    The Energy Information Administration (EIA) has been publishing monthly storage information for years. In order to address the need for more timely information, in 1994 the American Gas Association (AGA) began publishing weekly storage levels. Both the EIA and the AGA series provide estimates of the total working gas in storage, but use significantly different methodologies.

    More than 8,000 miles of new US natural-gas transmission line or pipeline looping have been built, are under construction, or are proposed in 1993--94, the American Gas Association, Arlington, Va., states in its latest annual report on new construction. Additionally, AGA lists 47 proposed natural-gas storage projects in various stages of development to add more than 500 bcf of working-gas storage capacity and, if constructed, would increase total US working-gas storage capacity by nearly 20%. Throughout 1993 and 1994, more than $9 billion of new gas-pipeline construction projects have been in various stages of development. AGA classifies these projects as either built in 1993 or 1994 and operational, or currently under construction, or proposed and pending. In aggregate, the projects total 8,087 miles of new pipeline and pipeline looping, 1,098,940 hp of additional compression, and 15.3 bcfd of additional capacity. A table shows the regional breakout.

This evaluation is limited to the Soviet-designed and -built VVER-440 pressurized water reactors (PWRs) that are currently operating in Bulgaria, Czechoslovakia, Hungary, Russia, and the Ukraine and until recently operated at Greifswald in the former East Germany. This evaluation is based on the basic design of the plants, a safety evaluation of the Greifswald facility by representatives from the Federal Republic of Germany and personal visits by the author to Greifswald and Loviisa.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied

    In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

    The primary objective of the Technology and Consumer Products Branch (TCP) is to encourage the development and commercialization of energy-efficient technologies and equipment used in buildings and purchased by consumers. The TCP program conducts technical research, development, and demonstration efforts jointly funded with private industry, educational institutions, utilities, and other Federal and state agencies as appropriate. All contracts, grants, or interagency agreements have the major thrust of developing products and disseminating information that will accelerate commercial availability of energy-efficient, low-cost, reliable technologies, techniques, and products suitable for use by consumers and design professionals in the residential and commercial building sectors. Specifically, the technologies pursued by the branch include heating and cooling systems, consumer appliances, lighting design, and systems. Projects for each of these areas are summarized briefly, and publications resulting from the activities are listed.

Our participation in the Providence hearing was a very positive and useful experience. IECG will be unable to attend the San Francisco hearing for obvious reasons, though it is always a temptation. IECG appreciates the effort going into and the significance of the Review and will continue to observe and comment as appropriate. We have become increasingly concerned recently about whether the Federal Power Act and related statutes provide adequate authority for the federal government and related energy institutions ( NERC) to take the actions necessary to ensure the supply of energy to America on a reliable and low cost basis. The decision of the D.C. Circuit Court of Appeals invalidating FERC's Order 750 and the consequent challenges to Order 1000 on the same basis exemplify this difficulty. The states are generally without adequate powers and legal authority as well, save for several large states. The RTOs are an ongoing answer from FERC, but they also are limited by the Federal Power Act. We urge attention to this important issue.   16. Aggregrate consumer expenditures on energy. Final report

    This report presents a new economic model for the allocation of aggregate consumer expenditures on energy in the United States. Our model is based on a theory of consumer behavior involving two stages. In the first stage total expenditures are allocated between and nonenergy commodities. Allocation depends on the price of energy, prices of all nonenergy commodities, and the level of total expenditure. Total energy expenditure in the second stage is allocated among individual types of energy. The second stage allocation depends on the prices of individual types of energy and the level of total energy expenditure. Our econometric model can be applied to the generation of projection of aggregrate energy demand in the United States. Projected future energy prices, the future level and distribution of total energy expenditure, and the future demographic development of the population for projections. The model can also be used to make projections for individual consumer groups within the United States, classified by total energy expenditure and by demographic characteristics. Finally, it can be integrated into a model of energy and nonenergy expenditures to provide a complete model of aggregate consumer behavior. Our econometric model of aggregate consumer behavior can be applied to the generation of projection of demand individual types of energy and for all nonenergy commodities in the United States.

  17. Waste reduction through consumer education. Final report

    The Waste Reduction through Consumer Education research project was conducted to determine how environmental educational strategies influence purchasing behavior in the supermarket. The objectives were to develop, demonstrate, and evaluate consumer education strategies for waste reduction. The amount of waste generated by packaging size and form, with an adjustment for local recyclability of waste, was determined for 14 product categories identified as having more waste generating and less waste generating product choices (a total of 484 products). Using supermarket scan data and shopper identification numbers, the research tracked the purchases of shoppers in groups receiving different education treatments for 9 months. Statistical tests applied to the purchase data assessed patterns of change between the groups by treatment period. Analysis of the data revealed few meaningful statistical differences between study groups or changes in behavior over time. Findings suggest that broad brush consumer education about waste reduction is not effective in changing purchasing behaviors in the short term. However, it may help create a general awareness of the issues surrounding excess packaging and consumer responsibility. The study concludes that the answer to waste reduction in the future may be a combination of voluntary initiatives by manufacturers and retailers, governmental intervention, and better-informed consumers.

    Development efforts for dry scrubbing technology for flue gas desulfurization (FGD) have been geared toward utility boilers burning low-sulfur western coals rather than eastern high-sulfur coals. This has been due to the low quantity of reagent and lower SO/sub 2/ removal required with the use of western coals and has contributed to the economic attractiveness of the dry scrubber system. To evaluate the use of the dry scrubber for flue gas desulfurization of eastern high-sulfur coals, the US Department of Energy contracted with the Babcock and Wilcox Company to perform a study to determine the technical and economical feasibility of such systems. The program was organized into the following tasks: (1) configuration specification and system preparation; (2) performance evaluation; (3) load-following and reliability evaluation; (4) commercial unit economic evaluation; and (5) report. The general conclusions of the program are: Effective dry scrubber operation for an eastern high-sulfur coal would include a higher stoichiometric ratio, low spray dryer approach temperature, and the optimized use of recycle material. A dry scrubber system designed for an eastern high-sulfur coal using a high-calcium lime reagent would not be economically competitive with a limestone wet scrubber system due to reagent costs. Use of an optimized furnace limestone injection system and recycle material would substantially reduce reagent costs and increase economic attractiveness of dry scrubber systems for eastern high-sulfur coals. This is in comparison to dry scrubber systems with nonlimestone injection. 10 references, 87 figures, 26 tables.

    Streamlined ratemaking can be problematic if improper ratemaking practices are employed, consumers are forced to bear risks that have traditionally been born by utilities and their shareholders, and utilities are no longer strongly motivated to provide safe and reliable service at the lowest reasonable cost. Measures can be taken that help preserve the regulator's role as a surrogate for competition, thereby ensuring that rates are both just and reasonable. (author)

    In the United States, recent environmental regulations will likely result in the removal of nearly 30 GW of oil and coal-fired generation from the power grid, mostly in the Eastern Interconnection (EI). The effects of this transition on voltage stability and transmission line flows have previously not been studied from a system-wide perspective. This report discusses the results of power flow studies designed to simulate the evolution of the EI over the next few years as traditional generation sources are replaced with environmentally friendlier ones such as natural gas and wind.

    An overview of the Electric Consumers Protection Act of 1986 identifies it as the most important federal legislation dealing with hydroelectric development standards since the Federal Water Power Act of 1920. The author summarizes its major components, and identifies some of the existing and potential issues relation to its implementation. The most controversial issue is the selection of a new licensee for a project once the original licensee's term has expired. Other issues concern environmental criteria, comprehensive planning, amendments to the Public Utility Regulatory Policies Act, and enforcement procedures. The article concludes with a summary of miscellaneous provisions, including antitrust, modifications and time calculations of projects, wheeling, and other concerns.

    The Eastern Band of Cherokee Indians was awarded a grant under the U.S. Department of Energy Tribal Energy Program (TEP) to develop a Tribal Strategic Energy Plan (SEP). The grant, awarded under the “First Steps” phase of the TEP, supported the development of a SEP that integrates with the Tribe’s plans for economic development, preservation of natural resources and the environment, and perpetuation of Tribal heritage and culture. The Tribe formed an Energy Committee consisting of members from various departments within the Tribal government. This committee, together with its consultant, the South Carolina Institute for Energy Studies, performed the following activities: • Develop the Tribe’s energy goals and objectives • Establish the Tribe’s current energy usage • Identify available renewable energy and energy efficiency options • Assess the available options versus the goals and objectives • Create an action plan for the selected options

    The countries of Eastern and Central Europe have emerged from a political system which for decades has ignored protection of human health from hazardous wastes. While the economies of the countries in this region are stretched, awareness and concern about hazardous waste issues are a part of the new realities. At a recent conference sponsored in part by the National Institute of Environmental Health Sciences, representatives of seven countries in the region described the status of hazardous waste programs, issues of major concern, and steps being taken to protect human health. This report summarizes the deliberations, outlines some of the problems remaining in dealing with the legacy of the past, addressing the problems of the present, and providing a framework for future research and collaborative efforts. 30 refs., 1 tab.

    Testimony at hearings before the Garrison Diversion Compromise Commission claimed that rural consumers in the Upper Midwest could face $5.9 million in electric rate increases if the commission deauthorizes the project and hydroelectric rates go up to pay the costs of the 1944 Pick-Sloan project originally assigned to irrigation. If there is no irrigation development, the revenue that irrigation must raise to repay the $67 million debt assigned to irrigation must be reassigned to hydroelectric power. The commission represents a compromise between supporters and opponents of the Garrison Diversion project. Spokesmen for regional utilities spoke in support of the project as an investment whose costs have escalated because of delays at the expense of economic development in North Dakota.

  20. Home Energy Displays. Consumer Adoption and Response

    The focus of this project was to investigate the factors influencing consumer adoption of Home Energy Displays (HEDs) and to evaluate electricity consumption in households with basic HEDs versus enhanced feedback methods - web portals or alerts. The team hypothesized that providing flexible and relatable information to users, in addition to a basic HED, would make feedback more effective and achieve persistent energy savings. In Phase I, Fraunhofer conducted three user research studies and found preferences for aesthetically pleasing, easy to understand feedback that is accessible through multiple media and offered free of charge. The deployment of HEDs in 150 households planned for Phase II encountered major recruitment and HED field deployment problems. In light of these challenges, the team is pursuing a modified study investigating the energy savings of a web portal versus alert-based energy feedback instead of a physical HED.
