  1. The International Energy Agency`s role in world-wide wind energy development

    Wind energy is now being deployed world-wide at a rapidly increasing rate and the International Energy Agency (IEA) has a changing role in its growth. IEA was founded in 1974 within the framework of the Organization for Economic Cooperation and Development (OECD) to collaborate on comprehensive international energy programs. IEA membership consists of eighteen parties from sixteen countries and the European Commission. Recently there has been increasing interest in IEA participation from both OECD and non-OECD countries. Non-OECD countries participating in various IEA Agreements include: China, India, Israel, Korea, and Russia. Because of its diverse international makeup, the IEA is viewed as a source of reliable technical and economic information. The World Bank has approached the Executive Committee for Wind Energy R & D, through the IEA Renewable Energy Working Party, to assist in the expansion of wind deployment. In addition, IEA is moving from R & D programs to include tracking of implementation incentives offered by its members.

    The International Energy Agency (IEA) responded to the 1973-1974 oil embargo with an emergency allocation program outlined in the Agreement on an International Energy Program (IEP), viewed by the US as an executive agreement and by most participants as a treaty. The IEA's four standing groups on Relations with Producer and other Consumer Countries, on Long-Term Cooperation, on the Oil Market, and on Emergency Questions are organized to accommodate co041869flicting interests through voting rights and to allow constructive interaction among intergovernmental bodies. A description of the allocation system and industry's role in emergencies is followed by a summary of US legal requirements relating to these activities. Four appendices reproduce the IEP Agreement and diagram the IEA organizational structure, the IEA emergency allocation system, and the Emergency Management Organization. (DCK)

However, participation could have anticompetitive consequences and under U.S. antitrust laws could result in suits against U.S. companies. To ensure participation of major U.S. oil companies, legislation provides a statutory defense against any civil or criminal suit brought under federal or state antitrust laws for some actions. This report describes efforts to expand the antitrust and breach of contract defenses for oil company supply transactions during an oil emergency and to resolve the problem of foreign blockage of information critical to U.S. antitrust review of oil transactions involving foreign affiliates of U.S. companies.

    The World Energy Projection System (WEPS) was developed by the Office of Integrated Analysis and Forecasting within the Energy Information Administration (EIA), the independent statistical and analytical agency of the US Department of Energy. WEPS is an integrated set of personal computer based spreadsheets containing data compilations, assumption specifications, descriptive analysis procedures, and projection models. The WEPS accounting framework incorporates projections from independently documented models and assumptions about the future energy intensity of economic activity (ratios of total energy consumption divided by gross domestic product GDP), and about the rate of incremental energy requirements met by natural gas, coal, and renewable energy sources (hydroelectricity, geothermal, solar, wind, biomass, and other renewable resources). Projections produced by WEPS are published in the annual report, International Energy Outlook. This report documents the structure and procedures incorporated in the 1998 version of the WEPS model. It has been written to provide an overview of the structure of the system and technical details about the operation of each component of the model for persons who wish to know how WEPS projections are produced by EIA.

    As the 20th century draws to a close, both individual countries and the world community face challenging problems related to the supply and use energy. These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world`s major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

    As the 20th century draws to a close, both individual countries and the world community face challenging problems related to the supply and use energy. These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world's major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

    Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treaty’s (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEA’s operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an “extraordinary bargain” by the United Nations Secretary-General’s High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to sustain

    The State of Washington encourages energy-efficient building designs for public agencies. The Washington State Energy Office (WSEO) supports this goal by identifying advances in building technology and sharing this information with the design community and public administrators responsible for major construction projects. Many proven technologies can reduce operating costs-and save energy-to an extent that justifies some increases in construction costs. WSEO prepared these Energy Life Cycle Cost Analysis (ELCCA) guidelines for the individuals who are responsible for preparing ELCCA submittals for public buildings. Key terms and abbreviations are provided in Appendix A.     Performance requirements and testing protocols are needed to ensure that equipment used by the International Atomic Energy Agency (IAEA) is reliable. Oak Ridge National Laboratory (ORNL), through the US Support Program, tested equipment to validate performance requirements protocols used by the IAEA for the subject equipment categories. Performance protocol validation tests were performed in the Environmental Effects Laboratory in the categories for battery, DC power supply, and uninterruptible power supply (UPS).     The Hanford Site has hosted similar activities, including both Hanford Summits I and II. The Hanford Summits were two-day televised events to discuss the commitment of the current Presidential administration to the environmental restoration of the Hanford Site. Public involvement and strategic issues established from Hanford Summit I include: Regulatory issues, training and education, economic development and partnership, and technology transfer. Hanford Summit II provided a summary of how Secretary of Energy O`Leary is proceeding on the above strategic issues. The DOE and Westinghouse School for Environmental Excellence frequently offers a six-week course for environmental professionals and workers. Approximately thirty to forty individuals attend the training course, which provides training in environmental regulation compliance. The Hanford Site has hosted two previous International Atomic Energy Agency training courses. The courses lasted two weeks and had approximately eight to ten participants. Nuclear Material Management and Neutron Monitoring were the courses hosted by the Hanford Site.

    In 1973, with the OPEC embargo, the US was jarred into the world of insecure energy supplies - a harsh reality considering that throughout much of our history we had sufficient domestic supplies of oil and gas to meet all of our requirements. The US Government's response in 1973 was to assess domestic oil and gas potential, which was found to be substantial but nonetheless short of long-term requirements. Born of the need to become more certain about foreign as well has domestic resources, and working in conjunction with the Foreign Energy Supply Assessment Program of the US Department of Energy, the US Geological Survey undertook a program to develop a technical understanding of the reserves and undiscovered recoverable resources of petroleum in every basin in the world with petroleum potential. The World Energy Resources Program prepared an assessment of ultimate resources of crude oil for the World Petroleum Congress (WPC) in 1983, and a revision and update (including nature gas, crude oil, extra heavy oil, and tar sands) are planned for WPC in 1987. This poster session attempts to engender awareness of our scenario of world ultimate petroleum occurrence and to show some elements of the geology that guided our thinking.

    The traveler, serving as Delegate from the United States Heat Pump Center National Team, participated in the activities of the second International Energy Agency Heat Pump Center (IEA-HPC) Working Team meeting. This included a 20 minute presentation by the traveler about the Development and Activities of the IEA Heat Pump Center US National Team.'' Highlights of this meeting included development of 1991 IEA-HPC work plans including a prioritization of activities, introduction of the newly appointed IEA-HPC Advisory Board, and discussion of a new IEA Clearinghouse Network initiative. Pre-meeting discussions were held with IEA-HPC staff members which focused on US Heat Pump Center National Team contributions to the IEA-HPC Newsletter and participation in other IEA-HPC sponsored activities.

    The World Energy Projection System Plus (WEPS ) is a comprehensive, mid?term energy forecasting and policy analysis tool used by EIA. WEPS projects energy supply, demand, and prices by country or region, given assumptions about the state of various economies, international energy markets, and energy policies. The Global Activity Module (GLAM) provides projections of economic driver variables for use by the supply, demand, and conversion modules of WEPS . GLAM’s baseline economic projection contains the economic assumptions used in WEPS to help determine energy demand and supply. GLAM can also provide WEPS with alternative economic assumptions representing a range of uncertainty about economic growth. The resulting economic impacts of such assumptions are inputs to the remaining supply and demand modules of WEPS .

SEDS will set start and end dates for the forecast period, and a time increment (assumed to be 1 year in the initial version). The WOMM will then randomly select an Annual Energy Outlook (AEO) oil price case and calibrate itself to that case. As it steps through each year, the WOMM will generate a stochastic supply shock to OPEC output and accept a new estimate of U.S. petroleum demand from SEDS. The WOMM will then calculate a new oil market equilibrium for the current year. The world oil price at the new equilibrium will be sent back to SEDS. When the end year is reached, the process will begin again with the selection of a new AEO forecast. Iterations over forecasts will continue until SEDS has completed all its simulation runs.

    This study investigated the real-world energy performance of appliances and equipment as it compared with models and test procedures. The study looked to determine whether the U.S. Department of Energy and industry test procedures actually replicate real world conditions, whether performance degrades over time, and whether installation patterns and procedures differ from the ideal procedures. The study first identified and prioritized appliances to be evaluated. Then, the study determined whether real world energy consumption differed substantially from predictions and also assessed whether performance degrades over time. Finally, the study recommended test procedure modifications and areas for future research.

    The Commercial Model of the World Energy Projection System Plus (WEPS ) is an energy demand modeling system of the world commercial end?use sector at a regional level. This report describes the version of the Commercial Model that was used to produce the commercial sector projections published in the International Energy Outlook 2016 (IEO2016). The Commercial Model is one of 13 components of the WEPS system. The WEPS is a modular system, consisting of a number of separate energy models that are communicate and work with each other through an integrated system model. The model components are each developed independently, but are designed with well?defined protocols for system communication and interactivity. The WEPS modeling system uses a shared database (the “restart” file) that allows all the models to communicate with each other when they are run in sequence over a number of iterations. The overall WEPS system uses an iterative solution technique that forces convergence of consumption and supply pressures to solve for an equilibrium price.

    This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment. The scope was limited to agency programs (i.e., not undertaken at the initiative of individual hospitals), applicable to non-federal public and private hospitals.

    ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

    The one year internship required for partial fulfillment of the Doctor of Engineering Degree was completed at the Governor's Energy Management Center in Austin, Texas. The intern worked for the State Agencies Department of the Energy Management Center. The intern was involved in a variety of projects, but the primary projects requiring the greatest time were the involvement with the design reviews for energy efficiency of new prisons being constructed in Texas, conducting energy management audits at 18 major state universities, and the technical and administrative assistance to the State Cogeneration Council. Other project involvement included managing the preliminary engineering design of the cogeneration facility at Austin State Hospital, responsibility for applying for a $1.4 million dollar crude oil refund on the behalf of all state agencies in Texas, and assisting in the planning and coordination of the $48 million Revolving Loan Program for the state of Texas. The internship taught many things about management and communications. The experience also provided a better understanding of how the state and federal government operate. The greatest contribution of the internship experience was the improvement of the intern's written and oral communication skills.

The chronology is arranged synoptically, allowing users to reference easily the historical context in which each event occurred. Summaries of Presidential, Legislative, and Judicial actions relating to energy, rosters of federal energy officials, and a genealogy of federal energy agencies are also provided in separate appendices. The Energy History Chronology was prepared in conjunction with the History Division's series of pamphlets on the Institutional Origins of the Department of Energy. The series includes concise histories of the Department of Energy, the Energy Research and Development Administration, the Federal Energy Administration, and the Atomic Energy Commission.     Annex XIII on 'Fuel Cell Vehicles' of the Implementing Agreement Hybrid and Electric Vehicles of the International Energy Agency has been operating since 2006, complementing the ongoing activities on battery and hybrid electric vehicles within this group. This paper provides an overview of the Annex XIII final report for 2010, compiling an up-to-date, neutral, and comprehensive assessment of current trends in fuel cell vehicle technology and related policy. The technological description includes trends in system configuration as well as a review of the most relevant components including the fuel cell stack, batteries, and hydrogen storage. Results from fuel cell vehicle demonstration projects around the world and an overview of the successful implementation of fuel cells in specific transport niche markets will also be discussed. The final section of this report provides a detailed description of national research, development, and demonstration (RD&D) efforts worldwide.

Particular experiences and technical data are mentioned regarding the United States' experience in this area and the Public Utilities Commissions of various states. The author has gathered various technical information on energy generation and public policies on energy issues while associated with the Public Utility Commission as a staff member and having testified as expert witness in a number of electric energy rate cases in Pennsylvania, North Carolina and West Virginia. This paper surveys the available alternate energy technologies to meet the energe needs at the village level, with particular reference to their application in Pakistan. This paper concludes after analysing the various energy choices as to the resources, policies and energy education development. The author has proposed small workshops at the high school level for students and teachers, based on the same concepts developed by the Department of Energy. Development of advanced research and cooperation in ''renewable energy resources'' through A.I.D. programs is recommended.

    US national energy policy recognizes that the continued development of commercial nuclear power in the United States is vital to US national security and energy stability since it is a significant domestic energy resource that is relatively free from international pressures. As of this writing (August 1989) the United States had 108 nuclear power reactors in commercial status. In January 1989 nuclear energy produced 46 billion KwH or 20% of total US electricity generated in contrast to 45 billion KwH (18.8%) produced in January 1988. The US Federal Government has been engaged in a variety of activities to ensure that nuclear energy remains a safe, economically competitive and environmentally acceptable option. Much of the federal effort in recent months has been devoted to developing initiatives designed to remove institutional and regulatory obstacles to the continued use of nuclear power as part of the US energy system. Within this context, the following paragraphs summarize the major features of the current status of the US nuclear energy program and policies.

Scheduled to open this summer, the 222,000 square-foot RSF will house more than 800 staff and an energy efficient information technology data center. Because 19 percent of the country's energy is used by commercial buildings, DOE plans to make this facility a showcase for energy efficiency. DOE hopes the design of the RSF will be replicated by the building industry and help reduce the nation's energy consumption by changing the way commercial buildings are designed and built.

    The Chairman of the Senate Committee on Govermental Affairs asked the United States General Accounting Office (GAO) to review the safeguards and nuclear power plant safety programs of the International Atomic Energy Agency (IAEA). This report examines (1) the effectiveness of IAEA`s safeguards program and the adequacy of program funding, (2) the management of U.S. technical assistance to the IAEA`s safeguards program, and (3) the effectiveness of IAEA`s program for advising United Nations (UN) member states about nuclear power plant safety and the adequacy of program funding. Under its statute and the Treaty on the Non-Proliferation of Nuclear Weapons, IAEA is mandated to administer safeguards to detect diversions of significant quantities of nuclear material from peaceful uses. Because of limits on budget growth and unpaid contributions, IAEA has had difficulty funding the safeguards program. IAEA also conducts inspections of facilities or locations containing declared nuclear material, and manages a program for reviewing the operational safety of designated nuclear power plants. The U.S. technical assistance program for IAEA safeguards, overseen by an interagency coordinating committee, has enhanced the agency`s inspection capabilities, however, some weaknesses still exist. Despite financial limitations, IAEA is meeting its basic safety advisory responsibilities for advising UN member states on nuclear safety and providing requested safety services. However, IAEA`s program for reviewing the operational safety of nuclear power plants has not been fully effective because the program is voluntary and UN member states have not requested IAEA`s review of all nuclear reactors with serious problems. GAO believes that IAEA should have more discretion in selecting reactors for review.

    The International Energy Program Agreement, which created the International Energy Agency (IEA) in November 1974, establishes a system for the mandatory sharing of petroleum during severe oil supply disruptions. Development of the agreement was initiated by then Secretary of State Henry Kissinger during the attempted embargo of oil shipments to the US and The Netherlands by the Organization of Arab Petroleum Exporting Countries in 1973. Kissinger feared that the scramble for oil supplies would strain the Western alliance and contribute to a Western European ''tilt'' toward the Arab position in the Mideast. A new framework for international cooperation in the sharing of oil during oil embargoes and other supply disruptions seemed desirable; ensuring everyone their ''fair share'' would help blunt the oil weapon. Twenty-one countries, including the United States, Japan, and all the countries of Western Europe except France, affirmed this view through their membership in the IEA. The mechanism intended to achieve ''fair'' distribution of petroleum during severe disruptions is the Emergency Sharing System (ESS). Our evaluation of the ESS attempts to answer three questions: First, what would be the economic consequences for the US and other IEA members if sharing were to be implemented. Second, how do limitations in information and market control hinder implementation. Third, in light of such impediments, what are likely to be the actual economic consequences of attempted implementation.

    In September 2005 the Development Committee requested the World Bank to develop an Investment Framework for Clean Energy and Development - in the context of the Gleneagles Communique on Climate Change, Clean Energy and Sustainable Development which was issued in July 2005. This Action Plan provides an update of work undertaken to date as well as actions planned by the World Bank Group (WBG) in support of the Clean Energy for Development Investment Framework (CEIF). The Action Plan relies on partnerships, including with the International Financial Institutions (IFIs) and the private sector. While it concentrates on maximizing and extending existing instruments, it provides for continued dialogue with governments and the private sector on new approaches to accelerate the transition to a low carbon economy. In addition to increased investments, the private sector has an important role to play in closing the investment gap in many countries. Projects such as Bujagali (Uganda), Nam Theun II (Laos) and China and India Thermal Power Plant Rehabilitation projects are examples of how partnerships with the private sector can work, both on financing but also on enhancing the overall regulatory framework for enhanced partnerships. The report was prepared for the 15 April 2007 Development Committee meeting, a joint committee of the Board of Governors of the World Bank and the International Monetary Fund on the transfer of real resources to developing countries. 3 figs., 3 tabs., 5 annexes.

    The Vault at the Plutonium Finishing Plan (PFP) became subject to the International Atomic Energy Agency (IAEA) safeguards beginning in 1994 as part of the US excess fissile material program. The inventory needed to be stabilized and repackaged for long-term storage to comply with Defense Nuclear Facility Safety Board Recommendation 94-1. In 1998, the United States began negotiations with IAEA to develop methods to maintain safeguards during stabilization and repackaging of this material. The Design Information Questionnaire was revised and submitted to the IAEA in 2002 describing modification to the facility to accommodate the stabilization process line. The operation plan for 2003 was submitted describing the proposed schedules for removing materials for stabilization. Stabilization and repackaging activities for the safeguarded plutonium began in January 2003 and were completed in December 2003. The stabilization was completed in five phases. IAEA containment and surveillance measures were maintained until the material was removed by phase for stabilization and repackaging. Following placement of the repackaged material into the storage vault, the IAEA conducted inventory change verification measurements, and re-established containment and surveillance. Plant activities and the impacts on operations are described.

    This document is meant to describe the status of the International Energy Agency (IEA), Annex 11 (Integrated Systems), Subtask B (Analytical Tools) effort being carried out by the Member Nations. This includes Canada, Japan, Italy (inactive at this time), the Netherlands, Spain, Switzerland, and the United States. The Subtask status is taken as of the end of September 1997, following the Fall Experts Meeting. This was held in Toronto, September 23--26. The goal of this Annex is to identify, compile, and integrate models of hydrogen technology components into system models that will describe overall pathways. Examples would include: PV/electrolysis/pipeline transport/hydride storage/PEM fuel cell utilization or natural gas steam reforming/liquefaction/truck transport/hydrogen refueling station. Component models are developed by the Member Nations and integrated into the desired overall system. Subtask B is concerned with identifying and compiling existing component models from Member Nations, or developing these models from data supplied by the Member Nations via Subtask A.

    Destructive analysis is used by the International Atomic Energy Agency (IAEA) through its Safeguards Analytical Laboratory (SAL) to verify, in part, the inventory of nuclear materials at nuclear facilities. The reliability and quality of these meassurements must be assured in a systematic manner. The Division of Safeguards Evaluation, IAEA, required assistance in developing and implementing the quality assurance measures for the analytical procedures used in the destructive analysis of these safeguards samples. To meet these needs an ISPO POTAS Task D.53 was instituted in which consultants would review with IAEA staff the procedures used (or proposed) at SAL for the destructive analysis of safeguards samples and the statistical evaluation of the resulting measurement data at Headquarters. The procedures included analytical methods, qualtiy control measures, and the treatment of data from these activities. Based on this review, modifications to the system, if required, would be recommended which would provide routine assurance to management that these procedures are functioning properly to achieve safeguards objectives. In the course of this review, the sample handling procedures, measurement control activities, analytical methods, reference materials, calibration procedures, statistical analysis of data, and data management system were studied and evaluated. The degree to which SAL (as a total system) achieved laboratory quality assurance was assessed by comparison to accepted standards of quality assurance. 22 refs., 1 fig.

    Country Analysis Briefs: 1994 is a compilation of country profiles prepared by the Energy Markets and Contingency Information Division (EMCID) of the Office of Energy Markets and End Use. EMCID maintains Country Analysis Briefs (CABs) for specific countries or geographical areas that are important to world energy markets. As a general rule, CABs are prepared for all members of the Organization of Petroleum Exporting Countries (OPEC), major non-OPEC oil producers (i.e., the North Sea, Russia), major energy transit areas (i.e., Ukraine), and other areas of current interest to energy analysts and policy makers. As of January 1995, EMCID maintained over 40 CABs, updated on an annual schedule and subject to revision as events warrant. This report includes 25 CABs updated during 1994. All CABs contain a profile section, a map showing the country`s location, and a narrative section. The profile section includes outlines of the country`s economy, energy sector, and environment. The narrative provides further information and discussion of these topics. Some CABs also include a detailed map displaying locations of major oil and gas fields, pipelines, ports, etc. These maps were created as a result of special individual requests and so are not typically a standard feature of the CABs.     Annex IV is an international collaborative project to examine the environmental effects of marine energy devices among countries through the International Energy Agency’s Ocean Energy Systems Initiative (OES). The U.S. Department of Energy (DOE) serves as the Operating Agent for the Annex, in partnership with the Bureau of Ocean Energy Management (BOEM; formerly the Minerals Management Service), the Federal Energy Regulatory Commission (FERC), and National Oceanographic and Atmospheric Administration (NOAA). Numerous ocean energy technologies and devices are being developed around the world, and the few data that exist about the environmental effects of these technologies are dispersed among countries and developers. The purpose of Annex IV is to facilitate efficient government oversight of the development of ocean energy systems by compiling and disseminating information about the potential environmental effects of marine energy technologies and to identify methods of monitoring for these effects. Beginning in 2010, this three-year effort produced a publicly available searchable online database of environmental effects information (Tethys). It houses scientific literature pertaining to the environmental effects of marine energy systems, as well as metadata on international ocean energy projects and research studies. Two experts’ workshops were held in Dublin, Ireland (September 2010 and October 2012) to engage with international researchers, developers, and regulators on the scope and outcomes of the Annex IV project. Metadata and information stored in the Tethys database and feedback obtained from the two experts’ workshops were used as resources in the development of this report.     Within the framework of the International Energy Agency Hydrogen Implementing Agreement, Task 11 was undertaken to develop tools to assist in the design and evaluation of existing and potential hydrogen demonstration projects. Emphasis was placed on integrated systems, from input energy to hydrogen end use. Included in the PDF document are the Executive Summary of the final report and the various case studies. The activities of task 11 were focused on near- and mid-term applications, with consideration for the transition from fossil-based systems to sustainable hydrogen energy systems. The participating countries were Canada, Italy, Japan, the Netherlands, Spain, Switzerland and the United States. In order for hydrogen to become a competitive energy carrier, experience and operating data need to be generated and collected through demonstration projects. A framework of scientific principles, technical expertise, and analytical evaluation and assessment needed to be developed to aid in the design and optimization of hydrogen demonstration projects to promote implementation. The task participants undertook research within the framework of three highly coordinated subtasks that focused on the collection and critical evaluation of data from existing demonstration projects around the world, the development and testing of computer models of hydrogen components and integrated systems, and the evaluation and comparison of hydrogen systems. While the Executive Summary reflects work on all three subtasks, this collection of chapters refers only to the work performed under Subtask A. Ten projects were analyzed and evaluated in detail as part of Subtask A, Case Studies.     In his September 1993 address to the United Nations General Assembly, President Clinton proposed several initiatives to promote nuclear nonproliferation. One element is of these initiatives was that the United States offered to place excess fissile material under International Atomic Energy Agency @A) safeguards. Three Department of Energy (DOE) facilities were identified as part of a phased approach for initial implementation. This paper describes the planning process used to provide information to assist the DOE in making decisions for the initial offer, outlines tasks to be performed, and develops a budget request. The process consisted of: (1) Characterizing the Hanford Site from the perspective of IAEA safeguards; (2) identify key issues to be resolved; (3) developing budget estimates and schedules; (4) interfacing with other DOE components and the IAEA to clarify expected activities; and (5) initiating additional data collection and preparatory activities to reduce planning uncertainties.

    It is widely understood that cold ambient temperatures increase vehicle fuel consumption due to heat transfer losses, increased friction (increased viscosity lubricants), and enrichment strategies (accelerated catalyst heating). However, relatively little effort has been dedicated to thoroughly quantifying these impacts across a large set of real world drive cycle data and ambient conditions. This work leverages experimental dynamometer vehicle data collected under various drive cycles and ambient conditions to develop a simplified modeling framework for quantifying thermal effects on vehicle energy consumption. These models are applied over a wide array of real-world usage profiles and typical meteorological data to develop estimates of in-use fuel economy. The paper concludes with a discussion of how this integrated testing/modeling approach may be applied to quantify real-world, off-cycle fuel economy benefits of various technologies.

This document presents an overview of ESPCs and how they fit within the RLF framework. There are a variety of options available to state and local governments to catalyze the disbursement of available capital from RLFs and increase the number of ESPC projects within their jurisdictions. To demonstrate the implementation of this type of financing program in action, this report concludes with four program case studies of state-sponsored RLFs where ESPCs are an allowed use of funds.

Instead, I will first discuss a conceptual framework of metrics for evaluating and improving basic and applied experimental science as well as the associated role that quality management should play in understanding and implementing these metrics.     In much of the developed world, air-conditioning in buildings is the dominant driver of summer peak electricity demand. In the developing world a steadily increasing utilization of air-conditioning places additional strain on already-congested grids. This common thread represents a large and growing threat to the reliable delivery of electricity around the world, requiring capital-intensive expansion of capacity and draining available investment resources. Thermal energy storage (TES), in the form of ice or chilled water, may be one of the few technologies currently capable of mitigating this problem cost effectively and at scale. The installation of TES capacity allows a building to meet its on-peak air conditioning load without interruption using electricity purchased off-peak and operating with improved thermodynamic efficiency. In this way, TES has the potential to fundamentally alter consumption dynamics and reduce impacts of air conditioning. This investigation presents a simulation study of a large office building in four distinct geographical contexts: Miami, Lisbon, Shanghai, and Mumbai. The optimization tool DER-CAM (Distributed Energy Resources Customer Adoption Model) is applied to optimally size TES systems for each location. Summer load profiles are investigated to assess the effectiveness and consistency in reducing peak electricity demand. Additionally, annual energy requirements are used to determine system cost feasibility, payback periods and customer savings under local utility tariffs.

    With the emergence of China as the world's largest energy consumer, the awareness of developing country energy consumption has risen. According to common economic scenarios, the rest of the developing world will probably see an economic expansion as well. With this growth will surely come continued rapid growth in energy demand. This paper explores the dynamics of that demand growth for electricity in the residential sector and the realistic potential for coping with it through efficiency. In 2000, only 66% of developing world households had access to electricity. Appliance ownership rates remain low, but with better access to electricity and a higher income one can expect that households will see their electricity consumption rise significantly. This paper forecasts developing country appliance growth using econometric modeling. Products considered explicitly - refrigerators, air conditioners, lighting, washing machines, fans, televisions, stand-by power, water heating and space heating - represent the bulk of household electricity consumption in developing countries. The resulting diffusion model determines the trend and dynamics of demand growth at a level of detail not accessible by models of a more aggregate nature. In addition, the paper presents scenarios for reducing residential consumption through cost-effective and/or best practice efficiency measures defined at the product level. The research takes advantage of an analytical framework developed by LBNL (BUENAS) which integrates end use technology parameters into demand forecasting and stock accounting to produce detailed efficiency scenarios, which allows for a realistic assessment of efficiency opportunities at the national or regional level.     The IEAGHG Weyburn-Midale CO₂ Monitoring and Storage Project (WMP) began in 2000 with the first four years of research that confirmed the suitability of the containment complex of the Weyburn oil field in southeastern Saskatchewan as a storage location for CO₂ injected as part of enhanced oil recovery (EOR) operations. The first half of this report covers research conducted from 2010 to 2012, under the funding of the United States Department of Energy (contract DEFE0002697), the Government of Canada, and various other governmental and industry sponsors. The work includes more in-depth analysis of various components of a measurement, monitoring and verification (MMV) program through investigation of data on site characterization and geological integrity, wellbore integrity, storage monitoring (geophysical and geochemical), and performance/risk assessment. These results then led to the development of a Best Practices Manual (BPM) providing oilfield and project operators with guidance on CO₂ storage and CO₂-EOR. In 2013, the USDOE and Government of Saskatchewan exercised an optional phase of the same project to further develop and deploy applied research tools, technologies, and methodologies to the data and research at Weyburn with the aim of assisting regulators and operators in transitioning CO₂-EOR operations into permanent storage. This work, detailed in the second half of this report, involves seven targeted research projects – evaluating the minimum dataset for confirming secure storage; additional overburden monitoring; passive seismic monitoring; history-matched modelling; developing proper wellbore design; casing corrosion evaluation; and assessment of post CO₂-injected core samples. The results from the final and optional phases of the Weyburn-Midale Project confirm the suitability of CO₂-EOR fields for the injection of CO₂, and further, highlight the necessary MMV and follow-up monitoring required for these operations to be considered

    A reassessment of world energy supplies was made in the wake of curtailed exports during the Iran/Iraq war and the corresponding increase in world oil prices, the drop in oil consumption, the widening economic recession, and US decontrol of oil. The report concludes that present worldwide levels of oil production are adequate to satisfy projected levels of consumption through 1981. This leaves the world energy system in balance even if oil exports from Iran and Iraq remain at minimal levels for the year. Past overestimation of demand makes it more likely that this year's consumption will fall short of the projection. The way in which Saudi Arabia's output is cut will be the key to oil pricing in 1981, the authors feel, but the likely approach will be a gradual reduction in production that will allow the Saudis to regain control of OPEC. The effects of a receding demand for oil have been intensified by high US interest rates and the spreading recession. The effect of immediate decontrol of petroleum is likely to compound the trend for reduced consumption and a corresponding increase in efficiency. 2 figures, 2 tables.

    JAEA (Japan Atomic Energy Agency) manages 2 tritium handling laboratories: Tritium Processing Laboratory (TPL) in Tokai and DEMO-RD building in Rokkasho. TPL has been accumulating a gram level tritium safety handling experiences without any accidental tritium release to the environment for more than 25 years. Recently, our activities have focused on 3 categories, as follows. First, the development of a detritiation system for ITER. This task is the demonstration test of a wet Scrubber Column (SC) as a pilot scale (a few hundreds m{sup 3}/h of processing capacity). Secondly, DEMO-RD tasks are focused on investigating the general issues required for DEMO-RD design, such as structural materials like RAFM (Reduced Activity Ferritic/Martensitic steels) and SiC/SiC, functional materials like tritium breeder and neutron multiplier, and tritium. For the last 4 years, we have spent a lot of time and means to the construction of the DEMO-RD facility and to its licensing, so we have just started the actual research program with tritium and other radioisotopes. This tritium task includes tritium accountancy, tritium basic safety research such as tritium interactions with various materials, which will be used for DEMO-RD and durability. The third category is the recovery work from the Great East Japan earthquake (2011 earthquake). It is worth noting that despite the high magnitude of the earthquake, TPL was able to confine tritium properly without any accidental tritium release.

    In the context of retail electric competition, various mechanisms have been proposed to address threats to low-income energy affordability. Most proposals include the use of ratepayer for (a) low-income bill payment support (e.g., rate discounts) and/or (b) energy efficiency programs specifically designated for low-income customers. An integrated approach to both energy efficiency and low-income bill payment is being tested in New Jersey. The program specifically targets payment-troubled customers and those with the lowest incomes. It combines a three-part approach to energy affordability: (1) deep and comprehensive gas and electric efficiency measures; (2) extensive customer energy education, with the goals of both (a) empowering participants with the skills and knowledge to gain control of their energy situation and (b) securing action commitment that the customer carries out as a partner to save energy and lower their utility bills; and (3) an affordable payment plan which includes extended payment of arrearages, partial arrearage forgiveness, and a bill discount for those in the lowest income tier who maintain their partnership obligations. This paper describes the E-Team Partners program design, presents preliminary impact evaluation results for the first 7,000 participants, and discusses the attributes of this model in a restructured environment.

    It is widely understood that cold-temperature engine operation negatively impacts vehicle fuel use due to a combination of increased friction (high-viscosity engine oil) and temporary enrichment (accelerated catalyst heating). However, relatively little effort has been dedicated to thoroughly quantifying these impacts across a large number of driving cycles and ambient conditions. This work leverages high-quality dynamometer data collected at various ambient conditions to develop a modeling framework for quantifying engine cold-start fuel penalties over a wide array of real-world usage profiles. Additionally, mitigation strategies including energy retention and exhaust heat recovery are explored with benefits quantified for each approach.

    There is an increasing interest in the use of computer algorithms to identify combinations of parameters which optimise the energy performance of buildings. For such problems, the objective function can be multi-modal and needs to be approximated numerically using building energy simulation programs. As these programs contain iterative solution algorithms, they introduce discontinuities in the numerical approximation to the objective function. Metaheuristics often work well for such problems, but their convergence to a global optimum cannot be established formally. Moreover, different algorithms tend to be suited to particular classes of optimization problems. To shed light on this issue we compared the performance of two metaheuristics, the hybrid CMA-ES/HDE and the hybrid PSO/HJ, in minimizing standard benchmark functions and real-world building energy optimization problems of varying complexity. From this we find that the CMA-ES/HDE performs well on more complex objective functions, but that the PSO/HJ more consistently identifies the global minimum for simpler objective functions. Both identified similar values in the objective functions arising from energy simulations, but with different combinations of model parameters. This may suggest that the objective function is multi-modal. The algorithms also correctly identified some non-intuitive parameter combinations that were caused by a simplified control sequence of the building energy system that does not represent actual practice, further reinforcing their utility.

    Low-slope roof systems are common on commercial and industrial buildings and, to a lesser extent, on residential buildings. Although insulating materials have nearly always been a component of low-slope roofs, the amount of insulation used has increased in the past two decades because of escalation of heating and cooling costs and increased awareness of the need for energy conservation. As the amount of insulation has increased, the demand has intensified for design, installation, and maintenance information specifically for well-insulated roofs. Existing practices for design, installation, and maintenance of insulated roofs have evolved from experience. Typically, these practices feature compromises due to the different properties of materials making up a given roof system. Therefore, they should be examined from time to time to ensure that they are appropriate as new materials continue to enter the market and as the data base on existing systems expands. A primary purpose of this International Energy Agency (IEA) study is to assess current roofing insulation practices in the context of an accumulating data base on performance.

    Fossil resource endowments and the future development of fossil fuel prices are important factors that will critically influence the nature and direction of the global energy system. In this paper we analyze a multi-model ensemble of long-term energy and emissions scenarios that were developed within the framework of the EMF27 integrated assessment model inter-comparison exercise. The diverse nature of these models highlights large uncertainties in the likely development of fossil resource (coal, oil, and natural gas) consumption, trade, and prices over the course of the twenty-first century and under different climate policy frameworks. We explore and explain some of the differences across scenarios and models and compare the scenario results with fossil resource estimates from the literature. A robust finding across the suite of IAMs is that the cumulative fossil fuel consumption foreseen by the models is well within the bounds of estimated recoverable reserves and resources. Hence, fossil resource constraints are, in and of themselves, unlikely to limit future GHG emissions. Our analysis also shows that climate mitigation policies could lead to a major reallocation of financial flows between regions, in terms of expenditures on fossil fuels and carbon, and can help to alleviate near-term energy security concerns via the reductions in oil imports and increases in energy system diversity they will help to motivate.

GNEP will promote the use of clean, safe nuclear power through the use of advanced reactors and new methods to recycle spent nuclear fuel. By shifting from a once through fuel cycle to a closed fuel cycle, we can extract more energy from the nuclear fuel and dramatically reduce the amount of nuclear waste. By incorporating enhanced safeguards and material accountability we can further reduce the risk of nuclear proliferation. While the benefits of achieving this vision are clearly profound, based on the sheer scope and magnitude of the GNEP, there will undoubtedly be challenges along the way. This endeavor will require careful planning and effective management to assure our long-term success. Moving forward, GNEP will be thoroughly engaged with our stakeholder community. By effectively leveraging the talents of DOE, the National Laboratories, Universities, private industry, the regulatory community and our international partners these challenges will become opportunities for success. The success of this Initiative clearly requires coordinated strategies that range far beyond policies primarily directed at natural gas and oil supplies. Therefore, this Initiative proposes three major strategic activities: Strategic Activity 1 -- increase domestic natural gas and oil production and environmental protection by advancing and disseminating new exploration, production, and refining technologies; Strategic Activity 2 -- stimulate markets for natural gas and natural-gas-derived products, including their use as substitutes for imported oil where feasible; and Strategic Activity 3 -- ensure cost-effective environmental protection by streamlining and improving government communication, decision making, and regulation. Finally, the Initiative will reexamine the costs and benefits of increase oil imports through a broad new Department of Energy study. This study will form the basis for additional actions found to be warranted under the study.

    A shift towards increased levels of driving automation is generally expected to result in improved safety and traffic congestion outcomes. However, little empirical data exists to estimate the impact that automated driving could have on energy consumption and greenhouse gas emissions. In the absence of empirical data on differences between drive cycles from present day vehicles (primarily operated by humans) and future vehicles (partially or fully operated by computers) one approach is to model both situations over identical traffic conditions. Such an exercise requires traffic micro-simulation to not only accurately model vehicle operation under high levels of automation, but also (and potentially more challenging) vehicle operation under present day human drivers. This work seeks to quantify the ability of a commercial traffic micro-simulation program to accurately model real-world drive cycles in vehicles operated primarily by humans in terms of driving speed, acceleration, and simulated fuel economy. Synthetic profiles from models of freeway and arterial facilities near Atlanta, Georgia, are compared to empirical data collected from real-world drivers on the same facilities. Empirical and synthetic drive cycles are then simulated in a powertrain efficiency model to enable comparison on the basis of fuel economy. Synthetic profiles from traffic micro-simulation were found to exhibit low levels of transient behavior relative to the empirical data. Even with these differences, the synthetic and empirical data in this study agree well in terms of driving speed and simulated fuel economy. The differences in transient behavior between simulated and empirical data suggest that larger stochastic contributions in traffic micro-simulation (relative to those present in the traffic micro-simulation tool used in this study) are required to fully capture the arbitrary elements of human driving.     With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.
