    This is the AmeriFlux version of the carbon flux data for the site US-Akn Aiken. Site Description - The Aiken site is located within the Atlantic Coastal Plain Providence on a U.S. Department of Energy reservation (806 sq km) at Savannah River National Laboratory. Areas of the site not used for industrial purposes were planted with forests starting in the early 1950s, including the site of the Aiken tower. The site measurements are representative of the southeastern US within a mixed agricultural, residential, and industrial zone.

    The Richards Barrier is one of the design features of the repository to be considered for the License Application (LA), Richards was a soil scientist who first described the diversion of moisture between two materials with different hydrologic properties. In this report, a Richards Barrier is a special type of backfill with a fine-grained material (such as sand) overlaying a coarse-grained material (such as gravel). Water that enters an emplacement drift will first encounter the fine-grained material and be transported around the coarse-grained material covering the waste package, thus protecting the waste package from contact with most of the groundwater. The objective of this report is to discuss the benefits and liabilities to the repository by the inclusion of a Richards Barrier type backfill in emplacement drifts. The Richards Barrier can act as a barrier to water flow, can reduce the waste package material dissolution rate, limit mobilization of the radionuclides, and can provide structural protection for the waste package. The scope of this report is to: (1) Analyze the behavior of barrier materials following the intrusion of groundwater for influxes of 1 to 300 mm per year. The report will demonstrate diversion of groundwater intrusions into the barrier over an extended time period when seismic activity and consolidation may cause the potential for liquefaction and settlement of the Richards Barrier. (2) Review the thermal effects of the Richards Barrier on material behavior. (3) Analyze the effect of rockfall on the performance of the Richards Barrier and the depth of the barrier required to protect waste packages under the barrier. (4) Review radiological and heating conditions on placement of multiple layers of the barrier. Subsurface Nuclear Safety personnel will perform calculations to determine the radiation reduction-time relationship and shielding capacity of the barrier. (5) Evaluate the effects of ventilation on cooling of emplacement drifts and

Themore » resulting model domain and polygon-shaped internal objects are mapped onto a rectangular, finite-volume, computational grid by a preprocessor. This allows the user to specify model geometry independently of the underlying grid and greatly simplifies user input for complex geometries. In addition, this approach significantly reduces the computational requirements since complex geometries are actually modeled on a rectangular grid.     The project area for the proposed Central Sanitary Wastewater Treatment Facility on the Savannah River Site includes a six-acre tract along Fourmile Branch and 18 mi of trunk line corridors. Archaeological investigations of the six-acre parcel resulted in the discovery of one small prehistoric site designated 38AK465. This cultural resource does not have the potential to add significantly to archaeological knowledge of human occupation in the region. The Savannah River Archaeological Research Program (SRARP) therefore recommends that 38AK465 is not eligible for nomination to the National Register of Historic Places (NRHP) and further recommends a determination of no effect. Archaeological survey along the trunk line corridors implicated previously recorded sites 38AK92, 38AK145, 38AK415, 38AK417, 38AK419, and 38AK436. Past disturbance from construction had severely disturbed 38AK92 and no archaeological evidence of 38AK145, 38AK419, and 38AK436 was recovered during survey. Lacking further evidence for the existence of these sites, the SRARP recommends that 38AK92, 38AK145, 38AK419, and 38AK436 are not eligible for nomination to the NRHP and thus warrant a determination of no effect. Two of these sites, 38Ak415 and 38AK417, required further investigation to evaluate their archaeological significance. Both of the sites have the potential to yield significant data on the prehistoric period occupation of the Aiken Plateau and the SRARP recommends that they are eligible for nomination to the NRHP. The Savannah River Archaeological Research Program recommends that adverse effects to sites 38AK415 and 38AK417 from proposed construction can be mitigated through avoidance.

Abstract: In recent years concern over widespread losses in biodiversity has grown to include a possible decline of many native pollinators, primarily bees. Factors such as habitat fragmentation, agricultural practices, use of pesticides, the introduction of invasive species, or changes in land use may negatively impact these vital organisims. Most reported studies show that human impacts on pollinators are overwhelmingly negative. Reductions in pollinator populations may profoundly impact plant population dynamics and ecosystem function. Little baseline data exists on the diversity and relative abundance of bees and wasps in southern forests. The objective of this study was to develop a simple, effective method of surveying cavity-nesting bees and wasps and to determine species diversity in mature forests of loblolly pine, the most widely planted tree species in the southern United States.

    Professor Richard H. Dalitz passed away on January 13, 2006. He was almost 81 years old and his outstanding contributions are intimately connected to some of the major breakthroughs of the 20th century in particle and nuclear physics. These outstanding contributions go beyond the Dalitz Plot, Dalitz Pair and CDD poles that bear his name. He pioneered the theoretical study of strange baryon resonances, of baryon spectroscopy in the quark model, and of hypernuclei, to all of which he made lasting contributions. His formulation of the ''{theta} - {tau} puzzle'' led to the discovery that parity is not a symmetry of the weak interactions. A brief scientific evaluation of Dalitz's major contributions to particle and nuclear physics is hereby presented, followed by the first comprehensive list of his scientific publications, as assembled from several sources. The list is divided into two categories: the first, main part comprises Dalitz's research papers and reviews, including topics in the history of particle physics, biographies and reminescences; the second part lists book reviews, public lectures and obituaries authored by Dalitz, and books edited by him. This provides the first necessary step towards a more systematic research of the Dalitz heritage in modern physics.

    The South Carolina Department of Natural Resources, Water Resources Division (SCWRD), in collaboration with the United States Department of Energy (USDOE) is conducting a hydrogeologic investigation of the ground-water system(s) peripheral to the Savannah River Site. The study area is located in the Southeastern Coastal Plain hydrogeologic province in Aiken, Allendale and Barnwell Counties, South Carolina. Ground-water movement, quality, and availability are being evaluated in order to better protect and manage this valuable regional resource. The investigation involves a well-cluster system comparable to the one constructed on the SRS. Cluster sites are situated outside the SRS on the basis of study objectives, proximity to the plant`s borders, land availability, and for the optimization of hydrogeologic control. One to three wells are completed into each major aquifer, and at each cluster site, at least one borehole is continuously cored and geophysically logged from land surface to at least 10 feet into unweathered bedrock. Data collected from the ongoing study include 146 paleontologic and palynologic age dates, 100 x-ray diffraction analyses of clay and bulk mineralogy, 442 sieve analyses, 6,040 feet of detailed core description, mineral composition and porosity determined from thin-section analyses, and continuous water-level data. This report is a compilation and interpretation of the {open_quotes}C-well{close_quotes} data that have been generated from the project and that will be used to model and characterize the aquifers and confining units in the region.

    A series of gamma radiation surveys was conducted over Par Pond at the Savannah River Site (SRS) in August 1993, October 1991, and August 1992 as part of an effort to monitor the radiological changes around Par Pond as its water level was lowered. The results of an April 1989 survey, which was about one-half the area of those surveys listed above, were used as baseline data for the comparison. Gamma energy spectrum analysis revealed that the only man-made gamma ray emitter detected during the four surveys in the Par Pond area was cesium-137. The comparisons revealed that: (1) significant change in the radiological environment occurred along the Par Pond shoreline as the water levels were lowered, (2) the activity in Lower Three Runs Creek varied slightly as the level/flow rate changed during the pumping process, (3) minor changes occurred in areas adjacent to the Par Pond, and (4) little or no change occurred between surveys in the spatial distribution or kind of sources detected. All changes were directly related to the moisture variations (Par Pond water lowering, rainfall, waterway flow rates) between the survey periods. The distribution, kind, and activity of sources detected beyond the pond bed were consistent between surveys. 60 figs., 14 tabs.

    This report presents the results of a baseline mapping project conducted for the Environmental Restoration Department at Savannah River Site. The purpose of this report is to map the distribution of mud (clay and silt-sized material) within each hydrogeologic unit from the surface down to the top of the Crouch Branch aquifer beneath the A/M Area. The distribution of mud layers and variations in the percentage of clay and silt within the strata is extremely important in order to fully characterize the extent of DNAPL beneath the A/M Area and determine the geometry of the contaminant plumes emanating from them. Precision mapping of these layers can aid in locating areas where contamination is most likely to have migrated into the saturated zone. In addition, this information can be used to refine the current remediation systems or assist in designing new remedial systems.

    In carrying out its mission to ensure the safe use of radioactive materials for beneficial civilian purposes while protecting people and the environment, the U.S. Nuclear Regulatory Commission (NRC) adheres to its Principles of Good Regulation. The Principles-Independence, Openness, Efficiency, Clarity, and Reliability-apply to the agency as a whole in its decision-making and to the individual conduct of NRC employees. This paper describes the application of the Principles in a real-life staff activity, a guidance document used in the NRC's low-level radioactive waste (LLW) program, the Concentration Averaging and Encapsulation Branch Technical Position (CA BTP). The staff's process to revise the document, as well as the final content of the document, were influenced by following the Principles. For example, consistent with the Openness Principle, the staff conducted a number of outreach activities and received many comments on three drafts of the document. Stakeholder comments affected the final staff positions in some cases. The revised CA BTP, once implemented, is expected to improve management and disposal of LLW in the United States. Its positions have an improved nexus to health and safety; are more performance-based than previously, thus providing licensees with options for how they achieve the required outcome of protecting an inadvertent human intruder into a disposal facility; and provide for disposal of more sealed radioactive sources, which are a potential threat to national security.     This is the final report in the Zero-Emission Vehicle (ZEV) Technology Assessment, performed for NYSERDA by Booz-Allen & Hamilton Inc. Booz-Allen wrote the final report, and performed the following tasks as part of the assessment: assembled a database of key ZEV organizations, their products or services, and plans; described the current state of ZEV technologies; identified barriers to widespread ZEV deployment and projected future ZEV technical capabilities; and estimated the cost of ZEVs from 1998 to 2004. Data for the ZEV Technology Assessment were obtained from several sources, including the following: existing ZEV industry publications and Booz-Allen files; major automotive original equipment manufacturers; independent electric vehicle manufacturers; battery developers and manufacturers; infrastructure and component developers and manufacturers; the U.S. Department of Energy, the California Air Resources Board, and other concerned government agencies; trade associations such as the Electric Power Research Institute and the Electric Transportation Coalition; and public and private consortia. These sources were contacted by phone, mail, or in person. Some site visits of manufacturers also were conducted. Where possible, raw data were analyzed by Booz-Allen staff and/or verified by independent sources. Performance data from standardized test cycles were used as much as possible.

    In 1979, radioactive waste disposal was an important national issue. State governors were closing the gates on the existing low-level radioactive waste disposal sites and the ultimate disposition of spent fuel was undecided. A few years later, the United States Congress thought they had solved both problems by passing the Low-Level Radioactive Waste Policy Act of 1981, which established a network of regional compacts for low-level radioactive waste disposal, and by passing the Nuclear Waste Policy Act of 1982 to set out how a final resting place for high-level waste would be determined. Upon passage of the acts, State, Regional and Federal officials went to work. Here we are some 30 years later with little to show for our combined effort. The envisioned national repository for high-level radioactive waste has not materialized. Efforts to develop the Yucca Mountain high-level radioactive waste disposal facility were abandoned after spending $13 billion on the failed project. Recently, the Blue Ribbon Commission on America's Nuclear Future issued its draft report that correctly concludes the existing policy toward high-level nuclear waste is 'all but completely broken down'. A couple of new low-level waste disposal facilities have opened since 1981, but neither were the result of efforts under the act. What the Act has done is interject a system of interstate compacts with a byzantine interstate import and export system to complicate the handling of low-level radioactive waste, with attendant costs. As this paper is being written in the fourth-quarter of 2011, after 30 years of political and bureaucratic turmoil, a new comprehensive low-level waste disposal facility at Andrews Texas is approaching its initial operating date. The Yucca Mountain project might be completed or it might not. The US Nuclear Regulatory Commission is commencing a review of their 1981 volume reduction policy statement. The Department of Energy after 26 years has yet to figure out how to implement its obligations under the 1985 amendments to the Low-Level Radioactive Waste Policy Act. But, the last three decades have not been a total loss. A great deal has been learned about radioactive waste disposal since 1979 and the efforts of the public and private sector have shaped and focused the work to be done in the future. So, this lecturer asks the question: 'What have we wrought?' to which he provides his perspective and his recommendations for radioactive waste management policy for the next 30 years. (author)

    In June 2009, the State of Hawaii enacted an Energy Efficiency Portfolio Standard (EEPS) with a target of 4,300 gigawatt hours (GWh) by 2030 (Hawaii 2009). Upon setting this goal, the Hawaii Clean Energy Initiative, Booz Allen Hamilton (BAH), and the National Renewable Energy Laboratory (NREL), working with select local stakeholders, partnered to execute the first key step toward attaining the EEPS goal: the creation of a high-resolution roadmap outlining key areas of potential electricity savings. This roadmap was divided into two core elements: savings from new construction and savings from existing buildings. BAH focused primarily on the existing building analysis, while NREL focused on new construction forecasting. This report presents the results of the Booz Allen Hamilton study on the existing building stock of Hawaii, along with conclusions on the key drivers of potential energy efficiency savings and on the steps necessary to attain them.
