the new amendments, the EPA will conduct a three-year study of the public health hazards from exposure to toxic emissions from utilities and report to Congress. EPA can regulate such emissions only if the regulations are appropriate based on this study. Two additional studies addressing mercury are also required. The first directs the EPA to conduct a four-year study of mercury emissions from electric utility steam generating units, municipal waste combustion units, and other sources. Included in this paper are evaluations of the rate and mass of such emissions, of health and environmental effects, and of the available control technologies and their costs.

Compressed-air systems are defined as a group of subsystems composed of air compressors, air treatment equipment, controls, piping, pneumatic tools, pneumatically powered machinery, and process applications using compressed air. A compressed-air system has three primary functional subsystems: supply, distribution, and demand. Air compressors are the primary energy consumers in a compressed-air system and are the primary focus of this protocol. The two compressed-air energy efficiency measures specifically addressed in this protocol are: high-efficiency/variable speed drive (VSD) compressor replacing modulating compressor; compressed-air leak survey and repairs.     If regulation of hazardous air pollutant emissions from utility boilers occurs in the next few years, the least-cost, lowest-risk control method for many utilities is likely to be some form of coal cleaning. Approximately 75 percent of coal mined east of the Mississippi River is already cleaned before it is used by the electric utility industry. Current methods of coal cleaning reduce ash and sulfur content by removing ash-forming and sulfur-bearing minerals; these same methods have the capability to remove large amounts of most of the 14 elements named as hazardous air pollutants (HAPs) in Title III of the 1990 Amendments to the Clean Air Act.

    This project determined the performance of a new high efficiency refrigerant, Ikon B, in a residential air conditioner designed to use R-22. The refrigerant R-22, used in residential and small commercial air conditioners, is being phased out of production in developed countries beginning this year because of concerns regarding its ozone depletion potential. Although a replacement refrigerant, R-410A, is available, it operates at much higher pressure than R-22 and requires new equipment. R-22 air conditioners will continue to be in use for many years to come. Air conditioning is a large part of expensive summer peak power use in many parts of the U.S. Previous testing and computer simulations of Ikon B indicated that it would have 20 - 25% higher coefficient of performance (COP, the amount of cooling obtained per energy used) than R-22 in an air-cooled air conditioner. In this project, a typical new R-22 residential air conditioner was obtained, installed in a large environmental chamber, instrumented, and run both with its original charge of R-22 and then with Ikon B. In the environmental chamber, controlled temperature and humidity could be maintained to obtain repeatable and comparable energy use results. Tests with Ikon B included runs with and without a power controller, and an extended run for several months with subsequent analyses to check compatibility of Ikon B with the air conditioner materials and lubricant. Baseline energy use of the air conditioner with its original R-22 charge was measured at 90 deg F and 100 deg F. After changeover to Ikon B and a larger expansion orifice, energy use was measured at 90 deg F and 100 deg F. Ikon B proved to have about 19% higher COP at 90 deg F and about 26% higher COP at 100 deg F versus R-22. Ikon B had about 20% lower cooling capacity at 90 deg F and about 17% lower cooling capacity at 100 deg F versus R-22 in this system. All results over multiple runs were within 1% relative standard deviation (RSD). All of these

    During the discussion on the “Environmental Protection Law Amendment (draft)” in 2011, it was decided to drop the proposed clauses related to environmental impact assessments (EIAs) on policy, which means that there remained no provisions for policy EIAs, and China's strategic environmental assessment system stayed limited to the planning level. However, considering that economic policy making is causing significant direct and indirect environmental problems and that almost every aspect of governmental policy has an economic aspect, EIAs on economic policies are of the utmost urgency. The purpose of this study is to review the EIA work that has been carried out on trade policy in China through four case studies, and illustrate how trade policy EIAs can be helpful in achieving better environmental outcomes in the area of trade. Through the trade policy EIA case studies we try to argue for the feasibility of conducting EIAs on economic policies in China. We also discuss the implications of the case studies from the point of view of how to proceed with EIAs on economic policy and how to promote their practice. - Highlights: • SEA system is incomplete and stays limited to the plan EIA level in China. • EIA on economic policy is of utmost importance for all the developing countries. • Four case studies of trade policy EIA in China are reviewed for policy implications. • Departmental competition for political power impedes economic policy EIAs in China. • Legislative regulation on policy EIA is the first thing needed to overcome barrier.

    Studies of the costs of climate change policies have utilized a variety of measures or metrics for summarizing costs. The leading economic models have utilized GNP, GDP, the ''area under a marginal cost curve,'' the discounted present value of consumption, and a welfare measure taken directly from the utility function of the model's representative agent (the ''Equivalent Variation''). Even when calculated using a single model, these metrics do not necessarily give similar magnitudes of costs or even rank policies consistently. This paper discusses in non-technical terms the economic concepts lying behind each concept, the theoretical basis for expecting each measure to provide a consistent ranking of policies, and the reasons why different measures provide different rankings. It identifies a method of calculating the ''Equivalent Variation'' as theoretically superior to the other cost metrics in ranking policies. When regulators put forward new economic or regulatory policies, there is a need to compare the costs and benefits of these new policies to existing policies and other alternatives to determine which policy is most cost-effective. For command and control policies, it is quite difficult to compute costs, but for more market-based policies, economists have had a great deal of success employing general equilibrium models to assess a policy's costs. Not all cost measures, however, arrive at the same ranking. Furthermore, cost measures can produce contradictory results for a specific policy. These problems make it difficult for a policy-maker to determine the best policy. For a cost measures to be of value, one would like to be confident of two things. First one wants to be sure whether the policy is a winner or loser. Second, one wants to be confident that a measure produces the correct policy ranking. That is, one wants to have confidence in a policy measure's ability to correctly rank policies from most beneficial to most harmful. This paper analyzes

    Idaho National Laboratory carried out air ingress experiments as part of validating computational fluid dynamics (CFD) calculations. An isothermal test loop was designed and set to understand the stratified-flow phenomenon, which is important as the initial air flow into the lower plenum of the very high temperature gas cooled reactor (VHTR) when a large break loss-of-coolant accident occurs. The unique flow characteristics were focused on the VHTR air-ingress accident, in particular, the flow visualization of the stratified flow in the inlet pipe to the vessel lower plenum of the General Atomic’s Gas Turbine-Modular Helium Reactor (GT-MHR). Brine and sucrose were used as heavy fluids, and water was used to represent a light fluid, which mimics a counter current flow due to the density difference between the stimulant fluids. The density ratios were changed between 0.87 and 0.98. This experiment clearly showed that a stratified flow between simulant fluids was established even for very small density differences. The CFD calculations were compared with experimental data. A grid sensitivity study on CFD models was also performed using the Richardson extrapolation and the grid convergence index method for the numerical accuracy of CFD calculations . As a result, the calculated current speed showed very good agreement with the experimental data, indicating that the current CFD methods are suitable for predicting density gradient stratified flow phenomena in the air-ingress accident.

    Geothermal electricity production capacity has grown over time because of multiple factors, including its renewable, baseload, and domestic attributes; volatile and high prices for competing technologies; and policy intervention. Overarching federal policies, namely the Public Utilities Regulatory Policies Act (PURPA), provided certainty to project investors in the 1980s, leading to a boom in geothermal development. In addition to market expansion through PURPA, research and development policies provided an investment of public dollars toward developing technologies and reducing costs over time to increase the market competitiveness of geothermal electricity. Together, these efforts are cited as the primary policy drivers for the currently installed capacity. Informing policy decisions depends on the combined impacts of policies at the federal and state level on geothermal development. Identifying high-impact suites of policies for different contexts, and the government levels best equipped to implement them, would provide a wealth of information to both policy makers and project developers.

    The U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy and the U.S. Environmental Protection Agency (EPA) jointly maintain a fuel economy website (www.fueleconomy.gov), which helps fulfill their responsibility under the Energy Policy Act of 1992 to provide accurate fuel economy information [in miles per gallon (mpg)] to consumers. The site provides information on EPA fuel economy ratings for passenger cars and light trucks from 1985 to the present and other relevant information related to energy use such as alternative fuels and driving and vehicle maintenance tips. In recent years, fluctuations in the price of crude oil and corresponding fluctuations in the price of gasoline and diesel fuels have renewed interest in vehicle fuel economy in the United States. (User sessions on the fuel economy website exceeded 20 million in 2008 compared to less than 5 million in 2004 and less than 1 million in 2001.) As a result of this renewed interest and the age of some of the references cited in the tips section of the website, DOE authorized the Oak Ridge National Laboratory (ORNL) Fuels, Engines, and Emissions Research Center (FEERC) to initiate studies to validate and improve these tips. This report documents a study aimed specifically at the effect of engine air filter condition on fuel economy. The goal of this study was to explore the effects of a clogged air filter on the fuel economy of vehicles operating over prescribed test cycles. Three newer vehicles (a 2007 Buick Lucerne, a 2006 Dodge Charger, and a 2003 Toyota Camry) and an older carbureted vehicle were tested. Results show that clogging the air filter has no significant effect on the fuel economy of the newer vehicles (all fuel injected with closed-loop control and one equipped with MDS). The engine control systems were able to maintain the desired AFR regardless of intake restrictions, and therefore fuel consumption was not increased. The carbureted engine did show a decrease in
