    This report discusses the adequacy of the Economic Regulatory Administration's (ERA) documentation of and control over cases involving alleged petroleum pricing violations. In response to the oil embargo and price increase, Congress passed the Emergency Petroleum Allocation Act of 1973 (15 USC 751). The Government assured compliance by investigating petroleum pricing violations, recovering overcharges, and making restitution to injured parties. Between August 1973 and January 1981, when oil prices were decontrolled, ERA and predecessor federal agencies established and enforced regulations controlling the allocation and pricing of crude oil and refined petroleum products.

    The purpose of this audit was to review the Department`s acquisition and use of support service contractors and subcontractors. The audit objectives were to determine if the Department (1) paid fees to both support service contractors and subcontractors for services exclusively performed by subcontractors, (2) used support service contractors to perform inherent government functions, and (3) rolled over unearned award fees to subsequent evaluation periods and had adequate management controls to ensure that contractor performance would be evaluated. The Department did not always obtain support services in the most economical and effective manner. The Department negotiated and paid four of six support service contractors an estimated $5.1 million in fees for services exclusively provided by subcontractors because the Department did not have a policy which addressed the inclusion, at the pre-award phase, of subcontract labor in the support service contractors` fee determinations. Furthermore, while the authors found no instances where support service contractors performed inherent government functions, they did note that the Department maintained minimal administration over major portions of contracted-for services on three of six support service contracts. This occurred because contractors subcontracted extensively for support services. Consequently, the Department may have decreased their ability to control cost growth on these three contracts. As discussed in Part 4, the Department`s process was sufficient in five of six cases to evaluate support service contractor performance. However, one of six cost-plus-award-fee contractors received award fees that exceeded its performance ratings by $89,000 because one Departmental office elected to rollover unearned portions of fees from prior evaluation periods and make them available in the next evaluation period.

    During calendar year (CY) 1999, the Pacific Northwest National Laboratory (PNNL) performed its customary radiological protection support services in support of the U.S. Department of Energy (DOE) Richland Operations Office (RL) and the Hanford contractors. These services included: (1) external dosimetry, (2) internal dosimetry, (3) in vivo measurements, (4) radiological records, (5) instrument calibration and evaluation, and (6) calibration of radiation sources traceable to the National Institute of Standards and Technology (NIST). The services were provided under a number of programs as summarized here. Along with providing site-wide nuclear accident and environmental dosimetry capabilities, the Hanford External Dosimetry Program (HEDP) supports Hanford radiation protection programs by providing external radiation monitoring capabilities for all Hanford workers and visitors to help ensure their health and safety. Processing volumes decreased in CY 1999 relative to prior years for all types of dosimeters, with an overall decrease of 19%. During 1999, the HEDP passed the National Voluntary Laboratory Accreditation Program (NVLAP) performance testing criteria in 15 different categories. HEDP computers and processors were tested and upgraded to become Year 2000 (Y2K) compliant. Several changes and improvements were made to enhance the interpretation of dosimeter results. The Hanford Internal Dosimetry Program (HIDP) provides for the assessment and documentation of occupational dose from intakes of radionuclides at the Hanford Site. Performance problems carried over from CY 1998 continued to plague the in vitro bioassay contractor. A new contract was awarded for the in vitro bioassay program. A new computer system was put into routine operation by the in vivo bioassay program.     The value model discussed herein provides an accurate and simple calculation of the funding required to adequately staff the AskIT Service Desk (SD).  The model is incremental – only technical labor cost is considered.  All other costs, such as management, equipment, buildings, HVAC, and training are considered common elements of providing any labor related IT Service. Depending on the amount of productivity loss and the number of hours the defect was unresolved, the value of resolving work from the SD is unquestionably an economic winner; the average cost of $16 per SD resolution can commonly translate to cost avoidance exceeding well over $100. Attempting to extract too much from the SD will likely create a significant downside. The analysis used to develop the value model indicates that the utilization of the SD is very high (approximately 90%).  As a benchmark, consider a comment from a manager at Vitalyst (a commercial IT service desk) that their utilization target is approximately 60%.  While high SD utilization is impressive, over the long term it is likely to cause unwanted consequences to staff such as higher turnover, illness, or burnout.  A better solution is to staff the SD so that analysts have time to improve skills through training, develop knowledge, improve processes, collaborate with peers, and improve customer relationship skills.

    As the Army moves toward more mobile and agile forces and continued sustainment of numerous high-cost legacy logistics management systems, the requirement for wireless connectivity and a wireless network to supporting organizations has become ever more critical. There are currently several Army communications initiatives underway to resolve this wireless connectivity issue. However, to fully appreciate and understand the value of these initiatives, a Tradeoff Analysis is needed. The present study seeks to identify and assess solutions. The analysis identified issues that impede Interim Brigade Combat Team (IBCT) communication system integration and outlined core requirements for sharing of logistics data between the field and Army battle command systems. Then, the analysis examined wireless communication alternatives as possible solutions for IBCT logistics communications problems.     built to simulate the Kellogg entrained-bed gasifier in use at the Southern Company Services Wilsonville facility, but at 1/10 of the firing rate. At the exit of the unit is a large candle filter vessel typically operated at approximately 1000 F (540 C) in which coupons of materials can be inserted to test their resistance to gasifier ash and gas corrosion. The system also has ports for testing of hydrogen separation membranes that are suitably contained in a pressure housing. In addition, NETL is operating the combustion and environmental research facility (CERF). In recent years, the 0.5 MMBtu/hr (0.5 x 10{sup 6} kJ/hr) CERF has served as a host for exposure of over 60 ceramic and alloy samples at ambient pressure as well as at 200 psig (for tubes). Samples have been inserted in five locations covering 1700-2600 F (930-1430 C), with exposures exceeding 1000 hours. In the present program, the higher priority metals are to be tested at 1500-1600 F (820-870 C) in one CERF location and near 1800-2000 F (980-1090 C) at other locations to compare results with those from the EERC tests.

    This report reviews two recent radiological surveys of the General Services Administration (GSA) Raritan Depot in Edison, New Jersey, that were conducted after somewhat elevated levels of radiation were detected within a depot building. The first survey indicated gamma radiation levels were higher than natural background levels in some buildings and identified the probable source of the radiation as gypsum-like building tiles that contained natural uranium-chain radionuclides at a level 20 times higher than other materials. Elevated levels of radon and radon decay products also were detected in some buildings. A follow-on survey was conducted to confirm the January measurements and to measure radiation levels at other locations: additional buildings at the depot, buildings on the Middlesex County College campus, and a possible outdoor disposal site. EPA measurements established that ceiling material is the primary source of the radiation. Radioisotope analysis of the ceiling tile material from buildings with elevated radiation levels showed the presence of radium-226 at levels of approximately 25 picocuries per gram (pCi/g); this material would thus have to be treated as hazardous waste, should it be removed. This report critiques the methodology and results of the two surveys and recommends further action.

    As environmental restoration (ER) projects move toward completion, the planning, integration, and documentation of long-term environmental stewardship (LTES) activities is increasingly important for ensuring smooth transition to LTES. The Long-Term Environmental Stewardship Baseline Handbook (Handbook) prepared by the National Nuclear Security Administration (NNSA) Service Center Environmental Programs Department (EPD) outlines approaches for integrating site-specific LTES planning and implementation into site ER baseline documentation. Since LTES will vary greatly from site to site, the Handbook also provides for flexibility in addressing LTES in ER Project life-cycle baselines, while clearly identifying Environmental Management (EM) requirements. It provides suggestions for enacting LTES principles and objectives through operational activities described in site-specific LTES plans and life cycle ER Project baseline scope, cost, and schedule documentation and tools for more thorough planning, better quantification, broader understanding of risk and risk management factors, and more comprehensive documentation. LTES planning applied to baselines in a phased approach will facilitate seamlessly integrating LTES into site operational activities, thereby minimizing the use of resources.

    Data obtained from testing shipping package materials have been leveraged to support extending the service life of select shipping packages while in nuclear materials transportation. Increasingly, nuclear material inventories are being transferred to an interim storage location where they will reside for extended periods of time. Use of a shipping package to store nuclear materials in an interim storage location has become more attractive for a variety of reasons. Shipping packages are robust and have a qualified pedigree for their performance in normal operation and accident conditions within the approved shipment period and storing nuclear material within a shipping package results in reduced operations for the storage facility. However, the shipping package materials of construction must maintain a level of integrity as specified by the safety basis of the storage facility through the duration of the storage period, which is typically well beyond the one year transportation window. Test programs have been established to obtain aging data on materials of construction that are the most sensitive/susceptible to aging in certain shipping package designs. The collective data are being used to support extending the service life of shipping packages in both transportation and storage.

Use of a shipping package to store nuclear materials after the transfer has become more common for a variety of reasons. Shipping packages are robust and have a qualified pedigree for performance in normal operation and accident conditions but are only certified over an approved transportation window. The continued use of shipping packages to contain nuclear material during interim storage will result in reduced overall costs and reduced exposure to workers. However, the shipping package materials of construction must maintain integrity as specified by the safety basis of the storage facility throughout the storage period, which is typically well beyond the certified transportation window. In many ways, the certification processes required for interim storage of nuclear materials in shipping packages is similar to life extension programs required for dry cask storage systems for commercial nuclear fuels. The storage of spent nuclear fuel in dry cask storage systems is federally-regulated, and over 1500 individual dry casks have been in successful service up to 20 years in the US. The uncertainty in final disposition will likely require extended storage of this fuel well beyond initial license periods and perhaps multiple re-licenses may be needed. Thus, both the shipping packages and the dry cask storage systems require materials integrity assessments and assurance of continued satisfactory materials performance over times not considered in the original evaluation processes. Test programs for the shipping packages have been established to obtain aging data on materials of construction to demonstrate continued system integrity. The collective data may be coupled with similar data for the dry cask storage systems and used to support extending the service life of shipping packages in both transportation and storage.

    Nuclear power plant (NPP) concrete structures are described. In-service inspection and testing requirements in the U.S. are summarized. The license renewal process in the U.S. is outlined and its current status provided. Operating experience related to performance of the concrete structures is presented. Basic components of a program to manage aging of the concrete structures are identified and described: (1) Degradation mechanisms, damage models, and material performance; (2) Assessment and remediation: i.e., component selection, in- service inspection, non-destructive examinations, and remedial actions; and (3) Estimation of performance at present or some future point in time: i.e., application of structural reliability theory to the design and optimization of in-service inspection/maintenance strategies, and determination of the effects of degradation on plant risk. Finally, areas are noted where additional research would be of benefit to aging management of nuclear power plant concrete structures.

    This report documents the findings of an on-site audit of the U.S. Customs Cargo Inspection Facility (CIF) in Detroit, Michigan. The federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy-efficiency opportunities that, once implemented, would reduce electrical and gas consumption and increase the operational efficiency of the building.     A briefing on isotope systems technology and applications was held at the Pentagon on 9 May 1990, cosponsored by the Department of Defense and the Department of Energy. The objective was to provide isotope systems information to interested individuals and offices from the DOD and the Services, and then to discuss potential uses of this technology within the defense community. Presentations were given on the useful characteristics of radioactive decay, isotope sources, properties of specific isotopes, and details of isotope systems that have been deployed for terrestrial and space applications. Application areas covered included: electrical, thermal and mechanical energy conversion systems; radiation applications; and radioluminescent lights. Talks were also given on system licensing and approvals, and conclusions from the 1986 workshop on isotope systems applications. This document contains the meeting agenda, copies of the vu-graphs used in the presentations, face sheets given to meeting attendees, a list of attendees, and supplementary information requested during the meeting.

The selected buildings were Bowditch Hall, Fulton-Gibbs Hall, and the Library. The MEL equipment was installed on March 17, 1991. Instruments to monitor the Bowditch Hall chiller as a separate load were added on June 2, 1991. MEL Test Procedure {number_sign}1, Building Energy Monitoring, was followed in the installation and operation of the monitoring equipment. The monitoring objectives were to (1) provide a baseline for assessing energy savings resulting from future energy conservation measures that are to be implemented in the monitored buildings, and (2) provide information for recommending cost-effective energy conservation opportunities.     The primary purpose of this contract was to provide technical analyses, studies, and reviews related to land use/water issues and energy resource development in support of the activities of the Office of Environmental Analysis, Office of Environment, Safety and Health. Tasks under this contract included: Issue Papers. Energetics provided issue papers on a number of specific energy and environmental issue areas. Each issue paper consisted of a systematic review and analysis of major factors (technical, legal, environmental, economic, energy, health and social) that could enter into DOE`s environmental/energy policy decisions; Special Analyses. Energetics conducted special in-depth technical analyses as requested by the Contracting Officer`s Technical Representative (COTR); and Critical Review and Evaluation of Program Reports. Energetics performed critical reviews of a number of technical reports arising from DOE program activities. These documents included issue papers and reports resulting from special technical analyses of specific issues, technologies, or broad areas of concern. Reviews focused on both the technical and programmatic impact of the report. Energetics made recommendations and gave input to assist DOE in determining the environmental impacts of energy policies and projects.

    The UN Secretary General established the Sustainable Energy for All initiative in order to guide and support efforts to achieve universal access to modern energy, rapidly increase energy efficiency, and expand the use of renewable energies. Task forces were formed involving prominent energy leaders and experts from business, government, academia and civil society worldwide. The goal of the Task Forces is to inform the implementation of the initiative by identifying challenges and opportunities for achieving its objectives. This report contains the findings of Task Force One which is dedicated to the objective of achieving universal access to modern energy services by 2030. The report shows that universal energy access can be realized by 2030 with strong, focused actions set within a coordinated framework.

    This report describes the operational processes and strategies that are building a support network for the National Security Technology Incubator (NSTI) program. The NSTI program currently is under development as part of the National Security Preparedness Project (NSPP), funded by Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Grant No. DE FG52-07NA28084. Although the NSTI program offers a wide array of in-house business services, there are a certain number of services that will be provided by entities outside of Arrowhead Center. This report identifies the steps needed to develop an appropriate support network. The Arrowhead Center is working with external service providers and key stakeholders to establish feasible referral and implementation mechanics offering NSTI program participants the most comprehensive incubation services possible.

    The Maui Smart Grid Project (MSGP) is under the leadership of the Hawaii Natural Energy Institute (HNEI) of the University of Hawaii at Manoa. The project team includes Maui Electric Company, Ltd. (MECO), Hawaiian Electric Company, Inc. (HECO), Sentech (a division of SRA International, Inc.), Silver Spring Networks (SSN), Alstom Grid, Maui Economic Development Board (MEDB), University of Hawaii-Maui College (UHMC), and the County of Maui. MSGP was supported by the U.S. Department of Energy (DOE) under Cooperative Agreement Number DE-FC26-08NT02871, with approximately 50% co-funding supplied by MECO. The project was designed to develop and demonstrate an integrated monitoring, communications, database, applications, and decision support solution that aggregates renewable energy (RE), other distributed generation (DG), energy storage, and demand response technologies in a distribution system to achieve both distribution and transmission-level benefits. The application of these new technologies and procedures will increase MECO’s visibility into system conditions, with the expected benefits of enabling more renewable energy resources to be integrated into the grid, improving service quality, increasing overall reliability of the power system, and ultimately reducing costs to both MECO and its customers.

    Hanford Analytical Services Quality Assurance Requirements Document (HASQARD) is issued by the Analytical Services, Program of the Waste Management Division, US Department of Energy (US DOE), Richland Operations Office (DOE-RL). The HASQARD establishes quality requirements in response to DOE Order 5700.6C (DOE 1991b). The HASQARD is designed to meet the needs of DOE-RL for maintaining a consistent level of quality for sampling and field and laboratory analytical services provided by contractor and commercial field and laboratory analytical operations. The HASQARD serves as the quality basis for all sampling and field/laboratory analytical services provided to DOE-RL through the Analytical Services Program of the Waste Management Division in support of Hanford Site environmental cleanup efforts. This includes work performed by contractor and commercial laboratories and covers radiological and nonradiological analyses. The HASQARD applies to field sampling, field analysis, and research and development activities that support work conducted under the Hanford Federal Facility Agreement and Consent Order Tri-Party Agreement and regulatory permit applications and applicable permit requirements described in subsections of this volume. The HASQARD applies to work done to support process chemistry analysis (e.g., ongoing site waste treatment and characterization operations) and research and development projects related to Hanford Site environmental cleanup activities. This ensures a uniform quality umbrella to analytical site activities predicated on the concepts contained in the HASQARD. Using HASQARD will ensure data of known quality and technical defensibility of the methods used to obtain that data. The HASQARD is made up of four volumes: Volume 1, Administrative Requirements; Volume 2, Sampling Technical Requirements; Volume 3, Field Analytical Technical Requirements; and Volume 4, Laboratory Technical Requirements.     NUS received authorization from DOE on August 14, 1987 to provide technical support services to assist the Office of Environmental Audit (OEV) in conducting the DOE Environmental Survey and to provide technical assistance on environmental compliance issues. The overall contract is to accomplish a one-time, no-fault baseline Survey of all DOE operating facilities, and to provide technical assistance and support for the resolution of environmental compliance issues. NUS has completed the Preliminary Reports and continues to support DOE on the Prioritization and Tiger Team Assessment efforts. The project requires a broad range of environmental protection expertise, necessitating senior-level personnel as the primary project staff. Many of the tasks assigned by DOE require quick startup and performance, and several tasks may be active at any one time. The objective of the DOE Environmental Survey Program is to identify and prioritize areas of existing environmental risk at 36 DOE facilities. NUS`role is to technically assist the Office of Environmental Audit in the implementation of the Surveys.

The industry, within the next few years, will evolve into a deintegrated, competitive-market dominated, less regulated industry. Part of this process involves unbundling electric generation from transmission, which raises the issue of ancillary services. Since the Federal Energy Regulatory Commission (FERC) published its March 1995 proposed rule on open-access transmission, ancillary services have been an important topic.     The Federal Emergency Management Information Systems (FEMIS) is an emergency management planning and response tool that was developed by the Pacific Northwest National Laboratory (PNNL) under the direction of the US Army Chemical Biological Defense Command. The FEMIS System Administration Guide provides information necessary for the system administrator to maintain the FEMIS system. The FEMIS system is designed for a single Chemical Stockpile Emergency Preparedness Program (CSEPP) site that has multiple Emergency Operations Centers (EOCs). Each EOC has personal computers (PCs) that emergency planners and operations personnel use to do their jobs. These PCs are connected via a local area network (LAN) to servers that provide EOC-wide services. Each EOC is interconnected to other EOCs via a Wide Area Network (WAN). Thus, FEMIS is an integrated software product that resides on client/server computer architecture. The main body of FEMIS software, referred to as the FEMIS Application Software, resides on the PC client(s) and is directly accessible to emergency management personnel. The remainder of the FEMIS software, referred to as the FEMIS Support Software, resides on the UNIX server. The Support Software provides the communication, data distribution, and notification functionality necessary to operate FEMIS in a networked, client/server environment. The UNIX server provides an Oracle relational database management system (RDBMS) services, ARC/INFO GIS (optional) capabilities, and basic file management services. PNNL developed utilities that reside on the server include the Notification Service, the Command Service that executes the evacuation model, and AutoRecovery. To operate FEMIS, the Application Software must have access to a site specific FEMIS emergency management database. Data that pertains to an individual EOC`s jurisdiction is stored on the EOC`s local server. Information that needs to be accessible to all EOCs is automatically distributed by the FEMIS

    The Federal Emergency Management Information System (FEMIS) is an emergency management planning and response tool that was developed by the Pacific Northwest National Laboratory (PNNL) under the direction of the U.S. Army Chemical Biological Defense Command. The FEMIS System Administration Guide provides information necessary for the system administrator to maintain the FEMIS system. The FEMIS system is designed for a single Chemical Stockpile Emergency Preparedness Program (CSEPP) site that has multiple Emergency Operations Centers (EOCs). Each EOC has personal computers (PCs) that emergency planners and operations personnel use to do their jobs. These PCs are corrected via a local area network (LAN) to servers that provide EOC-wide services. Each EOC is interconnected to other EOCs via a Wide Area Network (WAN). Thus, FEMIS is an integrated software product that resides on client/server computer architecture. The main body of FEMIS software, referred to as the FEMIS Application Software, resides on the PC client(s) and is directly accessible to emergency management personnel. The remainder of the FEMIS software, referred to as the FEMIS Support Software, resides on the UNIX server. The Support Software provides the communication data distribution and notification functionality necessary to operate FEMIS in a networked, client/server environment.

    HALLIBURTON NUS received authorization from DOE on August 14, 1987 to provide technical support to assist the Office of Environmental Audit (OEV) in conducting the DOE Environmental Survey and to provide technical assistance on environmental compliance issues. The overall contract is to accomplish a one-time, no-fault baseline Survey of all DOE operating facilities, and to provide technical assistance and support for the resolution of environmental compliance issues. NUS has completed the Preliminary Reports and continues to support DOE on the Prioritization and Tiger Team Assessment efforts. The project requires a broad range of environmental protection expertise, necessitating senior-level personnel as the primary project staff. Many of the tasks assigned by DOE require quick startup and performance, and several tasks may be active at any one time. The objective of the DOE Environmental Survey Program is to identify and prioritize areas of existing environmental risk at 36 DOE facilities. NUS`role is to technically assist the Office of Environmental Audit in the implementation of the Surveys.

    This advisory describes a security issue in the BlackBerry Administration API component. Successful exploitation of the vulnerability could result in information disclosure and partial denial of service (DoS). The BlackBerry Administration API is a BlackBerry Enterprise Server component that is installed on the server that hosts the BlackBerry Administration Service. The BlackBerry Administration API contains multiple web services that receive API requests from client applications. The BlackBerry Administration API then translates requests into a format that the BlackBerry Administration Service can process.
