  19. Science and Technology to Advance Regional Security in Central Asia

    This morning I will describe a program that we refer to as STARS, for Science and Technology to Advance Regional Security, in Central Asia. It is a program that is based on cooperative, bilateral and multilateral, science and technology projects. It is our premise that such cooperative projects provide an opportunity for engagement while addressing real problems that could otherwise lead to destabilizing tensions in the region. The STARS program directly supports USCENTCOM's activities and objectives in environmental security. In fact, we think that STARS is a great vehicle for implementing and amplifying USCENTCOM's environmental security objectives and activities. We are very grateful and very pleased to have General DeLong's support in this matter. I am going to briefly describe the program. I want to stress again that it is a cooperative program. We would like to get input, suggestions, and feedback from the Central Asians here today so we can move forward together.

    Land use and land cover over Africa have changed substantially over the last sixty years and this change has been proposed to affect monsoon circulation and precipitation. This study examines the uncertainties on the effect of these changes on the African Monsoon system and Sahel precipitation using an ensemble of regional model simulations with different combinations of land surface and cumulus parameterization schemes. Furthermore, the magnitude of the response covers a broad range of values, most of the simulations show a decline in Sahel precipitation due to the expansion of pasture and croplands at the expense of trees and shrubs and an increase in surface air temperature.

    This paper is concerned with the promotion and advancement of regional security in the Middle East and Central Asia through the development of bilateral and multilateral cooperation on targeted scientific and technical projects. It is widely recognized that increasing tensions and instability in many parts of the world emphasize--or reemphasize--a need to seek and promote regional security in these areas. At the Lawrence Livermore National Laboratory (LLNL), a national security research facility operated for the US Department of Energy, we are pursuing an effort to use science and technology as a ''low risk'' means of engagement in regions of strategic importance to the United States. In particular, we are developing collaborations and cooperative projects among (and between) national laboratory scientists in the US and our various counterparts in the countries of interest.

    Here, the diurnal cycles of meteorological and radiation variables are analysed during the wet and dry seasons over the Sahel region of West Africa during 2006 using surface data collected by the Atmospheric Radiation Measurement (ARM) programme's Mobile Facility, satellite radiation measurements from the Geostationary Earth Radiation Budget (GERB) instrument aboard Meteosat 8, and reanalysis products from the National Centers for Environmental Prediction (NCEP). The meteorological analysis builds upon past studies of the diurnal cycle in the region by incorporating diurnal cycles of lower tropospheric wind profiles, thermodynamic profiles, integrated water vapour and liquid water measurements, and cloud radar measurements of frequency and location. These meteorological measurements are complemented by 3 h measurements of the diurnal cycles of the top-of-atmosphere (TOA) and surface short-wave (SW) and long-wave (LW) radiative fluxes and cloud radiative effects (CREs), and the atmospheric radiative flux divergence (RFD) and atmospheric CREs. Cirrus cloudiness during the dry season is shown to peak in coverage in the afternoon, while convective clouds during the wet season are shown to peak near dawn and have an afternoon minimum related to the rise of the lifting condensation level into the Saharan Air Layer. The LW and SW RFDs and CREs exhibit diurnal cycles during both seasons, but there is a relatively small difference in the LW cycles during the two seasons (10 – 30 W m–2 depending on the variable and time of day). Small differences in the TOA CREs during the two seasons are overwhelmed by large differences in the surface SW CREs, which exceed 100 W m–2. A significant surface SW CRE during the wet season combined with a negligible TOA SW CRE produces a diurnal cycle in the atmospheric CRE that is modulated primarily by the SW surface CRE, peaks at midday at ~150 W m–2, and varies widely from day to day.

Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

    The East African and Ethiopian Plateaus have long been recognized to be part of a much larger topographic anomaly on the African Plate called the African Superswell. One of the few places within the African Superswell that exhibit elevations of less than 1 km is southeastern Sudan and northern Kenya, an area containing both Mesozoic and Cenozoic rift basins. Crustal structure and uppermost mantle velocities are investigated in this area by modeling Rayleigh wave dispersion. Modeling results indicate an average crustal thickness of 25 {+-} 5 km, some 10-15 km thinner than the crust beneath the adjacent East African and Ethiopian Plateaus. The low elevations can therefore be readily attributed to an isostatic response from crustal thinning. Low Sn velocities of 4.1-4.3 km/s also characterize this region.

    I will explore the similarities and differences between the process of writing science fiction and the process of 'producing' science, specifically theoretical physics. What are the ground rules for introducing unproven new ideas in science fiction, and how do they differ from the corresponding rules in physics? How predictive is science fiction? (For that matter, how predictive is theoretical physics?) I will also contrast the way in which information is presented in science fiction, as opposed to its presentation in scientific papers, and I will examine the relative importance of ideas (as opposed to the importance of the way in which these ideas are presented). Finally, I will discuss whether a background as a research scientist provides any advantage in writing science fiction.

    Adoption of information and communication technologies and access to the Internet is expanding in Africa, but because of the rapid growth elsewhere, a Digital Divide between Africa and the rest of the world exists, and the gap is growing. In many sub-Saharan African countries, education and research sector suffers some of the worst deficiencies in access to the Internet, despite progress in development of NRENs - National Research and Education (cyber) Networks. By contrast, it is widely acknowledged in policy statements from the African Union, the UN, and others that strength in this very sector provides the key to meeting and sustaining Millennium Development Goals. Developed countries with effective cyber-capabilities proclaim the benefits to rich and poor alike arising from the Information Revolution. This is but a dream for many scientists in African institutions. As the world of science becomes increasingly Internet-dependent, so they become increasingly isolated. eGY-Africa is a bottom-up initiative by African scientists and their collaborators to try to reduce this Digital Divide by a campaign of advocacy for better institutional facilities. Four approaches are being taken. The present status of Internet services, problems, and plans are being mapped via a combination of direct measurement of Internet performance (the PingER Project) and a questionnaire-based survey. Information is being gathered on policy statements and initiatives aimed at reducing the Digital Divide, which can be used for arguing the case for better Internet facilities. Groups of concerned scientists are being formed at the national, regional levels in Africa, building on existing networks as much as possible. Opinion in the international science community is being mobilized. Finally, and perhaps most important of all, eGY-Africa is seeking to engage with the many other programs, initiatives, and bodies that share the goal of reducing the Digital Divide - either as a direct policy

    As African countries continue a slow drift towards democratic government and market economics, the continent is increasingly attractive to international oil and gas companies. Though Africa remains politically diverse, and its volatile politics remains a major barrier to petroleum companies, a number of recent developments reflect its growing significance for the industry. Among recent projects and events reflecting changes in Africa: oil and gas exporter Algeria has invited foreign oil companies to help develop major gas discoveries, with a view to boosting exports to Europe; oil and gas producer Egypt invited foreign companies to explore in the Nile Delta region, and the result appears to be a flowering world scale gas play; west African offshore exploration has entered deep water and new areas, and a number of major projects are expected in years to come; Nigeria`s reputation as a difficult place to operate has been justified by recent political and civil events, but a long-planned liquefied natural gas (LNG) export plant is being built there; South Africa, which has returned to the international scene after years of trade isolation because of apartheid, is emerging as a potential driver for energy industry schemes throughout the continent. Activities are discussed.

    The Digital Divide prevents Africa from taking advantages of new information technologies. One of the most urgent priorities is to bring the Internet in African Universities, Research, and Learning Centers to the level of other regions of the world. eGY-Africa, and the Sharing Knowledge Foundation are two bottom-up initiatives by scientists to secure better cyber-infrastructure and Internet facilities in Africa. Recommendations by the present scientific communities are being formulated at national, regional and international levels. The Internet capabilities are well documented at country level overall, but this is not the case at the University level. The snapshot of the Internet status in universities in 17 African countries, obtained by a questionnaire survey, is consistent with measures of Internet penetration in the corresponding country. The monitoring of Internet performance has been proposed to those African universities to provide an information base for arguing the need to improve the coverage for Africa. A pilot program is recommended that will start scientific collaboration with Europe in western Africa using ICT. The program will lay the foundations for the arrival of new technologies like Grids.

    Warm sea surface temperatures (SSTs) in North Atlantic and Mediterranean (NAMED) can influence tropical cyclone (TC) activity in the tropical East Atlantic by modulating summer convection over western Africa. Analysis of 30 years of observations show that the NAMED SST is linked to a strengthening of the Saharan heat low and enhancement of moisture and moist static energy in the lower atmosphere over West Africa, which favors a northward displacement of the monsoonal front. These processes also lead to a northward shift of the African easterly jet that introduces an anomalous positive vorticity from western Africa to the main development region (50W20E; 10N20N) of Atlantic TC. By modulating multiple processes associated with the African monsoon, this study demonstrates that warm NAMED SST explains 8% of interannual variability of Atlantic TC frequency. Thus NAME SST may provide useful predictability for Atlantic TC activity on seasonal-to-interannual time scale.
