    After 9/11, the United States (U.S.) was suddenly pushed into challenging situations they could no longer ignore as simple spectators. The War on Terrorism (WoT) was suddenly ignited and no one knows when this war will end. While the government is exploring many existing and potential technologies, the area of wireless Sensor networks (WSN) has emerged as a foundation for establish future national security. Unlike other technologies, WSN could provide virtual presence capabilities needed for precision awareness and response in military, intelligence, and homeland security applications. The Advance Concept Group (ACG) vision of Sense/Decide/Act/Communicate (SDAC) sensor system is an instantiation of the WSN concept that takes a 'systems of systems' view. Each sensing nodes will exhibit the ability to: Sense the environment around them, Decide as a collective what the situation of their environment is, Act in an intelligent and coordinated manner in response to this situational determination, and Communicate their actions amongst each other and to a human command. This LDRD report provides a review of the research and development done to bring the SDAC vision closer to reality.

This is one reason detection efforts must be seen as just one part of an overall nuclear defense strategy which includes, inter alia, material security, detection, interdiction, consequence management and recovery. Nevertheless, one could argue that there has been a revolution in detection affairs in the past several decades as the innovative application of new technology has changed the character and conduct of detection operations. This revolution will likely be most effectively reinforced in the coming decades with the networking of detectors and innovative application of anomaly detection algorithms.

    Over the years, I've daydreamed about stealing a Vermeer, a Picasso, or Rembrandt. It tickles me, as much as watching the reboot of The Thomas Crown Affair. Why is it, do you suppose, so much fun to think about stealing a world renowned piece off the wall of a major metropolitan museum? Is it the romantic thoughts of getting away with it, walking past infrared detectors, and pressure sensors ala Indiana Jones with the sack of sand to remove the idol without triggering the security system? Is it the idea of snatching items with such fantastic prices, where the romance of possessing an item of such value is less intoxicating than selling it to a private collector for it to never be seen again? I suspect others share my daydreams as they watch theater or hear of a brazen daylight heist at museums around the world, or from private collections. Though when reality sets in, the mind of the security professional kicks in. How could one do it, why would one do it, what should you do once it's done? The main issue a thief confronts when acquiring unique goods is how to process or fence them. They become very difficult to sell because they are one-of-a-kind, easy to identify, and could lead to the people involved with the theft. The whole issue of museum security takes up an ironic twist when one considers the secretive British street artist 'Banksy'. Banksy has made a name for himself by brazenly putting up interesting pieces of art in broad daylight (though many critics don't consider his work to be art) on building walls, rooftops, or even museums. I bring him up for a interesting take on what may become a trend in museum security. In March of 2005, Banksy snuck a piece of his called 'Vandalized Oil Painting' into the Brooklyn Museum's Great Historical Painting Wing, plus 3 other pieces into major museums in New York. Within several days, 2 paintings had been torn down, but 2 stayed up much longer. In his home country of the UK, a unauthorized piece he created and placed

    An airborne wireless communication system includes circuitry configured to access information describing a configuration of a terrestrial wireless communication base station that has become disabled. The terrestrial base station is configured to implement wireless communication between wireless devices located within a geographical area and a network when the terrestrial base station is not disabled. The circuitry is further configured, based on the information, to configure the airborne station to have the configuration of the terrestrial base station. An airborne communication method includes answering a 911 call from a terrestrial cellular wireless phone using an airborne wireless communication system.

Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go

    The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

A compliant seal is secured to the inner annular floating seal assembly. The outer annular floating seal assembly encapsulates the inner annular floating seal assembly which is made from a very low alpha material in order to reduce thermal stress.

    A high-current, fast-acting switch is designed for utilization as a crowbar switch in a high-current circuit such as used to generate the magnetic confinement field of a plasma-confining and heat device, e.g., Pyrotron. The device particularly comprises a cylindrical housing containing two stationary, cylindrical contacts between which a movable contact is bridged to close the switch. The movable contact is actuated by a differential-pressure, airdriven piston assembly also within the housing. To absorb the acceleration (and the shock imparted to the device by the rapidly driven, movable contact), an adjustable air buffer assembly is provided, integrally connected to the movable contact and piston assembly. Various safety locks and circuit-synchronizing means are also provided to permit proper cooperation of the invention and the high-current circuit in which it is installed. (AEC)

The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    The Joint Center for Information Security Technology (JCIST) at Oak Ridge, Tennessee, under an interagency agreement between the Department of State (DOS) and the Department of Energy (DOE), has been tasked with the security certification testing of the Foreign Affairs Information system (FAIS) Early Operational Capability (EOC) software. The basis for this certification is the FAIS (EOC) Security Requirements Allocation (SRA) document. This document defines the security requirements for the FAIS EOC software. Security certification of the FAIS system is the responsibility of the Office of Information Systems Security, Bureau of Diplomatic Security (DS/ST/ISS). The overall FAIS EOC certification will be completed in two general steps. First, a test of a stand-alone FAIS EOC system against the SRA requirements which is currently in progress. Second is a test of all FAIS network system interfaces against the SRA requirements as expanded to adequately address the network security issues. This accumulation of requirements is referred to as the FAIS EOC Network Security Criteria. 5 refs.

    The F-Area Tank Farms (FTF) and H-Area Tank Farm (HTF) are owned by the U.S. Department of Energy (DOE) and operated by Savannah River Remediation LLC (SRR), Liquid Waste Operations contractor at DOE's Savannah River Site (SRS). The FTF and HTF are active radioactive waste storage and treatment facilities consisting of 51 carbon steel waste tanks and ancillary equipment such as transfer lines, evaporators and pump tanks. Performance Assessments (PAs) for each Tank Farm have been prepared to support the eventual closure of the underground radioactive waste tanks and ancillary equipment. PAs provide the technical bases and results to be used in subsequent documents to demonstrate compliance with the pertinent requirements for final closure of the Tank Farms. The Tank Farms are subject to a number of regulatory requirements. The State regulates Tank Farm operations through an industrial waste water permit and through a Federal Facility Agreement approved by the State, DOE and the Environmental Protection Agency (EPA). Closure documentation will include State-approved Tank Farm Closure Plans and tank-specific closure modules utilizing information from the PAs. For this reason, the State of South Carolina and the EPA must be involved in the performance assessment review process. The residual material remaining after tank cleaning is also subject to reclassification prior to closure via a waste determination pursuant to Section 3116 of the Ronald W. Reagan National Defense Authorization Act of Fiscal Year 2005. PAs are performance-based, risk-informed analyses of the fate and transport of FTF and HTF residual wastes following final closure of the Tank Farms. Since the PAs serve as the primary risk assessment tools in evaluating readiness for closure, it is vital that PA conclusions be communicated effectively. In the course of developing the FTF and HTF PAs, several lessons learned have emerged regarding communicating PA results. When communicating PA results it is

    The data transmission in coherent fiber-optical communication lines using solitons with a variable phase is studied. It is shown that nonlinear coherent structures (solitons) can be applied for effective signal transmission over a long distance using amplitude and optical-phase keying of information. The optimum ratio of the pulse width to the bit slot at which the spectral efficiency (transmitted bits per second and hertz) is maximal is determined. It is shown that soliton fiber-optical communication lines can ensure data transmission at a higher spectral efficiency as compared to traditional communication lines and at a high signal-to-noise ratio.

    Unprecedented growth of required telecommunications services and telecommunications applications change the way the INL does business today. High speed connectivity compiled with a high demand for telephony and network services requires a robust communications infrastructure.   The current state of the MFC communication infrastructure limits growth opportunities of current and future communication infrastructure services. This limitation is largely due to equipment capacity issues, aging cabling infrastructure (external/internal fiber and copper cable) and inadequate space for telecommunication equipment. While some communication infrastructure improvements have been implemented over time projects, it has been completed without a clear overall plan and technology standard.   This document identifies critical deficiencies with the current state of the communication infrastructure in operation at the MFC facilities and provides an analysis to identify needs and deficiencies to be addressed in order to achieve target architectural standards as defined in STD-170. The intent of STD-170 is to provide a robust, flexible, long-term solution to make communications capabilities align with the INL mission and fit the various programmatic growth and expansion needs.

    The award of American Recovery and Reinvestment Act funding came with an unprecedented request for transparency to showcase to the American public how the stimulus funding was being put to work to achieve the goals put forth by the U.S. Government. At the U.S. Department of Energy Hanford Site, this request manifested in a contract requirement to provide weekly narrative, photos and video to highlight Recovery Act-funded projects. For DOE contractor CH2M HILL Plateau Remediation Company (CH2M HILL), the largest recipient of Hanford's funding, the reporting mechanism evolved into a communications tool for documenting the highly technical cleanup, then effectively sharing that story with the DOE and its varying stakeholder audiences. The report set the groundwork for building a streaming narrative of week-by-week progress. With the end of the Recovery Act, CH2M HILL is applying lessons learned from this stringent, transparent reporting process to its long-term reporting and communications of the progress being made in nuclear decommissioning at Hanford. The goal of the five acts is to reduce national dependency on foreign oil. Major portions of the NEA rely on state agencies for implementation.     This review is divided into three sections: technologies for monitoring physiological parameters; biosensors for chemical assays and wireless communications technologies including image transmissions. Applications range from monitoring high risk patients for heart, respiratory activity and falls to sensing levels of physical activity in military, rescue, and sports personnel. The range of measurements include, heart rate, pulse wave form, respiratory rate, blood oxygen, tissue pCO2, exhaled carbon dioxide and physical activity. Other feasible measurements will employ miniature chemical laboratories on silicon or plastic chips. The measurements can be extended to clinical chemical assays ranging from common blood assays to protein or specialized protein measurements (e.g., troponin, creatine, and cytokines such as TNF and IL6). Though the feasibility of using wireless technology to communicate vital signs has been demonstrated 32 years ago (1) it has been only recently that practical and portable devices and communications net works have become generally available for inexpensive deployment of comfortable and affordable devices and systems.

    The paper briefly describes the scada system operated by ComEd for substation communications. This system has proven a reliable means for monitor and control of the generation, transmission, and distribution system. An attempt to automate stand-alone substation functions into the RTU has had limited success. An automated substation capacitor control algorithm was incorporated into a PC. The PC directly interfaced with the RTU through the serial port for analog monitoring and control of the capacitor banks. There were no further enhancements or development of other control algorithms with the PC. The paper discusses the power system data evolution, the proposed design improvements, and implementation concerns.

  2. Wireless communication capability of a reconfigurable plasma antenna

    A 30 cm long plasma column is excited by a surface wave, which acts as a plasma antenna. Using plasma properties (pattern formation/striations in plasmas) single plasma antenna can be transformed into array, helical, and spiral plasma antenna. Experiments are carried out to study the power patterns, directivity, and half power beam width of such different plasma antennas. Moreover, field properties of plasma and copper antenna are studied. Further, wireless communication and jamming capability of plasma antenna are tested. Findings of this study suggest that directivity and communication range can be increased by converting single plasma antenna in to array/helical/spiral plasma antenna. Field frequencies of plasma antenna determine the communication and jamming of radio frequency waves. Therefore, this study invokes applications of pattern formation or striations of plasmas in plasma antenna technology.

    A fast-acting valve actuator utilizes a spring driven pneumatically loaded piston to drive a valve gate. Rapid exhaust of pressurized gas from the pneumatically loaded side of the piston facilitates an extremely rapid piston stroke. A flexible selector diaphragm opens and closes an exhaust port in response to pressure differentials created by energizing and de-energizing a solenoid which controls the pneumatic input to the actuator as well as selectively providing a venting action to one side of the selector diaphragm.

    When persons in the waste management industry have a conversation concerning matters of the industry, thoughts being communicated are understood among those in the industry. However, when persons in waste management communicate with those outside the industry, communication may suffer simply because of poor practices such as the use of jargon, euphemisms, acronyms, abbreviations, language usage, not knowing audience, and public perception. This paper deals with ways the waste management industry can communicate risk to the public without obfuscating issues. The waste management industry should feel obligated to communicate certain meanings within specific contexts and, then, if the context changes, should not put forth a new, more appropriate meaning to the language already used. Communication of the waste management industry does not have to be provisional. The authors suggest verbal risks in communicating risk can be reduced significantly or eliminated by following a few basic communication principles. The authors make suggestions and give examples of ways to improve communication with the general public by avoiding or reducing jargon, euphemisms, and acronyms; knowing the audience; avoiding presumptive knowledge held by the audience; and understanding public perception of waste management issues.

    In this note the authors describe the results of some tests of the message-passing performance of the Intel Paragon. These tests have been carried out under both the Intel-supplied OSF/1 operating system with an NX library, and also under an operating system called SUNMOS (Sandia UNM Operating System). For comparison with the previous generation of Intel machines, they have also included the results on the Intel Touchstone Delta. The source code used for these tests is identical for all systems. As a result of these tests, the authors can conclude that SUNMOS demonstrates that the Intel Paragon hardware is capable of very high bandwidth communication, and that the message coprocessor on Paragon nodes can be used to give quite respectable latencies. Further tuning can be expected to yield even better performance.

    Western Area Power Administration (Western) is proposing to construct, operate, and maintain eight microwave repeater stations in southwestern Colorado, southeastern Utah, and northern Arizona, in order to meet the minimum fade criteria established by the Western Systems Coordinating Council (WSCC) for the operation and protection of electric power systems. The proposed microwave facilities would increase the reliability of communication. This environmental assessment (EA) describes the existing environmental conditions and the impacts from construction of the eight microwave communication facilities. The EA was prepared in compliance with the National Environmental Policy Act of 1969, the Council on Environmental Quality Regulations (40 CFR 1500-1508), and the Department of Energy Guidelines (52 FR 47662, December 15, 1987). The proposed project would consist of constructing eight microwave facilities, each of which would include a self-supported lattice tower, an equipment building, a propane tank, distribution lines to provide electric power to the sites, and access roads to the sites. The facilities would be constructed in San Miguel and Montezuma Counties in Colorado, San Juan County, Utah, and Navajo, Apache, Coconino, and Yavapai Counties in Arizona. 20 refs., 2 figs., 2 tabs.

    The ACTS Collection is a set of software tools that help developers or programmers write high performance parallel codes for their scientific applications. PyACTS is a Python-based interface to some of the tools in the ACTS Collection. The main purpose of developing PyACTS is to provide a uniform easy-to-use external interface to existing ACTS tools,and support ACTS users to rapidly prototype their codes with the tools. In particular, for users who are new to ACTS, they will find PyACTS helpful to test and try the functionality available in the collection. Further, this training will allow users to acquire the necessary experience to develop their own applications. In the current development phase of PyACTS, part of the ScaLAPACK subroutines are being made available. This report illustrates how we develop the idea of wrapping the ACTS Collection with a high level scripting language, like Python, and a status of the development of the Python front-end interface and future plans.

    Tags, wireless communication systems, tag communication methods, and wireless communications methods are described. In one aspect, a tag includes a plurality of antennas configured to receive a plurality of first wireless communication signals comprising data from a reader, a plurality of rectifying circuits coupled with. respective individual ones of the antennas and configured to provide rectified signals corresponding to the first wireless communication signals, wherein the rectified signals are combined to produce a composite signal, an adaptive reference circuit configured to vary a reference signal responsive to the composite signal, a comparator coupled with the adaptive reference circuit and the rectifying circuits and configured to compare the composite signal with respect to the reference signal and to output the data responsive to the comparison, and processing circuitry configured to receive the data from the comparator and to process the data.

    There are currently two proposed standards for agent communication languages, namely, KQML (Finin, Lobrou, and Mayfield 1994) and the FIPA ACL. Neither standard has yet achieved primacy, and neither has been evaluated extensively in an open environment such as the Internet. It seems prudent therefore to design a general-purpose agent communications facility for new agent architectures that is flexible yet provides an architecture that accepts many different specializations. In this paper we exhibit the salient features of an agent communications architecture based on distributed metaobjects. This architecture captures design commitments at a metaobject level, leaving the base-level design and implementation up to the agent developer. The scope of the metamodel is broad enough to accommodate many different communication protocols, interaction protocols, and knowledge sharing regimes through extensions to the metaobject framework. We conclude that with a powerful distributed object substrate that supports metaobject communications, a general framework can be developed that will effectively enable different approaches to agent communications in the same agent system. We have implemented a KQML-based communications protocol and have several special-purpose interaction protocols under development.

    The High Performance Computing and Communications (HPCC) Program was formally authorized by passage of the High Performance Computing Act of 1991, signed on December 9, 1991. Twelve federal agencies, in collaboration with scientists and managers from US industry, universities, and research laboratories, have developed the Program to meet the challenges of advancing computing and associated communications technologies and practices. Therefore, to effectively protect genetic privacy unauthorized collection and analysis of individually identifiable DNA must be prohibited.     A highly versatile, highly portable emergency communication system which permits deployment in a very short time to cover both wide areas and distant isolated areas depending upon mission requirements. The system employs a plurality of lightweight, fully self-contained repeaters which are deployed within the mission area to provide communication between field teams, and between each field team and a mobile communication control center. Each repeater contains a microcomputer controller, the program for which may be changed from the control center by the transmission of digital data within the audible range (300-3,000 Hz). Repeaters are accessed by portable/mobile transceivers, other repeaters, and the control center through the transmission and recognition of digital data code words in the subaudible range.

The extended step-out distances of subsea completions is increasing the volume and complexity of subsea data communications beyond the capacity of conventional systems. Improved reservoir management using intelligent sensors, metering, and process equipment, requiring real-time monitoring and control, dictates the use of wideband communication. Fiber optics offers the necessary volume of data transmission, with the high-noise immunity needed for data integrity and safe operation, under the severe Electro-Magnetic Interference (EMI) environments created where high power motors and power cables are used subsea. The marinizing of optical, opto-electronic communication components for production control, data acquisition of subsea completions for the offshore oil industry are described.

Contemporary risk communication efforts attempt to find more effective ways of conveying increasingly complex risk information and to develop more democratic and proactive approaches to community involvement, in particular to ensuring the participation of diverse populations in risk decisions. Although considerable progress has been made in a relatively short time, risk communication researchers and practitioners currently face a number of challenges in a time of high expectations, low trust, and low budgets.

    Not-normally-manned platforms are not a new development. However, their use in harsher environments has until recently, been limited. Development of reliable communications networks capable of handling the large amounts of data required for process control in real time with distributed control systems (DCSs) has been a key factor in making the concept viable for harsher, more remote environments. The article below examines the transparent communications network and DCS installed on Pickerill field, offshore UK, by Fisher-Rosemount Systems and its operational parameters. Pickerill field, some 50 mi off the Lincolnshire coast, comprises two small unmanned platforms producing gas under remote control from Arco`s operations base at Great Yarmouth about 60 mi south. Reliable communication is required both with the two platforms offshore and with Conoco`s gas processing operators at Theddlethorpe. Fundamental to project success was the ability of the process control system to provide entirely secure and transparent communication with equipment offshore and thus enable operators at Great Yarmouth to interact with the process as if it were local to their control center.
