    The International Energy Agency (IEA) responded to the 1973-1974 oil embargo with an emergency allocation program outlined in the Agreement on an International Energy Program (IEP), viewed by the US as an executive agreement and by most participants as a treaty. The IEA's four standing groups on Relations with Producer and other Consumer Countries, on Long-Term Cooperation, on the Oil Market, and on Emergency Questions are organized to accommodate co041869flicting interests through voting rights and to allow constructive interaction among intergovernmental bodies. A description of the allocation system and industry's role in emergencies is followed by a summary of US legal requirements relating to these activities. Four appendices reproduce the IEP Agreement and diagram the IEA organizational structure, the IEA emergency allocation system, and the Emergency Management Organization. (DCK)

However, participation could have anticompetitive consequences and under U.S. antitrust laws could result in suits against U.S. companies. To ensure participation of major U.S. oil companies, legislation provides a statutory defense against any civil or criminal suit brought under federal or state antitrust laws for some actions. This report describes efforts to expand the antitrust and breach of contract defenses for oil company supply transactions during an oil emergency and to resolve the problem of foreign blockage of information critical to U.S. antitrust review of oil transactions involving foreign affiliates of U.S. companies.

    Wind energy is now being deployed world-wide at a rapidly increasing rate and the International Energy Agency (IEA) has a changing role in its growth. IEA was founded in 1974 within the framework of the Organization for Economic Cooperation and Development (OECD) to collaborate on comprehensive international energy programs. IEA membership consists of eighteen parties from sixteen countries and the European Commission. Recently there has been increasing interest in IEA participation from both OECD and non-OECD countries. Non-OECD countries participating in various IEA Agreements include: China, India, Israel, Korea, and Russia. Because of its diverse international makeup, the IEA is viewed as a source of reliable technical and economic information. The World Bank has approached the Executive Committee for Wind Energy R & D, through the IEA Renewable Energy Working Party, to assist in the expansion of wind deployment. In addition, IEA is moving from R & D programs to include tracking of implementation incentives offered by its members.

    The State of Washington encourages energy-efficient building designs for public agencies. The Washington State Energy Office (WSEO) supports this goal by identifying advances in building technology and sharing this information with the design community and public administrators responsible for major construction projects. Many proven technologies can reduce operating costs-and save energy-to an extent that justifies some increases in construction costs. WSEO prepared these Energy Life Cycle Cost Analysis (ELCCA) guidelines for the individuals who are responsible for preparing ELCCA submittals for public buildings. Key terms and abbreviations are provided in Appendix A. Chapters 1 and 2 serve as an overview-providing background, defining energy life cycle cost analysis, explaining which agencies and projects are affected by the ELCCA requirements, and identifying changes to the guidelines that have been made since 1990.     Performance requirements and testing protocols are needed to ensure that equipment used by the International Atomic Energy Agency (IAEA) is reliable. Oak Ridge National Laboratory (ORNL), through the US Support Program, tested equipment to validate performance requirements protocols used by the IAEA for the subject equipment categories. Performance protocol validation tests were performed in the Environmental Effects Laboratory in the categories for battery, DC power supply, and uninterruptible power supply (UPS). Specific test results for each piece of equipment used in the validation process are included in this report.

    The Hanford Site has hosted similar activities, including both Hanford Summits I and II. The Hanford Summits were two-day televised events to discuss the commitment of the current Presidential administration to the environmental restoration of the Hanford Site. Public involvement and strategic issues established from Hanford Summit I include: Regulatory issues, training and education, economic development and partnership, and technology transfer. Hanford Summit II provided a summary of how Secretary of Energy O`Leary is proceeding on the above strategic issues. The DOE and Westinghouse School for Environmental Excellence frequently offers a six-week course for environmental professionals and workers. Approximately thirty to forty individuals attend the training course, which provides training in environmental regulation compliance. The Hanford Site has hosted two previous International Atomic Energy Agency training courses. The courses lasted two weeks and had approximately eight to ten participants. Nuclear Material Management and Neutron Monitoring were the courses hosted by the Hanford Site.

    Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treaty’s (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEA’s operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an “extraordinary bargain” by the United Nations Secretary-General’s High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth.     This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment. The scope was limited to agency programs (i.e., not undertaken at the initiative of individual hospitals), applicable to non-federal public and private hospitals.

    ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

    The one year internship required for partial fulfillment of the Doctor of Engineering Degree was completed at the Governor's Energy Management Center in Austin, Texas. The intern worked for the State Agencies Department of the Energy Management Center. The intern was involved in a variety of projects, but the primary projects requiring the greatest time were the involvement with the design reviews for energy efficiency of new prisons being constructed in Texas, conducting energy management audits at 18 major state universities, and the technical and administrative assistance to the State Cogeneration Council. Other project involvement included managing the preliminary engineering design of the cogeneration facility at Austin State Hospital, responsibility for applying for a $1.4 million dollar crude oil refund on the behalf of all state agencies in Texas, and assisting in the planning and coordination of the $48 million Revolving Loan Program for the state of Texas. The internship taught many things about management and communications. The experience also provided a better understanding of how the state and federal government operate. The greatest contribution of the internship experience was the improvement of the intern's written and oral communication skills.

    As analysts attempt to make sense of a collection of documents, such as intelligence analysis reports, they may wish to “connect the dots” between pieces of information that may initially seem unrelated. This process of synthesizing information between information requires users to make connections between pairs of documents, creating a conceptual story. We conducted a user study to analyze the process by which users connect pairs of documents and how they spatially arrange information. Users created conceptual stories that connected the dots using organizational strategies that ranged in complexity. We propose taxonomies for cognitive connections and physical structures used when trying to “connect the dots” between two documents. We compared the user-created stories with a data-mining algorithm that constructs chains of documents using co-occurrence metrics. Using the insight gained into the storytelling process, we offer design considerations for the existing data mining algorithm and corresponding tools to combine the power of data mining and the complex cognitive processing of analysts.

    US national energy policy recognizes that the continued development of commercial nuclear power in the United States is vital to US national security and energy stability since it is a significant domestic energy resource that is relatively free from international pressures. As of this writing (August 1989) the United States had 108 nuclear power reactors in commercial status. In January 1989 nuclear energy produced 46 billion KwH or 20% of total US electricity generated in contrast to 45 billion KwH (18.8%) produced in January 1988. The US Federal Government has been engaged in a variety of activities to ensure that nuclear energy remains a safe, economically competitive and environmentally acceptable option. Much of the federal effort in recent months has been devoted to developing initiatives designed to remove institutional and regulatory obstacles to the continued use of nuclear power as part of the US energy system. Within this context, the following paragraphs summarize the major features of the current status of the US nuclear energy program and policies.

    The Chairman of the Senate Committee on Govermental Affairs asked the United States General Accounting Office (GAO) to review the safeguards and nuclear power plant safety programs of the International Atomic Energy Agency (IAEA). This report examines (1) the effectiveness of IAEA`s safeguards program and the adequacy of program funding, (2) the management of U.S. technical assistance to the IAEA`s safeguards program, and (3) the effectiveness of IAEA`s program for advising United Nations (UN) member states about nuclear power plant safety and the adequacy of program funding. Under its statute and the Treaty on the Non-Proliferation of Nuclear Weapons, IAEA is mandated to administer safeguards to detect diversions of significant quantities of nuclear material from peaceful uses. Because of limits on budget growth and unpaid contributions, IAEA has had difficulty funding the safeguards program. IAEA also conducts inspections of facilities or locations containing declared nuclear material, and manages a program for reviewing the operational safety of designated nuclear power plants. The U.S. technical assistance program for IAEA safeguards, overseen by an interagency coordinating committee, has enhanced the agency`s inspection capabilities, however, some weaknesses still exist. Despite financial limitations, IAEA is meeting its basic safety advisory responsibilities for advising UN member states on nuclear safety and providing requested safety services. However, IAEA`s program for reviewing the operational safety of nuclear power plants has not been fully effective because the program is voluntary and UN member states have not requested IAEA`s review of all nuclear reactors with serious problems. GAO believes that IAEA should have more discretion in selecting reactors for review.

    The International Energy Program Agreement, which created the International Energy Agency (IEA) in November 1974, establishes a system for the mandatory sharing of petroleum during severe oil supply disruptions. Development of the agreement was initiated by then Secretary of State Henry Kissinger during the attempted embargo of oil shipments to the US and The Netherlands by the Organization of Arab Petroleum Exporting Countries in 1973. Kissinger feared that the scramble for oil supplies would strain the Western alliance and contribute to a Western European ''tilt'' toward the Arab position in the Mideast. A new framework for international cooperation in the sharing of oil during oil embargoes and other supply disruptions seemed desirable; ensuring everyone their ''fair share'' would help blunt the oil weapon. Twenty-one countries, including the United States, Japan, and all the countries of Western Europe except France, affirmed this view through their membership in the IEA. The mechanism intended to achieve ''fair'' distribution of petroleum during severe disruptions is the Emergency Sharing System (ESS). Our evaluation of the ESS attempts to answer three questions: First, what would be the economic consequences for the US and other IEA members if sharing were to be implemented. Second, how do limitations in information and market control hinder implementation. Third, in light of such impediments, what are likely to be the actual economic consequences of attempted implementation.

    The Vault at the Plutonium Finishing Plan (PFP) became subject to the International Atomic Energy Agency (IAEA) safeguards beginning in 1994 as part of the US excess fissile material program. The inventory needed to be stabilized and repackaged for long-term storage to comply with Defense Nuclear Facility Safety Board Recommendation 94-1. In 1998, the United States began negotiations with IAEA to develop methods to maintain safeguards during stabilization and repackaging of this material. The Design Information Questionnaire was revised and submitted to the IAEA in 2002 describing modification to the facility to accommodate the stabilization process line. The operation plan for 2003 was submitted describing the proposed schedules for removing materials for stabilization. Stabilization and repackaging activities for the safeguarded plutonium began in January 2003 and were completed in December 2003. The stabilization was completed in five phases. IAEA containment and surveillance measures were maintained until the material was removed by phase for stabilization and repackaging. Following placement of the repackaged material into the storage vault, the IAEA conducted inventory change verification measurements, and re-established containment and surveillance. Plant activities and the impacts on operations are described.

    This document is meant to describe the status of the International Energy Agency (IEA), Annex 11 (Integrated Systems), Subtask B (Analytical Tools) effort being carried out by the Member Nations. This includes Canada, Japan, Italy (inactive at this time), the Netherlands, Spain, Switzerland, and the United States. The Subtask status is taken as of the end of September 1997, following the Fall Experts Meeting. This was held in Toronto, September 23--26. The goal of this Annex is to identify, compile, and integrate models of hydrogen technology components into system models that will describe overall pathways. Examples would include: PV/electrolysis/pipeline transport/hydride storage/PEM fuel cell utilization or natural gas steam reforming/liquefaction/truck transport/hydrogen refueling station. Component models are developed by the Member Nations and integrated into the desired overall system. Subtask B is concerned with identifying and compiling existing component models from Member Nations, or developing these models from data supplied by the Member Nations via Subtask A.

    Destructive analysis is used by the International Atomic Energy Agency (IAEA) through its Safeguards Analytical Laboratory (SAL) to verify, in part, the inventory of nuclear materials at nuclear facilities. The reliability and quality of these meassurements must be assured in a systematic manner. The Division of Safeguards Evaluation, IAEA, required assistance in developing and implementing the quality assurance measures for the analytical procedures used in the destructive analysis of these safeguards samples. To meet these needs an ISPO POTAS Task D.53 was instituted in which consultants would review with IAEA staff the procedures used (or proposed) at SAL for the destructive analysis of safeguards samples and the statistical evaluation of the resulting measurement data at Headquarters. The procedures included analytical methods, qualtiy control measures, and the treatment of data from these activities. Based on this review, modifications to the system, if required, would be recommended which would provide routine assurance to management that these procedures are functioning properly to achieve safeguards objectives. In the course of this review, the sample handling procedures, measurement control activities, analytical methods, reference materials, calibration procedures, statistical analysis of data, and data management system were studied and evaluated. The degree to which SAL (as a total system) achieved laboratory quality assurance was assessed by comparison to accepted standards of quality assurance. 22 refs., 1 fig.

The primary goal of KANI is to use automatically extracted information in a reasoning system that draws on the strengths of both a human analyst and automated reasoning. The interface between the two agents is a key element in achieving this goal. The KANI interface seeks to support a visual dialogue with mixed-initiative manipulation of information and reasoning components. To be successful, the interface must achieve mutual understanding between the analyst and KANI of the others actions. Toward this mutual understanding, KANI allows the analyst to work at multiple levels of abstraction over the reasoning process, links the information presented across these levels to make use of interaction context, and provides querying facilities to allow exploration and explanation.

    In his September 1993 address to the United Nations General Assembly, President Clinton proposed several initiatives to promote nuclear nonproliferation. One element is of these initiatives was that the United States offered to place excess fissile material under International Atomic Energy Agency @A) safeguards. Three Department of Energy (DOE) facilities were identified as part of a phased approach for initial implementation. This paper describes the planning process used to provide information to assist the DOE in making decisions for the initial offer, outlines tasks to be performed, and develops a budget request. The process consisted of: (1) Characterizing the Hanford Site from the perspective of IAEA safeguards; (2) identify key issues to be resolved; (3) developing budget estimates and schedules; (4) interfacing with other DOE components and the IAEA to clarify expected activities; and (5) initiating additional data collection and preparatory activities to reduce planning uncertainties.

This document presents an overview of ESPCs and how they fit within the RLF framework. There are a variety of options available to state and local governments to catalyze the disbursement of available capital from RLFs and increase the number of ESPC projects within their jurisdictions. To demonstrate the implementation of this type of financing program in action, this report concludes with four program case studies of state-sponsored RLFs where ESPCs are an allowed use of funds.

    The objective of the International Atomic Energy Agency (IAEA) Guidelines on Quality Assurance for R&D is to provide guidance for developing quality assurance (QA) programs for R&D work on items, services, and processes important to safety, and to support the siting, design, construction, commissioning, operation, and decommissioning of nuclear facilities. The standard approach to writing papers describing new quality guidelines documents is to present a descriptive overview of the contents of the document. I will depart from this approach. Instead, I will first discuss a conceptual framework of metrics for evaluating and improving basic and applied experimental science as well as the associated role that quality management should play in understanding and implementing these metrics. I will conclude by evaluating how well the IAEA document addresses the metrics from this conceptual framework and the broader principles of quality management.

    Annex XIII on 'Fuel Cell Vehicles' of the Implementing Agreement Hybrid and Electric Vehicles of the International Energy Agency has been operating since 2006, complementing the ongoing activities on battery and hybrid electric vehicles within this group. This paper provides an overview of the Annex XIII final report for 2010, compiling an up-to-date, neutral, and comprehensive assessment of current trends in fuel cell vehicle technology and related policy. The technological description includes trends in system configuration as well as a review of the most relevant components including the fuel cell stack, batteries, and hydrogen storage. Results from fuel cell vehicle demonstration projects around the world and an overview of the successful implementation of fuel cells in specific transport niche markets will also be discussed. The final section of this report provides a detailed description of national research, development, and demonstration (RD&D) efforts worldwide.

    The goal of the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) is to facilitate energy-efficiency improvements at federal facilities. This is accomplished by a balanced program of technology development, facility assessment, and use of cost-sharing procurement mechanisms. Technology development focuses upon the tools, software, and procedures used to identify and evaluate energy-efficiency technologies and improvements. For facility assessment, FEMP provides metering equipment and trained analysts to federal agencies exhibiting a commitment to improve energy use efficiency. To assist in procurement of energy-efficiency measures, FEMP helps federal agencies devise and implement performance contracting and utility demand-side management strategies. Pacific Northwest Laboratory (PNL) supports the FEMP mission of energy systems modernization. Under this charter, the Laboratory and its contractors work with federal facility energy managers to assess and implement energy-efficiency improvements at federal facilities nationwide.

The processes and systems can capture a sequence of interactive operation elements that are performed by the information analyst, who is collecting an information artifact from at least one of the plurality of software applications. The information artifact can then be stored together with the interactive operation elements as a snippet on a memory device, which is operably connected to the processor. The snippet comprises a view from an analysis application, data contained in the view, and the sequence of interactive operation elements stored as a provenance representation comprising operation element class, timestamp, and data object attributes for each interactive operation element in the sequence.

    The IEAGHG Weyburn-Midale CO₂ Monitoring and Storage Project (WMP) began in 2000 with the first four years of research that confirmed the suitability of the containment complex of the Weyburn oil field in southeastern Saskatchewan as a storage location for CO₂ injected as part of enhanced oil recovery (EOR) operations. The first half of this report covers research conducted from 2010 to 2012, under the funding of the United States Department of Energy (contract DEFE0002697), the Government of Canada, and various other governmental and industry sponsors. The work includes more in-depth analysis of various components of a measurement, monitoring and verification (MMV) program through investigation of data on site characterization and geological integrity, wellbore integrity, storage monitoring (geophysical and geochemical), and performance/risk assessment. These results then led to the development of a Best Practices Manual (BPM) providing oilfield and project operators with guidance on CO₂ storage and CO₂-EOR. In 2013, the USDOE and Government of Saskatchewan exercised an optional phase of the same project to further develop and deploy applied research tools, technologies, and methodologies to the data and research at Weyburn with the aim of assisting regulators and operators in transitioning CO₂-EOR operations into permanent storage. This work, detailed in the second half of this report, involves seven targeted research projects – evaluating the minimum dataset for confirming secure storage; additional overburden monitoring; passive seismic monitoring; history-matched modelling; developing proper wellbore design; casing corrosion evaluation; and assessment of post CO₂-injected core samples. The results from the final and optional phases of the Weyburn-Midale Project confirm the suitability of CO₂-EOR fields for the injection of CO₂, and further, highlight the necessary MMV and follow-up monitoring required for these operations to be considered

    JAEA (Japan Atomic Energy Agency) manages 2 tritium handling laboratories: Tritium Processing Laboratory (TPL) in Tokai and DEMO-RD building in Rokkasho. TPL has been accumulating a gram level tritium safety handling experiences without any accidental tritium release to the environment for more than 25 years. Recently, our activities have focused on 3 categories, as follows. First, the development of a detritiation system for ITER. This task is the demonstration test of a wet Scrubber Column (SC) as a pilot scale (a few hundreds m{sup 3}/h of processing capacity). Secondly, DEMO-RD tasks are focused on investigating the general issues required for DEMO-RD design, such as structural materials like RAFM (Reduced Activity Ferritic/Martensitic steels) and SiC/SiC, functional materials like tritium breeder and neutron multiplier, and tritium. For the last 4 years, we have spent a lot of time and means to the construction of the DEMO-RD facility and to its licensing, so we have just started the actual research program with tritium and other radioisotopes. This tritium task includes tritium accountancy, tritium basic safety research such as tritium interactions with various materials, which will be used for DEMO-RD and durability. The third category is the recovery work from the Great East Japan earthquake (2011 earthquake). It is worth noting that despite the high magnitude of the earthquake, TPL was able to confine tritium properly without any accidental tritium release.

    Low-slope roof systems are common on commercial and industrial buildings and, to a lesser extent, on residential buildings. Although insulating materials have nearly always been a component of low-slope roofs, the amount of insulation used has increased in the past two decades because of escalation of heating and cooling costs and increased awareness of the need for energy conservation. As the amount of insulation has increased, the demand has intensified for design, installation, and maintenance information specifically for well-insulated roofs. Existing practices for design, installation, and maintenance of insulated roofs have evolved from experience. Typically, these practices feature compromises due to the different properties of materials making up a given roof system. Therefore, they should be examined from time to time to ensure that they are appropriate as new materials continue to enter the market and as the data base on existing systems expands. A primary purpose of this International Energy Agency (IEA) study is to assess current roofing insulation practices in the context of an accumulating data base on performance.

    ATK Mission Research develops analyst tools and automated quality control software in order to assist the Atmospheric Radiation Measurement (ARM) Data Quality Office with their data inspection tasks. We have developed a web-based data analysis and visualization tool, called NCVweb, that allows for easy viewing of ARM NetCDF files. NCVweb, along with our library of sharable Interactive Data Language procedures and functions, allows even novice ARM researchers to be productive with ARM data with only minimal effort. We also contribute to the ARM Data Quality Office by analyzing ARM data streams, developing new quality control metrics, new diagnostic plots, and integrating this information into DQ HandS - the Data Quality Health and Status web-based explorer. We have developed several ways to detect outliers in ARM data streams and have written software to run in an automated fashion to flag these outliers.

    A new catalog of seismicity at magnitudes above 2.5 for the period 1923-2008 in the Iran region is assembled from arrival times reported by global, regional, and local seismic networks. Using in-country data we have formed new events, mostly at lower magnitudes that were not previously included in standard global earthquake catalogs. The magnitude completeness of the catalog varies strongly through time, complete to about magnitude 4.2 prior to 1998 and reaching a minimum of about 3.6 during the period 1998-2005. Of the 25,722 events in the catalog, most of the larger events have been carefully reviewed for proper phase association, especially for depth phases and to eliminate outlier readings, and relocated. To better understand the quality of the data set of arrival times reported by Iranian networks that are central to this study, many waveforms for events in Iran have been re-picked by an experienced seismic analyst. Waveforms at regional distances in this region are often complex. For many events this makes arrival time picks difficult to make, especially for smaller magnitude events, resulting in reported times that can be substantially improved by an experienced analyst. Even when the signal/noise ratio is large, re-picking can lead to significant differences. Picks made by our analyst are compared with original picks made by the regional networks. In spite of the obvious outliers, the median (-0.06 s) and spread (0.51 s) are small, suggesting that reasonable confidence can be placed in the picks reported by regional networks in Iran. This new catalog has been used to assess focal depth distributions throughout Iran.     With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

    The U.S, Department of Energy (DOE), National Nuclear Security Agency's (NNSA) Remote Sensing Laboratory (RSL) provides Geographic Information System (GIS) support during nuclear emergency response activities. As directed by the NNSA, the RSL GIS staff maintains databases and equipment for rapid field deployment during an emergency response. When on location, GIS operators provide information products to on-site emergency managers as well as to emergency managers at the DOE Headquarters (HQ) Emergency Operations Center (EOC) in Washington, D.C. Data products are derived from multiple information sources in the field including radiological prediction models, field measurements taken on the ground and from the air, and pertinent information researched on the Internet. The GIS functions as a central data hub where it supplies the information to response elements in the field, as well as to headquarters officials at HQ during emergency response activities.

    Within the framework of the International Energy Agency Hydrogen Implementing Agreement, Task 11 was undertaken to develop tools to assist in the design and evaluation of existing and potential hydrogen demonstration projects. Emphasis was placed on integrated systems, from input energy to hydrogen end use. Included in the PDF document are the Executive Summary of the final report and the various case studies. The activities of task 11 were focused on near- and mid-term applications, with consideration for the transition from fossil-based systems to sustainable hydrogen energy systems. The participating countries were Canada, Italy, Japan, the Netherlands, Spain, Switzerland and the United States. In order for hydrogen to become a competitive energy carrier, experience and operating data need to be generated and collected through demonstration projects. A framework of scientific principles, technical expertise, and analytical evaluation and assessment needed to be developed to aid in the design and optimization of hydrogen demonstration projects to promote implementation. The task participants undertook research within the framework of three highly coordinated subtasks that focused on the collection and critical evaluation of data from existing demonstration projects around the world, the development and testing of computer models of hydrogen components and integrated systems, and the evaluation and comparison of hydrogen systems. While the Executive Summary reflects work on all three subtasks, this collection of chapters refers only to the work performed under Subtask A. Ten projects were analyzed and evaluated in detail as part of Subtask A, Case Studies.     Two methods for improving the energy efficiency of fluidized bed sludge incinerators were evaluated. The first method used paper pulp and polymer as conditioning agents for municipal sludge instead of lime and ferric chloride. Automatic control of the incinerator was the second method evaluated for energy savings. To evaluate the use of paper pulp and polymer as conditioning agents, varying quantities of paper pulp were added to the liquid sludge to determine the optimal sludge-to-paper pulp ratio. The effect of the paper pulp and polymer-conditioned sludge on plant operations also was evaluated. When compared to sludge conditioned with lime and ferric chloride, the paper pulp and polymer-conditioned sludge had similar cake release and feed characteristics, higher BTU values for the dry sludge solids, required less auxiliary fuel for incineration, and generated less ash for disposal. The paper pulp and polymer did not have any appreciable negative effects on the operation of the wastewater treatment plant. It was estimated that processing and incinerating the sludge conditioned with paper pulp and polymer resulted in a cost savings of up to $91.73 per dry ton of activated sludge solids. To evaluate the effect of automatic control, all the incinerator operating parameters including air flow rates, fuel oil feed rates, and sludge feed rates, were automatically monitored and controlled to minimize auxiliary fuel oil use and to keep the incinerator running at optimal conditions. Although effective, the estimated cost savings for automatic control of the incinerator were small.

    Analysts assessing energy policies and energy modelers forecasting future trends need to have access to reliable and concise energy statistics. Lawrence Berkeley National Laboratory evaluated several sources of California energy data, primarily from the California Energy Commission and the U.S. Energy Information Administration, to develop the California Energy Balance Database (CALEB). This database manages highly disaggregated data on energy supply, transformation, and end-use consumption for each type of energy commodity from 1990 to the most recent year available (generally 2001) in the form of an energy balance, following the methodology used by the International Energy Agency. This report presents the data used for CALEB and provides information on how the various data sources were reconciled. CALEB offers the possibility of displaying all energy flows in numerous ways (e.g.,physical units, Btus, petajoules, different levels of aggregation), facilitating comparisons among the different types of energy commodities and different end-use sectors. In addition to displaying energy data, CALEB can also be used to calculate state-level energy-related carbon dioxide emissions using the methodology of the Intergovernmental Panel on Climate Change.

    The International Energy Outlook 1995 (IEO95) presents an assessment by the Energy Information Administration (EIA) of the international energy market outlook through 2010. The report is an extension of the EIA`s Annual Energy Outlook 1995 (AEO95), which was prepared using the National Energy Modeling System (NEMS). US projections appearing in the IEO95 are consistent with those published in the AEO95. IEO95 is provided as a statistical service to energy managers and analysts, both in government and in the private sector. The projects are used by international agencies, Federal and State governments, trade associations, and other planners and decisionmakers. They are published pursuant to the Department of energy Organization Act of 1977 (Public Law 95-91), Section 295(c). The IEO95 projections are based on US and foreign government policies in effect on October 1, 1994. IEO95 displays projections according to six basic country groupings. The regionalization has changed since last year`s report. Mexico has been added to the Organization for Economic Cooperation and Development (OECD), and a more detailed regionalization has been incorporated for the remainder of the world, including the following subgroups: non-OECD Asia, Africa, Middle East, and Central and South America. China is included in non-OECD Asia. Eastern Europe and the former Soviet Union are combined in the EE/FSU subgroup.

    The Environmental Protection Agency and the National Renewable Energy Laboratory developed this best practices document to address common technical challenges for siting solar photovoltaics (PV) on municipal solid waste (MSW) landfills. The purpose of this document is to promote the use of MSW landfills for solar energy systems. Closed landfills and portions of active landfills with closed cells represent thousands of acres of property that may be suitable for siting solar photovoltaics (PV). These closed landfills may be suitable for near-term construction, making these sites strong candidate to take advantage of the 30% Federal Business Energy Investment Tax Credit. It was prepared in response to the increasing interest in siting renewable energy on landfills from solar developers; landfill owners; and federal, state, and local governments. It contains examples of solar PV projects on landfills and technical considerations and best practices that were gathered from examining the implementation of several of these projects.

    The author addresses the following questions in his presentation: what is USAID; where does the money go and who makes the decisions; where does USAID fund energy programs, and especially renewable energy; who are their `partners`; what is the approach to renewable energy; what in summary, has USAID funded that is relevant to village power. USAID is the foreign aid agency of the US Government. Approximately 75 countries receive regular assistance. The fiscal year 97 budget for the agency is approximately $5.8 billion. About half of the total budget goes to Israel, Egypt, and the countries of the former Soviet Union. These budgeting decisions are geopolitical. Congress earmarks total budgets for a few sectors or subjects, such as family planning. The goal of USAID`s renewable energy programs is simple: They are interested in accelerating the market penetration of commercial technologies. They do not engage in technology R&D. Developing countries have energy needs now, and commercial technologies are available now. USAID has taken note of the interest taken by subsidiaries of US utilities in the past couple of years in bringing their expertise and resources to bear on meeting the challenge of rural energy needs in developing countries. They believe that the entry into the market of these players could be one of the most important catalysts for making the rural energy revolution happen.

    The Biomass Energy Systems and Technology project (BEST) seeks to integrate natural resources, private sector expertise, and financial support in order to convert biomass into marketable energy products at existing agro-processing facilities. This report documents BEST's approach to biomass promotion and includes sections on: the rationale for the project's commodity focus (sugar cane, rice, and wood); the relevant U.S. biomass experience with rice, cane, and wood residues, etc., which BEST draws upon; A.I.D.'s experience in the field application of rice, wood, and cane residue bioenergy systems; economic analyses of biomass systems (using examples from Indonesia and Costa Rica); research initiatives to develop off-season fuels for sugar mills, advanced biomass conversion systems, and energy efficiency in sugar factories; and the environmental aspects of biomass (including its ability to be used without increasing global warming).

    The Renewable Energy and Efficiency Modeling and Analysis Partnership (REMAP) sponsors ongoing workshops to discuss individual 'renewable' technologies, energy/economic modeling, and - to some extent - policy issues related to renewable energy. Since 2002, the group has organized seven workshops, each focusing on a different renewable technology (geothermal, solar, wind, etc.). These workshops originated and continue to be run under an informal partnership of the Environmental Protection Agency (EPA), the Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy (EERE), the National Renewable Energy Laboratory (NREL), and the American Council on Renewable Energy (ACORE). EPA originally funded the activities, but support is now shared between EPA and EERE. REMAP has a wide range of participating analysts and models/modelers that come from government, the private sector, and academia. Modelers include staff from the Energy Information Administration (EIA), the American Council for an Energy-Efficient Economy (ACEEE), NREL, EPA, Resources for the Future (RFF), Argonne National Laboratory (ANL), Northeast States for Coordinated Air Use Management (NESCAUM), Regional Economic Models Inc. (REMI), ICF International, OnLocation Inc., and Boston University. The working group has more than 40 members, which also includes representatives from DOE, Lawrence Berkeley National Laboratory (LBNL), Union of Concerned Scientists (UCS), Massachusetts Renewable Energy Trust, Federal Energy Regulatory Commission (FERC), and ACORE. This report summarizes the activities and findings of the REMAP activity that started in late 2006 with a kickoff meeting, and concluded in mid-2008 with presentations of final results. As the project evolved, the group compared results across models and across technologies rather than just examining a specific technology or activity.     This Council on Environmental Quality Memorandum (CEQ) urges agencies to more actively solicit the participation of state, tribal and local governments as cooperating agencies in implementing the environmental impact statement process. The Memorandum refers agencies to existing CEQ guidance on the types of actions and expertise that are relevant in determining appropriate cooperating agencies, and encourages agencies to document their expectations, roles, and responsibilities (including funding).
