  2. Performance Measures for Evaluating Public Participation Activities in the Office of Environmental Management (DOE)

    Public participation in Office of Environmental Management (EM) activities throughout the DOE complex is a critical component of the overall success of remediation and waste management efforts. The challenges facing EM and its stakeholders over the next decade or more are daunting (Nuclear Waste News 1996). Achieving a mission composed of such challenges will require innovation, dedication, and a significant degree of good will among all stakeholders. EM's efforts to date, including obtaining and using inputs offered by EM stakeholders, have been notable. Public participation specialists have accepted and met challenges and have consistently tried to improve their performance. They have reported their experiences both formally and informally (e.g., at professional conferences and EM Public Participation Network Workshops, other internal meetings of DOE and contractor public participation specialists, and one-on-one consultations) in order to advance the state of their practice. Our research, and our field research in particular (including our interactions with many representatives of numerous stakeholder groups at nine DOE sites with diverse EM problems), have shown that it, is possible to develop coherent results even in a problem domain as complex as that of EM. We conclude that performance-based evaluations of public participation appear possible, and we have recommended an approach, based on combined and integrated multi-stakeholder views on the attributes of successful public participation and associated performance indicators, that seems workable and should be acceptable to diverse stakeholders. Of course, as an untested recommendation, our approach needs the validation that can only be achieved by application (perhaps at a few DOE sites with ongoing EM activities). Such an application would serve to refine the proposed approach in terms of its clarity, its workability, and its potential for full-scale use by EM and, potentially, other government agencies and

    Public participation in decision-making in the United States has become a dominant theme throughout the public sector and is increasingly used in the private sector. Recent reports by the National Research Council and the Commission on Risk Assessment and Risk Management, set up jointly by the White House and Congress, conclude that risk decisions must increasingly be structured in such a manner as to involve stakeholders meaningfully in the processes and activities leading to decisions and, perhaps, through decision implementation. Both of these reports indicate that decisions may take longer but be better if officials: (1) bring all interested and affected parties to the table at the beginning of the risk-discussion process; (2) identify relevant concerns, losses, exposures and other information the parties have; (3) address significant concerns through appropriate research; and (4) present findings in an understandable, accessible way. This report is intended to facilitate subsequent evaluations of public participation activities and programs.

    The US Department of Energy (DOE) is issuing this document, entitled Guidance on Public Participation for US Department of Energy Environmental Restoration Activities, to summarize policy and provide guidance for public participation in environmental restoration activities at DOE Headquarters, Field Offices, facilities, and laboratories. While the Office of Environmental Restoration and Waste Management (EM) has environmental restoration responsibility for the majority of DOE sites and facilities, other DOE Project Offices have similar responsibilities at their sites and facilities. This guidance is applicable to all environment restoration activities conducted by or for DOE under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA); the Resource Conservation and Recovery Act of 1976 (RCRA) as amended by the Hazardous and Solid Waste Amendments of 1984 (HSWA) (corrective actions only); and the National Environmental Policy Act of 1969 (NEPA). This guidance also is applicable to CERCLA remedial action programs under the Uranium Mill Tailings Radiation Control Act of 1978 and the Formerly Utilized Sites Remedial Action Program, where DOE is the designated lead. The primary objectives of this guidance document are as follows: acclimate DOE staff to a changing culture that emphasizes the importance of public participation activities; provide direction on implementing these public participation activities; and, provide consistent guidance for all DOE Field Offices and facilities. The purpose of this document is to provide guidance on conducting effective public participation activities for environmental restoration activities under CERCLA; RCRA corrective actions under sections 3004(u), 3004(v), and 3008(h); and NEPA public participation activities.

    Recently, staff at Oak Ridge National Laboratory performed a study for the Office of Intergovernmental and Public Accountability within the U.S. Department of Energy`s (DOE) Office of Environmental Management (EM), examining how to measure the success of public participation programs. While the study began with a thorough literature review, the primary emphasis of this research effort was on getting key stakeholders to help identify attributes of successful public participation in EM activities and to suggest how those attributes might be measured. Interviews were conducted at nine DOE sites that provided substantial variety in terms of geographic location, types of environmental management activities undertaken, the current life-cycle stage of those EM efforts, and the public participation mechanisms utilized. Approximately 12 to 15 oral interviews were conducted at each site, and each respondent also was asked to complete a written survey. Those interviewed included: non-regulatory state and local government officials; project managers and public participation staff for DOE and its management and operations contractors; non-government groups concerned with environmental protection, public safety, and health issues; federal and state environmental regulators; business organizations; civic groups; and other interested parties. While this study examined only those public participation programs sponsored by DOE, the resulting findings also have applicability to the public involvement efforts sponsored by many other public and private sector organizations.

    Petroleum imports account for the largest share of the US trade deficit. Over one-third of the 1996 merchandise trade deficit is attributed to imported oil. The good news is that substantial domestic oil resources, both existing and yet-to-be-discovered, can be recovered using advanced petroleum technologies. The Energy Information Agency estimates that advanced technologies can yield 10 billion additional barrels, equal to $240 billion in import offsets. The US Department of Energy`s National Petroleum Technology Office works with industry to develop advanced petroleum technologies and to transfer successful technologies to domestic oil producers. This publication shows the locations of these important technology development efforts and lists DOE`s partners in this critical venture. The National Petroleum Technology Office has 369 active technology development projects grouped into six product lines: Advanced Diagnostics and Imaging Systems; Advanced Drilling, Completion, and Stimulation; Reservoir Life Extension and Management; Emerging Processing Technology Applications; Effective Environmental Protection; and Crosscutting Program Areas.

    Building 2 on the U.S. Department of Energy (DOE) Grand Junction Projects Office (GJPO) site, which is operated by Rust Geotech, is part of the GJPO Remedial Action Program. This report describes measurements and modeling efforts to evaluate the radiation dose to members of the public who might someday occupy or tear down Building 2. The assessment of future doses to those occupying or demolishing Building 2 is based on assumptions about future uses of the building, measured data when available, and predictive modeling when necessary. Future use of the building is likely to be as an office facility. The DOE sponsored program, RESRAD-BUILD, Version. 1.5 was chosen for the modeling tool. Releasing the building for unrestricted use instead of demolishing it now could save a substantial amount of money compared with the baseline cost estimate because the site telecommunications system, housed in Building 2, would not be disabled and replaced. The information developed in this analysis may be used as part of an as low as reasonably achievable (ALARA) cost/benefit determination regarding disposition of Building 2.

    This paper addresses the concept of energy security, the costs and benefits of energy security, and policies which could potentially alter these costs and benefits. These issues are considered from the perspective of the DOE's Office of Energy Emergencies, with the goal of determining if alternative or additional roles should be open to this Office. The approach taken is limited to the economic costs and benefits of energy security, reflecting our view that the bulk of important energy security issues can at least be approached from this perspective. An energy emergency results from a sudden change in the quantity, market price, and/or social value of energy, in combination with a domestic and/or world wide energy system that cannot rapidly adjust to that change. We do not believe that mitigating the impacts of such events is always necessary, nor that it is uniquely a governmental responsibility. In fact, the first recourse in emergency preparedness should always be to the private sector. Government should deal with three different aspects of emergency energy activities. First, it should condition the decision making environment by seeing that adequate information about energy conditions is available and that its own policy position is clear. Next, it should evaluate the preparedness measures undertaken by the private sector. Finally, if it finds private sector preparation to be inadequate, government has a variety of direct and indirect means with which to intervene. One direct measure currently used is the buildup and drawdown of the strategic petroleum reserve (SPR). Others include contingency plans to override market allocations during wartime, as might be developed under the graduated mobilization response (GMR). Indirect means include a variety of tax and transfer schemes that alter existing private sector incentives to prepare. Well conceived monetary and fiscal policies complete the tools. 1 fig., 1 tab.

The BEA professional staff is committed to maintaining a cultural resource management program that accepts the challenge of preserving INL cultural resources in a manner reflecting their importance in local, regional, and national history. This report is intended as a stand-alone document that summarizes activities performed by the INL Cultural Resource Management Office (CRMO) staff during fiscal year 2011. This work is diverse, far-reaching and though generally confined to INL cultural resource compliance, also includes a myriad of professional and voluntary community activities.     The U.S. Department of Energy Office of River Protection (ORP) has initiated and leads an integrated Advanced Waste Glass (AWG) program to increase the loading of Hanford tank wastes in glass while meeting melter lifetime expectancies and process, regulatory, and product performance requirements. The integrated ORP program is focused on providing a technical, science-based foundation for making key decisions regarding the successful operation of the Hanford Tank Waste Treatment and Immobilization Plant (WTP) facilities in the context of an optimized River Protection Project (RPP) flowsheet. The fundamental data stemming from this program will support development of advanced glass formulations, key product performance and process control models, and tactical processing strategies to ensure safe and successful operations for both the low-activity waste (LAW) and high-level waste vitrification facilities. These activities will be conducted with the objective of improving the overall RPP mission by enhancing flexibility and reducing cost and schedule.

    The U.S. Department of Energy Office of River Protection (ORP) has initiated and leads an integrated Advanced Waste Glass (AWG) program to increase the loading of Hanford tank wastes in glass while meeting melter lifetime expectancies and process, regulatory, and product performance requirements. The integrated ORP program is focused on providing a technical, science-based foundation for making key decisions regarding the successful operation of the Hanford Tank Waste Treatment and Immobilization Plant (WTP) facilities in the context of an optimized River Protection Project (RPP) flowsheet. The fundamental data stemming from this program will support development of advanced glass formulations, key product performance and process control models, and tactical processing strategies to ensure safe and successful operations for both the low-activity waste (LAW) and high-level waste vitrification facilities. These activities will be conducted with the objective of improving the overall RPP mission by enhancing flexibility and reducing cost and schedule. The purpose of this advanced LAW glass research and development plan is to identify the near-term, mid-term, and longer-term research and development activities required to develop and validate advanced LAW glasses, property-composition models and their uncertainties, and an advanced glass algorithm to support WTP facility operations, including both Direct Feed LAW and full pretreatment flowsheets. Data are needed to develop, validate, and implement 1) new glass property-composition models and 2) a new glass formulation algorithm. Hence, this plan integrates specific studies associated with increasing the Na2O and SO3/halide concentrations in glass, because these components will ultimately dictate waste loadings for LAW vitrification. Of equal importance is the development of an efficient and economic strategy for 99Tc management. Specific and detailed studies are being implemented to understand the fate of Tc throughout

    For the last several years, US DOE`s Office of Environmental Restoration and Waste Management (EM) has actively pursued a policy of involving local stakeholders in the planning and implementation of environmental management activities at contaminated sites throughout the DOE complex. An ongoing ORNL study is focusing on how to measure the success of the public participation efforts. Five DOE facilities were selected for intensive site visits; 4 or 5 additional sites were covered by telephone interviews. Key stakeholder groups were interviewed. Based on the data collection and preliminary analysis, 17 definitions of success were developed for public participation programs. Objective and subjective indicators of the success of the public participation efforts are discussed.

    This report on the status of the Office of Environment's program for inactive uranium mill tailings sites is an analysis of the current status and a forecast of future activities of the Office of Environment. The termination date for receipt of information was September 30, 1980. Aerial radiological surveys and detailed ground radiological assessments of properties within the communities in the vicinity of the designated processing sites in Canonsburg, Pennsylvania, Salt Lake City, Utah, and Boise, Idaho led to the designation of an initial group of vicinity properties for remedial action. The potential health effects of the residual radioactive materials on or near these properties were estimated, and the Assistant Secretary for Environment recommended priorities for performing remedial action to the Department's Assistant Secretary for Nuclear Energy. In designating these properties and establishing recommended priorities for performing remedial action, the Office of Environment consulted with the Environmental Protection Agency, the Nuclear Regulatory Commission, representatives from the affected State and local governments, and individual property owners. After notifying the Governors of each of the affected States and the Navajo Nation of the Secretary of Energy's designation of processing sites within their areas of jurisdiction and establishment of remedial action priorities, a Sample Cooperative Agreement was developed by the Department in consultation with the Nuclear Regulatory Commission and provided to the affected States and the Navajo Nation for comments. During September 1980, a Cooperative Agreement with the Commonwealth of Pennsylvania for the designated Canonsburg processing site was executed by the Department. It is anticipated that a Cooperative Agreement between the State of Utah and the Department to perform remedial actions at the designated Salt Lake City site will be executed in the near future.

    The Nationwide Truck Activity and Commodity Survey (NTACS) provides detailed activity data for a sample of trucks covered in the 1987 Truck Inventory and Use Survey (TIUS) for days selected at random over a 12-month period ending in 1990. The NTACS was conducted by the US Bureau of the Census for the US Department of Transportation (DOT). A Public Use File for the NTACS was developed by Oak Ridge National Laboratory (ORNL) under a reimbursable agreement with the DOT. The content of the Public Use File and the design of the NTACS are described in this document.

    The report contains a narrative description of the accomplishments of the Office of Public Counselor Services as a result of the Office of Consumer Services Grant Program. The Grant was awarded to the Office of the Public Counselor to supplement and increase an ongoing activity of consumer intervention and representations, and provide accurate studies related to electric utilities regarding its load and demands for future periods. Program accomplishments are described for Southern Indiana Gas and Electric Rate Case; Northern Indiana Public Service Company; Indiana and Michigan Electric Company and an appeal; Indianapolis Power and Light Company; Load Research and Demand Study; and Indiana Coal Reserves Study.     This paper reviews the involvement of a community-based organization in the activities of the Nuclear Regulatory Commission (NRC) regarding a uranium conversion facility that operated near Gore, Oklahoma from 1970 until 1992. Effective participation requires access to decision making. Access is a complex phenomenon that includes: (1) opportunity, both procedural and physical, (2) a common language, and (3) time and resources. The paper describes how both the community organization and the NRC responded to these requirements for access, the strategies that were most effective in securing meaningful public involvement in the decision making, and the impacts of that involvement on the organization.

    This Review of the Coal and Electric Sections of the Monthly Energy Review and an Overall Review of OEDO Publications is comprised of two sections. The first, Review of Coal and Electric Power Data in the Monthly Energy Review consists of a detailed analysis of content and data presentation issues. The major findings of this section are summarized below: the coal and electric power data in the Monthly Energy Review (MER) represent the major functions of the respective industries; coal data by rank are inconsistently presented in the MER; coal value or coal cost and quality data are not adequately represented in the MER; the presentation of two or more units of measurement on the same table in MER may invite incorrect comparisons unless properly separated (e.g., - double line separation); to improve the timeliness of the data in the MER, the increased use of estimated, preliminary, and/or projected data should be considered; and the table and graphic formats used in the MER present the data clearly and concisely. The second section of the report, An Overall Review of OEDO Publications, contains the results of an analysis of data presentation in forty-six coal, gas, electric, oil and consolidated publications. A summary of our findings and recommendations is listed below: where practical, a scope of publication section and executive summary should be included in OEDO publications; table formats, including titles and endnotes should be uniform; more detailed guidelines for titling should be established by the Energy Information Administration (EIA); and a more detailed set of standards for footnotes, notes and source notes should be established by EIA.

    The goal of the Environmental Protection Agency`s (EPA) Office of Radiation and Indoor Air is to protect the public and the environment from exposures to radiation and indoor air pollutants. The Office develops protection criteria, standards, and policies and works with other programs within EPA and other agencies to control radiation and indoor air pollution exposures; provides technical assistance to states through EPA`s regional offices and other agencies having radiation and indoor air protection programs; directs an environmental radiation monitoring program; responds to radiological emergencies; and evaluates and assesses the overall risk and impact of radiation and indoor air pollution. The Office is EPA`s lead office for intra- and interagency activities coordinated through the Committee for Indoor Air Quality. It coordinates with and assists the Office of Enforcement in enforcement activities where EPA has jurisdiction. The Office disseminates information and works with state and local governments, industry and professional groups, and citizens to promote actions to reduce exposures to harmful levels of radiation and indoor air pollutants.

    The U.S. Department of Energy has participated with the Oklahoma Energy Resource Board (OERB) since 1995 by providing grant funding for on-going work in both environmental assessment of abandoned oilfield exploration and production sites and associated public education/outreach activities. The OERB, a state agency created in 1993 by the Oklahoma legislature, administers programs funded by an assessment of one tenth of one percent on all oil and natural gas produced and sold in the state of Oklahoma. Approximately one half of the funds are used to assess and remediate abandoned oilfield sites and the other half are being used to educate about the importance of the oil and natural gas industry and OERB's environmental efforts. Financial participation through grant funding by the U.S. D.O.E. has been $200,000 annually which represents approximately 3 percent of OERB's private funding. Most of OERB's revenues come from an assessment of 1/10th of 1% on the sale of crude and natural gas in Oklahoma. The assessment is considered voluntary in that any interest owner may ask for a refund annually of their contributions to the fund. On average, 95% of the assessment dollars have remained with OERB, which shows tremendous support by the industry. This Final Report summarizes the progress of the three year grant. The purpose of this three-year project was to continue the progress of the OERB to accomplish its environmental and educational objectives and transfer information learned to other organizations and producing states in the industry.

    To meet its programmatic obligations under the Energy Policy Act of 2005, the Office of Naval Petroleum and Shale Oil Reserves (NPSOR) has initiated the Western Energy Corridor Initiative (WECI). The WECI will implement the Unconventional Strategic Fuels Task Force recommendations for accelerating and promoting the development of domestic unconventional fuels to help meet the nations’ energy needs. The mission of the WECI is to bolster America’s future fuel security by facilitating socially and environmentally responsible development of unconventional fuels resources in the Western Energy Corridor, using sound engineering principles and science-based methods to define and assess benefits, impacts, uncertainties, and mitigation options and to resolve impediments. The Task Force proposed a three-year program in its commercialization plan. The work described herein represents work performed by Idaho National Laboratory (INL) in support of the DOE’s WECI. This effort represents an interim phase of work, designed to initiate only select portions of the initiative, limited by available funding resources within NPOSR. Specifically, the work presented here addresses what was accomplished in FY-09 with the remaining carryover (~$420K) from NPOSR FY-08 funds. It was the intent of the NPOSR program to seek additional funding for full implementation of the full scope of work; however, the original tasks were reduced in scope, terminated, or eliminated (as noted below). An effort is ongoing to obtain funding to continue the tasks initiated under this project. This study will focus on the integrated development of multiple energy resources in a carbon-neutral and environmentally acceptable manner. Emphasis will be placed on analyses of the interrelationships of various energy-resource development plans and the infrastructure, employment, training, fiscal, and economic demands placed on the region as a result of various development scenarios. Financial Manager of JOSS, worked to complete proposals and monitor compliance with award requirements and funding limitations and ensure the U.S. CLIVAR Project Office complied with UCAR policies and procedures. Project Coordinator administered the funding for the U.S. CLIVAR Project Office and was responsible for coordinating special projects that required additional support from JOSS technical staff. These projects included activities such as website updates, technology upgrades, production of printed reports, and development of graphic elements like logos. Web Developer worked both on web development and graphic work and the work consisted of the following: Maintaining the site ? installing updates to Drupal CMS (Content Management System). Creating new templates for webpages and styling them with CSS and JavaScript/jQuery code. Fixing the styling on webpages that the content contributor/manager (Jenn Mays) created and has had trouble with. Creating new web forms for abstract uploading, subscriptions, and meeting registrations. Created 4 webpages for the ?ASP: Key Uncertainties in the Global Carbon-Cycle? meeting. Developed a document review form, instruction webpages, login redirect, dynamic table with form submissions for the US CLIVAR SSC Science Plan Document Review. This was open to the public from June 12, 2013 until July 10, 2013. During this time the user accounts had to be checked (daily) that were created by the public, to delete any spam ones. Graphics work: preparing images for general use on webpages, webpage banners, and for meeting name badges, creating a US CLIVAR letterhead, redesigning the US AMOC logo. System Administrator spent

    The Uranium Mill Tailings Remedial Action (UMTRA) Project was established to accomplish remedial actions at inactive uranium mill tailings sites in accordance with Public Law 95-604, the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA). The UMTRA Project`s mission is to stabilize and control the residual radioactive materials at designated sites in a safe and environmentally sound manner so as to minimize or eliminate radiation health hazards to the public. The US Department of Energy (DOE) UMTRA Project Office directs the overall Project. Because these efforts may involve possible risks to public health and safety, a quality assurance (QA) program that conforms to the applicable criteria (set forth in the reference documents) has been established to control the quality of the work. This document, the Quality Assurance Program Plan (QAPP), brings into one document the essential criteria to be applied on a selective basis, depending upon the nature of the activity being conducted, and describes how those criteria shall be applied to the UMTRA Project. The UMTRA Project Office shall require each Project contractor to prepare and submit for approval a more detailed QAPP that is based on the applicable criteria of this QAPP and the referenced documents. All QAPPs on the UMTRA Project shall fit within the framework of this plan or an industry standard format that has been approved by the DOE Project Office.

    On October 24, 1992, President Bush signed into law the National Energy Policy Act of 1992. The bill is a sweeping, comprehensive overhaul of the Nation`s energy laws, the first in more than a decade. Among other provisions, the National Energy Policy Act reforms the licensing process for new nuclear power plants by adopting a new approach developed by the US Nuclear Regulatory Commission (NRC) in 1989, and upheld in court in 1992. The NRC 10 CFR Part 52 rule is a three-step process that guarantees public participation at each step. The steps are: early site permit approval; standard design certifications; and, combined construction/operating licenses for nuclear power reactors. Licensing reform increases an organization`s ability to respond to future baseload electricity generation needs with less financial risk for ratepayers and the organization. Costly delays can be avoided because design, safety and siting issues will be resolved before a company starts to build a plant. Specifically, early site permit approval allows for site suitability and acceptability issues to be addressed prior to an organization`s commitment to build a plant. Responsibility for site-specific activities, including communications and public participation, rests with those organizations selected to try out early site approval. This plan has been prepared to assist those companies (referred to as sponsoring organizations) in planning their communications and public involvement programs. It provides research findings, information and recommendations to be used by organizations as a resource and starting point in developing their own plans.

    The Administration`s Climate Change Action Plan recognizes that the threat to the global climate must be addressed in conjunction with other pressing national and international needs. Our country is simultaneously challenged with strengthening the economy, creating jobs, achieving technological advances, advancing U.S. competitiveness in world markets, and maintaining U.S. leadership in the world community, all within limited budget resources. The challenge is increased because significant increases in greenhouse gas emissions come from economic development abroad. The initiatives and programs in the Action Plan strike a careful balance among these objectives while collectively reducing future GHG emissions to 1990 levels by the year 2000. Through these actions and others, a national and international policy on global climate change has begun to emerge and take root in the activities of both the public and private sectors. In the energy sector, these activities will begin to shape our demand for energy in its form and efficiency. The stakes are high; failure to address this problem could disrupt the economy and/or the ecosystem. Conversely, the success of these programs can provide major benefits both to our economy and to our environment.

    The Uranium Mill Tailings Remedial Action (UMTRA) Project was established to accomplish remedial actions at inactive uranium mill tailings sites. The UMTRA Project`s mission is to stabilize and control the residual radioactive materials at designated sites in a safe and environmentally sound manner so as to minimize or eliminate radiation health hazards to the public. Because these efforts may involve possible risks to public health and safety, a quality assurance (QA) program that conforms to the applicable criteria has been established to control the quality of the work. This document, the Quality Assurance Program Plan (QAPP), brings into one document the essential criteria to be applied on a selective basis, depending upon the nature of the activity being conducted, and describes how those criteria shall be applied to the UMTRA Project. QA requirements contained in this QAPP shall apply to all personnel, processes, and activities, including planning, scheduling, and cost control, performed by the UMTRA Project Office and its contractors.

    This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation (RDDT and E) activities funded through the Chicago Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US Industry`s competitiveness in global environmental markets. The information has been assembled from recently produced OTD documents which highlight technology development activities within each of the OTD program elements. OTD technologies addresses three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

    This fact sheet summarizes recommendations for designing new office buildings that result in 50% less energy use than conventional designs meeting minimum code requirements. The recommendations are drawn from the Advanced Energy Design Guide for Small to Medium Office Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use office buildings with gross floor areas up to 100,000 ft2 (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller office buildings with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of office buildings.
